Description
San Bruno City Council Meeting September 27, 2011
10d. Urgent Repair of Water and Wastewater Facilities
B
Honorable
mayor
councilmembers
I
have
with
me
Robert
Howard,
who
is
the
deputy
for
operation
and
maintenance,
to
help
me
with
any
question
what
you
might
have
was
a
oz
water
provider
on
sewer
collection
agency.
The
city
must
rapidly
respond
to
any
service
disruption,
including
water
breaks
or
sanitary
overflows.
B
The
serie
also
must
quickly
repeat
any
known
defect
that
could
lead
to
early
for
a
ssl
for
a
responsible
management
of
the
system.
In
our
cases,
the
service
manager
has
to
balance
between
the
ongoing
need
for
proactive
maintenance
and
urgent
response
need,
relying
on
a
sustainable
internal
work
force
to
be
able
to
manage
the
pic
team
demands
with
available
resources.
The
department
varsity
must
rely
on
available
external
support
to
assist
in
this.
B
In
this
effort
in
2007,
the
silly
entered
in
a
one-year
contract
with
West
Valley
construction,
with
the
option
to
extend
that
contract
four
times
each
time
which
one
year
for
a
up
to
175,000
yearly
contract
limit.
The
most
recent
extension
was
issued
in
January
of
this
year.
This
was
the
third
extension
to
this
contract.
B
Unfortunately,
our
effort
was
unsuccessful
and
no
bid
proposal
was
received
by
the
city
in
meantime
in
meantime,
working
on
this
process
and
going
out
for
a
bead
managing
the
need
for
a
more
aggressive,
proactive
approach
to
prevent
the
number
of
as
ourselves
performing
numerous
urgent
repairs
to
sewer
mains
and
laterals.
The
yearly
limit
has
been
reached
as
the
result
of
our
aggressive
approach
to
prevent
ssl
or
the
result
of
that
effort
is
already
seen
our
number
of
SSO.
B
What
was
much
lower
this
year
versus
the
same
time
period
of
last
year,
in
order
for
us
to
be
able
to
respond
for
the
remaining
type
period
of
the
end
of
this
year
to
urgent
needs
as
water
breaks
or
imminent
Assessors
between
now
and
the
end
of
this
year
is
already
0.
Request
is
for
you
to
approve
to
increase
this
yearly
contract
amount
with
60,000
dollar.
B
A
A
C
B
D
I'm
just
curious:
it's
if
you
can
just
sort
of
elaborate
on
the
accounting
of
all
of
these
various
projects,
so
we
have
a
detailed
expense
or
detailed.
The
accounting
of
each
each
occurrence
that
West,
Valley
or
the
the
contract
service
goes
out
to
for
every
project,
because
I
mean
you
explain
that
there
are
many
small
projects
and
then
there
are
obviously
larger
projects.
Do
now.
B
Yes,
I
have
here
the
copy
of
today.
Our
total
expenses
contract,
expense
for
west
valley
is
170
$1,000,
the
biggest
dollar
amount,
and
that's
what
really
pushed
our
our
expense
level
much
over
last
year
budget
was
the
work
done
on
montgomery
and
fleetwood.
Those
were
imminent
SSO
concerns
and
the
department
had
to
act
and
to
prevent
the
damage
and
the
ongoing
sewer
overflow
and
to
repair
the
main,
and
also
the
letters
on
Montgomery.
The
total
dollar
for
the
work
on
Montgomery
is
close
to
90,000.
Basically
only
does
that
work.
Effort
alone
is
more
than
60,000.
D
D
B
In
this
case,
when
this
some
of
these
projects
are
starting
as
a
small
project,
not
knowing
what
the
end
result
will
be
in
many
instances,
this
is
also
a
exploratory
type
of
work
that
ended
in
the
beginning.
The
assumption
was
that
is,
a
smaller
appeared
will
be
enough
to
address
the
problem
on
Montgomery
and
basically,
it
was
based
on
the
field
investigation.
D
B
The
existing
contract
with
West
Valley
is
time
and
material.
How
is
the
contract
signed?
The
existing
contract
right
now?
I
didn't
mention
that,
based
on
our
three
years
four
years
experience
with
this
contractor,
the
department
was
very
pleased
with
the
timeliness
availability,
the
quality
of
the
work
done
by
this
contractor,
and
in
many
instances
the
department
had
the
opportunity
to
compare
their
price
and
their
costs
with
other
proposals
and
always
so
far,
without
any
exception.
What
I
am
aware
of
their
cost
was
lower
than
any
other
proposed
estimate.
B
In
some
instances
when,
when
our
own
employee
or
engaged
in
a
certain
type
of
work
which
they
cannot
discontinued
and
that
something
needs
to
be
done
on
a
urgent
basis,
then
will
be
always
the
service
manager
call
or
decision
how
the
work
needed
to
be
done
at
that
time
and
the
next
day
to
have
enough
crew
available
to
do
whatever
work
needs
to
be
done.
The
next
day,
then
he
will
made
the
decision
accordingly.
So.
B
C
I'm
just
wanted
to
clarify
that
you
don't
believe
that
we'd
have
or
a
crew
coming
up
that
we're
on
standby
for
call
call
out
and
then
again,
then
we
have
west
valley
that
comes
in
right
after
them
on
the
same
particular
situation.
Or
is
that
possible
that
we
could
have
both
are
an
employee
as
well
as
West
Valley
at
the
same
situation
in.
B
B
C
B
C
B
Based
on
my
latest
information,
but
then
just
before
the
meeting
last
year
during
the
same
time
of
period--,
the
city
had
18
SSO
and
right
now
the
number
is
12.
But
I
started
to
question
lira
better.
If
my
information
is
correct,
but
I
would
guess
that
history,
it's
very
close,
the
number
even
f,
is
let's
say
one
or
two
difference,
but
last
year
was
18
the
same
time
period
and
this
year,
12
and,
as
you
know
very
well,
in
the
last
three
years,
each
year
old
number
of
SSO
went
down
with.
B
C
Had
said
that,
there's
a
more
aggressive
approach,
which
obviously
has
utilized
the
money's
in
for
the
contract
for
both
labor
as
well
as
material.
So
could
you
help
clarify
what
is
the
more
aggressive
approach
that
has
utilized
the
monies
that
were
allocated
under
that
contract
and
now
there's
a
need
for
more
to
continue
that
aggressive
approach,
and
can
you
help
me
understand
when
you
say
so?
What
is
more,
the
aggressive
approach
that
is
required
is
necessitating
the
additional
60
thousand
dollars
on
this
contract.
B
B
C
A
Michael,
so
would
it
be
fair
to
say
that,
even
even
though
the
number
of
SSL
is
going
down,
the
number
of
incidents
that
could
have
led
to
an
sso
are
not
necessarily
going
down
and
in
fact
our
it's
our
ability
to
address
situations
that
could
potentially
lead
to
SS
those
that
is
improved.
And
that's
why
we
have
less
reportable
SSOs.
