fisherman
fishing,
the
Waters
of
San
Clemente,
Dana,
Point
and
Beyond
as
I
mentioned
jeans,
the
father
of
our
beloved
city
council,
member
City
staff,
member
Miley
Stivers,
and
we
extend
our
heartfelt
condolences
to
Miley
and
her
entire
family,
as
Gene
had
passed
just
recently
passed
away.

meeting

the
foothill
Transportation
Corridor
is
the
extension
of
the
state
route
241
from
Oso
Parkway
to
Cal
Camp
Road,
which
was
completed
in
2019
and
that's
a
false
statement,
because
the
241
ends
at
Oso
Parkway
and
it
was
not
completed
in
2019
and
the
15-year
battle
with
the
environmental
groups
against
the
TC
sure
stopped
that
so
I'm
wondering.
Why
was
it
in
next
slide?

why
that
statement
was
in
the
West
Pico
Corridor
specific
plan
update
and
Architectural
overlay
expansion
and
also
when
looking
at
the
web
page?

does
it
not
include

outcome

November
first
city
council

3rd
city
council
meeting

last
year
and

wondered
what
happened
then,
and
the
City
attorney
mentioned
the
settlement
agreement
with

San
onofre
coalition,

City
attorney
mentioned
that
the
alignment
that
the
TC
had
proposed
is
removed
from
All
City
and
County
Journal
plan
documents.
Well,
if
that's
the
case,
then
why
did
our
West
Pico
Corridor
specific
plan?
Why
did
it
include
the
241
extending
to
Cal
Camp
Road
when
there's
litigation
that
stopped
it,
and
that
was
a
15-year
litigation?

concern

the
City
attorney
missed

This
is

first
full
month
that
we
had
with
two
with
two
community
outreach
workers
where
there
wasn't
training
or
holidays
holiday
breaks
involved,
and
so
we
had
a
full
month
of
seeing
what
our
two
community
outreach
workers
can
do.
They've
managed
to
make
417
contacts.

exits

we
had
a
member
excuse
me
an
individual
go
to
a
shelter.

had
four
family
reunifications,
six
people
entered
some
type
of
assistant,
assisted
living
facility,
and
we
had
two
people
placed
and

permanent
permanent
housing.

parked

staff
can
address
RVs
that
are
parked

parking

associated

City
Properties

places

addresses
RVs
that
are
parked
on
public
streets.
However,
for
all
RVs
that
we've
we
become
aware
that
may
have
somebody
who
is
in
need
of
services
residing
within
them.

community
outreach
staff
will
go
and
make
contact
with
them
all
the
time
for
issues
that
are
on
the
city's
properties.
The
enforcement
related
to
that
is
basically
parking
tickets.
We
can
order,
we
can
issue
notices
to
a
bait
which
we
have
we've
done
over
over
the
years.
At
this
point
in
time,
we
are
addressing
a
couple
RVs
that
have
been
parked
on
private
properties.

can
deal
with
those
I'm
speaking
mostly
right
now
about
the
alley
down
by
the
municipal
golf
course
talking
about
that
as
well,

and
so
park,
ranger
staff
will
go
and
issue
parking
tickets.
Whenever
there's

violation.
There
are
times
where
they
cannot
park
there,
so
we'll
coordinate
with
the
Orange
County
Sheriff's
Department
to
have
a
CSO
go
and
deal
with
those
parking
issues
between
the
hours
of
2
and
5
a.m.

contact

you

with
them,

that
contact
and

staff?

getting
our
report

we're
addressing
it
and

and
I
for
the
sake

the
public.

we
are
working
on
it.
It's
not

if
we're
sitting
here
not
doing
anything.
We

part

we've
done
as
a
and

tell
you
about
all
of
us

the
city
council,
we've
hired
a
new
city
manager,
we
have
a
new
chief
of
police
and
all
of
them
are
sort
of
coordinating
together.

city
manager
is
working
closely
with
with
the
sheriffs
to
to
Institute
new
new
procedures.
We
have
an
agenda
item
today
to
create
new
staff,
so
there
is
a
lot
going
on
that
the
public
doesn't
see,
but
can
you
help

public
understand
some
of
what
you're
doing
that
is
addressing
the
issues
out
there,
because
there's
a
lot
of
concern
and
it's
growing
concerns.

that
is
just
one
part
of
the
city's
I'll
say
multi-pronged
Approach
at
addressing
homelessness.
We,
our

goal,
is
to
encourage

obtain
somebody's
voluntary
willingness
to
not
live
on
the
street
and
our
Outreach
team
is
there
to
provide
any
resources
and
assistance
that
we
can
to
help
them
occur.

