rezoning
and
a
plan
development
permit
for
the
full
development

acre
site,
the
detail,
components
there's
a
lot

uses
and
this
project.
As
you

project
description
is
also
on
your
agenda
is
posted
online,
so
you
guys
are
well
aware
of
what
the
project
entails
and
the
environmental
consultant
will
go
deeper
into
that
project
description,
but
this
is
just
again
an
overview.

residential
units,
there's
hotel
rooms,
there's
event,
centers
and
etc.

the

for
a
determination

be

leadership

long

it's
a
2011
law
that
if
a
project
is
deemed
as
a
leadership
project,
any
challenges
to
the
environmental
document
will
need
to
be
decided
within
270
days
in
the
court
of
appeal.

criteria
in
how
the
governor's
office
is
going
to
determine
if
a
project
will
be
a
leadership
project,
and
some
of
that
is
listed
on
the
slides,
such
as
it
has
to
be
a
certain
dollar
value.
It
has
to
have
not
result
in
a
net
additional
admission
of
greenhouse
gases
that
has
to
be
transportation
efficient.
It
has
to
give
job
to
Californians
and
etc.

California
we
have
a
law,
the
California
Environmental,
Quality,
Act
sequel.
For
short,
this

the
law
that
requires
all
the
agency
or
all
cities
and
local
agencies
to
identify
the
potential
impact
of
a
project
and
what
it
means
and
what
it
could
impact
on
the
environment.

purpose
of
sequel
overall

disclosure,
disclosing
the
potential
impact,
disclosing
the
potential
alternatives
that
a
project
could
have
disclosing
the
potential
measures
and
conditions
and
medication
measures
that
a
project
will

implement

reduce
those
impacts
for
this
project.

environmental
impact
report
or
a
IR,
you
see
the
on
the
slides
you'll
hear
me
refer
to
other
time
is
referred
to
a
IR.
For

that

appropriate
document

it's

highest
level

review
under

downtown
West
mixed-use
project
I've

asked

present
some
of
the
development
program
details,
including
the
proposed
land
uses
parks
and
open
space,
the
utility
plan
and
the
anticipated
transportation
and
circulation
changes.

on
this

in

diagram,
the
downtown
West
mixed-use
project
would
be
located
in
the
western
portion
of
downtown
north
west
of
highway
87
and
interstate
280
in
an
area
which
historically
accommodated
local
light,
industrial
and
manufacturing
businesses.
The
majority
of
this
project
site
is
within
the
Dehradun
station
plan
area.
Plans
gives
me
also
known
as
DISA,
which
was
adopted
by
the
city
in
2014.

West
mixed-use
project
encompasses
approximately
84
acres
across
more
than
a
hundred
parcels
stretching
approximately
one
mile
north,
the
south.
As
you
can
yeah,
you
can
see
in
this
picture
a
little
faded,
but
the
dirt
on
station
is
located
to
the
west.
Thus,
the
site
is
well
served
by
existing
and
future
transportation
infrastructure,
including
Cal,
train,
VTA,
ace,
Amtrak,
private
buses,
future
BART
service
and
high-speed
rail.
The
site
is
adjacent
to
natural
resources
such
as
Los
Gatos,
Creek
and
Guadalupe
River
and
adjacent
entertainment
venues
and
green
space.

this

shows
the
project
the
the
project
site
planned
and
what
we
are
calling
the
northern
variant
there
in
the
upper
right
hand,
corner
I,
hope
you
can
see
that,
although
the
development
program
described
in
the
prior
slide
would
be
the
same
under
each
variant,
the
northern
variant
would
place
a
slightly
different
distribution
of
uses
north
of
Santa
Clara,
Street
I.
Think
you
can
see
that
in
the
colors
there,
where
the
office
and
residential
are
basically
flipped,
it
is
possible.
The
variants
result
in
different
impacts
depending
on
the
environmental
topic.

this
next
slide
presents
the
project's
inclusion
of
numerous
parks
and
open
space
areas
throughout
the
project.
Site
programming
will
vary
and
be
site.
Specific
designs
are
currently
evolving,
based
on
public
input
gathered
as
part
of
this
planning
process.
The
project
would
include
a
new
pedestrian
trail
spanning
the
site,
which
is
intended
to
enhance
access
along
los
gatos
Creek,
and
that
is
in
blue,
well,
I,
don't
think
you
can
see
it,
but
each
other
so
for
transportation
circulation.

project
also
proposes
a
district
system
approach
to
delivering
water,
energy
and
wastewater
treatment
and
conveyance.
This
would
include
one
or
two
utility
plants:
on-site
wastewater
treatment,
plant
and
associated
infrastructure.

the
benefit
and
impact
of
this
approach.

biggest
qualms

lot

construction
going
on
in
downtown
is

resources

put

cyclists
and
pedestrians
when
they
shut
off

sidewalks
for
construction,
which
I
understand
is
the
necessity
in
regards
to
the
Google
construction,
specifically
on
Santa
Clara
Cahill
Montgomery.

can
we
expect
continued
better
protection
of
cyclists
and
pedestrians
when
you're
forced
to
have
your
big
equipment
and
your
operating
facilities
during
construction.

affect

San
Jose,
and
so
these
outreach
meetings
really

happening
throughout
the
city,
especially
in
communities

they'll

the
highest
impact
like

East
Side
community
should
be.

meeting

be
accessible
to
people
in
those
communities
and
in
language
it's
accessible
to
people
in
those
communities
about
the
actual
environmental
impact
report.

displacement.

law
foundation
wrote
a
letter
about
the

application

opposition

the

think

city
should
look
at
it
because
we
do
talk

impacts

this
project
will
have,
as
it
relates
to
displacement
we're
already
in
a
housing
crisis.

