we
are
dropping
from
the
workplan
to

presented
in

coming
on

ways
that
allows
ourselves
flexibility
and
a
pivot
in
choices
between
that
can
help
build
market
rate,
housing
and
very
low
income.

the
ideas
of
mixed
income
in
mind
are
extremely
low
income
housing
that
can
help
with
the
mixed
income
ideas
that
we're
trying
to
better
understand
and
address
in
the
next
five
or
six
years.

a
lot

new
housing

the
next
few

san

report

couple

years
and
have
continued
to
do
so
again.

As
defined
in
the
city's
general
plan
and
even
though
san
jose
state
university
has
their
own
planning
and
permitting
authority
on
site,,
we
very
much
consider
them
an
integral
part
of
downtown's
evolution
and
growth..
And
it's
really
important
to
note
that
san
jose
state's
thirty
six
thousand
students
and
4000
plus
faculty
and
staff
are
now
foley
returned
to
campus
shopping
and
eating
in
downtown
businesses
and
filling
residence
halls
and
really
helping
to
support
our
downtown
vibrancy..
So
we.

Of
activity
on
downtown
streets
has
definitely
picked
up
over
the
last
year
or
so,
but
still
remains
below
the
activity
of
pre
march
of
twenty
twenty.,
the
industries
that
drove
downtown's,
economy,
commercial
office
and
conventions
and
hotels
and
bars
and
nightclubs,
and
the
arts
sappi
arena.

Another
way
to
track
down
towns
vital
signs
is
by
counting
the
number
of
people
in
it
and
mobile
device
data
gives
us
a
sense
of
foot
traffic..
The
university
of
toronto
provides
a
really
fantastic
tracker
for
selected
central
business
districts
in
north
america,
including
san
jose's,
and
it
benchmark's
device
counts
against
2019
numbers
in
san
jose
is
in
the
middle
line..
I
apologize
for
the
graph
not
being
super
readable,
but
you
can
see,
is
tracking
in
the
right
direction,
especially
since
last
summer
and
we're
even
above
some
of
our
peers
cities
in
the
west..

Minute
on
our
work,
environment,
downtown
hosts
approximately
3000
businesses
that
employ
about
thirty
four
thousand
people
in
employment.
downtown
is
concentrated
with
about
100
businesses
employing
roughly
20000
people..
The
next
couple
of
slides

provide
an
update
on
downtown's
office
market..
But
you
know
the
biggest
piece
of
really
cool
news
over
the
last
year
was
probably
the
spring
move
in
to.

Adobe
aside,
though,
I
want
to
be
clear
that
commercial,
real
estate
activity
over
the
last
year
was
sedate.
Unlike
previous
years.
It
was
actually
a
challenge
to
find
substantial
commercial
property
sales
further
for
the
progress
report,
and
I
want
to
be
clear
as
well
that
this
is
not
just
a
downtown
san
jose
thing.

Public
agencies,
like
the
santa
clara
county,
housing
authority.,
we
also
saw
the
renewals
of
the
irs
and
accounting
for
anne
frank
timerman..
Our
office
vacancy
stood
at
about
twenty
five
percent
at
the
end
of
the
first
quarter.,
we'll
see
the
new
number
come
out
shortly,
and
that
equates
to
about
two
point:
three
million
square
feet
of
available
space
out
of
our
roughly
10
million
square
foot,
building
base..
We
do
expect
this
number
will
increase
over
the
next
few
months
for
two
reasons.

One,
additional
space
will
come
online
unleased,
which
will
increase
the
amount
of
vacancy
in
the
numbers
and
number
two,
as
we
all
know,
office.
Tenants
continue
to
right
size,
their
space
utilization
nationwide
and
in
many
cases
this
includes
consolidating
or
reducing
their
office.

