Thanks
very
much
Marouane,
I'm
here
to
make
a
donation
on
behalf
of
skyline
college
and
our
students,
our
faculty,
our
staff,
our
managers
in
the
amount
of
2017
dollars.
The
money
is
being
donated
to
the
glenview
fire
recovery
fund
and
it
was
collected
during
a
candlelight
vigil
that
was
held
at
the
college
on
sep
tember
23rd.
D
D
Various
groups
participated
in
planning
the
vigil
and
collecting
the
donations
and
I
want
to
recognize
those
groups
and
their
representatives
who
are
here
tonight.
They
included
the
Associated
Students
of
skyline
college
student
body
president
has
an
on-campus
commitment
and
camping.
Here
our
management
staff
are
classified
staff
and
our
faculty
here
from
the
faculty
is

here
from

Excuse
me,
Barbara,
daily
library,
support,
specialist
and
Christian
Mara,
our
communications
manager
and
also
a
manager
Kevin
check.
D
We
learned
a
lot
about
our
college,
about
our
district
and
about
our
community
in
the
wake
of
the
fire.
Here
are
some
examples
of
what
I
saw
on
the
night
of
September,
9th
skyline
people,
both
on
campus
and
at
home,
began
to
work
together,
make
sure
the
college
took
good
care
of
our
students
that
we
communicated
with
everyone
and
that
we
were
prepared
to
join
hands
with
the
city
of
san
bruno
and
other
agencies
to
manage
the
crisis.
D
Our
facilities
staff
prepared
our
gymnasium
to
be
an
evacuation
site
in
case
it
might
be
needed
by
the
american
red
cross.
Our
public
safety
staff
across
the
district
came
together
to
help
with
the
city
of
San
Bruno's
reentry
staging
event.
The
following
Sunday,
our
college
and
district
bookstore
staff
and
foundation
immediately
arranged
for
replacement
books
and
computers
for
the
students
who
lost
theirs
during
the
fire.
D
The
chancellor
and
the
board
offered
emergency
housing
at
our
new
companion,
avista
housing
facility
and
the
entire
college
came
together
for
the
vigil
and
the
fundraiser,
and
we
learned
something
once
again
about
the
city
of
san
bruno,
the
city
steps
up.
You
were
mobilized
seemingly
within
minutes.
G
B
Thank
you
thank
you,
vicki,
and
thank
you
to
everyone
at
Skyline
you're
such
a
huge
part
of
our
city
in
in
good
times
and
bad
times,
and
it's
just
a
just
a
real
pleasure,
sometimes
there's
a
loss
for
words,
especially
in
this
last.
This
is
november
nine,
two
months
a
date
to
September
night.
So
it's
it's
just
very
moving,
and
this
will
go
directly
to
the
city's
fund.
B
Councilwoman
O'connell
and
councilmember
Salazar
sit
in
that
subcommittee
now
in
this
next
week,
we'll
be
getting
some
residents
together
to
see
how
to
best
use
those
funds
directly
for
that
neighborhood.
So
we
really
appreciate
your
efforts.
Thank
you
very
much.
Thank
you.
We
do
have
another
presentation
received
a
donation
from
a
combination
donation,
if
you
will,
from
the
jefferson
union
high
school
district
and
the
san
mateo
union,
high
school
district-
and
I
know
Karen
colonic-
owes
in
the
audience
and
Karen.
Could
you
kind
of
BBM
see
for
both
groups
and
introduce
everyone?
Please.
G
Hi
I'm
Jan
Tuttle
from
Mills
High,
School
and
I'm,
the
home
economics
teacher
at
Westmore
high
school.
We
came
together
through
our
FHA
hero
group,
which
is
a
national
and
state
organization
to
help
the
fire
victims
and
I'll.
Let
I'll
introduce
my
students
and
then
they'll
take
over
and
then
Jan
will
introduce
hers
and.
C
Good
evening
my
name
is
cha.
Jae
is
and
I'm
the
president
of
the
West
more
high
school
FHA
hero
chapter.
We
believe
that
when
our
community
is
struck
down
with
such
a
tragedy,
it
is
our
responsibility
to
take
action
as
an
organization
to
help
our
neighbors
as
such
westmore
high
school
and
mills
high
school
FHA
hero
chapters
challenges
school
to
raise
twenty
five
hundred
dollars
at
Westmore,
we
instituted
a
cash
for
cakes
program
in
which
each
class
that
raised
$150
received
a
baked
good
with
the
caring
hearts
of
our
school.
A
G
Thank
you,
miss
Tuttle,
hi
I'm,
a
mission
okie
and
I'm
the
region
5
president,
and
also
the
chapter
mills
chapter
president.
The
glenview
fires
in
san
bruno
was
a
devastating
event:
the
how
the
affected
many
families,
one
of
them
mills
high
school
students,
William
bolus,
lost
his
life.
The
mills
has
a
feature
hero
chapter
decided
to
do
a
high
school
challenge
to
help
families
who
are
affected
by
the
fire.
To
do
that.
To
do
this,
we
challenge
each
fourth
period
class
to
raise
150
dollars.
G
In
two
weeks
we
had
twenty
four
classes
participate
and
received
many
generous
donations.
The
classes
who
raised
the
most,
who
raised
$150,
received
red
velvet
cupcakes,
prepared
by
the
culinary
class.
One
cluster
is
a
total
of
seven
hundred
and
nine
dollars
to
the
culinary
class
prepared
a
luncheon.
We
are
proud
to
be
part
of
a
live,
a
caring
community
who
are
willing
to
come
together
in
a
time
of
need.
Our
goal
was
to
raise
two
thousand
dollars
after
receiving
the
support
and
generous
donations
from
teachers
and
fellow
students.
G
We
are
proud
to
say
that
we
exceeded
our
goal.
The
mills
high
chapter
raised
two
thousand
three
thousand
three
hundred
dollars
for
this
glenview
fire
fund,
also
a
combined
total
for
Mills
High
School
and
for
Westmore
high
school.
We
raised
five
thousand
dollars
so
I'd
like
to
present
these
donations
of
two
thousand
three
hundred
dollars
good.
B
Thank
You
Victoria
looks
like
you
might
have
some
students
coming
your
way,
some
pretty
special
people,
as
I
said
to
the
skyline.
We
just
can't.
Thank
you
enough.
It's
it's
a
wonderful
way
for
you
to
do
outreach
to
our
community
and
do
something
for
these
these
specific
residents.
So
it's
just
a
wonderful
thing.
You've
done
and
please
take
our
thanks
and
our
heartfelt
thanks
for
this
whole
city
of
San
Bruno
back
to
your
school's.
Thank
you
very
much.
G
Good
evening,
mr.
mayor
members
of
the
City
Council,
thanks
for
giving
us
time
to
tell
you
about
the
San
Bruno
youth
activities
committee
also
known
fondly
as
the
Yak
I'm
Barbara
Brooks
for
Children
Services
Manager
at
the
library
and
I'm
staff.
Co-Sponsor
of
the
committee
with
windy,
fabela
Recreation
Services
supervisor
with
us
are
three
act.
Ford
members
will
be
telling
you
about
the
committee's
activity.
