City
Council
may
recall
that
some
time
ago,
when
it
was
considering
the
transit
corridor
plan,
which
in
many
respects
is,
is
coterminous
with
this
area
that
three
of
the
council
members
were
conflicted
and
under
state
law.
There's
a
procedure
for
drawing
lots
of
the
three
conflicted
council
members
and
when
that
occurred,
council
member
O'connell
drew
the
short
straw
or
the
long
straw
as
the
case
may
be,
and
was
selected
to
participate
in
all
other
in
all
future
matters
relating
to
this
particular
corridor.

and
city
council

the
purpose
of
this
agenda
item
is
to
update
you
on
the
Grand
Boulevard
initiative,
san
bruno
Complete
Streets
project,
and
to
request
the
allocation
of
three
hundred
and
sixty
five
thousand
dollars
in
measure
a
funds
to
complete
the
design
and
environmental
certification
for
this
project.

Additionally,
as
the
region's
population
increases,
we
anticipate
seeing
a
large
amount
of
housing
provided
along
el
camino,
real
honest
in
this
region,
housing
close
to
transportation,
jobs
and
services.
The
Grand
Boulevard
initiative
seeks
to
improve
the
performance,
safety
and
aesthetics
of
El
Camino
rial
in
2008,
the
San
Bruno
City
Council
adopted
resolution,
2008
17
endorsing
the
Grand
Boulevard
initiative
and
directing
staff
to
incorporate
its
guiding
principles
into
plans
that
involve
El
Camino
Real
in
this
community.

The
City
Council
continued
at
support
of
these
guiding
principles
to
transform
el
camino
rial
into
a
more
mixed
use:
environment,
an
environment,
that's
friendly
to
pedestrians,
cyclists,
bicyclists
and
transit
users
with
additional
actions.
In
2009,
the
City
Council
adopted
its
general
plan
incorporating
GBI
principles
in
2012,
the
City
Council
adopted
a
Complete
Streets
policy
and
in
2013
the
City
Council
adopted
the
transit
corridors
plan.

Moreover,
in
2012
san
bruno
was
selected
as
one
of
four
cities
to
participate
in
the
Grand
Boulevard
Complete
Streets
project,
the
other
cities
being
south
san
francisco
daly
city
and
san
carlos.
The
idea
of
this
program
really
is
to
create
the
opportunity
to
design
streets
that
could
be
models
for
other
communities
in
the
region,
state
and
well
beyond
this
Complete
Streets
project
partnership
includes
San
Mateo,
County,
Transit
SamTrans,
the
City
County
Association
of
Governments
e
CAG,
Santa
Clara,
Valley,
Transportation
Authority
and
the
environmental
protection
agency
epa,
as
well
as
the
four
participants
cities.

The
design
that
we're
looking
at
currently
the
thirty
percent
design,
looks
at
narrowing
lanes
intersection
improvements,
for
example,
here
in
San
Bruno.
Our
segment
is
from
Taylor
Avenue
to
the
south,
to
san
bruno
avenue,
to
the
north,
and
within
that
area
there
would
be
the
opportunity
to
realign
design
for
and
in
the
future,
reconstruct
the
key
intersection
at
san
mateo
avenue
and
el
camino
rial,
the
Gateway
to
our
down't
downtown
they're.
All
there
would
also
be
sidewalk
improvements
with
landscaping.
There
would
be
median
improvements.

The
existing
median
improvements
would
remain,
but
there
would
be
the
opportunity
to
extend
the
nose
treatments
to
allow
for
larger
areas
for
pedestrian
safety
or
refuge
areas.
Traffic
signals
would
be
replaced
and
there
would
be
sustainable
features
for
rain
water
infiltration
in
storm
water
capture
areas
and
moving
forward.
There
would
be
the
opportunity
to
look
at
where
we
want
parking
to
remain
on
the
street
to
service
future
commercial
uses.
We
would
also
be
looking
at
the
opportunity
for
right
turn
out
shins
at
san
bruno
avenue
and
Jenna
VIN
Avenue.

This
this
grant
application
that's
been
brought
to
our
attention
is
a
grant
that
is
being
offered
by
the
Department
of
Transportation
at
the
federal
government
level.
The
remaining
design
cost
is
estimated
to
be
about
1
million
eight
hundred
and
twenty
five
thousand
dollars,
and
there
would
be
a
local
match
required.

