wonderful
observance
that
occurs
every
year
at
the
Golden
Gate
National
Cemetery
starts
at
11am,
and
the
theme
this
year
is
the
price
of
freedom.
They
have
a
flyover
and
speakers
just
very,
very
well
done
very
moving.
So
if
you
can
attend
we'd
like
you
to
do
that
also
a
very
important
announcement
tonight,
this
is
chief
eggs.
Last
meeting
he's
retiring.
You
know
you
don't
want
me
to
say
anything.
They
don't
got
to
do
it
anyway.

He
is
retiring
and
we
wish
him
very
well.
He
he
will
retire
in
May
twenty-fifth.
After
33
years
in
the
fire
service
chief
has
warned
two
badges
one
for
the
city
of
San
Bruno
and
the
other
for
the
city
of
millbrae
and
the
chief
began
his
fire
service
grid
as
an
emergency
medical
technician
in
1979
in
millbrae,
he's
promoted
several
times
that
ultimately
became
ill,
brace
fire
chief
in
2000
in
January
2008
at
the
retirement
of
the
city's
former
chief
chief
egg,
took
on
the
additional
responsibilities
as
san
bruno
fire.
A
Chief
chief
egg
will
long
be
known
for
his
outstanding
leadership.
During
the
September
night,
2010
explosion
and
fire
here
in
san
bruno
and
we
in
San
Brenda
will
continue
to
be
proud,
proud
grateful
for
his
service
during
the
following
weeks,
and
especially
that
terrible
night.
So
we
want
to
thank
you
chief
egg,
and
we
are
proud
to
know
you
as
our
chief.
We
wish
you
a
long
and
rewarding.

City

fire

great
teamwork
and
has
been
a
pleasure
for
me
to
work
with
them.

least,
the
fire
department
employees
are
dedicated
and
professional,
which
made
my
job
easy.

he's
well-known
in
San
Carlos
for
planting
trees
at
flood
park
and
so
I

public
affairs
for
caltrain
SamTrans
and
probably
two
or
three
other
agencies,
I've
lost
track
of
good
evening.
It's
a
pleasure
to
be
here
I'm
here,
because
a
couple
of
weeks
ago,
at
your
last
meeting,
we
did
talk
considerably
about
a
two
tracks
and
what
it
meant
for
the
permanent
station
at
at
your
station.

You
may
recall
the
original
proposal
from
high-speed
rail
was
to
build
a
four
track
system:
the
entire
length
of
the
peninsula.
Actually,
the
entire
length
of
the
state
that
didn't
was
not
well
received
in
many
circles.
Sometimes
vehemently
so
about
a
year
ago,
congresswoman
Anna
su
State,
Senator,
Joe,
Sam,
ideon
and
assembly
member
rich
Gordon
proposed
what
they
called
a
blended
system,
see
if
we
couldn't
use
the
current
track
infrastructure
of
caltrain
to
build
a
high-speed
rail
compatible
system
that
modernizes
caltrain,
it
stays
substantially
within
the
right
of
way
and
is
essentially
a
two-track
system.

So
what
we're
talking
about
is
an
electrified
rail
road
from
San
Jose
to
downtown
San
Francisco
that
in
this
case,
that
would
be
for
thin
King.
The
extension
beyond
that
to
the
downtown
station
would
be
a
separate
project.
It
would
support
both
caltrain
and
high-speed
rail
and
particularly
in
key
components.
The
signal
system
that
we
would
install
would
be
one
that
high-speed
rail
could
use
the
electric
system
the
transfer
stations
on
the
on
the
wayside.
The
overhead
wire
system
would
also
be
something
that
high-speed
rail
could
use,
all
of
which
is
by
way
of
saying.

