C
Don't
think
it's
done,
I
think
what
we're,
but
we're
I
think
in
position
to
kind
of
continue
on
we've
kind
of
done.
The
work
with
santa
clara
we're
on
the
same
page,
we've
given
feedback
to
valley
water
I,
was
on
a
conference
call
with
the
Corps
of
Engineers
in
normal
a
week
or
two
ago.
So
we
do
want
to
move
forward
with
it,
missus
authorization
that
would
allow
the
City
Council
to
give
me
some
room
to
figure
that
out.
Okay,.
A
A
B
D
E
C
C
Zum
meetings
like
this
and
and
I
think
what
we're
I
think
what
we
can
pull
out.
This
is
some
coordination
and
some
in
some
convening
I
just
put
that
out
there.
You
know
we
can
obviously
bring
that
forward
and
we
will
bring
that
forward
on
when
this
goes
to
Council
next
week,
but
I
just
want
to
kind
of
give
you
a
little
preview
of
what
we're
thinking
there.
Yeah.
C
F
Actually,
Dave
Sykes
actually
brought
up
my
concern
about
this
task
force
idea
again.
This
was
an
idea
that
was
presented
at
midnight
last
night
and
again
may
not
be
baked
I
didn't
know
if
the
staff
was
that
our
legal
staff
was
even
ready
to
make
the
freeze
I
actually
don't
know
a
single
landlord
who
is
itching
to
raise
rents
anywhere
in
this
city,
there's
just
regardless
whether
you
know
there
read
it
to
me.
It's
just
a
way
to
save
face
that
this
thing
flops
so
badly
yesterday
is
it?
C
C
That's
isn't
that's
just
anecdotal
and
I'm
just
hearing
from
other
city
managers,
but
they
were
asking
me
about
this
very
item,
and
so
you
know
you
know
I
think
we're
willing
to
do
this
convening
I.
Think
the
convening
would
be
better
than
having
that
kind
of
big
discussion
on
at
a
council
meeting,
and
then
we
can
kind
of
figure,
some
of
it
out
behind
the
scenes.
E
Got
somebody
this
is
ed
Moran.
From
from
the
discussion
last
night,
as
Rick
indicated,
you
haven't
approved
any
of
this
stuff
because
you
couldn't
have
approved
it
yesterday
because
it
wasn't
on
the
agenda.
It's
going
on
the
14th
for
you
to
approve
all
three
items.
There
is
a
possibility
that
you
don't
approve
any
of
those
items,
but,
as
Rick
said,
it
wasn't
on
the
agenda
to
be
approved.
E
F
E
A
So
what
I
would
just
first,
it
is
just
direction
the
city
attorney
to
go
draft,
so
no
one
has
to
draft
anything.
Yet
I
think,
obviously
the
extent
that
anybody
in
housing
or
wedi
has
any
insights
to
share
about
how
and
whether
didn't
implement
a
freeze,
that's
something
we
could
talk
about
on
item
C.
Perhaps
we
could
consider
modifying
it
to
read
something
like
discuss
convening
of
stakeholders
representing
landlords
and
tenants
to
explore
all
terrible
solutions.
A
It's
not
obvious
to
me
that
the
city
is
going
to
be
the
best
forum
that
may
in
fact
be
outside
entities
who
could
be
doing
this
work.
Bringing
people
together,
I
suspect
my
office
walls
would
be
directly
involved
in
some
way
or
another,
and
essentially
take
some
of
this
work
off
city
staff.
It
just
isn't
able
to
focus
on
that,
while
they're
dealing
with
an
emergency
yeah.
F
That's
what
I'm
getting
at
I
mean
I
would
I
would
what
I
don't
want
happening
at
the
next
meeting
is
400
people
dialing
in
giving
us
opinions
on
whether
it
should
be
one
month
or
nine
months,
or
you
know,
I
don't
want
to
make
sausage
at
the
dais
is
what
I
was
trying
to
get
at
and
I
like
the
idea
of
convening
a
body
of
people
that
can
work
together,
I
I
think
that's.
