just
a
little
background.
First,
I
want
to
say
that
director
wheeler
is
also
here
with
me,
and
these
supplemental
funding
priorities
are
both
capital,
outlay
style,
capital
expenditures
and
also
programmatic.

So,
as
you
look
at
this
different
priorities,
we
have
here
these
selections
came
about
as
an
outgrowth
of
our
capital
outlay
requests
that
we
made
back
in
december.

During
the
special
session
we
had
a
breakfast
talking
about
the
specific
capital
outlay
requests
that
we
had,
and
we
concurrently
were
also
thinking
of
all
of
the
arpa
funding
that
could
come
through
from
the
state
to
the
the
to
the
city
and
how
we
could
put
into
buckets
while
the
sort
of
irons
are
hot,
while
there's
special
sessions
and
also
debate
around
arpa
at
the
the
state
level.

So
these
are
just
buckets
of
numbers
that
we
have
that
we
believe
are
useful
for
community
and
economic
development
and
capital
investment
for
the
city
related
initially
to
arpa
funding.
But
there
are
many
other
funding
sources
from
the
state
legislature
and
the
state
that
could
possibly
be
used
to
fund
these
types
of
programming.

the
cities
in
the
states
are
probably
doing
the
same
thing
like
we
think
who
are
trying
to
submit
some
ideas
around
some
supplemental
funding
priorities
that
could
be
submitted
to
the
state
legislature
so
that
we
can
figure
out
whether
or
not
we
have
a
large
bucket
of
money
to
use
for
community
economic
development
and
capital
outlay,
or
we
start
with
a
capital
outlay
and
then
look
at
what
gets
bring
down
to
the
cities
from
there.

correct,

this
is
the
state
and-
and
it's
not
just
the
state,
harper
funding-
there
are
other
funding
sources
that
the
state
will
have
access
to.
So
we
hope
that
they
look
at
one
of
the
buckets
and
consider

city
of
santa
fe
for
some
of
those
priorities
that
they
might
list
capital
outlay
infrastructure
funding.
There's
another
one.
I
think
that's
their
access
general
fund.
So
there's
a
couple
different
funding
sources
that
could
be
slotted.
These
could
be
slotted
into.

some
of
these
we've
been
supporting
they've
already
been
in
discussion
at
some
point
or
we're
already
supporting
them

other
funding

weren't
discussed
when
we
were
talking
about
legislative
priorities,
one
question
and
then,
if
you
found
out
the
information
that
there
would
be
more
funding,
which
I
think
they
knew
a
while
ago,
why
didn't
we
talk

these

legislative
breakfast.

very

it's
a
good
question.
They
weren't
really
discussed
at
the
breakfast
because
the
focus
at
that
time
was
about
the
capital
outlay
and
no
one
knew
what
the
legislature
was
going
to
do
with

arpa
funding,
because
the
special
session
was
about
arpa,
but
we
had
really
no
idea
what
we
could
put
together
for
it.
And
so
we
had
start
our
phase.
One
was
sort
of
look
at
capital
outlay.

First
and
that's
what
that
rex
was
really
all
about,
and
then
we
said:
oh,
you
know
the
governor
decided
to
ask
them
to
discuss
the
arpa
outlay,
and
I
don't
know
if
you
followed
through
with
that
track.
They
didn't
really
get
through
all
of
it.
So
no
one
received
any
sort
of
funding
direction
or
guidance,
but
we
were
trying
to
make
sure
that
at
least
we
formulated
something
so
that
when
that
conversation
came
up,
we
were
ready
to
go
point
it
before,
but
pointedly.

I'm
chair
of
council
burial.
There
was
no
directive
from
the
legislators
to
put
together
a
list.
We
are
trying
to
be
proactive
as
they
go
through
debate
to
say
here
are
some
priorities
that
the
city
has
we've
now
sort
of
looked
at.
What
we're
thinking
on
the
city
side
for
arpa
and
now
there
are
other
funding
sources,
we'd
like
to
submit
some
ideas
around
funding
for
the
city,
as
every
other
city
may
be
lobbying
themselves
to
to
get
pole
position.