High-Speed
rail
can
help
pay
for
this
project.
It
is
primarily
a
two-track
system,
as
we
said
largely
because
there
will
be
places
where
we
want
to
implement
passing
tracks.
That's
a
decision
that
is
some
considerable
amount
of
time
away.
For
now
it
isn't
funded
and
it
hasn't
even
been
designed
what
we
we
can't
commit
concretely
to
never
building
more
than
two
tracks,
because
we
may
not
want
to.
We
may
want
to
do
more
at
some
point
in
the
future.
Why
are
we
supporting
the
blended
system?
It's
within
the
right
of
way?
J
It
is
primarily
two
tracks.
It
doesn't
require
any
additional
track
infrastructure.
It
eliminates
most
of
the
concerns
that
most
of
the
people
in
these
communities
have
had
about
the
impact
of
the
railroad
reaching
beyond
its
current
boundaries
and
negatively
impacting
their
communities.
It's
a
lower
project
cost
it's
one
and
a
half
billion
dollars
to
deliver
this
project
versus
multiple
billions
for
the
larger
project,
and
it
means
we
can
do
it
now,
we're
relatively
now
compared
to
waiting
ten
fifteen,
maybe
even
20
years.

What
we
did
first
was
do
an
operational
assessment.
Could
our
current
track
infrastructure
handle
the
kind
of
traffic
we
want
to
run
for
caltrain
and
make
room
for
high-speed
rail,
and
the
answer
is
that
we
can
run
up
to
six
caltrain
trains
per
hour
and
to
high-speed
rail
trains
per
hour
with
the
current
track
infrastructure
that
led
to
an
mou
that
I'm
sure
you
heard
about
on
the
blended
system.
Nine
separate
agencies
throughout
the
Bay
Area
supported
this
are
putting
in
funding,
for
it
have
supported
our
efforts
to
get
funding
for
it.

It's
an
it's
an
anomaly.
We
have
some
of
the
largest
transit
agencies
in
the
Bay
Area,
pitching
in
to
save
caltrain.
To
do
a
modernization
program.
There's
been
a
lot
of
concern
among
some
people
that
caltrain
is
the
tail
on
the
dog
and
that
everybody
else
will
tell
us
what
to
do.
But
in
fact
the
opposite
is
what's
happening.
It's
1.5
billion
dollars
for
preparation
for
caltrain
electrification
in
the
advanced
signal
system.
I
referenced
that
earlier.
The
event
signal
system
also
includes
positive
train
control.
J
All
of
that
means
the
trains
can
run
more
efficiently,
can
even
run
more
closely
together.
That's
a
benefit.
We
would
reap
immediately,
even
if
we
don't
Electrify,
the
train
system
of
better
signal
system
allows
us
to
run
a
better
system.
There
are
a
second
set
of
projects
that
are
underway
that
aren't
part
of
the
blended
system.

That
includes
the
downtown
extension
that
includes
whatever
plans
high-speed
rail
may
ultimately
come
up
with
for
what
they
want
to
do
on
the
peninsula,
all
of
which
would
be
subject
to
its
own
environmental
review
process
and
secret
process
passing
track
operations.
Analysis
well,
I,
don't
know
what
that
one
means.

There
are
five
different
sorry.
There
are
five
different
options
we
looked
at,
one
of
which
includes
five
different
options
for
where
we
might
put
the
passing
tracks.
I
understand
it
now.
I've
read
too
many
of
these
over
the
less
I'm
doing
about
four
of
these
I
have
to
go
to
millbrae
later
and
do
a
completely
different
one,
so
I'm
having
trouble,
keeping
it
all
straight
and
I
apologize,
but
there
are
five
different
places
where
we
think
we
could
put
passing
tracks.

I
met
with
councilmember
Ibara
before
this
came
before
we
made
a
more
formal
presentation
of
the
council
and
the
way
I
described
it
as
it's
true,
you
sort
of
betting
that
we
will
ultimately
not
choose
to
put
passing
tracks
here
or
that
if
we
do
it's
far
enough
away
that
it
doesn't
necessarily
burden
the
city.
Believe
me
no
one's
more
aware
than
I
that
this
city
doesn't
want
to
go
through
any
major
construction
projects
any
more
on
its
own,
its
rail
system,
whether
it's
Bart
or
ours,
and
that's,
certainly,
a
sensitivity
that
we
understand.

think
sensitivity
is
not
a
strong
enough
word
for
how
the
council
might
feel
about
it,
but
we
do
understand
that
the
original
design
was
to
support
for
tracks.
You
may
recall
that
was
back
when
we
thought
high-speed
rail
would
be
ready
to
come
right
on
the
heels
of
our
project
and
therefore
it
could
be
two
contiguous
projects
that
would
seem
as
though
they
were
one
well
I.
Don't
need
to
tell
you
that
isn't
necessarily
the
way
it's
been
unfolding.
High-Speed
rails
run
into
their
own
set
of
problems.

