Some
of
you
may
know
that
cathedral
of
faith
and
second
harvest
food
bank
are
right
across
the
street
from
each
other.
These
two
have
made
a
strong
partnership
during
the
pandemic
and
and
even
before
that
and
have
been
able
to
feed
thousands
of
san
jose
residents
because
of
their
selflessness
years
ago,
cathedral
of
faith
started
giving
out
meals
from
one
of
their
maintenance
closets,
and
now
they
have
a
weekly
free
morning.
Food
distribution
that
works
like
a
well-oiled
machine.
C
The
holy
scriptures
have
a
principle
that
we
live
by
a
cathedral
of
faith.
The
prophet
jeremiah
said
that
if
you
will
bless
your
city,
you
will
be
blessed.
So
that's
what
we
believe
in
and
besides
this
we're
also
running
a
safe
park
right
now
in
the
month
of
june,
where
people
living
in
their
cars
can
come
and
be
safe,
not
be
harassed
or
anything,
and
we
have
lots
of
success
stories.
C
One
of
them
is
today,
a
family
of
four
from
columbia
have
now
been
put
into
housing
and
so
they're
not
going
to
be
parking
there
anymore.
So
now
we
have
to
find
others
to
take
their
place,
so
so
anyways,
let's,
let's
pray
almighty
god
we
come
today,
and
I
just
want
to
lift
up
this.
This
meeting
to
you
and
I
pray
for
every
council
member
here
today.
C
I
pray
god
that
they
would
make
decisions
based
on
justice
and
not
be
afraid
to
stand
up
for
what's
right
and
I
pray
god
that
you
would
bless
their
families.
I
speak
peace
and
blessings
over
their
home
and
everything
they
put
their
hands
to.
May
they
find
favor
with
you
and
with
men
and
may
everything
they
put
their
hands
to
will
be
a
success
and
we
pray
god
that
this
meeting,
that
decisions
that
are
made
will
be
decisions
that
bless
this
city.
C
A
Amen,
thank
you.
Pastor.
Sarah
for
ceremonial
items
will
council
member
arenas.
Please
join
me
at
the
podium
and
we
will
recognize
the
proclaimed
philippines
independence
day.
D
I
think
I
I
hear
people
realizing
that
they're
related
to
one
another
back
here,
all
right,
mabuhay
today,
oh
my
boo
hi
today,
I'm
honored
to
recognize
the
124th
anniversary
of
the
philippine
independence
day
and
take
this
off.
Philippine
independence
was
declared
on
june
12
1898
after
four
decades
of
colonial
rule.
Since
then,
every
year
we
commemorate
the
filipino
community
struggle
for
freedom
and
independence
for
their
country
and
as
an
honorary
and
adopted
filipino
member
of
this
community,
which
was
formerly
done
in
in
the
ceremony.
D
So
it
was,
you
know
I
can
show
papers
for
it.
It
is
an
honor
to
stand
with
you
in
solidarity
as
we
celebrate
these
milestones
in
your
heritage
together.
San
jose
is
home
to
a
thriving
filipino
and
filipino
american
community,
especially
in
my
district
that
has
directly
contributed
to
the
vibrancy
inclusive
spirit
of
our
diverse
city.
Over
generations,
filipinos
and
filipino
americans
have
made
significant
contributions
to
the
health
and
well-being
of
our
community
by
sharing
their
incredible
talents,
hard
work,
diverse
cultural
traditions
and
kindness
with
us
all,
and
especially
during
the
pandemic
time.
D
On
with
that,
I'd
like
to
recognize
the
bayony
han
philem
foundation
and
filipino
american
city
employees
faces
for
helping
us
honor,
preserve
and
celebrate
the
legacy
and
contributions
of
filipino
americans
in
san
jose.
Thank
you
for
all.
You
do
from
offering
services
to
vulnerable
communities
and
hosting
events
to
dedicating
your
careers
to
public
service,
plus
all
of
the
sacrifices
that
come
along
side
with
that
we
could
not
meet
the
needs
of
our
residents
without
you
and
the
ladies
behind
me,
not
only
provide
services.
D
But
their
contributions
are
really
invaluable.
They
are
part
of
the
fabric,
this
beautiful
pineapple
fabric,
that
you
see
many
of
them
wearing,
including
myself,
to
make
san
jose
such
a
wonderful
and
vibrant
city,
so
happy
philippine
independence,
salamat
or
thank
you
in
tagalog,
and
so
first
I'd
like
to
invite
michelle
to
say
a
couple
of
words.
Michelle.
F
Thank
you.
Let
me
just
adjust
this
a
little
bit.
Okay,
I
have
my
little
note
here
on
behalf
of
the
many
filipinos
who
lives
here
in
the
santa
clara
county
and
especially
bayonne
and
philham
foundation,
and
its
many
partners,
of
course,
including
faces.
We
angel
evangeline
sangalan,
who
is
the
founder
and
president
of
bff,
bruce
lee
winceslau
vida
de
flores,
marissa,
dyrit,
edalyn,
mora
liberty,
lisardo
kim
young
nguyen,
and
many
others
who
could
not
be
here
are
truly
honored
to
stand
here
and
receive
this
proclamation.
F
F
We
want
the
future
of
our
nation
to
remember
this
day
and
to
continue
racing
our
philippine
flag
here
at
city
hall
that
started
31
years
ago.
It's
been
that
long.
Thank
you
for
acknowledging
and
acknowledging
our
commitment
and
dedication
to
instill
our
cultural
traditions.
Thank
you
so
much.
I
wanted
to
invite
evangelina.
She
wants
to
say
something.
G
Yeah
good
morning,
and
thank
you
so
much
for
having
us
this
celebration,
particularly
the
124th
and
this
year,
is
quite
significant
to
the
community
that
we
represent.
G
Well,
we
live
in
interesting
times,
so
much
is
happening
back
home.
We've
got
the
west
philippines
as
an
issue,
and
then
we
still
have
a
lot
of
economic
issues
and
I'm
so
happy
that
our
ties
are
with
the
united
states
as
as
the
joke
would
go.
It's
between
spain
and
the
u.s.
We
had
300
years
in
the
convent
and
35
years
in
hollywood
and
the
culture
that
stuck
was
the
american
culture.
So
we're
good
we're
good
on
that
one.
G
Now,
as
I
was
noticing,
we've
got
about
the
the
proof
of
six
degrees
of
of
connectivity.
You've
got
liberty
and,
and
the
mayor
we
we
are,
I'm
the
I'm,
the
granddaughter
of
auntie
lucy
yeah.
So
it's
it's
really
about
third
degrees,
and
so
we
are
all
because
of
this
diaspora.
G
We
were
able
to
connect
with
so
many
of
the
community
leaders.
Some
are
well
a
lot
of
those
are
within
the
within
the
healthcare
industry.
In
the
u.s
about
4
million,
plus
filipinos
63
percent.
