have
not
met
since
november,
but
it
doesn't
mean
that
we
haven't
been
doing
what
we've
been
doing

lot
of
work
and
we
need
to
get
through
some
things.
Today..
I
really
appreciate
all
of
you
that
we're
able
to
make
today..

are
now
in
the
situation
with
the
post
pandemic,
where
we
all
have
to
be
in
person
or
the
majority
need
to
be
in,
but
we
need
to
have
a
quorum
in
person..
So
thank

making
that
effort..

know
it
was
a
lot
easier
to

was

officers

a
couple
of

do
have
an
agenda
to
go

They
have
a
lot
of
people
on
the

family

loved

coworkers

us

centered

what
vision
zero
is
all
about,
and
that
is
to
reduce
the
number
of
fatalities
on
our
streets..
So
with
that,
I
have
a
list
of
names
that
I

read

then
council
over
the

list
of
people.

Person
on
this
list
that
I
really
well
with
my
school
board
experience.
So
when
I
heard
of
her
passing
it
brought
me
to
tears
and
broke
my
heart,
because
I
know
what
she
has
done
to
the
community
and
how
she's
contributed
to
the
community
and
that's
just
the
person.
I
know
every
one
of
these
individuals
have
contributed
contributed
in
some
way
to
their
community.
So
maybe.

Before
we
begin

a
formal

want
to
remind
the
vision,
zero
task
force,
members
and
members
of
the
public
to
follow
that
at
meetings..
This
includes
commenting
on
the
specific
agenda
item
only

addressing

full
body.

engage
in
a
conversation
with
the
chair
of
task
force,
members
or
staff.
All
members
of
the
vision,
zero
task
force,
staff
of

public
are
expected
to
refrain
from
abusive
language.

this

really
important

establish
the
bylaws
and
how
we
can
go
forward
and
be
an
effective
sport..

one
more

first
thing

created

was
not
a
lot
of
guidance
about
what
the
membership.
Following
the
first
few
meetings,
we
looked
at
the
body,
that's
showing
up
for
these
meetings
and
we
want
to
memorialize

finalized
both
in
the
process
of
the
membership
would
and
also
the
ability
that
designates..
So
if
you
open
up
to
take
a
look
at
bylaws,
you'll
see
that
they
took
the
top
part,
the
main
meeting

reduce
the
number

that

collecting
data
on
the

the

driver

to
know
the
ethnicity
of
the
victim
all
if,
if
you
could
hold
those
comments,
still
open
forum,
we're
talking
just
about
mind.

rhetoric

racial
equity

grants
that

submitting
and
what

is
doing

exploiting.

nineteen,

which
we
had
sixteen
twenty
twenty
two
began
in
january.
With
way

previous
five

traffic
fatalities,
the

all

roads

Working
on
a
lot
of
community
engagement
initiatives
today,
here
hear
a
presentation
from
one
of
our
consultants
about
the
exciting
first
major
marketing
campaign
we're
having
to
reduce
speeding,
which
is
called
slow
down.
Sanford
say
we
have
some
distracted
driving
awareness
boards
out
right
now
on
roads,
and
we
also
have
a
major
pedestrian
safety
plan,
which
I
actually
have
mentioned
twice.
also
here,
since
I'm
on
that
one,
I'll
just
say
that
that
is
a
year
and
a
half
long
plan
working
with
a
consultant
and
has
a
lot
of
the
impeachment
involved.,
but
to.

Force
members
who
are
present
for
working
with
us
on
those
and
we're
updating,
expired
engineering
and
traffic
surveys
to
identify
streets
where
we
could
evaluate
for
lower
speed
limits,
which
is
the
result
of
many
years
through
the
forty
three
assembly
bill
that
was
passed
in
twenty
twenty
one
and
finally,
we're
also
working
on
building
project
evaluation.

Recommendations
that
were
specific.,
we
called
out
in
the
memo
expanding
the
traffic
safety
programs
to
prioritize
the
school,,
preparing
recommendations
for
budget
actions
to
make
systemic
changes
to
the
city's
transport
traffic
safety
program.

increase
the
program's
reach
to
be
able
to
support
every
school
district
in
san
jose,
as
well
as
increasing
traffic
enforcement
and
education
of
traffic
regulations..
It
sounds
kind
of
going
from
that.

There's
a
lot
of
proactive
outreach
from
our
department
from
a
rock
and
roll
education
program,
coordinating
with
the
county.,
what
an
education,
working
with
the
superintendents,,
the
school
city
collaborative
a
lot
of
effort
to
try
to
get
these
principals,
who
are
all
very,,
very
busy
people
to
know
the
value
of
this
very
focused,
proactive
program
for
the
benefit
of
their
schools..
So
once
got
all
the
data
and
really
started
tabulating
the
results,.
We
started
to
see
a
pattern
of
top
areas
that
concern
school,
traffic,,
pedestrian
safety
and
school
parking..

