Just
to
go
over
accessability.,
if
you
have
any
other
suggestions
on
how
to
make
this
meeting
more
accessible,,
please
email
chris
logan
at
christopher
elliott,
secret
hertz's,
dot,
org.,
and
before
we
move
forward
with
the
conversation
I'm
going
to
start,
I
want
to
start
with
a
land
acknowledgment.
We
respect
acknowledge
that
we
host
this
meeting
in
the
lands
of
the
only
people
steward
of
this
land
through
the
generations.
B
We
commit
ourselves
to
partner
with
our
indigenous
sisters
and
brothers
to
celebrate
and
honor
our
legacy
and
our
collective
work
for
justice
and
in
our
care
for
these
lands.
We
benefit
from
today.
happenchance.
I
want
to
get
to
this
meeting
quickly,
but
I'm
sure
the
interpreters
appreciate
you
just
on
just
a
little
bit,
so
they
can
interpret
for
our
guests
and
and
in
order
to.

B
Then
it's
in
the
agenda
today
we're
going
to
be
alternative
safety
response
recommendations,
.
we're
going
to
be
support
for
impacted
families,
recommendations.
we're
going
to
have
improve
community
conditions,
recommendations,
civilian
oversight
and
accountability,
recommendations,
police
conduct
recommendations,
,
hiring
personnel
and
training
recommendations
and
then
lost
to
our
enforcement
priorities,
recommendations
and
recommendations
to
other
bodies.,
so
we're
going
to
be
going
through
each
of
them
in
groups
and
then
considering
them
each
in
groups.,
but
I'll
be
doing
kind
of
a
quick
summary
of
this.
B
Months
of
work
of
hundreds
of
hours
of
research
and
time
that's
been
put
in
by
so
many
of
you
to
help
develop
these
and
just
being
able
to
still
what
are
some
of
the
core
recommendations
that
are
contained
within
those
documents
that
not
only
make
some
recommendations
but
also
have
background
justification,,
sometimes
process,
recommendations,
budget
and
other
types
of
things.
And
so
so.
B
B
The
first
one
this
is
contained
in
in
the
proposal
as
to
the
city
of
somerset
will
invest
in
ebola
response
teams
that
can
respond
to
incidents
involving
individuals
experiencing
mental
health
crisis..
These
teams
will
consist
of
service
providers
from
community
based
organizations
rather
than
law
enforcement
to
de-escalate
crisis
situations
and
provide
connections
to
resources
and
support
locally.
The
county
of
santa
clara,
clara,
has
developed
a
pilot
program,
known
as
trust
in
the
city
should
expand
this
program
capacity,
city
wide.

and

into
the

division
to
the

The
city
of

will
say
will
pass
a
resolution
to
encourage
state
legislators
to
give
municipalities
flexibility
in
developing
alternative
traffic

strategies
and
also
part
of
the
same
proposal.

more
in
the
section
of
gender
based
violence,
the
city
of
san
jose
will
develop
alternative
community
based
response
programs
for
gender
based
violence
that
provide
an
alternative
for
law
enforcement
involvement.
Programs
may
involve
community
teams
designed
to
safely
intervene,
incidents
of
domestic
violence
and
survivor,
led
restorative
practices
for
low
level
gender

violent
crimes..
We.
B
B
B
Least
in
the
section
community
service
officer,
the
city
with
some
said
this
is
part
of
this,
as
the
city
of
seattle
so
will
expand
the
capacity
of
the
community
service
officer
program
which
responds
to
lower
level
calls
for
service
such
as
non-criminal
calls,,
nonviolent
crimes
and
other
investigations..
The
city
will
analyze
calls
for
service
to
determine
cfs..
Those
can
respond
to
additional
additional
calls
and
develop
protocols
for
call
diversion
to
expose
wherever
possible.
so
here's
the
process.
I'm
going
to
suggest
for
this
evening.
I'm
going
to.
I
would
like
to
entertain
a
motion
for
adoption.