Would
be
in
california,
one
out
of
10
would
be
in
santa
clara
county
and
not
daily
city,
the
biggest
the
biggest
concentration
really
is
in
in
santa
clara
county,
and
the
majority
of
the
plurality
of
that
will
be
in
san
jose.
So
this
is
a
very
it's
a
watershed.
It's
it's!
G
G
We
started
with
long
ago,
council
member,
then
askara
and
then
now
sylvia
arenas,
and
we
are
so
thankful
that
we
have
highlighted
the
cultural
and
economic
ties
that
we
have
had
since
tiny
memorial
since
since
the
35
years
that
we've
had
with
lynx
with
the
united
states-
and
it
is
showing
a
lot
in
the
tech
industry,
we
are
the
back
back
room
of
a
lot
of
our
tech
industries,
the
medical
industry,
the
industrial
medical
industries.
G
We
dominate
and
we're
happy
to
continue
and
see
you
again
next
year,
as
we
celebrate
the
next
anniversary.
Thank
you
so
much.
D
H
All
right
we're
back
to
orders
of
the
day.
I
believe
vice
mayor
indicated
that
council
member
foley's
presentation
will
happen
at
1
30.
Is
that
correct?
H
Okay,
good?
I
just
want
to
make
sure
I
don't
lose
track
of
it.
I
know,
council
member
carrasco
would
like
to
adjourn
today's
meeting
in
memory
of
the
victims
of
the
uvalde
school
shooting
at
rob
elementary
school.
Are
there
any
changes
to
the
orders
and
forgiving
I'm
not
able
to
see
the
screen
at
this
time?
We.
H
Okay,
just
ask
if
any
members
of
the
council
have
any
changes
all
right
in
that
case,
why
don't
we
go
to
council,
member
carrasco.
J
Thank
you,
and,
and
thank
you
for
allowing
me
to
adjourn
today's
meeting
in
honor
of
those
who
were
tragically
taken
from
us
at
the
robb
elementary
school
shooting
in
uwalde,
the
country
and
in
the
international
community
is
mourning
over
the
senseless
loss
of
these
children
and
their
teachers,
and
once
again,
the
debate
over
sensible
gun
control
rises
to
the
top
of
everyone's
mind.
J
As
we
adjourn
tonight's
meeting,
I
myself
had
this
internal
debate
as
to
whether
or
not
to
even
bring
it
up,
but
not
to,
I
think,
would
be
a
great
dishonor
to
these
to
these
souls,
but
also
to
many
of
those
who
who
we've
lost
just
in
our
own
in
our
own
community
and
in
fact,
five
years
ago,
in
our
own
plaza,
we
honored
the
49
members
of
our
lgbtq
community
that
were
lost
during
the
pulse
shooting
three
years
ago,
we
honored
two
little
ones
that
were
lost
in
the
tragic
shooting
at
the
gilroy
garlic
festival.
J
Just
two
weeks
ago,
we
mourned
and
observed
the
anniversary
of
the
vta
shooting
honoring
the
nine
victims,
and
just
last
week
we
were
scrambling
to
understand
what
had
happened
in
my
own
library
in
district
five
at
the
hillview
library,
when
there
was
a
shooting
and
and
a
victim
was
shot
seven
times.
J
But
this
this
hits
close
to
home.
Our
own
families
are
reeling
from
gun,
violence
and
and
now
19
little
ones.
Two
teachers
and
the
husband
of
a
teacher
will
forever
be
mourned
and
their
families
will
forever.
J
Be
held
captive
by
this
tragic
incident
and
I
kindly
ask
you
to
join
me
in
a
moment
of
reflection
in
silence.
As
I
read
off
the
names
of
those
that
were
lost
on
that
tragic
day
in
the
valley.
J
I
love
you
at
bedtime.

J
They
deserve
the
dignity
of
safety
in
those
spaces
that
belong
to
them
and
we
all
deserve
to
feel
safe
in
our
places
of
worship
in
our
grocery
stores
and
our
nightclubs
and
our
movie
theaters,
and
in
the
absence
of
substantive
action
at
the
national
level.
What
we
do
locally
matters
and
now
in
honor
of
these
latest
victims.
We
must
continue
to
recommit
ourselves
to
saving
lives.
At
the
very
least,
at
the
local
level.
We
will
often
not
be
favored,
but
we
know
that
by
doing
so,
we
are
demonstrating
our
willingness
to
act
when
others
cow.
H
All
right,
we
will
forego
any
vote
on
orders.
It
appears
there's
no
change.
I
understand
we
have
next
a
closed
session
report.
Let
me
just
announce:
I've
been
urged
to
break
for
dinner
at
5
p.m.
For
various
reasons,
I'm
not
sure
exactly
what
all
those
reasons
are,
but
it
was
emphasized
to
me
that
that's
when
we're
taking
our
break
so
we
can
adjust
accordingly.
I
know
we
have
a
lot
to
cover
before
before
then.
So,
let's
move
forward
with
the
closed
session
report,
nora.
F
Thank
you
mayor.
We
will.
F
Of
approximately
fifteen
thousand
eighty
dollars
stemming
from
an
automobile
accident,
thank
you.
H
Thank
you
all
right
item.
3.6
is
the
board
affair
campaign
and
political
practices,
interview.
K
This
is
tony's
city
clerk.
Balthazar
lopez
is
online
okay
and
he's
on
the
panelist
side.
So
balthasar
go
ahead
and
unmute.
A
L
H
Welcome
balthasar,
thank
you
for
your
willingness
to
serve
in
this
role.
Why
don't
you
take
a
couple
minutes
just
to
describe
your
interest
in
serving
and
how
you
believe
you
would
do
a
good
job
on
this
commission
and
then
we
can
open
it
up
to
questions
for
the
council.
L
L
I've
also
recently
finished
my
masters
in
philosophy
with
the
concentration
ethics
and
prior
to
that
I've
always
been
around
ethics
and
so
forth,
and
this
is
just
an
opportunity
for
me
to
continue
serving
in
my
educational
background
and
also
my
political
background,
and
also
I'd
like
to
note
for
the
record
that
I
did
receive
clearance
from
our
house
ethics
commission
committee
from
u.s
congress,
so
that
I
am
clear
to
serve.
Should
you
give
me
that
opportunity.
H
Okay,
thank
you,
sir.
Let's
and
thank
you
again
for
your
your
service
to
the
public
in
your
current
role
and
your
willingness
to
serve
the
city.
Let's
go
to
the
council
and
again,
forgive
me
grace.
I'm
not
able
to.
A
Council,
member
cohen,
has
to
stand
up.
Yes,.
A
Hi,
all
of
a
sudden
there's
a
lot
of
background
noise,
so
I
apologize
thank
you
multistar
for
applying
and
your
willingness
to
serve
on
this
commission
just
want
to
ask
you
some
questions
about
your
application,
you're
up
you're
on
the
question
about
the
purpose
of
the
commission.