The
circulation,
if
anybody's
been
near
any
school,
is
not
really
surprised
that
those
results,
whether
you
have
a
parent
teacher
or
just
driving
through
so
looking
at
the
data.
A
little
closer
school
traffic
stood
out
for
these
subcu
categories
that
we
were
kind
of
selecting
taking
a
step
back,
we
had
listed
what
we
thought
were
generally
going
to
be
constraints
that
could
pop
out
of
the
schools
and
ask
the
principals
to
pick
their
five..

So
this
is
where
these
kind
of
stood
out
for
the
school
traffic..
We
have
the
school
related
congestion..
We
actually
also
had
the
option
for
general
congestion,
whether
it's
just
a
busy
arterial
or
there's
congestion
because
of
other
reasons
or
other
land
uses
or
school
related..
It's
a
very
distinct
difference
and
we
want
to
make
sure
it
was
really
just
the
traffic
and
it
was
overwhelming
how
many
responded
to
that
and
did
not
look
at
it
in
the
general
sense
of
the
roadway
capacity.
that
being
said,,
almost
two
thirds
of
the
school
said.

Congestion
during
school
was
a
top
five
concern,
as
was
also
mentioned
by
jessie,
speeding
as
a
top
concern
in
general.
It
doesn't
have
to
be
an
arterial,
it
can
be
on
a
residential
street
and
it
doesn't
have
to
be
going
above,
say:
twenty
five.,
it's
unsafe
for
conditions
that
are
out
there..
If
you
have
gridlock,
you
have
kids
crossing
and
someone
comes
through
there.
Twenty
miles
an
hour,
speed.
right.,
so.

That's
a
general
term,
but
that
kind
of
encompasses
both
those
definitions..
The
second
area
is
pedestrian.
Safety..
Over
half
of
the
school
said
that
there
were
needs
for
a
crossing
guard.
That
can
be
a
very
broad
definition
where
maybe
they
have
a
study
on
our
reading
list.?
Maybe
they
are
studying
denied
they
just
want
it..
Maybe
they
want
training
for
a
safety
patrol..
All
of
these
things,
where
there's
a
need
for
someone
as
an
adult
to
be
out
there,
helping
kids,
whatever
that
means..

we're
putting
in
both
a
lot
of
schools
for
each
of
these,
and
that
can
be.
We
define
that
a
little
better
that
parking
suggestion
that
the
15
minute
parking
some
of
the
loading
zones,,
the
bus
zones,.
Those
kind
of
things
double
parking,
where
there's
just
a
lot
of
congestion,
strictly
related
to
the
curbside
land
use
on
the
school
frontages
and
it's
congested
and
cars
can't
get
through
or
kids
can't
cross
the
street.
That
kind
of
congestion
on
the
streets..
What
we
also.

Asked
in
the
survey
was
specifically
related
to
our
rock
and
roll
program..
We
asked
them
if
they
were
current
rock
and
roll
participating
school,,
whether
they
were
interested
in
joining
the
school
or
whether
they
just
didn't
have
any
interest
in
school,
and
that's
part
of
this
survey
we
had
and
a
hyperlinked
that
actually
went
right
to
the
dot
on
page
pate
describes
the
law
school
program
because
there
are
some
schools,
I
don't
know
about
private
schools,
especially
they
just
don't
know
about
it..

They
don't
work
with
the
city
as
much
as
they
can
on
their
little
islands
or
doing
their
private
school
in
and
out
of
the
box
as
much
as
private
schools..
So
we
put
the
link
in
there
specifically
to
educate
them
to
say.
Well,
I
don't
know
if
this
is
the
click
on
it
and
a
full
page
calls
out
the
program
and
they
can
understand
and
be
more
educated.

you
answer
the

we

sixty
five
schools
currently
in
walking.
All
almost
every
school
responded
to
this
survey.
fifty
three
out
of
the
sixty
five
spots.,
so
it
kind
of
speaks
to
the
collaboration
that
the
walkerville
program
brings
to
these
schools
to
work
together
and
have
that
partnership
with
the
city
that,
when
they
see
there's
school,
related
they've
already
been
engaged
with
the
city
and
are
much
more
likely
to
respond
to
interested
in
joining
rock
and
roll
was
actually
quite
a
surprise.

middle
that
sounds
reasonable,
but
eleven
high
schools
are
actually
interested
in
gaining
that
education
and
whether
that
means
we
really
try
to
focus
a
different
kind
of
curriculum
training,
materials
for
high
school
drivers
or
bikers,
or
what
that
is
just
was
one
thing
that
stood
out..
The
second
test
out
to
me
is
thirteen
charter
schools,
and
I
believe
we
only
have
three
or
four
or
something
like
that.
Existing.
the
charter
schools
are
very
interested
in
the
rocket
ships
and
baseless.