What's
missing,
we
need
to
talk
to
each
other
and
not
past
one
another.
So
I'd
appreciate
that.
Thank
you.
Okay,.
B
A
E
D
D
I
just
want
to.
We
did
hear
from
one
person
who
had
a
lease
due
at
the
end
of
March
and
they
wrote
it
in
to
us
after
the
initial
stay
home
order
was
given
and
the
landlord
did
increase
the
rent
by
a
hundred
dollars
a
month.
So
that
has
been
happening
and
again
just
like
Dave
mentioned
it's
anecdotal,
but
I
can
tell
you
if
at
least
one
landlord
and
I
also
heard
from
multiple
landlords
last
night
that
there
was
no
way
that
they
thought.
G
Sorry
about
that,
thank
you.
I
agree
that
that
most
of
those
landlords
were
calling
in
or
be
very
generous
and
thoughtful
with
their
tenants,
but
who
we
didn't
hear
from
are
some
of
the
landlords
who
aren't
doing
some
of
those
things
that
council
member
Davis
just
pointed
out
and
that's
increasing
the
rent
or
even
evicting
some
of
these
folks
from
their
homes
and
and
I
mean
these
are
landlords
who,
who
are
renting
rooms
within
a
house
and
not
necessarily
a
whole
apartment?
And
so
these
are
all
the
these
underground
landlords.
G
That
I
would
be
more
concerned
about
than
the
landlords
that
we
heard
from
last
night.
I
agree
that
a
lot
of
those
folks
who
came
to
us
last
night
are
the
ones
that
are
being
more
diligent
with
their
tenants,
but
it
doesn't
mean
that
there
isn't
a
problem
and
it
doesn't
mean
that
a
lot
of
our
most
vulnerable
will
be
squeezed
really
tightly
and
taken
advantage
of.
If
we
don't
do
something
about
it.
Yeah.
A
H
Right
all
right,
this
is
Blair,
be
calling.
Can
you
hear
me
yes,
hi?
Thank
you.
You
have
three
items
on
you.
The
agenda
for
14th
one
is
about
transportation
security.
Reminder
of
you
know.
This
doesn't
have
to
be
a.
We
have
to
return
20-hour
of
9/11
and
we
learn
lessons
from
9/11
and
try
to
create
good,
open
practices.
Still
there's
a
second
item
about
a
lot
of
pavement
working
to
be
doing
at
this
time.
Out
of
curiosity,
are
you
going
to
be
able
to
create
a
with
a
measure,
T
public
oversight?
H
H
Property
sale
exchange
is
why,
if
it's
related
to
the
measure
be
future
I
just
want
to
remind
yourself
that
your
very
good
practices
that
you're
trying
to
develop
a
negotiation
and
debate
or
negotiation
process
with
the
VTA
and
and
the
county
and
and
and
the
whole
county
about
the
issue
of
measure
B
and
the
North
Bay
San
Jose
area.
So
thank
you.
Thank.
D
D
A
E
If
it
falls
under
any
any
of
the
rain
control
provisions
that
their
local
jurisdictions
are
allowed
and
allowed
under
the
cost
of
Hawkins,
then
we
couldn't
do
it
well,
we'll
look
at
that
again
to
see
whether
any
of
the
current
stuff,
but
our
recollection
of
looking
at
the
recent
stuff
that
didn't
seem
to
include
relaxing
about
cost
of
hawkins
with
regard
to
rent
control,
which
is
what
this
would
be.
Okay,.
A
A
B
A
A
G
I,
thank
you.
I
wanted
a
little
bit
more
information
about
this
item.
It
is
concerning
that
it's
not
gonna
come
back
until
August,
knowing
that
we
have
a
shortage
or
of
access
throughout
the
city,
not
in
just
some
hot
spots.