Your
answer
was
very
general
about
improving
the
life
of
quality
of
life
for
san
jose
residents.
Can
you
talk
about
your
understanding
of
the
purpose
of
the
specific
commission
for
which
you're
applying,
and
you
know
what
it
does,
what
it's
wrong.
L
Of
course,
it
reviews
complaints
that
citizens
might
have
on
particular
actions
that
politicians
have
had
during
campaign
or
off
campaign
campaign
financing
rules,
anything
that
has
to
do
with
those
jurisdictions.
The
committee
could
oversee,
with
an
investigator
presenting
those
facts
to
us,
review
those
facts
and
then
provide
our
recommendation
to
the
council.
A
Okay,
thank
you
for
that
and
then
just
want
to
ask
a
little
bit
about
more
how
you
think
your
experience
qualifies
you
for
this
specific
commission.
What
is
your
you
know?
What
is
your
specific
experience
and
what
policy
experience
do
you
have
related
to
campaign
regulations,
political
practices
that
would
serve
you?
As
a
member
of
this
commission.
L
Great
great
question:
thank
you.
I
currently
also
serve
in
the
santa
clara
county
committee
on
school
redistricting,
so
I've
have
exposure
to
similar,
but
not
exactly
the
same
issues
in
terms
of
what
comes
before
the
community.
L
It
isn't
policy
heavy,
but
it
has
to
do
with
a
lot
of
rules
of
regulations
in
terms
of
who
would
be
sitting
on
a
particular
school
board,
expanding
that
giving
other
individuals
an
opportunity
to
serve
so
translating
that
to
the
ethics
that
involves
this
committee.
L
H
All
right,
thank
you,
council
member
mayhem,.
M
Thanks
mayor
hi
balthazar,
thank
you
for
applying
and
and
for
your
interest
in
serving
the
community
in
in
this
capacity.
I
I
wanted
to
also
ask
a
couple
of
questions
about
your
application.
I
was
a
little
concerned
that
for
a
commission
that
stresses
the
importance
of
being
free
from
any
political
bias
that
both
two
out
of
two
of
your
references
were
current
candidates
for
elected
office.
L
Great
question:
I
think
it
was
something
that
anybody
would
have
a
concern
with
looking
at
my
my
experience
and
my
background,
and
it's
something
that
I
have
thought
about
carefully
and
thoroughly
for
quite
some
time,
and
I
have
two
answers
to
that.
The
first
is
it's
important
to
have
someone
in
this
commission
that
understands
the
background
of
politics
and
how
people
operate
in
public
and
behind
scenes,
and
I
have
that
I
have
no
interest
of
ever
running
for
office
anytime
soon.
I
want
to
serve
my
community
as
best
as
I
can.
Based
on
my
background.
L
I
think
this
is
where
it's
at.
I
put
those
two
individuals
because
they've
known
me
for
the
longest
time
in
my
career,
I
could
speak
more
thoroughly
about
those
kind
of
qualities
that
I
have.
They
understand
that,
despite
their
political
allegiance
and
so
forth,
I've
always
been
able
to
give
the
most
fact-based
opinion
and
that's
something
that
I've
always
really
stressed
and,
more
importantly,
pride
myself
in.
M
I
guess
maybe
just
thank
you
just
to
press
a
little
more,
and
I
know
you
first,
you
know
not
only
been
listed
them
as
references,
but
have
also
given
to
local
candidates
for
office.
So
can
you
say
more
specifically
if
questions
come
before
the
commission
that
involve
candidates
who
have
referred
you
for
this
role
or
who
you've
donated
to?
L
That's
actually
what
I
brought
up
to
the
house
ethics
committee
as
well.
They
recommended
I
recuse
myself
from
any
kind
of
decisions
that
deal
with
individuals
that
I
have
close
ties
with
people
that
I've
worked
with
before
and
such
everyone
else.
I
should
be
fine.
Nevertheless,
they
say
there
isn't
nothing
that
would
technically
prevent
me
from
doing
it,
but
it's
best
an
interest
of
the
public
and
more
and
to
you
to
not
make
decisions
that
can
be
viewed
as
bias.
L
M
A
M
Okay,
thank
you
and
then
finally,
you've
talked
a
bit
about
a
disconnect
between
residents
and
their
local
government
and
lack
of
faith
in
local
government,
and
I'm
just
curious.
If
you
could
talk
a
little
more
about
how
serving
on
this
commission
might
help
solve
that
problem,
and
maybe
just
be
a
little
more
detailed
about
your
concerns
and
how
this
commission
can
help.
L
Of
course,
there's
been
individuals
where
that
I've
just
been
out
in
public
I've,
been
both
both
a
field
rep
and
also
a
policy.
So
I've
seen
politicians,
I've
seen
how
individuals
carry
themselves
in
terms
of
in
the
community
and
they
have
expressed
themselves
and
says.
Well,
you
know
I've
done
this
and
I've
done
that
with
particular
offices,
and
they
don't
seem
to
get
back
to
me
or
this.
I've
donated
and
I've
always
wondered
where
that
money
goes.
L
So,
I
think,
being
in
this
commission,
we
can
identify
those
issues,
really
provide
recommendations
to
council
that
so
maybe
we
can
fix
and
build
additional
trust
within
residents
of
san
jose
council
members
and
other
elected
officials
across
the
city.
H
Thank
you,
councilmember.
B
Thank
you
mayor
and
balthazar
hi.
It's
been
a
while.
C
A
B
I
want
to
thank
you
for
applying
and
and
also
for
your
willingness
to
serve.
I
have
similar
concerns
to
councilmember
mahan.
The
first
time
I
I
met
you
I
think
was
on
the
18th
floor,
remind
me
again
which
council
member
you
worked
for.
L
That
was
magdaleno.
B
Right,
councilmember
crossbow,
that's
right,
and
so
I
I
have
to
say
I
I
was
interested
to
hear
that
you
are
have
concerns
about
this
commission
being
used
as
a
political
tool
and-
and
you
are,
I
think,
arguably
a
local
political
animal.
You
currently
work
for
congresswoman
anna
eshoo
is
that
correct.
B
I
would
consider
myself
a
local
political
animal,
so
I
just
I
I
don't
understand
how
how
you
think
that
the
public
will
view
your
role
as
being
a
staffer
of
a
former
staffer
of
a
current
sitting
council
member,
a
having
references
to
two
current
candidates
for
council
member
and
a
current
staffer
of
a
local
federal
member
of
congress.
B
How
people
will
view
your
being
on
the
commission
as
not
being
trying
to
use
it
as
a
political
tool.
L
Great
question
and
again
one
that
I
thought
about
a
lot
I
was
born
in
san
jose,
so
I
always
wanted
to
serve
my
community
and
I
have
by
default.
I
guess
so.
The
fact
that
I
would
work
eventually
with
individuals
that
are
currently
serving
serving
have
served
are
turned
out
and
so
forth,
it's
kind
of
just
something
that
I
really
had
no
control
over.
