10b. Approve Reconstruction Projects in the Crestmoor Area

So
those
are
those
are
two
projects
within
the
canyon.
Another
project
that
we
got
considerable
interest
from
the
public
on
was
the
Smith
corridor
plymouth
lane
tree
replacement.
That's
the
grove
of
eucalyptus
trees
along
sneath
corridor
up
behind
the
residence
on
plymouth
way.
So
we
took
that
public
feedback
into
consideration
have
included
those
projects
in
what
we
call
the
first
tier
of
improvements
for
recommendation.
Other
projects
within
the
first
tier
include
the
traffic
signal
priority
control.

Again,
that's
the
optic
on
preemption
that
was
similar
was
discussed
earlier,
and
this
would
be
for
some
san
bruno
avenue
from
skyline
down
to
El
Camino,
as
well
as
sneath
lane
from
skyline
down
to
El.
Camino
other
project
would
be
the
replacement
of
the
fire
station

that
we
previously
talked
about,
as
well
as
the
establishment
of
a
maintenance
fund
for
the
landscaping
and
streetscape
that's
proposed
as
part
of
the
next
phase
of
the
project.
The
final
surface
improvements
within
the
neighborhood.

me
just
talk
a
little
bit
because
there's
been
some
some
questions,
I
think
regarding
some
of
the
cost
estimates
of
that
we
assigned
or
the
cost
that
we
assigned
to
the
projects
previously
again
a
reminder
that
those
costs
are
just
that
cost
estimates
they're
based
on
preliminary
information,
conceptual
information
in
some
cases,
the
first
step
in
this
process
should
the
council
direct
us
to
proceed
with
these
projects
would
be
to
start
delving
into
those
individual
projects.
Do
some
more
preliminary
design
and
analysis
and
help
refine
both
the
scope
and
the
costs.

the
first
one
that
I
was
curious
has
said
was
was
most
of
the
public
comment
on
the
list
of
projects
or
were
there
other
projects
that
were
that
were
proposed
by
the
public
or
to
consider
specifically
I
know?
There
was
some
talk
about
traffic
issues
at
the
top
of
glenview
and
san
bruno
avenue,
and
whether
that
was
something
that
needed
a
funding
sources
'um
or
whether
it
was
just
basically
stop
signs
or
some
yeah.

I
think
in
general,
the
projects
that
we
presented,
the
16
projects
there
there
weren't
any
significant
additional
comments.
Above
and
beyond
that
that
I
can
recall
in
terms
of
the
intersection
there
at
glenview
and
san
bruno
avenue,
which
I
think
is
what
you're.
Referring
to
that
question
did
come
up,
I
believe
in
the
last
study
session.

Certainly
so
in
to
answer
the
latter
part
of
your
question,
none
of
these
additional
projects
should
have
any
impact
on
the
schedule
of
any
of
the
approved
projects
to
date.
These
are
all
projects
that
you
know
are
outside
of.
You
know
the
area
of
the
improvements
that
are
approved
to
date,
so
it
shouldn't
have
a
significant
impact
if
at
all
on
those
projects,
obviously
the
fire
station
is
within
the
footprint,
but
it's
at
the
edge
of
the
project
and
that
work
will
occur
mostly.

Obviously
what,
on
the
site
itself
with
you,
know,
minimal
impact
to
the
neighborhood
walking
through
the
project's
the
canyon
work.
Most
of
that
work
obviously
is
going
to
happen
within
the
canyon.
There
may
be
a
need
for
some
access,
occasionally
through
the
neighborhood
into
the
canyon.
However,
a
lot
of
a
lot
of
the
project
will
occur.
You
know,
coming
off
of
Smith
access
will
come
off
of
Smith.
That
would
be
the
primary
point
of
ingress
egress
for
any
work
that
occurs
down
within
the
canyon,
and
part
of
that
is
just
purely
logistics.

There's
no
other
way
to
get
in
and
out.
You
know
what
trucks
and
with
other
vehicles
as
it
currently
stands,
so
that
that's
probably
and
the
slope
stability
of
roche
control
work
that
will
be
a
fairly
major
construction
undertaking.
It
will
involve
earth
moving
equipment,
excavators
and
other
things.