Staff
believes
that
moving
forward
with
this
opportunity
is
is
advisable
and
beneficial.
The
segment
that
we're
talking
about
is
in
the
heart
of
the
transit
corridors
plan
the
approved
transit
corridors
plan
in
the
transit
corridors
plan.
In
the
adoption
of
that
plan,
there's
there
are
several
sections
that
talk
about
implementation
and
how
we
should
move
forward
with
implementation.
Those
sections
talk
about
leveraging
public
funds
to
encourage
private
investment
in
redevelopment.
This
would
be
an
opportunity
to
have
a
key,
very
visible
segment
of
one
of
our
key
corridors.

El
camino
rial
transformed
with
the
improvements
that
I've
described
not
only
meeting
the
vision
of
the
Grand
Boulevard
initiative,
but
also
the
design
plans
in
the
transit
corridors
plan
in
this
area.
Not
only
is
this
a
key
location
for
the
Gateway
to
the
downtown,
it's
also
a
location
where
we
have
a
catalytic
site
in
the
transit
corridors
plan,
its
catalytic
site
number
three,
and
it's
envisioned
as
a
mixed-use
project,
with
commercial
on
ground,
floor
and
residential
above,
and
that
would
be
on
the
easterly
side
of
El
Camino
rial.

At
the
entry
to
the
downtown
at
San,
Mateo
Avenue,
and
by
the
way
we
he
recently
received
an
application
in
that
very
vicinity
for
the
redevelopment
of
the
cinema
site.
So
there's
a
certain
synergy
going
on
in
terms
of
a
private
application
in
that
area,
a
catalytic
site
in
the
transit
corridors
plan
and
our
key
gateway
southern
gateway
to
our
downtown.
We
see
this
is
an
opportunity
to
complete
the
plans.

Do
one
hundred
percent
design
plans
and
then
be
in
a
position
to
apply
for
further
grant
funding
for
actual
construction
of
of
this
area
and
and
signal
to
private
interests
in
the
area
that
the
city
is
taking
a
leadership
position
in
terms
of
putting
in
public
improvements
and
really
setting
the
stage
for
private
investment,
development
and
redevelopment
in
this
key
area.
In
terms
of
the
funding
that
we're
suggesting
that
would
be
used,
we're
suggesting
that
measure
a
funds
be
used
measure.

A
funds
are
funds
that
were
provided
by
way
of
a
2004
vote,
a
voter-approved
half
cent
sales
tax
initiative.
The
city
collects
about
eight
hundred
thousand
dollars
a
year
about
one
half
of
those
funds
are
used
for
maintenance,
street
maintenance
and
improvements
and
the
other
half
for
one-time
major
projects,
capital
projects.
As
an
example,
one
of
the
capital
projects
was
for
the
grade
separation
about
three
hundred
and
seventy
thousand
dollars
was
used
as
a
local
match
for
the
grade
separation
project.

With
that,
our
recommendation
tonight
is
to
go
forward
and
adopt
the
resolution
attached
to
your
staff
report,
adopting
a
resolution
of
local
support
for
an
application
for
funding
to
complete
the
San
Bruno
Complete
Streets
case
study,
project
design,
committing
local
matching
funds
in
the
amount
of
three
hundred
and
sixty
five
thousand
dollars
from
available
measure
a
funds.
Currently
we
have
a
balance
of
about
nine
hundred
and
sixty
thousand
dollars
in
that
fund.
This
evening,
mr.
Garvey,
mike
garvey
is
here
with
the
grand
boulevard
initiative
program.
He
would
be
available
to
respond
to
any

number
of

for
example,
the
proposed
preliminary
design
plans
for
san
mateo
avenue

rial

shown

the
thirty
percent
plans
for
the
Grand
Boulevard
initiative,
Complete
Streets
project,
as
well
as
the
design
plans
shown
in
the
transit
corridors
plan.
We
also
have
some
exhibits
that
show
some
of
the
improvements,
the
design
improvements
that
are
being
worked
on
in
the
San
Bruno
segment.

that,
from
staffing
standpoint,
I
can
imagine
that
both
community
development
and
public
services
would
need
to
can
contribute
staff
resources
to
attend
meetings.
I
think
it
will
be
very
important
that,
as
the
design
team
works
on
going
from
thirty
percent
to
a
hundred
percent,
that
the
staff,
the
san
bruno
staff,
has
a
strong
role
in
making
sure
that
you
know.

departments,
for
example,
Parks
and
Rec
in
terms
of
landscape
improvements,
gather
collective
comments
from
the
various
staff
members,
and
then
the
staff
people
assigned
to
work
with
the
team
would
then
bring
back.
Those
group
comments.
Those
collected
comments
to
those
meetings,
so
I
would
imagine
that
we
would
assign
at
least
one
staff
person.
That
would
be
the
representative,
and
we
would
have
group
meetings
to
make
sure
we're
getting
input
from
the
various
disciplines
in
interests
within
the
city
departments
and
is.

