plan
amendment
is
from
Park
to
low
density,
with
the
rezoning
from
R1
to
R6.
The
second
General
plan
amendment
is
from
Park
to
high
density,
with
the
rezoning
request
from
R1
to
r21
and
a
master
plan
that
ties
both
the
general
plan
and
the
rezonings
together.

first
section
we're
going
to
discuss
the
a
brief
history,
the
location,
the
history
of
the
review
of
the
application
and
the
current
review.
The
project
review
we're
going
to
look
at
the
criteria
for
the
Southwest
area,
master
plan,
other
parts
of
the
general
plan
and
project
consistency
with
the
general
plan
we're
going
to
go
over
the
existing
zoning
proposed
zoning
compliance
with
chapter
1435
rezonings
and
we're
looking
at
the
master
plan,
components,
consistency
with
the
general
plan,
I'm
not
going
to
go
too
far
into
the
general.

So
let's
look
at
the
location
of
the
property,
we'll
start
off
with
the
history
in
the
early
80s,
the
city
and
the
county
got
together
and
they
formed
a
memorandum
of
understanding
that
allowed
the
city
and
county
to
work
together,
which
made
the
county
adopt
the
extra
territorial
zoning
ordinance
in
1981..
This
allowed
the
city
to
act
as
sort
of
a
development
review
team
to
those
projects
that
were
in
the
County's
jurisdiction.

Since
some
of
those
developments
were
impacting
the
city
of
Santa,
Fe,
roads
and
other
areas,
we
were
able
to
give
our
input
that
prom
that
put
together
the
two
and
five
mile
area
radius
around
the
city
limits.
The
two
mile
was
a
planning
and
planning
area
and
the
Five
Mile
was
strictly
plotting
in
1997,
the
city
adopted
a
general
plan
and
then
in
1999
the
general
plan
was
amended
by
the
city.

In
August
of
2001,
through
a
bond
election,
the
county
acquired
20
22.64
acres,
which
is
the
subject's
site,
and
what
we're
talking
about
today,
that
particular
project
or
property
was
targeted
for
a
park
by
the
county
in
2007,
the
city,
the
county,
the
area
residents
got
together
and
they
they
developed.
The
Santa
Fe
Community
area,
master
plan,
Santa,
Fe,
Community
area
mass
plan
or
the
swamp
was
then
adopted
into
the
city's
General
plan
by
resolution,
2007
105
by
the
city.

Within
that
Central
neighborhood
plan
area.
The
property
was
identified
as
a
park,
and
that
was
provided
by
the
city
by
the
county.
As
when
we
adopted
the
Southwest
area
master
plan,
the
swamp
identified,
Three
core
areas,
the
South
Meadows
Field,
open
space
Park,
which
is
the
subject
site
a
future
Elementary
School
and
potential
future
pocket
park.
They
could
be
tied
together
with
existing
or
future
neighborhoods
foreign.

In
2013
we
annexed
in
through
the
phase
two
of
the
initiated
annexation
program,
the
property
and
it
was
located
within
area
four,
and
it
was
brought
in
with
the
general
plan
labels.
So
it
was
a
park
when
we
annexed
it
in
in
terms
of
the
future
land
use
map.

On
July
14
2020,
the
county
voted
to
liquidate
the
property
by
resolution.
2020
55
the
applicant
acquired
a
purchase
agreement
for
the
property
and
complied
with
1431e
pre-application
conferences.
The
pre-application
was
held
on
September,
2nd
2021.
In
that
discussion
we
identified
the
possibility
of
a
school
multi-family
and
a
two
acre
Park.

The
applicant
then
pursued
to
meet
the
requirements
of
1431f,
an
early
neighborhood
notification,
and
he
had
three
ents
first
was
on
September
22nd
2021.
The
second
was
October
14
2021
and
the
third
was
December
9th
2021
on
March
3rd.
The
staff
was
unable
to
support
the
application
because
part
of
that
part
of
that
application
identified
a
concept
plan,
and
we
cannot
use
a
concept
plan
for
justification
for
those
findings
required
by
both
the
general
plan
or
the
rezoning
criteria.

