for
public
affairs
for
caltrain
SamTrans
and
probably
two
or
three
other
agencies
of
lost
track
of
good
evening.
It's
a
pleasure
to
be
here
I'm
here,
because
a
couple
of
weeks
ago,
at
your
last
meeting,
we
did
talk
considerably
about
a
two
tracks
and
what
it
meant
for
the
permanent
station
at
your
station.

You
may
recall
the
original
proposal
from
high-speed
rail
was
to
build
a
four
track
system:
the
entire
length
of
the
peninsula.
Actually,
the
entire
length
of
the
state
that
didn't
was
not
well
received
in
many
circles,
sometimes
vehemently
sell
about
a
year
ago,
congresswoman
Anna
su
State,
Senator,
Joe,
Sam,
idion
and
assembly
member
rich
Gordon
proposed
what
they
called
a
blended
system,
see
if
we
couldn't
use
the
current
track
infrastructure
of
caltrain
to
build
a
high-speed
rail
compatible
system
that
modernizes
caltrain
that
stays
substantially
within
the
right
of
way
and
is
essentially
a
two-track
system.

So
what
we're
talking
about
is
an
electrified
rail
road
from
San
Jose
to
downtown
San
Francisco
that
in
this
case,
that
would
be
fourth
and
king.
The
extension
beyond
that
to
the
downtown
station
would
be
a
separate
project.
It
would
support
both
caltrain
and
high-speed
rail
in
particularly
in
key
components.
The
signal
system
that
we
would
install
would
be
one
that
high-speed
rail
could
use
the
electric
system
the
transfer
stations
on
the
on
the
wayside.
The
overhead
wire
system
would
also
be
something
that
high-speed
rail
could
use,
all
of
which
is
by
way
of
saying.

High-Speed
rail
can
help
pay
for
this
project.
It
is
primarily
a
two-track
system,
as
we
said
largely
because
there
will
be
places
where
we
want
to
implement
passing
tracks,
that's
a
decision
that
is
some
considerable
amount
of
time
away
from
now
it
isn't
funded
and
it
hasn't
even
been
designed,
but
we
we
can't
commit
concretely
to
never
building
more
than
two
tracks
because
we
may
not
want
to.
We
may
want
to
do
more
at
some
point
in
the
future.
Why
are
we
supporting
the
blended
system?
It's
within
the
right
of
way?

It
is
primarily
two
tracks.
It
doesn't
require
any
additional
track
infrastructure.
It
eliminates
most
of
the
concerns
that
most
of
the
people
in
these
communities
have
had
about
the
impact
of
the
railroad
reaching
beyond
its
current
boundaries
and
negatively
impacting
their
communities.
It's
a
lower
project
cost
it's
one
and
a
half
billion
dollars
to
deliver
this
project
versus
multiple
billions
for
the
larger
project,
and
it
means
we
can
do
it
now,
we're
relatively
now
compared
to
waiting
ten
fifteen,
maybe
even
20
years.

What
we
did
first
was
doing
operational
assessment.
Could
our
current
track
infrastructure
handle
the
kind
of
traffic
we
want
to
run
for
caltrain
and
make
room
for
high-speed
rail,
and
the
answer
is
that
we
can
run
up
to
six
caltrain
trains
per
hour
and
to
high-speed
rail
trains
per
hour
with
the
current
track
infrastructure
that
led
to
an
mou
that
I'm
sure
you
heard
about
on
the
blended
system.
Nine
separate
agencies
throughout
the
Bay
Area
supported
this
are
putting
in
funding,
for
it
have
supported
our
efforts
to
get
funding
for
it.

It's
an
it's
an
anomaly.
We
have
some
of
the
largest
transit
agencies
in
the
Bay
Area,
pitching
in
to
save
caltrain.
To
do
a
modernization
program.
There's
been
a
lot
of
concern
among
some
people
that
caltrain
is
the
tail
on
the
dog
and
that
everybody
else
will
tell
us
what
to
do.
But
in
fact
the
opposite
is
what's
happening.
It's
1.5
billion
dollars
for
preparation
for
caltrain
electrification.
In
the
event
signal
system,
I
referenced
that
earlier.
The
advance
signal
system
also
includes
positive
train
control.

All
of
that
means
the
trains
can
run
more
efficiently,
can
even
run
more
closely
together.
That's
a
benefit.
We
would
reap
immediately,
even
if
we
don't
Electrify
the
train
system.
A
better
signal
system
allows
us
to
run
a
better
system.
There
are
a
second
set
of
projects
that
are
underway
that
aren't
part
of
the
blended
system.
That
includes
the
downtown
extension
that
includes
whatever
plans
high-speed
rail
may
ultimately
come
up
with
for
what
they
want
to
do
on
the
peninsula,
all
of
which
would
be
subject
to
its
own
environmental
review
process
and
sequel
process.