Several
exciting
office
projects
continue
to
move
forward,,
adding
new
supply
to
the
downtown
core
200
park,
avenue
from
j.
paul
co..
It's
the
largest
speculatively
built
office,
development,
downtown
roughly
a
million
square
feet
and
it's
an
exciting
type
of
new
tech
oriented
office
product
for
our
city.
paciullo
is
the
redevelopment
of
the
former
kamra
12
theater
on
the
today
san
antonio,
which
is
100000
square
feet
of
really
cool,
unique
office
space
and.

Mini
golf
operator
and
unofficial
lodging
is
a
new
ax
throwing
concept,
and
these
tenants
are
already
in
there
working
to
build
out
their
spaces..
So
these
and
other
projects
really
represent
best
in
class
office
properties.
That
will
be
well
positioned
to
capture
tenant
demand
when
it
does
recover.
next,
taking
a.

Look
at
the
residential
part
of
our
downtown.
You
know,,
as
we
know,
to
really
realize
our
true
potential
downtown,
must
attract
significantly
more
residents
and
provide
housing
at
varying
income
levels..
We
have
approximately
twenty
one
thousand
residents
living
within
the
boundaries
of
the
downtown
growth
area..
This
is
a
smidge
lower
than
last
year,
but
that's
in
keeping
with
a
trend,
citywide
and
really
statewide.
That
saw
a
decline
in
population
in
a
lot
of
large
urbanized
cities..

The
good
news
is
that
downtown
has
seen
significant
growth
in
units
over
the
last
few
years
with
2500
homes
built
since
twenty
twenty.
Since
the
last
project
report
however,,
we
saw
the
completion
of
one
project
called
the
taft,
which
is
a
beautiful
project
in
the
sofa
district
bringing
a
hundred
and
thirty
new
homes.

just

to
give
a
shout
outs
to
two
supercool
projects
underway
right:
now.
one
is
called
ariah
eighty
seven
affordable
homes
on
a
site
that
we
used
to
own..
It
was
a
former
city
owned
parking
lot
at
almaden
and
barback
street..

Meanwhile,
scap
is
the
name
of
a
project
that
will
change
the
city's
skyline
when
it
comes
online
in
so
this
is
a
twenty
three
story
project
that
will
be
targeting
students
attending
san
jose
state
university,
though
it
is
privately
developed
and
not
a
university
project,.
We
currently
have
about
fifty
five
500
units
entitled
are
under
planning
review..
That
number
is
a
little
squishy
based
on
how
you
draw
the
polygon..
Unfortunately,
high
interest
rates
and
construction
costs
have
slowed.
Many
projects.

Food
and
drink
options
over
the
last
year,
which
much
of
it
centered
on
the
historic
district..
Many
of
these
entrepreneurs
are
immigrants
and
people
of
color,
with
long
standing
ties
to
the
community
and
a
product
offering
that
is
unique,,
authentic
and
culturally
inclusive..
It's
awesome
to
see
and
we're
happy
to
share
that.
fifteen
storefronts
grants
were
awarded
to
downtown
businesses
over
this
time
period,
totaling
about
one
hundred
and
ninety
thousand
dollars
in
assisting
and
filling
various
vacancies
in
the
area..
The
memo
that's
posted
for
today's
meeting,
there's
almost
two
pages
worth
of
comings
and
goings..

expects
that
we
will
surpass
the
number
of
events
that
took
place
last
year,
which
was
seventy,
as
more
events
are
reserved
for
the
rest
of
the
year..
I've
highlighted
a
couple
of
recent
events
here
on
this
slide..

know
I
missed

ton

really
cool
ones..
I
just
want
to
make
special
mention
of
viva
parks
downtown
run
through
our
parks,
recreation
and
neighborhood
services,
team,
which
activates
plaza
de
cesar
chavez
and
st.
james
park
with.

