consider

vaccine

the
four
items
are
greenlit
with
various
actions
coming
back
to
council,

significantly
with
the
exploration

future
budget
allocations
around
the
american
relief
package,
which
is
the
federal
funding
that
the
city
received
related
to
coven,

response

recovery,
and
then,
lastly,
just
wanted
to
clarify
in
the
early
consideration
form
for
the
yellow
light
item,
the
the
pilot
reporting
program
that
we've
referenced,
that
we
can
kick
that
to
the
future
priority
setting
process
or
the
roadmap.

want

state
the
police
department
is
currently
piloting,
video
recording
related
to
other
projects
and
other
locations,
and
that
is
due
back
to
come
back
to
council
in
the
near
future,
and
so
once
we
have
lessons
learned
from
that
project

better
understand
staff
capacity,
as
well
as
any
technical
and
legal
issues.

report
back

this

brought
this
proposal

address
the
loss
of
life
that
we've
had
at
curtner

tully.

the
video
mentioned
on
april
on
the
night
of
april,
1st
vanessa
are
saying:
mother
5
was
killed
by
a
hit
and
run
driver
while
she
was
crossing
monterey
in
her
wheelchair
we've
had
five
pedestrian
deaths
this
year
alone
and
most
of
them
hit
and
run
most
at
night,
and
so
I
wanted
to
to
also
say
that
we
have
to
bring
a
way
to
bring
the
hit
and
run
drivers
to
justice
and
to
make
it
clear
to
drivers
abusing
this
intersection
that
if
you
commit
this
act,
you'll
be
held
accountable
and
that's
why
I
proposed
piloting
a
few
things
and
basically
we're
trying
to
make
this
intersection
safer
and
you'll
see
that
there
are
some
new
ideas
that
were
proposed
and
that's
because
dot
has
through
vision,
zero
and
and
the
regular
work
has
already
done
a
lot
of
things.

Like
timing,
the
crosswalks
we've
used
a
lot
of
the
standard
toolbox,
and
so
that's
why
you
see
some
new
things
here,
and
that
includes
knowing
that
most
of
the
victims
actually
were
unhoused,
and
so
one
of
the
ideas
is
piloting
some
outreach
in
the
evening
hours
so
that
we
can
go
out
there
encampments
nearby,
encampments,
near
87,
encampments
on
tully
and
having
that
outreach
go
out
during
the
evening
hours
when
people
are
there
and
talking
to
folks
you'll
see.

One
of
the
other
ideas
is
because
again
most
of
the
accidents
have
been
at
night.
Folks
have
pedestrians
have
crossed
outside
of
the
crosswalks
in
many
of
the
accidents
or
against
the
light
and
other
accidents
that
there's
an
idea
to
put
up
physical
barriers,
which
is
sort
of
not
standard.
But
that's
why
the
idea
of
physical
barriers
are
there.

The
cameras
is
a
pilot
because,
frankly,
this
intersection
has
become
a
little
bit
of
dui
alley
and
I'll.
Allow
pd
to
talk
about
that.
If
anybody
has
any
questions,
but
again,
these
are
at
night
these.
These
aren't
just
crossing
the
street
during
the
day,
and
I
also
wanted
to
bring
out
that
this
is
an
equity
effort
that
we
have
seen
a
growth
of
encampments
in
the
area
and
impacts
on
the
unhoused
residents
and
the
community
have
really
grown,
and,
frankly,
just
are
inequitable
to
allow
this
to
happen
in
our
city
and
that's
why.

And
I,
lastly,
I
just
wanted
to
say
my
heart
goes
out
to
the
victims
and
their
families
for
these
horrible
tragedies,
and
I
urge
my
colleagues
to
support
this
critical
work
moving
forward
so
that
we
can
prevent
further
senseless
loss
of
life
and
get
justice
for
the
families
of
those
that
have
been
lost.

issue
is
as
a
citizen
is
the
exploitation
of

poor
and
here's

it
happens.

start

Secondly,
once
they're
on
the
street
they're
experiencing
a
degree
of
vulnerability
that
I
doubt
that
anybody
on
this
council
knows
anything
about.
I
do
because
I've
been
homeless
in
this
context,
not
if
you
were
homeless
10
years
ago.
I'm
talking
about
this
context.
I've
been
there
and
so
there's
there's
an
exploitation
of
that
vulnerability
and
poverty,
because
what
happens
is
a
death
results
and
then
you
have
all
of
these
grant
writers
that
start
coming
in
and
so
that
they
can
get
their
little
tech
gadgets.