G
G
G
F
B
Enforcement
alternatives
to
law
enforcement,
kind
of
shifting
funding
away
from
traditional
responses
like
that..
We
want
to
make
that
that's
the
priority.,
but
we
do
feel
like
there
is
a
need
for
coordination
of
all
services
and
kampmann
services
and
kind
of
outreach
supportive
services
like
we
would..
I
think
the
recommendation
is
to
use
that
same
infrastructure
if
we're.
G
G
G
G
F
G
G
E
E
B
B
Quite
a
yesterday,
I
don't.
B
E
The
high
injury
corridors,
but
that
we're
we're
doing
it.
the
focus
is
on
making
sure
we
don't
identify
only
high
risk
corridors
in
low
income
parts
of
the
city,
for
example.
right..
So
we
want
to
make
sure
there's
that
equity
lens
in
everything
that
we
do
take
up
the
longer
term
vision,
zero,
plan.,
yeah,,
ok,,
ok.
yeah.
I.
F
E
F
Thing
as
long
as
those
trat,
those
traffic
cameras
allow
us
to
keep
the
focus
on
like
the
self
enforcing
street?.
That's
the
idea
behind
street
design
being
the
primary
focus
of
our
primary
means
of
traffic
enforcement
and
those
because
that's
what's
really
front
and
center
in
our
proposal,
then
yes,.
I
could
look
at
those.
I.
B
B
B
First,
one
is
trauma
relief
fund..
This
is
p
twelve.,
the
city
of
civilization,
established
a
trauma
relief
fund
for
wraparound
mental
health
treatment
and
social
support
services
for
survivors
of
violence..
The
funds
should
be
detached
from
the
criminal
justice
system
should
be
developed
with
input
from
survivors,
from
survivors
of
violence,
guaranteed
basic.
B
B
B
B
Moved
to
sorry,
I
that.
B
We
passed
the
the
four
motions
under
under
one
section.
B
B
It
be
all
system
impacted
families?
should
it
include,
because
you
know
there
is
a
system
where
they
give
victims
of
violent
stuff,
but
families
impacted
by
police.
Violence
are
never
included.,
so
we
have
to
make
sure
that
families
that
are
impacted
by
police
violence
are
not
left
out
of
that,
because
that
seems
to
be
the
big
problem
with
any
kind
of.
I
Funds
that
are
done
to
the
families
of
police.
violence
are
always
left
out
of
it,
and
it's
a
you
know,
the
a
trauma
relief
fund
for
mental
health,
social
support
of
survivors
of
violence,
but
they
won't
consider
families
of
police
violence
as
survivors
of
violence..
They
don't
they
haven't
done
it.
Thus
far.
I
I
I
F
F
Actual
you
know,
item
that.
F
I
Rosie
yeah.
yeah,
I'm.
B
B

B
B
B
Proposals
under
the
community
conditions,
recommendations
move
that
we
accept
and
move
forward
our
proposals
that
were
just
mentioned
under
the
improved
community
conditions,
section
darcey's,
the
motion:
is
there
a
second,
I
said
and
thank
you
gabriel.
all
right..
We
are
on
conversation
on
the
motion
to
accept
these
recommendations.
any.
E
C
B
B
B
B
B
B
E
Think
that
this
was
placed
on
like
ec
ten,
which
covers
these
was
placed
on
there
by
the
steering
committee,
and
this
was
largely
supporting
the
charter
review
commission's
recommendations
on
this,
which
will
be
considered
by
the
city
council
in
a
few
like
in
a
few
months..
So
this
is
largely
endorsing
these
particular
proposals..
B
B
Preference
of
keeping
the
language,
as
is,
which
is
fairly
loose.,
we're
just
we're
recommending
that
this
move
forward
not
getting
into
the
specifics
to
the
council
when
it
should
move
forward,
because
if
they
decide
to
put
it
on
on
on
an
election
cycle
that
may
be
unfavorable,
but
that
would
they
would
potentially
lose..
So
that
point
well
taken..
Thank
I
withdraw
my
request.
any.
B
B

Through
thirty,
three
or
parts
of
s.e.c,
five
city
of
san
jose
will
change
policy
to
place
police
officers
on
leave
without
pay.
After
first
critical
incident,
triggering
investigation,
city
of
san
jose
will
change
its
policy
to
immediately
remove
officers
who
committed
multiple,
critical,
incidents.
city
policy
will
change
its
policy
to
initiate
mandatory
drug
testing
of