L
If
I
wanted
to
serve
my
community
in
the
public
sphere,
so
by
that
fault
I
don't
apologize,
but
I
do
see
where
that's
coming
from,
and
I
really
want
to
focus
on
my
educational
experience
of
my
philosophy.
Background
ethics.
I
don't
want
to
go
back
because
it's
probably
I
don't
want
to
date
myself,
but
I've
always
been
around
that
environment.
I
was
actually
took
the
stennerly
state
to
nationals
and
ethics.
It's
always
been
a
deep
deep
part
of
me.
L
If
I
wasn't
of
passionate
about
serving
my
community
in
politics,
I
would
be
an
academic,
creating
some
theory
of
ethics
and
I'm
not
so.
This
is
one
way
that
I
can
really
bring
that
background,
that
I
so
much
love
and
so
much
passion
for
and
serve.
My
community,
in
a
way
that
doesn't
involve
the
kind
of
politics
of
running
for
office,
creating
a
policy
for
our
citizens,
but
still
really
bringing
bridging
those
two
things
that
I
so
much
care
about,
and
I
feel
that
I
have
a
very
unique
experience
to
offer
to
my
city.
L
B
B
How
do
we
know
that
you're,
even
in
the
in
the
people
that
you
haven't,
worked
for
that
your
decisions
could
possibly
be
unbiased?
Why
do
we
know
that
your
decisions
are
not
going
to
try
to
politically
punish
people
who
are
not
ideologically
in
line
with
those
you
know
and
have
worked
for
and
associate
with.
L
Well,
I
should
probably
note
that
I
was
a
registered
republican
as
well
prior
to
this
as
yourself
and
I've
always
worked
for
democrats
and
I've
always
been
able
to
separate
my
personal
opinions,
personal
beliefs,
from
the
current
responsibility
that
I
hold
in
this
particular
case.
It
would
be
an
ethics
commission
that
oversees
all
other
politic
political
issues,
so
my
track
record
would
prove
that,
and
I
will
continue
on
that
track
record
of
continuing
to
be
unbiased,
separating
my
personal
beliefs
from
the
person,
the
responsibilities
that
I
currently
hold.
B
Thank
you.
I
appreciate
your
again
your
desire
to
serve.
I
appreciate
your
answers.
I
personally
do
not
have
the
confidence
in
the
ability
to
be
unbiased,
given
that
you
clearly
want
to
make
your
your
career
in
the
political
sphere,
which
is
just
fine.
I
I
appreciate
that
you
want
to
serve.
I
don't
think
being
on
this
kind
of
board
is
the
best
use
of
your
talents
or
the
best
way
to
serve
the
public,
so
I
will
not
be
voting
in
favor
of
this
appointment.
A
Vice
mayor,
thank
you
mayor
and
thank
you
baldazar
for
your
your
willingness
to
serve
and
I
actually
had
the
same
question
about
the
board
being
used
as
a
political
tool.
That's
been
a
criticism
that
I've
had
of
the
board
for
a
long
time,
and
so
I'm
not
going
to
have
you
go
through
some
of
the
same
answers
all
over
again.
A
H
K
K
Thank
you.
I
I
just
wanted
to
double
check
what
I
heard
your
response
to
councilmember
man
was
you
confirmed
that
you
would
recuse
yourself
on
any
item
coming
before
you
regarding
a
person
you've
donated
to
or
have
a
real
personal
relationship
with?
Is
that
correct.
L
Yes,
on
the
recommendations
by
the
house
ethics
committee,
they
advised
me
to
do
such
so.
If,
if
I
were
to
be
appointed,
that's
the
recommendation
and
there
are
lawyers
for
a
reason-
then
they
work
in
the
house,
ethics
commission.
So
I
would
take
that
advice.
K
Okay
and
so
you're
making
that
commitment
to
us
today.
Yes,
okay,
you
know
that
works.
For
me,
we
all
have
conflicts
of
interest
on
the
council
that
we
need
to
disclose
or
recuse
ourselves
from
it's
no
different
than
how
we
operate
as
a
council.
K
K
Than
trying
to
find
people
that
have
or
trying
to
only
include
people
that
have
no
idea-
and
I
do
think
it's
a
benefit
to
the
community
to
have
folks
from
all
over
the
city
participate
I'll
share
my
experience,
I
sat
on
a
city
commission
before
I
became
a
congressional
staffer
and
then
once
I
became
a
congressional
staffer,
I
also
had
to
go
to
the
house
ethics
committee
and
they
did
a
very
thorough
review
and
even
though
the
commission
I
sat
on
was
an
advisory
commission
to
the
council,
I
they
told
me
I
needed
to
leave,
and
so
I
had
to
leave
immediately
they're,
very
strict
and
very
thorough,
and
so
I
do
feel
that
this
is
in
place.
K
I
see
that
councilmember
carrasco
has
her
hand
raised.
I
will
let
her
speak
to
that
relationship,
but
you
know
councilmember
carrasco
is
also
termed
out
in
december.
I,
and
I
will
let
her
speak
to
the
rest
of
that
relationship
I'll,
be
supporting
this.
Thank
you.
L
Thank
you
for
your
comments.
I
appreciate
you
councilmember.
D
Thank
you.
I
I
wasn't
planning
on
speaking,
but
as
somebody
who
also
recuses
herself
when
it
has
to
do
with
some
of
the
union
votes.
Because
of
my
relationship,
I
needed
to
make
sure
that
I
spoke
up,
especially
with
somebody
who
is
willing
to
come
in
and
serve
the
public
as
well
as
have
already
vetted
and
gone
through
some
of
the
process
to
ensure
that
you
are
going
to
be
neutral.
D
You
know
about
the
side,
I
don't
know
you
very
well
and
it
doesn't
matter
whether
I
know
you
or
not.
I
think
what
matters
is
that
you
one
are
competent
and
and
two
you're
able
to
serve
and
three
that
you're
being
transparent
and
have
done
the
work
ahead
of
time
to
ensure
that
you
will
be
a
neutral
party
as
much
as
you
can
and
as
much
as
anybody
else
can
for
that
matter.
D
Tend
to
have
a
certain
ideology
we
all
stray
from
that,
so
so
anyways.
I
I
just
want
to
thank
you
for
for
one
you
wanted
to
serve
in
this
capacity.
Not
a
lot
of
young
folks
spend
their
time
in
this
particular
commission.
So,
first
of
all,
just
just
thank
you
so
much
for
your
interest
and
and
congratulations
on
that
masters
program.
H
Thank
you
going
online
now
to
council
member
carrasco.
J
Thank
you.
I
I,
I
think
that
you're
doing
a
great
job
all
to
start,
but
I
I
feel
a
need
to
jump
in
here
and
and
talk
a
little
bit
about
the
work
that
you
did
do
in
my
office.
