lease
payments

made

energy
savings.

the
installation
of
the
equipment
is
behind
schedule.

far

schedule

when
that
would
be.

that
these
arrays
at
buckman
direct
diversion
require
u.s
forest
service
permits,
and
there
is
just
no
scheduling
their
responsiveness
on
that
and
we
have
a
little
bit
of
sort
of
extra
work
at

end,

expect
to
we're
really
working
towards
having
those
permits
in
hands
within
the
next
month
and
be
able
to
start
construction.
Luckily,
we
have
all
of
our
equipment
on
hand,
so
construction
can
start
immediately
upon
the
permit
being
approved.

vendor
purchased

equipment

avoid
price
increases

can't
buy
a
solar
panel
right
now,
the
there's
a
tariff
investigation
going
on
so
yeah.
They
luckily
put
our
three
megawatts
of
solar
panels
on
our
property.

I
guess
it's
the
same
vein
since
it's
all
dealing
with
the
led
conversion,
the
pnm
installation
of
lights.

have
an
update
on
when
that's
going
to

this
is
all
funded
by
the
same
big
loan,
except
for
the
pnm
lights
work,
because
we
can't
pay

improvement
to
another
party's
infrastructure

that's
kind
of
a
separate
project.

just
for
clarification,
because
I
have
been
lots
of
folks
constituents
reaching
out
saying
my
light's,
not
working,
we've
had
that
back
and
forth.
Well
we're
waiting
for
pnm
to
upgrade,
and
I
think
some
exceptions
have
been
made,
but
any
time
frame
we
can
give
to
constituents
in
regards
to
when
they'll
be
retrofitted,
because
I
mean
I
was
in.
I
think.

it's
a
little
hard
to
sort
of
like
try
to
put
a
timeline
on
the
forest
service
of
pnm's
process
and
and
then
we're
going
to
have
to
fund
the
additional
cost
of
the
smart
nodes
that
we
want
on
the
pnm
lights,
and
that
is
a
little
bit
tricky
for
us
right
now
with
capital
funding.
So
it's
really
hard
to
say,
but
you
know,
certainly,
if
they
have
service
needs,
we
can.
We
should
be
servicing
we're
paying
pnm
to
service
those
lights,
that
we
should
service
them.

I
wanted
to
give
the
public
works
and
utilities
committee
me
a
little
update
on
our
staffing
situation
in
public
works.
E
As
you
might
have
been
aware,
we've
been
out
without
a
number
of
division
directors,
including
the
engineering
division
director,
the
deputy
director
of
administration
of
transit,
not
a
deputy
director,
full-blown
director
of
administration
of
transit,
as
well
as
the
streets
division
director,
as
well
as
missing
many
many
layers
of
leadership
in
our
engineering
team.
No
traffic
engineer,
no
engineering
supervisors,
no
leadership
in
that
team
whatsoever,
and
luckily,
we've
actually
just
turned
a
little
corner
for
the
division
and
see
that
that's
painting
the
picture
of
the
gaps
that
remain.

But
I
should
tell
you
that
the
parks
division
is
almost
fully
staffed.
The
new
parks
and
open
space
division.
They
have
the
golf
course
manager
started.
If
you
got
a
chance
to
meet
him,
we
have
a
new
operations
manager
in
the
parks,
division,
who's,
doing
a
really
great
job,
and
then
we
have
a
new
superintendent
for
the
for
the
golf
course
he's
doing
a
really
great
job.
The
golf
course
is
looking
as
good
as
well
as
it
could,
I
think,
without
rain,
so
we
have
the
ranger
in
parks,
who's
working
out
really
well.

So
a
lot
of
good
staffing
has
happened
in
parks
and
rec
and
they're
they're
feeling
solid,
although
they
have
had
a
recent
sort
of
exodus
of
some
entry-level
staff,
because
now
the
15
hour
that
we
we're
paying
is
not
competitive
again
anymore.
It's
just
a
rat
race
out
there
with
that
kind
of
thing,
so
we
lost
five.

In
a
month-
and
I
must
say
that
director
mcdonald
is
a
little
bit
concerned
about
that
trend-
that's
beginning
to
show
up,
but
we'll
be
monitoring
it
quickly
and
as
we
had
mentioned,
we
have
a
multi-pronged
strategy
for
keeping
our
ability
to
deliver
services
to
the
customers
right.
We
use
full-time,
full-time
staff,
temp
staff,
professional
services
and
contract
labor,
and
so
all
of
those
are
in
place-
and
you
know
we
always
really
want
our
full-time
staff
they're
so
valuable
to
us.

You
know
they
know
our
parks,
they
know
our
people,
they
know
our
equipment,
they
know
our
places
and
we
really
hate
to
lose
them
so
that
hoping
that
the
comp
in
class
will
really
help
to
address
that
and
we
parking
was
completely
vacant.
There
were
two
people
in
the
whole
division,
probably
missing
12
out
of
20
people
more
than
half
vacancy,
but
that's
beginning
to
refill.
We
have
one
accountant.
Now:
we've
got
a
new
account
technician
in
the
parking
window.

We
have
a
new
parking
supervisor,
so
three
new
people.
We
have
four
postings
still
right
now
in
that
division,
so
there's
quite
a
bit
of
vacancy,
but
still
beginning
to
rebuild.
It
feels
so
much
better
than
it
did
with
two
people.
Facilities
is
in
a
strong
position.
They've
got
most
of
their
project.
Administrator
positions
are
filled.

