uh
Yes,
mr
chair,
thank
you
and
um
I
guess
uh
I'm
just
kind
of
following
up
on
not
just
n
but
o
p
and
q,
which
all
seem
to
follow
the
same
format
um
and
when
you,
uh
when
you
add
everything
up
on
all
of
these,
um
we're
looking
at
uh
increasing
um
our
expense
by
over
six
hundred
thousand
dollars
to
these
contractors.
And
I
guess
my
my
biggest
question
concern
is-
is
um
how
I
and
couldn't
find
anything
in
there.
F
But
um
what
are
the
the
deadlines
for
for
these
or
how
or
how
is
this
uh
being
implemented
and
and
the
type
of
services
that
the
city
is
receiving?
uh
I
think
it's
very
important
that
we
are
clear
to
our
citizens
of
santa
fe
that
we
are
on
top
of
this
and
we
are
going
to
have
these
audits
in
on
time
and
um
spending
the
extra
money
fine.
But
are
we
getting
the
services
out
of
it?
And
um
maybe
you
can
just
um
reiterate.
F
A
A
A
F
A
We've
had
redw
as
lead
they're,
essentially
evaluating
the
work
and
reviewing
the
work
as
if
the
audit
were
already
happening.
Although
it's
keeping
in
mind
that
essentially
the
work
that's
being
done
is
catch
up
for
the
accounting,
but
also
pre-audit
work,
so
that
when
it
is
audited
by
the
uh
clifton,
larson
allen
firm
that
it
it's
complete.
It's
ready
to
go
and
the
audit
moves
forward
with
with
no
hitch.
A
Mr
chairman,
uh
councillor
garcia,
yes,
that
is
correct.
We
have
every
reason
to
believe
2022
will
be
on
time.
The
mayor's
been
very
clear
to
me,
as
has
the
city
manager
and
has
the
finance
director
that
2022
will
be
on
time.
It's
not
an
option
for
me.
It's
got
to
be
in
on
time,
but
in
order
to
do
that,
we
will
need
this
assistance
from
the
contractors.
A
A
I
can't
promise
that
we
won't,
but
I
can
assure
you
that
we
are
doing
everything
we
can
to
keep
the
costs
down.
I
personally
review
each
and
every
bill.
That's
coming
in
from
the
contractors
they're
not
submitting
statement
like
bills,
they're
submitting
detailed
bills,
and
there
are
spreadsheets
that
we
maintain
showing
who's
which
contractor
is
working
on
what
so
that
they're
not
tripping
over
each
other.
F
Okay,
um
thank
you
for
the
clarification
and
and
again
just
in
looking
and
and
my
same
questions
were
for
all
four
of
these
items.
um
uh
You
know
going
through
it
when
you're
adding
up
the
the
total
cost.
It's
another
six
over
six
hundred
thousand
dollars,
and
so
um
my
uh
my
hope
is,
is
that
it
does
definitely
work
and
we
are
on
time,
um
and
um
I
think
we
can't
miss
the
mark
this
time.
Thank
you,
mr.
A
D
G
G
You
know
it
is
what
it
is.
We
have
to
contract
out
to
get
it
done,
but
I
want
to
ensure
that
we're
building
that
sustainable
system
internally
that
way
423,
hopefully
we're
not
having
to
really
contract
out
to
get
the
audit
done,
we'll
only
have
to
contract
out
for
the
external
auditor
uh
support
services.
A
A
uh
I
am
currently
the
only
cpa
on
staff,
the
only
licensed
person
on
staff,
I
think,
for
an
operation
like
ours.
We
need
three
or
four
of
us
so
that
that
is
step.
One
is:
is
hiring
uh
staff,
that's
competent
that
are
actual
accountants.
We
we
can't
go
along
with
uh
less
than
the
most
qualified
staff.
We
can
find.
Having
said
that,
there's
currently
a
serious
paucity
of
accountants
because
we
have
los
alamos
to
the
north.
A
What
I
try
to
sell
is
the
the
fact
that
we
don't
pay
as
much
of
our
pera
as
we
can.
