Brief description:
On Thursday, October 13, 2022, the City of San José hosted the eleventh meeting of the COVID-19 Recovery Task Force, an important part of the City’s Community and Economic Recovery strategy. This Task Force, which will be convened for no more than a year, will be an opportunity for the City to engage with and learn from the people and communities who have been most impacted by the pandemic. Recovery is not for the City to do alone, rather this work must be done with the whole community, for the benefit of those most burdened by the crisis, guided by their wisdom, tapping into their potential, and building on their deep enduring strength. Approved by the City Council in September 2021, the COVID-19 Recovery Task Force is composed of 55 members and will meet monthly, with meetings open to the public and interpretation offered in Spanish and Vietnamese.

review
of
our
agenda,
this
evening..

we're
going
to
start
off
with
a
few
updates
that
we
have
for
the
task.

draft
recommendation
process
talking
about
how
we
got
to
where
we
are
this
evening
and
then
we're
very
excited
that
we
have
chairs
and
co-chair
from
each
of
the
committees
who
will
be
presenting
on
their
committees,
draft
recommendations
as
well
as
the
allocated
budgets.
And
then,
after
that
presentation.

neighborhoods

we're
very

excited
about

believe,
back
at
the

them
actually
helped

fair
and
there
were
also
instrumental
and
getting
the
word
out
about
the
city's
job
expo
that
was
held
last
month.,
so
excited
to
share
that
update.

gotten

members
in
our
community

the
summer

staff

really
served

tremendous

city
council,
when
they
approve
the
city's
budget
back
in
june
of
this
year,,
two
million
dollars
of
american
rescue
plan
funds,
was
actually
set
aside
for
this
task
force
and
for
the
different
recommendations
that
you
might
come
up.
With.

so
two
dollars
million
has
been
allocated
or
suggested
to
be
allocated
to
nine
specific
recommendations
and
you're
going
to
hear
more
about
that
this
evening..
So
we
have
asked.

and
so
these
recommendations
are
still
in
draft
form
there
for
there
for
discussion
purposes,
and
we
anticipate
some
really
good,
robust
discussion,
this
evening.,
and
so
there
is
opportunity
to
make
further
refinements
if
needed
and
just
wanted
to
make
sure
that
everybody
understood
that.

costs
and
deliver

some
portion
of
the
financial
burden
of
operating
a
high
quality

recommendation

to
enhance

through
the
city's
pilot

in

practices

build
upon
existing
training
offered
by
the
county
on
trauma,
informed
care

trauma
response
approaches
for
child
care
and
at

school

providers

all
age
groups,
including
child
care
and
youth
development.
Staff
from
nonprofit
organizations,
are
recommendation
action.

concept

it's
been
around
for
about

years,

what
it
means
is
that
defining
health
from
a
perspective
of
environment,
meaning
it's
not
just
whether
you're
sick
or
not,
but
everything
that
influences
you
as
you
grow
up
living
in
an
area
without
trees,,
less
oxygen,
living
in
poverty
et
cetera.,
so
again,
a
lot
of
people
think
it's
it's
a
new
thing,!

know,
like
we
invented.
We
did
not.
It
was
invented
many,
many
years
ago,
at
uc
berkeley.,
it
wasn't
invented..
It
was
already
there..

outcome
will
be
better
again,
that
doesn't
take
money..
It
just
takes
garnett's

people
to
sit
around
a
table
and
really
plan
collaboratively
the
next
one
and
strengthen
food
distribution
programs
for
low
income,
food,
insecure
households..
That
definitely
comes
from
the
perspective
of
social
determinants
of
health,
because
we
know
that
what
we
eat
is
a
great
impact
on
our
health,,
particularly
with
folks
who
have
chronic
diseases,
and
really
it's
just
to
strengthen
the
current
programs
that
are
established..

go
next
to

opportunities

expand
current
health
and
wellness
workshops

offered
at
neighborhood,
centers
and
community
health

last
recommendation
that
we're
presenting

simplify

permitting

due
process

health

providers.