So
you
don't
anticipate
that
during
the
initial
repair
of
that
of
that
wall
there
were
a
lot
of
large
cranes
and
things
operating
within
that
neighborhood
and
so
you're,
saying
nothing
that
we're
proposing
here.
In
terms
of
that
stability
is
going
to
require
any
large
trucks
going
through
the
neighborhood.
Everything
can
be
done
from
within
the
base
of
the
canyon
yeah.

The
first
step
in
this
project
will
be
to
get
our
geotech
onboard
and
have
him
really
refine
and
define
the
extent
of
the
work
that's
necessary
within
the
canyon,
so
we'll
have
a
much
better
understanding
of
those
impacts
once
we
get
through
the
next
level
of
analysis,
but
at
least
the
preliminary
analysis
and
geotechnical
studies
that
have
been
done
to
date
show
that
not
to
be
the
case
that
most
of
that
work
can
occur
from
within
the
canyon
itself.
Okay
and.

In
terms
of
the
fire
station
require
I,
imagine
demolition
of
the
existing
fire
station.
There's
probably
going
to
be
a
ramp-up
period
where
we
get
architectural
stuff
done
designs
done
things
go
out
to
bid,
so
I.
Imagine
that
time
frame
being
probably
a
couple
of
years
out
before
that
fire
station
is
completed,
and
so
during
that
time
we
would
expect
construction
of
a
temporary
fire
station
and
demolition
of
the
old
station
demolition
of
the
old
fire
station.

Again,
there
will
be
some
disruption,
the
the
general
discussion
to
date
in
terms
of
how
that
project
would
be
accomplished.
The
existing
fire
station
would
stay
in
place
and
operational.
The
new
fire
station
would
be
bill
beside
it,
so
there's
no
need
for
a
temporary
station.
Then,
once
the
new
station
is
completed,
you'd
move
into
the
new
station
and
then
do
demo
of
the
old
station
and
complete
the
rest
of
the
site,
the
site
work.
That
would
be
part
of
that
project.

Yes,
there
will
be
it's
a
construction
site.
It
is,
you
know,
in
one
corner
of
the
neighborhood,
it's
not
going
to
impact
the
entire
neighborhood,
but
certainly
the
residents
along
Earl
and
the
residents
that
use
Earl
on
a
daily
basis.
You
know
will
will
know
that
that
construction
is
occurring.
The
good
news
is
it's
not
in
the
streets,
it's
off
the
streets,
it
is
on
a
you
know,
separate
parcel
of
land
and
provisions
will
be
made
to
make
sure
that
you
know
traffic
and
everything
else
is
maintained
during
the
construction
time
frame.

Obviously,
that
may
have
some
impacts
to
traffic
long
sneath,
it's
a
fairly
large
undertaking,
as
far
as
you
know,
removing
and
replacing,
though
those
trees.
So
there
will
be
some
traffic
control
issues
on
sneath
lane
for
that
project.
The
traffic
signal
priorities
that
should
have
very
little
or
minimal
impact
on
the
residents.

couple
questions
on
the
first
project:
we
talked
about
the
fire
safety
improvements
and
the
trail.
There
was
some
residents
that
were
concerned
about
the
trail.
So
can
you
kind
of
clarify,
because
obviously,
if
there's
an
access,
the
safety
road,
but
now
there's
a
trail
and
the
concern
was:
is
the
the
ease
of
going
up
the
canyon
and
folks
backyard
and
safety
aspects?
Yeah.

Obviously,
there's
a
whole
myriad
of
concerns
that
not
only
the
public
will
have,
but
also
the
police
department,
from
a
safety
standpoint
and
policing
standpoint,
as
well
as
the
fire
department
from
an
access
standpoint.
So
you
know
we
we
will
need
to
work
through
all
of
those
issues
and
discuss
all
of
those
issues
as
part
of
the
development
of
the
project
and.