Both
then,
and
for
the
master
plan
that
we'll
talk
about
in
a
minute,
I
did
go
through
the
development
review
team
process.
There
were
eight
departments
that
looked
at
this
application
and
that
consisted
of
12
DRT
members
from
the
land
use
management,
legal
department,
water
sewer,
affordable
housing
parks,
fire
and
traffic
engineering,
foreign.

identified
several
components
that
tied
both
the
rezoning
general
plan
or
the
future
land
use
map
together
by
including
a
park

was
consistent
with
the
Southwest
area,

plan
and
housing,
which

consistent

plan
addresses
many
strategies

Santa
Fe,

specific

strategy.
Five
ensure
that
Santa
Fe
maintain
an
atmosphere
that
is
entertaining
and
attractive
to
Young
creative
people
actions,
affordable
housing
is
necessary
for
retaining
young
and
creative
individuals,
make
it
easy
for
people
to
purchase
and
upgrade
their
homes.

The
economic
development
strategy
for
May
21st
2008
establishes
an
objective
to
pursue
overall
affordability,
where
local
wages
can
support
living
in
Santa
Fe.
Those
are
the
only
two
references
that
would
have
any
consistency
with
the
general
plan
and
again,
the
applicant
states
that
the
subject
property
is
served
by
existing
utilities
and
roadway
infrastructure,
and
we
did
confirm
this
as
many
of
the
DRT
members
have
already
addressed
this
issue.

The
master
plan
is
to
develop
the
property
for
residential
use,
including
affordable
and
market
rate
housing,
and
develop
a
park
as
part
of
the
future
proposal
and
as
identified
in
the
applicant's
master
plan
proposal
for
the
project.
As
you
can
see
in
in
the
previous
pictures
and
in
the
pictures
that
I'm
showing
now
that
there
is
a
consistency
associated
with
that
particular
criteria.

The
applicant
has
addressed
Criterion
two
Criterion
3.
An
amendment
does
not
allow
use,
uses
or
a
change
that
is
significantly
different
from
or
inconsistent
with,
the
prevailing
use
and
character
of
the
area
or
affect
an
area
of
less

two
acres,
except
when
adjusting
boundaries

project
is

a

contributes

the
harmonious
development

Santa.

incompatible
with
the
surrounding
development,
as
shown
in
many
of
the
graphics
that
you're
going

throughout
this
presentation

Proposal

going

provide

and

is

applicant

identify
consistency
with
the

Area

the

emphasizes

again,
these
sections
tend
to
build

you're
going
to
be
compliant
with
one
a
lot
of
the
times,
it's
going
to
require
it's
going
to
answer
many
of
the
questions
to
several
of
the
other
components,
and
that
takes
us
to
rezonings.

was
not
a
mistake:
staff
did
not
find
any
mistakes
and
the
applicant
did
not
identify
that.
There
was

mistake
either

there
has
been

change
in
the
surrounding
area,
altering

character
of

neighborhood

rezoning

the
summary
of
our
requests.
This
evening
we
have
a
couple
of
General
plan
amendments
to
low
density,
residential
and
high
density,
residential
to
rezone
requests,
one
to
R6
and
one
to
r21
and
then,
of
course,
requests
for
approval
of
our
master
plan.

So
Dan
touched
on
this
as
well,
but
a
little
bit
of
background
on
the
22-acre
subject:
property
that
we
are
discussing
this
evening.
The
property
was
acquired
by
Santa
Fe
county
in
2001,
with
the
intention
to
develop
a
park
subsequently
in
2014
the
city
annexed
this
property,
so
that
property
was
in
the
county
jurisdiction
at
in
2001.
Q
When
it
was
acquired,
then
it
was
annexed
into
the
city's
jurisdiction
and
and
during
that
time,
Park
development
never
proceeded
and
then
in
2020
the
BCC
voted
to
move
forward
with
the
sale
of
the
property
and
a
purchase
agreement
was
entered
into
with
Homewise
in
2021
and
then
last
spring
Homewise
closed
on
the
acquisition
of
the
property.

So
we
started
this
process
back
in
the
fall
of
21
really
internally.
We
started
it
in
the
summer
of
21.
over
a
year
and
a
half
ago,
and
we
had
a
series
of
three
early
neighborhood
notification
meetings
in
the
in
the
fall
of
21,
and
then
we
submitted
our
general
plan
Amendment
and
rezone
applications
in
December
and
then
subsequently
we
had
a
couple
of
Planning
Commission
hearings
and
through
that
process
and
working
closely
with
staff,
it
was
determined
that
we
needed
to
go
ahead
and
augment
our
application
with
a
master
plan.

