mayor
members
of
the
City
Council.
This
is
a
fairly
straightforward
item
and
one
that
simply
extends
an
existing
program
of
state
oversight
to
the
very
important
San
Francisco
Public
Utilities
Commission,
a
project
to
rehabilitate
the
water
supply
system
from
Hetch
Hetchy
to
the
bay
area.
As
the
council
is
aware,
that
program
has
been
in
operation
now
for
a
few
years.
It
is
in
total.
A
4.6
billion
dollar
expenditure
program
includes
a
total
of
forty
seven
projects
to
date,
25
of
which
have
been
completed.

There
is
now
in
anticipation
the
2015
that
completion
of
the
program
by
2015
is
unlikely.
I
guess
would
be,
would
lie
to
these
way
of
saying
the
easiest
way
to
say
it
and
again,
through
a
variety
of
unforeseen
and
unavoidable
circumstances.
I
think
there
has
been
no
lack
of
diligence
in
pursuing
the
program,
but
because
this
is
such
a
critically
important
program
to
the
regional
water
supply
and
in
particular
to
the
city
of
San
Bruno's
water
supply.

believe
that
it's
it's
prudent
to
weigh
in
on
legislation
that
would
extend
the
state
oversight
to
assure
not
only
that
the
projects
are
done
in
the
best
way
possible
that
they're
done
in
on
schedule
as
best
as
possible
and
within
budget.
So
with
that
I'm
recommending
that
the
this
city
council
take
action
to
authorize
support
of
the
legislation
to
extended
the
effective
date
of
the
state
oversight
and
authorize
the
mirror
to
send
a
letter
to
that
effect.

If
the
oversight
is
not
extended,

see

official
scrutiny

the
program
would
go
away.
Basically,
so
if
they
have
a
change
order
of
magnitude
of
several
million
dollars,
they
just
make
it
and
there's
no
state
oversight
in
that.
So
even
San
Francisco
sent
a
letter
of
support
asking
that
the
date
be
extended.