Our
recommendation
was
because
we
had
to
make
this
decision
right
now
and
because
to
build
a
four-track
configuration
included
tens
of
millions
of
dollars
that
we
didn't
have.
We
recommended
that
we
go
ahead
with
building
the
to
track
finalizing
the
station,
putting
it
where
it's
supposed
to
be
and
hoping
that
nothing
else
needs
to
be
done.
If
high-speed
rail
is
ready
to
add
tracks
and
complete
a
four-track
station,
that's
their
project,
that's
their
decision.

They'll
have
to
come
to
you
and
explain
why
they're
going
to
do
it,
and
we
can
certainly
work
with
you
on
helping
to
understand
all
the
ins
and
outs
of
that.
So
the
current
situation
is
high.
Speed.
Rail
is
not
ready.
We
expected
them
to
be
and
I
think
it's
an
understatement
to
say:
they're,
not
ready.
So
there's
where
we
are
the
future
construction.

San
bruno
is
certainly
up
in
the
air
and
I
apologize
for
that
I
wish
it
was
different,
but
sometimes
you
just
have
to
deal
with
things
the
way
they
are
so
without
any
further
blathering
on.
That
was
why
I
wanted
to
come
here.
I
thought
we
owed
you
the
courtesy
of
a
better
explanation
and
a
more
thorough
context
for
what's
going
on
I'm
happy
to
answer
any
questions
or
respond
to
any
concerns.

vehemently
opposed
to
any
more
construction
after
this
gets
done,
because

cities

torn

it

once
any

essentially
makes
that
case
very
clearly

can't
think
of
anything

appropriate

the
city

not

chew,
need

only
city,
this
some
have
already
written
to
us
telling
us
they
don't
want
four
tracks
either.

it's
an
entirely
appropriate
thing
to
do
it.

enjoyed
an
excellent
relationship
with
your

not
going
to
affect
at
it
at
all
ways
to
not
in
our
minds,

residents

understanding
of
what
we're
trying
to
do
their
acceptance
of
what
we're
trying
to
do,
some
of
which
has
been
very
disruptive
to
them.

beginning,
first
I'd
like
to
thank
city
staff
for
inviting
me
here
to
give
you
a
brief
presentation.
The
end
of
last
year's
board
of
supervisors
held
a
workshop,
and
after
that
workshop,
they
gave
direction
to
staff
to
look
at
a
single-use
bag
ban
not
only
in
the
unincorporated
area
but
encouraged
them.

At
it
on
a
regional
basis,
so
the
first
thing
we
needed
to
do
was
a
course
to
identify
a
draft
ordinance
so
that
we
then
could
go
on
and
do
the
environmental
documentation.
It
was
determined
that
we
needed
to
do
an
e
ir,
so
a
full
environmental
impact
report
mainly
based
on
experiences
in
other
jurisdictions.
That
did
not
do
it.
Annie
AR
there
was
lawsuits,
and
so
we
felt
that
it
would
be
best
to
give
the
policy
makers
the
fullest
ability
to
make
those
decisions
based
on
it
on
a
full-blown
dir.

So
the
county
committed
to
doing
that.
We
then
went
to
each
of
the
cities
within
San
Mateo
County,
to
ask
if
they
wanted
to
be
a
partner
on
that
EA
are
basically
become
a
responsible
agency
with
the
county
being
a
lead
agency.
We
also
went
to
beyond
our
borders
and
went
into
santa
clara
county
and
invited
cities
down
there
to
also
become
part
of
the
AR
all
told
we
have
24
cities,
18
cities
within
salmon
County.

Those
are
18
cities
that
have
retail
on
the
two
cities
that
do
not
have
retail
are
not
part
of
the
AR
and
six
cities
down
in
Santa.
Clara
County
have
joined
on
the
ER,
because
the
Board
of
Supervisors
feels
that
this
is
a
regional
issue
and
it's
something
that
really
can
only
be
addressed
by
keeping
bags
out
of
the
bay
and
marine
environment
on
a
regional
basis.
We
chose
to
mirror
san
Jose's
single-use
bag
ban
ordinance,
which
is
a
has
been
shown
to
be
successful.

