formed
back

2015.,
their
executive
director
who
all
of
us,
I
believe,
deb
cramer,
has
been
involved
with
coyote
creek
since
2014,
and
she
has
helped
draw
thousands
of
people
to
kylie.
Creek.
she's
helped
coordinate
over
one
hundred
and
twenty
seven
cleanups,
seven
thousand
five
hundred
and
ninety
two
volunteers.
I
thirteen
thousand
six
hundred
seventeen
volunteer
hours
and
they
have
helped
remove
over
four
hundred
and
seventy
four
thousand
pounds
of
trash
from
our
communities
along
with
their
community
cleanups..
They
also
have
hosted
a
number
of
events
which
include
bio,
blitz
events,
where
a
group
of
participants
document
as
many
species
as
possible
in
a
specific
timeframe
and
in
collaboration
with
our
city's
parks
department
and
the
open
space
authority.

They
have
also
co,
hosted
the
kelly
park
sunset
walks,
where
residents
can
learn
more
about
local
wildlife
and
participate
in
a
guided
tour
through
the
park
during
the
sunset
and
personally
able
to
participate
in
many
of
these
cleanups
myself..
It
is
amazing
to
see
what
a
group
of
dedicated
passionate
community
members
can
accomplish
in
just
a
few
hours
and
keep
category
beautiful
has
and
continues
to
be,
a
community
asset.

center

create
partnerships
around
heidi
creek

it's

incredible
watershed
from
the
hills
headquarters
of
the
creek
that
provide
many
hiking
opportunities
to
the
bay
were
empty,
showcasing
the
diversity
of
birds
and
bay,
wildlife.

creek
provide
something
for
everyone
over
the
past
six
years,
as
the
council
no
mentioned,
we've
offered
educational
action
and
our
recreational
activities
for
all
ages.,
along
with
the
tons
and
tons
of
trash
that
we've
removed,.
Our
cleanup
team
leaders
share
their
love
of
nature
and
small
snippet
such
when
we
saw
a
great
egret
or
a
salamander.
Recently,
our
educational,
bio
blitz
events
are
a
great
way
for
people
to
enjoy.
Even
last
week
we
saw
these
beautiful,
bald
yet
cute
cute
babies,
hillier
county
part,
and
they
had
this
brilliant
orange
bush.

Monkey
flower
that's
been
around
recently
as
well,
partnering
with
it
with
great
organization
that
has
been
the
key
to
our
success,
starting
with
the
city
of
san
jose's,
environmental
services,
department
parks,
department
and
we've
distributed,
hundreds
of
free
litter
kits
thanks
to
the
anti
litter
team
and
hosted
two
summers
of
sunset
walks
and
council
members
plaza
participated
in,
and
one
of
those.

expanded
recently
to
virtual
tours

the
whole
watershed..

coalition,
we
work

save
our
trails,
friends
of
five
routes,
trails,

the
rich
trail

advocate

and
story

as
many

we've

worked
with
santa
as
a
city,
students
and
faculty
and
they've
put
in
many
hours
through
their
classes
to
learn
about

creek
and
our
organization..

also
have
worked
with
the
protect
hardy
valley,
collaborative
which
has
paid
off

voter

council
support
to
purchase
and
protect
land
that
may
otherwise
have
become
warehouses.

reminder
that
efforts

protect

creek
watershed
and
its
open
space
is
not

pandemic,

increase
in
homeless
people
living
along

collaboratively

our
community
groups
and
agencies,
neighborhood

clubs

vision

healthy
and

police
budgeting
ideas..

want

police
budgeting
needs
at
this
time
and
what
not
we
may
have
to
be
preparing
for
natural
disasters
in
the
next
few
years.,
but
how.

be

factor

This

extremely
difficult
time
to
be
a
police
officer
in
a
big
city
in
america
right
now..
These
are
very
challenging,,
challenging
issues
that
everyone
is
grappling
with,
and
our
police
officers
are
on

frontline
every
day
serving
our
community.
dealing
with
those
issues
in
real
time.,
and
I
want.

police

oscillation
because
I
think
that
we
are
making
some
progress.
we're
not
there
yet,
but
we're
making
some
progress
on
some
important
elements
of
police
police
reform
work
plan
that
I
know
that
the
council
has
voiced
concerns
about
two
particular
elements
that
we
think
are
very
important:
around
discipline
investigations
first
on
arbitration.,
I
think
it's
not
a.
A
A
Seem
to
be
appointed
never
heard
of
different
ways
in
different
cities.,
but
it
always
seems
to
create
some
some
odd
incentives
for
arbitrators
in
the
decision
making
they
engage
in,
and
I
think
that
we've
experience
some
challenges.
Certainly
in
this
city,
when
there's
been
a
termination
of
a
police
officer
since
been
reinstated
by
an
unaccountable
arbitrator..
I
appreciate
that
in
this
contract
we
are
seeing.

