the
end
of
july,
the
council
approved
to
award
the
contract
to
a
concrete
repair
contractor
to
work
on
our
face
to
sidewalk
repair
program.
At
that
time,
during
the
presentation,
I
indicated
that
I
will
be
back
before
you
making
recommendation
for
your
consideration
on
the
priorities
for
Phase,
two
repeat
sidewalk
repair
program
and
also
to
seek
you
direction
on
some
other
long-term
policy
question
in
regards
to
the
sidewalk
management
and
also
right
of
my
right-of-way
management.
You
have
a
very
detailed
and
extensive
report
in
front
of
you.

This
is
phase
two
of
the
sidewalk
repair
program,
based
on
the
2004
inventory
you
gave,
or
eighty
direction
to
the
department
on
your
expectation
for
phase
one
of
the
implementation
of
the
program
after
the
implementation
of
phase
one.
How
you
can
see
steel
is
a
reasonably
high
number
of
damage,
sidewalk,
which
needs
to
be
addressed
by
the
city
and
also
a
very
high
number
of
damage.

consideration

the
specific
priority
on
the
sidewalk
repair
or
request,

to
give
us
policy
direction
on
how

address

property
owner

program
was

and
to
lead
by
example,
and
then
to
request
the
property
owners
to
be
part
of
the
program
based
on
volunteer
basis
and
at
the
end
also,
you
indicated
after
the
implementation
of
the
phase
1.

need

approach

property
owners,
responsibility,
managing
the
sidewalk
as
the
sidewalk
maintenance

overall,

whole
right
of

management

looks

good
repair
state,

you
have
the
city
code,
which
basically
states

same
obligation
for
the
property
owners
to
maintain
the
sidewalk,

this
is
the
policy
direction.

am
asking
you
to
give
us
tonight,
I
will
summarize
our.

Considering
the
broader
public
benefit,
maintaining
the
side
walk
through
the
emphasized
area
is
a
recommendation
for
you
to
consider
to
pay
twenty-five
percent
of
the
cost
of
the
repair
of
those
sidewalk
and
then
to
proceed
with
zone
4
and
also
for
you
to
consider
to
require
in
phase
2
or
not
from
the
property
owners
and
to
mandate
from
the
property
owners
to
repair
their
the
side
working
in
front
of
their
property.

begin
work
within
30
days
from
first
notice
to
repair,
and
then
it
talks
about
the
work
must
be
clean,
completed
within
60
days
from

notice

so,
if
somebody
has
a
broken
I
guess,
first
of
all,
we
have
to
decide
if
we're
going
to
have
people
do
the
private
thing.
But
on
this
it
kind
of
concerned
concerned
me
as
part
of
that
that
we
would
give
someone
a
notice.

would
expect
them
to
do
the
work
within
30
days
to
start
the
work
within

days
and,
if
and
to
finish
it
within
60
days
and
to
me,
that's
a
safety
hazard
right
there
that
you're
allowing
someone
to
work
on
the
sidewalk

changing

frame
for
those
kinds
of
things
unless
it's
precluded
by
law,

allow
someone
to
start
work
and
then
not
to
have

finish

dicey.

requires
all
property
owners
adjacent
to
sidewalk,
to
be
responsible
for
repairing
the
property
unless
the
property
was
damaged
by
a
city
tree
and
part
of
the
proposal.
Is
that
there's
a
pedestrian
zone
that
goes
through
the
city
that
was
shown
on
the
map?

it
is

the
areas
where
you
would
anticipate
more
pedestrians
and
because
it's
used
by
more
public
members
of
the
public,
the
city
is
recommending
that
the
city
pay
twenty-five
percent
of
those
repairs

sidewalks
within
those

the
chair,
I
think,
first
I
think
we
should
be
very
clear
to
everyone
that
we,
as
far
as
I
remember,
have
never
required
anyone
until
very
recently
to
participate
and
to
maintain
the
sidewalks
and
to
actually
pay
for
sidewalk
repair.
So,
while
it's
on
the
books
and
while
it's
the
state
law,
people
are
going
to
get
kind
of
sticker
shock
when
they
realize
that,
yes
by
law,
they
have
should
have
been
maintaining
the
sidewalks
in
front
of
their
homes
all
these
years,
so
not
I,
I.

not
saying
not
to
do
it,
I'm
saying
we
need
to
make
sure
part
of
this
whole
package
is
that
we
make
it
clear
to
people
that
were
not
enforcing
a
new
law
and
we're
not
changing
the
law
where

law
is,

has
been
there
and
what
we're
doing
is
trying
to
ease
people
into
it
and
trying
to
repair
the
sidewalks
the
best
we
can.
So
that's
when.

think
one
that
one
of
the
programs
that
worked
well
as
working
with
a
city
contractor,
mm-hmm
and
I
think
that
should
be
done.
It
can
be
done
a
couple
times
a
year
trying
to
get
people
to
buy
in
and
take
care
of
it
at
a
much
reduced
rate.
When
there's
a
city
contractor
doing
it,
that's
doing
a
whole
big
section
of
sidewalks,
it's
much
cheaper
than
the
individual
homeowner
doing
one
piece
of
sidewalk.