The
big
thing
we're
trying
to
do
is
sam's
still
wearing
three
hats:
san
bernat,
so
we
we
have
posted
and
actually
have
some
qualified
candidates
for
the
midtown
and
rail
yard,
property
development
manager,
which
is
one
of
the
jobs
that
sam
is
holding
it's
a
really
important
one
right.
It
has
a
lot
of.
In
fact,
I
have
a
lot
of
involvement
in
midtown
in
instead
of
sam
to
sort
of
split
the
load
and
then
then,
at
the
department
level
we've
been
missing.
People
too.

We
lost
our
our
what
they
called
fiscal
administrator,
which
was
the
person
that
really
helped
us
manage
the
big
department,
level,
budget
and
bars,
and
you
know
when
you
hire
somebody
if
you
need
to
adjust
the
salaries.
Where
does
the
money
come
from
that
person
that
mastermind
of
our
budget?
We
lost
that
person?
Two
years
ago
we
had
a
person
acting
in
that
role.

She
did
a
great
job,
but
she
had
two
big
jobs
and
we
interviewed
a
month
and
a
half
ago
for
a
really
great
candidate,
which
we
I
believe
is
in
the
process
of
being
brought
in.
So
I'm
hoping
that
happens
soon
and
then
also
really
great
news.
We
actually
interviewed
a
month
and
a
half
ago
as
well,
a
traffic
engineer
that
wants
to
join
our
team.

we're
really
excited
about
that
and
I'm
hoping
that
is
in
process
and
and
will
be
joining
our
team
soon
as
well
and
then
we'll.

As
you
know,
we've
combined
the
complete
streets
team
that
so
it's
the
engineering
and
the
streets
team
together
and
we'll
have
a
new
complete
streets
division
director,
and
I
need
to
write
that
job
description
and
then
and
then
we
can
post
the
administrator
the
administrative
director
of
transit
very
soon
too
so,
there's
still
key
gaps
but
they're
beginning
to
fill
and
just
wanted
to.

folks
to
get
some
communication
going

some
months
now,
we've
known
for
a
couple
of
months
that
we
will
open.
I
think
it's
on
june
16th
not
memorial
day,
there
was
the
plaster
equipment
and
staffing
was
delayed
and
then
and
that
set
a
hard
date
because
we
have
to
wait
14
days
after
that
happens
right,
and
I
think
that
happened
just
the
other
day.

Oh
thank

for
that
update
and
I'm
sure
you
know
lots
of
folks
are
going
to
be
excited
to
use
that
pool
this
summer.
So
thank

for
that
and
then
my
next
question
is
regarding
water.
So
last
week
my
faucet
had
brown
water
coming
out
of
it
had
a
lot
of
constituents
reaching
out
since
then
around
water.
What's
going
on,
if
I
recall
correctly
cindy,
you
had
mentioned
that.

That's
what
happens
when
we
flush
the
lines
and
sediment
gets
in
there
and
it's
not
hazardous,
but
I
just
want
to
kind
of
maybe
retouch.
The
topic,
I
guess
be
educated.
If
now
is
the
time
of
year,
where
we
flush
or
what's
you
know
what's
going
on
in
that
sense?
That
way
we
can.
You
know
I
think
in
the
past
I
had
mentioned,
if
we
could
utilize
our.
I
can't
remember
the
alert,
the
alert
santa
fe
process
where
we
can
alert
folks,
hey
your
water
might
be
brown,
but
it's
nothing
to
be
afraid.

now
you're
correct.
There
is
sediment
that
does
accumulate
in
the
lines
when
that
gets
disturbed
through
turbulence.
I'll,
probably
increase
usage.
Things
like
main
breaks
can
create
that.
So
we
have
been
monitoring
the
calls,
I
would
say
they
have
been
minimum.
There
was
a
couple
of
areas
this
weekend,
canyon,
road.
I
think
around
12
run
area
stack,
responded.
The
water
cleared
pretty
quick.
If,
if
people
are
experiencing
that,
definitely
make
sure
they
let
us
know
they
can
reach
out
to
so.

extension
for
the
city
is
955-4333
even
after
hours,
that'll
dispatch
it
to
our
crews
that
they
can
that
they
can
respond.
And
so
again
that
is
typical,
that
we
would
get
what
we
call
the
water
quality
complaints.
We
do
respond,
we'll
flush
the
lines
and
communicate
with
the
staff.
I
can
work
with
my
staff
to
get
us
some
additional
information
on
what
to
expect
and
what
to
do
we'll
see
if
we
can
get
some
message
or
not
around
that,
but
it's
really
been
isolated
cases.

say
nothing
out
of
the
normal
and
we've
been
responding
and
things
have
been
clearing
up
relatively
quickly
and,
and
so
the
response
has
been
good.
So
if
there's
something
else,
that's
occurring,

recommendations

to
avoid
running
the
hot
water
it'll
just
allow
this
to
go

quicker,
so
avoiding
the
hot
water
allow
your
your
water
line
to
just
flush
for
a
minute
just
concerns.

can't
capture
that
again,
you're
right,
the
water's
not
hazardous,
you
can
use
it
to
water.
You
know
water,
some
plants
do
something
like
that.
If
it
doesn't
clear
up
within
a
few
minutes,
definitely
you
know
you
can