I
I
am
on
a
sailing,
a
selling
mission
on
my
own,
uh
putting
my
feelers
out
everybody.
I
talk
to
in
any
colleague
anybody
remotely
within
the
profession
that
we
are
looking
it's
a
great
place
to
work,
we're
here
and
to
give
us
an
opportunity,
um
so
it
is
going
to
take
some
time
to
find
the
right
fit.
A
The
right
quality
of
people,
but
that's
a
thousand
percent
on
the
top
of
my
list
is
to
get
people
in.
One
of
the
things
I
would
like
to
explain
is
that,
in
my
experience
since
I've
been
in
executive
management,
I
always
hire
on
with
the
anticipation
that
I
have
the
right
to
drop
dead
at
any
time,
and
somebody
should
be
able
to
pick
up
the
baton
and
move
forward
and
keep
things
going.
A
I
think
that's
one
of
the
things
that
a
lot
of
organ,
not
just
the
city
but
a
lot
of
our
organizations,
haven't
done
a
good
job
of
and
that's
successive
planning.
So
we've
got
to
do
successive
planning
with
the
right
mix
not
to
get
aegis,
but
we
want
people
that
are
going
to
stick
around
for
a
while.
We
don't
want
him
one
or
two
years
from
retirement,
because
that
doesn't
do
the
city
any
good.
All
these
factors
are
in
my
mind.
I
did
this
at
northern
new
mexico
college.
A
A
I
consider
I
think
the
finance
director
considers
it
a
big
part
of
my
job
for
me
to
get
out
there
network
and
sell
the
city,
bring
them
in
and
and
keep
them.
So
that
is
a
plan
um
other
than
I
I
do
at
some
point,
one:
a
master
plan,
that's
written
that
we
say:
okay,
this
is
going
to
be
step
one.
This
is
step
two
and
what
not
uh
haven't
had
time
to
do
that
because
of
the
21
odd
and
now
the
22.
G
G
A
uh
Mr
chairman,
councillor
garcia,
that
would
require
uh
an
internal
discussion
above
my
pay
grade,
but
certainly
I
will
be
lobbying
for
that,
because
we
we,
we
are
not
currently
competitive
with
the
los
alamos,
uh
the
kirtlands,
the
state,
even
but
we
we
plan
to
get
there.
The
one
thing
where
the
city
is
very
competitive
is
in
benefits
uh
because
of
benefits
uh
it.
It
adds
a
lot,
but
you
have
to
be
able
to
sit
with
someone
and
say:
okay,
what
are
you
currently
making
if
you
come
to
the
city?
G
E
Mr
chair
counselor,
garcia,
uh
thank
you
for
the
question.
We
are
evaluating
uh
two
things.
One
is
that
there's
a
compen
the
compensation
and
classification
study
that
the
city
will
be
rolling
out
in
the
next
year,
so
that
will
really
um
the
classification
portion
of
that
is
first
and
then
the
compensation
piece
of
that
will
follow,
as
is
standard
and
really
what
we
are
looking
um
to
understand
in
this
class
and
comp
study
is
where
do
we
sit
regarding
that
market,
not
just
for
the
accounting
positions,
but
for
all
of
the
classifications
at
the
city?
E
Where
do
we
sit?
You
know
relative
to
police
pay.
Where
do
we
sit
relative
to
our
parks,
workers
in
the
competitive
market
around
us
and
then
we're
going
to
use
that
information
to
guide
the
compensation
and
classification
package
that
we
bring
forward
to
the
governing
body
at
that
point,
so
I
hope
that
gives
you
more
of
a
context
on
how
what
the
city's
approach
is
has
been
in
the
past,
um
with
the
last
class
and
comp
study
that
we
funded
a
few
years
ago
and
what
our
approaches
um
over
the
next
year.
G
All
right,
thank
you,
director
mccoy.
I
appreciate
that
additional
contacts
that
you
provided
don't
have
any
additional
questions
on
the
item
I
didn't
know
if
item
uh
q
was
pulled,
mr
chair,
it
uh
is.