So
so
can
you
tell
us
a
little
bit
more
about
how
that's
playing
out
and
why
were
why
we're
deferring
it
I
guess,
I
mean
I,
know.
G
C
This
is
a
case
where
actually,
the
the
entire
staff
that
have
been
committed
to
this
effort
has
been
redeployed
so,
and
that
starts
with
Dolan
kind
of
going
down.
So
I
think
you
know
and
I
don't
think
Dolan
did
talk
with
Dolan
about
this
this
morning,
and
so
you
know
I
guess
this
was
his
recommendation
from
the
standpoint
of
just
evaluating
his
personal
capacity
and
the
capacity
of
staff
that
are
now
working
one
of
the
things
I'm.
C
G
We
have
children
who
are
going
through
school
distance
learning
and
I
know
that
the
schools
are
doing
their
part
in
in
terms
of
getting
devices
in
even
as
latest.
Today.
One
of
my
staff
members
is
having
a
device
she's
picking
up
a
device
on
behalf
of
her
high
school
student.
Today
and
you
know,
we've
been
a
shelter
and
in
place
for
a
while
now,
so
all
school
districts
are
on
the
same
page
or
have
the
same
resources
and
I
think
we
have
an
opportunity
to
really
balance
that
out.
G
I
mean
I
completely
appreciate
that
I
think
over
felt
and
ybar
some
of
those
spots
that
are
going
to
be
done
with
the
Eastside
Union
High
School
District
partnership.
Obviously
over
felt
is
in
my
district
and
I
appreciate
that,
but
it
doesn't
mean
that
all
of
my
district
is
covered
or
some
of
the
areas
and
in
other
respective
districts
that
have
that
difficulty
of
accessing
yeah.
C
I
understand
I
think
maybe
to
be
asked.
The
only
way
we
would
be
able
to
really
make
progress
here
is
to
fold
this
into
the
roadmap
of
the
EOC
work
plan,
and
so
we
need
to
kind
of
you
know,
get
on
that
that
work
plan
and
be
prioritized
for
us
to
do
that
and
I'm
okay.
If
we
want
to
kind
of
talk
that,
through
at
Council
I,
don't
have
a
problem
with
that
I'm
just
sharing
with
you.
The
reality
of
you
know
what
we're
at
in
terms
of
our
resource
deployment,
yeah.
G
I
know
I
I
completely
appreciate
that
I
think
you
saw
the
memo
that
we
submitted
and
and
the
letter
that
a
number
of
school
board
members
submitted
and
I
think
even
dr.
Dhawan
in
a
message
from
her
had
said
that
they
need
access
to
Wi-Fi
and
at
least
you
know,
maybe
Wi-Fi
spots
through
our
community
centers
and
libraries
or
city
facilities
that
we
could
share
with
that
surrounding
community.
But
there's
a
need,
I
mean
there's
a
need
from
our
schools,
and
those
children
are
the
ones
that
are
either
not
gonna.
G
Pass
this
great
or
are
and
and
I'm
gonna
get.
You
know.
My
guess
is
that
the
the
kids
who
are
poor
or
don't
have
the
research
resources
are
really
going
to
get
held
back,
possibly
from
this
great.
So
that
would
be
wonderful
if
we
could
folded
this
in
the
work
plan,
we
can
decide
as
a
council
where
this
stands
in
terms
of
importance,
but
but
I
would
really
love
the
opportunity
to
discuss
it
further
and
I
think
we're
already
hearing
from
our
school
districts
that
they
need
that
support.
C
So
I
think
well,
let's
let
me
kind
of
figure
that
out
I
mean
I.
I
know
that
the
work
plan
that
that's
that's
agendized
here,
that
we
were
gonna
that
we're
recommending
deferral
doesn't
get
us
to
where
you're
talking
about
right.
Now,
it's
a
different
thing
actually,
but
but
the
point
you're
making
is
I
understand
the
point.