G
My
name
is
jazz
Kurt
and
I
am
the
treasurer
of
yak.
My
name
is
Deanna
Williams
and
I'm.
The
secretary
of
yak,
the
San
Bruno
youth
activities
committee,
was
formed
by
the
community
services
department
staff
in
the
spring
of
2009.
The
purpose
of
the
yak
is
to
provide
teens
with
community
service
opportunities
and
to
have
involved
them
in
planning
events
for
you
that
both
the
library
and
the
recreation
divisions,
the
yak
establishes
also
a
two-way
communication
channel
between
san
bruno
teams
and
city
staff.
G
To
begin
the
group
we
recruited
students
7th
grade
and
up
by
distributing
flyers
for
the
schools
and
the
city
activity
guide
and
our
first
meetings
we
developed
by
laws
and
requirements
for
membership.
Now
new
members
can
apply
to
join
the
yak
with
a
letter
of
recommendation
and
application
form
available
at
the
schools
and
the
Recreation
Division.
To
tell
you
more
about
our
first
year
of
the
youth
activities
committee
I'll
turn
the
presentation
over
to
Jordan.
H
What
is
yak,
and
what
do
we
do?
The
youth
activities
committee
mainly
is
an
organization
for
the
youth
of
San
Bruno.
We
organize
all
sorts
of
events
for
the
teens.
We
help
the
city
in
the
community
events
with
the
Easter
egg
hunt,
the
Arbor
Day
tree
lighting
and
other
events
I
go
on
at
the
Recreation
Center.
We
fundraise
for
our
teen
events,
mainly
at
the
movies
in
the
park
and
at
the
concerts
in
the
park
and
we
neck
we
network
with
other
youth
groups.
H
In
our
first
year
in
membership
we
had
around
25
members
and
we
elected
our
first
board.
This
year
we
have
around
30
members
and
I'm
going
to
turn
over
to
Deanna.
C
G
H
Our
teen
activity
events
includes
movie
in
the
gym,
which
happened
last
year.
We
opened
it
up
to
all
teams
of
San
Bruno
to
come
and
enjoy
pizza,
snacks
and
movie
in
the
gym.
We
also
attended
the
yak
attack
in
santa
clara
around
five
or
six
members.
I
believe
when
and
collaborated
with
other
yaks
in
the
peninsula.
Our
trips
include
the
ski
and
snowboarding
trip
to
homewood
and
our
disneyland
trip,
which
just
happened,
this
fall
or
this
summer,
from
what
we've
learned
from
these
activity
groups
is
that
we
have
collaborated
with
both
Pacifica
and
Brisbane
successfully.
H
G
Our
future
plans
include
another
skiing,
snowboarding
trip
on
January
29th,
since
our
last
one
was
so
successful.
We
are
also
working
on
an
advisory
report
for
the
healthy
eating
active
living
campaign,
which
randy's,
which
will
tell
you
more
about,
and
we
are
also
working
on
having
more
civic
involvement
in
San
burn
out
with
the
youth.
A
Just
to
fill
the
council
in
one
of
the
upcoming
things,
the
you
organize
an
organization
called
the
California
center
for
public
health
advocacy
started
a
campaign
called
healthy
eating,
active
living
as
asking
cities
around
the
state
to
adopt
policies
and
resolutions
to
enhance
physical
activity,
increased
health
increase
access
to
healthy
foods
and
prevent
and
promote
wellness.
During
a
League
of
California
cities
conference
last
year,
one
of
the
organizers
approached
our
city
manager
for
support
of
the
campaign
because
of
the
heavy
emphasis
on
youth
participation.
A
In
this
program,
we
are
asking
the
youth
activities
committee
to
review
the
information
in
the
next
few
months
and
we
will
include
their
opinions
when
the
full
report
is
presented
to
you
later
on
in
the
fiscal
year.
In
addition
to
giving
the
City
Council
more
information
from
the
youth
perspective,
this
approach
will
give
our
yak
members
an
opportunity
to
learn
about
City
policies.
Public
initiatives
in
basic
legislation,
I
would.
H
E
H
I
You,
sir
okay,
through
the
chair,
I'm
I'll,
be
in
touch
with
you
guys.
14
years
ago,
Councilwoman
O'connell
and
I
tried
to
form
a.
We
did
form
a
youth
committee
and
tried
to
you
know,
do
the
same
thing
that
you
have
obviously
successfully
done
so
I
really
complement
you
on
and
I
actually
even
recognize
a
lot
of
you
from
that
that
weekend
that
a
lot
of
volunteers,
a
lot
of
teen
volunteers
at
the
rec
center
from
September,
9th
10th
and
11th
12th
air.
So
thank
you
so
much
for
what
you
do
in
this
community.
C
B
C
B
We
do
have
one
more
presentation:
it
is
a
proclamation
recognizing
November
as
national
family
caregivers
month
and
I.
Don't
know
if
anyone's
here
to
receive
it,
if
not
all,
see
that
the
clerk
passes
it
on.
But
I'd
like
to
read
it
city,
council
of
the
city,
san
bruno
state
of
California,
whereas
thanksgiving
is
the
season
where
we
pause
to
reflect
on
many
blessings
bestowed
on
us
as
a
city
state
and
as
individuals.
B
We're
especially
grateful
for
the
profound
love
that
has
expressed
with
the
support
care
and
compassion
that
is
provided
by
family,
caregivers
to
our
loved
ones,
the
chronically
ill
terminally,
ill,
elderly
and
frail
young
and
those
living
with
a
disability.
Caregivers
reflect
family
and
community
life
at
its
best
and
should
be
counted
as
one
of
our
most
important
natural
resources
and
whereas
the
need
for
family
caregivers
is
growing,
the
blessing
of
medicine
and
technology
have
helped
us
live
longer.
As
a
result,
persons
with
disabilities
and
people
over
85
are
the
fastest
growing
segment
of
our
population.
B
Family
caregivers
can
be
found
in
every
city
in
town
in
America,
and
it
is
very
likely
that
we
all
know
at
least
one
family
caregiver,
and
whereas
these
everyday
heroes
among
us
deserve
our
lasting
gratitude
and
respect
this
month,
as
we
honor
the
many
contributions
that
family
caregivers
make
to
the
quality
of
life,
let
us
resolve
to
work
through
our
community,
religious,
social,
business
and
other
organizations
to
offer
programs
and
services
that
will
provide
caregivers,
the
support
and
encouragement.
They
need
to
carry
out
their
vital
responsibilities.
B
Now,
therefore,
I
Jimmy
Wayne,
mayor
of
the
city
of
Santa,
do
hereby
proclaim
november
two
thousand
ten
as
national
family
caregivers
month
and
urge
all
of
our
citizens
to
be
cognizant
of
the
compassion,
commitment
and
tireless
efforts,
family
caregivers,
provide
and
that
we
support
and
appreciate
their
work
and
contribution
to
our
community.
So
no
one's
here
to
accept
it
now
get
to
carol
the
city.
Clerk
and
you'll
see
that
it's
not
Don.
Thank
you
very
much.
Carol
item
five
review
of
the
agenda
and
move
around
city
manager,
I.
F
B
10
G's
pulled.
You
know,
we'd
like
to
go
back
briefly.
