office

economic
development
and
cultural
affairs

excited
to
announce

grant
program

launching
next
month
for
businesses
here
in
the
city
of
san
jose,
and
these
are
this.
This
grant
program
is
going
to
be
for
businesses
who
happen
to
owe
back
rent
during
the
pandemic.

have
a
webinar,
that's
being
scheduled
for
this
thursday
april
28th
at
3,
30
p.m.
For
our
businesses
to
get
more
information
about
the
grant
program,
businesses
that
are
actually
going
to
be
eligible-
and
we
were
also
going
to
be
sharing
this
information
with
all
of
the
council
offices
with
the
mayor's
office
as
well.
So
we
can
get
this
information
out
to
everyone
who
would
be
eligible,
but
just
thought
it
would
be
a
great
idea
to
share
this
great
information
with
the
committee
this

two

requested

deferred
the
rent
burden,
and

the
third
item,
which

the
soft
story
building
and
all

the
third
one
the
signature
project
requirements
are
being
deferred

these
are
related
to
work
that
housing
and
pbce
is
involved
in
in
creating
the
housing
element,
which
is
a
big
presentation,

big
project

we

to
submit
to
the
state.

planning
was

important
concepts

future

work

a
way
if
you've
used
responsibly
in
in
good
terms
that
it
actually

a
way
to
help
introduce
the
concepts
of
fix-it
repairs
that
actually
is
a
way
that.

a
concept

owners

status
report.
This
is
one
we
receive
semi-annual
reports,
so
I
think
this

first

committee

formed,

lot
of
good
work
has
been
going
on.
The
intent
is
to
update
the
committee
on
the
flea
market,
both
sharing
information
that
the
developers
have
provided
and
activities.
The
vendors
and
city
staff
have
been
working
on
together.

members

the
oed
team
are
here
and
will
be
presenting.
We
have
a
a
strong
team
working
on
the
project,
blage
zlalich,
laurie,
severino,
nathan,
donato,
weinstein,
adolfo
ruiz,
and
we
are
very
pleased
to
be
co-presenting
with
roberto
gonzalez,
whose
family
has
a
business
at
the
flea
market
and
roberto
is
a
leader
one
of
the
leaders
of
the
berryessa
flea
market
vendors
association.

working
to
provide
services
and
resources
for
the
vendors
as
we
work
toward
future
options
for
the
flea
market,
location
and
there's
one
more
slide

you'd

background
context

share

you
the
quarterly
status
reports,
as
is
the
direction
from
council
quarterly
status,
reports
from
the
property
owner
and
we'll
talk
about

vendor
transition
fund

flea
market
advisory
group,

then
roberto
will
share
insights
from
the
vendors
association
blogging.

very
quickly
by
way
of
background,
because
all
of
the
committee
members
were
approved,
the
council
direction
in
june
of
2021,
so
council
approved
the
flea
market,
south
side,
rezoning
project,
and
there
were
provisions
in
that
approval
to
intended
to
support
the
vendors
and,
very
briefly,
those
provisions
are
the
following
listed
on
the
slides,
which
is
the
implementation
of
a
five
acre
urban
market
on
the
site.

The
five
million
dollars
in
funding
that
was
put
forward
from
property
owners,
in
addition
to
a
city,
commitment
of
2.5
million
for
a
total
of
7.5
million,
the
formation
of
a
new
advisory
group
that
comprised
a
super
majority
of
vendors
support
and
outreach
from
the
office
of
economic
development
and
cultural
affairs.
Business
development
team,
which
we
have
been
happily
doing
over
the
past
few
months
and
a
requirement
that
a
one-year
notice
of
any
closure
of
the
existing
market
would
be
given
to
the
vendors
in
order
to
have
sufficient
time
to
transition.

The
flea
market
owners
were
also
required
to
submit
quarterly
status
reports
on
permitting
and
construction
activities,
vendor
displacement,
relocation
and
termination,
and
the
flea
market
owners
have
indeed
submitted
three
quarterly
reports
in
october
of
2021
january
of
2022
and
april
2022,
and
these
reports
were
attached
to
the
memorandum
for
public
review.

That
that's
okay,
no,
no
problem;
okay,
hopefully
it's
better

So
the
purpose
of
the
master
plan
development
permit
and
the
tentative
map
are
basically
to
obtain
approval
for
demolition,
grading,
road
and
utility
construction
that
will
be
necessary
under
the
permit
that
was
approved
or
the
zoning
that
was
approved
in
june
of
2021..

