A
B
Great,
thank
you,
as
you
can
tell
I
am
sitting
in
as
chair.
The
chair
is
unavailable
at
the
moment,
so
I'm
handling
the
duties
for
him.
So
if
I
mess
up
I
mess
up
and
you'll
just
just
asking
for
forgiveness
before
that
happens,
okay,
so
the
first
thing
we'll
do
is
take
a
look
at
the
March
28th
amended
agenda.
B
B
We
have
10
clo
count,
consent,
then
moving
on
to
strategic
support,
we
have
the
status
3.3
status
of
open
audit
board,
Affair
campaign
practice
Etc
any
questions
so
far
from
Council,
then
moving
on,
we
have
reach
code
6.1.
Various
a
flea
market
update.
B
Page
10
and
11.
I
will
note
that
we
do
have
on
page
13,
not
13,
sorry
page
15,
item
10.4
with
the
time
certain
of
six
o'clock,
and
then
we
have
an
ad
sheet
to
include.
B
C
Hi
Larry
Beekman
here,
I
I,
didn't
quite
read
the
item,
but
thank
you
that
you'll
be
addressing
free
market
things
to
just
quickly
offer
a
real
good
luck
to
yourselves
in
a
continuing
work
of
talking
with
all
parts
of
the
community
to
really
decide
what
the
for
it
to
be
a
full
community
process,
though
how
the
future
of
the
flea
market
can
look
and
work,
I'm
really
interested
how
everyday
Community
can
really
help
design
the
future
of
the
place
and
that's
a
concept
that
I
hope
we
can
learn
to
talk
more
about
thanks.
B
B
I
voted
twice
just
so
I
could
see
the
final
vote
so
ignore
the
Cohen
vote
motion
is
motion,
passes.
B
B
We
have
seven
consent
items
moving
on
to
page
six
and
seven
and
I
know
that
this
is
not
the
way
the
chair
handles
this,
but
this
is
just
the
way
I'm
doing
it.
Item
7.1
is
recommended
that
we
defer
that
moving
on
to
page
eight
item,
7.3
needs
a
sunshine
waiver.
So
when
the
committee
makes
a
motion,
if
you
could
include
that,
that
would
be
great.
C
All
right,
Larry,
Beekman
here
I,
noticed
for
this
item
that
the
digital
Equity
item
or
for
this
agenda,
the
digital
Equity
item,
has
been
deferred
again.
It
was,
it
was
on
your
Council
agendas.
A
few
weeks
ago.
It
was
deferred
to
April
4th,
and
now
it's
been
again
deferred.
Good
luck
to
when
you
eventually
have
this
item
at
Council.
C
C
The
digital
divide,
the
importance
of
all
that
and
what
I
hope
is
is
becoming
more
of
much
more
interest
is
how
if
the
concepts
of
accountability
can
really
be
a
part
of
the
process
of
the
future
of
Bridging,
the
digital
divide,
it's
not
just
placing
and
dumping
in
a
ton
of
5G
in
local
neighborhoods
and
saying
were
terrific.
It's
making
sure
that
process
is
done
in
really
good
practices
and
good
ways
accountable
ways
we
have
to
hold
Broadband
tech
companies.
Accountable
government
has
an
important
role
to
do
that.
C
To
make
sure
their
notification
process
is
really
clear
and
understandable,
so
the
public
can
have
choices
in
how
to
address
Broadband
being
placed
in
their
neighborhood
I.
Don't
think
it's
a
matter
of
saying
no
to
the
future
of
5G,
but
it's
learning
how
to
coordinate
with
with
different
neighborhoods.
What
exactly?
Where
can
5q
be
placed
and
where
maybe
it
doesn't
have
to
be,
and
we
have
to
learn
to
accept
those
arguments
and
those
understandings
and
to
have
a
clear,
accountable
process
in
those
efforts
and
I
I.
C
Don't
think
it'll
hurt
anybody
I
think
I
know
we're
afraid
of
it.
It's
a
very
can
be
a
very
tough
subject,
but
I
hope
we're
willing
to
address
it.
I
know
you've
taken
some
steps
in
San,
Jose
you've
invited
neighborhood
associations
to
talk
to
community
persons
about
it
and
as
a
way
to
really
if
they
want
to
address
these
issues
they
should
be
allowed
to,
and
we
should
learn
the
ways
to
do
that
as
I'm
trying
to
do
myself
thanks
for
your
time.
A
B
B
I
know
right.
Okay,
so
we
have
several
items
on
the
consent,
including
the
study
session
that
is
scheduled
for
the
30th.
Is
there
any
comments
from
the
public
Blair.
A
C
Okay,
hi
we're
in
between
here
I
think.
The
main
item
I
wanted
to
consider
today
was
the
open
or
the
public
online
public
records
letters.
You
had
many
letters
that
I
think
were
from
people
discussing
to
not
put
unhoused
centers
in
their
local
neighborhood.
The
future
of
community
sponsored
sites
government
sponsored
sites.