I
did
forget
one
announcement
that
wasn't
in
the
agenda.
There
will
be
a
ribbon
cutting
for
the
San
Bruno
grade
separation
on,
if
ever
18
to
three
o'clock
and
will
be
held
at
San,
Bruno
avenue
and
the
intersection
of
caltrain
there
near
the
old
lumber
yard.
B
So
that's
three
o'clock:
Thursday
November,
the
18
approval
of
the
minutes
of
the
regular
city
council,
meeting
in
San
Berdoo
redevelopment
agency,
meeting
of
October
26
2010
and
the
special
council
meeting
of
November
second
2010,
the
era
structureless
missions,
seeing
none
they'll
be
creamed,
submitted,
consent,
calendar
all
items
are
considered
routine
or
implemented
earlier
council
action
and
may
be
enacted
by
one
motion.
There
will
be
no
separate
discussion
unless
requested
by
a
council,
member
citizen
or
staff
excellent
consent.
Calendar
move
to
accept
second
pushing.
Second,
the
question:
all
those
in
favor
aye.
I
B
Hearings
notices
have
been
published,
posted
and
mailed.
We
have
no
public
hearings
this
evening.
A
public
comment
on
items
not
on
the
agenda
is
the
council's
policy
to
refer
matters
raised
in
this
forum
to
staff
or
investigation
and
or
action
appropriate.
The
Brown
Act
prohibits
the
council
from
discussing
or
acting
upon
any
matter,
not
agendized
pursuant
to
state
law.
Would
anyone
like
to
address
the
council
on
public
comment?
Please
state
your
name
and
your

I
have
a
picture
at
home.
Taken
of
a
big
earthquake
in
San
Francisco,
the

window
says:
Chris
in
the

a
sharp
contradiction.
The
feelings
expressed
here
recently
heroes,
then
to
listen
that
now
all
it
took
was
a
lapse
and
lives
were
lost.
A
I
read
in
the
paper
that
the
response
time
to
the
sample
of
explosion
from
skyline
fire
station
was
30
seconds
wonderful,
but
it
would
have
been
about
four
minutes
from
down
the
hill
at
YouTube,
where
the
firemen
work
out.
The
San
Francisco
police
chief
has
said
in
its
obvious
in
a
fire
seconds,
count
Sunday
three
firemen
spent
40
minutes
grocery
shopping
at
luckys
in
town
center,
when
online
shopping
and
delivery
to
the
firehouse
would
be
available.
A
A
A
And
I
live
at
eleven-forty
vermont
way
in
a
glorious
city
of
san
bruno.
I
would
like
to
present
to
the
city
council.
This
photo
album
that
I
took
on
the
night
of
nine
nine
ten,
I
say
in
my
book.
I
took
these
pictures
standing
in
front
of
our
house
on
vermont
way.
We
were
eight
houses
away
from
the
blast.
God
bless
all
the
firemen
for
the
brave
efforts
to
save
lives
and
property.
My
son-in-law
battalion
chief
ron,
the
bezel,
was
the
first
one
on
the
scene
and
took
charge
of
this
horrible
scene.

Rico

I
just
would
like
to
read
into
the
records
the
thanks
from
those
of
us
fill
their
residence
along
seventh
Avenue
for
city
manager,
Jackson's
participation
back
on
Wednesday
November.
Third,
when
she
met
with
state
assembly
member
Jerry
Hill.
This
district
director
mark
hershman,
congresswoman,
jackie
spears,
district
director,
Bryan
Perkins,
along
with
PG&E
mr.
A
francisco
salary,
I,
think
it
is
ashlee
simpson
and
the
local
PG&E
supervisor,
whose
name
I
forgot,
on
site
of
the
20

psi
line
101
that
runs
just
the
east
of
the
seventh
avenue
property
lines
and
behind
the
belair
elementary
school.
I
believe
the
two
Congress
members
and
Connie
Jackson
asked
many
very
specific
questions
about
the
safety
of
this
line,
as
well
as
mine,
101
or
109
and
132,
and
I
also
believe
p
cheney
will
be
providing
additional
answers
to
the
city
of
san
bruno
and
hopefully
will
be
increasing
their
methods
of
inspection
apply.
A
C
Good
evening
council,
my
name
is
ice
and
a
loot
at
Pine
Street.
A
couple
of
items
I
have
noticed
that
there
has
been
construction
around
the
mastic
area
and
as
well
as
behind
7-11
I'm,
not
sure
if
it
is
road
related
hi
lines
or
if
it's
having
to
do
with
fire
extinguishers
or
fire
hydrants.
But
I
wanted
to
bring
to
your
attention
that
some
roads
that
would
need
some
fixing
in
San
Bruno
would
be
right
along
the
bart
area
along
san
anselmo.
C
I
think
it
turns
into
san
antonio
and
the
san
bruno
south
san
francisco
border
line
around
the
dollar
area.
This
is
on
the
outskirts
of
san
bruno
by
the
industrial
south
san
francisco
area.
By
far,
if
you
check
out
those
areas,
those
roads
are
the
worst
that
I've
seen
in
all
of
San
Bruno.
So
if
traffic
committee
can
consider
those
areas
for
improvement,
approval
in
approval
and
also
I
wanted
to
bring
to
your
attention
some
policies
at
the
library
that
have
to
do
with
internet
usage.
C
We
are
allotted
one
hour,
but
that
one
hour
is
used
up.
If
you
use
any
other
library
in
the
San
Mateo
Peninsula
County,
so
if
you
use
say
an
hour
and
15
minutes
at
South,
San,
Francisco
library
or
Brisbane
or
belmont,
you
cannot
complete
your
two
hours
at
another
library.
Now.
This
hinders
a
student's
ability
to
achieve
success
if
they
have
no
internet
access
and
maybe
to
some
of
your
surprise,
there
are
so
many
people
who
still
do
not
have
internet
access,
who
still
have
no
email
address
or
Facebook,
and
it
would
be
beneficial.
C
I
think
if
san
bruno
was
at
the
forefront
in
allowing
of
the
time
limit
to
be
unhindered
by
the
other
usage
of
internet
hours
and
allotment
at
other
libraries.
So
if
you
were
to
say,
for
example,
need
to
use
the
library
for
a
eight
hour,
last-minute
assignment
you'd
be
able
to
go
to
burlingame
millbrae
and
san
bruno
and
complete
within
six
hours,
your
assignment,
so
that
is
what
I'm
hoping
that
the
library
would
take
into
consideration
when
they
are
forming
their
policies.
Thank
you.
Thank
you.
B
Okay,
anyone
else
like
to
speak
to
the
council:
okay,
let's
contact
conduct,
business
item
number,
ten
10
a
is
point
citizens
to
bicycle
and
pedestrian
Advisory,
Committee
citizens,
crime
prevention,
committee,
community
preparedness
committee,
Cultural,
Arts,
Committee,
Parks
and
Recreation
Commission
and
Personnel
Board.
What
we
usually
do
here
is
nominate
get
a
second
and
we'll
go
through
the
various
boards
and
commissions.