So
the
the
vesting
tentative
map
proposes
to
subdivide
the
existing
seven
lots
into
19
lots.
Staff
has
completed
their
initial
review
of
the
application
that
was
sent
in
and
has
provided
comments
to
the
property
owner
and
now
is
awaiting
resubmittal
of
those
plans.

The
the
master
plan
development
permit
will
be
subject
to
approval
at
the
planning
director's
hearing,
and
I
just
want
to
make
one
clarification
in
that
the
master
plan
development
permanent
permit
and
the
tentative
map
would
not
directly
allow
physical
changes
to
the
site.
The
property
owner
is
still
going
to
have
to
come
in
and
obtain
the
necessary
building
permits
for
any
demolition
to
occur
on
the
site
and
public
works
permits
for
any
grading
or
road
utility
construction.

And
the
last
comment
that
we
wanted
to
just
point
out
about
the
the
quarterly
reports
is
that
the
property
owner
has
not
initiated
any
physical
activity
associated
with
redevelopment
of
the
site,
and
for
this
reason
the
quarterly
reports
that
have
been
submitted
have
indicated
that
no
vendors
have
been
relocated
or
displaced
by
the
definition
of
involuntarily
removing
vendors
from
the
market
due
to
any
physical
changes.

Next
is
setting
up
the
vendor
transition
fund
and
the
advisory
group,
and
the
remaining
work
streams
are
conducting
studies
to
inform
the
future
on-site
market
and
to
explore
other
locations
for
a
possible
market.
The
remainder

more
details
about
progress
made
in
each
of
these
work
streams
and
next
steps.

partnerships

the
flea
market,
vendor
associations,
community

financial

technical
service

This
was
the
intention
of
helping
guiding
our
current
implementation
plan.

Currently,
we
continue
to
collect
data
to
to
enhance
our
email
average.
As
we
are
trying
to
establish
a
direct
channel
of
communication
between
city
stakeholders
and
and
the
vendors,
we
currently
have
more
than
150
contacts,
and
we
regularly
use
this
this
list
to
send
updates
and
resources
directly
to
vendors
via
email
and
text.

that
as
part
of
our
support
efforts

march
2022
last
month,
city
staff,
flea
market
association
and
partners
completed
a
four-week
public
market
course.

recently,
on
february,
2022
city
staff
hosted
an
on-site
meeting
in
collaboration
with
the
flea
market
associations
to
update
vendors
on
the
project
and
outline
for
the
spending
plan
for
the
first
five
hundred
thousand
dollars
that
we
received
from
the
property
owners.

During
this
event,
we
obtained
feedback
from
the
vendors
and
connected
vendors
to
some
of
the
newly
service
providers
for
technical
and
financial
services.

This
event
was
multilingual
and
we
had
an
attendance
of
more
than
150
vendors
tori.

the

for
the
formation

In
summary,
we're
currently
in
the
process
of
selecting
a
consultant
to
facilitate
the
advisory
group
once
the
consultant
is
selected
and
in
collaboration
with
stakeholders,
we're
going
to
drop
the
charter
in
a
member
selection
process
which
will
be
drafted
and
approved
upon
the
selection
establishments
of
the
advisory
group
members.

start
the
meetings,
so
we
can
start
the
recommendations
for
the
transition
fund.
We
anticipate
selecting
the
members
of
the
group
by
fall
2022
and
with
this
our

update

the
flea
market,

this
will
be
important
for
a
future
investor
or
developer.

fully
understand
the
public
market
operations.
Research

inform
stakeholders
on
market
models,
including
design
ownership,
financial
and
operational
factors,
and
the
alternative
site
assessment
will
provide
site
analysis
and
due
diligence
on
potential
sites
for
a
future
market,
including
strengths
and
weaknesses
of
potential
locations
and
costs,
including
the
five
acre
market
to
be
planned
for
in
a
future
development.

we

anyone

reach
us

discuss
the
flea
market
project,

with
that
we
are
going
to
welcome

going

share
some
of
his
perspective
on
recent
activities
and
future
goals.
When
roberto
is

we'll
bring
it

We
set
an
example
here
today
of
how
future
developments
that
are
going
to
potentially
displace
folks
or
affect
vulnerable
communities
having
those
people
at
the
table
not
just
sharing
their
experiences,
but
also
helping
in
shaping
the
future
of
that
development
and
being
centered
at
it
as
well.
I
So,
starting
here,
I
just
wanted
to
share
with
everyone
our
expected
outcomes
and
goals
as
an
association
and
we're
seeking
that
the
five
acre
market
be
cooperated
and
managed
with
vendors.
I
In
addition
to
that
five
acre
market,
we
are
also
seeking
a
firm
relocation
plan
insight
to
build
out
a
new
market
that
is
co-run
by
vendors,
and
we
believe
that
in
achieving
this
goal,
there
should
be
a
strategic
shift
in
the
current
goals
and
vision
for
the
market.