Really
fun
activities
like
lawn
games,
live
music,
food,
trucks,
wine
and
paint
nights..
They
have
some
really
great
graphics.
You
can
all
share
on
facebook
with
the
upcoming
dates
for
this
year..
The
progress
report
memo
also
highlights
some
of
the
public
our
additions
and
improvements
over
the
last
year,
including
the
aloni
tribute
sculptures
on
the
park
avenue
bridge,
which
honors
native
americans,
who
once
lived
along
the
guadalupe
river,
that
that
public
art
piece
was
restored
following
a
multi-year
process
and
is
really
worth
seeing
as
we
wrap
up
here..

public
realm
can
be
defined
as
the
spaces
between
all
the
buildings,
such
as
publicly
owned,
streets,,
parks,,
sidewalks,,
plazas
and
open
space,
and
the
quality
of
our
public
realm
is
really
vital.
If
we're
going
to
be
successful
in
creating
environments
that
people
want
to
work,,
live
and
play
in.,
and
so
in
downtown.
We
are
lucky
and
proud
to
have
a
number
of
partners
internally
and
external
to
the
city
working
to
improve
the
public
realm
and
support
a
cleaner,,
safer
community..
So
the
downtown
property
based
improvement.

efforts

improve
the
public
realm
include
improving
our
parks,
offerings.

so
just
as
an
update.
The
park
project
is
nearing
completion
now
and
should
be
open
for
public
use
in
the
fall.
there's
design
progressing
on
to
other
public
parks
in
the
north,
san
pedro
area-
and
I
just
want
to
give
a
big
shout
out
to
the
guadalupe
river
park,
conservancy,
a
huge
partner
for
the
operation
and
management
of
the
guadalupe
river
park,
and
so
the
memo
has
a
ton
of
really
great
numbers
and
stats
about
everything.

Departments
are
also
working
to
improve
the
ways
we
get
around
downtown
and
so
the
san
fernando,
better
bikeways
project
is
moving
quickly
on
design
plans
and
environmental
clearance
that
is
slated
to
be
completed
by
the
fall
and
the
downtown
transportation
plan
was
approved
late
last
year,
proposing
a
prioritized
list
of
transportation
projects
designed
to
improve
getting
around
downtown,
and
we
look
forward
to
the
successful
implementation
of
that
plan
and
guess
what
that
concludes.

an
overall
goal
of
twenty
five
thousand
housing
units
approved
under
construction
or
completed
by
twenty

was
our
first
effort
to
clearly
communicate

the
city
council
and
the
public
all
the
work
we
were
doing
or
intended
to
do
around
housing
production

we

the
council
with
the
final
update

the
housing
crisis,
work
plan,
understanding
that
we
had
more
work

do
to
address
our
city's
housing
needs,.

wanted
to
continue

model
established

work
plan.
The
exercise
of
compiling
a
unified
work
plan
related
to
housing
has
been
a
useful
tool
to
organize
and
align
our
work
across
multiple
departments..

city's,
updated
housing
element
provided
us
an
opportunity
to
transition
to
a
new
model
and
staff
recommended
the
development
of
a
new
housing
catalyst
team
work
plan
at
the
november
meeting.,
incomplete
and
ongoing
work
items

previous
housing
crisis.

were
incorporated
into
the
development
of
the
housing
element..

closer

is

of
a

knew
we
needed

principle
for
the
many
work
items
that

housing
element
and
so
we've
adapted
what
was
already
working
to
the
new
plan
in.

the
state
housing

needs

support
our
next
five

consolidated
plan
for

federal
funds

pulling
out
the
analysis

pulling
out
those
strategies

closely

intentionally
affirmatively

fair
housing
and
we're
pulling
that
into
this
other
plan.

that
it
can
be

different
audience

the
federal
government
and
hopefully
use
that
for
the
next
five

that

at
the
same
time,
we
think
that
it
would
be
helpful
to

forward

comprehensive
examination
of
the
housing
programs
and
policies
that
we
have
in
place
and
kind

all
fit
together

support

two
part
study
session

finally,

our
residents
and

owners
are
aware

can
come
in