involved
in
critical
use

force.
Cases.
and
the.
B
B
B
B
That
there
that
they
are
foley
capturing
the
actions
of
all
parties
for
the
duration
of
calls
for
service
and
investigative
stops.
policies
will
limit
the
reporting
of
crime,
victims
or
witnesses
without
consent
and
while
on
the
grounds
of,
and
also
limit
them
on
the
grounds
of
elementary
and
secondary
schools..
But
it
shall
be
retained
for
at
least
six
months
after
date
after
it
was
recorded
and
should
be
accessible
to
those
who
were
subject
to
the
footage.,
the
parent
or
legal
guardian
of
a
subject.
B
B
Violence
response
city,
usa,
will
adopt
a
new
trauma
and
form
will
adopt
new
treatment
for
practices
or
training
in
response
to
incidents
of
gender
based
violence.
To
ensure
accurate
documentation
of
incidents
follow
through
on
violations
of
restraining
orders,
preventing
the
arrest
of
survivors
and
revisiting
mandatory
arrest
policies.
B
B
I
Long
because
a
gag
or
stuck
like
they
did
in
our
case
that's
going
to
be
proof,
that's
going
to
be
evidence,
that's
going
to
be
erased
and
nobody's
ever
going
to
get
to
know
the
truth
of
what
happened.
Or
do
you
have
a
recommendation
for
what
the
length
of
time
should
be
for
that
I,
if
I'm,
if
I,
if
I
read
the
proposal
correctly
and
humeau,
please
correct
me-
this
comes
from
the
george
floyd,
like
police
reform
act,.
I
B
Rely
on
george
blois
claim
that
that
was
a
case
where
it
was
in
the
middle
of
a
pandemic,
and
everybody
had
to
pay
attention
because
there
was
nothing
else
to
do
so.
But
this
has
been
happening
and
there's
prior
cases
where
body
worn
camera
camera
footage
has
been
withheld
from
families
for
years
and
years
and
years,
and
so
and
this
instance
with
george
floyd,.
It
was
on
national
news.,
so
yeah,
of.
I
I
Have
a
recommendation
for
how
long?
well,
it's
going
nine
years
for
me
and
I
still
haven't,
got
two
of
the
videos.
So
at
least
ten
years
I
don't
know
like
it's
going
to
go
yeah.
nine
years
and
next
february
and
they're
still
to
videos
that
they
have
not
released
to
me,
so.,
all
right.,
so
check
and
then
kiona.
I.
G
H
Footage
that
isn't
necessarily
requested
or
used
for
a
very
long
period
of
time,.
You
run
into
some
data
storage
problems..
So
that
was
why
my
original
recommendation
set
five
years,
because
then
you
also
have
to
figure
out
how
do
you
store
this
data
safely
for
that
period
of
time
without
it
being
lost
or
corrupted.?
But
I.
H
H
June
twenty
one
get
stuff
released,
but
there's
also
a
seven
forty
eight,
which
also
supposed
to
get
videos
released
within
forty
five
days..
Well,
it's
been
eight
years
for
me
and
they're
still
not
complying.
So
it's
the
officers.
If
there's
laws
being
implemented
for
the
officers
or
the
police
departments
to
comply
and
they're
not
complying,
then
you
know
that's
like
a
catch
twenty
two
because
there's
two
laws:
fourteen
twenty
one
and
eighty
seven,
forty
eight
and
neither
one
has
gotten
me
all
the.
I
Everybody
understands
that
there
are
two
laws
that
were
passed
in
two
thousand
nineteen
that
I
helped
advocate,
specifically
for
because
of
our
case
being
put
on
a
gag
order
from
the
get
go
that
I
wasn't
able
to
access
anything
records,,
videos,,
nothing
until
after
it
was
implemented
into
law.,
I'm
still
to
this
day,
even
if
it
was
implemented
in
twenty
nineteen.
I
still
only
have
one
video
and
I
don't
even
have
all
the
documentation
that
I'm
entitled
to
get
because
they're
playing
games
with
me..
Where
would
you
are?

Twenty
three:
the

will
prioritize
the

Instead
of

potentially
additional

20.
The
city
of
somerset
will.
B
The
citizens
that
require
every
pd
officer
complete
at
least
60

of
community

per
fiscal
year..
The
community

service
qualifies
as

in

within
somerset

by

twenty

the

B
They
will
prioritize
community

on
the

requiring

of
sixty

with
community
members
and
ensuring
police

the
the
last
thing
I
was
going
to
share
from
the
steering

is
that
we
have,
if
we're
able
to
produce
and
finalize
the
report
we
we
are
in

right
now
with

with

about
potentially
bringing
this
on
to
a
regular
city
council
meeting
to
present
our
our
report
and.
B
B
Sure
that
they're
subject
to
brac
requirements,
public
noticing
and
doing
those,
those
particular
things..
So
we
have
ad
hoc
committees
that
basically
we
had
six
months
to
get
our
work
done
and
we're
almost
there.
so
anything
that
you
would
add,
peter
yeah..
You
got
it
right
after
the
six
months.
That
up
is
up.
You
can
continue
to
meet.
It
just
has
to
be
to
be
publicly
noticed,
and
we
can.
I
mean
we
publicly
noticed
the
the
outreach
meetings
that
the
committees
did.
So
we
just
that
it's
pretty
easy..
It
wouldn't
be
that
big,
a
deal..