They're
pretty
hefty
and
the
state
well,
the
state
has
a
billion
dollars
to
spend,
so
we
kind
of
first
thought,
that's
where
the
funding
may
come
from.
So
we
put
the
hefty
amounts
in,
we
might
get
half
of
it.
We
might
get
a
quarter
of
it,
we
might
get
all
of
it.
So
they're
pretty
happy
amounts,
but
director
wheeler
can
speak
to
the
capital
outlay
or
construction
related.
I
can
speak
to
the
midtown
piece
and
then
there's
some
programmatic
numbers.

would
then
supplement
some
of
the
funding
that
we
want
to
do
here
in
the
city,
so
they
could
extend
and
even
increase
all
the
types
of
things
we
like
to
do
for
the
city
for
recovering
resiliency.

I
guess
some
with
what
what's
hard
for
me
about
these
kind
of
proposals
is
there's
no
meat
in
it,
there's
just
numbers
and
it
doesn't
describe
projects
and
programs
that
we're
trying
to
fund.
So
some
of
these
I've
never
actually
even
heard
before.
I
We've
never
talked
about
them
as
potential
projects,
and
so
when
you
look
at
them,
you're
like
what
is
that
I've
never
heard
about
it
and
there's
no
details
about
what
what
that
entails
and
what
are
the
benefits
of
considering
it
so
for
one
example:
the
food
innovation,
cannabis
and
bioscience
manufacturing
hub
center.

We've
talked
about
ways
to
find
other
funding
sources
for
work,
supportive,
permanent
and
workforce
housing
development.
We've
talked
about
early
childhood
care
services.
We've
had
presentations
on
that,
so
that
makes
sense
to
me,
there's
other
ones
that
I'm
not
quite
sure
what
they
mean
and
what
it
entails.
So
that's
what
I'm
seeking
is
details
about
some
of
these
and
how
they
came
about.

Some
of
them
are
not
on
our
cip
list
that
are
related
to
capital
outlay,
and
I
think
the
garson
film
studios
was
one
of
them
and
I'm
curious,
because
when
we
we
talked
about
garson
film
studios,
we
talked
about
how
there
would
be
an
rfp
for
that
item,
yet
we're
putting
and
wanting
to
put
20
million
dollars
into
that
project
before
we
sell
it.

that

that
first,

there
may
be
some
items
on
this
resolution
that

council

committee
for
questions
like
the
ones
you've

asked,
so
they
have
been
in
progress
and
we're
now
you
know
coming
to
you
today
and
we
are
open

for
conversation
around
them.

other
point
that

asked
about
a
question
was
that
some
of
the
items
did
not
make
it
to
the
capital
outlay
discussion
because
they
were
in
internal
discussion
at
the
time.
So

we're
on
a
time
clock
and
we

never

able

get
that
documentation
to
the
capital
outlay
booklet
in
time.
So
those
priorities,
other
priorities
got
up
front,
and
so
these
were
still
there.

We've
had
airport
expansion.
We
did
ask
for
a
hefty
amount
from
the
legislature
in
our
legislative
requests,
and
then
this
is
adding
more.
I
guess
I
would
like
more
details
and
this
memo
doesn't
provide
it.
It
doesn't
give
details
about
what
the
projects
entail
and
why
we
felt
like
this
is
something
that
would
be
beneficial
for
the
city,
some
of
them.
We
already
know
about
so
they're
self-explanatory,
but
I
guess
I
would
want
more
details
before
approving
this.
I
The
other
thing
I'm
concerned
about
is
the
ones
that
are
actually
capital
related
projects
is
that
we
already
have
a
pretty
hefty
or
pretty
long
list
of
projects
that
will
be
coming
online,
the
next
year
and
two
or
two,
and
my
concern
is
about
how
we're
able
to
add
more
capital
projects
when
we
have
a
pretty
full
plate
and
we're
also
limited
with
project
managers.

When
I
heard
about
all
those
millions
coming
our
way,
it
was
definitely
you
know
we
had
to
figure
out
how
we
were
going
to
create
the
capacity
to
take
advantage
of
that
funding
opportunity
because,
as
you
said,
we
are
pretty
well
funded-
we're
managing
well
over
100
million
dollars
of
capital
projects
right
now
and
expecting
quite
a
bit
more
coming
through
dot
and
these
other
funding
sources
that
we're
looking
at.

