San Bruno City Council Meeting May 8, 2012
10c. Approve Construction Budget for the Commodore Dr. Pedestrian Access Project
A
Item
10c,
dr.
resolution
authorizing
the
city
manager
tested
a
construction
contract
with
Sposato
Engineering
Inc
in
the
amount
of
two
hundred
and
twenty
thousand
two
hundred
dollars
in
improving
a
construction
budget
of
two
hundred
and
forty
two
thousand
five
hundred
dollars
for
the
construction
of
the
commodore.
Dr
pedestrian
access
project.
B
Great
now,
good
evening,
honorable
mayor
and
members
of
City
Council,
as
the
manager
stated,
this
item
requires
your
approval
to
a
war,
a
construction
contract
for
the
Commodore
dry,
pedestrian
access
project,
muscle,
you're,
aware
Commodore
dry
between
Palos
Verdes
school
and
the
crossing
development
lacks
a
sidewalk.
However,
this
section
of
the
street
is
frequently
used
by
pedestrian
to
get
to
and
from
the
fire
station
the
temperance
shopping,
mall,
the
National
Archives
building
local
parks,
school
and
the
big
hill
shopping
center.
B
B
With
that
in
mind,
the
go
this
projects
to
construct
missing
sidewalk
on
this
section
of
commodore
drive
and
to
create
a
continuous
pedestrian
access
rail,
a
quick
review
of
some
of
the
major
event
had
taken
place:
the
traffic
safety
and
parking
committee
and
the
bicycle
pedestrian
Advisory
Committee.
We
see
approximately
120
to
resident
on
co-workers,
sign
petition
to
request
a
sidewalk
in
this
area.
B
Just
late
last
year,
the
City
Council
approved
the
design
services
contract
and
increase
the
project
budget
to
400,000
the
pru
design,
scope
included,
the
sidewalk
improvement,
the
above
surface
lighting
and
the
above
surfers
lighting
I'm.
Sorry,
the
subsurface
lighting
in
the
post,
efforts,
lighting
and
payment
improvement.
B
B
B
B
B
With
that,
the
staff
recommends
to
defer
the
payment
work
in
combining
with
the
future
paving
project
and
to
award
a
construction
contract
in
an
amount
of
220,000,
roughly
two
hundred
twenty
thousand
and
with
a
construction
budget
of
240,
242
and
five
hundred,
and
that
includes
a
ten
percent
of
contingency,
if
council
approved
to
move
forward
with
this
project,
construction
will
start
this
gym
with
that.
That
concludes
my
presentation.
Any.
C
B
The
with
the
opening
of
the
Commodore
dry
/
national
next
to
el
camino,
a
lot
of
the
local
resident
that
might
not
be
in
specifics
specifically
on
comment
or
dry,
are
using
the
street
as
a
more
or
less
a
cut
through
to
get
to
El
Camino,
so
lighting
wise.
If
we're
putting
its
staff
position
that,
if
we
put
in
a
sidewalk,
we
prefer
we
provide
lighting
that
is
similar
to
other
parts
of
the
city
right
now.
There's
no
lighting
within
this
project
limit
and
there's
similar
is
too
I.
B
C
C
B
C
D
F
F
C
One
of
the
question,
the
the
lighting
that
we're
proposing
for
here
there's
been
talk
about
going
from
series
two
parallel
for
for
street
lighting.
Is
this
going
to
take
advantage
of
any
of
that?
Or
it's
just
going
to
be
the
old
system
that
we
have
everywhere
else
in
the
city
and
also
there
an
opportunity
here
to
do.
Maybe
LED,
which
I
understand,
is
more
efficient.
C
D
G
Watch
I
just
want
to
make
a
comment
there.
A
couple
of
comments
remember
when
people
are
walking
through
there
at
during
the
winter,
it's
dark
at
five.
Thirty,
six
o'clock
and
I
know
there's
a
number
of
people
that
live
in
the
apartments
and
walk
through
and
go
down
to
Tam
Fran
or
walk
back
and
forth.
So
it
does
get
dark
there
and
it
gets
pretty
scary
with
those
big
tall
trees.
G
So
I've
been
there
several
times
so
definitely
lighting
I
am
NOT
the
best
mathematician
around
so
I
don't
quite
understand
if
the
bid
the
bid
is
for
three
hundred
and
four
thousand
dollars,
and
that
covers
option
three
or
option
I.
Don't
understand
why
the
four
hundred
thousand
dollars
doesn't
cover
the
everything.
B
H
B
There's
only
be
a
temporary
contingency
that
we
usually
build
into
a
contract
and
obvious
that
will
be
roughly
30,000
and
at
the
bottom
of
that
table
we
estimate
the
construction.