So
why
don't
we?
Let
us
kind
of
figure
that
out?
A
Did
yeah
I
think
it
is
different
and
maybe
what
this
would
might
be
an
opportunity?
I
know
there
was
some
question
Dave
about
the
potential
of
us
looking
again
at
those
grants
and
whether
or
not
we
want
to
recast
those
to
deal
with
the
more
urgent
situation
that
divided
that
we
have
now
with
many
kids
and
many
families
is
it
possible.
A
We
just
announced
yesterday
there's
going
to
be
an
expansion,
you
see
responsibilities
to
some
extent
to
deal
with
the
hundreds
of
millions
of
dollars.
We
could
get
into
our
families
pockets
if
we
can
get
them
applying
for
unemployment,
insurance
and
SBA
loans
and
PPP
and
all
the
other
things
all
the
federal
programs
and
CalFresh
that
they
may
have
obstacles
in
getting
to
and
again
that's
a
matter
of
survival
nobody's
denigrating.
A
D
We
have
a
lot
of
districts
in
our
city
and
you
know
as
well
as
I
do
that
the
infrastructure
that
this
Wi-Fi
is
going
to
go
on
is
our
infrastructure.
It's
our
streetlights,
so
anything
that
we
can
do
to
help
herd
the
cats
and
marshal
the
resources.
I.
Don't
think
we
have
to
provide
all
the
resources,
but
I
do
think
that
we're
gonna
have
to
provide
the
leadership.
So
whatever
we
can
do
and
I
know,
I
I
mean
we've
got
four
school
board
former
school
board
members
we've
got
one
one.
D
A
Her
name
is
to
make
a
great
point,
as
does
councilmember
arenas.
This
is
clearly
urgent
and
we
have
some
ability,
I
think
outside
the
ESC,
to
go,
see
how
we
can
align
the
resources
in
the
will.
So
I
think
that
is
a
interesting
and
I
would
love
to
be
able
to
huddle.
Obviously,
virtually
with
those
of
us
who
are
most
concerned
about
this
issue,
specifically
including
council,
member
Ramos
and
yourself,
and
any
others
who
want
to
jump
in
I,
know.
Councilmember
following
particular,
is
also
very
concerned.
G
Well,
I,
actually,
council
member
Davis
just
expressed
what
I
was
going
to
share,
and
that
is
that
we,
in
the
same
spirit,
that
we
said
we
could
have
a
working
group
for
the
rent
freeze,
that
we
would
form
something
similar
to
that
and
being
that
we
are
in
the
heart
of
Silicon
Valley
that
we
have
all
of
these
resources
and
why
not
maximize
those
versus
is
adding
this
into
the
work
plan.
G
But
I
agree
with
council
member
Davis
wholeheartedly
that
it
takes
some
leadership
and
our
schools
are
not
necessarily
liaison
liaisons
or
have
they
don't
have
contacts
with
some
of
these
big
tech
companies
that
you
normally
do,
and
some
of
us
have
some
of
those
contacts
and
so
I
think
we
are
that
we
are
going
to
be
that
liaison.
We
do
need
to
provide
some
leadership
because
we
expect
so
much
to
be
done
through
our
schools
and,
and
they
just
don't
have
the
same
capacity.
G
A
E
F
Yeah
I
happen
to
be
part
of
the
district.
That
I
think
you
are
discussing.
I
have
just
as
big
a
headache
in
areas
that
do
have
access
to
materials.
You
know
we
have
computers
here.
Our
Wi-Fi
isn't
great
here
either
and
that
boggles
my
mind
why
ammidon
doesn't
have
Wi-Fi,
but
in
any
case,
I
am
very
concerned
about
the
same
issues.
I
get
emails,
probably
as
much
or
more
than
many
people.
I
love.
The
me
part
of
this
working
group,
I'd
love
to
work
on
this
idea.