So
I
saw
those
those
numbers
of
people
saying
that
that
they
want
help
and
and
they're
willing
to
receive
that
service.
Could
you
walk
me
through
a
little
bit
how
how
long
that
takes
for
them
to
receive
that
service
and
and
what
are
impediments
that
are
there
from
from
helping
them
to
move
off
the
streets.

moving

as
the
timeline
goes

finding
people,
either
temporary
shelter

long-term
permanent

Housing
right
now,

six

12
month
process
to
get
people
into
some
type
of
facility
where
they're
not
living
on
the
street.

time
to
time.
There
are
certain
opportunities
that
open
up.
There
are
certain
shelters
that
are
available
to
a
specific
group
of
people
either
like
females
or
the
elderly,
and
so
there
could
be
opportunities
that
pop
up
from
time
to
time.
However,
It
generally
takes
a
couple
weeks
to
get
somebody
in
line
to
get
them
all
the
documentation
that
they
need
to
be
able
to
enter
into
one
of
those
facilities,
and
that's
that
is
generally.

What
makes
up
our
community
outreach
team's
case
management
hours
is,
is
assisting
people
to
get
put
all
those
ducks
in
a
row
so
that
when
something
becomes
available,
they've
got
it
one
of
the
other
things
that
that
they
do
is
they
will
try
to
match
people
to
housing.
What
that
generally
results
in
is
a
voucher
for
housing
and
then
we'll
attempt
to
help
people
find
housing
using
that
voucher.
That
has
become
somewhat
somewhat
difficult
over
the
last
six
months
or
so
he.

Then
do
we
have
any
vouchers
that
they
can
use
in
San
Clemente
or
is
it
or
elsewhere
in
the
county.

Those
those
come
along
with
a
plan
to
get
that
person
somewhere
else
after
the
hotel
or
motel

they

enter
into
a
lot
of
those
are
dependent
on
funding.
And
then
we
don't.
We
don't
control
that
funding.
So

be
the
only
time
that
a
voucher
would
would
apply
within
San
Clemente,
unless
somebody
can
use
a
housing
voucher
to
find
a
unit
in
San
Clemente
for
less
than
the
value
of
that
voucher,
which
is
exceedingly
difficult
with
with
the
market
rents
in
the
area.

then,
with
the
case
of
of
Martin
vs
Boise,
how?
How
is
that
hindered
our
process
in
in
trying
to
address
our
our
unhoused
population
here.

and
Scott,

cut

if

misquoting

but
Martin

Boise
essentially
identifies
a
right
to
sleep
on
the
street.
In
the
absence
of
shelter
beds,
our
ordinances
encapsulate
a
Martin
V
Boise
safety
valve.
So
we
don't.
We
don't
do
enforcement
if
we
are
legally
restricted
from
from
doing
so
as
far
as
the
housing
as
far
as
people
camping
on
the
street.

However,
as
I
mentioned
before,
just
because
somebody's
allowed
to
to
sleep
on
a
street
doesn't
mean
that
they
can
do
anything
that
they
want
on
the
street,
and
so
our
enforcement
efforts
are
geared
at
ensuring
that
you
know
encampments,
don't
don't
linger
for
too
long
grow
too
big,
and
and
that
you
know
that
that
I'll
say
nuisance
issues
are
are
minimized
to
the
greatest
extent
possible.

the

really
need

not
only
for

highly
inefficient,

citizen

come

me

the
city
manager.

approaching

with
an
all
hands
attitude.

