time
with

auditor:
this
is
our
monthly
report
activities
from
May
of
2020.
So
at
the
end
of
May,
we
issued
our
preliminary
review
of
controls.
The
documents
ovid
19
recovered
cost,
which
we
heard
yesterday
at
Council,
just
quick
reiteration.
What
we
had
done
is
looked
at
the
systems
in
place
against
the
theme
of
guidelines,
which
were
the
most
explicit
and
detailed
guidelines
for
federal
reimbursements
available
to
us
in
this
in
this
area.

The
next
step
is
to
start
pooling
documentation
or
you
against
the
city's
documentation
plan,
and
for
that
we'll
be
looking
across
program
areas,
even
those
that
may
not
be
eligible.
I
wanted
to
touch
briefly
on
our
assignments
in
progress,
because,
as
you
know,
a
number
of
our
program
of
our
projects
were
originally
slated
to
be
released
in
April
and
May
of
this
year.

understanding
I
think
in
some
of
the
for
the
cares,
Act

believe
that's
the
case.

think
we
will
keep
looking
at
the
cares
guidance
because
that
keeps
coming
out
anything
particularly

some

but
the
documentation
plan
basically
is
the
city's.

together

gathering

invoice
is
the
justification
following
proper
procurement
practices,
all
those

can

to
a
CDBG
program,
for
example

documentation
of
sheltered

I
usually
do
around
this
time
of
year
is
I'll,
send
an
email
out
to
all
the
council
offices
asking
for
any
any
ads
that
you
may
want
for
the
or
audit
suggestions.
I,
know
a
number
suggestions
that
people
have
provided
over
time
and
I'll
always
take
those
suggestions
and
kind
of
file
them
away
and
add
them
into
our
our
considerations,
but
I'll
be
sending
out
an
email
in
the
next
day
or
two.

usually
send
this
out
a
little
around
the
budget
time,
once
kind
of
a
budget
kind
of
gets
set
a
little
bit
more
and
then
they'll
follow
the
same
process.
Well
over
the
next
few
weeks,
I'll
put
something
together
and
then
I'll
be
coming
back
to
rules
the
beginning
of
August,
with
the
work
plan
for
approval
got.

by
submission
date,
it's
it's
there's
a
few
different
factors,
one
some
some
things
just
pop
this
list
from
a
risk
standpoint.
Other
things
popped
is
a
list
because
from
a
timing
standpoint,
for
example,
if
we
have
a
project
underway

say
PR
and
s
for
that
likely
to
start
another
PRS
project
until
until
we're
completed
with
the
other
one.
For
example,
we
had
a
number
of
Public
Works.
It's
this
past
year,
we
weren't
gonna,
do
them
all
at
once,
we're
gonna
kind
of
kind
of
hit.

my
overtime,
the
other
piece
is
just
availability
of
staff
and
how
the
staffing
piece
kind
of
shakes
out
and
then
the
final
piece
is
just
availability
of
department
staff,
for
example.
Something
that
has
a
heavy
budget
component
will
try
to
avoid
the
spring
time,
something
that
has
a
heavy
accounting
impact
will
kind
of
avoid
the
capper
season.
So
it's
it's
kind
of
a
balancing
act
and
kind
of
work
with
the
administration
to
kind
of
figure
out.
That's
timing
and
many
of
the
projects
there's
a
couple.

meets

criteria

that's
the
police,
staffing
to
review
in
comparison
overtime
and
projected
issuance

think
remains
to
be
determined.
So
if
you

we

can
benefit
from
having
this
maybe
move
to
the
top
of
the
list,
that
would
be
wonderful.

capacity
right
now
impacted

the
EOC,
because
I
believe
that
some
of
your
staff
is
on
lend
for
the
EOC,
and
then
you
have
a
list

assignments

haven't
started
yet.
Obviously
you
know
there's
a
bit
in
terms
of
what
you
can
do.

think
your
department
is
absolutely
fabulous,
but
there's
always
a
capacity.