That
was
an
actionable
item
that
would
depict
the
development
intent
for
the
property.
So
we
hit
the
pause
button.
We
developed
the
master
plan,
which
was
consistent
with
the
conceptual
site
plan
we
had
originally
submitted.
We
held
a
third
early
neighborhood
or
excuse
me,
a
fourth
early
neighborhood
notification
meeting
submitted
the
master
plan
last
summer
and
then
had
our
third
Planning
Commission
Hearing
in
November,
at
which
time
Planning
Commission
recommended
approval
of
all
five
applications.

As
as
has
been
noted,
we
began
our
entitlements
process
on
this
project
20
months
ago,
and
since
the
beginning
of
this
process,
we
have
been
listening
to
residents,
it's
very
important
to
us
to
hear
what
what
residents
want,
and
so
we've
taken
several
approaches
to
that.
As
has
been
mentioned
several
times,
we've
conducted
four
ens,
a
robust
number
of
early
neighborhood
notification
meetings.

We
also
have
done
door-to-door
Outreach
as
a
as
a
team
as
a
Homewise
team
talking
with
neighbors
all
around
the
area,
we
have
met
one-on-one
with
many
groups
in
the
neighborhood,
including
the
tampos
lindos
neighborhood
association.
We've
met
with
chainbrecker
many
of
their
residents,
live
in
the
country,
club
mobile
home
park
next
door
and
other
groups
that
are
serving
residents
in
the
neighborhood,
and
we
created
a
website
that
shares
information
about
the
project
and
also
solicits
feedback.

So
we've
gotten
a
lot
of
great
responses
and
feedback
from
that
and
we,
we
have
adjusted
our
plan
along
the
way.
So
our
original
proposal
included
a
school.
We
eliminated
the
school
from
The
Proposal.
That
was
a
large
change
to
the
original
proposal.
In
response
to
hearing
that
people
wanted
outdoor
access,
we
more
than
doubled
the
size
of
the
park
in
our
plan
and
we
increased
the
affordability
to
50,
a
very
aggressive
goal
for
affordable
units
within
the
overall
development
and
and
during
this
20-month
process,
home
prices
have
continued
to
rapidly
escalate.

So
at
the
close
of
2022,
the
median
price
was
675
000
for
a
home
across
the
county
between
quarter
four
of
2020
and
quarter,
four
of
2022
home
prices,
increased
33
percent
and
in
a
in
a
similar
time
period,
June
20
to
2021
hourly
wages
increase
only
2.7
percent.
So
there's
just
been
a
rapid
escalation
of
housing
prices
that
is
leaving
the
vast
majority
of
Santa
fans
behind
in
order
to
afford
a
median
home
priced
sorry,
a
median
home
priced
home.

At
this
point
you
would
need
a
hundred
and
fifty
eight
thousand
dollars
in
down
payment,
and
you
would
have
a
mortgage
of
roughly
thirty
seven
hundred
dollars
a
month
so
far,
Out,
Of,
Reach
and
and
what
we
see
is
that
the
resulting
effect
is
that
we're
having
an
out-migration
of
people
from
Santa
Fe.
We
have
30
percent
of
37
of
our
Workforce
is
now
living
elsewhere,
so
without
more
affordable
housing,
Santa
Fe
will
continue
to
see
its
Working
Families,
including
Central
workers,
leave
our
community.

So
in
this
context,
and
with
this
backdrop,
we
are
very
proud
to
be
presenting
a
project
that
has
a
significant
and
meaningful
affordability
approach.
A
hundred
percent
of
the
homes
that
we
build
in
this
community
100
of
the
161
homes
will
be
below
the
median
home
price
and
50
will
meet
the
city's
affordability
housing
guidelines.
Obviously
people
are
familiar
with
this,
but
I
just
wanted
to
highlight
that
these
are
deeply
affordable
homes.