We
don't
have
a
private
school,
that's
part
of
our
program
yet.,
but
I
think
that's
a
great
opportunity
to
get
the
word
out,
and
I
know
from
experience.
Private
schools
also
have
a
lot
more
teacher
to
help
with
access
and
circulation
than
public
schools
tend
to..
If
you're
out
there
at
seven
thirty
in
the
morning,
they
actually
mandate
that
the
teacher
go
out
there
and
help
with
the
access
in
circulation..

So
I
think
we
actually
have
a
better
chance
of
getting
that
by
getting
those
teachers
out
there
to
help
us
if
we
guide
them
on
with
the
most
efficient
ways
and
that's
working.,
but
that's
the
can
be
ones
not
interested..
There
are
forty
one
which,
if
you
look
at
the
other
two
numbers,
actually
really
small
percentage.

lot
of
them
actually
are
private
school.,
I
think
more
than
half
of
the
forty
one.,
so
that
kind
of
goes
back
to
the
point
that
I
was
making
before.

lot
of
them.

so
it's
just
a
different
dynamic
when
you're
talking
about
private
schools.,
but
that's
why
I
was
encouraged
that
top

program,

that
this
this
really
stood
out

me
is
something
we
really
wanted

get
interest

think

expected
a
third

want
to
join
it.

for
the

enforcement,

especially

crossing
bike
program

really
trying

find

recruitment
efforts

have

lot

vacancies
in
the
crossing
guard
program.,
it's
a
challenging
position
to
fill.

out
there

hours
a
day,
so
it's
a
very
select
few
that
want
to
do
it
or
would
be
encouraged
to
do.

we

that
more
marketable
position
or
other
volunteer
programs
that
we
can
investigate?

the
schools
that
are
more
invested
in

officers
that
would

the

dropped

before
picked

that's
something

officers

improvements

kind

better

better
circulation

parking

this
is
something
where
we're
really
looking

safety,

audits
and
that's
something
that
we
go
out.

work
with
the
staff
at
the
school
principal
vice
principal.
Where
were
the
main
contacts??
They
know

residents.,
they
know
where
the
problems
are,
and
we
use
our
engineering
experience
to
figure
out.

move
the
bus
on

the
far
side
of
your
loading.
Zones,
people
won't
be
parking.
simple
as

tell
them
that
it
makes
sense,
but
that
means
you
have
to
do
this
on

it's
a
collaboration

I've
done
that
for
fifteen
years
and
you
get
the
relationship
with
the
school
relationship
with
the
school
district
and
you
partner
up
with
them
to
figure
out
you've
got
this
much
frontage..

This
bullet

one
of
the
most
labor
intensive
efforts,
though,
because
you're
doing
all
of
that
personal,
and
so
then
you
have
to
actually
come
up
with
a
work
plan
and
then
send
out
workers
to
change
to
put
in

science

crosswalks
in..
These
are
very
labor.
Intensive
partnerships
are
incredibly
useful
and
it
could
also
be
the
school
changing
the
starting
types
to
stagger..

work
with
lincoln.

High
school
trades
elementary
middle
school
right
on
down
the
street
in
the
rose
area.,
all
three
of
those
schools
are
very
big..
All
three
of
those
schools
were
starting
within
twenty
minutes
of
each
other
and
it
was
complete
gridlock.
we're
double
parking.
Kids
are
trying
to
cross
the
street,
and
then
you
have
high
school
kids
driving
to
the
parking
lot.
At
the
same
time,
I
work
with
the
school
district
and
all
three
principals
staggered
all
the
starting
times:
fifteen
minutes
off
from
each
other
and
had.

Those
kind
of
things
I've
also
done
for
will
apply
in
middle
and
high
school
right
on
top
of
each
other..
Those
kind
of
opportunities
take
time
and
they
take
staffing
time
and
that
collaboration
effort,
but
it
works
so
well
for
the
safety
of
the
schools,
for
the
safety
of
the
communities
going
through
and
the
people
just
walking
through
the
neighborhoods.
Just
as
that
last
step
shows
right
here.
We
also
want
to
expand
the
rock
and
roll
education
efforts.

We're
at
the
point
that
we're

that
sort
of
analysis
phase
where
we
are.

just
had
our
consultant-
prepare
some
really
interesting
maps
that
we
just
showed
them
internally
to
stack
up

learning

lot..
So
I
feel
like
it's
a
direction
that
I'm
happy
to
sort
of
shepherd
this
for
to
make
this
pedestrian
safety
work..
But
I
think
that
it's
a
there's
a
lot
to
be
done
as
you
follow
up
on
the
quick.

collect

for

together

only

it
does

create
safety

awareness

the

it's

good
community
builder

the

and

grandkids

think

hours

day
in
the
morning

hour
in
the
morning
in
the
afternoon
that
I
can
devote

retiree
and
I
want
travel
and
I
want
to
play
golf..
I
don't
want
to
do
it
five
days
a
week.
So
is
there.

schools

say
we're
hiring
crossing
guards..

know

they're
effective.

happen

be
at
the
stop

passing

day

still

doesn't
mean
that