So
what
we
did
immediately
was
we
began
to
engage
professional
project
management
services
through
partnerships
with
our
professional
companies,
and
so
we
have
been
moving
projects
that
are
funded
to
project
managers,
professional
project
management
services,
services
to
make
sure
that
we
maintain
capacity
inside
the
organization
to
take
care
of
our
day-to-day
business.
Because
project
administrators,
you
know,
do
everything
from
support
facilities,
maintenance
right
to
parks,
maintenance
to
whatever
we
need
done,
as
well
as
managing
the
big
projects
like
the
teen
center
in
the
airport.

So
we
have
been
leveraging
a
bunch
of
expertise
where
we've
already
handed
off
three
capital
projects,
but
that
we've
engaged
professional
project
management
services
in
and
we're
looking.
We
have
like
three
more
that
we're
doing
through
more
road
projects,
and
so
and
one
of
my
strategies
with
doing
that
really
quickly
was
that
as
this
money
comes
out,
more
and
more
cities
across
the
state
will
be
doing
the
same
thing.
They'll
need
to
increase
their
capacity
and
they'll
be
trying
to
lock
up
resources.

So
we've
got
a
couple
of
firms
actually
that
are
pretty
well
dedicated
to
us
at
this
point,
and
my
strategy
for
the
capital
projects
will
be
to
continue
to
keep
them
employed
like
as
soon
as
they
finish
one.
We
give
them
another
and
they'll,
be
our
expand,
what
they
call
it.
Staff
augmentation
is
what
secretary
salazar
called
it
the
nmdot
secretary.

That's
a
strategy
of
staff.
Augmentation
is
to
to
have
professional
partners
and
keep
them
engaged
in
our
business,
and
so
we've
been.
You
know.
It's
been
taking
a
lot
of
my
brain
space
ever
since
all
of
this
funding
was
announced
and
we're
definitely,
we've
also
got
additional
positions
that
the
governing
body
authorized
in
the
last
budget.
We've
used
that
to
create
promotions
within
our
project,
administrators
we've
hired
new
project
administrators,
we're
having.

I
personally
lead
a
weekly
training
session
with
our
new
project
administrators
I
meet
with
them
every
week
and
I'm
introducing
them
to
our
process
and
what's
important
and
I'm
giving
away
in
the
land
so
that
we
can
get
them
up
to
speed
and
create
good
capacity
there
as
well.
So
we're
definitely
on
top
of
that
piece
of
the
puzzle,
because
it
is
a
really
important
foundational
piece,
but
I
feel
confident
that
we're
ready
we're
ready
for
another
100
million.
So
if
we
could
get
that
that'd
be
great.

envision

timely

be

in
somehow
or
considered?

though
the
session
will
be
done
the
week
after.

be

aggressive
as
possible

resolution

suspect
that
there

another

session
as

relates

source,

we're
hoping
that
at
least
we're
formalized
what
our
requests
are
and
the
arpa
funds

capital
funds.

sense
of
what's
being
contemplated
there
and
then

don't

Let's
start
with
those
two
things.

Manager,
thank

so
starting
with
the
food
innovation
hub.
So,
as
you
heard
on
the
grt
presentation
that
you
know,
we
are
moving
forward
with
new
industry
sectors
in
our
city,
food
and
accommodations
are
a
large
portion.
I
think
it
was
43
million
dollars
in
this
quarter,
and
so,
as
we
look
to
diversified
economy,
we
are
seeing
that
some
of
our
food
businesses,
we
call
them
food
innovation,
businesses
because
they
add
something
to
food.
A
These
food
businesses
are
starting
to
expand
and
other
cities
are
also
coming
to
santa
fe,
to
poach
them
and
so
we're
looking
at.
How
do
we
keep
these
expanding
businesses
in
santa
fe
so
that
we
can
create
jobs,
wealth
and
a
quality
of
life?
And
so
there
is
a
parcel
at
the
roundabout
at
599
at
south
meadows
that
the
state
has
leased
to
the
city
for
50
years
and
we
it's
specifically
for
economic
development
purposes,
and
so
we
wanted
to
look
at
that
parcel
as
a
potential
hub
for
manufacturing.

So
we
have
some
food
manufacturers,
we'd
like
to
put
that
hub
there
and
additionally,
we
have
six
plus
bioscience
companies
startups
here
in
the
city
who
are
in
our
incubator,
who
are
about
to
grow,
and
one
of
the
things
we
don't
want
to
do
is
have
them
also
leave
to
go
to
albuquerque
or
austin
or
boston,
and
so
we're
thinking
as
we
look
through
the
the
phases
of
this
potential
development
that
we
can
build
a
bioscience
center
so
that
we
can
take
the
next
stage
of
bioscience
companies
and
put
them
in
this
center
also.