here
we
want
to
explore
a
policy
or
ordinance
or
an
amendment,
to
simplify
the
permitting

process
for
partnerships
with
nonprofit
organizations
and
health
and
social
service
providers
to
more
quickly
provide
services
to
high
need
populations
and
in
times
of
emergency,
as
we
experienced
in
and
during
the
covid
pandemic..

to
address

reenergizing
travel
demand
to
ensure
short
and
long
term,
sustainability
for
the
hospitality
industries
and
a
lot.
The
focus
was
around
transient
occupancy
tax.
That's
the
hotel
that
tax,
because
that
not
only
funds
the
marketing
activities
to
generate
that
travel
demand,.
It's
also
the
main
source
of
funding
for
the
office
of
cultural
affairs
arts
grants
program
that
the
arts
community
largely
depends
on.

So
our
recommendation
to
point
one
was
to
explore
dedicating
the
resources
for
the
long
term,
recovery
and
growth
of
the
arts
and
visitor
industry.
And
specifically
this
was
to
look
at
to
provide
for
the
ongoing
recovery
growth
of
the
arts
and
hospitality
sectors.
Through
this

after
state
and
federal
relief
and
and

two

which
was
to
encourage
the
city
to
develop
alternate
funding
scenarios
to
address
long
term
stability,
sustainability
of
the
arts
visitor
industry,
with

the

or
means
for
us
to
to
provide
more.

our

I
know
I'm
far
from
the
only

community

be

importance

doing
over
the
past
year
and
the
work
of
making
these
recommendations
forward
recognizing
this
is
something
our
all
of
our
community.
Members

still
very
much
dealing

the
workers,
health,
safety
and
rights
committee,
we
identified
three
broad
strategies
and
I'm.

Workplace
rights,
outreach
and
education
and
enforcement,
both
expanding
the
city's
role
and
outreach
and
education
around
workforce
rights
and
connecting
the
city
with
other
agencies
and
community
and
business
organizations
to
help
leverage
and
build
existing
capacity..
We
found
the
first
start
from
on
the
if
that's
possible.,
so.

To
the
city
attorney's
office,
really
to
strengthen
or
improve
the
tools
that
are
at
the
city's
disposal
to
help
protect
workers,
rights
and
safety.,
and
our
third
big
strategy
was
around
expanding
access
to
paid
sick
leave.
Looking
at
both
paid
sick
leave
for
covid-19,
recognizing
that
it's
going
to
continue
to
be
in
need
of
the
sort
of
yo
yo
up
and
down
of
the
state
policy
is
hard
on
businesses
and
workers
and
second,
looking
at
permanent
paid
sick
leave
something
more
than
the
three
days
per
year
that
the
state
provides
now..

are
examples
of
some
of
the
actions
under
the
strategies.

one

but
these
are
sort
of
representative
of
our
broader
set
of
actions,
which
is
the
the
full
report
that
you've
seen
and
we
really
designed
our
actions.

underneath
each

reinforce
each
other
and
complement
each

for
that
reason
we
didn't
necessarily
prior

are
participating

programs

the
summer
food
service
program
for
the
summer
meal
locations
that
the
city
of
san
jose
operates
at
their
summer.

are

closed

so
that

camp
are

to
eat
at
that

but
those
locations
are
often
in
areas
that
are
eligible
to
serve
any
child

consideration

measure

improve

needs

fair

seniors
are
experiencing
is
loneliness
and
that
they're
not
engaging
the
community
for
various
reasons..
So
that
would
be
a
great
way
to
engage
seniors

mirroring
that
you
know
what
good
nutrition
looks
like
and
so
on.,
and
it
would
be
a
great
way
to
have
children
who
have
lost
a
loved
one.
Due
to
the
pandemic,
to
be
able
to
engage
with
someone
like
a
grandparent
type
of
figure..
I
think
it
would
be
a
very
engaging
in
a
win-win
for
both.