B
I
do
have
a
suggestion
for
the
council
and
it's
just
a
suggestion,
and
if
you
want
to
go
along
with
it,
that's
fine,
but
I
talked
to
the
city
clerk
today
and
for
citizens,
crime
prevention
committee
in
a
personnel
board,
we
have
a
number
of
applicants.
Some
are
old
as
long
as
old
as
two
years
old,
we've
only
interviewed
a
few
people
personally,
just
in
the
last
few
weeks.
B
You
know
some
of
them
maybe
have
lost
interest
and
some
think
that
we're
right
on
top
of
the
interviews
but
I'd
sure
like
to
bring
it
all
up
to
date,
because
we
haven't
done
this
in
a
while
and
we
should
have
done
a
few
months
ago,
but
obviously
we
had
some
other
things
to
do
so.
I,
cystic
Justin
I
just
bring
it
up
to
the
council
for
those
those
two
particular
appointments
and
see
how
you
feel
about
that,
and
then
we
can
appoint
the
others
as
we
go
along
this
evening.
E
Application
for
word
so
in
order
to
do
the
process,
correct
I
would
I
would
be
fine
with
Riaan
forming
those
that
have
applied,
even
though
some
of
them
I
think
go
back
to
08,
just
to
make
sure
that
those
persons
that
are
applying
are
seeking
that
position
and
also
they
had
given
an
opportunity
for
others.
If
interested.
E
I
C
B
Just
that
some
of
these
appeared
to
be
very
old,
and
maybe
some
of
those
individuals
are
just
not
interested
anymore
and
I,
just
thought
for
those
two
particular
committees
or
boards,
the
personnel
board
and
the
citizen
crime
prevention
committee.
We
just
get
them
together,
an
updated
list
so
that
you
know
we
can
interview
them
personally,
more
up-to-date.
That's
just
a
suggestion.
G
B
Wrote
a
letter
to
us
that
she
was
oh
there.
C
C
F
A
C
F
F
Have
four
active
members
on
the
personnel
board
and
actually
the
personnel
board
is
in
the
process
of
completing
a
fairly
significant
assignment
that
has
occurred
over
the
past
approximate
year
and
a
half
to
review
all
of
the
the
job
descriptions
and
job
classifications
in
the
city
they're
just
about
finished
with
that
and
and
actually
the
workload
that
we
anticipate
for
the
Personnel
Board
will
be
very
light
so
on
a
going-forward
basis.
So
I
would
suggest
that
short
answer
to
question
is
no
I,
don't
think
there's
any
significant
harm
would
come
from
deferring
that
appointment.
C
F
I
Actually
they
they
showed
up
at
the
interview
there
had
their
only
choice
or
first
choice
and
those
were
the
top
people
that
that
showed
up
for
an
interview.
I,
don't
I,
don't
know
if
it
makes
sense
to
delay
it
anymore,
because
the
rest
on
the
list
are,
you
know,
wasn't
a
priority
for
them
to
be
on
a
personnel
board.
I
So
that's
the
way
I'm
looking
at
it
is
that
if
you've
got
the
candidates
to
who
most
want
to
be
on
the
personnel
board,
then-
and
they
showed
up
for
the
last
interview-
maybe
we
should
take
care
of
that
one.
As
far
as
the
crime
prevention
committee,
that's
a
new
opening
that
should
I
should
carry
over
no
matter
what.
A
B
So
we're
talking
about
deferring
the
citizen,
crime,
vintage
committee
and
the
personnel
board
said:
okay,
all
right.
We
have
an
opening
in
the
culture
and
arts
commission,
another
suggestion.
If
it's
all
right
with
the
council,
we
did
get
a
letter
from
melody
Tobin,
who
said
you
know
I'm
willing
to
step
down.
If
someone
would
like
to
step
into
my
place,
but
I'm
more
than
happy
to
continue
in
the
position,
I'm
in
and
I
think
she's
doing
a
great
job.
B
F
Yeah
I
actually
have
it
in
front
of
me
and
I
believe
this
was
in
response
to
the
fact
that
I
believe
her
term
would
would
otherwise
be
expiring,
along
with
many
other
board
and
commission
members.
Her
letter
says
on
9
15,
10,
I,
fax,
over
my
completed
application
to
renew
my
term
on
the
culture
and
arts.
Commission
I
respectfully
request
to
withdraw
that
application.
I
would
like
to
give
other
citizens
and
chance
to
serve
on
the
culture
and
arts
commission.
If
there
are
no
other
interested
applicants,
I
will
be
glad
to
retain
my
position.
I
H
I
A
A
B
B
B
A
B
And
the
next
month,
Carol,
you
can
schedule
the
interview
us,
please
very
good,
adopt
a
resolution.
10B
adopt
a
resolution
authorizing
the
city
manager
to
execute
contract
with
Sun
stone
construction
inc
for
the
repair
of
the
claremont
glenview,
retaining
walls
damaged
by
the
glenview
fire
in
the
amount
of
six
hundred
two
thousand
seven
hundred
dollars
and
authorize
a
construction
budget
in
the
amount
of
seven
hundred
and
twenty-three
thousand
dollars.
K
Of
the
sep
tember,
nine,
the
slope
of
the
canyon,
sustained
major
damage
losing
the
vegetation
and
also
the
retaining,
was
/
damaged
in
the
same
time,
and
I
just
need
to
make
this
thing
to
work,
and
I
thought
it.
I
know
how-
and
I
am
sure
that
Miriam
local
our
goal.
This
is
something
some
something
unique.
No.
K
K
Assessment
was
conducted
and
recommendations
were
made
how
to
minimize
the
possible
damage
through
the
winter
rainy
season
as
the
result
of
the
lost
of
vegetation
pour
on
the
canyon
and
based
on
those
recommendations
on
October
18,
you
are
proved
to
authorize
the
city
manager
to
to
proceed
with
the
general
to
avoid
the
contract
to
try
net
construction
for
the
erosion
prevention
and
erosion
control
portion
of
the
work.
The
work
how
you
could
see
you
could
see
from
the
video
is
already
under
is
finished.
K
K
Ninety
six
thousand
dollar,
based
on
the
assessment
and
further
discussion
with
our
geo
technical
expert,
who
had
prior
experience
working
with
this
specific
contractor
own
recommendation
at
this
time,
is
to
approve
to
award
the
contract
to
sandstone
construction
and
two
issues
notice
to
proceed
after
all
of
the
legal
agreements
will
be
in
place
for
both
location.
If
you
have
any
question,
I
give
the
Catholic
went
when.
K
K
What
will
not
be
able
to
start
on
clairmont
until
all
of
the
agreements
will
be
in
place
but
F
in
short
time
the
legal
agreements
will
be
in
place
for
the
clermont
retaining
wall,
then
that
work
will
start
first,
that
is
more
sensitive
than
the
other
side
of
the
canyon
and
our
preference
and
recommendation
would
be
to
start
that
work.
First
of
the
agreements
will
be
in
place.
Then
the
work
will
start
on
the
Claremont
side
first
and
then
the
contractors
will
move
to
the
glenview
970
location
will.
K
K
Reasons
a
contract
in
the
contract
is
included
30
days
for
each
wall.
It
is
our
assumption
that
David
finish
much
sooner
than
this
time
frame,
based
on
prior
experience
with
this
contractor.
