it

we
look
forward
to
serving
the
community
with
you
with

our
maintenance
teams
are
responsible
for
the
care
and
maintenance
of
three
thousand
six
hundred.
Seventy
ten
acres
of
parkland
and
sixty
two
miles
of
park.
Trails
are
parks
span
from
the
edge
of
south
san
jose
north
to
san
jose
into
alviso
or
park
trails
along
coyote
creek
lascaris
creek,
connecting
the
guadaloupe
creek
all
the
way
down
to
wall
street
and
to
alviso
sloup..
Our
trails
are
lined
with
native
oaks,,
willows,,
acacia,
trees
and
shrubs..
We
have
bikers
and
joggers..
We
use
our
trail
system
and
enjoy
the
outdoors.

take
national
park
sites
such
as
the
aztec
festival
at
america's
farm
park,
location
where
I
just
came
for
the
last
four
years..
The
parks
division
also
offers
sports
fields
to
our
communities,
such
as
arcadia
and
pål
baseball
fields
or
soccer
users.
Domani

soccer
fields
are
used
by
our
soccer
leagues..
The
maintenance
teams
also
maintain
acres
of
land
in
the
property
in
the
parks,
division
with
skeleton
crew.

parks
standards
help
us
maintain
a
consistent
level
of
service
at
our
park
sites,
safety
inspections
that
include
playgrounds,,
free
health,
checks.,
the
maintenance
teams
performed
daily
inspections
and
maintenance
at
our
park
sites

support
staff,
maintain
trees,,
shrubs,
picnic,
tables,,
barbecue
pits
and
baseball
and
tennis
courts..

have

track
all
our
daily
schedule,

enforced

sport

individual
variables..

have
since
moved
to
our
electronic
system
based
on
our
park
maintenance
standard
and
scored
on
a
pass
or
fail
basis.

environmental
and
social
factors..
These
community
conditions
called
social
determine
chance
of
health
which
are
which
inform.

parks

areas

standard
expectations,

parks

have
the
same
basic
structure

resources

achieve
the

challenges

post
pandemic

parks
department
management
has
worked
with

to
help
expedite
the
hiring
process..

expect
to
lower
the
vacancy
rate
by
the
end
of
twenty

efforts

help
curb

problem.

the
parkervision
supervisors

managers
have
been
thinking
out
of
the
box
to
help
curb
the
low
staffing
levels
in
our
maintenance
program,

parks
division
has
implemented
strategies

parks
standard
level
of
service
by
partnering
with
the
resiliency
corps
and
has
offered
their
program
participants
the
opportunity
to
be
part
of
our
pilot
maintenance,
internship

resiliency

landscaping
skills

gain
knowledge
through
the

also
use
other
resources
to
help
us
maintain

service
in
our

eagle
scouts
private
companies
who
have
volunteer
their
time
to
help

planting

leed
decorative
woodchip
bill

and
install
decorative
fencing

our
park

division

worked

service
is
by
centralizing
a
few
of
our
maintenance

teams
are
not
focused
on
weekly
and
biweekly
moyen,
seasonal
turf
renovation

as
fertilizing
and
receiving
partner,

abatement
and
park
amenity
upgrades
and
repairs..

are

of
the
challenges,

successes.

has
gone

to
keep

parks

senior

supervisor

managers
who
oversees
a
third
of
the
city
who
started
out
in
a
very
similar
program
called

people

trying

bring
people

assistant
recruitment
last
week
and
we're
going
to
be
going

the
conservation
corps

them

the
city
application
process,

know
if
anyone's
ever
applied
for
the
city.,
it's
a
really
challenging
process,

so
we're
going
to
walk
them
through
that.

we
were

over

and

perceptions
of
overlapping
responsibilities.

our
sides
is
looking
to
address
components
of

think
we're

working
towards

agreement
that
helps
fill
all
this

it
is
a
challenge..

are
issues

are
bigger
than
any
one
entity
can
solve
on
its
own.,

so
we
look
for
valley,
water.,
the
county
state
and
others
to
support
us..

do
want
to
speak
on
the
question
of
trail
safety,
especially
as
the
trails
primarily
run
along
our
creeks
that
we
have
in
the
last
once
a
year
and
year
and
change
highlighted
a
trail
safety
plan
which
brings
together
a
few
different
partners
with
the
goal
ultimately
of
a
safe
user
experience.