clear
and
complete
understanding
of
how
this
design
program
might
roll
out
regionally.

the
frequency
and
in
the
pace,
the
need
for

Bruno,
but
we
would
anticipate
pending
your
consideration

the
Grand
Boulevard
task
force
and
and
I've,
been
seeing
a
lot
of
this
and
get
a
lot
of
these
case
studies
and
things,
and
it's
very
exciting
to
now
see
it
implemented.
You

along
our
corridor.
I
am
a
little
concerned
about
trees,
replacing
parking
spaces
parking
space
is
being
eliminated
to
enhance
pedestrian
because
we
do
have
some.

have
some
very
concerned
business
owners
and
so
I
like
the
fact
that
steps
going
to
be
a
big
part
of
it.
I'm
also
concerned,
because
we
are
coming
off
of
a
major
project
almost
ten
years
worth
of
a
great
separation
where
we
were
a
partner
with
the
JPB,
and
we
even
involved
nearly
20
community
members
to
to
have
some
input
with
this.

but
I
don't
want
as
we
get
involved
and
all
the
other
cities
get
involved
with
Grand
Boulevard
initiative
in
their
towns
that
consultants
and
designers
are
doing
what
they
feel
is
right
in
our
community.

think
we
need
to
have
you
know
as
other
than
just
one
representative.
We
need
to
have
some
input
and
have
some
you
know
public
process
involved
with
the
them
understanding
what
their
you
know,
what
we're
going
to
get
into
well,
that's
it.
I'm
also
very
concerned
about
construction
costs.

SAT
up
here
for
17
years
to
you,
know,
pay
you
know
outlay
money
on
designs
and
then
not
have
an
idea
of
how
we're
going
to
pay
for
it.
7.3
million
dollars
today
is
going
to
be
more
likely
more.

we
get
ready
to
do
it
so
as
much
as
we
go
forward,
I'm
really
gonna
need
to
know
how
you
know
what
we're
going
to
do.

all
these

different
drawings

it's
very
attractive,

so
much

part

the
overall
1.7
million
dollars
to
design
it's
about
two
miles
of
city
cityscape,

appreciated.

Garvey
and
I'm
on
contract
to
the
Grand
Boulevard
initiative.
My
role
is
to
work
on
the
liaison
and
the
relationships
between
the
cities
and
counties
and
the
Grand
Boulevard
initiative.
For
several
years.
Six
or
seven
years
we
have
worked
in
San.
G
Bruno
has
been
an
important
part
of
that
to
stitch
together,
19
cities
to
counties,
transit
districts,
Caltrans,
caltrain,
art,
even
air
quality
district
at
MTC
and
a
bag,
and
some
private
sector
representatives
all
together,
trying
to
craft
a
unified
approach
to
how
each
community
wants
to
manage
the
Grand
Boulevard
that
is
state
highway.
The
state
highway
here
called
el
camino
al.
In
all
of
this,
we
have
our
role
as
the
initiative
has
been
to
facilitate
each
of
the
agencies,
and
we
never
tell
agencies
what
we
think
they
should
do.

Rather,
we
provide
information,
advice
and
guidance,
and
then
each
city
is
free
to
make
his
own
decision.
As
an
example,
we
adopted
ten
very
generic
guiding
principles,
the
Grand
Boulevard
initiative,
the
task
force
did
and
that
had
no
effect.
They
were
handed
off
to
each
of
the
cities
and
counties
and
the
cities
and
counties
adopted
and
incorporated
those
guiding
principles
in
their
own
planning
and
making
their
own
interpretation.

The
grants
we've
been
operating
on
for
several
years
now
have
been
geared
to
develop
information
to
give
to
the
cities
and
counties
and
the
various
districts
information
they
could
use
to
make
their
own
plans.
We
have
reached
a
point
recently
with
the
completion
of
a
tiger
to
grant
that
had
three
components,
one
of
which
was
complete
streets
phase
one,
and
that's
the
study
that
mr.
Waldron
mentioned
the
four
cities,
including
San
Bruno,
were
the
case
studies.