They
are
working
extended
hours
even
in
rainy
weather
and
very
treacherous
condition,
and
I
will
finish
in
very
short
time.
B
F
K
A
I
Future
crystal
ball
is
what
what
is
our
do.
We
have
some
idea
of
a
forecast
over
the
next
30
days
and
then
to
you
mentioned
that
their
experience
in
working
and
Clem,
whether
I
mean
will
they
work
through
in
El
Nino
or
something
because
that's
that's.
What's
going
to
really
affect
that
he'll,
if,
if
we
get
hit,
you
know
the
neck
within
the
next
two
months,
based.
K
B
K
A
A
A
You,
mr.
mayor
and
council
members,
this
item
is
acceptance
of
a
donation
of
a
donated
scoreboard
for
city
park,
ball
field
diamond
number,
every
from
peewee
baseball.
You
may
recall:
peewee
baseball
made
a
similar
donation
last
year.
That
forward
is
in
place
and
was
working
during
the
past
year
at
diamond
to
of
city
park.
This
would
be
the
same
type
of
scoreboard
that
is
up
the
Parks
Recreation
Commission
has
reviewed.
The
plans
has
heard
from
peewee
baseball
representative
Ken
kreisel
and
is
recommending
acceptance
to
the
City
Council.
E
The
chair,
my
it's,
my
understanding
that
it
went
before
the
park
and
recreation
commission
which
recommended
for
to
come
forward
to
us
for
acceptance.
I
also
might
make
a
suggestion
to
the
council
staff,
even
though
they've
been
gracious
again
as
at
diamond
to
I,
think
it
would
be
appropriate
for
us
as
a
city
to
maybe
even
have
some
small
plaque
of
some
sort
that
acknowledges
the
donation
of
that
organization
doesn't
have
to
be
the
big
lettering.
But,
as
you
know,
sometimes
we
have
something
that
acknowledges
their
contribution
and
donation
to
the
city.
E
A
K
Tomorrow,
the
construction
for
the
great
separation
project,
we're
start
and
how
you
indicate
at
the
groundbreaking
ceremony
will
take
place
on
the
18th
of
this
month
at
three
o
clock
in
the
afternoon.
The
work
will
start
in
the
beginning
at
two
locations,
one
at
the
further
north
site
at
Scott,
Davis
start
to
work
on
the
shoe
fly
and
also
they
will
start
to
work
on
the
southern
end
of
the
project
working
on
the
temporary
station
and
the
neighborhood.
We
see
starting
some
clean
clearing
activity
at
on
the
west
side
of
the
real
at
that
location.
K
In
order
for
us
to
make
sure
that
the
city
interest
will
be
represented
properly
disease,
a
very
important
project
for
the
city
will
change
downtown.
We
will
change
the
city
forever.
In
the
same
time,
they're
changing
casters
will
be
painful
for
the
whole
city
and
Forza
resident
and
the
business
community.
You
say
two
years:
construction
project
with
a
big
construction
project,
with
a
huge
impact
on
the
neighborhood
and
on
the
whole
city.
In
order
for
us
to
properly
mera.
A
K
K
Four
to
fulfil
the
obligation
agreed
on
through
the
operation
and
maintenance
agreement
and
our
memorandum
of
understanding
with
JPP
to
make
sure
that
the
working
hour
will
be
respected.
The
noise
level
will
be
respected.
Proper
communication
will
take
place
on
ongoing
blade
basis
with
the
business
community
with
the
neighborhood
and,
in
the
same
time,
the
same
communication
process
will
be
implemented
through
her
throughout
the
whole
city
organization,
including
involving
the
communication
with
you.
K
Information
will
be
available
on
CD
website
and
also
jpp
will
maintain
the
project
website
and,
and
anybody
in
the
city
will
be
able
to
connect
to
that
site.
Also
to
the
link
from
our
own
website
also
will
be
important
throughout
the
construction
of
this
project
to
be
responsive
to
any
possible
change
during
the
evolution
of
the
construction
of
the
project,
to
make
sure
that
any
change
implemented
on
the
project
will
meet
the
city
needs
in
order
for
us
to
make
sure
to
that
will
be.
K
K
Ongoing
management
of
the
project
it
base
after
a
extensive
recruitment
process
and
selection
process
is
my
recommendation
tonight
to
award
the
construction
management
contract
to
person
brinca
hall
and
the
project
manager
will
be
Bruce
xuxa,
who
has
needed
experience
to
be
able
to
proactively
represent
the
city
and
to
foresee
possible
issues
on
the
project
and
to
be
able
to
proactively,
engage
in
the
city
and
help
us
to
solve
some
of
those
issues
before
they?
You
become
big
issues
and
to
play
that
role
throughout
the
development
and
implementation
of
the
project.
K
K
You
agreed
before
that
this
cost
will
be
supported
by
redevelopment
funds
in
our
090
10
budget.
You
appropriate
a
250,000
to
this
goal
out
of
the
250,000
or
ad
135
was
spent
for
the
engagement
of
design
review,
support
throughout
the
design
of
the
project,
and
it
is
my
recommendation
to
approve
to
enter
in
this
contractor
agreement
with
person
brinca
for
a
not
to
exceed
three
hundred
twenty-seven
thousand
dollars,
and
you.
I
K
On
our
agreement,
operation
and
maintenance
agreement
with
JP,
be
it
is
very
obligation
to
inspect
quality
inspector
project
and
also
is
there
a
obligation
to
communicate
to
our
expected
level
with
the
community
and
the
public
and
the
businesses.
The
role
of
this
position
will
be,
in
essence,
a
project
manager
who
will
make
sure
that
JP
be
fulfilled
that
obligation,
but
in
the
same
time
F
is
needed.
This
person
will
be
available
also
to
work
out.
An
issue
with
the
community
with
the
neighborhood
f.
F
Just
like
to
emphasize
what
the
director
has
said-
and
that
is,
it
is
absolutely
our
expectation
that
the
JPB
understands
and
takes
all
necessary
actions
at
all
times
to
engage
properly
and
to
our
standard
with
our
residents,
and
this
is
a
high
priority
issue
for
us
in
managing
this
project
to
the
interest
in
the
needs
of
the
San
Bruno
community,
so
to
to
affirm
what
the
director
is
saying.
That
will
be
a
primary
responsibility
to
see
to
it
that
that
happens
of
our
contract
project
manager.
F
We
would
not
expect
that
on
a
day-to-day
basis,
because
we
do
expect
the
JP.
We
would
not
expect
our
project
manager
to
have
to
be
necessarily
in
regular
day-to-day
contact
with
our
residents,
because
it
remains
our
expectation
that
the
JPB
will
do
that
and
that
they
will
do
it
correctly
to
the
extent
that
they
don't.
Then
this
person
will
be
our
primary
representative
to
resolving
problems
and
taking
any
necessary
actions
to
see
to
it
that
things
get
back
on.
The
right
course.
Thank.
I
You
my
concern
is:
how
will
we
know
that?
How
how
will
the
resident
know
that
their
message
is
being
attended
to
and
that
they're
getting
the
service
from
the
jpv
representative
that
that
we
would
expect
so
I'm
sure
we'll
work
that
out?
If
I
could
I
mean
it?
