I
I
I
Ed
kept
advancing
as
a
recreation
superintendent.,
he
managed
many
community,
centers
and
programs.
Under
his
leadership,
the
centers
became
vibrant
hubs
of
activity,,
fostering
connections
and
enriching
the
lives
of
residents
from
all
walks
of
life.,
one
of
ed's
biggest
achievement.
I
think
we
could
all
agree
is
viva
k.a.
and
we.

Center
checking
me
tell
me
I
couldn't
wear
a
blue
hat
because
it
was
gang
related,
which
I
didn't
know
about,
so
they
screwed
me
up
really
quick.,
but
you
know,.
Over
the
last
twenty
four
years,
I've
been
blessed
to
work
for
the
city
of
san
jose,,
all
the
different
communities.
I've
been
I've
been
fortunate
enough
to
interact
with
from
the
mayfair
folks,.

Supplement
the
motion,
if
you.
L
P
Everything
that
you
requested,
however,
will
require
several
months
of
work
and
would
require
actually
some
of
the
authorizations
we're
seeking
in
the
item
in
order
to
be
able
to
gather
in
particular,
the
cost.
Estimates
would
not
be
available
and
the
full
impacts
wouldn't
be
available
until
we
had
your
approval
to
use
the
budget
to
do
the
research
that
we
need
and
to
work
in
partnership
with
our
the
other
stakeholders
that
we'd
like
to
engage
with.
B
B
Of
the
day
for
us
to
get
into
the
weeds
of
what
this
might
cost
or
other
details.,
but
I
think
it
would
be
helpful
to
work
with
staff
to
make
sure
when
it
comes
back
on
october
3rd.
If
that's
the
decision
of
the
council,
that
the
presentation
reflects
the
things
you
hope
to
to
learn
at
that
time.
kiip.
I
don't
know
if
you.
P
Want
to
add
to
that.
yes.,
and
I
think
that
a
future
study
session
would
be
appropriate
on
this
topic..
It's
a
very
complicated,
nuanced
and
multilayered
one.,
and
so,
in
addition
to
coming
back
on
third,,
I
could
work
with
the
city
manager
to
determine
an
appropriate
time
and
date
for
a
more
robust.

Individual
briefings
that
you
can
sit
down
and
ask
the
questions
you
need
to
ask
to
understand.
What's
going
on,
rather
than
bring
us
all
together
to
do
it
collectively.,
that's
how
I
would
approach
it,
and
I
think
six
more
weeks
gives
you
a
lot
of
time
to
have
multiple
briefings,
as
I
have
had
in
the
last
two
weeks,
because
I
have
a
lot
of
interest
in
this
topic
I
had
expected
today,
I'm
all
in
favor.
M
M
M
M
M
Opportunity
to
tap
into
a
new
infrastructure,
that's
being
built
by
the
state..
The
state
iso
is
building
new
transmission
lines
to
san
jose
,one
from
the
south
and
one
from
the
north,
one.
That's
coming
through
north
san
jose..
We've
had
all
we
hear
all
the
news
about
the
unstable
grid
and
the
importance
of
enhancing
that
grid
and
kaso.
M
M
M
M
M
The
cost
is
less
for
people
to
hook
up
and
they
feel
that
there's
a
more
reliable
service
in
santa
clara
than
there
is
in
other
parts
of
the
bay
area..
We
have
begun
to
get
more
data.
Centers.
three
of
them
are
being
built
in
district
four
in
the
next
year,
probably
more
than
that
some
one
of
them,
microsoft,
is
building
a
data
center
right
next
to
the
where
the
new
transmission
line
will
be
in
north
san
jose
and
they've
expressed
that
boy,
they
would
love
to
have
an
option
potentially
to
have
a
different.
M
Provider
for
their
hook
up
to
their
data
center.
having
that
option
in
san
jose
may
be
a
good
thing..
We
don't
know
yet.,
we
haven't
done
the
analysis.
it'll,
take
us
two
to
three
years
to
do
the
analysis,
but
I
believe
it's
important
for
us
to
do
that
analysis.
So
I
think
it's
important
for
us
to
have
the
conversation
with
the
stakeholders
between
now
and
october
3rd.,
and
the
only
reason
I
was
pushing
to
approve
this
today
was
because
I
was
under
the
impression
that
the
sooner
we
get
in
line
the
better
with
less
power.

Well,
I'm
honored
to
lead
the

for
former

nancy,
in
some
of
this
to
me,
your
touchstone
but
I'll
reiterate
this
and
I'm
sure
folks
will
learn
a
little
something
new
about
miss
pyle.
As
I
read
through
this.

It
also
allowed
us
to
do
outreach
and
engagement,
which
is
described,
we've
been
doing
this
summer
and
then
drafting
a
compliance
program,
our
ordinance
and
rebate
pilot
project..
Now
we
have
those
in
development
right
now
they
will
be
done
and
will
be
coming
back
for
review
and
approval
and
in

phase,

and
just
an
update
on
some.

W

Was
really
good
planning
on
her
part
and
one
of
these
sort
of
things
I
think
more,
the
community
can
understand
her
point
of
view,
what
she
was
asking
for
ten
years
ago
now,
and
it's
from
that
people
like.

O
Ok,
councilor
ortiz.,
oh
there
we
go
..
Do
you
want
to
press
it
twice
because
then
just
shut?
It
off.,
but
thank
you
staff
for
your
hard
work
on
this
very
important
matter..
I
think
that
it's
really
critical
for
our
residents
to
live
in
safe
homes,
and
I
saw
some
of
those
photos
and
it's
like
wow,.
That
is
a
very
serious
matter,
especially
as
I've
been
getting
more
acquainted
here
and
seeing
more.
O
O
T
Funding
going
directly
to
the
building
owner
for
the
improvements
and
then
some
funding
directly
to
tenants
to
provide
their
assistance
during
the
process..
So
we're
still
figuring
out
to
be
determined
and
as
we
you
continue
to
get
feedback
from
both
building
owners
and
tenants
will
incorporate
that.
O
T
O
T
T
O
N
Minutes,
ok,
it's
on..
I
appreciate
all
the
questions,
because
those
are
some
of
the
questions
I
had.,
I'm
not
sure
if
I
missed
it
in
the
answer,
but
do
we
know
because
our
other
jurisdictions
already
going
down
this
road
in
which
they're
they're
doing
renovations
and
retrofits?
I
should
say
to
some
of
the
buildings?.

U
And
the
program
itself
is
what
I
want
to
point
out..
This
is
a
reimbursement
program..
So
as
we
had
to
expend
the
money
first
and
then
we
apply
back
to
fema
for
the
reimbursement..
So
it's
not
like
the
grant
is
a
bunch
of
money..
It's
dropped
in
the
city's
lap
to
operate.
We
have
to
show
demonstrate
that
the
work
is
complete
and
it's
focused
on.

With

the
idea
is
that

and
we
want
to
convert

with
the

the

on
the

not
a
problem.
talk

our
neighbor
is
a
great
idea
came
to
this
city.
They
said
no,
they
said.
So.
Why
is
it
because
state
law,
you
can
only

You
can
build
on

of
the
garage..