It's
been
shown
to
be
lucrative
in
that
it
does
keep
bags
out
of
the
environment,
and
so
we
are
mirroring
that
that's
what
the
EIA
our
study
is
a
good
model,
and
at
this
point
we
did
seven
scoping
meetings
throughout
san
mateo
county
in
santa
clara
county
to
get
feedback
from
the
public
and
businesses.
As
far
as
what
we
should
be
looking
at
in
the
VAR
mental
impact
report,
those
have
been
completed.

The
draft
environmental
impact
report
should
be
out
for
public
comment
the
first
week
or
the
second
week
of
june
and
it'll
be
for
a
45
day
period.
Once
that
happens,
we
will
then
be
taking
the
draft.
Eia
are
and
a
final
draft
ordinance
to
the
board
of
supervisors,
I'm
hoping
by
mid-october
for
them
to
certify
the
ER
and
have
the
discussion
on
the
policy
for
the
ordinance.

If
the
Board
of
Supervisors
passes
out
ordinance,
then,
like
other
ordinances,
that
San
Mateo
County
has
done
with
an
environmental
health,
we
would
offer
up
to
cities
to
adopt
by
reference.
So
again
we
could
have
a
full
regional
impact
on
to
it.
So,
in
order
for
this
to
happen,
because
what
we
don't
want
to
do
necessarily
is
if
an
ordinance
passes,
we
do
really
don't
want
to
be
in
a
position
of
having
an
ordinance
passed
and
then
having
a
year-long
period
before
it
goes
into
effect.

So
this
summer
and
fall
will
be
working
with
the
cities
to
do
outreach
to
businesses
into
the
community,
and
that's
the
one
thing
that
the
county
needs.
A
lot
of
assistance
on
in
the
cities
is.
We
need
the
city's
assistance
to
help
us
with
the
outreach.
You
know
your
businesses,
you
know
your
communities,
you
really
know
the
people
we're
going
to
be
able
to
impact.
So
that's
really
we're
looking
at
the
the
san
mateo
county,
ordinance
I
anticipate
we'll
be
going
into
effect
on
january.
First
of
2013,
assuming
the
board
passes
it
more
soon.

a
promotion
we've
seen
that
in
other
jurisdictions,
the
california
gross
association
has
indicated
that
by
going
regionally,
it's
as
close
to
a
support
that
they'll
get
that
they
will
be
looking
at

far

outreach

helping
helping
with
the
outreach
as
much
as
possible.

move

11,
which

the
annual
report
of
the
community
preparedness
committee
to
right
after

public
hearings,

then
we
will
be
removing

these
items

meeting

I'd,
like
the
city
attorney
to
overview
as
to
why
we're
doing.

It
certainly
we
do
recommend
the
City
Council
postpone
consideration
of
those
items
which
is
water
wastewater
and
the
garbage
rate
ordinance
adoption.
As
the
staff
report
noted,
there
was
a
clerical
error
in
the
recital
sections
of
those
ordinances
that
mistakenly
indicated
that
a
two-thirds
vote
was
required
for
introduction
and
adoption.
Well,
that's
an
error,
because
the
government
code,
sections
that
are
cited
only
apply
when
you're
putting
the
rates
on
the
tax
roll
which
we're
not
doing
so.

We've
corrected
them
and
change
them
to
refer
to
the
correct
government
code
section,
but
just
so
we're
sure
that
we're
meeting,
if
not
exceeding
every
possible
legal
requirement
about
introduction
and
adoption
of
those
ordinances,
we're
going
to
put
them
back
on
a
subsequent
agenda
for
re-introduction
and
then
agenda
after
that
for
adoption.
And
just
so
you
know
there
isn't
a
legal
requirement
that
the
city
either
hold
a
new
public
hearing
or
redo
any
of
the
protest
procedures,
because
all
of
those
were
in
fact
done
in
accordance
with
law.

team
training

we

that

pilot
program
that
we
launched

We
conducted
also
our
first
cert
drill
at
shelter
creek,
which
was
a
huge
success:
participation
with
our
san
bruno
amateur
radio,
volunteers,
collaboration
with
the
crime
prevention
committee.
We
staffed
information
booths
at
the
city
and
county
events,
our
annual
san
mateo
county
preparedness
day.
We
also
did
sears
preparedness
day
this
last
year
at
tam
fran
and
the
Chamber
of
Commerce
Business
Expo
at
tanforan.