A
Okay
and
I
think
we
should
probably
separate
some
of
the
issues,
some
our
resources
and
technology
and
some
are
really
political
will,
and
maybe
we
can
figure
out
how
to
take
bite-sized
pieces
of
each
of
those
Dave
again
recognizing
that
the
team
has
really
been
redeployed.
Obviously
my
own
team
will
be
available
for
this,
and
by
that
I
mean
key
Lana
and
Apurva,
who
have
been
working
hard
on
these
issues
on
our
Moni
team
and
I'll.
Ask
them
to
jump
in
and
support.
A
C
A
Okay,
so
we'll
refashion
this.
Is
this
3.3
when
it
comes
back
to
something
that's
more
appropriate
to
I?
Think
our
focus
here,
David,
that's!
Okay
with
you
and
focus
on
with
limited
resources
we
have
and
see.
If
we
can
make
a
difference
and
then
we'll
take
the
other
discussion.
Offline
cancer,
Terrenas.
G
A
I'll
ask
my
team
to
reach
out
this
afternoon
to
set
up
time.
That's
convenient
for
you,
councilman
Davis,
Council
on
canvas
and
I
know
there'll
be
some.
Others
may
be
interested,
we'll
figure
out.
How
do
ya
I
guess
there
can't
be
more
than
a
few
others,
because
I
guess
we
need
to
keep
this
to
5
less
so
we'll
figure
out
who
to
make
that
person
and
then
we'll
move
forward.
Yeah.
G
And
just
to
let
you
know,
there's
there's
like
three
folks
who
sent
me
a
text
right
now
for
parts
of
the
city
saying
they
just
got
their
Chromebook
they're
on
their
way
to
get
their
car
or
going
to
get
the
Chromebook
today.
So
you
know
it's
a
and
my
my
contacts
that
are
exclusive
to
Evergreen,
so
I
know
that
they're
just
around
our
city-
and
it
just
shows
how
disjointed
some
of
these
efforts
have
been
I'm,
glad
to
hear
that
we're
gonna
move
ahead
on
this.
Thank
you.
Okay,.
A
H
A
H
H
A
H
But
I'm,
just
speaking
the
first
part
here
my
speech,
that's
about
the
subject,
that's
related,
so
if
you
can,
if
you
know
patience,
thank
you
to
speak
to
you
Verizon
to
today's
public
record
item
2.13
in
this
week's
City
Council
agenda.
That
was
the
order
of
$300,000
plus
a
new
streetlight
and
to
respect
the
many
homeless
issues
you
have
to
balance.
At
this
time,
I
heard
we're
in
this
county
of
Santa
Clara's
plan
to
ban
on
much
local
construction
and
permanent
unless
deemed
emergency
are
absolutely
necessary
at
this
time.
H
Meanwhile,
for
better
or
worse,
I
tried
to
stay
here
last
week.
To
conclude
now,
the
weekly
public
record
is
showing
permanent,
permitting
and
placement
of
much
new
surveillance
and
technology
within
speed
light
poles.
Thank
you
for
this
accountability
and
I'll
conclude
a
public
record.
Thank
you.
Thank
you.
B
I'll
make
the
motion,
but
Sam
I
wanted
to
just
briefly
chime
in
sure,
like
everyone
else,
I'm
concerned
as
well.
I
don't
have
the
the
problem
with
that
school
district.
That's
not
named,
but
we
have
some
issues
over
on
the
west
side
that
we're
trying
to
address
so
I.
Don't
have
an
education
background,
but
I
do
have
a
background
working
for
the
major
carrier.
At&Amp;T
it
also
hardware
manufacturer
Apple,
so
I
have
a
grounding
in
both
aspects
of
giving
access
to
those
students.
B
So
we're
trying
to
leverage
that
with
my
relationships
with
the
various
companies
as
well
as
I'm
assigning
someone
from
my
staff
to
run
point
on
trying
to
get
those
devices
as
well
as
the
access
into
our
community.