Might
it's
not
on
the
subject
of
the
project
manager,
but
I
just
wanted
to
make
make
comment
that
I
saw
the
announcement
of
the
construction
that
was
sent
out
by
the
JPB
to
the
residents
just
prior
to
this
meeting.
I
I,
don't
think
it's
enough,
I
think
it's
a
basic
announcement
and
it
does
not
even
emphasize
enough
what
these
people
are
going
to
go
through.
We've
been
dealing
with
this
this
project
for
the
last
eight
years
and
I
believe
that
we
need
to
make
a
stronger
emphasis,
at
least
to
these
residents
and
business
owners.
You
know
that
the
big
project
is
coming.
I
I
would
like
to
make
a
suggestion
that
we
make
available
to
those
adjacent
property
owners,
a
information
packet
if
I
mean
I,
we
made
comments
about
website
and
everything
and
that's
great
there's
great
information
on
the
website,
but
I'd
like
feel
a
lot
better.
If
these
residents
had
a
something
in
their
hand
and
even
a
magnet
that
they
can
put
on
the
refrigerator
with
the
phone
number
of
the
JP
be
representative
Tim,
something.
K
I
A
two-year
project
and
they're
gonna
they're,
going
to
go
through
a
lot
and
I,
be
feel
a
lot
more
comfortable,
knowing
that
you
know
that
they
have,
they
know.
What's
what
to
expect
you
get
they
get
these
notices
all
the
time.
You
know
whether
it's
the
railroad
or
whether
it's
you
know
utility
companies
or
whatever,
and
it
there's
they
may
be
thinking
it
to
come
in
and
going
and
then
two
years
goes
on.
So
I
like
to
make
that
suggestion.
A
K
K
K
Can
be
unknown
risk
at
this
time?
Use
the
city
spent
a
lots
of
time
during
the
development
of
the
operation
and
construction
and
operation
agreement
to
try
to
address
those
possible
or
no
risk
which
will
come
up
during
the
construction
of
the
project
if,
for
some
reason,
will
be
on
no
conflict
with
any
and
utility
or
bar
or
anything
which
is
not
known
at
this
time,
then
maybe
will
be
necessary
to
implement
changes
in
the
project,
then
trying
to
assess,
in
a
very
timely
manner
like
with
a
project
under
construction.
K
What
does
but
what
impact
those
changes
will
have
on
the
overall
project
looks
feels
on
the
whole
project,
with
all
of
us
spend
so
many
years
trying
to
agree
how
that
project,
which
looks
like
any
chair.
Any
of
those
changes
can
have
a
big
impact
on
the
final
outcome
and
having
a
a
focus,
very
specific
focus
to
prevent
those
surprises
and
to
work
together
addressing
those
issues
which
will
come
up
during
the
construction
of
this
project.
That's
why
so
important
to
have
somebody
dedicated
to
that
activity?
Okay,.
A
K
It's
not
our
intent.
That's
why
I'm
emphasized
in
the
beginning.
It's
not
our
intent
to
have
a
second
quality
inspector
on
the
job.
It's
not
our
intent
to
do
the
same
thing,
but
it's
JP,
B's
responsibility
to
do
for
this
project.
They
are
responsible
for
managing
the
project
to
manage
the
construction
is
their
responsibility
to
manage
the
quality
aspect
of
the
job.
K
The
role
of
this
person
will
be
to
oversee
to
make
sure
that
whatever
is
JP
B's
perception
that
they
are
doing
a
good
job,
managing
those
issues
that
really
will
meet
the
ongoing
need
from
the
series
point
of
view.
That's
why
the
tiny
investment
is
much
less
it's
not
as
you
can
see
from
the
assumed
hours.
K
Yes,
in
average,
let's
say
a
health
ft
throughout
this
whole
time
period,
assuming
that,
depending
on
what
kind
of
activity
will
take
place
on
the
project
itself,
sometimes
we'll
need
a
full
dedication
of
the
resource
and
some
time
if
the
activity
is
lower
or
depending
what
is
low
impact
activity
going
on
on
the
project,
then
it's
not
necessary
to
have
a
person
on
the
god,
or
this
person
will
not
be
all
the
time
job
by
any
means.
Okay,.
A
And
can
you
maybe
just
very
quickly,
go
through
the
thought
process
of
n
if
any
consideration
was
given
to
actually
hiring
another
city
engineer
to
take
this
on
as
well
as
other
work?
Because
when
you
look
at
the
full
price
tag,
it
looks
like
we
get
pretty
close
to
paying
a
full-time,
salary
and
I
know
that
there
are
other
projects
where
we
have
to
keep
outsourcing,
because
we
don't
have
staff
on
hand.
A
Was
there
any
consideration
given
to
an
opportunity,
maybe
to
develop
somebody
another
engineer
or
maybe
move
an
existing
engineering
to
a
different
sort
of
role
where
this
could
be
actually
a
great
opportunity
to
get
exposure
to
a
large
project.
I
know
we
want
to
do
a
lot
of
things
with
with
redevelopment
in
that
area
and
we're
going
to
be
seeing
a
lot
more
of
these
type
of
projects.
I
hope.
K
K
They
are
responsible,
delivering
the
whole
CIP
for
the
city,
including
waters
were
streets,
everything
and
traffic
traffic
calming
project
or
resources
right
now
were
very
strained
and
very
limited.
This
is
a
disuse,
a
time
specific
project
and
like
with
any
resource
management
for
a
time
certain
need.
You
are
looking
for
a
limited
time
resource
and
also
the
expertise
needed
for
this
type
of
project.
I.
Don't
think
that
the
serie
really
needs
this
level
of
expertise
on
ongoing
basis.
K
E
The
chair
3m,
who
would
be
monitoring
this
this
firm
persons
hours
I,
mean
obviously
there's
an
average
per
month,
two
years,
but
how
it
was
monitoring
that
to
see
whether
or
not
like
you
said
it
could
be
less
than
more
than
how
are
we
knowing
truly
the
hours
that
are
put
in,
whose
was
monitoring
that
is
monitoring
the
quality
of
level
of
service
of
receiving
from
this
agency.
It.
E
Know
I
wasn't
on
even
when
you
we
had
the
bart
project
and
obviously
that's
what
you
were
related
that
we
had
two
full-time
persons
during
that
large
project
and
I'm.
Trying
to
understand
too
is
councilmember
Salazar,
maybe
because
we
weren't
here
at
that
time,
I'm
trying
to
understand
or
an
example
of
where
did
we
benefit
by
having
that
service
for
Bart,
so
that
I
can
appreciate
and
understand
that.
So?
Where
are
the
concerns
that
had
we
not
had
it
and
here
as
well?
E
Had
we
not
had
it
that
we
could
have
found
ourselves
in
this
situation
or
that
might
have
not
occurred,
or
maybe
we
didn't
couldn't,
have
reacted
proactively,
but
had
to
be
reactive,
I'm.
Just
trying
to
understand
for
this
large
ticket
item
to
basically
have
somebody
to
oversee
the
project,
that's
occurring
with
others,
the
necessity,
so
that
I
can
feel
comfortable
with
the
expenditure.
That's
even
though
its
redevelopment
it.
