coastal
advisory
committee
was
recently
dissolved

incorporated

beaches,
parks

rec,
and
I
served
on

coastal
advisory
committee

over
five
years,
and
I
have
an
extensive
environmental
and
cultural
background
and
very
familiar
with
the
coastal
issues
that
our
city
faces
and
given
that
it's
sort
of
a
new
part
of
this
commission,
I
would
bring
that
those
issues
into
focus.

planning
section
that
will
be

a
couple,
but
right
now,
sam
miley
did
you

talk
about
any
public
input
or
bringing.
I
Good
evening,
commissioners,
it's
a
pleasure
to
be
here
and
see
you
along
here
this
evening.
I
am
here
to
tell
you
I
am
so
thrilled
that
the
city
council
on
the
7th
of
december
passed
and
approved
the
brazil,
the
coastal
resiliency
plan.
This
plan
was
created
as
a
sister
to
the
sea
level
rise,
vulnerability
assessment
that
we
covered
in
our
coastal
advisory
committee.
My
name
is
susan
ambrose,
I'm
the
former
chair
of
the
former
coastal
advisory
committee
and
I'm
happy
to
see
doreen
here
one
of
our
members.
I
I
It's
it's
been
approved
and
authorized
to
be
submitted
to
the
california
coastal
commission
to
receive
and
fund
and
file
as
a
final
local
coastal
program
document,
which
is
a
deliverable
of
a
grant
that
the
california
coastal
commission
gave
to
the
city
in
order
to
finish
and
work
on
the
coastal,
the
local
coastal
program,
so
that
was
unanimously
approved
by
the
city
council
and
I'm
happy
about
that,
and
we
should.
We
should
all
be
happy
about
that,
because
this
plan
puts
together
strategies
and
action
items
that
we
can
take
in
advance.
I
We
can
be
proactive
not
only
at
the
local
level,
but
the
county
level,
regional
level
and
state
level
about
dealing
with
our
erosion
problems.
Our
sea
level
rise
kinds
of
activities
that
happen
that
create
furrows
in
our
sand.
Our
sand
loss
the
replenishment
of
sand
that
our
grant
has
now
been
moved
forward
to
the
senate
by
the
help
of
congressman
mike
levin.
All
of
these
are
very
positive
things
that
are
going
forward
to
the
postal
commission.
Now
I
want
to
let
you
know
that
this
is
not
a
regulatory
document.
I
It
is
a
policy
document
which
means
it's.
It's
fluid
to
a
point,
and
the
second
thing
that
they
approved
was
authorizing
this
middle
of
an
application
to
the
california
coastal
commission,
for
a
local
coastal
program
grant
to
support
the
action
that
I'm
talking
about
and
the
strategies
to
support
coastal
resiliency
plan
inflammation.
So
these
are
two
big
wins
for
the
coastal
advisory
committee.
We've
been
talking
about
this
for
some
time
and
many
years
as
we
worked
on
the
sea
level
rise
document.

for
31
years
I
was
a
beach
lifeguard
actually
for
the
state
parks
here
in
sacramento
for
12
years,
and
I've
been
a
local
business
owner
for
the
last
10..

here

most
difficult
time
trying
to
rent
out
a
pool
lane
for
a
supercertification
course.
I've
been
in
contact
with
the
community
center
and
I
don't
get
a
response
back,
I
feel
ignored.

As
I
said,
I'm
a
local
business
owner
on
the
lost
winds
dive
shop.
We
offer
scuba
certification
courses
to
our
local
residents.
You
know,
keep
them
safe,
while
they're
diving
in

ocean
and
for
the
last
over
six
months
since
may,
we've
been
trying
to
arrange
a
meeting
to
propose
our
pool
rental
for
scuba
certification
courses
and
it's
pretty
much
gone
deaf
ears.

know
this
is
probably
not
the
revenue
or
the
app
need
to
go,
but
I'm
here
just
to
ask
you
guys
for
help
to
kind
of
motivate
whoever
needs
to
be
motivated
to
help
us
out
in
getting
our
community
dive
educated,
as
you
guys
are
part
of
the
ocean.

know
beaches
and
oceans.

sure
that
you
would
appreciate
that
education
is
the
most
important
thing
that
we
can
do
for
our
residents
and
not
allowing
them
to
become
super
certified
is
a
neglect
essentially
and
not
letting
them
use

community
pools
that
we
have.

seven
months

unable

schedule

I
just
feel
like
I'm
getting

stop
in
the
face
from
our
community
center.

you're
the
highest
I

the

and

instructors

said,
we
are
happy

into
the
allowance
of
it.

do
need
to
review
it
with
our
insurance
company
and

sure
that
we
have

move
forward
to
ensure
there's
good
coverage.