Administration
and
inspection
will
cost
roughly
twenty-four
thousand
and
five
hundred
and
then
fun,
and
this
slide
you
can
see,
we
have
already
spent
125
pre
up
2day,
so
report
design
and
all
the
other
costs
that
we
have
incurred
to
you
know
support
all
the
work
that
had
done
today.
B
G
Okay
and
then
I
I
understand
that
I
must
have
either
missed
that
by
is
doing
something
or
I
know
what
okay,
given
that
I'm
concerned
about
doing
all
that
work
and
then
not
having
the
pavement
done.
We're
going
to
people
been
waiting
I
since
2008
we're
going
to
put
all
this
money
into
sidewalk
improvements
and
lighting,
and
then
the
streets
still
going
to
be
bad.
So
I
appreciate
the
answers
that
I
was
given
earlier
about
that
we
could
put
the
repayment
off
and
but
that'll
just
bump
something
somewhere
else.
It's
kind
of
like
this.
G
You
know
it
it's
never
going
to
go
away.
So
if
we
do
it
ahead
or
later,
it
still
has
to
be
done.
So
I
understand
the
economy
of
scales,
and
maybe
we
can
do
it
cheaper
with
everything
else,
but
that
would
still
bump
something
else.
So
I
I
would
like
to
see
it
done
all
at
one
time
and
just
have
it
done,
because
we've
been
putzing
around
with
this
for
four
years,
putzing
so
I'd
like
us
to
entertain
that
after.
D
G
D
G
H
G
We
have
to
do
the
pavement
some
time
and
the
suggestion
was
that
we
we
do
it
for
Street.
We
take
it
into
Street
rehabilitation
at
a
later
date.
Well,
that
money
set
aside,
so
it
it's,
we
it's
again.
We
pay
it
now
or
pay
it
later.
We
have
that
money.
We
could
put
it
from
the
street
Street
rehabilitation
funds
into
these
funds
and
do
it
now
or
we
can
reassess
it
all
and
do
it
either
next
year
or
down
the
line
so
am
I
correct.
In
that
assumption.
I
just
want
to.
E
E
B
E
D
E
H
E
D
Well,
I,
I
mean
this
is
this:
this
project
is
old
and
it
needs
to
be
done
and
I
can
appreciate
what
councilman
our
O'connell
is
saying.
But
the
question
was
asked
on
the
other
side
of
the
diet's,
how
we're
going
to
pay
for
it
I
think
we
should
move
forward
with
at
least
number
three
and
then
I
think
in
due
diligence.
Consider
you
know
what
would
take
care
of
the
paving
I,
don't
I,
don't
think
I
think
we
can
I
think
we
can
probably
bit
out
just
a
paving
and
probably
get
a
more
competitive
price.
E
A
E
H
Recommended
the
project
that
would
stay
within
the
budget
amount,
we
brought
you
options
because
we
wanted
to
make
sure
that
you
understood
all
of
the
available
information,
but
it
is
our
going
forward
instructions
and
understanding
that
it
is
the
council's
interest
to
maintain
budget
wherever
possible.
We
believed
that
this
was
a
possibility.
It's
certainly
your
decision
to
increase
the
project
budget
in
order
to
accomplish
it
all
at
this
time,
if
that's
Kelsey's
project
the.
D
Project
the
project
was
to
add
sidewalk
and
lighting.
I,
don't
recall
a
description.
I
might
have
missed
it,
a
description
on
the
condition
of
the
street
paving
so
unless,
unless,
unless
we
say
that
it
really
needs
it
and
it
could
get
worse
through
construction,
then
I'd
be
in
favor
of
boogie.
You
know
what
number
five,
what.
E
C
E
C
E
C
C
So
so
well,
I
agree
that
it'll
probably
be
somewhere
in
the
priority.
There
are
a
number
of
other
streets
that
will
be
again.
Bumped
and
I
know
there's
a
few
streets
down
in
the
avenues
that
have
been
waiting
for
a
while,
and
this
would
probably
push
them
down
lower
on
the
list.
So
I
think
I'd
be
more
in
favor
of
going
with
the
staff
proposal
to.
F
The
chair,
my
concern
about
the
vice
mirandize
sitting
on
the
infrastructure
committee,
there's
a
rating
as
soon
we
all
know
we
sat
down
and
we
go
through
it.
Normally
we
sit
down
as
a
collective
and
look
at
the
whole
community
and
make
determinations
on
how
to
spend
those
very
few
dollars
to
the
best
of
our
ability.
But
I
have
a
concern
too,
based
on
the
rink
I
get
emails
from
friends,
family
and
constituents.
I
walk
some
of
the
streets.
There's
some
streets
east
side
in
west
side
dead,
are
in
desperate
need
and
I
know.