that
point,
so,
as
I
said
before,
we
had
originally
planned
to
you
know,
at
least
for
the,
for
the
projects
assignments,
the
process
we
had
planned
to
be
wrapped
up
by
May,
and
so
all
those
ones
that
are
not
started.
We
had
four
plan
to
kind
of
get
moving,
which
would
just
let
it
leave
a
few
carry
over
not
yet
started,
which
is
usually
are.

always
have
a
little
extra
at
the
end
just
in
case,
and
so
we
are
a
little
behind
our
capacity
right
now
is
so
we
have
four
individuals
working
in
AOC
and
non
non
capacity,
but
even
with
their
work,
they
do
have
a
little
capacity
to
kind
of
wrap
up.
Some
of
the
other
auto
work.
We've
got
three
people
working
on
the
kovat,
19
audit
work,
and
that
leaves
the
remaining
staff
which
about
five
or
six
auditors,
myself
included
to
to
do
other
other
projects.

understand-
and
we
all
understand
that
there's
going
to
be
continued
need
for
Emergency
Operations
work,
whether
it's
folks,
you
know
my
folks
in
logistics
section
or
someone
with
nonprofit
Assistance
Group,
so
they're
going
to
be
ongoing,
need
in
those
areas.
So
just
have
to
balance
that
with
you
know,
the
priorities
within
the
audit
are
on
a
plane,
yeah.

just
trying
to
gauge
what
is
the
impact
because
being
part
of
the
EEOC
or
taking
part
in
that
having
a
role
there
and
what
we
are
pushing
holding
off
to
work
on,
and
you
know
your
audits
are
absolutely
crucial
for
all
of
us
to
figure
out
how
to
move
ahead
with
policy.
So
I
see
this
as
it's
also
holding
us
up
in
terms
of
some
of
these
areas
of
concern
that
we
have
on
this
list.

know
that
you
do
your
best,

wanted
to
offer
a
few
thoughts
on
the
subject
that
I
hope
that
you
can
can

considering
within
you
know,
city,
government
and
and
and
technology
deployment
issues
how
to
create
a
unfelt
8,
a
community
meeting
process
for
broadband
technology.
You
you
have
your
gung-ho
and
have
really
good
ideas
of
what
you
want
to
do
right
now.

where
is
a
place
for
as
a
community
we
can
kind
of
like
sit
and
talk
about
the
issues
of
it
and
I
hope
you
can
just
be
able
to
foster
kind
of
a
you
know.
What
I
keep
saying
you
know,
minimal
use
practices
are
practical,
it
can
happen
and
it
doesn't
have
to
be
an
oversaturation,
an
overhyped
job
which
I'm
very
fearful
that
the
city
of
San
Jose
is
gonna,
do
and
that
you
don't
have
to
and
I
really
really
wish
you
wouldn't
and
I
hope.

to
not
do
that
and
how

ask
that
of
you?
In
your
city,
government
and
and
the
technology
department
to
to
procure
a
process
of
a
community,
you
know
government
dialogue
to
develop
that
idea.

be
more
mellow
about
how
we
talk
about
the
feature.

it's
been
dumped
on
us
and
we
have
to
really
practice
how
to
be
a
bit
different
about
it,

still
accomplish
the
same
things
that
just
you
have

take

much

softer
approach

hope
you
can
work
on
that
and
I
guess.

suspect

asked

Coronavirus
relief
fund,
accountability.
I
Proposal
to
address
the
unprecedented
single
influx
of
funds,
I
think
the
other
sort
of
comparable
group
of
funds
that
we've
received
as
a
city
was
ARRA
during
the
recession.
But
the
cares
act,
it's
a
huge
influx
of
funds
and
that
we've
had
to
navigate
the
use
of
these
funds
and
an
understanding
that
it's
a
moving
target
that
we
have
had
a
lot
of
questions
around
how
it
can
be
used.
I
Most
recently,
we
got
an
additional
thirty
two
point:
eight
million
dollars
and
cares
and
HUD
funds
with
their
own
set
of
rules
and
guidance
that
were
fortunately
with
that.
Thirty
two
point:
eight.
There
was
some
more
clear
guidance
issued
with
that.
So
we
brought
this
forward
because
not
because
our
staff
doesn't
have
integrity,
but
because
we
find
ourselves
in
a
city
in
unprecedented
circumstances
and
I,
don't
think
anybody.
I
Any
single
person
in
our
city
has
the
experience
needed
to
deal
with
this
kind
of
federal
funding,
in
addition
to
all
the
other
duties
that
we're
facing,
and
so
really
it's
to
bring
in
a
team
that
has
some
specialized
teas
in
dealing
with
federal
funding
in
to
provide
that
transparency
and
accountability.
That
our
residents
have
gotten
used
to
from
us.