We
don't
know
whether
the
cannabis
piece
will
come
into
play,
but
we
added
it
in
because
you
know,
as
everyone
knows,
it's
now
getting
licensed
and
legality
is
there,
and
so
the
one
of
the
things
we've
found
out
is
that
there
is
no
testing
of
cannabis
sort
of
north
of
las
cruces,
and
so
we
thought
of
santa
fe,
as
maybe
a
possibility
of
a
place
where
you
can
have
professional
testing
as
a
center
there.
So
those
were
the
ideas.

They've
been,
as
I
said,
to
pennsylvania,
they've
been
in
a
sausage
making
stage,
but
that's
kind
of
what
the
idea
is
for
that,
and
so,
when
we
found
out
there
was
potential
funding
for
development.
We
put
it
in
and
submitted
it.
We
didn't
make
it
to
the
icip
list,
but
we
are
still
hoping
that
there
is
some
way
to
find
some
funding
that
we
can
do
for
this.
For
our
city,
that's
the
first
one.

Just
like
you
do,
for
food
food
has
to
be
tested
too,
before
it's
sold
to
the
public,
and
so
we
thought
of
another
place
in
this
crossings
area
that
we
could
potentially
have
a
testing
center
there
and
just
bring
more
of

cannabis
revenue
to
the
city
of
santa
fe,
not
just
growing,
not
just
commercial
locations,
but
you
can
actually
have
a
testing
center
where
money
comes
from
all
over
the
state.
For
that
purpose,.

We
believe
that
the
from
the
group
arson
standpoint
is
that
we
are
interested
in
developing
the
studio
expanding
it.

I
think
everyone
knows
that
the
streaming
industry
has
exploded,
I
mean
we
have
nine
new
streaming
services
outside
of
your
regular
cable
box,
and
so
our
santa
fe
studios
is
completely
booked
and
we
are
making
really
good
revenue
from
the
studios
there,
and
we
know
that
as
we
as
we
develop
the
midtown
campus
that
we
need
to
prepare
that
studio
so
that
we're
not
necessarily
walking
away
from
opportunities
where
folks
will
say
well,
you
know
your
parking
lot
is
a
grand
canyon.

don't
know
if
I'm
ready
to
invest
four
million
dollars
there
or
you
don't
have
a
film
school
where
you,
where
do
you?
You
know,
add
that
element
into
the
film
studio
so
that
that
funding
amount
there
is
to
sort
of
expand
out
to
our
film
studio,
get
it
up
and
ready
for
a
potential
sale
or
development,
and
also
add
on
the
infrastructure
needed
for
potential
film
school
and
extra
studio
space
and
some
upkeep.
That
is
desperately
needed
at
the
studio.

now,.

and
so
the
airport
we've
been
talking
about
the
guaranteed
income
program,
we've
talked
about
the
permanent
workforce.
Housing
development
we've
certainly
talked
about
are
the
need
to
be
doing
more
housing
and
building
the
spectrum
of
housing
to
meet
variety
of
needs.
We've
we've
had
presentations
on
the
early
childhood
or
early
child
care
services
and
workforce
development.

know
small
business
and
local
tours
and
recovery
and
resiliency
programs.
You
know
that
makes
sense
to
me
just
in
the
sense
that
you
know,
as
we've
heard
people
or
we're
still
climbing
out
of
this
pandemic.
I
do
have
a
question
on
the
the
testing
and
vaccination
kits
and
ppe
materials
for
affected
communities.

that
you
know
in
the
a
year
ago,
around
this
time
or
a
little
less
than
a
year
ago,
we
were
looking
at
different,
zip
codes
that
were
actually
highly
susceptible
to
cobit.

their
numbers
were
super
high,

we're

saying
that
we
want
to
make
sure
that
the
whole
city
is
on
the
same
path
of
covert
recovery
and
health,
and
but
we
know
that
some
of
our
zip
codes
or
census
tracts
may
not
make
it
through
in
a
lot
of
ways
and
so
effective
community
just
means
like
we
need
to
keep
an
eye
out
where
spikes
happen.
They
don't
happen
in
just
the
whole
city.
They
happen
in
different
areas
of
the
city
and
so
effective
communities
means
census,
tracts,
zip
codes,
et
cetera.