So
I
don't
need
to
be
in
a
brown
act
with
anyone,
but
I
just
want
to
let
you
know.
What's
going
on
in
district
1
yeah.
A
Most
men
appreciate
lifting
your
doing
as
well
obviously
helpful
to
have
somebody's
close
to
tech
to
help
us
and
what
we'll
have
to
sort
this
out.
I
know
a
lot
of
council
members
would
like
to
be
involved
in
some
way
and
I
don't
want
to
exclude,
by
virtue
of
this
working
group,
so
we'll
try
to
figure
out
a
way
to
do
this.
Legally,
all
right
on
the
motion.
Tony.
D
A
Frankly,
if
we
had
a
standard
process
in
place,
they
would
have
been
deemed
to
be
illegal
or,
and
they
wouldn't
have
moved
forward.
So
I
think
that
we
need
to
think
carefully.
Obviously,
we
wanted
to
create
a
mechanism
for
proposals
that
get
to
Council
if
they
involved
urgent
matters
relating
to
the
coronavirus
crisis
that
we
face,
not
all
the
proposals
that
relate
to
coronavirus
crisis,
though
they
may
be
important.
They
may
not
be
urgent.
A
E
F
Counts,
yes,
in
fact,
my
staff
is
actually
drawing
up
a
memo
on
just
this
topic:
I,
actually,
maybe
even
roll
back
the
sunshine
waiver
ordinance
I
know
it
was
well
intentioned,
but
that's
what
my
staff
was
drawing
up
as
we
speak
so
I'm.
Definitely
in
favor
of
discussing
this
next
rules.
Committee
meeting
and
I'll
make
a
motion
to
do
just
that.
Okay,.
D
G
Thank
You,
mayor
I
think
there's
two
things
that
are
converging
here
and
one
is
the
need
to
respond
to
our
own
respective
residents
within
our
districts
and
based
on
some
of
the
concerns
that
we've
been
hearing
and
acting
on.
Some
of
that
and
I.
Think
the
the
council
and
I
said
this
yesterday
during
my
request
for
my
memo
to
be
considered.
G
Although
I
realized
that
it
was
during
a
report
and
it
didn't
have
any
action
behind
it,
but
but
I
think
there's
a
want
or
a
need
to
have
a
role
as
council
members,
because
we
do
know
our
council
districts
the
best
and
I
think
I
agree
that
we
should
distinguish
between
what.
What
is
urgent
and
important.
But
I
also
think
that
we
need
to
utilize
the
council
offices
in
different
areas
and
so
say
for
for
vice
mayor.
G
That
would
be
maybe
in
the
the
tech
arena
or
my
area,
and
maybe
councilmember
Davis's
area
would
be
more
in
education
or
I.
Just
think
that
there
we
would
be
more
useful
if
we
had
a
really
a
defined
role,
because
our
Cove
in
nineteen
updates
take
three
hours,
because
we
have
all
kinds
of
suggestions
or
recommendations
or
because
there
isn't
really
a
role
for
four
council
members
and
we're
all
just
dealing
with
our
own
thing.
G
It
within
our
own
districts
and
I.
Just
think
that
we
could
maximize
our
efforts
across
the
board
by
having
some
defined
role
for
all
of
us.
So
I
wanted
to
see
that
you
could
consider
that
as
well
as
not
only
just
discussing
the
difference
between
urgent
and
important,
but
also
utilizing
council
members
to
be
part
of
some
of
the
tasks
and
I
think
you'll
find
that
we
won't
make
so
many
recommendations
within
with
the
coven
19
updates.
G
A
Customer
and
it's
your
points
are
well-taken
and
I.
