community

of
action
is

failure

the

a

killer

all
americans,
causing
one
in
three
deaths
each
year.

many
of
those
deaths
could
be
prevented
with
lifestyle
changes
and
education,
which
is
part
of
the
heart
association's
mission
for
longer,,
healthier,
lives,,
healthier
eating,
habits,,
better
access
to
healthy,
food,,
more
walkable
communities
and
a
stronger
connection
between
residents
are
what
I
want
for
our
city..
This,
in
turn,
will
help
san
jose
become
a
certified
blue
zones
city
where
residents
live
well
into
their
one
hundreds
and
are
still
thriving
this
heart
month.

are
recognizing
the
strong
need
for
education,
about
cardiovascular
disease
among
women..

why

american
heart
association
has
launched
that

the

red
for
women
movement..

program
serves
as
a
catalyst
for
change
to
improve

lives
of
women
globally
by
encouraging
them
to
take
charge
of
their
own

urgent
goal
to
have
at
least
one
person
in

household

pioneer

fight

gendered

mexican

grew
up
in
a
household
affected

domestic
violence,

abusive

weaponized
her
mother's
undocumented
status,
to
make
her
feel
trapped
in
the
cycle
of
violence
inspired
by
her
mother's
strength.
In
the
face

the
face
of
such
awful
conditions,,
she
became
a
social
activist
in
the
late
1960s,
aiming
to
bring
a
sorely
needed
focus
to
the
needs
of
women,
of
color
of
the
time.

tireless
advocate

latino

founding
organizer

coalition

the

opportunities
and

empowerment

latinos
in
san

this

she
led
the
charge
for
the
current
ten
district
council
system.

have

ensuring
a
better
representation
of
all
the
people
in
san
jose..

proud
to
stand

the
shoulders
of
great
people
like

helping
disadvantaged
persons
and

multiple
reasons..

will
remain
in
my
memory
of
her,
because
after

burbank
theater

council

on
the
consent
agenda

you

we're

organization

supports
building

development

often
get
nervous
about
change..
But
the
burbank
theater
is
a
truly
great
asset
in
san
jose
and

hate

see
it
go

this
project
continues
to

forward,

council

stay
engaged
in
its

a

in

promise

don't

continually
institutionalize
racist,
neighborhoods

celebrate
them
because

beautiful

racist
neighborhood
and
we
excluded
exclusively
blacks
and
mexicans
from
living

look

the
beautiful

got

result

character

concerned
about

because

kind
of
deadly
sociopathic
city
in
my
living

celebrates

architecture

exclusion

audacity
of
this
councilwoman
is

charge
of
that
district

that
she
would
love
for
people
to
live

decisions

development

somewhere

the
cycle

decided

by
the
county
of
santa
clara
but
by
the
city
of
san
jose
that
there's
some
significant
issues
there
with
how
residents
within
the
urban
community
are
able
to
have
a
say
on
development
issues
going
forward.

lot
of
positive
things.

have
a
permanent,
supportive
housing.

really

that

successfully

developers

coming

this
area

projecting
onto

area

this

don't
look

have
no
concept
of

history

mall
and

lee
and
bascome

san
carlos

historical

able
to

to
rightfully
check

they're
coming

with
a

no
sense
of

history
of
that
area,
nor
the
type
of
architecture
that
it
holds.

looking

into
the
area

just
simply
monetize.

these
pockets
and
these
issues
of
annexation
in
that
area

because
of
the
red
line,
not
back

nineteen
thirty

areas

annexed

focused
on
in
terms
annexation
was

go
in
and
eight
months
after

was
enacted
annexed

city
of

jose

we
get
this
map
eight
months
after
the

it
coincidental??

when

having
these

bit
about
our
recent
airport,
we
bant
rebrand
work..
It's
a
little
bit
of
background
since
nineteen
forty
nine,
when
the
first
commercial
flight
landed
in
san
jose.
The
airport
has
been
connecting
our
city
to
the
world
while
continually
advancing
to
meet
market
demand,,
stay
competitive
and
create
a
better
travel
experience
for
everyone.
After
nearly
30
years
with
the
same
brand
logo
and
associated
elements,,
the
airport
is
evolving
once
again
this
time
with
the
adoption
of
a
new
brand
identity..

the
airport
is
a
self
supporting
enterprise,,
it
is
part
of
the
city
of
san
jose
and
I'm
delighted

this
critical
aviation
hub
is
evolving
to
meet
the
needs
of
both
visitors

jose

operating
budget
coordinator
and
stuart

capital
budget,

All
of
the
key
leadership
team
to
help
bring
the
document
that
you
have
before
you
today
and
that
we're
going
to
be
talking
about
also
a
huge
thank
you
to
the
budget
office
staff,
who
do
a
lot
of
hard
work
to
make.
This
document
happen,
as
well
as
the
department
partners
who
do
a
lot
of
work
behind
the
scenes..

So
the
adopted
budget
is
a
financial
predicated
on
the
best
information
available
at
the
time
it's
prepared,
but
with
any
budget.
The
changing
conditions
create
the
need
to
modify
the
original
plan
so
through
its
budget
policies.
The
city
council
has
designated
mid-year
as
the
appropriate
time
to
perform
a
comprehensive
assessment
of
the
current
year's
budget
and
the
mid-year
budget
review
report
as
a
vehicle
for
consideration
of
any
necessary
budget
revisions.

To
prepare
this
report,,
the
budget
office
working
with
all
city
departments,
analyze
the
status
of
the
city's
operating
capital
budgets
contained
in
over
one
hundred
and
thirty
five
different
funds.
Based
on
that
analysis
and
the
recent
receipt
of
several
new
grants
and
reimbursements,
adjustments
are
recommended
in
the
report
for
city
council's
consideration,
today.
and
so.