You
came
in
as
an
intern
if
I
remember
correctly
the
first
year
that
I
was
in
on
the
18th
floor
and
and
and
quickly
gained
my
confidence
and
the
confidence
of
my
chief
of
staff.
J
At
that
time
it
was
victor
gomez
who,
who
I
stole
from
johnny
camas,
who
was
unabashedly
and
unapologetically
a
republican.
J
I
got
a
lot
of
a
lot
of
heat
from
from
my
my
allies
and
my
supporters
and
my
community,
because
I
had
hired
victor
and
and
who
refused
to
change
his
party
affiliation,
but
under
his
recommendation
he
suggested
that
I
hire
you
after
you
finished
your
bachelor's
degree
and
then,
and
then
I
learned
through
word
of
mouth,
that
you
were
registered
under
a
different
letter
different
from
myself
and
so
half
my
staff
at
that
point
had
different
letters
than
I
did
and,
and
I
believe
other
folks
were
trying
to
convince
you
that
you
know
the
latino
from
the
east
side
with
that
kind
of
letter.
J
You
know,
I
don't
know
what
the
conversations
were
about.
I
never
tried
to
convince
you.
I
just
knew
that
you
were
a
good
worker
and
that
and
that
you
produced
for
me
just
like
any
other
employee.
I
I
wasn't
judging
you
by
your
letter
and
so
whatever
letter
you
have
now
is
irrelevant
to
me.
J
Thank
you
for
disclosing,
though
I
don't
know
if
you've
been
rehabbed
or
not
rehabbed,
but
but
thank
you
for
reminding
us
that
other
council
members
have
changed
letters
as
well,
and
so
I
don't
think
that
that's
relevant,
though
I
think
what's
relevant,
is
that
I
I
will
say
this
that
the
time
that
you
worked
for
me
as
an
intern
and
then
elevated
to
a
full-time
staff
was
because
of
the
level
of
integrity
and
your
ethical
work
and
behavior
in
my
office,
and
when
you
left
it
was
a
sad
day.
J
It
was
a
sad
day
and
you
left,
you
know
a
hole
in
our
office
because
we
enjoyed
you
and
we
enjoyed
the
level
of
of
work
that
you
did
and,
and
one
of
the
things
that
I
have
to
say
is
that
I
didn't
always
agree
with
you.
J
You
didn't
always
agree
with
me,
but
we
always
managed
to
have
very
honest
conversations
about
those
disagreements
and
you
were
always
very
respectful
and
regardless
of
how
our
disagreements
panned
out,
you
still
carried
out
your
work
for
me
and
for
the
residents
of
the
district,
and
sometimes
we
really
didn't
disagree.
We
really
disagreed
on
policy.
J
We
really
did,
but
you
you
stuck
it
out,
and
you
worked
for
me,
and
so
I
really
appreciate
that,
and
I
have
no
qualms
about
supporting
this
this
appointment,
because
I
think
that
you're
going
to
do
a
fantastic
job.
I
think
also
the
the
your
resume
stands
on
its
own,
regardless
of
the
recommendations
that
you
have
and
who's
given
them
to
you.
J
I
think
the
fact
that
you
are
working
for
an
issue
and
the
trajectory
of
your
career
speaks
volumes
of
of
who
you
are
and
also
that
that
a
lot
of
this
you
know
you
you've
done
this
on
your
own
and
and
what
I
want
to
say
also
to
the
council,
regardless
of
what
your
vote
is
going
to
be-
and
I've
said
this
before
during
these
last
seven
and
a
half
years,
if
you've
grown
up
on
the
east
side
of
san
jose,
you
don't
have
a
silver
spoon.
J
If
you
have,
if
you've
been
raised
by
a
single
mom
or
a
single
dad,
then
you
have
even
less
connections
than
most
other
people,
but
being
born
and
raised
on
the
east
side
of
101
makes
it
all
that
much
tougher,
and
so,
when
you
finally
are
breaking
into
these
circles
and
concentric
circles
of
influence,
don't
punish
us
for
that,
and
don't
judge
us
for
that.
J
Those
are
our
concentric
circles
of
influence
and
if
we
ourselves,
who
are
sitting
at
the
dice
are
recusing
ourselves
because
we
are
advised
to
based
on
whatever
the
criteria
is,
and
we
do
it,
and
we
expect
the
the
public
to
acknowledge
and
to
respect
us
for
it
and
to
believe
that
we're
doing
the
ethical
thing
and
we
do
it
and
we
are
able
to
sleep
with
our
decisions.
Then
I
believe
that
balthazar
can
do
it
as
well
as
we
do
it
as
well
as
dev
davis.
Does
it
as
well
as
matt
mahan?
J
Does
it
as
well
as
everybody
on
the
west
side,
can
do
it?
The
east
side
can
do
it
just
as
well,
so
I
am
going
to
be
voting
in
in
favor
of
baltazar's
appointment,
because
I
have
just
as
much
confidence
that
the
east
side
boy
is
going
to
be
able
to
uphold
those
ethical
decisions,
just
as
well
as
the
west
side
can
uphold
those
ethical
decisions.
So
thank
you
so
much
balthazar
for
stepping
up
and
taking
this
on,
because
it
is
not
easy
and
to
be
questioned
always
to
be
questioned.
J
J
L
Thank
you,
and
just
for
the
record.
This
is
just
evidence.
I
didn't
agree
with
everything
you
said
and
that
just
shows
you
the
kind
of
people
that
we
are
so
thank
you,
but
again,
thank
you
for
the
kind
words.
I
really
appreciate
that.
I
I
I
just
have
a
couple
of
questions
and
they
really
relate
to
your
comment
several
times
about
making
ethical
decisions
and
how
this
is
an
ethical
body,
so
occasionally
well
the
fair
political
and
campaign
committee
that
you're
applying
for
deals
with
complaints
on
campaign
related
to
current
campaigns
or
office
holders.
L
It
seems
like
that
would
make
the
job
even
easier.
You
don't
know
where
it's
coming
from
and
the
investigator
will
still
present
those
same
facts.
So,
even
if
you
do
or
you
don't
know
where
the
complaints
are
coming
from,
that
shouldn't
really
dictate
the
commission
decisions
at
all.
In
my
opinion,
you're
looking
at
the
facts
and
you're
looking
at
the
complaints
and
then
what
they
are
and
for
and
making
those
recommendations
based
on
that
from
my
understanding
is
how
things
would
work.
I
So
how
would
you
investigate
it
if
it's
from
a
non,
an
anonymous
person,
because
usually
wouldn't
you
I
mean
I'm
not
sure
exactly
the
process,
but
I
would
think
you'd
want
to
interview
the
person
who
filed
the
complaint.
But
if
there's
no
complaint,
then
it's
only
the
candidate
or
office
holder
who
is
responding?
So
how
do
you?
How
do
you
get
that
balance
of
an
investigation
that
way.