losing

work

that
area
already
from
an
auditing
standpoint,

it

piece
about
accountability.

we

take
on,

kind

figure
out
what
that,
with
a
specific
scope

it

the

the
councilmembers
specifically
was
like
see,
I,
don't
know,
Polly
or
loose
want
to
add
anything
yeah.

Many
of
these
consultants
have
particular
skill
sets,
and
it
is
certainly
helpful
to
have
an
organization's
like
Widow
Brian,
that
has
a
skill
set
in
providing
deep,
deep
information
on
the
FEMA
funding
sources
and
other
funding
sources.
But
we
also
need
an
organization
that
can
provide
us
assistance
in
how
we
not
just
get
those
funds
but
keep
those
funds,
and
so
that
gets
into
disaster
cost
accounting.

gets
into
internal
controls,
it
gets
to
appropriate
levels
of
documentation
and
the
true
for
us
is
not
just
to
set
up
a
structure,
a
recovery
structure
for
this
event,
but
to
set
up
a
recovery
structure
for
all
upcoming
events.
So
we
will
be
able
to
stand
up
sort
of
a
replicant
of
each
of
these
in,
in
whatever
format
that
we
would
have
to
do
for
for
the
the
power
surges
for
the
wildfires
and
a
mocking
envoy.

report

got

lot
of
money.

that

additional
auditing

would
alleviate
Joe's
role
or
lessen

section

in
2017
after

flood
as
part

our
action
after-action
report,
but

guys

money
coming
in
from
the
after-action
report.
It's
fairly
small
compared
to
the
upfront
money
that
we've
received
from
the
Treasury
Department
the
upfront
money
through
the
public
assistance
program
of
FEMA
that
we're
going
to
receive.
So
this
is
really
bringing
in
bandwidth
and
powerhouse
in
to
the
EOC
as
part
of
the
finance
and
recovery
function.

DLR
have
been
very
clear
that

project

useless

people

east

Oakland

this

be
a
highway
widening
project,
but

there

have
also
been
more
discussion
about
the
fact
that,
according
to
your
studies,
the
project
might
add
15,000
miles
15,000
per
day
to
our
roadway
system.
That's
not
induced
a
man

I
know
happy
happy
to
present
our
side
of
the
issue
in
more
detail
before
your
next
vote
on
this
project.

as

necessary

light
rail
for
31
years
and
I
was
also
on
a
county
panel
on
which
accounts
are
County
Committee,
on
which
only
two
of
us
used
public
transportation,
I
attended
a
County
for
forum
on
Monday
and
I
was
very
upset
about
what
I
was
hearing
about.
The
opening
of
the
light
rail,
the
safe
operation
of
the
light
rail
is
a
matter
of
social,
economic
and
racial
justice.
By
its
own
surveys,
VTA
is
saying
that
74
percent
of
the
respondents
are
non-white.

are
the
folks
that
ride
the
light
rail
disproportionately
seniors
disproportionately
poor
households
having
an
average
of
less
than
43
thousand
dollars
a
year,
households
during
the
presentation
they
talked
about
promoting
social
distancing
and
face
coverings.

was
on
the

waiting,

go

open

VTA
in

dangerous

riding

were
affluent
folks
from
wherever

rich
neighborhoods
are
in
San
Jose,
we
wouldn't
be
having
this
discussion.
They
will
be
making
sure
that
we
were
protected
when
we
got
on
that

we're
not
and
so

asking
you
please
protect
us
and
do
not
throw
us
under
the
bus.