We
reached
the
point
where
we
feel
like
it's
time
to
stop
gathering
information
and
it's
time
to
start
moving
towards
implementation.
We
want
to
see
some
some
progress.
You
want
to
see
some
physical
manifestation
of
the
of
the
beautiful
and
well-functioning
arterial
that
we
all
have
as
our
vision,
and
with
that
in
mind,
we
turned
our
attention
to
other
grant
opportunities.

feel
the
role
of
the
of
the
Grand
Boulevard
initiative
now
should
be
to
help
cities
and
other
member
agencies
get
the
grants
that
you
need
to
actually
get
into
implementation
and,
of
course,
the
first
step
of
implementation
is
to
get
complete
drawings,
which
are
terribly
expensive.
The
a
complete
Street
project
is
far
more
than
what
is
only
seen
on
the
surface.
It's
not
only
the
the
the
trees
that
we've
talked
about
it,
but
the
subsurface
itself
has
to
go
through
evaluation.
We
know
from
from
the
infrastructure
assessment
study.

We
did
again
with
your
staff
of
heavy
cooperation
and
involvement.
We
know
there
are
some
significant
issues
beneath
the
surface
in
san
bruno
as
in
every
city,
and
these
conditions
and
problems
are
different
from
city
to
city,
so
that
the
work
being
done
to
make
this
design
is
also
going
to
have
to
look
at
the
subsurface,
the
the
drainage
of
the
sewer
system,
etc.

Then,
up
to
the
surface
and
the
net
there,
the
crest
of
the
road
itself
may
have
to
be
altered,
there's
complicating
factors
that
engineers
will
have
to
get
into,
and
that
has
the
effect
of
driving
the
planning
costs
a
lot
higher.
The
one
thing
I
take
comfort
in
is
that,
at
the
end
of
the
day,
we
won't
have
yet
one
more
plan
rather
will
have
plans
that
will
be
ready
when
the
time
comes
for
the
city
to
go
out
for
bid
to
actually
see
this
project
under
construction.

this
project
is
assuming
that
a
daly
city
and
san
bruno
do
proceed
and
say
they'd
like
us
to
do
this,
because
we
won't
do
it.
Unless
you
want
us
to
do
it,
we
will
submit
a
grant
application
and
if
successful
then
Willie,
we
will
have
money
to
to
hand
off
to
the
city
for
the
work.
I
think
we'll
there'll
be
some
involvement
as
yet
undefined
in
our
involvement,
because
neither
city
would
be
the
direct
recipient
of
the
grant,
but
we
work
cooperatively
before
we'll.

it
again,
the
money
would
come
through
to
you
and
you'd.
Have
the
the
you'd
have
the
maximum
say
on
all
of
this?
Just
because
it's
your
city
and
the
ultimate
design,
it
will
have
to
be
what
you,
what
not,
what
someone
from
outside
the
city
would
like
to
have.
So
that's
the
concept
we're
moving
forward
on
it's
something
different,
because
the
grant
will
go
to
probably
to
SamTrans.

Whatever
agency
has
the
grant
has
to
do
an
audit
and
that
sort
of
thing
so
there's
some
expense
involved,
but
the
bulk
of
the
money
will
be
passed
through
to
your
city
to
work
in
your
community
to
do
the
plan.
The
way
you
want
it
done
and
we're
happy,
because
that
will
be
consistent
with
the
ten
guiding
principles.

only
other.
The
only
other
comment
I
would
make
was
that
there
was
a
question.
You
have
a
resolution
tonight.
The
strong,
a
strong
statement
from
the
two
participating
cities
will
be
in
in
such
an
essential
part
of
the
grant
application
that
we
are
preparing
and
that
by
the
way,
is
being
done
at
samtrans
expense,
not
if
the
any
of
the
city's
expense
and
we
don't
need
the
resolution.

We've
also
have
a
draft
letter
that
you
can
look
at
and
see
if
you're
comfortable
going
in
that
direction
with
the
letter,
but
we
do
have
to
have
a
fairly
strong
statement
that
there's
very
serious
interest
on
the
part
of
the
two
cities
and
we
have
no
other
source
for
the
heart.
The
heart
match
money,
the
twenty
percent,
which
is
why
we're
not
before
the
city's
unfazed
one
of
this
the
tiger
grant
from
two
years
ago,
which
included
Complete
Streets
phase
one.
This
is
complete
streets
phase,
two
that
money
the
hard
the
hard
match.

to
say
that
there
is
no
assurance
will
be
able
to
get
any
more
grants,
but
there
is
assurance
that
without
the
shovel
ready
design,
we
won't
be
eligible
to
even
try
for
any
grants.
The
indications
are
that
there
will
be
federal
grants
available
for
for
the
next
few
years
and
we
intend
to
go
as
quickly
as
we
can
and
we
intend
to
apply
for
those
grants
once
we
have
the
completed
design
ready
in
the
two
cities.
Beyond
that
I'm
afraid
I
can't
give
you
any
guarantees
or
assurances.