L
I
think
I'm
going
to
try
to
just
clarify
the
question
for
myself
from
my
understanding,
there's
an
investigator
that
will
present
the
facts
to
us.
So
I
don't
know
if
we
as
commissioners
would
be
doing
the
actual
investigating,
but
assuming
that
we
we
didn't,
and
we
have
those
facts
and
there
isn't
anyone
there
to
present.
I
would
be
operating
within
the
guidelines
set
forth
by
the
commission
and
those
guidelines
will
be
influenced
by
my
own
framework
that
I've
adopted
through
my
education.
I
Okay,
I
I
appreciate
that,
and
I
appreciate
your
answers,
I'm
I'm
going
to
as
well
support
your
appointment
to
this
position,
but,
like
the
others
who
already
mentioned
this,
I
am
going
to
hold
you
to
recusing
yourself.
We
all
have
to
accuse
myself.
In
fact,
I
have
to
recuse
myself
today
on
a
portion
of
the
the
really
important
things
we're
voting
on
today,
because
I
have
a
perceived
conflict
of
interest
and
that's
the
thing
about
conflicts.
I
Whether
we
believe-
and
I
know
I
can
make
the
decision
ethically
and
I'm
sure
you
can
too,
but
we
have
to
because
it's
what
our
public
looks
at
and
that's
what
we
need
who
we
need
to
speak
to.
So
with
that,
I
I
will
support
your
application
and
I'll
look
forward
to
your
work.
Thank
you.
Thank
you.
That's.
H
J
Very
very
quickly
lesson
learned
balthazar,
you
know.
A
lot
of
us
who
are
people
of
color
and
who
are
are,
you
know,
have
to
overcome
a
lot
of
different
obstacles.
Next
time,
don't
get
letters
of
reference
from
other
people
of
color.
You
had
a
great
relationship
with
johnny
kamis.
You
should
have
gotten
a
letter
from
johnny
kamis
or
one
of
his
other
staffers,
who
you
were
also
very
good
friends
with
enrique
don.
I
don't
remember
his
last
name,
but
you
remember
enrique
who
worked
in
his
office.
J
That
would
have
been
a
great
letter
of
recommendation.
So
lesson
learned
next
time
do
not
get
them
from
people
of
color.
It
doesn't.
Do
you
well
so
get
those
letters
of
reference
from
people
who
have
other
and
greater
influence
over
this
council.
H
One
is
really
the
purpose
of
this
commission
primarily
is
to
investigate
allegations
of
violations
of
the
code
and
then
recommend
particular
enforcement.
H
And
you
mentioned,
you
had
a
lot
of
interest
in
ethics
and
it
sounds
as
though
you
studied
it
quite
a
bit
in
college
and
perhaps
thereafter
and
undoubtedly
they're
going
to
be
times
when
you're
going
to
look
at
a
circumstance
and
you're
going
to
think.
Well.
That
doesn't
seem
like
the
right
outcome.
L
Well,
it
might
be
a
conflict
in
my
mind
it
and
it
will
appear
to
conflict
for
others.
You
always
have
to
follow
the
law
regardless.
It's
the
law
for
a
reason
this,
whether
it
was
a
legislation
or
council
members
that
created
that
that
was
created
for
a
reason
and
may
it
may
be
outdated.
It
may
need
change,
but
my
decision
can't
change
it
in
that
moment,
I'm
not
in
that
position
to
do
that.
Perhaps
a
recommendation
to
make
the
changes
afterwards.
L
H
H
You're
smart
enough,
not
to
do
that.
That's
that's
a
credit.
I
guess
the
question
is:
why
would
you
pick
this
one,
this
particular
commission-
and
let
me
just
point
out,
like
I'm
just
looking
at
the
special
eligibility
requirements
here
right
under
the
under
the
code,
and
it
says,
while
serving
on
the
commission.
No
member
will
publicly
endorse
any
candidate
for
city
office,
nor
engage
in
any
political
or
campaign
activity
on
behalf
of
any
candidate
for
city
office
and
have
no
contractual
relationship
with
any
candidate
no
not
employed
on
and
on.
H
I'm
sure,
you've
seen
it
all
that.
Yes,
obviously
none
of
us
on
this
diocese
would
qualify
to
be
on
this
commission.
Why
did
you
pick
this?
One
of
all
the
connections.
L
I've
always
wanted
to
be
a
comedian.
I
was
younger,
not
so
funny
so
I'll
answer
with
the
joke.
It
keeps
me
from
my
friends
asking
me
to
help
them
out
in
their
campaigns
and
donating,
but
that's
not
really
why
the
answer
that
I
have
to
give,
but
it
really
is
it's
again:
it's
it's.
My
passion
of
ethics
and
my
best.
L
Exactly
no,
but
just
to
answer
that,
honestly,
it's
again,
I've
answered
it
kind
of
in
a
way
before
it's
my
background
in
education
and
what
I
wanted
to
do
in
the
future
and
to
me
this
really
blends
both
of
those
worlds
together
in
a
way
that
keeps
me
going
keeps
me
motivating,
I'm
motivated,
I
don't
want
to
burn
out,
and
I
don't
want
to
commit
to
something
that
I'm
not
truly
100
in,
and
this
to
me
is
just
the
perfect
opportunity
for
that.
L
I've
seen
what
other
commissioners
their
kind
of
backgrounds
I've
interacted
with
those
in
those
types
of
people
in
their
background-
and
I
just
like
having
that
kind
of
diverse
set
of
citizenry
coming
together
to
address
issues
that
I
find
are
so
vital
and
sometimes
just
don't
quite
get
addressed
the
way
they
should,
because
there
isn't
enough
interest-
and
I
happen
to
live
by
this
day
by
day,
and
this
is
why
I
chose
this
commission
above
any
other.
L
H
L
I
think
I
would
have
the
very
same
concerns
other
council
members,
mahan
davis
brought
up,
and
I
think
this
is
a
reason
why
we
have
these
types
of
interviews
so
that
you
can
get
to
know
my
character.
You
can
ask
me
those
tough
questions,
see
how
I
respond,
and
I
also
believe
that
you
can
judge
my
character
and
my
sincerity
and
you've.
Many
of
you
have
been
doing
this
for
quite
some
time
and
you
can
know
when
someone's
lying.
You
can
well,
you
sh.
I
hope
you
do
when
someone
was.
L
H
Yeah
I
I
appreciate
that
and
like
I
I
don't
know
you
well,
I
obviously
I
met
you
on
the
18th
floor.
You
seem
like
a
perfectly
likable
person
to
me.
No
reason
to
believe
you
come
in
to
this
with
any
sinister
motive.
I
know
you
desire
to
to
serve
the
community.
That's
been
that's
obvious
from
from
your
life
path.
H
I
I
think
what
you
said
was
very
important
and
quite
truthful
that
it's
possible
for
people
to
have
concerns
about
the
fact
that
you
know
you're
endorsed
by
specific
candidates
as
your
as
your
recommenders.