Okay-
and
this
is
the
this
is
sickening-
it
is
sickening
and
it's
got
to
stop.
It
has
to
stop,
because
we
are
losing
our
moral
authority
as
human
beings
and
the
respect
of
the
council.
It's
losing
that
moral
authority
when
it
allows
and
permits
the
deaths
of
these
vulnerable,
most
vulnerable
citizens.
We
didn't
care
about
them
when
they
were
alive,
but
yet
now
that
they're
dead,
let's
exploit
their
body.

exploit
that
data
point
that
they
represent
in
terms
of
a
death
by
by
hit
and
run
so
that
we
can
get
a
cute
gadget
and
then,
let's
use
it
to
extract
data
from
that
right.
There
there's
a
big
problem
with
that
in
the
city.

to
speak
those
words
and
it

just
not
enough
in
this
life

seems,

mayor's
efforts
towards
an
innovative
technology
future
that
started.
You

seven
eight
years
ago,
we're
kind
of
entering
a
new
era
of
how
to
talk
about
what
exactly
is
the
innovation
of
technology
and
in
fact,
what
in
what
is
our?
I
What
is
our
innovation
of
democracy
itself
at
the
community
level?
I
think
we
can
do
some
amazingly
important
work
that
open
public
policies
for
this
data
can
offer.
I
You
know,
there's
a
real
old
argument
about
the
importance
of
having
the
technology.
You
know
for
public
safety,
for
civil
rights
for
civil
protections,
but
I
think
that
sort
of
argument
really
has
to
learn
how
to
be
balanced
with
the
needs
of
the
open
public
policies
for
that
technology,
and
that's
our
future.
That's
sustainability
and
that's
where
the
innovation
is,
and
the
mayor
doesn't
want
to
do
that.

You
know,
out
of
these,
you
know
bad
practices
we've
been
in,
it
isn't
technology,
it's
it's
talking
to
each
other.
It's
dialogue,
it's
developing
new
practices
in
talking
to
each
other.
You
know,
I
hope
we
make
those
efforts,

fall
and
so
for
as
much
as
this
item
may
be
on
the
agenda
and
important
as
it
could
be.

about

public
policies
with

somebody

reckless

like

recording

allow
us

monitor
some
more

traffic
there

very
precise
about

of
our
efforts

precise

terms

hours
of
operation
that
that
usually,
we
notice
that
the
traffic
goes

little
wonky
or
a
little
crazier,

it's
throughout
the
whole

of

of
the
things
that
we
had
pursued
in
the
past

what

license
plate
reader?

folks
who
were
speeding,
although
we
were
told
that
that
that
this
is
a
matter
that
needs
to
be
discussed
at
a
at
a
state
level?

so
I
wonder,
how
does
it?

does
that

do
the
privacy
laws
impact
us
here
or
do
they?
I
just
wanted
to
make
sure
that
that
that
piece
was
sorted
out,
because
I
know
we,
we
don't
really
have

policy

yet
established

expectation
of
privacy

citizens,

security
concerns

now
kind

the
forefront
with

any
camera

related

speed

cities

state

ability

track
red
light
runners

push

legislation
with
the
cities
of
san
francisco

oakland
for
a
while,

specific,

off
of
video
recordings,

definitely

the

back

priorities
in
this
cycle.

problematic

and

were
able
to
meet
and
discuss

really

try

come
together
on
this
very
important
project
and
find
a
way
forward.

much
committed
to
to
working
with
the
vice
mayor,
council
and
valley
water
on
this
and
we'll
be
engaging
them
if
this
passes
in
the
next
few
days
here
on
setting
those
dates
and
a
path
forward
for

set

subsidy
issues

coming

funding

federal

state
level
that
I
think
can
allow
this
project
to
be
considered
at
this
time
and
to
make
those
funding
ideas
accessible
and
understandable
to
the
public.

think
it's
important
and
practical,
and
it's
just
it's
our
working
examples
of
what
we'll
be
doing
with
our
future
and
the
sarah
kovate
just
we're
talking
about
a
whole
new
level
of
of
what
funding
from
the
federal
and
state
level
can
mean-
and
I
just
hope
we
are
learning
how
to
feel
comfortable
with
that
at
the
local
level
and
how
to
talk
about
that.