Now
that
arbitrators
decisions
will
be
published.,
I
think
that's
very
important
to
public
transparency
around
arbitration
decisions..
There's
acceleration
of
this
process
round
scully
conference,
which
I
think
is
also
important,
and
the
selection
of
arbitrators,
is
significant
change
that
I
think
will
create
a
more
independent.

we
all
looking

on
the
other
front
of
investigations
again,
I
know
the
counsel's
expressed
concerns
about
how
investigations
are
performed
in
every
big
city
in
the
country,
which
is
predominately
through
internal
affairs
investigation,

police
misconduct
and
internal
affairs
departments
and
what
we
see
as.

internal
affairs
investigators
to
interview
additional
witnesses
to
ask
additional
questions,
review
additional
issues
and

allow
ipa

their
staff

directly
ask

subjects

witnesses
during
administrative
review

officers
are
required
to
answer

questions
from
the
ipa..

those
are

steps.

to

decide
to

want

slow
down

fast

are

consultants

unfunded
liability.
Challenge,
looked
at
pension
obligation,
financing
options..
We
had
a
report
from
our
municipal
advisor..
We
also
had
an
analysis
of
potential
p.o.
bs
and
talked
about
the
judicial
validation
process
and
then
came
with
some
conclusions.,
but
it
was
a
purely
study
session..

So
there
were
no
council
action
or
direction
taken
on
the
twenty
third..
So
today,
as
we
kind
of
teased
you
with
on
the
twenty
third
that
we
were
going
to
come
back
with
a
recommendation
to
which
direction
today
is
to
help
work
in
a
parallel
process,
so
we
can
start
the
validation
process
and
the
potential
financing
of
the
uae
with
pbs..

So
that'll
include
us
putting
together
some
documents
for
court
validation.
we'll
be
working
on
a
pension
obligation,
funding
policy
for
finding
the
bond
sizing
and
structuring,
including
a
robust
risk
analysis
and
discussion
with
the
retirement
plans,
especially
around
their
investment
strategies
and
asset
allocation..

robust
analysis

financing
plans,
including
a
risk
and
benefit
analysis

then
hopefully,
we'll
have
a
successful
validation

that
we

come

investment
conditions

direct

administration

the
city

proceed

planning

preparing

coordinate

the
office
of
retirement

schedule
joint
meetings
between
the
council

the

approval
of
the
prb
financing
plans
with

accompanying
risk
analysis

benefits

the
council

lot

explorations

our
tax
payers
have
already
sacrificed
a
lot
to
address
the
issue
and
yet
there's
still
still
burden
there..

know
we're
trying
to
find
creative
ways
of
addressing.
so
I'll

a
moment,
I'm
going
to
move
the
staff
memo
as
well
as
my
own..

do
appreciate
all
the
work
that's
been
done
and
I
understand
why
pension
obligation
bonds
are
something
we
want
to
get
validated
to
issue
and
further
explore
or
to
just
say
that
I
do.,
I
do
think
there.
There
is
real
risk
here
from
what
I
understand.
Having
done
my
own
research
and
speaking
with
some
external
experts
that
I
think
is
on
some
level
to
the
mayor's
point..
This
is
a
kind
of.

Gambling
on
the
timing
and
I'll
admit
that
the
fact
that
the
market's
at
historic
highs,
we're
seeing
very
high
price
to
earnings
ratios
would
just
not
be
at
all
unusual
for
us
to
see
a
recession
soon,
that
it
could
depress
equity
prices
for
a
long
time.
and
fundamentally,
what
I
think
we're
doing
with
fewer
visas
is
borrowing
from.

Wall
street,
in
order
to
invest
in
wall
street
and
you
know,
we're
just
kind
of
banking
on
those
investment
returns
outperforming
the
cost,
the
borrowing
costs
plus
the
management
fees..
So
I
really
think
it
would
help
council
to
understand
in
detail
with
a
year
by
year,
analysis
a
few
different
scenarios
that
I've
outlined
in
my
memo,
so
that
we
can
see.
Some
of
these
scenarios
are
going
to
look
really
great
and
I
hope
it
turns
out
that
way..

think
we
may
also
see
some
scenarios
that
give
us
pause
where
a
very
reasonably.

recessionary
scenario

next
few
years
could
further
impact
the
general

caution

council
members

thinking

shouldn't

shouldn't
be
thinking
about
timing,

market..

think
it's
a
big
mistake
to
sort
of
sit
here
and
say:

know
what's
coming
next
year
solution,
so
we
shouldn't
make
a
purchase
now.

that's
why
I
like
the
prudent
approach
of
a
dollar
of
a
dollar
cost
averaging
type
of
scheme..
That's
been
a
mitigate
risk
by
buying
into
these
bonds,
selling
these
bonds
and
buying
into
the
market
at
various
times
over
a
number
of
years,
so
that
we're
not
at
the
mercy
of
a
single
year
fluctuation
in
the
market
or
downturn..
So
we
have,
we
have
to.

people
buy
bonds,
municipal
bonds,
particularly
because
they're
a
good
way
to
balance
their
portfolios.,
and
so
the
idea
that
the
bonds
are
at
a
good
rate
now
means
it's
a
good
time
for
us
to
be
considering
this

bonds
is
at
a
really
favorable
time.,
so
we
have
to
be
taking
that
into
account
and
I'm
looking
forward
to
pursuing

violations
are
being
reported

department

historically

staff

earmarked
for

diverted

the

random
stops
that

would

actions
that
we
saw
from
the

of

the

to

partnership
