Involvement

investments
in
the
office
of
emergency
management
who
support
leadership
and
training,
has
really
elevated
our
ability
as
city

to
respond..
So
we'd
like
to
thank
our
staff
for
all
the
work
and
everything
that
we've
done
today
and
I
believe
we

Investigate
all
of
the
cities
campaign,
regulations,
policies
and
procedures..
They
typically
do
that
in
off
cycle
years
off
of
election
date,
so
that
they
don't
affect
election
years
or
make
changes
during
election
years..
Most
recently,
they've
done
that
twice
2020
and
then,
most
recently
again
in
twenty
twenty.

Initially
go
to
the
clerk
and
the
clerk
will
review
to
make
sure
that
they
have
sufficient
facts
in
the
complaint.
if
they
don't,
they're,
dismissed
without
prejudice
and
the
clerk
informs
the
individual
of
what's
missing..
That
process
was
never
included
in
our
code
.,
so
the
change
here
is
to
make
sure
that
it's
codified
and.
P
Then
the
third
item
which
features
on
the
resolution
is
just
a
change
up
and
a
clean.,
but
the
resolution
where
we
notice
that
there
were
issues
or
it
could
be
simplified.
One
of
the
things
that
popped
up
was
that
the
bfc
bp's
resolution
included
language..
It
said
they
were
responsible
for

twelve.

I
just
wanted
to
express
my
support
for

the

from

which
would

the

which

to

three
nonprofits,
unlike

Received
city
funding
in
the
last
five
years,
while
revolving
door
waivers
were
required
if
they
wanted
to
work
for
a
nonprofit
that
had
not
received
funding.,
and
so
we
had
a
recommendation
with
two
policy.
Options.
one
are
basically
to
simplify
the
rules
but
continue
to
mitigate
potential
conflicts.
S
S
S
Required
to
disclose
receipts
of

or
potential
conflicts
of
interest.
annual
lezotte
form
700.
What
have
you
at
the
time
of
the
audit?
There
are
about
a
thousand
employees
designated
in
the
conflict
of
interest
code.
So
it's
not
the
full
range
of
all
the
employees..
It's
only
those
designated
in
the
conflict
of
interest
code
.,
a
speaker
noted
that
it
applies.
S
S
S
Request
a
revolving
door
waiver..
So
that's
so
it's
not
a
complete!
You
know
you
can't
do
that..
You
just
have
to
come
back
and
get
a
waiver.,
so
those
are
three
really
important
points
that
it's
only
relates
to
those
in
the
conflict
of
interest
code
,.
S
Those
at
a
time
when
I
don't
know
how
many
employees
there
are
now
employees
it's
only
for
when
they're
working
in
lobbying
or
administration
matters
directly
related
to.

AD
AD
For
all
the
work
that
you
know
in
circles,
with
this
issue
back
in
may,
I
think
when
we
originally
were
going
to
hear
it
and
we
can
get
a
little
confusing,
there's
even
been
mentioned
during
the
course
of
this
meeting
about
the
memo
that
was
prepared.
I
think
back
in
may,
whatever
that
meeting
was
that
I'm
not
even
sure
is
attached
to
to
our
document
or
agenda
up
here.
AD
AD
Said
well
in
a
lot
of
the
work
that
they
do
is
really
an
extension
of
the
city
and
a
lot
of
the
sort
of
tentacles
of
the
city
and
trying
to
better
the
community.,
and
so
that
resonated
with
me,
as
you
were,
going
through
that
potential,
along
with
all
the
other
nonprofit
leaders
that
were
making
comments
and-
and
so
the
other
aspect
of
this,
I
think
that
is
important.
To
note
is
that
the
changing
of
the
the
revolving
door
policy
from
two
years
of
one
year?
I
think
there
was
at
least
in
the
brown
act.