the
trails
and
other
nuisances

observe
and
report
issues
out
to
other
parties.

they're
non
safety
issues,
they'll
report
them
to
our
park
districts
or
to
beautify
san
jose
or
the
other
appropriate
team

triage

also
working
very
closely
with
our
police
department
and
very
excited
to
see
in
the
next
couple
of
weeks
that
the
city
council
will
have
an
opportunity

consider
an
extension,

expansion
of
a
partnership
with
valley,
water
for
trails,
patrol
patrols..

underserved

it's
very
important
to

them
maintained,

they

that
working
group
was
a
determination
that
first,

rangers
would
remain
unarmed
phonagnosia,

also
that
that
type
of
work
would
be
done
in
partnership
with
the
san
jose
police
department,
because
it
presents
some
safety
concerns..
The
current
state
of
the
park
ranger
program
is
on
an
upswing,
but
unfortunately
we
are
at
a
low
point
and
swinging
up
are
we
have
a
very
high
vacancy
rate?
I
think
currently,
fifty
five
sorry,
forty
five
percent
of
our
our
line,
ranger
positions
are
vacant..

We've
had
a
few
recent
hires
who
are
now
in
academy
and
on
their
way
to
becoming
a
foley
trained
rangers
on
solo
patrol
and
we're
going
to
be
starting
a
new
recruitment
cycle
this
spring
to
line
up
to
the
next
academy
cycle
later
in
the
year..
So
we
agree
with
you

presence
of
rangers
is
both
a
deterrent,
but
also
a
very
positive
thing
for
the
park
system
in
terms
of
educating
park
users
on
how
to

be
themselves

stewards
of
the
park
system..

replies

get
what
we
wanted
from

of
satisfaction

the
survey,

we
don't
know

those
answers
came
from,
so
we're
trying
to
figure
that
out

people

what
their
use
in
the
park

they're

have

need
to
try
and
figure
out
how
to
reach
all
park
users
to
get
more
accurate
data..

currently

four
different
languages.

have
large
events,
we

do
have
staff
actually
going

the
survey,
and
we
also
go
out
to
neighborhood
parks
on
weekends
during
that
time
period
to
try
and
reach
people.,
but
any
way
we
could
reach
people,
be

always

better
outreach
and

for
myself,
I'm
very
proud

the
strides

made
over

several

away

concern
phone
number
where
people
could
call
us,
which
is
a
very
reactionary
way
of
of
getting
feedback
and
also
doesn't
necessarily
reflect
the
feedback
from
the
entire
city
towards
this
piloted.

survey
as
part
of
our
pc
process,

this
reason
you're
talking
about
that
as
park
staff,
we
look
at
the
park
from
a
certain
technical
professional
lens,
but
that
may
not
be
the
same
length
as
somebody
who's
going
to

playground
and
playing
on
the
swings
or
who
just
wants
to
have
a
pickup
game
of
soccer
on
the
field..
So,
for
those
very
reasons,
we've
taken
some
really
positive
steps
in
the
last
year
to
expand
our
our
inputs
and
totally
agree.

idea
about
engaging
the
business
associations..

have
a
robust
volunteer
program
and
adopt
a
park
program
and
at
the
same
time
there
there
are
all
these
untapped
potential
that
could
help
us

think
that's

struggle.

understanding
the
state
of
the
parks
as
they
are
today
with

The
current
loss.

at

monday
was
that
about
a
twenty
six
percent
vacancy
rate
to
get
to
the
stage
that
we
all
want
to
see
in
the
future
will
be
a
marathon,,
not
a
sprint..

to
take

steady
work
and
study
focused
time
from
our
staff
and
obviously
having
more
staff.

of
what
we
try
to
reconcile
through
that
process
is
what
level
of
sustainable
maintenance
chief
with
the
staffing
we
have
to
make
us
all
feel
proud,
and
that's
that's
a

a
tension
point
that
we
struggle
with..

we're
aiming

staff

safety
department
and
our
contractors
struggle
that
we
we
have
to
open
up
these
areas
to
do
our
jobs.,
but
oftentimes.