One
bedroom,
the
starting
home
price
would
be
under
145
000,
meaning
that
a
person
with
twenty
eight
thousand
dollars
in
household
income
could
afford
that
and
their
monthly
payment
would
be
under
a
thousand
dollars
a
month.
So
we
really
see
this
as
a
great
opportunity
to
add
housing
stock
that
can
help
address
this
out
migration
and
keep
Santa
fans
here.
Who
are
the
people
that
are
really
propping
up
our
economy?

taking
care
of
us

we
go
out
to
eat
really
making
making
sure
that
we're
meaningfully
contributing
to
a
truly
affordable,
homeownership
opportunities
for
Santa
fans.

the
subject
property:
this
is
the
zoning

So,
as
you
can
see,
we
are
in
kind
of
the
Airport
Road
Corridor,
which
the
master
plan
refers
to
this

Southwest
area

Santa
Fe
as
part
of
the
Southwest
area
master
plan
effort,
the
subject
property
is
here,
it
is
outlined
in
blue.
It
is
currently
zoned.

R1,
which
is
one
dwelling
per
acre,
is
the
city's
default
zoning
so
upon
annexation
when
the
city
annexed
this
property,
that
was,
it
was
assigned
R1
as
sort
of
the
the
default.
You
know
foundational
zoning
and,

you
can
see,
this
area
town
is
incredibly
diverse
in
terms
of
housing
densities,
housing
types
land
uses
it.
There
is
commercial,
there's
industrial.
There
are
mobile
home
communities,
there
are
single-family
communities,
apartment
communities,
I
mean
it
is.

is
an
incredibly
Rich,
diverse,
neighborhood
foreign,
so
seeing
the
context
of
the
site,
as
I
mentioned,
it's

Acres.
It
is
at
the

variety

housing

homewise's
mission

focused

key

plan
talks
about
is
how
do
we
create

appropriate
transition
from
more
intense
land
uses

less
intense
land

as

industrial
zoning
industrial
property
directly
to
our
South
to
the
South.

right

along
Airport
Road
directly
across
the
street

it

multi-family
community

under
construction,
so
really
we're
moving
from
the
south

the
north
for
more
intense

Condominiums

at
the
South
End
of

wrap

with
our
town

pattern

get

the

this
entire
project

we're

excited

this

we're
going
to
talk

little
bit
about
that

whole
area
here
is
going
to
become
the
city's

extension
of
the
asekia

Meadows

runs
along
the
East
Boundary

there's
that
roundabout
there

the
site
is,

currently
they
so
zooming
in
on
the
master
plan,
as
I
mentioned,
starting
at
the
South
End

the
Condominiums,
and
then
we
have
the
town
homes
along
along
South
Meadows,
as
well
as
kind
of
creating
that
transition
between
the
Condominiums
and
the
single
family
and
then
sort
of
right
in
the
core
is
the
single
family
and
then,
as
I
mentioned
before,
the
single
family
homes
that
back
up
to
the
existing
single-family
homes
in
tiempos
mendos,
and
we
have
two
access
points
proposed
on
South,
Meadows
and
and
then
we
have
our
roadway
internal
roadway,
Network
and
then
at
the
North
End
of
the
site
is
a
a
5.1
acre,
Park
adjacent
to
over
an
acre
Trail
Corridor
that
in
combination
we
end
up
with
a
an
outdoor
park
amenity
that
is
over
six
acres
in
that
location.

also
proposing
Trail
connections
to
our
surroundings.
So
you
can
see
we
have
a
trail
Corridor
here
connecting
to
the
tampos
lindos
neighborhood
that
connects
to
all
of
our
internal
roadways.
We'll
have
sidewalks
on
both
sides,
so
we'll
have
a
sidewalk,
Network
and
then
so
that'll
be
an
opportunity
of
this
neighborhood
to
use
this
Trail
connection
get
onto
the
sidewalks
get
over
to
South
Meadows.

it's
really
about
you
know
appropriate
vehicular
connectivity,
but
also,
most
importantly,
is
that
pedestrian
connectivity
for
this
neighborhood,
with
its
neighbors
and
with
the
park
so

went
through
this
pretty
thoroughly

just
going
to
touch
on
some
high
points
of
the
many
ways
that
these
requests
comply
with
the
city's
General
plan,
obviously
affordable
housing.