with

G

The
revolving
to
an
exemption
of
the
revolving
door.,
but
we
don't
allow
it
for
nonprofits
who
don't
benefit
financially..
It
seems
to
me
we
should
level
the
playing
field,
and
that
means
that
we
should
in
this
is
the
motion
on
the
floor
that
we
should
exempt
all
nonprofits
from
the
revolving
door
door.
G
G
L
G
G
G
AF
So
anyway,
well
first,
I
want
to
thank
staff
for
the
work
that
you've
done
since
may,
when
you
brought
this
forward,
because
there
was
a
lot
of
debate
at
the
time
and
not
we
weren't
sure
exactly
where
this
was
going
to
go
.,
and
so
I
want
to
thank
you
for
going
back
and
being
thoughtful
and
deliberate
about
it.
Listening
reading
the
memos
and.
AF
Giving
a
direction
that
I
think
makes
sense
for
the
for
the
city..
So
thank
you
for
that..
Thank
you
for
coming
back..
Thanks
to
all
the
nonprofit
leaders
who
are
here
and
talking
to
us
about
the
importance
of
the
work,
they
do
reminding
us
of
the
importance
of
the
work
that
they
do
in
partnership
with
the
city.
AF
Nonprofits-
and
that
was
the
reason
for
that
exemption,
although
I
think
it
makes
more
sense
to
exempt
all
five
agency
3s
and
be
consistent.,
I
just
want
to
make
it
clear
that
there
there
was
some
logic
originally
in
the
way
this
was
set
up,
even
though
it
might
not
be
obvious.
What
that
logic,
was.
AF
AF
So
you
know,,
I
think,
we're
also
you
know,
we're
not
talking
about
a
huge
flow
of
people
between
the
two
organizations..
I
think
we
ought
to
allow
this
to
be
a
simpler,,
more
streamlined
approach
for
those
who
want
to
do
that
good
work
and
continue
the
good
work..
So
I'm
thankful.,
thanks
to
my
colleagues
who
are
in
my
discussion
around
that
group
that
we
had
councilmember
for
joining
me
on
the
memo
that
we
wrote..

staff

working
hard
to

into

to
go
to
a
nonprofit
and
then
explicitly
being
exempt
from
the
revolving
door
policy
to
go
work
for
that
nonprofit
that
received
funding
from
the
city
.,
but
having
the
revolving
door
policy
applied
for
non-profits
that
have
not
received
funding
from
the
city..
So
that's
clearly
counterintuiti.
But
to
me
the
answer
to
that
is
not
then
to
extend
the
exemption
to
all
non-profits,
but
actually
the.

in
in

subject
I'm

Are
you

form,
700
filing?
well,?
Maybe
not,
then
then
you
wouldn't
be
subject
to
it.,
so
that
was
another
piece
of
confusion.
Just
needs
to
be
kind
of
cleared
up,
because
it's
not
every
employee
that
that
could
be
affected..
It
is
truly
just
those
those
individuals
in
the
conflict.

a

of
questions
based
on
what
I
heard
other
comment
or
to
make
a
couple
of
comments
based
on
other
comments
that
were
made..
The
mayor
said
that
this
only
pertains
to
people
who
would
be
doing
lobbying.,
but
I
thought
I
heard
you
say
that
this
pertains
to
anyone
who
might
be
doing
policy
or
anything
within
a
five
to
one.
P
AF
AF
And
then
the
other!
I
just
want
to
make
a
comment.
I
guess
we've
probably
already
gone
past
this
question
about
523,
but
you
know
five
of
wannsee
threes
are
required
to
do
a
lot
of
paperwork
every
year
to
ensure
that
they
remain
on
good
standing
and
five
or
twenty
three
there's
a
it's
actually
a
lot
of
work.
I
think,
as
a
523
to
to
keep
that
status..
AF
Q
Q
Q
Q
B
So
thank
you.,
great
thanks..
I
will
just
note.
I
don't
know
that
the
activities
covid-19
is
quite
what
I'm
referring
to..
What
I'm
talking
about
is
the
power
of
influence
based
on
relationships
and
for
those
who
want
to
go
work
in
the
nonprofit
sector.
Who
knows
one
day,
maybe
that's
what
I'll
be
doing
when
I
leave
the
council
..
That's
why
we
have
the
waiver
process
and
I
don't
think,
we've
rejected
a
waiver,
but
I
think
that
level
of
that
process,,
a
little
transparency,
has
been
valuable
for
the
community
and.