That's
that's
unique,
particularly
for
this
commission
and
that
you've
actually
contributed
to
a
campaign.
Obviously
those
are
concerns
because
those
very
concerns
are
encapsulated
in
and
the
rules
around
special
eligibility
around
things.
We
ought
to
be
a
bit
concerned
about,
and
so
I
I
I
don't
think
this
is
an
issue
of
race.
H
I
don't
think
it's
an
issue
of
east
side,
west
side.
I
do
think
those
concerns
are
real.
On
the
other
hand,
I
think
you're
sincere,
and
I
know
you
want
to
serve
at
least
from
what
I
can
tell
if
I'm
any
judge
a
character.
I
think
you
want
to
serve
for
the
right
reasons,
so
I'm
happy
to
support
you.
I
would
just
ask
that
you
would
be
extremely
sensitive
to
the
concerns
that
have
been
raised.
H
I
I
worry,
obviously,
that
any
of
us
who
have
been
in
the
political
malou
would
come
into
a
role
like
this
and
and
there
would
be
a
certain
expectation
through
a
whole
series
of
networks
of
relationships
that
we
all
have
about
how
people
are
going
to
vote
or
not,
based
on
whatever
side
they
might
take
on
in
a
particular
issue,
and
so
I
just
I,
I
think
it's
very
important.
H
If
you
be
very
cautious-
and
I
hope
you
will
literally
recuse
yourself-
where
the
issues
seem
to
suggest
some-
some
entanglement
with
other
with
political
activity
and
which
you've
been
involved
in.
L
And
for
the
record,
I
also
would
agree
with
you
in
this
case.
I
don't
think
it's
about
west
or
east
or
or
about
race.
The
concerns
that
were
brought
to
me
were
legitimate
concerns.
Concerns
that
I
would
have
had
concerns
that
I
prepared
for
and
hopefully
answer
with
complete
honesty
and
clarity
for
everyone.
H
All
right
are
there
other
comments
or
questions.
Councilman
davis.
B
Thank
you.
I
just
want
to
point
out
to
our
body
that
many
of
our
commissions-
and
I
don't
know
in
particular
for
this
person
this
purple
this
particular
one
if
this
is
a
problem,
but
I
think
there
are
often
issues
with
quorums
and
with
filling
filling
the
body.
So
if
we're
appointing
someone
we
know
is
going
to
have
to
recuse
himself
liberally,
as
you
said
mayor
that
I
think
we
should
all
have
concerns
about
that
as
well.
H
Fair
point:
councilmember
mayhem.
M
I
understand
how
race
and
ethnicity
infuses
so
much
of
our
conversation
and
what
happens
here
and
systematically
in
our
society,
and
yet
I
promise
my
colleagues
that
if
it
was
pierre
luigi
olivario
applying
to
this
commission,
I
would
be
very
skeptical
and
concerned
and
would
ask
the
exact
same
questions
about
relationships
and
recusals
and
motivations.
M
So
I
just
wanted
to
state
that
on
on
the
record,
that
being
said,
given
that
you've
confirmed
multiple
times
now
that
you
will
be
very
clear
about
your
relationships,
donations
affiliations
and
will
recuse
yourself
liberally,
I'm
I'm
comfortable
taking
you
at
your
word,
but
I
just
wanted
to
reinforce
that.
I
think
the
questions
asked
are
very
fair
and
asked
in
good
faith,
and
I
just
felt
the
need
to
say
that
again.
Thank
you.
H
All
right
and
for
the
record,
former
council
member
oliverio
has
not
applied
to
this
commission
case
anyone's
speculating
out
there
all
right
all
right,
any
other
comments.
Okay,
let's
vote.
H
Mayor,
thank
you
balthasar.
Thank
you
for
your
service,
your
willingness
to
serve
okay.
Let's
move
on
to
item
3.7,
which
is
the
proposed
ballot
measure
on
the
city
charter
amendment
for
november
8th.
We
have
a
presentation
and
then
to
the
public.
Oh
I'm
sorry,
I
just
realized
someone
has
been
trying
to
raise
their
hand.
A
E
Okay,
good
afternoon
or
good
well
we're
right
after
noon.
Mr
mayor
and
members
of
the
council,
I'm
michelle
mcgurk
assistant
to
the
city
manager,
zulma
massielle.
Our
director
of
the
office
of
racial
equity,
is
here
with
me
as
well,
and
sarah
serate,
our
director
of
the
office
of
administration
policy
and
intergovernmental
relations,
is
with
us
via
zoom,
so
really
quickly.
E
The
proposal
before
you
today
responds
to
previous
council
direction
from
our
special
meeting
on
april
11,
where
you
told
us
to
come
back
with
a
ballot
measure
or
measures,
regarding
particular
recommendations
from
the
charter
review
commission
for
the
charter
review
commission's
recommendation
7
around
a
native
land
acknowledgement.
You
asked
us
to
conduct
additional
outreach
with
tribal
representatives
prior
to
coming
to
council
and
we
have
a
report
out
on
that.
E
Just
a
quick
reminder:
this
is
our
sample
draft
ballot
language
that
we
presented
in
our
report
under
the
california
elections
code.
These
ballot
measures
must
be
75
words
or
less.
They
must
also
be
a
true
and
impartial
statement
of
the
purpose
of
the
measure
and
cannot
be
argumentative
or
likely
to
create
prejudice
for
or
against
the
measure.
E
This
incorporates
the
council
direction
that
you
provided
on
april
11th
and
we'll
now
walk
through
each
of
the
recommendations
that
you
requested.
We
include
in
the
potential
measure,
so
recommendations.
Five,
six
and
eight
are
here.
The
five
is
to
elevate
the
board
of
fair
campaign
and
political
practices
to
the
charter.
E
Six
was
re
regarding
reforming
boards
and
commissions,
removing
requirements
that
members
of
the
three
existing
charter
commissions,
which
are
the
planning
commission,
the
civil
service
commission
and
the
salary
setting
commission,
be
qualified
electors
and
or
citizens
they
would
still
be
required
to
be
residents
of
san
jose
and
the
requirements
in
the
existing
charter
are
slightly
different
for
each
of
those
boards,
and
it's
just
based
on
when
the
sections
were
written
recommendation
eight
includes
updating
the
charter
to
eliminate
gender
specific
language,
so
it's
primarily
an
editing
exercise.
E
So
the
proposed
measure
incorporates
all
three
of
these
recommendations
so
now
I'll
turn
it
over
to
sulma
and
she
can
give
you
an
update
on
recommendation.
Seven.
N
Thank
you
michelle
good
afternoon,
mayor
and
members
of
the
city
council,
suleiman
massiel,
director
of
the
office
of
racial
equity.
Just
a
quick
background
on
this
item.
At
the
special
meeting
on
april
11,
the
city
council
directed
the
administration
to
engage
with
local
tribal
organizations
prior
to
bringing
forward
a
native
land
acknowledgment
to
include
in
a
potential
measure
to
amend
the
city
charter.