very

are
very
short

pools

of
activity

santa
and

no

great

and

really
loves

the
pier
and
see
the

also

facilities

the

The
community
center
will
be
closed

part

many

our
recreation
activities
offline
and
then
kick
off
again

clean
ocean
program
and
the
solid
waste

recycling
program.

this
year,
we've
had
no
fecal
indicator
bacteria
excedences,
except
for
at
pochi
beach,
and
there
was
three
exceedances
one
in
april
and
two
in
may,
so
we've
been
meeting
water
quality
objectives
and
that
indicates
that
we're
protective
of
public
health
for
the
folks
who've
recreated
in
the
ocean.
So
that's
good
news.

revise
the
clean
ocean
program
webpage
to
include
those
monthly
reports
to
get
them
uploaded
so
that
you
guys
will
have
those
as
a
link
that
you
can
check
through
your
agendas
so
for
the
next
meeting,
we'll

for

and
then
just
for
the
general
public

the
website
that
the
public
can
go
to
to
look
at
the
water
quality
data

hours
after
samples
have
been
taken.
So
our
bacteria
reports
come
out
much
later
than
the
water
quality
data
is
taken.

have
a
pure
bacteria
source,
characterization
study,
I'm
sure
the
general
public
and
all
of
you
have
known
that.
We've
had
some
bacteria
exceedences
at
that
location.
At
the
peer
beach,
we
did
have
some
understory
bird
deterrent
netting
installed
and
that
was
finalized
in
may
of
2020
and
that's
it
seems
to
have
done
the
job.
So
there
was
hundreds
of
pigeons
living
underneath
the
pier
and
since
december
of
last
year
we
have
had
no
bacteria
exceedances
at
the
pier,
so
that
study
is
moving
along
very
well.

clear
sources
for

fecal

Bacteric
scenes
is
at
that
shoreline.
It
is
a
challenging
watershed.
I
think
storm
water
systems
in
general
are
challenging
because
bacteria
can
grow
in
cold,
wet,
dark
places,
that's
where
it
loves
to
grow
and
when
there
is
actually
vegetation
matter
which
could
be
algae.
The
algae
can
actually
harbor
the
bacteria
and
allow
it
to
grow.
So
our
main
goal
is
to
make
sure
it's
not
human
waste
that
is
causing
the
problem.

that's
what
we're
looking
at
right
now
and
trying
to
identify
potential
sources
that
are
human
waste.
If
it's
not
from
humans,
then
it's
not
probably
going
to
affect
public
health,
but
we
still
need
to
try
and
bring
that
in
check
and
try
and
reduce
that
amount.

there
we're
looking
at
maybe
considering
a
diversion
of
diverting
that
runoff
to
either
the
land
outfall
or
the
ocean,
the
ocean
outfall
or
back
to
the
water
reclamation
plant.

like

opportunity

work
on
these
parks
a
resident
of
dana
point.
I
frequent
these
parks,
it's
a
great
opportunity
and
it's
been
it's
been.
It's
been
a
great
time
working
with
the
commissioners
with
staff
and
with
the
public.
So
today
we
have
a
update
to
what
many
of
you
have
already
seen
at
some
of
our
other
public
meetings.

try
to
create
community
and
we
try
to
build
iconic
places
that
stay
on
the
test
of
time.
So
you
know
we're
talking
about
five
parks
tonight:
san
francisco
canyon,
linda
lane,
san
luis
rey
and
at
steve
memorial
park
on
the
next
slide.

just
to
remind
everyone
where
we
have
been.
We
started
this
process
back
in
in
may,
and
we
had
formal
public
meetings
to
listen
to
the
community
to
see
what
they
wanted
in
their
parks.
At
the
same
time,
we
also
had
a
online
survey
that
was
put
out
to
the
community
and
between
those
two
processes
we
received
hundreds
of
comments
from
the
community
and
just
to
recap,
what
those
comments
were.
The
majority
the
largest
groups
were
for
more
pickleball
ports
and
for
more
skateboarding
features.

There
were
also
some
organizers,
not
necessarily
organized
groups,
but
there
were
groups
of
comments
associated
with
specific
parks
that
we
took
into
consideration
to
create
a
first
draft
plan.
That
draft
plan
was
then
put
in
front
of
pub
in
front
of
the
public.
We
had
a
series
of
informal
meetings
in
the
parks
so
that
the
community
members
could
comment
on
those
parts.
We
did
hear
you
those
days.
We
did
receive
lots
of
comments.

