Overall,
the
the
report,
in
staffs
opinion,
does
a
good
job
of
evaluating
a
number
of
important
criteria
related
to
the
maintenance
of
a
healthy
fiscal
reserve
and,
as
you
can
see
by
scanning
the
report,
there's
some
graphics
in
it.
That
show
very
clearly
that
the
city
of
san
bruno
generally
stacks
up
quite
well.

And,
as
you
can
see
from
the
report
that
the
grand
jury
and
their
analysis,
you
can
see
that
the
city
of
San
Bruno
does
in
fact
sit
well
with
in
those
standards
there.
As
you
know,
the
city,
when
I
wanted
the
grand
jury
investigates
a
topic
related
to
the
city.
We
are
required
to
review
the
report
in
to
for
you
to
take
action
in
a
public
meeting
with
specific
responses
to
each
of
the
findings
and
the
recommendations
that
the
report
contains.

There
is
one
particular
area
I'd
like
to
call
out
and-
and
that
is
one
where
the
city
of
San
Bruno
there.
There
are
some
issues
within
our
both
within
our
County
among
cities,
as
well
as
among
cities
generally,
and
that
is
a
pretty
wide
variation.
How
cities
are
handling
the
requirement
requirements
for
reporting
and
then
funding
the
unfunded
liability
associated
with
post-employment
employee
benefits,
in
particular
the
topic.
There
is
retiree
health
care.

As
a
council
knows,
we
have
a
unique
structure
in
our
city,
related
to
the
medical
benefits
that
are
provided
both
to
active
employees,
as
well
as
to
retired
employees
through
the
teamsters
trust.
And
although
it's
it's
a
little
bit
different
than
how
most
cities
fund
retiree
medical
and
there
was
some
complexities,
we
have
completed
the
actuarial
xande.
You
know
from
your
receipt
of
the
annual
audit
report
that
there
is
a
significant
accrued
and
unfunded
liability
for
those
costs.

At
the
same
time,
the
city
is
funding
at
least
a
portion
of
that
liability
through
your
premiums
that
are
paid
annually
for
each
active
employee,
a
piece
of
that
according
to
the
way
that
the
teamsters
trust
operates.
A
piece
of
that
employee
health
care
premium
is
is,
it
is
actually
offsetting
the
cost
of
post-employment
retiree
benefits
for
health
care.
