A
So,
let's
get
into
it.
what
is
redistricting
and
why
does
it
matter?
So
redistricting
is
the
process
of
adjusting
district
lines
every
10
years
after
the
release
of
the
us
census.,
and
so
a
lot
of
folks
are
familiar
with
congressional,
well
redrawing
of
the
lines
or
assembly
and
senate
seats
in
the
state,
but
cities
and
counties
and
other
local
special
districts
absolutely
have
to
redraw
their
maps
as
well.,
so
san
jose,
just
2011
will
be
redrawing
their
maps
now
and
beyond.
Creating.
A
A
Their
goal
is
to
conduct
community
outreach
hearings
like
the
ones
today
and
identify
communities
of
interest
from
public
input.,
and
they
will
be
presenting
and
recommending
a
map
to
city
council
at
all.
at
the
end
of
this.,
and
so
they
will
absolutely
be
taking
into
account
everyone's
input
when
they're,
drawing
and
presenting
those
maps.
So
they
will
be.
A
A
A
A
A
A
Community
is
like.
what
interests
do
you,
when
your
neighbors
share,
what
you
have
in
common
and
what
makes
you
unique
from
your
surrounding
areas?
communities
of
interest
are
defined
by
you,,
your
local
community
members
and
it's
not
defined
by
anybody
else..
So
I
can't
tell
what
your
community
is
like.
and
that's
why
it's
so
important
for
you
to
tell
us.
A
A
A
A
And
really
quickly,
under
the
voting
rights
act,
there
are
certain
communities
of
interest
that
are
protected,
and
that
includes
latinos,,
asians
and
african-americans..
But
I
do
want
to
point
out
that,
while
communities
of
interest
may
include
race,,
it
cannot
be.
The
predominant
factor
in
drawing
district
boundaries.
now
are
exceptions
that
which
we
don't
actually
get
into.,
but
to.
A
List
of
what
a
community
of
interest
is-
and
it's
here
to
get
you
thinking
about
what
yours
could
be.
so
historical
community
as
town
as
a
community
of
interest,
tourism,
areas,
school
districts,,
media,
markets,,
neighborhoods.,
absolutely.,
downtown
in
rural
areas.,
I'm
sorry.,
my
cat
is
behind
me..
I
just
need
the
ear
off.,
all
right..
So
if.
A
A
The
fair
maps
act.
It
specifically
prohibits
these
three
groups
from
being
considered
as
a
community
of
interest,
and
that
includes
political
party,
affiliation,
incumbents
and
political
candidates.,
and
that
is
there
to
prevent
political
gerrymandering.
so
again
trying
to
keep
the
process
fair
and
transparent.
And
then,
while
this.
A
A
A
Going
to
get
into
some
examples
of
what
community
interests
are
and
are
not.,
but
when
we
go
through
it
and
when
you
think
of
your
own
communities
of
interest,,
I
want
you
to
think
of
these
three
questions..
So
does
your
community
have
a
shared
culture
characteristic
or
bond??
Is
the
community
geographic
in
nature??
Can
it
be
mapped?
so
critical
groups
today.
and
then,
of
course,
describe
the
community's
relationship
with
the
city
and
how
it's
affected
by
the
policy
decisions
of
the
elected
officials.?
And
so,
let's
get
in.
A
To
some
examples.
relief
examples
that
we've
worked
with.,
so
a
group
of
renters
who
live
downtown
testifies
to
the
city's.
Redistricting
commission.-
would
this
be
considered
a
community
of
interest?
and
again,
if
we
think
back
to
those
three
questions
doesn't
share
culture,
characteristics,
bonds,
kennedy,
maps.
and
how,
with
the
policy.

My
question
is:
is
that
a
lot
of
the
policies
and
a
lot
of
these
lines
were
designee
without
engaging
the
democratic
process.
chicanos
were
denied,
chicanos
were
denied
jobs,
chicanos
were
denied.
in
fact,
chicanos
had
the
reason
why
hillary
was
located
where
it's
at..
If
you
look
at
its
line
of
trajectory,,
it
goes
straight
north
to
milpitas,,
left
to
moffett
field
and
then
all
the
way
back
down
to
san
martin
and
what
it
did
is
that
it
was
built
as
a
part
of
the
agricultural
infrastructure
in
order
to
spray
pesticides
on
my
ancestors.
D
D
A
crime
against
humanity
that
will
no
longer
be
tolerated.,
and
so
what
I'm
asking
for
is
how
do
we
as
people
centered
bell's
redlining
maps
as
the
arbiter
of
these
lines
it,
regardless
of
who
says
what,
in
the
past
the
past
has
become
the
present
as
we
need
to
be
able
to
do?
What
I'm
asking
is:
how
do
we
do
that?
thank
you.
C
Afternoon.
memories
of
the
redistricting
commission.-
my
name
is
coming
up
valerio
and
I
am
from
people
pino,
a
local
nonprofit
organization
based
in
tennessee.,
and
we
are
focused
on
advancing
civic
participation
and
civil
rights
within
filipino
from
peanuts,
american
and
broader
communities.,
and
in
the
six
years
that
we
have
been
active
public
spirited,
spearheaded
a
coalition
of
250
organizations
to
help
thousands
of
the
lands,
leadership,
education,
advocacy
and
dial
up..
We
are
continue
to.
C
Advocate
for
community
representation
and
visibility
in
this
year's
redistricting,
and
we
ask
that
you
keep
our
communities
together,
who
are
living
in
areas
such
as
berryessa,
san
jose
and
especially
eastside.
St.
helens,
same
community
lives
within
fadem,
say
district
8,
connected
together
by
small
businesses,
parks,
community
organizations,
churches
and
schools.,
the
st.
C
francis
of
assisi
churches
and
port
area
for
our
catholic
members
of
our
community.,
and
we
also
have
a
demographic
of
filipino
american
students
attending
schools
within
the
eastside
meaning
high
school
districts
such
as
independents,
silver,
creek
and
evergreen
valley..
There
are
also
a
large
number
of
our
community
members
living
along
the
housing
near
independence
high
school,
especially
also
on
checker
ridge
drive..
In
addition,
we
have
a
huge
area
of
business
quarters
located
in
berryessa
and
is
connected
by
land.
this
avenue
that
our
members
from
different
too
often
traveled
to
eat,
shop
and
socialize..
C
In
addition,
barbecue
diner
on
sample
road
and
family
legend
barbecue
grill
until
you
wrote
our
restaurants
in
which
our
community
frequents,
often
the
communities
in
which
filipino
americans
live
and
have
shared
needs
and
interests
about
transportation,,
public
health
and
safety,
and
our
community
share
policy.
Concerns..
Other
api
communities
would
be
best
served
if
these
areas
in
which
they
live
and
are
kept
together
within
the
districts..
Thank
you.
C
D
Storm
from
the
horseshoe
and
that's
one
of
the
most
redlined
areas
in
the
city.
it
borders
on
a
well,
glenn,.
We
have
to
come
to
a
point
as
a
city,
ok,
to
where
we
can
sit
down
and
we
can
talk
about
racism..
We
could
talk
about
the
pesticides
that
were
sprayed
on
my
people..
We
can
talk
about
the
beatings
and
the
savage
humiliation
and
dehumanization..
It
went
on
in
eastside
union
school
district
to
the
children.,
the
mexican
children.