One
thing
that
was
identified
at
that
point
in
time
was
that
we
were
getting
essentially
two
sets
of
comments
from
public.
One
set
of
comments
focused
on
things
that
they
wanted
added
to
the
parks
and
those
comments
generally
came
from
city
residents,
but
not
necessarily
those
that
lived
adjacent
to
the
parks.

had
a
second
set
of
comments
from
those
who
were
adjacent
to
the
parks
who,
in
some
ways
contradicted
the
other
comments,
and
so,
when
we
end
up
in
a
situation
like
that,
we
were
trying
to
find
common
ground
and
compromise
so
that
you
know
everyone
in.

those
compromises

play

everyone
gets
behind
the

then
again
we're

already
presented
this

One
thing
I
wanted
to
talk
about
and
we're
going

talk

this
slide
for
all

the
parts.

talks
about
slope
analysis,
and
essentially
it
tells
me
what
we
can
and
cannot
do
on
the
space.
We
can't
put
a
basketball
court
on
a
steep
slope
right
that
doesn't
work,
so
we
as
the
first
part
of
analysis
that
was
done
along
with
all
the
public
input
and
the
existing
facilities,
and
essentially
it
shows
what
most
of
us
know
of
the
park
that
it's
surrounded
by
a
ski
hillside
and
that
the
center
of
the
park
is
suitable
for
active
recreation
and
slide.

is
a
quick
opportunities
map
that
essentially,
with
san
francisco
park,
there's
a
lot
of
existing
infrastructure
that
is
in
fair
to
good
shape.
It's
not
a
terrible
down
and
start
over
type
park.
What
we
were
looking
for
are
opportunities
to
add
some
of
the
some
of
the
program
elements
that
were
requested
in
public
comments
on
that
slide.

Essentially
what
occurred
here
is
we
looked
for
space
that
was
underutilized
and
added
programmed
so
in
the
baseball
outfield
adjacent
to
freeway,
we
had
a
pickleball
complex
at
a
dog
park.
We
expanded
the
parking
parking
lot
and
then
added
a
skateboard
feature
in
the
lower
right-hand
corner
of
the
plan
and
then
took
the
existing
picnic
areas
and
tried
to
enhance
them.

With
this
plan
we
met
a
lot
of
opposition
to
it
I
mean
there
was.
There
was
a
lot
of
negative
feedback
from
the
local
residents
who
were
concerned
with
adding
additional
people
to
the
park.
Additional
recreations
of
the
park,
with
particular
concern
to
both
the
addition
of
skateboarding
and
the
addition
of
the
pickleball
and
many
of
the
residents
cited
noise
pollution
as
a
primary
issue
next
slide.

So
this
was
the
second
pass
at
the
park
and
there
were
some
changes.
Changes
made
some
drastic
changes
made
one
thing
just
an
easy
one.
To
start,
we
we
received
comments
about
resurfacing
the
baseball
and
soccer
fields
with
u-turf,
so
that
that
is
in
the
plan,
the
existing
pickleball
ports
on
the
on
the
bottom
of
the
plan,
the
ones
that
are
most
proximal
to
the
homes
those
were
removed
and
relocated
to
the
outfield.
Due
to
noise
concerns.

There
was
a
very
large
contingent
of
pickleball
players
who
we
heard
you
and
we
haven't
forgot
about
you.
We
will
talk
about
some
additional
pickleball
ports
here
on
the
next
local
parks.
We
relocated
the
skateboard
feature
away
from
homes
and
to
the
left
side
of
the
parking
lot.
We
downsized
the
skateboard
feature
and
made
it
a
skateboard
plaza.

then
took
the
former
location
in
the
previous
plan
of
that
skate
park
and
turned
that
into
picnic
areas
once
again,
which
we
would
be
resurfacing
and
creating
a
more
a
more
inviting
picnic
area
still
kept
the
expansion
of
the
parking
lot
and
the
drop-off
lane
and
then
added.
We
got
a
couple
requests
for
new
seating
around
the
existing
playground.
So
we've
added
that
as
well.

street
skating
type
facility,
much
smaller
than
what's
currently
out
at
steve
park,
but
it
is
a
skateboarding
facility.

that

feedback

the

the
community

skateboard
parts

multi-use

it
at
the
beginning

for

court

players

with

of

is

designated

county

preserve

has

basketball
courts
by
the

the
basketball
court
was
added.
While
I
was
on
the
parks
and
rec
commission,
they
wanted

put
another
tennis
court
in
there
and
obviously
that's
been
a
big

million
pickleball
players
in

the
fastest,
growing

elements
that
come
in
with

taste
the
difference

in

stance

champion

the

beaches
to
retain
the

the

sort

natural
structures

help
retain
the
sand
in
place,

we
would
be
sort
of
shepherding
that,

city

then
also
potentially
once
this
group
gets
going
with
the
county
of
orange
joining
the
stakeholder
group-
and
you
know
advocating
you
know
the
city
of
san
clemente's
position
with
a
lot
of
these
things
and
funding
is
also
another
sort
of
big
unknown,
because
all
this
stuff
is
going
to
cost
money
and
we
need
to
get
you
know
a
dedicated
funding
source
and
there's
good
examples
in
san
diego,
not
swear
of
how
they've
done
that,
and
so
we
need
to
strategize
both
internally
and
with
the
stakeholder
group.