So
what
we
can
do
together
and
how
we
could
get
there
right.
The
reason
that
we
say
that
we
should
shift
the
key
goals
that
the
city
gave
direction
to
is
that
one
of
the
major
ones
is
to
prevent
displacement
of
vendors
due
to
that
result.
Redevelopment.
I
I
You
know
these
are
uncharted
territories
that
were
we're
now
navigating
through,
but
we
believe
that
if
there
is
a
a
shift
in
that
vision,
it
empowers
us
to
do
so
much
more
and
allows
us
to
be
more
curious
allows
us
to
be
not
to
be,
but
to
think
of,
like
the
positives
and
like
think
of
how
great
a
new
market
could
be
not
only
for
vendors
but
for
the
community
as
well
and
all
while
this
great
collaboration
is
happening
between
vendors
and
oedca.
I
There
have
been
a
lot
of
changes
at
the
market
since
that
vote
last
year,
as
you
can
see
listed
there.
I
All
these
changes
are
affecting
most
of
vendors,
monetarily
right
and
the
community
as
well,
and
the
one
thing
that's
really
disappointing
is
that
there
has
still
been
no
collaboration
between
the
market
operators
and
the
vendor
association
or
vendors
at
all,
and
these
decisions
that
are
affecting
us
and
our
small
businesses
are
continuing
to
be
done
with
zero,
safe
from
vendors
and
our
input,
and
the
only
way
we
could
perceive
it
is
that
the
market
operator
is
slowly
trying
to
squeeze
vendors
in
the
community
further
and
further,
with
no
investment
into
the
market's
future,
and
we
strongly
believe
that,
in
order
for
vendors
to
succeed
in
a
market
to
succeed,
we
need
a
better
and
more
responsive
partner
and
on
the
note
of
displacement,
I
know
it
was
mentioned
that
they're
they
seem
or
they
deem
displacement
as
having
to
someone
leaving
the
market
due
to
changes
with
the
physical
nature
of
the
market.
I
I
Another
thing
that
we
consider
displacement
as
well
is
vendors,
reducing
their
footprint
at
the
market.
So
we
believe
that
there's
folks
out
there
vendors
out
there
that
possibly
used
to
have
three
and
four
stands
and
now,
due
to
you,
know
the
economic
factors,
they've
shrunk
and
it's
only
having
one
or
two
stands.
So
we
have
vendors
losing
business
there
and
that
should
also
be
considered
displacement.
I
But
all
while
this
is
happening
still,
you
know
we're
continuing
to
organize
and
we'll
continue
to
operate
and
to
help
vendors.
You
know
our
organizing
efforts
there
at
the
market
have
been
halted
and
we've
had
obstacles
set
up
in
front
of
us
to
not
allow
us
to
to
speak
with
vendors,
but
even
with
that,
we
have
still
been
able
to
grow
to
an
organization
that
represents
over
200
vendors
and
employees.

Another
aspect
that
we're
really
happy
about
in
our
own
personal
growth
is
participating
in
courses
on
how
to
run
successful
markets
held
by
a
group
called
project
for
public
spaces.

That
the
city
can
be
a
really
great
partner,
and
you
know
I

give
all
the
flowers
to
the
team
over
at

a
lot

work
and
we're
ready
to

get
our
hands
dirty.

ready
to
roll
up
our
sleeves
as
vendors
and

face
that
challenge
of
transition.

have
really
great
folks
behind
us.
They
can
help
this
and
we've
been
opened.