It
has
been
pulled.
Okay,
awesome
uh
with
that.
Thank
you,
uh
mr
bahadano,
and
director
mccoy
for
for
the
responses.
I
really
appreciate
it
uh
go
ahead
and
relinquish
the
floor.
Mr
chair.
D
G
G
A
They
specialize
in
this
and
they're
helping
us
it's
commonly
referred
to
as
the
cifa
and
that's
been
their
their
uh
charge,
and
this
would
help
us
to
finish
out
the
21
year.
They've
already
submitted
the
cfa
now
they're
helping
us
with
responses
to
the
auditors,
the
actual
auditor
cla
on
questions
and
additional
information
that
they've
requested.
This
would
also
allow
sloan
to
continue
on
into
22.
A
Mr
chairman,
councillor
garcia,
it
certainly
will
go
a
long
way
toward
it.
As
I
mentioned
on
the
previous
topic,
I
can't
guarantee
that
we
won't
need
additional
funding
to
continue
but
we're
doing
everything
we
can.
The
slow
firm,
the
sloan
firm
has
been
working
fiscal
year
21.
They
also
worked
on
22,
so
they're
very
adept
they're,
now,
probably
the
most
knowledgeable
in
our
federal
grants
and
and
the
system
in
general
when
it
comes
to
federal
grants.
So
we
expect
things
to
go
much
more
smoothly.
They've
gone
more
smoothly
for
21..

Request
for
approval
of
amendment
number
one:
the
contract
number
three:
two:
zero:
three:
zero:
four:
five
with
beasley
mitchell
and
company,
to
increase
compensation
from
eighty
seven
thousand
and
twenty
one
dollars
to
three
hundred
and
thirty.
Five
thousand
six
hundred,
including
nmdrt
ricky
brano.
F
A
A
uh
They're
out
of
the
las
cruces
office,
uh
they've
been
working
primarily
remotely,
as
actually
have
all
the
other
contractors.
However,
one
of
the
things
that
they
mastered
very
quickly
was
our
fixed
asset,
construction
and
process
and
capital
asset
section.
At
this
point.
In
just
this
short
period,
they
probably
know
more
about
our
capital
asset
and
the
issues
pertaining
to
that
than
probably
anyone.
At
this
point
they
will
be
helping
us
with
the
migration
from
e1
into
munis,
so
that
we
have
a
complete
and
accurate
capital
asset
listing.
A
One
of
the
reasons
also
for
increasing
their
services
is
that
before
we
can
migrate
from
e1
into
munis
just
looking
around
even
just
at
city
hall,
you
can
imagine
how
many
capital
assets
we
have.
They
will
be
helping
us
to
ensure
that
when
we
migrate
everything
into
munis
that
it's
accurate,
that
the
depreciation
schedules
are
accurate
and
that
nothing's
been
left
out
in
addition
to
that,
they've
also
been
doing
other
work.
Around
parking
accounts
receivable
different
areas
throughout
the
city,
there's
not
anything
not
not
to
demean
any
of
the
other
contractors.
A
G
Thank
you,
mr
chair.
Just
a
quick
question,
mr
bahrano,
as
uh
my
colleague
councilor
garcia,
had
mentioned,
this
is
the
biggest
increase.
um
You
know
ever
every
other
one.
Is
you
know
not
as
great
as
this
nearly
400
percent
increase
um
and-
and
I'm
just
wondering
you
know
four
times-
are
they?
Are
we
really
going
to
get
four
times
as
much
work.
A
Mr
chairman
uh
counselor
garcia,
yes,
they
have
the
capacity.
Currently
uh
they
have
uh
12
people
that
can
be
made
available.
12
accounts
that
can
be
made
available
to
us
to
work
at
any
given
time.
The
other
firms
don't
have
as
much
capacity
because
they're
already
well
known
and
they're
in
this
area
out
of
las
cruces.
They
they
basically
can
use
and
can
do
the
work
again.
I
can't
emphasize
enough
how
impressed
I've
been
by
this
firm.