we
gave
council
direction
back
on
april
13th
and,
in
the
course
of
trying
to
execute
on
that
council
direction,
we
weren't
getting
the
expected
outcomes
that
we
were
looking
for.
So
after
several
meetings
with
valley,
water
board
members,
my
colleagues
on
the
council
and
staff,
both
city
staff
and
valley,
water
staff.
We
came
up
with
a
tweak
to
the
process.
Most
importantly
was
to
bring
in
a
facilitator
to
help
with
the
negotiations,
as
well
as
other
particular
requirements
and
parameters
for
the
process.

So
that
was
the
the
reason
why
we're
putting
out
this
second
memo
on
this
topic
to
address
those
concerns
and
issues,
I
see
councilmember
arenas,
you
have
your
hand
up
was
that
from
the
previous
item
or
this
item.

first

all,

just
want

vice
mayor
and
council,
member
cohen
and
jimenez
for
this
excellent

we've
got
the
rapid
500
bus
line
that
goes
from
duradon
to

barriers
of
art
station
and
one
of
the
worst
experiences
that
I
had
as
a
transit
user
in
san
jose
was
when
I
took
the
500,
so
I
could
catch
the
bark
going
up
north
and
just
barely
missed
it
by
a
minute
or
two,
and
so
I
was
half
an
hour
late
to
meet
my
cousin.

so,
if
that's
going
to
happen
every
time
that
someone
wants
to
take
the
part
from
little
portugal
or
when
they
want
to
take
it
from
downtown,
then
we
will
have
spent
boatloads
of
money
on
these
new
stations.
Without
always,
you
know
making
it
easier
for
people
to
get
around
with
transit,
so
the
city
of
san
jose
really
does
have
significant
influence
on
these
systems,
all
three
that
we
take
part
in
and
if
we
can
endorse
the
seamless
transit
principles,
that
would
be
a
terrific
act
of
leadership.

make
transit

with
these
obstacles.

needs

met

stands
to
benefit

transit
system
that

the
city
to

growth,

mobility

needs

job
opportunities,
education,
family,
trips
and

we
have

for

our
regional,
fair
coordination

integration

statement

principles

orient

city

aspect

needed

address

needs

housing
for
people
across
the
income
spectrum,

better

congestion,
helping
the
city
to
become
more
walkable
and
having
a
bikeable
urban
space,
and
the
city
stands
to
benefit
greatly
for
a
well-coordinated
transit
system
that

the
city
to

is

important

discouraging

all

our
complex
transit
systems.
As
you
heard,
one
of

speakers
mentioned
just
to
get
to
a
destination,
including
all

different
fares,
difficult
transfers,
wayfinding,
etc.

the
way
up
and
out

the
area

napa
is
still
being
included
in

nine
county
bay
area
here
really
was,
was
a
challenge
not
to
not
to
mention
very
time
consuming.

this
frustration,
as
we
know

evident
in
our
community
from
a
petition
with
over
1800
signatures
so
far
having
been
garnered
to
support
this
concept.

asking
today
of
my
colleagues
is
simply
that
we
agendize
at
next
week's
council
meeting
a
consideration
for
a
resolution
to
adopt
the
seamless
transit
principles,
which
are
seven
principles
that
I
think
we
as
a
city
are

all
generally
in
support
of
already
and
we've
had
a
number
of
neighboring
cities
that
have
adopted
these
principles
as
as
well
that
being
mountain
view,
fremont
redwood,
city,
east
palo,
alto,
san
mateo,
as
well
as
the
santa
clara
counties,
cities
association.

opportunity,
I
think,
will
give
us
a
chance
to
be
able
to
to
state
what
we
feel
are
important
principles
to
buy
into
with
seamless
transit.
There's
a
lot
more
work
ahead,
obviously
beyond
just
adopting
the
principles,

believe
getting
more

more
agencies
and
and
local
municipalities
on
board
throughout
the
the
region.

to
help
to
to
move
that
needle

get

with
that

county

the

a
unified
ticket

how
to
get

schedules

make
quick
transfers

lot
of
work
to
do,

fully
support
the
effort
to
get
there.