Our
minds
have
been
open
to
a
whole
lot
more
possibilities
of
what
we
can
achieve
and
it's
really
exciting
and
I'm
happy

partner

economic

What's
happening
with
this
situation,
it's
always
been
my
feeling
that
you
know
the
relationship
between
the
future
of
the
vendors
and
the
developers
the
vendors
can
really.

mean
I,
I
think,
with
organic
designs
and
developing
from
all
sides,
for
the
future
of
this
place,
that
you
know
that
could
possibly
bring
the
acreage
up
to
six
seven
or
eight
acres
that
the
vendors
can
eventually
have,
plus
with
just
an
overall,
better
feeling
and
understanding
of
what
how
buildings
should
look
and
feel
in
in
this
place,
the
future
of
homes
and
offices
and
stuff.
So
it
doesn't
just
look
like
a
another
national
security
complex.

because
that's
what's
partly
being
built
here
and
and
it's
with
that
in
mind-
that
we
learned
how
to
make
that
into
a
more
a
softer
process,

process

feels
like
a
whole
community
effort.

developers

the
vendors
on

how

develop
the
architecture
of
the
place,

that
could
be
okay,

hope

the
vendors

learn

ask
those
sort

we
just
wanted
to
say
that
we
are
I'm
available

if
there's

the
vendors
and
the
city
staff

they
work
through
the
flea
market
advisory
group
process
and
the
the
disposition
of
the
flea
market

the
vendor
support
funds

approval

market

its
current
location

in
the
meantime,
we
will
look
forward

supporting
the
advisory
group
process

flea
market,
to
hold
the
meetings
and
any
other
logistics
on
site
and
and
making
our
financial
payments
as
a
condition
of
approval,

support
the
financial
efforts
to
to
plan
for
and
support
the
vendors
in
the
transition.

two
of
the
things
that
really
stood
out
to
me
today
from
the
report
is
the
vision
for
a
new
market
and
the
city
staff.
Support
of
learning
about
that
through
the
project
for
public
spaces
class
and
the
city
should
be
commended
for
helping
support
the
vendors
participate
in
that
process
to
learn
what
we
can,
and
I
just
think
we
can
all
take
real
comfort
and
inspiration
and
knowing
that
the
city
can
do
more,
that
a
vision
for
a
new
market
is
absolutely
possible.

just
have
to
dream
a
little
bit
bigger
and
we're
starting
to
do
that
together.
The
berryessa
flea
market,
vendors
association
city
staff
on
how
the
city
can
play
an
even
greater
role
in
supporting
something
that
is
incredibly
important.

about
it
last
year
in
your
actual
time
spent
at
the
market
selling.
It
is
so
important
as
an
economic
engine
and
a
cultural
landmark
to
have
a
place
like
this
in
san
jose
to
call
ours
as
a
community
and
perhaps
as
a
city.

continue
to
play
a
very
active
role
in
supporting
city
staff
and
the
vendors
and
the
community
in
finding
a
place
where
this
market
can
call
its
home
and
charting
a
path
forward
where
the
vendors
themselves
can
run
the
flea
market.

achieve
economic
independence
and
better

updates

council

how
things
are
going
and
how
we
might
be
able
to
help
provide
some
direction
so,
first
off
I
wanted
to
hear
from
staff
on
just
kind
of
the
reaction
and
and
what
you
think
the
next
steps
are
going
to
be
on
the
vision
that
the
the
vendors
have
and
that
roberto
was
able
to
present
to
us
today.

we
really
are
excited
about
the
partnership
and
working
with
the
small
businesses,
getting
support
to
them
and
innovative
tools
that
we're
working
on
and
hope
to
tell
you
more
about
when
we
do.

economic

spoken
to
will
be
able
to
have
demonstrated
capacity
about
the
funding
and
financing
that
will
be
essential
to
really
thinking
through
what
is
next,
either
on

site
or
in
another
location.

the
the
data
and
material
and
perspective
will
be
super
helpful
to
to
think
through
what
are
our
next
steps?
There
are
a
lot
of
options.

We
very
much
know
the
vendors
far
prefer
a
large
market
site
in
the
future,
where
almost
all
or
all
of
the
vendors
who
aren't
on
the
five
acres
go
and
roberto
and
the
vendors
association
know,
there's
there's
other
additional
things
to
consider.
That
may
be
in
more
than
one
site
so
looking
forward
to
thinking
through
a
range
of
possibilities
for
the
vendors
to
very
much
be
engaged
in
that
thinking
and
visioning.

Recently,
the
land
use
conversions,
we're
looking
at
on
mobile
home
designation
and
when
you
look
at
some
of
these
things
that
maybe
made
a
lot
of
sense
for
an
independent
property
owner
back
in
the
day,
things
like
a
a
flea
market
that
are
now
very,
very
susceptible,
especially
in
a
growing
community
like
ours
to
displacement,
conversion
and
then
potentially
complete
loss.

