city
provides
many
services
to
our
asset
to
our
residents
in
order
to
maintain
a
certain
level
of
quality
of
life
and
to
protect
public
health
and
property.
Many
of
those
services
like
water,
sewer,
roads,
transportation,
stone
required
and
need
a
infrastructure
to
provide
those
services.

As
responsible
managers
for
those
system
for
the
city,
you
are
Eddie,
approved
the
updated
master
plan
for
our
water
system
for
our
sewer
system
and
also
you
are
approving
an
ongoing
basis.
Our
payment
management
system
at
our
storm
master
plan
is
the
last,
certainly
not
the
least
important
system
which
need
this
long-term
assessment
being
wrong.
Is
the
project
manager
for
this
project
and
he
will
take
you
through
the
content
of
the
master
plan?

Good
evening,
mayors
and
council
on
the
somme,
dream
master
plans
provide
the
thorough
evaluation
of
the
storm
system.
It
defines
a
long-term
capital
improvement
program
and
it
also
serve
as
the
roadmap
for
future
rate
studies
and
storm.
The
revisions
for
the
implementation
of
the
proposed
improvement.

To
give
you
a
little
background
and
history,
the
City
Council
adopted
a
storm
system
study
in
1991
and
then
an
update
after
study
in
two
thousand
and
this
2014
Sundering
master
plan
that
we
are
presenting
is
the
city's
first
comprehensive
storm
system
master
plan
and
they
are
some
significant
accomplishment.
With
this
master
plan,
the
city
had
the
least
information
on
the
storm
system
compared
to
sewer
and
water
and
at
the
early
stage
of
the
master
plan
preparation.

map
here
shows
basically
the
islets
ten
Bruno
stomps
drain
system.
There
are
six
watersheds
and
they're
labeled,
a
b
c
d,
e
and
f
and
in
general,
the
storm
water
runs
from
the
west
to
the
east,
the
major
branches
of
the
sewer
system.
They
were
constructed
in
the
early
1900s
and
at
the
bel-air
culvert.
Here,
that's
the
backbone
of
the
of
the
storm
system,
and
the
collection
system
consists
of
inlets
V
ditches,
pipes,
culverts
earth
channels,
concrete
channels.

So
why
did
we
take
the
25
years,
design,
stormy,
it's
all
a
matter
based
on
the
risk
versus
cause.
If
we
worthy
to
select
a
five
year
storm.
Yes,
they
did
improvement
with
the
fairly
inexpensive.

storm
that
was
about
that
in
a
ten-year
25-year,
that
would
be
a
lot
of
flooding.

we

select

go
up
to
150
years.

it
would
be
very
expensive.

end
up
being
rebuilding
half
this
city
storm
system,
and
that
becomes
unrealistic,
and
so
at
the
early
stage
of
the
preparation,
the
25
years,
storm
was
selected
and
what
are
the
results
of
other
that
this
hydraulic
model
it?

It
predicted
that
a
localized
flooding
conditions
throughout
the
city
in
a
25-year
storm,
and
this
next
few
slides
would
prepare
in
response
to
requests
from
the
utility
subcommittee
and
what
what
are
the
problem
areas
and
again,
the
problem
areas
defined
as
area
that
will
likely
flood
in
the
25-year
intensity
storm.
So
this
is
watershed
a
and
you
can
see
the
circled
areas
of
the
problem
areas.
You
got
some
a
long,
El
Camino
and
then
there
are
some
moving
towards
huntington
in
this.

Anyone
storm
water
that
goes
into
the
system
will
be
able
to
be
conveyed
and
go
into
the
channel
where
the
detention
option
is
they
the
ones
that
allow
for
some
room
in
the
system
to
hold
er
hold
on
to
the
rain
water
a
longer
period
of
time,
so
it
doesn't
overflow
and
the
main
difference
between
the
pipe
option
and
the
detention
option.

that
there's
a
major
pipe
improvement
project
in
watershed,
a
between
in
the
state

And
what
are
the
recommended
improvement?
There
are
five
priority
project
the
priority
one
project,
and
probably
one
projects,
are
the
ones
that
basically
will
cost
a
major
flooding
event
if
that
would
cause
the
major
flooding
events
and
so
the
the
five
priority
one
project
consists
of
the
customer
canyon,
detention
bases
and
for
other
pipeline
improvement
projects
for
total
of
twelve
million
dollars.
That's
also
when
million
dollars,
four
minutes,
the
total
regional
permit
compliance
and
for
the
long
term,
trash
control,
operation
and
maintenance.