C
What
I
was
quite
trying
to
say
on
the
previous
item
is
that
you
know
I
think
we've
been
doing
this
stuff
for
a
few
years
now,
a
lot
of
maybe
stuff
around
this
too
and
I
hope
we're
really
learning
that,
with
both
the
five
key
things
and
with
the
unhoused
issues
that
we
can
coordinate,
you
know
as
as
local
neighborhoods
in
a
community
where
you
know
the
future
of
you
know.
C
Government-Sponsored
sites
can
be
a
good
place
and
where
they
may
not
be
a
good
place,
and
we
have
to
learn
as
local
neighborhoods
not
to
say
no
to
everything
but
learn
to
coordinate
how
it
may
not
be
good
in
some
places,
but
in
other
places
it
can
be,
and
that's
the
same
with
5G
thing,
and
it's
really
learning
how
to
do
that
as
a
community
process.
I
think
I
think
we
have
to
do
that
with
the
future
of
our
homeless
issues.
We
can't
rely
on
law
enforcement
to
to
enforce
everything
away.
C
We
have
to
have
government
sponsored
sites,
can
really
be
of
help
and
providing
Services
guidance
and
actually
I
think
works
in
ways
to
lessen
criminal
activity
instead
of
inviting
more
activity.
And
it's
it's
the
purpose
if
they,
if,
if
Government
staff
visits
the
sites,
often
and
works
with
people,
there's
just
a
natural
tendency
to
not
want
to
be
mean
basically,
so
it's
it's
a
good
practices
at
stake
here
as
a
community
process.
Good
luck!
How
to
figure
that
out!
C
Oh-
and
thank
you
to
word
yesterday
from
Catherine
Hedges,
who
spoke
with
the
importance
of
mental
health
counseling
that
we're
working
really
hard
can.
C
C
Hi
blue
Beekman,
here,
council
person,
Foley
we've
had
this
argument
many
times.
I
I
think
I
connected
a
few
Concepts
really
well
and
I.
C
Think
if
you
review
what
I
talked
about
today,
there's
a
connection
and
a
thread
of
understanding,
that's
incredibly
deep
and
very
connected
and
very
meaningful,
and
it
hurts
that
you
can't
see
that
and
feel
that
and
for
you
to
dismiss
me
and
be
fearful
I'm,
making
some
really
important
good
connections
and
I
hope
you
can
learn
to
trust
when
I
go
off
on
changes
about
issues
that
are
very,
very
much
connected
and
I
hope
you
can
learn
to
understand
my
process
of
creative
thought
and
Imagination
and
just
regular
regularity
with
that
all
said.
C
I
I
I
mentioned
also
yesterday.
I
want
to
start
talking
more
nuts
about
so
much
open
public
policy
practices,
but
the
concepts
of
accountability
and
I
think
that
the
first
place
to
start
with
that
is
this
week
has
been
the
week
of
where
we
started
a
war
in
Iraq
20
years
ago
and
I
think
we
really
have
to
make
efforts
to
really
understand
what
the
era
of
9
11
was
really
about,
and
what?
What
that
day?
C
What
really
happened
on
that
day
and
once
we
start
doing
that
I
think
we
start
to
develop
a
better
sense
of
ourselves
as
local
community
and
when
we
practice
better
with
better
practices.
We
do
in
accountability
here
at
the
local
level
can
also,
in
turn,
work
towards
a
better
accountability
practices
for
the
future
of
our
national
level,
who
then
have
more
peaceful,
decent
conversations
on
the
international
level
and
I
think
that's
the
goal,
and
so
what
we
can
do
at
the
local
level
with
tech
accountability
is
not
just
here
at
the
local
level.
C
D
Martha
O'connell
Golden
State
manufactured
homeowners,
League
representing
mobile
home
park
residents,
a
huge,
huge,
huge
shout
out
to
council
person,
Pam
Foley,
who
at
this
point
in
time,
is
the
champion
of
the
mobile
home
residence
and,
if
you
don't
think
they
know
it
trust
me
they
do
at
the
at
the
budget
meeting
yesterday
she
was
the
one
that
asked
the
question
a
clarifying
question
to
make
sure
that
all
the
parks
were
going
to
be
redesignated,
not
just
multi-family
residential
council
members
with
lots
of
parks
set.
Absolutely
silent.
D
Pam
only
has
one
park
in
her
District,
but
she
is
becoming
our
beloved
Champion.
There
was
one
important
thing
that
came
out
yesterday
that
I'm
going
to
repeat
the
state
of
California,
advises
city
of
San
Jose
in
writing
on
December
15th
quote.
Given
the
importance
of
this
housing
type
in
addressing
a
variety
of
housing
needs
and
its
impacts
on
potentially
displaced
residents,
the
mobile
home
park
designation
should
be
revised
to
occur
earlier
in
the
planning
period
in
2026..
D
I
just
became
aware
of
that
memo
and
I
wonder
how
many
of
you
know,
and
was
it
disclosed
to
the
public,
that
the
state
of
California
wrote
a
letter
to
the
city
of
San
Jose
on
December
15th
of
last
year,
critiquing
their
housing
elements,
so
the
state
is
now
saying
that
this
needs
to
get
done
once
again.
Thank
you,
Pam.
You
are
wonderful
and
the
mobile
home
residents
appreciate
you.
Thank
you
back.