And
so
I
think
where,
where
we
have
an
opportunity
is
just
like,
we
have
done
with
preservation
of
open
space
and
we're
doing
mobile
homes
is
what
we've
done
here,
which
is,
I
think,
a
recognition
that
there
is
value
in
having
a
small
vendor
community
like
a
flea
market.
Nothing
else
really
exists
like
this,
for
for
an
entry-level
merchant
and
really
low
income,
and,
as
we've
seen,
minority
families
to
be
able
to
get
into
a
potential
successful
business
and
grow
grow.

One
and
we've
seen
many
many
grow
out
of
our
local
flea
market
and-
and
I
think
if
we
can
continue
to
have
that
opportunity
in
our
city,
I
think
that
absolutely
is
a
benefit
to
so
many
to
in
our
community,
not
just
the
vendors,
obviously
but
the
community
that
are
the
patrons
and
then
and
then
us
as
a
city.
But
I
think
we
do
have
to
step
in
more
so
than
maybe
you
know
30
years
ago
or
20
years
ago,
because
of
the
dynamic
of
change
and
development.

Here,
that's
happening
in
the
city
and
and
that's
what
we've
done
and
I'm
hopeful
as
well.
I
I
share
that
vision
with
the
vendors
on
the
hope
that
we
can
continue
to
have
this
opportunity
here
in
our
city.
So
I
look
forward
to
the
analysis
ahead,
but
I
think
it's
a
it's
a
good
start
at
the
moment
and
and
appreciate
revived
on
the
vendors
for
for
their
work
and
working
collaboratively
with
city
staff
and
building
that
trust
to
get
there,
because
that's
that
is
key.

of
that,
I
know
that
there
was
the
concern
and
accusation.
I
heard
it
last
year
as
well,
but
then
roberto
brought
it
up
on
the
parking
increase
rates,
for
instance
at
the
flea
market
and
roberto
you
mentioned
today
that
the
the
vendors
it
sounds
like
we're
not
consulted
or
made
a
part
of
some
of
those
decisions
is
that
is
that
correct.

Hi,
council
member,
but
yes,
that
is
correct,
vendors
were
not
included
in
that
decision
making
and
to
be
completely
blunt.
Most
of
us
found
out
through
facebook
when
the
changes
were
happening.

know.
Obviously
this
sounds
like
it's
a
business
decision
from
the
property
owner
there
and
maybe
there's
no
legal
requirement
to
engage
with
the
vendors
on
that.
But
maybe
you
can
speak
to
that
eric
as
to
why
the
owners
did
not
engage
with
the
vendors
on
that
have
the
discussion,
maybe
obviously
even
it
sounds
like
they
didn't
even
find
out,
maybe
in
a
proper
fashion,
but
would
love
to
hear
a
response
from
you
on
that.

About
that,
I
can't
speak
to
how
or
why
the
flea
market
management
didn't
consult
with
the
vendors
early
on
they
did
announce
the
parking
increases
before
you
know
weeks
before
they
happened,
so
everyone
knew
that
it
was
going
to
change,
but
I
think
we
need
to
give
broader
context
here,
and
that
is
the
flea
market
is
a
business
and
we've
had
significantly
increased
costs
over
the
past
decade
and
have
not
significantly
raised.

We
haven't
raised
license
fees,
space
fees
for
the
vendors
in
nearly
a
decade,
so
we've
kept
those
firm,
even
though
our
wage
costs
have
gone
up.
62
percent
because
of
the
city's
minimum
wage
has
gone
up.

percent.

Our
security
costs
have
increased
25
percent
as
we
have
to
combat
daily
the
homeless
population
that
lives
in
the
coyote
and
penitentia
creek
that
the
city
has
not
adequately
addressed
and
they
come
in
and
they
target
the
vendors
merchandise.
So
we
have
to
pay
the
security
costs
to
keep
the
site
and
the
vendors
merchandise
safe.

And,
lastly,
we
had
significant
losses
during
coven,
the
county
health
order
shut
down
the
flea
market
entirely
for
two
complete
months.
During
those
months
we
continued
to
pay
all
of
our
164
direct
employees,
while
the
flea
market
was
closed,
that
was
loss
revenue
and
then
we
did
not
collect
any
space
fees
from
the
vendors
during
the
closure.