Then,
finally,
on
station,

I
took
an
opportunity
this
weekend
to
go
up
again
into
the
neighborhood
and
then
look
at
the
fire
station.
So
it
is
a
station
that
has
probably
not
probably
as
the
juice
full
life
I
even
looked
as
much
as
the
electrical
not
be
an
electrician.
I
just
didn't
even
like
what
I
saw
and
I
saw,
blowing
the
fuses
and
and
and
what
have
you
but
I
took-
have
the
opportunity
to
to
sit
on
a
porch
of
one
of
the
new
homes
and
before
I
knew
it.

We
had
three
family
sitting
there
and
we
were
all
talking
about
the
area
and
about
the
station
and
I
think
no
one
is
objecting
to
a
station.
They
see
the
need,
they
see
the
value,
but
it's
also
they're,
looking
somewhat
at
the
price
and
they're
quantifying
it
from
what
they
just
bought
their
sort
of
built,
their
home
for
to
the
six
million
dollar
figure.
As
we
know,
this
is
a
preliminary.
It
is
too
we
kind
of
know
what
other
cities
have
done.

can
base
that,
but
it
also
was
to
include
a
community
room
as
we
have
Scylla
activity
center,
which
I
asked
to
go,
see
that
and
I
had
not
been
in
there
in
a
long
time,
even
the
emergency
generator
that
operates
for
the
fire
station.
That's
in
Scotland
activity
center
looks
like
that
thing
should
be
replaced
and
I
hear.

It's
failed
once
been
long
a
while
ago
that
room
and
that
facility
is
certainly
not
what
I
remember
of
it
when
I
work
for
Parks
and
Rec,
and
it
certainly
now
is,
is
something
that
I,
wouldn't
cher,
show
other
people,
so
I
think
they're
very
much
in
favor
of
that
it
would
include
both
both
the
community
room
as
well
as
the
fire
station,
but
I
think
as
we
go
forward
with
this.
If
it
does
go
forward,
it's
a
matter
of
quantifying
the
costs.
What's
it
going
to
look
like
is
the
two
stories
it's
an
elevator.

There
were
just
questions
that
they
wanted
to
know
that
it
was
a
reasonable
fire
station
being
placed
in
a
residential
community
that
is
going
to
serve
them
this
community
and
the
neighboring
also,
were
we
going
to
be
having
other
city
via
other
fire
departments
from
other
agencies
in
there?
So
I
think
it's
reassuring
is
showing
them
what
the
facility
will
look
like
what
the
vision
of
its
future
is
and
what
it
will
serve.

just

I
am
concerned
about
all
these
preliminary
costs,
because
we're
talking
about
11
million
dollar
figure
and
I
know
we
have
a
deadline,
and
so
I'm
assuming
I'm,
assuming
that's
probably
the
wrong
thing
to
say,
but
I'm,
assuming
that
these
projects
are
qualified
under
the
trust
to
be
to
be
built
under
the
you
know,
with
the
trust
money
with
that
said
what?
If,
what?
If
it
you
know,
it
ends
up
an
overrun
and
the
trust
has
been
dissolved
and
now
we've
got
a
list
of
projects.

know
that
are
exceeding
the
amount
of
the
trust.
In
addition
to
that,
I,
don't
think
any
of
these
projects
are
prioritized,
so
the
question
is
going
to
be.
If
we
go
through
these
studies
and
we
that
analysis
and
the
projects,
you
know
firmer
costs
come
forward
and
we
have
to
eliminate
one
or
two
or
we
have
to
rethink
some
things.
What
is
you
know?
How
is
the
priorities
on
this?
Is
that
something
that
we
have
to
revisit
again
at
that
time,
so.

timing
is
also
intended
to
address
the
time
period
between
now
and
the
expiration
of
the
trust
so
that
we
have
cost
information.
We
have
design
development.
We
have
construction
progress
to
a
point
where
there
is
no
question
prior
to
the
expiration
of
the
trust
and
I.
It's
fully
staffs
expectation
and
intention
that
you
will
not
find
yourselves
in
a
situation
of
a
unless
you
want
to
change
the
project
and
and
and
do
something
different.