In
addition,
there
are
seven
proudly
two
projects
for
seven
million
dollars:
the
total
of
the
20
million
dollars.
The
basket
plan
also
identified
two
county
flood
control
project,
and
then
they
are
the
rehabilitation
of
these
of
the
tiger
and
also
the
walnut
and
the
Angus
pump
station,
and
this
slide
shows
the
location
of
the
tie,
gate
and
then,
and
also
the
water
pump
station.

So,
in
conclusion,
it's
been
a
long
time
coming
and
we
finally
have
a
comprehensive
storm
system
master
plan
in
place.
It's
it
provides
a
definitive
camera,
kept
capital
improvement
program.
It
also
identified
funding
issues
or
the
lack
of
funding
issues
and,
as
the
first
step
towards
the
you
know,
improvements
for
the
some
system
in
the
level
of
services
staff
is
recommending.
The
adoption
of
this
2014
storm
drain
master
plan
by
the
City
Council,
and
that
concludes
my
presentation
and
I'm

there
are
concerns

pipe
that
is
kind

the

your
proposal
that
a
25-year
storm
back
in
2000
2003,
the
two

three
big
storms
that
came
through
people
had
said
that
possibly
they
were
upwards
of
the
rated
at
a
hundred
year
storm.

part

separation
project

designed
and
implemented

the
main
culvert
will
be
designed
that
will
be
contemplated
during
the
design,
but
will
be
the
appropriate
level
of
design
in
more
details
specifically
for
that
pipe,
but
would
be
the
cost
differential
and
what
would
be
the
best
solution
at
that
time?

design
that
culvert
to
that
size,
and
also
the
series
started
having
discussion
with
the
Flood
Control
District,
which
really
is
the
most
critical
partner
in
this
addressing
the
overall
risk
involved
in
any
kind
of
major
flood
event
and
was
our
discussion
that
will
be
developed
a
plan
in
case
or
in
those
cases.

would
be
the
plan,
including
and

is
just
a
preliminary
phase,
even
developing
some
kind
of
agreement
with
the
airport,
how
you
could
release
those
excess
water
and
what
would
be
the
solution
in
those
situation.

canyon

that
detention,
when
you
say
detention
will
mean
that
you're
going
to
collect
water
in
the
canyon,
mostly
from
the
western
part
of
the
city,
you
know
so

allows

lot
easier
to
towards
the
east

assuming
that
all
the
discussions
about
what
we
heard
earlier
on
land
slight
improvements
and
any
other
improvements
that
are
going
to
be
discussed

a
preliminary

this

a
known
recommendation
and
will
be
part
of
you

approved
a
preliminary
assessment
of
the
geological
condition
of
the
whole
Canyon
and
during
those
assessment,
part
of
the
physical

how

integrate

overall
design

the
canyon
and
improvement
in
the
canyon.

any

project
will
be
a
important
component

maybe
also
will
provide

enhancement

that

redesign

project

revenue

comment
that
the
action
before
us
today
is
simply
approving
the
plan,
but
I
I
do
think
it
would
be
prudent
to
start
looking
at
funding
sooner
rather
than
later,
rather
than
putting
it
off
for
two
years.

we
have
an
idea
of
what
we
need
to
undertake
and
the
magnitude
of
the
cost
that
certainly
now
that
the
economy
is
doing
well
and
we
have
some
options
that
would
be
good
to
start.
Considering
these
things,
as
well
as
all
the
other
projects,
you
mentioned,
that
that
need
to
find
funding
sources
sooner
rather
than
later.