So
it's
a
lot
of
my
own
for
our
best
interest.
I.
K
K
How
Billy
that
construction
really
impacted
the
life
of
the
whole
city
and
the
impact
I
am
just
assuming
could
have
been
even
bigger
or
Vorst
f.
The
city
would
not
have
had
the
expertise
and
the
support
provided
by
those
dedicated
resources
by
the
city
for
this
project,
the
city,
no
matter
what
this
project
will
take
place
in
the
middle
of
our
downtown,
basically
cross
from
one
end
of
the
city
to
the
other
end,
will
have
a
huge
ongoing
impact
to
the
traffic
to
everything.
K
Even
if
you
would
not
approve
this
action
tonight,
the
series
still
will
need
to
allocate
the
resources,
but
it
not
in
a
proactive
manner,
but
just
to
react.
I
am
very
short:
the
residence
f
do
not
call
us
or
this
project
manager.
They
will
call
you,
and
certainly
you
will
call
the
city
manager
and
the
city
burn.
Gorman
called
me,
and
I
will
have
to
react
and.
A
K
Will
have
to
react
and
maybe
reacting
and
will
take
us
more
resources,
then
if
the
city
would
have
been
there
before
that
incident
happen
or
try
to
manage
in
a
proactive
manner.
Typically
fine,
you
are
reacting,
you
are
spending
more
resources
and
more
money
and
then
we'll
take
our
new
resources
from
something
else,
not
to
finish
the
sewer
project
or
not
to
finish
the
water
tank
retrofit
project
or
the
fleetwood
neighborhood.
K
The
traffic
calming
project
will
take
resources,
no
matter
what
from
another
project
and
we'll
have
even
a
bigger
impact,
and
probably
we
are
not
saved
overall,
too
much
money
for
the
city,
knowing
that,
in
essence
of
you
think
about
it,
cost
us
a
associate
engineer.
Hourly
rate
is
very
very
close
to
the
hourly
rate,
what
the
city
pay
for
these
special
expertise
to
help
us
throughout
this
next
two
years.
Okay,.
E
So
what
I'm
hearing
from
you,
then
it's
to
be
proactive
instead
of
reactive,
is
to
ensure
the
success
of
a
great
grade
separation.
That's
going
to
affect
the
heart
of
our
community
on
San
Bernardino!
It's
because
we
don't
have
the
resources
or
the
staff
availability
or
that's
I
wasn't
going
to
throw
that
out,
but
he
wants
the
expertise.
E
Let
me
tell
you:
I,
wasn't
notified
very
well
by
the
city
back
then,
and
I'll
tell
you
when
the
driving
started
going
on
and
at
one
time
when
it
was
at
midnight-
and
I
didn't
understand
why
and
didn't
know
who
to
call
other
than
walking
across
the
tracks
to
try
to
figure
out
what
was
going
on.
I
think
we
do
need
to
have
a
clear
expectation
and
outreach
to
the
citizens.
E
This
is
going
to
take
two
years
and
let
me
tell
you,
you
might
not
think
it,
but
there
will
be
in
conveniences
and
I
think
we
need
to
give
them
a
clear
expectation
and
a
timeline
and
the
hours
and
a
phone
number
so
that
anybody
and
everybody
is
all
on
the
same
page.
There's
no
misgivings
that
this
is
going
to
be
inconvenient,
especially
those
folks
that
are
in
that
area
and
I.
Think
that's
really
really
important.
They're
going
through
it
again.
So.
B
B
H
C
A
B
As
I
recall,
it
was
a
different
situation
because
it
was
in
san
bruno
but
on
san
francisco
land,
so
most
of
the
impact
was
in
and
out
with
the
dirt
and
stuff.
So
what
was
a
different
kind
of
a
thing?
Then
Clara
makes
a
good
point.
This
is
in
the
heart
of
our
downtown.
No
matter
what
you
do,
you
know
whether
it
affects
you,
because
you
live
there
or
not
it
you're
going
to
be
impacted.
Just
it's
going
to
impact
everyone
who
wants
to
go
down
and
go
to
the
pet
store.
B
C
Just
like
to
suggest
that
when
this
starts
minus
R,
whoever
the
engineer
is,
thank
you.
Who's
online,
come
to
a
council
meeting
and
explain
his
role,
maybe
and
be
a
face
to
this
process,
so
that
we
all
know
who
he
is,
and
the
residents
know
who
he
is
or
who
the
team
is
and
that
it's
more
relevant
test.
I
mean
it's
more
real,
and
maybe
that
would
help.
K
Certainly,
your
suggestion
is
very
bad.
Taken
will
be
old
intent.
He
will,
if
you
will
approve
the
action
tonight,
that
the
reason
why
I
didn't
invited
him
here
until
it's
your
decision
to
make
tonight,
he
f
the
action
will
be
approved.
He
will
be
at
the
opening
ceremony
on
the
18
and
also
will
be
already
intent
to
present
him
on
a
concert
meeting
and
basically
I
will
have
periodic
update
here
at
the
concert
meeting
and
certainly
will
be
his
role
or
so
to
help
us,
and
he
will
give
you
updates.
Also.
K
A
L
Good
evening
honorable
mayor
members
of
the
City
Council
Senate
bill
857,
the
courts
funding
trailer
bill
was
signed
by
the
governor
in
October
of
this
year.
The
bill
amends
the
current
government

section
7602
0.3,
and
requires
an
additional
penalty
of
three
dollars
from
each
parking
violation
to
fund
the
new

court
trust
fund.
The
city
was
recently
notified
by
the
that
the
additional
three
dollar
fee
per
citation
would
be
remitted
to
the
state
when
SB
857
becomes
effective,
December
7
2010
the
Department
issues
approximately
1,000
citations
a
month.
L
The
increased
monthly
expenditure
paid
to
the
fund
as
a
result
of
SB
857
is
estimated
at
3,000
dollars.
In
order
to
offset
the
increase
in
cost,
staff
is
recommending
that
the
City
Council
increased
the
fines
set
for
the
parking
violations
by
three
dollars
for
each
violation.
The
Vehicle
Code
provides
the
council
with
the
authority
to
do
so
and
to
set
the
parking
violation.
Fines.
We
are
not
alone
in
this
request,
as
several
cities
within
San
Mateo
County
and
around
the
state
are
taking
similar
actions
and
asking
their
local
governing
boards
to
raise
finds.
L
The
last
increase
to
the
San
bernal
parking
violation
schedule
was
in
March
of
2009.
As
you
may
recall,
the
increase
was
to
recover
costs
associated
with
the
court
construction
fund
surcharge,
which
was
also
imposed
by
the
legislature.
The
department
recognizes
these
two
increases
are
within
a
two-year
period.
L
However,
they
come
to
us
mandated
and
surcharges
that
are
put
to
us
by
the
state
legislature.
Adopting
a
three
dollar
increase
for
parking
violations
to
take
effect.
December
7th
2010
will
allow
the
city
to
recover
costs
associated
with
the
trial
court
trust
fund
set
forth
in
the
Senate
bill
staff
estimates
that,
by
adopting
the
proposed
fine
increase,
estimated
revenues
would
increase
by
thirty
six
thousand
dollars.