The
general
plan
is
explicit
in
theme,
1.7.1,
that
the
Planning,
Commission
and
governing
body
shall
actively
participate
in
the
creation
of
affordable
housing
and,
as
Johanna
pointed
out,
50
of
the
homes
in
this
development
will
be
designated
affordable.

hundred
percent
of
them
will
be
below
Market.
All
of
them
will
be
below
market
price.
50
will
meet
the
city's
definition
of
affordable
housing,
quality
of
life,
we're
talking
about
walkability,
Trail
access
and
active
neighborhood
developed
Park
that
this
neighborhood
desperately
needs.

all
agree,
this
part
is
so
critical
and
we
are
really
excited
about
engaging
we've
already
started
that
Community
engagement
process
around
the
design
of
this
park,

and
we
are
really
excited
to
bring
this
part
to
this
neighborhood
sustainable
growth-

efficient
use
of
existing
infrastructure,
we're
connecting
to
existing
roadways,
existing
water
lines,
existing
sewer
lines.
This
is
this
is
the
definition
of
appropriate,
infill
and
and
Phil
also
is
covered
in
so
many
places.

also
speaks
to
the
compact
Urban
form.
Where
we
can.
You
know
cluster
housing,
we
can
preserve
Parkland
and
open
space,
which
is
exactly
what
this
project
does.

mix
of
housing
types
in
all
neighborhoods,
not
just
in
some
neighborhoods
all
neighborhoods
and
as
I
showed
you
previously.
This.
This
neighborhood
is
already
incredibly
diverse
in
terms
of
housing
types
and
we're
just
continuing
continuing
that
pattern,
and
protection
and
conservation
of
neighborhoods
about
being
a
compatible
scale
and
our
our
proposed
entities
is
compatible
to
and
quite
less
than,
the
overall
densities.

neighborhood
has
developed
at
about
eight
and
a
half
dwellings
per
acre
and-
and
we
are
we're
a
little
bit
less
than
that
overall
and
then,
of
course,
a
network
of
open
space.
So
we
have
a
developed
active
five-acre
park
that
is
going
to
be
adjacent
to
a
trail
system
that
was
going
to
provide
access
to
go
downtown
to
get
out
to
the
river
trail
to
get
into
the
County's
trail
system,
so
so
that
is
really
a
key
component
of
what
we're
proposing
and
so
the
Southwest
area
master
plan.

effort
actually
set
on
the
committee
that
developed
this
plan
a
very
long
time
ago,
which
was
a
really
a
really
great
effort
to
be
involved
with
it
was
adopted
in
2007
that
really
focused
on
the
Southwest
area.

bicycle
master
plan
also
points
to
this
property
as
kind
of
that
activity
mode,

the
park
and
the
adjacent
asakia
Trail
serve
that
objective
as

we
did
conduct
a
traffic
impact
analysis.

studied
the

intersections
Airport
Road
and
South
Meadows
South
Meadows
and
rufina
the
caloris
Del
Sol
neighborhood
streets
that
are
on
the
east
side
of
on
the
east
side
of
South
Meadows
and
along
rufina,
and,
of
course,
our
two
proposed
access
points.

conducted
the
analysis
which
I'm
sure
you're
familiar
with
that
talks
about
levels
of
service.
It's
an
A
through
an
F
kind
of
a
grading
system,
and
so
we
have
to
look
at
how
do
each
of
these
intersections
function
today
in

existing
condition
and
how
will
these
intersections
function
once
this
project
is
built
out
and
those
cars
are
now
on
the
road.
Every
intersection
we
studied
operates
at
acceptable
levels
of
service.
There
are
no
failures.

also
important
to
note
that
I'm
sure

probably
aware
that
the
city
is
about
to
commence
construction
of
improvements
at
the
South
Meadows
Agua,
Fria
intersection.
That
project
is
about
to
go
out
to
bid
and
looks
like
you
guys
are
going
to
start
construction
on
that
this
summer,
which
is
going
to
be
really
exciting
and,
as
I
mentioned,
the
city
is
planning
the
an
extension
of
the
asekiah
trail
that
will
start
at
the
roundabout
and
that
will
continue
all
the
way
out
and
and
get
out
to
the
County
trail
system
here.

this
is
going
to
be
such
an
important
connection,
not
just
for
this
neighborhood
but
for
Santa,
Fe
city-wide,
and
so
that's
why
I'm
just
zooming
in
on
it
here.

why
the
we
you
know
we
originally
had

park
a
little
more
Central
in
the
kind
of
the
heart
of
the
project
and
then,
as
we
drill
down
on
it
more,
it's
like
no,
it
needs
to
be
here.

a
site
Southwest
we're
a
community
planning
and
design
firm.