Looking
at
it
from
sort
of
a
big
picture
perspective,
when
we
look
at
the
entire
city's
budget
and
went
to
the
process
of
digging
in
and
figuring
out
what
was
going
to
be
in
the
mid-year
budget
report,,
we
can
confidently
say
that
operating
capital
funds
are
generally
performing
as
expected..
We've
got
a
few
exceptions
here
and
there
which
we
talk
about
in
the
report.
but
generally.
This
is
a
good
news.
Report.
things
are
about
where
we
thought
they
would
be.,
maybe
they're
a
little
bit
better
for
the
first
half
of
the
fiscal
year.

and
as
I'll
talk
to
in
a
second,.
Most
of
the
economic
indicators
have
been
strong
through
the
first
half
of
the
fiscal
year..
What
we'll
be
waiting
to
see
is
the
expected
softening.
We
have
built
into
our
budget
for
the
second
half
of
the
fiscal
year
and
how
that-
and
it
continues
on
into
the
future
budget..

So
that's
something
that
we
are
looking
to
see
and
we
do
have
a
number
of
budget
actions
recommended
in
various
operating
capital
funds,
mostly
just
sort
of
to
true
up
where
we
need
to
be
based
on
the
most
recent
information
that
we
have
available
and
we
feel
pretty
good,
even
though
we're
probably
projecting
some
weaker
economic
times
ahead.
That
the
city
is
in
sort
of
a
pretty
good
position
to
begin
at
twenty
three
twenty
four
budget
process
in
the
next
couple
of
months..
So
just
to.

Talk
about
a
couple
of
major
economic
indicators
just
to
step
through,
I
can
get
us
to
go
back.
I
don't
want
to
tip
my
hand
for
there
you
go..
As
I
said
when
you
look
at
the
actual
data,
the
data
looks
really
good,,
especially
when
you
look
some
of
the
major
economic
indicators
that
we
have.
you
know,.
We
do
see
the
notices
in
the
media
and
the
uncertainty
related
to
the
layoffs
that
we've
been
been
seeing..
That's
probably
something
we
need
to
keep
an
eye
on
in
the
future..

S
Recent
past.,
so
we
are
definitely
better
than
we've
been
in
the
past
couple
of
years.,
so
we're
trending
above
last
year's
levels,
although
still
below,
where
we
were
pre
pandemic
and
for
1990
by
twenty.
I
can
say
that
year
to
date,
totti
revenues
transient
occupancy
tax
revenues
are
about
75
percent
higher
than
they
were
this
time
last
year..
So
those
are
all
trending
in
the
right
direction,
which
is
good
again
kind
of
in
a
wait
and
see
how
the
economy
may
shift
in
the
coming
months..
But
so
far,,
you
know,.
S
These
types
of
data
are
looking
really,
really
good..
The
data
that
is
certainly
on
the
more
negative
side
is
on
the
real
estate
and
this
probably
isn't
a
surprise
to
any
anybody..
But
I
do
want
to
point
it
out,
because
real
estate
is
really
important
to
silicon
valley
in
terms
of
the
city's
budget
also.,
and
so
we
have
here.
The
blue
line
is
a
number
of
property
transfers
and
the
green
line
is
a
median
single
family
home
price
and
it's
the
percent
change
year
over
year..
S
So
what
you're,
seeing
each
each
dot
on
that
line
theoretically
represents
how
much
it
grew
or
shrank
from
the
prior
year,
because
real
estate
is
very
seasonal..
So
we
want
to
compare
on
a
year
over
year
basis
and
we
had
a
huge
spike
up
in
property.
Transfers,
you
know,
during
the
pan,
the
pandemic
that
was
to
be
expected
or
you
know,.
That's
happened
in
the
past
and
we
know
those
been
trending
down
and
what
but
also
was
holding
for
a
while
was
the
actual
price
or
price
was
holding
pretty
steady..
S
But
we
have
now
seen,
as
you
can
see,
toward
the
end
of
that
graph
as
prices
coming
down
as
well.,
so
that
does
have
a
couple
of
negative
indicators
for
a
couple
of
our
revenue,
sources,,
one
of
them
being
the
construction
and
conveyance
tax
protection
in
the
second,
and
also
our
major
taxes..
We
had
assumed
our
taxes
would
be
lower.
This
year.
they
110
million
dollars
last
year,
their
budget
at
sixty
five
million
dollars
this
year.
We're
so
far
on
pace
for
that.
But
we'll
need
to
think
about
that
in
the
upcoming
budget.
Cycle.

And
so
just
from
an
overall
perspective,,
I
just
again
want
to
say:
that,
you
know,
revenue
growth
is
is
strong..
We're
looking
to
that
revenues
are
about,
are
on
pace
to
exceed
the
current
budget
estimate
by
about
30
million
dollars
or
about
two
two
percent
of
the
general
fund,
and
we
expect
expansion,
savings
of
at
least
15
million
dollars
by
the
end
of
of
june.
and
that's
important,
because
we
as
part
of
our
budget
development
process.

Have
a
number
of
limited
adjustments
that
barney's
is
going
to
step
through
in
a
second.,
but
at
the
end
of
the
day,
we'll
have
nine
point:
four
million
dollar
sort
of
remaining
in
the
in
the
general
fund.
That
will
help
us
establish
our
twenty
to
twenty
three
ending
fund
balance
reserve..
That
reserve
has
to
get
to

was
not

a

statue
but

of

for
every

of

by