that
it's
not
the

days,
it's
the
30!
It's
unless
I'm
reading
it
wrong,
which
is
quite
possible
above
the
60
days,
says,
require
private
repair
to
begin
within
30
days
from
first
notice.
So
so
you
get
a
notice.
You
have

days
to
start
and
then
the
next
line
says
the
work
must
be
completed
within
60
days,
so
that
that
allows
30
days
to.

certainly
I

take

further

shorten
that
time
based
on
our
procedure
today
has
to
be
a
qualified
contractor
to
work
in
the
right
of
way
that
the
sidewalk
can

repaired
only

qualified
contractor
to
guarantee
the
quality
of
work.

that
might
be
something
that
needs
to
be
more
clearly
explained
and
laid
out
in
your
education
process
with
the
public

and
certainly,
if
you
you
know,
I,
don't
think
the
council
cares,
if
you're,
even
to
say
that
it
was
going
to
be
90
days
to
be
completed
within
I
think
a
reasonable
amount
of
time.

council's,
certainly
in
favor
of
it's
just
we've,
seen
too
many
housing
projects
that
get
started
and
continue
on
and
never
get
completed
and
there's
nobody.

So
it
is
a
huge
educational
experience
that
is
going
to
need
to
be
done
first
and
foremost,
but
the
other
thing
too,
is
that
you
know
in
2007
there
was
a
measure
placed
before
the
voters
for
monies
to
help
offset
and
repair
streets
and
sidewalks,
and
the
voters
spoke
and
it
was
defeated,
and
so
the
problem
doesn't
go
away.
The
issue
still
needs
to
be
addressed
and,
of
course,
as
was
pointed
out
as
time
goes
on
those
things
get
worse,
not
better
the
longer
we
hold
off
the
longer
we
wait,
the
worse
it
gets.

this
is
another
reason
we
have
going
to
have
to
move
forward
and
address
it
and
not
push
it
off,
because
it's
not
going
to
get
any
better
any
time
soon.
This
is
a
concern
that
we
did
have
and
we're
hoping
that
staff
goes
beyond
the
call
I
mean
so
that
we
could
sit
up
here
and
if
the
room
should
fill
up,
it's
not
that
they
didn't
know
about
it.
They
didn't
get
a
notice.

didn't
understand
that
it's
something
in
simple
terms,
very
specific
and
simplistic,
so
that
anybody
could
understand
and
it
can
walk
them
through
the
process
and
the
procedures
that
are
needed.
We
need
to
make
it
user-friendly
and
that's
that's
a
concern
so
that
we're
speaking
to
the
people
so
that
they
understand
what's
really
before
them
and
what
the
requirements
may
be.

If
I
can
make
one
follow-up
come
and
that
on
the
overall
right
of
a
maintenance
issue
that
this
is
just
raised
as
a
other
policy
issue
for
you
to
consider
to
consider
later
on,
wasn't
enough
work
done
yet
by
staff
to
be
able
to
come
back
to
convert
a
recommendation
to
you.
But
certainly
that's
another
policy
question
but
will
required
your
future
attention,
like
the
planters,
three
maintenance
and,
overall
everything
in
the
right
of
way.

is
maintained.

still
fixing
the
sidewalks
I
know
some
people
love
them,
because
they're
easy
to
walk
on
and
they're
cushiony
I
know
some
people
don't
like
them,
because
they're
an
off
color
and
they
don't
blend
in
with
the
sidewalks
as
much
as
they
could
I,
would
I
think
they're
a
fabulous
use
of
tires
and
I.
Think
I
walk
my
talk
on
them
all
the
time
and
I
think
they're
great
to
walk
on
so
I
would
like
us
to
as
a
side
to
this
continue
pursuing
grants.

know
they
are
offered
every
year
and
I
I'm.

If
that's
the
type
of
material
that
they'd
wish,
because
they
have
to
live
with
it,
they
have
to
see
it
and
if
its
not
aesthetically,
pleasing
to
them,
it's
not
fair
that
that's
what
they
they
need
to
live
with
either

know
it's
a
has
a
lot
of
positive
qualities,
but
there
are,
as
councilman
said,
there
are
many
people
who
have
feel
differently
about
the
aesthetics
of
it
and
the
different
color
of
it.

And
I'm
sorry,
one
more
point.
Speaking
of
sidewalks
and
color,
there
are
a
few
glitches
and
I
guess
and
there's
different
people
who
have
done
their
sidewalks
or
had
them
done
in
different
colors,
and
I
don't
mean
dark
gray
or
like
grabbing
pink
and
salmon
and
different
colors.
So
I
don't
know
what
we
want
to
do
about
that
and
maybe,
as
you're
educating
people
about
the
whole
aspect
of
it
should
be
clear.
That
should
be
a
gray
color
that
blends
in
with
the
rest
of
sidewalks.