North
Beach

it

Wednesday

the
whole
team
was
there.

park
rangers

homeless
coordinators,
and
they
were
moving
stuff
off
the
beach
and
and
were
meeting
there,
and
it
was.
It
was
pretty
impressive.

went
over
and
talked
to
him
briefly,
but
they
were,
they
were
doing
the
job
and
they
were
coordinated.
They
were,
they
were
on
it.

would
say
the
shout

Captain
Christian

his
crew
for
for
definitely
stepping
up
the
engagement
there
and
I
know
we
got
reports
of
someone
being
arrested,

think
that
was

week

don't

too

the

process

they're
out
on
the
streets
is
highly
inefficient
better
if
they
were
in

kind
of
controlled
environment

they
could
be
processed
through
and
and
put
into
housing,

basis,

quickly
and
efficiently.

pure
Pride
foundation,
and
it's
an
honor

before
you

a
donation
we'd
like

but
before

we'd
like
to
take
a
couple
minutes
to
tell
you
a
little
bit
about
pure
pride
and
what
we
do
in
the
community
and
also
share
that
with
folks
that
might
be
listening
at
home
tonight.
So
with
that,
if
we

go
ahead
and
start
the
PowerPoint
presentation,
so
first
off
happy
birthday.

Not
only
is
the
city
95
years
old
this
year,
but
so
is
the
pyramid
very
excited
to
celebrate
all
the
amazing
things
that
the
pier
has
added
to
the
community,
and
so
what
that
means
is
it's
just
one
big
party
all
year
round,
so
we're
very
excited
about
that.
But
what
exactly
does
pure
Pride
do?
Well,
we
are
a
non-profit
organization
and
we're
dedicated
and
working
in
partnership
with
the
city
in
order
to
keep
our
San
Clemente
up
here,
beautiful
and
reminiscent
of
its
historic
self
of
1928..
O
We
were
formed
in
2016
and
we
were
formed
when
we
lost
our
Redevelopment
funds
from
the
state
in
recognizing
that
there
was
a
funding
Gap
there,
pure
Pride
Foundation
was
formed.
It's
important
to
note
that
we
are
a
hundred
percent
volunteer
organization,
and
that
is
a
huge
thing,
we're
very
proud
of
in
this
community
next
slide.

So
we
we
strive
to
do
two
things.
One
is
to
help
bolster
the
city
and
provide
a
funding
mechanism
in
order
to
keep
our
peer,
looking
beautiful
and
also
to
provide
a
link
to
the
community
to
find
out
what
their
needs
and
wants
are,
but
because
we
have
such
a
great
relationship
with
the
city,
seeing
how
you
own,
the
pier
we've
been
able
to
execute
a
beautification
project
every
single
year
since
we've
Incorporated-
and
that
is
no
small
feat
when
we're
talking
about
volunteers.
Getting
those
efforts
together.

So
we're
very
proud
of
that-
and
you
should
be
very
proud
of
that.
As
well
in
order
to
support
support
us,
so
we
have
such
a
good
relationship.
A
city
council
actually
declared
October
peer
pride
month
to
help
bring
awareness
of
the
peer
to
the
community.
So
we're
very
excited
about
that.
We
have
a
lot
of
events
that
happen
during
that
time,
but
we'll
get
into
more
of
that
in
just
a
moment.

part
of
our
efforts
is
Outreach
to
the
community,
and
so
last
year's
survey
we
did
check
in
with
residents
and
see.
Has
anybody
noticed
an
improvement
to
the
way
the
peer
has
been
looking
in

last
five
years?

we
are
very
excited
to
hear
that
86
percent
of
the
poll
takers
did
note
that,
yes,
the
pier
was
in
much
better
shape
than
it
had
been
in
the
last
five
years.

something
we're
very
proud
of,
and
you

very
proud
of
as
a
return
of
investment
on
your
CIP
programs
here,
dealing
with
the
peers.
So

it's
residents

loss
because
it
is

our

on

great
work

preserve

this

presented

time

opportunity
for
the
city
to
pursue
a
grant
the
clean,
mobility's
options
Grant.
It
would
go
toward
funding
a
micro
Transit
opportunity
here
in
San
Clemente.
This
is
a
grant
that
is
run
through
the
California
Department
energy
committee.