We
provided
emergency
preparedness
messages
for
san
bruno
cable,
TV
and
english
and
in
spanish
this
year,
so
we're
proud
of
that
accomplishment.
This
was
our
first
cert
training
at
the
fire
station.
It
was
appropriate.
We
had
some
has
hazardous
conditions
there
for
the
moment
and
part
of
the
cert
training.

offer
disaster
awareness
and
preparedness,
basic
disaster
skills,
disaster
medical
course,
light
search-and-rescue
disaster,
psychology
and
terrorism,
team
communications
organization
and
management,
and
then
we
have
the
skills,
development
and
application,
which
is
the
hands-on
exercise,
which
is
the
final
component
of
the
program
itself
and
currently
I'm
bouncing
back
and
forth,
because
we
do
have
a
cert
session
going
on
as
we
speak,
and
tonight's
session
is
on
disaster.
Psychology
and
terrorism,
so
I'll
be
bouncing
back
down
there,
after
which
we've
been
hosting
at
the
Recovery
Center.

tabletop
exercise
of
the
last
year's
graduation
class
and
going
over
the
incident
command
system.
These
are
photos
of
the
light,
search
and
rescue
on
the
hands-on
exercise
at
the
fire
station.
So
the
participants
really
were
involved
in
my
hands
on
of
performing
light,
search
and
rescue
the
fire
suppression,
where
everybody
has
the
opportunity
to
go
in
and
actually
suppress
a
fire
and
learn
exactly
what
to
do
and
how
to
do
it
always
using
the
buddy
system.
So
they
go
in
in
pairs,
and
this
was
our
first
graduating
class.

was
a

first

Soon
it
might
be
one

the
videos
that
we
did
at
shelter
creek
on
october
15,
so
they
actually
on
top
of
doing
the
hands-on
exercises.
Part
of
the
cert
program
itself
did

onsite
drill

shelter
creek,
where
we
utilized
stations
and
everybody
got
to
practice
all
of
the
stations
from
the
different
sessions
of
the
cert
training.
So
there
we
have
some
of
the
participants
at
the
first-aid
station.

also
have
the
police
department
come
out
into
a
security
demonstration,
so
it's
their
plan
to
use
the
basketball
court
in
case
they
have
some
security
issues
to
detain
people,
so
they
went
over
that
light
search-and-rescue
as
well,
and
then
they
actually
made
it
a
challenge.
So
there
were
teams
and
the
winning
team
who
made
it
back
to
the
completion
circle.
First,
all
received
a
disaster
pack.

also
did
a
lot
of
work
this
last
year
with
community
preparedness
committee
and
support
of
the
San
Bruno
amateur
radio
volunteers.
Several
of
us
that
sit
on
the
committee
are
also
amateur
radio
operators.
We
convened
our
meetings
at
the
San
Bruno
resource
and
Recovery
Center.
We
increase
the
member
attendance
at
the
meetings
and
we
also
collaborated
with
the
millbrae
Radio
Club.

the

radio
volunteers
club
as
well
myself,

our
fire
liaison

consider
an

amateur

also
participated
in

preparedness,
literature,
we
registered
san
bruno
residents
for

community
emergency
response
training
and
we
displayed
the
cert
training.

for
2012
to

promote
certain
community
preparedness

and
County

counsel
on
the
planning
activities
by

police
and
fire
departments
for
the
2012
fireworks
season
and
seek
the
Council's
approval
with

proposed
educational
and
enforcement
program.
The
City
Council
has
directed
staff
to
raise
community
awareness
of
the
risk
involved
with
fireworks
used
and
to
strictly
enforced
violations
of
ilium
used
to
the
city's
zero-tolerance
program.
The
demand
placed
on
fire
and
police
resources
typically
increased,
not
only
during
the
holiday,
but
also
in
preceding
weeks.