We
moved
quickly
and
four
weeks
later,
we
had
a
convening.
N
As
directed
I
had
the
privilege
of
organizing
and
communi
a
community
that
was
inclusive,
culturally
responsive
and
honored.
The
traditions
of
native
first
nations
peoples.
So
I
also
engaged
with
shannon
rivers,
a
native
spiritual
advisor
to
design
a
process
and
facilitate
a
meeting
for
the
purpose
of
reflecting
on
and
providing
input
on
a
proposed
land
acknowledgement
statement.
N
E
So,
recommendations,
nine
and
ten
recommendation
9
is
to
establish
equity
values,
equity
standards
and
equity
assessments
in
the
city
charter
recommendation,
10,
outlines
requirements
to
implement
and
address
equity
and
inclusion
in
city
programming
and
budgeting.
In
the
staff
report
we
have
provided
the
charter
review
commission's
language
in
attachment
b.
E
We
have
two
policy
options
for
the
city
council
to
consider
related
to
these
recommendations.
Option
one
is
to
adopt
a
charter
language
similar
to
that
used
in
section
607
of
the
city
charter
for
our
ethics
provisions.
We
have
provided
a
draft
here
for
you
and
policy
option.
Two
is
to
adopt
the
charter
language
proposed
by
the
charter
review.
Commission.
E
The
commission's
recommended
language
is
detailed
and
specific
and,
if
approved,
could
only
be
changed
by
going
back
to
the
voters
of
san
jose.
This
approach
would
limit
the
city
council's
ability
to
respond
to
continued
learnings
and
public
policy.
Advancements
regarding
racial
equity,
changing
circumstances
and
changing
needs
without
going
through
the
process
of
an
election,
and
that
is
because
the
charter
is
essentially
the
city's
constitution
and
it
typically
provides
guiding
principles
with
details
provided
later
in
a
resolution
or
a
council
policy
or
implementing
legislation.
E
Staff
brought
forward
language
in
option
one.
For
that
reason,
and
I
should
note
that
the
memo
from
council
members,
jimenez
cohen
and
foley
recommends
option
one
with
some
language
changes,
specifically
using
the
term
promoting
racial
equity
and
which
and
the
language
which
shall
staff,
is
amenable
to
this
amendment,
and
there
is
additionally,
some
language
in
a
memo
from
the
city
attorney
around
how
the
language
in
this
section
of
the
charter
would
need
to
comply
with
state
law.
E
So,
finally,
we
wanted
to
provide
you
with
a
reminder
of
which
actions
require
a
charter
amendment
and
where
policy
or
programmatic
alternatives
do
exist.
E
As
I
mentioned,
the
charter
is
our
constitution
and
can
only
be
amended
or
updated
by
a
vote
of
the
people.
So
finally,
here
is
a
synopsis
of
the
recommendations
that
are
on
the
agenda
today.
E
If
council
wishes
to
place
a
measure
on
the
ballot,
you
will
need
to
give
direction
regarding
the
equity
values,
section,
recommendations,
nine
and
ten
you'll
have
to
choose
option
one
or
two.
You
will
also
need
to
consider
the
update
on
outreach
regarding
the
native
land
acknowledgement
and,
finally,
you
will
need
to
adopt
a
resolution
taking
all
of
the
steps
necessary
to
place
a
measure
on
the
november
ballot
and
with
that
staff
is
available
for
your
questions.
H
Thank
you
very
much
michelle.
Thank
you
so
much
for
your
work
I
was
asked
about.
I
know
several
folks
are
interested
in
when
exactly
we're
going
to
take
a
quick
break.
So
why
don't
we
go
to
public
comment
at
this
time
and
then
we'll
take
a
break
after
public
comment?
Will
return
for
council
deliberation.
A
Hi
blair
beekman
here
I
just
first-
I
guess
I
wanted
to
about
this
item.
I'm
sorry
that
the
different
mewekma
tribes
couldn't
come
to
an
agreement
about
this
issue:
good
luck
in
future
negotiations
and
how
we
can
all
learn
to
work
together
in
san
jose
something's
hopeful
for
our
future.
I
hope
we
can
get
it
together.
It's
important
and
good
luck
in
those
efforts.
I
also
wanted
to
quickly
offer
from
the
last
item.
A
It
was
a
really
interesting
item
and
I
I
raised
my
hand-
and
I
it
may
have
been
taken
down
through
the
item,
but
thank
you
very
much
for
noticing
my
hand
at
the
end
and
making
a
comment-
and
I
I
don't
have
much
to
say
at
this
time,
but
just
to
thank
you
for
a
good
discussion
on
the
last
item.
Thank
you.
A
O
Hi,
thank
you.
My
name
is
elaine
camarena.
I
am
a
tribal
member
of
the
tommy
nation.
I
am
signed
on
here
today
to
tell
you,
the
city
of
san
jose
and
those
listening
that
I
show
my
my
support
that
I
stand
by
the
city
and
their
decision
to
not
move
forward
the
land
acknowledgement.
We
do
not
believe
in
participating
in
modern
day
colonialism
that
mwakama
tribe
continues
to
do
with
us.
Every
time
we
have
a
seat
at
the
table.
We
will
not
allow
outside
tribes
and
their
anthropologists
to
tell
us
who
we
are.
O
We
are
not
fictitious.
Leventhal's
previous
comments
are
gross
negligence
and
colonial
federalism.
Just
because
we
are
forcibly
removed
to
the
central
valley
does
not
mean
that
the
santa
clara
valley
does
not
hold
great
cultural
value
to
us.
It
doesn't
change
where
we
come
from
or
erase
the
footprints
left
behind
by
our
ancestors.
O
I
myself
am
a
guest
in
the
yokai
homeland,
but
that
does
not
give
me
the
right
to
claim
these
lands
as
my
own.
Even
if
I
had
married
tizen
mwekma
citizens
are
guests
in
tommy
and
homeland
seeking
to
land
grab.
They
themselves
have
shared
multiple
documents
stating
that
they're
that
they
are
from
san
francisco
east
bay,
that's
where
they
should
be
appropriately
fighting
for
their
own
lands
in
the
east
bay
area,
not
in
santa
clara
county.
O
We
will
continue
to
fight
for
our
rights
and
continue
to
do
the
work
to
protect
our
lands
in
sacred
places.
Please
view
the
bia
map
for
accurate
and
correct
reference.
Do
not
allow
the
micro
tribe
to
continue
to
give
the
public
mendacious
information
any
longer.
We
have
the
utmost
confidence
that
the
city
of
san
jose
will
continue
to
make
the
right
decisions.
We
are
the
lands
and
we
are
tommy
nation.
Thank
you.
O
A
H
Okay,
thank
you
to
members
of
the
community
who
spoke.
Why
don't
we
take
our
break
now?
What
do
we
think
one
o'clock
enough
time.