So
we
work
on
public
parks,
Community,
Trails,
affordable
housing
plans
throughout
the
Southwest
tonight,
I'm
just
here
to
talk
about
Arch
amenities,
this
specific
site
and
the
kinds
of
community
design
we're
hoping
to
engage
in
first
repeating
a
little
bit
of
History.
So
the
county
acquired
this
site
in
2001
as
part
of
the
beginning
of
its
Open
Space
Project.
U
The
intent,
then
was
that
the
site
would
serve
to
be
a
large,
lower
intensity,
open
space
that
would
satisfy
the
needs
of
the
county,
but
this
was
before
South
Meadows
Road.
This
was
before
rafina
Street
was
built.
It
was
before
a
bunch
of
different
housing.
U
Subdivisions
came
in
that
were
populated
by
families
and
children
and
10
years
ago
the
County
started
I'm
thinking
about
I
started,
exploring
potential
designs
for
the
area,
but
as
of
2019,
their
plan
identified
that
they
had
zero
plans
to
develop
the
site
identified
that
they
had
zero
budget
to
move
forward
with
this,
this
wasn't
a
priority
for
the
county
in
their
plan
and
they
had
some
recognized
that
the
area
had
changed
and
that
needs
had
evolved.

We
actually
worked
with
a
residents
of
Santa
Fe
and
the
City
of
Santa
Fe
on
developing
the
2018
Park,
open
space
trails
and
Recreation
master
plan
for
the
community
in
that
area.
We
identified
that
that
this
that
this
neighborhood
on
this
area
has
a
tremendous
amount
of
children
and
families
and
that
the
needs
had
evolved,
less
towards
larger
low
intensity,
open
space
and
more
towards
active,
accessible
parks
that
could
be
accessed
by
children,
seniors
and
and
Families.

U
So
we've
identified
that
that
this
area
has
a
huge
need
for
that
kind
of
access,
larger
Parks,
don't
increase
access,
it's
it's
being
able
to
have
them
well
placed
in
different
areas,
and
so
this
is
a
a
really
good
opportunity
to
be
able
to
build
some
of
that
access
in
talking
about
access
and
size.

In
the
plan
in
the
2018
Parks
plan
that
we
worked
on
for
the
city,
we
identified
this
this
concept
of
neighborhood
parks,
this
classification
for
that
neighborhood
parks
are
intended
for
active
and
passive
Recreation
they're,
usually
sized
around
three
to
five
acres.
They're
walkable
to
surrounding
residents
standard
amenities
in
neighborhood
parks
are
that
they
have
paths
tables
benches
shade.
Maybe
they'll
have
a
field
for
soccer
or
baseball.
Maybe
they'll
have
sports
courts
and
trying
to
make
sure
that
the
amenities
are
available
for
people
of
all
ages.

Both
the
county
and
the
city
identify
these
kind
of
needs
for
the
area,
but
neither
the
county
nor
the
city
have
moved
forward
with
actually
building
a
park
here,
developing
Park
land
acquiring
land
for
private
space.
Neither
of
them
have
actually
moved
forward
with
developing
those
needs
satisfying
those
needs,
and
we
do
believe
that
the
Homewise
proposal
would
actually
do
that
to
provide
some
Park
sized
comparisons.
I'd
like
to
compare
the
the
size
of
this
proposal
with
two
other
beloved
parks
in
Santa
Fe,
that's
lasakius,
Park
and
Patrick
Smith
Park.

Both
of
these
Parks
have
trees.
They
have
natural
open
space.
They've
got
some
of
them,
have
fields
for
soccer.
Some
of
them
have
space
for
dogs.
I'd
also
like
to
point
out
that
one
of
my
favorite
places
the
alto
by
Centennial
Park
a
lot
of
the
usable
area.
If
you
exclude
the
the
pool
and
the
community
center,
but
keeping
a
lot
of
the
actual
park,
space
is
also
a
similar
size
to
the
site.