There
are
five
different
sorry.
There
are
five
different
options
we
looked
at,
one
of
which
includes
five
different
options
for
where
we
might
put
the
passing
tracks.
I
understand
it
now.
I've
read
too
many
of
these
over
the
last
I'm
doing
about
four
of
these
I
have
to
go
to
millbrae
later
and
do
a
completely
different
one,
so
I'm
having
trouble,
keeping
it
all
straight
and
I
apologize,
but
there
are
five
different
places
where
we
think
we
could
put
passing
tracks.

I
met
with
councilmember
Ibara
before
this
came
before
we
made
a
more
formal
presentation
to
council
and
the
way
I
described
it
as
it's
true,
you
sort
of
betting
that
we
will
ultimately
not
choose
to
put
passing
tracks
here
or
that
if
we
do
it's
far
enough
away
that
it
doesn't
necessarily
burden
the
city.
Believe
me
no
one's
more
aware
than
I
that
this
city
doesn't
want
to
go
through
any
major
construction
projects
any
more
on
its
own,
its
rail
system,
whether
it's
Bart
or
ours,
and
that's,
certainly,
a
sensitivity
that
we
understand.

I,
think
sensitivity
is
not
a
strong
enough
word
for
how
the
council
might
feel
about
it,
but
we
do
understand
that
the
original
design
was
to
support
for
tracks.
You
may
recall
that
was
back
when
we
thought
high-speed
rail
would
be
ready
to
come
right
on
the
heels
of
our
project
and
therefore
it
could
be
two
contiguous
projects
that
would
seem
as
though
they
were
one
well
I.
Don't
need
to
tell
you
that
isn't
necessarily
the
way
it's
been
unfolding.

High-Speed
rails
run
into
their
own
set
of
problems,
so
our
recommendation
was
because
we
had
to
make
this
decision
right
now
and
because
to
build
a
four-track
configuration
included
tens
of
millions
of
dollars
that
we
didn't
have.
We
recommended
that
we
go
ahead
with
building
the
to
track,
finalizing
the
station,
putting
it
where
it's
supposed
to
be
and
hoping
that
nothing
else
needs
to
be
done.
If
high-speed
rail
was
ready
to
add
tracks
and
complete
a
four-track
station,
that's
their
project,
that's
their
decision.

They'll
have
to
come
to
you
and
explain
why
they're
going
to
do
it,
and
we
can
certainly
work
with
you
on
helping
to
understand
all
the
ins
and
outs
of
that.
So
the
current
situation
is
high.
Speed.
Rail
is
not
ready.
We
expected
them
to
be
and
I
think
it's
an
understatement
to
say:
they're,
not
ready.
So
there's
where
we
are.

The
future
construction
in
san
bruno
is
certainly
up
in
the
air
and
I
apologize
for
that
I
wish
it
was
different,
but
sometimes
you
just
have
to
deal
with
things
the
way
they
are
so
without
any
further
blathering
on.
That
was
why
I
wanted
to
come
here.
I
thought
we
owed
you
the
courtesy
of
a
better
explanation
and
a
more
thorough
context
for
what's
going
on
I'm
happy
to
answer
any
questions
and
respond
to
any
concerns.

able

predict
way
into

future,

I
just
want

let
you
know
this
evening
that
we
are
vehemently
opposed
to
any
more
construction
after
this
gets
done,
because
our
cities
just
getting
torn
up,
and
we
don't
have
to
do
it
more
than
once
any
questions
or
comments
for

that
essentially
makes
that
case
very
clearly
and
I
can't
think
of
anything
more
appropriate
for
the
city
to
do
not
that
you
need
my
permission
to
do
it,
but
believe
me,
you're,
not
even

only
city,
this
some
have
already
written
to
us
telling
us
they
don't
want
four
tracks
either.
So
it's
an
entirely
appropriate
thing
to
do
it.
We've
enjoyed
an
excellent
relationship
with
your
city.
This
is
not
going
to
affect
at
it
at
all
ways
to
not,
but.

thorough
update

what's
going
on,

I
I
am
comfortable.
That
is
moving
along
very
well
I,
since
you
gave
me
the

can't
speak
highly

the
residents
of
this
community,
their
understanding
of
what
we're
trying
to
do
their
acceptance
of
what
we're
trying
to
do,
some
of
which
has
been
very
disruptive
to
them.
They've
been
extremely
generous

terms
of
their
understanding
of
what
we're
doing
in
their
reaction
to
it,
and
we
couldn't
be
more
grateful.