So
that
was
two
months
during
the
closure.
Where
we
didn't
char,
we
didn't
charge
any
fees
and
then,
when
the
flea
market
reopened,
we
didn't
collect
fees
for
another
two
months,
and
then
we
had
50
reduced
fees
for
two
additional
months.

So
we
feel
we
acted
responsibly
during
the
covet
shutdown
to
give
concessions
to
the
vendors
and
also
to
pay,
keep
our
employees
on
the
payroll
and
because
of
those
cost
increases
and
the
fact
that
we
haven't
raised
vendor
fees
for
a
decade,
and
we
haven't
raised
parking
for
a
decade
on
fridays
and
saturdays
and
and
four
years
on
sundays
we
had
to.
We
had
to
do
something
because,
in
the
end
of
the
day
a
business
has
to
raise
has
to
be
solvent
and
balance
the
budget.

the

holes
in

during

rainy

gets
wet
and
damaged

doesn't
get
reimbursed
by
the
market
operators.

does

know

service.
The
cleaning
service
is
really
minimal.
To
be
honest,
with

everyone
on
the
call,
vendors
are
out
there
every
monday
after
a
long
weekend,
cleaning
up
their
stands,
so
I
mean
we
would
understand.
If

know
these
charges
are
going
up,
but
the
the
customer
service
level
should
also
go
up
with
it.

think
would
be
fair,
but
yeah
just
want
to
make
that
that
comment
as
well.

a
perfect
outcome.

beginning,

have
been

situation

lot
farther
than
we
are
currently

love

see
especially
young
people
advocating
for
their
families,
businesses

their
communities

cultural
icons
in

city

san
jose.

progress
is
one
thing.

different
perception
of

progress
is.
Hopefully
it
means
housing

bringing
new
jobs,
good
jobs,

means
preserving
those
businesses

those

decades
providing
for
the
city

san
jose
in
such
a
a
historic
way.

appreciate

need

is

organizations

been
meeting

it's
actually
held
six
meetings.

connecting
families
to

Before
and
after
school
programs
and
other
youth
development
community
engagement,
which
my
co-worker
carlos,
will
actually
cover

the
next
few
slides
community
health
and
wellness
data
and
budgeting
I'll,
be
also
be
reviewing
that
in
the
next
slide
and
then
housing,
whether
it's
looking
at
rental
assistance
efforts,
accelerating
affordable
housing
production,
creating
pathways
of
home,
ownerships
recovery
for
airport,
hotel
airport,
hotel
and
arts
workers,
supporting
small
businesses,
workers,
health
safety
rights
and
the
steering
committee.

This
committee
is
actually
supporting
the
other
committee's
work.
It's
comprised
of
the
chair
and
co-chairs
who
review
and
approve
of
the
agendas
for
the
recovery
task
force
meetings.
They
establish
the
governance
for
the
meetings
and
then
also
ensure
collaboration
amongst
the
committees.

So
really
we're
hoping
again
by
the
fall
that
our
committees
will
have
some
finalized
action
items
to
be
reviewed
and
vetted
out
by
the
task
force.
To
then
have
some
final
recommended
actions
for
council
to
consider.

So
we
have
a
proposed
framework
for
recommendation
for
our
committees,
as
the
committee
starts,
to
develop
recommendations
and
to
ensure
set
is
consistent
across
the
committees,
but
still
allowing
there
to
be
to
be
more
of
a
flexibility
for
each
design
to
their
own
specific
recommendations.

There
are
three
different
hierarchy
categories,
as
you
can
see
here
in
this
slide,
the
goals,
the
strategies
and
the
actions
so
goals
is
that
each
committee,
based
on
the
description
committees
already
have
come
up,
but
come
up
with,
will
identify
some
broad
goals
strategies.
How
can
they
achieve
these
goals?
A
strategy
can
generally
can
generally
be
a
policy,
a
plan
or
program
or
partnerships
and
then
actions.
These
are
more
specific
tasks,
that's
finding
in
feeding
into
the
strategies
and
could
be
process
steps
for
specific
implement
of
implementable
tasks.

So
the
data
and
budget
committee
gathers
the
data,
help
develop
metrics
and
compiles
tools
to
ensure
an
equitable
budgeting
process
across
all
the
committees
for
the
task
force,
understanding,
applications
and
an
understanding

application

end
applications.

committees
have
has
assigned
members
to
serve
as
liaisons
to
the
other
committees.