A
lot
of
time
has
been
spent
talking
about
size
and
kind
of
asking
the
question
whether
the
park
is
large
enough
for
the
community
needs,
but
not
only
does
that
kind
of
conversation
avoid
the
issue
of
access
and
walkability,
but
it
doesn't
really
get
into
how
we
design
Parks
or
how
we
create
amenities.
It
also
doesn't
get
into
the
capacity
to
develop
or
maintain
certain
spaces.

In
addition
to
some
of
the
surveys
and
in
conversations
that
Homewise
has
had
with
the
community,
we've
also
wanted
to
conduct
our
own
public
Outreach
into
that
groups
have
so
far
identified
or
suggested
different
things
like
shaded
areas,
spaces
for
Gatherings,
walking
and
biking
trails,
playgrounds
to
hot
lots
for
children
of
different
ages
potential
for
splash
pads
suggestions
that
there
could
be
areas
for
food
trucks.

Maybe
basketball
and
volleyball
spaces
for
teenagers
has
come
up
quite
a
few
times
having
sculptures
and
public
art
having
ability
to
kind
of
centralize
the
community
around
certain
spaces,
and
these
kinds
of
suggestions
are
all
feasible
with
the
type
of
parks
that
we
would
hope
to
design
in
that
space.

There's
spaces
like
making
sure
that
there's
spaces
for
multi-generational
activities
having
shade
water
play.
We've
talked
about
the
potential
for
Gardens
having
walking
trails,
the
ability
to
play
and
learn
from
nature,
but
these
are
just
these
are
just
some
possibilities
for
the
kinds
of
things
that
could
fit
into
a
park
this
size
in
designing
great
and
good
Community
Parks.

We
don't
have
preconceived
notions
over
what
kinds
of
amenities
the
community
would
like
to
see,
and
we
do
have
quite
a
intensive,
a
collaborative
design
process
that
we're
hoping
to
to
start
engaging
in
there's
been
some
surveys
and
conversations
and
interviews,
but
but
our
next
step
would
be
to
actually
start
talking
with
different
Community
organizations
to
start
having
Community
input
meetings
to
start
brainstorming
and
working
at
different
Design
Concepts
with
the
community,
rather
than
apart
from
that,
eventually
drafting
up
a
proposal
for
what
we
think
could
fit
into
the
park.

back
to
the
public,
then
doing
the
formal
public
approval
with
the
en
meetings
in
the
final
master
plan.

hope

we
would
really
like
to
get
into

the
park
design
and
are
really
trying
to
approach
this
with
an
open
and
inclusive

a
peaceful
and
virtually
crime-free
existence
for
nine
years,
with

open
space
next

change

wall

separates

home

this
proposal
is
one
house
away.
The
area
already
cannot
handle
the
traffic
of
all
the
new
homes
built
on
rufina
and
Agua
Fria
in
the
past
eight

your
traffic
study
during
the
summer
when
there's
no
children,
I'm
still

Still
speaking

general,
the
area
already
cannot
handle
this
traffic.

them

staying
on

developers

Commissioners

let
it
slide

barely
meet
muster,

in
vain,
as
the
handshakes
have
likely
already
happened,
and
this

just

formality,

not
burden
our
already
overburdened
area.

housing

affluent

killing

country
are
kicking

price
of

percent

current
Santa
Fe
County
residents
can
afford
the
median
priced
home
according
to
a
local
mortgage
brokerage.

60
percent
of
recent
home
purchases
in
Santa
Fe
were
paid
for
in
cash.
A
local
hospital
tells
me
they
are
now
having
trouble
recruiting
doctors,
doctors
because
of
housing
costs
in
Santa
Fe.
Just
today,

largest
transitional
housing
program
in
our
community
for
formerly
on
House
people
related
that
they
are
now
having
to
give
graduates
from
their
Crow
program.
Bus
tickets
to
other
communities,
non-profits
are
having
to
turn
down
grant
funding
because
they
can
no
longer
recruit
and
retain
sufficient
staff
to
implement
new
programs
we're
fully

a
Tipping
Point
feedback
loop.

Santa
Fe
County
lost

000
residents,

be

new
homes
at

and

the
necessity

folks

presence

was

breath

homes

short

affordable
aspect
in

city

Santa

need

affordable
housing

city

purchase

drove
us
to
purchase
the

housing

being
used
as
a
justification

this

the
false
for
the
lack

affordable
housing
results
from

poor

punished