The
fire
department
will
take
the
lead
and
educational
outreach
efforts,
including
public
education
message
in
the
summer
edition
of
focus
and
cable
TV.
A
joint
effort
with
the
fireworks
industry
will
provide
information
to
all
elementary
middle
and
high
schools
and
san
bruno.
There
will
be
mandatory
meeting
on
june
fifth
with
fireworks
industry
and
the
17
community
organizations
that
are
requesting
to
sell
safe
and
sane
fireworks.
The
meeting
this
meeting
is
conducted
to
review
the
regulations,
safety
requirements
and
timelines
related
to
the
sale
of
fireworks.
All
these
organizations
have
paid
their
respective
fees
by
the
deadline.

estimated
cost
of
adding
an
additional
Engine
Company
impossible
distance

staffing
pride
of
the
holiday
is
estimated
sixteen
thousand
dollars.

additional
resources
will
depend
on
whether
fuel
and
activity

of

and
sane

strict
enforcement

on
violations
that
they

police

particular
attention

to

the

main
concern
expressed
was
for
the
movement
on
site,
south
cyprus
and
the
possible
conflict
with
vast
direction.

analysis

they've
concluded

the
existing
site

City
Council,
my
name
is
Harry
burrows
and
I'm.
The
city's
project
manager
for
the
crestmore
reconstruction
project
on
April
24th
staff
gave
a
presentation
to
the
city
council
on
options
for
the
abandonment
of
pgs
line
132
through
the
crestmore
neighborhood.
At
the
conclusion
of
that
presentation,
staff
was
directed
to
survey
the
residents
to
garner
their
thoughts
on
the
various
options
for
the
pipeline
through
the
neighborhood,
so
staff
developed
a
simple
questionnaire
that
was
sent
to
all
374
residents
of
the
neighborhood.

The
three
options
in
their
impacts
were
described
and
just
to
remind
everyone.
The
options
were
number
one
to
fill
the
pipeline
with
the
cement
slurry.
The
second
was
to
remove
the
pipeline
in
its
entirety
throughout
the
neighborhood,
and
the
third
option
was
what
we
called
a
hybrid
option
and
that
was
to
fill
a
majority
of
the
pipeline
with
cement
slurry,
but
to
remove
certain
sections
that
were
in
areas
that
were
least
disruptive
to
the
neighborhood.

So
the
overall
results
of
the
survey
we
received
a
hundred
and
sixty
nine
surveys
as
of
last
week,
some
more
of
trickled
in
cincin
and
address
those
in
a
second
that
represents
about
a
forty-five
percent
return
rate
of
the
surveys,
which
is
pretty
good,
so
neighborhood
wide.
There
was
79
percent
of
the
respondents
that
chose
to
fill
the
pipe
with
ten
percent,
removing
the
pipe
and
eleven
percent
optioning
for
the
hybrid.

We
also
took
a
look
at
a
smaller
sample
of
the
folks
just
along
the
pipeline
alignment
and
that's
what
the
chart
on
the
right-hand
side
represents
and
the
results
were
fairly
similar.
Seventy-Two
percent
of
those
respondents
goes
the
filling
of
the
pipe
option
with
the
removing
twelve
percent
and
sixteen
percent
opted
for
the
hybrid.
Since
last
Thursday,
when
we
published
a
staff
report,
we've
received
a
seven
additional
surveys:
five
for
filling
one,
each
for
the
removal
and
one
for
the
hybrid.
So
obviously
there's
a
majority
of
the
respondents
preferred
filling
of
the
pipe
option.

There
were
also
several
comments
to
do
nothing.
Why
are
we
even
considering
filling
the
pipe
and
again
we've
responded
back
to
several
of
those
respondents
directly,
and
you
know.
Let
them
know
that
the
current
industry
standards
within
the
pipeline
industry
for
abandonment
of
pipes,
particularly
within
urban
areas
and
streets,
are
to
fill
the
pipe
with
something
don't
leave
them
empty.
The
concern
is
that
they'll
crowed
in
the
future,
the
roadway
or
other
material
can
get
into
it,
create
a
sinkhole.
It
becomes
a
public
safety
issue.

Some
of
the
additional
concerns
that
you,
the
city
council,
raised
on
the
24th,
included
a
questions
regarding
the
composition
of
the
pipe,
the
not
only
the
pipe
that's
1956
pipe,
but
also
the
1948
section
of
pipe
that
we
talked
about,
and
we
posed
that
question
back
to
pge
pge
did
give
us
a
chemical
composition
of
the
oh
gee.
There
is
no
lead
in
that
steel
pipe.
It's
it's
pretty
standard,
high-strength
carbon
steel
pipe.