They
really
are
there
to
listen
to
problem,
to
listen
to
the
problem
set
and
what
other
committees
and
what
other
committees
have
defined,
connect
their
goals

specific
measures
and
provide
them.
The
data
and
the
indicators
that
are
going
to
help
them
track
their
goals,
as
you
can
see,
identify
metrics
and
resources
of
data
leveraging
existing
city
and
public
data
sets.
Whether
it's
reviewing
the
report
from
the
silicon
valley
round
table
or
our
healthy
place
index
provide
dashboards
to
generate
insights.

Inform
potential
recommendations
define
two
to
four
metrics
of
success
for
each
committee
again,
this
is,
they
don't
have
to
come
up
with
four,
but
you
know
making
sure
that
they
do
come
up
with
some
some
of
the
metrics
of
success

then
supporting
survey
designs
for
effective,
quantitative,
quantitative
metrics.
So
here's
our
committee's
next
steps
we'll
be
firming
up
the
metrics
and
starting
to
put
together
the
data
and
also
helping
the
community
and
engagement
committee
creating
the
survey
last
on
this
is
the
budget.

as
the
pro

budget
process
continues,
we
will
have
a
better
idea
of
how
much
that
one-time
funding
is
going
to
be
available
once
we
implement
those
recommendations

also
we'll
continue
to
work

committees

potential
funding

fiscal
year,
2023

2024
budget.

engagement

force

be
conducting
this
summer,

just
share
briefly
the
overall
community
engagement
goals
of
the
task
force,
so
the
engagement
activities
that
we'll
be
doing
this
summer
support
our
desire
for
the
task
force
to
reach
to
reach
those
that
have
been
most
impacted
by
the
pandemic
and
to
build
trust
among
those
residents
and
communities.

want
to
gather
input
on
what's
working
where,
where
are
the
gaps?
What's
missing
from
the
current
recovery
programs
and
services
again,
this
is
already
happening
now
through
our
task
force,
meetings
and
committees,
and
so
our
activities
this
summer
will
offer
more
opportunities
for
the
communities
who
have
been
most
impacted
by
that
pandemic,
to
also
provide
their
feed
input
feedback
that
will
be
incorporated
and
incorporated
into
the
final
report
that
we
submit
to
city
council
employing
the
promoters
model
is
also
a
key
goal.

the
engagement
activities
is
the
summer
that
we're
going
to
be
implementing
to
be
effective.
It's
important
that
we
gather
community
voices
in
an
authentic
way,
so
the
strategies,
events
and
activities
that
we
do
this
summer

engagement
principles
that
you
see
here.
So
we
want
to
listen
deeply.
We
want
to
start
and
end
with
listening.
We
want
to
define
problems,
solutions
and
and
recognize
that
final
recommendation
recommendations
all
flow
through
our
community.

recognize

build

resident
expertise.

want
to
approach
communities
where
they
are
and
recognize
that
power
already
exists

the

want
to
make
sure

not
be

we
want

offer

various
times

the

the

provide
in-person
and
virtual
options
just
provide

variety
of
engagement
opportunities
for
where
people
meet
meeting
people
where
they're

next

so
here
are
the
community
engagement
strategies
and
tactics
of
the
plan.

is
how
we're
going
to
connect
with
the
community
to
gather
the
input
needed
to
support
the
task
force's
recommendations,
city
city
staff
and
our
consultant
will
be
partnering
court

and
coordinating
with
the
community
engagement
committee

implement

the

the
task

members
of
this

group
are
going
to
be
carrying

the

members

committees
on

organizations
who
can
recommend

on
this

so
we've

the

that

from

last

talking
to
candidates,

this
lived

and
we're
going

identifying
this
final
list

the

adopt

next

which
is
just
going

be
this
coming
wednesday

and
so
just
kind

reviewing
next

was
really
good.
It
spelled
out

expect

summer

strategies

to
work
our
plans
and
that
I
think,
sets
up

really
good
system,
how
we
can
consider

future
of

issue

going

connect

issues

san
jose.

training
involved

good
for

yourselves.

don't
know
how
much
exactly

worry
about
emergency
preparedness
issues
in
the
next
few
years,
but
it's
always
important
to
be
considering
emergency
preparedness
and
and
for
the
task
force
to
learn
how
to
open
more
openly
talk
about
that
issue.