come
back
and
it's
unable
to
be
secure
for
those
reasons..
So
we
are
looking
to
try
different
products
that
very
reason
to
make
it
more
secure
and
make
it
hard.

the

companies

recreation

almost

long
time

the
report

good
job

showing

important
work
of
maintaining
our
parks
and
providing
for
the
community,
because
it's
you
know,
during
the
pandemic
parts
were
essential,
even
our
essential,
our
communities
love
their
parks
and-

I
think
it's
important
work
that
you
do
so
so
I
wanted
to
thank
you
for
that.

thinking

that
like
year,
a
zero
sum
game
that
all
that
extra
effort
that
we
were
devoting
into
parks
that
we
were
looking
to
raise
up
came
from
somewhere

importantly,
it
meant
less

special

the
extra
time
and
touch
points
going
on
to
those
other
parks..
So
that's
the
struggle
right
now.
It's
kind
of
zero
sum.
Our
goal
is
to
add
about
fifty
new
park,
maintenance,
employees
and
twenty
twenty
three,
as
we
mentioned,
and
earlier
in
the
presentation.

our
division
on
this

I'm
really
so
so
excited
looking
to
the
future
and
be
able
to
assess
how
we
perform
when
we're
closer
to
flagstaff,
we'll
never
be
foley
staffed.,
that's

a
myth,
but
to
beat
to
be
able
to
assess
our
abilities
and
the
peace
scores
if
we
were
only
at
a
10
percent
vacancy
rate,
which
is
pre
pandemic
like
a
little
bit
more
of
a
standard
expectation..

savings
that
we're
seeing
with

vacancies.

department

exploring

few
years

with
caltrans

vacancy
rate
being

was
seeing
an
increase

litter
and
debris
along
freeways
and
encampments,

kind

creative
solutions
is
the
department
looking

shoulders
of

contractors

ability

work

them
on

we

looking
at
parks,

then

really

mitigate

impacts,

funding

spent

request
to
see
a
plan
implemented
that
includes
not
working
animals,,
not
just
on
social
media,
but
showcasing
them
at
community
events,,
adoption
inside
and
outside
of
the
shelter,
getting
to
know
rescue
partners
for
those
special
areas,
the
ones
where
old,
dogs,
disabler
medical,
dogs,
ones
that
are
good
with
fearful
dogs,
ones
for
mama
and
litters,
etc.
actively
not
working
animals
to
rescue
partners
by
calling
and
emailing
them.

specific
information
on
the
animals
breaking
animals
to
the
community,,
increasing
the
spend
programs,
hiring
a
positive
dog
trainer
even
just
part
time
and
adding
shelter,
dog
behavior
modification
programs
helping
adopters,
keep
their
dogs
by
offering
low
cost
or
free
training
classes..
I'm
particularly
concerned
with
the
staff
doing
behavioral
assessment
of
the
stress
dogs
in
the
shelter
who
have
no
formal
animal
behavior
training..
I
would
also
like
to
request
that
the
shelter
is
audited
for
the
living
conditions
of
the
animals
that
are
not
visible
to
the
public
and
that
the
coordinators
then
are
doing.

animal
care
services

a
couple
of
things.,
I
have
questions
about.
Townsley
animal
care
services
is
facing
significant
challenges.,
there's
so
few
animal
officers
that
people
calling
in
stray
animals
are
told
that
officers
will
not
come
out
unless
the
animal
is
injured..
Also,
when
people
call
in
deceased
animals,
it
sometimes
takes
weeks
for
them
to
be
picked.
furthermore,
with
a
shelter
full
of
dogs.
It
is
not
help
with
intake
for
healthy
dogs.

In
months,
people
are
told
to
let
the
dogs
go
where
they
found
them,
sometimes
without
the
dogs
being
scanned
for
a
microchip
or
put
into
the
shelters
online
system..
There
are
also
other
staff
shortages
within
the
shelter,
most
notably
in
the
medical
department.
Given
these
shortages
and
current
lack
of
services
at
the
shelter,
volunteers
should
be
valued
and
their
first
amendment
rights
protected
volunteers
are
a
valuable
resource
and
should
never
be
fired
when
they
raise
valid
concerns..