Another
concern
that
was
raised
was
related
to
minimizing
the
odors.
When
the
filling
operations
occurred,
PG&E
did
submit
a
fairly
substantial
procedure
that
went
above
and
beyond
what
they
done
previously
in
the
neighborhood
it
involved,
or
will
involve
additional
mitigation
measures,
including
deodorant
tanks,
double
charcoal
filters
and
tenting
of
the
excavations.
The
excavations
themselves
will
be
tented
and
there
will
be
filters
on
any
gas
or
air
that
escapes
into
the
excavation
tent
itself.
So
if
the
filling
of
the
pipe
option
is
the
chosen
option,
staff
will
coordinate
with
PG
need
to
proceed
in
this
manner.

I
wanted
to
take
a
quick
second
just
to
talk
about
the
current
activity
that
many
have
seen
up
in
the
neighborhood.
During
this
past
week,
PG&E
and
their
contractors
have
been
doing
potholing
to
locate
the
end
of
the
1948
pipe
section.
As
we
discussed
last
time,
pge
believes
that
that
pipe
is
at
least
the
section
of
it
is
filled
with
some
sort
of
liquid
water.
Primarily
they
are
going
to
locate
the
end
of
the
pipe.
L
Then
in
another
operation,
come
back
with
the
odor
mitigation
procedures
in
place,
open
that
pipe,
take
a
sample
of
that
liquid,
that's
in
the
pipe
sent
it
to
a
laboratory,
and
if
no
contaminants
are
found
in
that
liquid,
then
they'll
proceed
with
a
filling
operation.
If
contaminants
are
found,
then
they
will
be
required
to
do
a
mitigation
plan
on
how
they're
going
to
handle
those
contaminants
and
dispose
of
them
mitigate
them.

There
will
be
a
pretty
substantial
outreach
that
will
be
done,
including
obviously,
some
direct
mailers,
we'll
post
it
on
our
website.
Our
rebuild
crestmore
website,
as
well
as
we've
been
in
discussion
with
PG&E
and
we'll
need
to
you,
know,
have
more
discussion
to
work
out
the
details,
but
there
will
be
some
neighborhood
meetings
and
other
public
meetings
to
make
sure
that
everyone
is
well
aware
of.
What's
going
on
all
right
and
when
could.

the
filling
based
upon
the
schedule
that
PG&E
has
given
us
previously.
The
duration
of
that
overall
project
is
about
three
weeks,
might
be
a
further
complication
depending
on
what's
encountered
in
the
1948
pipe.
So
if
no
contaminants
are
encountered
in
the
1948
pipe,
that
operation
could
start
probably
within
four
to
six
weeks
would
be
my
best
guess,
and
you
know
it
could
be
wrapped
up
in
three
to
four
weeks.

was

question

to
how
that
connection
would

should

funded
and
become
viable
in
the

We
have
presented
to
you
tonight
a
letter
that
expresses
the
council's
previously
articulated
strong
opposition
to
future
construction
being
contemplated
in
San
burrito.
After
the
completion
of
the
grade
separation
that
is
currently
under
construction.

letter
notes,
as
I
believe
it
was
of
importance
to
the
city
council,
that
this
community
has
endured
in
a
very
positive
manner,
a
great
deal
of
very
significant
transportation
related
regional
transportation,
related
construction,
both
with
the
bart
project
in
the
early
2000s,
as
well
as
the
current
grade
separation
project
community,
particularly
in
that
and
it's
in
exactly
the
same
area.
A
residence
of
san
bruno
in
that
area,
and
indeed,
residents
of
San
Bruno
generally,
who
traveled
through
that
area
on
a
regular
basis,
have
been
significantly
impacted
and
have
been
extremely
patient
and
understanding.

support
of
these
regional
and
statewide
rail
initiatives.
So
it
is
my
understanding
that
it
is
City
Council's
desire
that
we
weigh
in
on
this
current
discussion,

express
the
city's
opinion
that
in
fact,
we've
done

our
support
for
caltrain,
for
safe
rail
transportation
and
for
high-speed
rail
itself
is
well
documented
and
we
believe,
should
situate
us
to
now
make

strong
objection
to

construction
related
impact