The
impact
of
the
Senate
bill
will
result
in
an
additional
expenditure
of
the
same
amount,
resulting
in
no
net
impact
to
the
general
fund.

E
Question
to
the
chair,
the
only
thing
from
my
understanding
is
the
city
is
being
charged
an
additional
three
dollars
and
we
either
passed
that
on
to
those
who
are
being
cited
or
we
pay
for
that
out
of
the
general
fund.
That's
as
clear
as
it
is
my
understanding,
which
could
average
about
thirty
six
thousand
dollars
a
year
which
would
go
against
the
general
fund
manager
if
I'm
not
incorrect
or
so,
though
I
don't
think
this
is
the
you
know
raising
something
again
as
we
just
did.
E
The
citations
I
just
can't
see
having
the
city
absorb
the
costs,
which,
obviously,
we
have
not
budgeted,
which
means
reserves
which
I'm
not
prepared
to
use
so
I
think
in
order
to
recoup
these
costs,
we
need
to
unfortunately,
pass
these
on,
but
these
are
to
those
persons
who
are
cited
for
offenses.
So
that's
just
my
opinion.
There's
no
comment
I'll
go
ahead
and
introduce
the
resolution
for
adoption
good
vice.
J
K
K
Is
our
expectation
based
on
the
existing
schedule
that
the
traffic
signs
will
be
implemented
in
the
next
two
months
and
the
striking
and
payment
pavement
markings
will
be
implemented
in
the
spring
of
next
year?
If
the
weather
will
cooperate
and
materials
will
be
available
sooner
than
next
spring
or
next
summer,
then
we'll
be
a
possibility
that
the
city
being
able
to
implement
phase
two
earlier
than
next
year.
If
you
have
any
question.
F
The
written
staff
report
includes
a
little
bit
more
detail
about
the
project,
as
it
was
previously
approved
by
the
City
Council
in
terms
of
exactly
what
will
be
done
where
that
report
is
available
through
the
City
Clerk's
office
for
any
member
of
the
public,
who
might
be
interested
I
think
the
primary
intent
of
the
report
tonight
was
an
update
about
when
this,
when
the
project
would
be
completed
since
it's
it's
been
a
while
now,
since
it
was
discussed
with
you
and
that
members
of
the
public
might
be
interested
in
update
on
the
schedule.
Thank.

J
Mr.
mayor
members
of
the
City
Council,
the
vive
plan
document
and
trust
agreement
together
established
a
health
savings
plan
allowing
employees
to
set
up
account
specifically
to
cover
after
retirement
out-of-pocket
medical
expenses
under
the
Teamsters
Local
856,
health
and
welfare
trust
fund
medical
coverage,
retiree
medical
premium
costs
are
higher
than
for
active
employees,
and
some
coverage,
such
as
dental
and
vision
care,
is
eliminated.
The
voluntary
employee
beneficiary
Association,
the
VEBA
health
savings
plan
allows
employees
to
set
aside
employee
funds
on
a
pre-tax
basis
for
these
medical
expenses.
J
Additional
medical
expenses
in
retirement,
in
accordance
with
a
proposed
plan,
employees
can
fund
future
retirement
medical
expenses
by
directing
any
separation
pay
payout
at
retirement
of
accrued
vacation
or
sick
leave,
or
make
biweekly
payroll
deductions
of
lot
of
flat
dollar
amounts
or
a
percent
of
earnings
into
this
help.
This
health
savings
trust
these
transfers
would
be
on
a
pre-tax
basis,
avoiding
both
federal
and
state
taxes.
This
is
a
legal
IRS
approved
measure
for
avoiding
tax
liability.
The
Viva
health
saving
plan
provides
no
greater
benefit
to
any
employee.
All
existing
MOU
provision
provisions
remain
unchanged.
J
Currently,
active
employees
can
make
annual
contributions
to
a
flexible
spending
account,
which
is
a
very
similar
arrangement,
but
it's
only
on
an
annual
use
it
or
lose
it
basis.
The
Biba
account
allows
for
this
money
to
be
carried
over
year
to
year
after
retirement
until
is
exhausted.
That
can
only
be
used
for
future
future
medical
expenses.
J
The
actual
contribution
arrangement
will
be
turtle,
will
be
determined
by
a
majority
vote
of
each
bargaining
unit
and
would
apply
to
all
within
the
bargaining
unit,
without
individual
choice.
To
date,
our
fire
unit
has
voted
to
use
the
Biba
plan
upon
retirement.
So
that
is
that
that
that
is
the
first
unit
that
if
the
council
approves
a
plan,
would
be
able
to
utilize
the
Viva
set
up.
The
plan
document
provides
the
framework
of
the
Bieber
program,
providing
the
criteria
for
eligibility,
trust
contribution
and
claim
process.
J
A
J
Yes,
it
is
by
bargaining,
unit
and
bargaining
units.
Every
time
it
is
accepted
is
for
the
duration
of
an
mou,
so
a
bargaining
unit
could
revote
at
the
end
of
an
mou
period
and
the
members
might
find
it
favorable
or
beneficial
to
that
at
that
time.
So
it
is
flexible
to
that
extent
and
could
change
we.
There
are
other
units
that
I've
heard
individual
members
have
great
interest
in
the
program
that
are
nearing
retirement,
so
I
they'll
all
be
given
an
opportunity
over
the
next
month
or
so
to
to
participate
or
not,
but.
A
J
The
city
manager
is
directed
that
our
current
flexible
spending
account
have
the
have
the
same
third-party
administrator
as
this
account,
and
so
they
have
offered
that
the
administration
fee
for
those
folks,
there's
currently
39
employees
involved
in
a
flexible
spending
account
that
that
cost
will
be
included
in
the
two
hundred
fifty
dollar
monthly
minimum.
So
if
we
continue
with
those
numbers
they're
all
the
cost
of
the
two
hundred
fifty
dollar
minimum
will
be
covered.
Great.
A
B
I
Through
the
chair,
mr.
I'm,
I
can't
say
enough
about
the
donations
have
been
coming
in.
It
was
very
nice
to
see
what
was
all
for
today
from
from
the
school
districts.
I
just
would
also
like
to
pass
on
to
the
new
subcommittee
that
there
are
other
organizations
that
we'd
like
to
work
with
you
and
pass
on
our
resources,
and
so
that
we
don't
have
to
duplicate
our
work
with
those
with
the
fire
victims.
With
that
said,
there
is
another
fundraiser
going
on
at
City
Park
plan.
For
this
sunday.
I
B
Anyone
else,
okay,
we
will
be
going
into
closed
session
three
items.
First,
one
is
conferred
with
legal
counsel
regarding
pending
litigation
and

B
We
won't
have
any
reportable
actions,
so
there's
no
need
to
stick
around.
I
would
like
to
adjourn
and
just
remind
you
that
thursday
is
Veterans
Day,
so
keep
that
in
mind.
There's
an
awful
lot
of
wonderful
men
and
women
out
there
or
veterans
who
have
done
an
awful
lot
for
this
country
and
please
keep
them
in
mind
on
Thursday.
This
meeting
will
adjourn
to
our
next
regular
city
council
meeting
on
de
beber,
20

right
here
at
the
Senior
Center.