Take
I
own
the
fact
that
I
don't
think
we
have
leveraged
the
capacity,
the
abilities
and
the
community
knowledge
of
our
council
offices
enough
and
I
own
that,
and
that
is
one
of
the
reasons
why
I've
been
urgently
pushing
forward
on
seeing
how
we
can,
whether
it's
in
collaboration
with
the
county
or
we
try
to
stand
up
something
ourselves
really
get
all
the
council
offices
deeply
engaged
in
making
sure
we
are
getting
information
out
to
our
residents
about
how
they
can
participate
in
federal
and
state
programs.
A
They'll
get
money
in
their
pockets
and
food
on
their
tables,
and-
and
it
seems
to
me
I'm
hopeful
and
the
next
48
hours.
We're
gonna
get
some
traction
around
that
concept.
That
will
get
people
pretty
deeply
engaged
quickly,
because
that
is
a
pretty
cool
competency
that
all
of
our
offices
have
with
our
connection
to
the
community
and
I.
A
Also,
you
know
take
take
ownership
that
you
know
as
we
think
about,
for
example,
the
issue
we
just
discussed
relating
to
schools
and
digital
there's,
no
inclusion
that
there
are
again
things
that
we
could
do
as
community
leaders
that
could
help
I
do
think.
There
are
some
straightforward
things
that
we
should
take
on
as
roles
as
elected
officials,
most
obviously
around
getting
resources,
whether
that's
fundraising,
getting
volunteers
to
get
engaged
having
those
relationships
with
companies
that
want
to
help.
A
You
know
give
PPE
or
manufacturer
whatever
it
might
be
in
connecting
them
to
the
county
and
other
than
the
right
folks.
It's
it's
that
rule
getting
resources
that
I
think
we
can
be
particularly
valuable
in
what
I
don't
believe
our
value
is,
is
is
in
getting
into
the
EOC
and
telling
the
EEOC
how
to
run
the
show
on
food
distribution.
I.
A
Think
it's
important
for
us
to
give
feedback
based
on
our
observations,
for
example,
councilmembers
ours
I,
think,
had
some
very
genuine
concerns
about
families
being
left
behind
and
how
we
can
fix
that
and
those
that
was
the
appropriate
time
to
raise
it.
But
I
wouldn't
want
to
be
giving
a
direct
role
for
council
members
into
ESC,
partly
because
I
don't
even
know
if
it's
legal
for
us
to
be
engaged,
I,
think
that
are
under
the
law,
but
also
because
it's
no
way
to
run
an
EOC
in
a
crisis.
A
You
just
have
to
have
a
very
focused
decision-making
model
that
enables
you
to
move
nimbly
and
quickly
and
democracy
and
a
council
we're
never
designed
for
that,
and
so
I
just
wanted
to
kind
of
set
expectations
about
where,
where
I'm
willing
to
push
and
and
make
sure
that
we
give
space
to
very
hardworking
people
in
the
EOC
to
get
their
work
done
without
feeling
like
they've
got
to
check
with
council.
Oh.
G
Absolutely
I
don't
mean
having
us
check
with
council,
but
I.
Think
a
perfect
example
is
what
we
just
discussed
about
utilizing
each
other
or
utilizing
the
council
district
members
who
were
interested
in
education
and
and
being
maybe
the
liaison
for
some
of
those
things
that
fall
through
the
cracks.
I
yeah
I'm,
not
saying,
let's
direct
all
of
the
EOC,
but
there's
certainly
some
value
I,
think
in
in
knowing
our
districts
and
having
some
of
those
relationships
and
being
able
to
to
to
be
helpful
rather
than
then
be
one
more
person
to
add
something
to.
G
A
G
Because
you
know
we
want
to
advocate-
and
we've
heard
from
our
residents
and
we're
fielding
a
lot
of
calls
and
we're
all
kind
of
doing
the
same
work.
I
just
don't
know
that,
because
we're
all
doing
the
same,
like
so
say,
for
example,
the
newsletter
that
I
put
out
and
I
sent
out
happy
to
share
that
with
everybody
else.
Nobody
else
has
to
do
that
in
terms
of
like
maybe
translating
it
and
I
think
it's
just
really
coordinating
our
efforts,
rather
than
being
a
stumbling
block
for
Josi
I.