California
energy
commission,
and
this
is
really
kind
of
a
a
cool
opportunity,
because
it's
no
strings
attached,
there's
no
obligation
for
the
city
to
match
any
funds.
Frankly,
if
the
city
were
selected

this
grant,

city

then
decide.

we
really
don't
want
to
do
this,
but
the
challenge
is
that
we've
got
a
March
first
deadline
to
get
this
debt
to
get
this
application

state.

came
to
our
attention
today,
as
we've
been
working
with

staff.

top
of

as

bringing
in
a
new
city
manager
staff

of
the

there

did

great

to

but
it
came
to
our
attention

that
there
is
a
hiccup
and
that
for
any
Grant
application
there
needs
to
be
direction
from

city
council
to
proceed.

no

city
council
meeting
between
now

March
1st

this
item
it
really.

some
kind

insight
on
what
are
they
doing

improve
their
homeless
situation
and

they
Outsource
their
Sheriff's
services
like
we
do,
and
why
are
they?

to
get.
You

action
taken
in
certain
areas.

didn't
really
gather
much
in
that
regard,
but
one
thing
they
said
is
that
with
homeless
situations
they're
homeless,
but
there's
also
violations
out
there.
Drug
use
indecent
exposure,
which
we've
been
seeing
in
our
city,
there's
other
angles
for
those
that
aren't
wanting
to
help
that
we
can
take
action
on
it's
unfortunate
that
those
that
want
help
get
lost
in
between
those
that
are
on
the
mentals
to
build.

mindset
they
actually
ask
for
help
and
those
that
are
doing
drugs
that
don't
want
help.

an
angle
that
we

look
at

take
into

manager

concern
well

think
we
had
a
great
conversation
with
OCTA
over
time.

terminology
has
has
morphed
and
Hova
lanes
are
now
considered,
managed
Lanes.
They
have

intention

building
any
type
of

toll
Lanes
between
Pico
and
the
county
line.

sand
retention
in
our
beaches,
I
went
down
to
the
shore
Cypress
Shores
beach
two
weekends
ago
and
I
I
grew
up
there.
You
can
see
all
of
the
rip
rap
all
the
rocks
that
OCTA
has
put
out
there.
There
used
to
be
a
hundred
yards
of
sand
that
volleyball
courts,
fire
pits,
everything
and
that's
just
all
gone,
and
just
something
to
think
about
is
as
OCTA
dumps
those
rocks
on
those
beaches.

It
speeds
up
the
process
of
our
sand
being
taken
out
to
sea
and
they
are
incrementally
moving
that
further
up
the
beaches.
Dumping
more
rocks
going
further
north
all
the
way
up
to
our
State
Beach
line
right
now.
If
they
continue
to
do
that,
our
beach
will
have
a
tough
time
staying
a
beach
over
the
next
decade.

that's
a
major
concern

I'm
hoping
to

work
with
staff
and

Victor,
to
stop

not

California
Coastal
commission
with
OCTA
to
make
sure

we're

Barbara,
who
were
married
for
68
years,
we're
47-year
residents
of
the
community
and
following
his
retirement
that
followed
his
retirement
after
28
years
of
active
service
in
the
U.S
Marine
Corps
upon
his
retirement
from
the
corps,
Hank
opened
and
operated
a
tax
service
business
in
San,
Clemente,
serving
clientele
at
three
different
locations
and
then
later
relocating
the
business
to
Dana
Point.
You
continue
to
own
and
operate
his
tax
business
right
up
until
the
time
of
his
death.

He
had
an
easy
come
easy,
go
attitude
that
fits
well
in
this
town,
with
a
huge
smile,
always
on
his
face
likable
by
everyone.
He
encountered
his
genuine
kindness
and
his
service
to
our
community
were
immeasurable.
So
we're
going
to
adjourn
tonight
for
Mr
Hennig
Snyder,

for
bringing
that
to
attention.