moving

Central
Valley,

they
can't
afford
to
you
know,

on
Amtrak
every
day
to
come

cafeteria
or
security
jobs.

the
environmental
impact

having
those
that
many
cars

Jose?

all

those
things
need

part

the
environmental
impact
that
that
you
all
look

we're
doing

right

I
think
is
not
very
well
advertised,

board
meeting
and
we
are
marching
merely
Cardo
right
now
and
I
actually
had
to
leave
the
board
meeting

next

is
that
just
open

This
is
unheard
of
it's
typically

days,

So
the
first
thing
you're
gonna
notice
there
is
that
between
the
tracks

Google
there

this
kind
of
blank
space,
and
that
supposedly
is
a
station.
It's
not
part
of
Google.
The
reason
for
that
is
that
Google
were
not
invited
to
the
party
by
the
VTA.
They
didn't
invite
Google
they
invite
bounty.
Now.

next
comment
I
want
to
make
is
that
if
you
look
further
on
the
other
side
of
Santa
Clara
and
you
go
north
and
you
follow
the
tracks,
there
is
currently
as
design
you're
going
to
cut
off
all
the
emergency
vehicle
access
to

tracks.
If
anything
happens,
to
Cal
train
now
that
they
want
they're
going
to
put
buildings
on
the
parking
lot,
there's
no
way
for
ambulances
fire
whatever
to
get
there.

this

not
designed
by
Google
and
when
I
find
out,
who
did
this
I

be
asking
for
their
resignation,

people

because
what
I'm
looking

something

neighborhoods

there

housing
and
there's
a
lot
of
rental
homes,
but
the
real
neighborhood
that
we're
part
of
is
called
the
garden
Alameda
and
it
will
be
impacted
and
you
didn't
go
far
enough.
So
that's
one
problem
and
it
needs
to
go
all
the
way
to
Taylor
Street
on
Stockton
and
then
all
the
way
down
to
the
Alameda.
That's
our
garden,
Alameda
neighborhood.

The
issue
well
of
noise
was
one
issue
in
regards
to
construction
and
the
city
of
New
York.
Whenever
construction
happens
requires
a
broadband
backup
beeper
and
what
that
is,
is
the
problem
with
the
single
tone.
Backup
beeper
is
really
destructive
to
our
health
and
our
nervous
system
and
actually
isn't
very
safe.
It
isn't
as
safe
as
the
broadband
backup
paper
made
by
Brigade
electronics.
I'm,
not
I,
don't
make
any
money
for
this
I
just
because
I
live
with
a
lot
of
trucks
and
buses.
I
I've
had
to
research
how
to
have
good,
neighbor,
a
warning,
alarms
and
because
it's
very
destroying
to
our
health
to
have
those
single
tone
so
like
in
the
city
of
New
York.
They
require
it
for
all
construct,
but
it
should
be
part
of
you
know
just
all
of
this
community
and
that
you're
building
this
google
village
I've
been
saying
and
I
even
got
support
from
the
downtown
business
association.

That
Google
Village
should
be
car-free,
that's
how
we
should
build,
be
building
it,
and
because
we
have
so
many
problems
with
the
cars
and
as
we
go
as
we
are
needing
to
reduce
our
fossil
fuels
to
zero,
and
at
least
the
science
is
saying,
if
we
have
a
ten
years
to
reduce
it.
Fifty
percent.
Well,
we
have
this
opportunity
with
your
project
to
do
it
the
right
way
and
not
make
the
state
mistakes
that
we've
made
the
last
100
years
of
how
we've
been
evolving
as
a
species
before
we
go
extinct.

Because
right
now
people
go
at
8,500
miles
an
hour
down
that
street,
because
it's
so
wide,
and
so
what
we
need
to
do
is
slow
the
traffic
by
creating
traffic
circles
as
well
as
medians,
because
it's
a
large
street.
So
that's
one
suggestion
to
traffic
calming
and
the
other
thing
is
Julian.
Street
is
a
mess,
especially
the
side.
As
we
go
towards
your
project
from
the
Stockton
going
eastbound.
There
is
not
even
a
DA
accessible,
there
is
an
old
style,
stairwell
stairs,
so
it's
not
a
DA
accessible
and
that's
the
American
Disabilities
Act.
I
So
that
is
not
even
meeting
it,
and
so
we
need
that
repaired
as
well
as
bicycle
lane
on
Julian
Street,
going
eastbound
from
Stockton
and
then
there's
Taylor
Street.
That
is
also
a
mess
and
it
needs
to
be
fixed
and
made
to
be
walkable
and
pedestrian
safe
on
the
intersection
of
Stockton
and
Taylor
is
a
mess
with
a
lot
of
free
right,
turns
and
those
issues,
and
then
air
quality,
I.
Guess,
let's
see,
oh
I,
guess
of
course
there's
the
underpass
under
Taylor.
I
That
needs
to
be
fixed
and
one
idea
we've
had
my
husband

in
regards
to
Taylor
Street,
oh

it
was.

Julian
Street
that
actually
there's
on
Julian
there's
quite
a
big
promenade,
and
that
should
just
be
a
walking
and
pedestrian
side
as
you
go
towards
PG&E
there's
quite,

it
needs
to
just

ramped,

so
it
would
be
accessible.
So
it
is
doable
to
make
that
walkable
and
bicycle
on
Julian
and
then
Taylor
Street
needs
to
be
improved
in
terms
of
walkability.

be
more
like
Campbell
lab
and
you
did
and
make
it
more
of
a
promenade
where
you
separate
the
cars
from
the
pedestrian
by
really
creating
a
more
infrastructure
that
separates
and
the
way
they
did
on
Campbell
Avenue,

make
it
a
promenade
and
separating
it
from
the
cars
traffic
on
Taylor
Street
as
we
go
under
the
underpass.