Definitely
don't
want
that.
G
We
got
ten
of
ten
of
us.
I've
had
ten
different
opinions
and
I
certainly
don't
like
to
have
that
be
part
of
the
EEO
C's
mergency
plan,
but
I
think
that
there's
a
role
for
us
and
I
I
really
do
I.
Think
we're
being
underutilized.
I
appreciate
that
you
acknowledge
that
and
I
think
we're
all
kind
of
duplicating
efforts.
You
know
people
are
kind
of
doing
the
same
thing
I'm
doing
in
each
and
our
respective
districts
and
I
just
think
that
there's
a
better
way
of
facilitating
that
information
maximizing
each
other's
efforts.
That's
all
thank.
D
I
just
wanted
to
agree
with
with
everything
the
councilmember
Camus
said
that
I
was
under
the
impression
until
this
last
week
that
when
we
said
sunshine
waiver
that
it
meant
that
staff
could
bring
things
to
us
without
without
having
to
go
through
rules
and
having
that
time
lag,
as
as
they
were
reacting
to
what
was
happening
on
the
ground.
It
was
not
even
I
didn't
know.
D
E
So
yes,
so
the
council
can
impose
whatever
procedural
requirements
that
it
wants
right
now.
The
rules
resolution
actually
controls
how
council
members
interact
with
each
other
through
the
committee's
and
and
outside
of
the
committee's.
There
was
no
limitation
with
regard
to
the
waiver
of
sunshine,
and
so,
if
you
wanted,
if
the
council
itself
wanted
to
impose
some
limitations
on
its
on
the
way
it
acts
through
the
through
its
legislation
and
clearly
you
could
include
that
in
the
discussion
at
Nick's
rules
to
impose
some
limitation
on
the
council
actions
different
than
the
staff
actions.
A
That's
just
not
a
good
way
to
work.
It
so
I
tried
to
fix
that
yesterday
by
pushing
that
discussion
out
to
8.3,
but
the
reality
is.
We
simply
need
to
proceed
without
taking
public
comment
on
ors
of
the
day
and
have
our
public
comment
on
the
actual
agenda,
and
so
that's
what
I'm
gonna
be
doing
moving
forward.
I
know:
we've
all
tried
to
be
fair
and
when
we
get
past
the
emergency
period
I'll
be
happy
to
go
back
to
the
moment
to
the
time
when
we
just
take
public
comment
and
all
items
all
right.
A
B
A
B
B
B
Blair
Beekman
just
raised
his
hand.
Do
you
want
to
take
him
before
the
vote?
Yes,
mr.
Bregman,
thank
you.
Hi.
H
H
H
H
Yes,
thank
you
again
to
again
offer
I
feel
like
my
first
I
feel
like
we're,
taking
a
healing
approach
to
addressing
make
a
commitment
and
how
do
you
to
end
a
news
to
end
the
use
of
death
and
harm
in
the
future
of
social
planning,
social
engineering
and
infrastructure.
I
feel
this
is
hard
to
begin.
The
work
some
more
easily
address
the
social,
economic
and
environmental,
no
question
of
the
next
few
years.
A
reminder
that
too
many
good
people.
H
There
are
many
good
people
in
activist
for
decades,
have
been
already
working
toward
the
same
social
planning
and
economic
infrastructure
goals
in
a
simple
humanistic
and
negotiated
and
peaceful
terms.
Just
a
human
approach
at
this
time
can
create
a
bridge
that
can
naturally
allow
more
people
to
offer
their
ideas.
I.
Think
you
see
it,
you
would
see
a
common
denominator
of
something
positive
and
good
towards
a
more
sustainable
future.
I
would
also
be
of
help
to
save
up
the
unrest.
Intimidation,
fear,
international
governments
and
corporations,
of
course,
is
upon
everyday
people
at
this
time.
