A
B
Great,
thank
you,
sir.
I'd
like
to
bring
up
reverend
james
golden.
Hopefully
he's
online
here,
reverend
golden
grew
up
in
jacksonville
and
daytona
and
then
has
been
living
in
manatee
county
for
a
number
of
years.
He
served
in
the
military
and
then
he
was
called
to
be
a
pastor
and
a
chaplain,
and
he
served
on
a
lot
of
non-profit
boards.
He
he
has
a
lot
of
degrees.
He
has
a
law
degree.
He
has
a
bachelor's
degree,
a
master's
degree
in
divinity
very
well
educated.
He
serves
as
a
school
board
member
in
manatee
county.
B
But
the
reason
why
he's
speaking
this
morning
is
that
he's
also
the
pastor
of
port,
tampa
ame
church
and
that's
one
of
the
churches
that
I
go
to
it's
in
south
tampa.
If
you
haven't
been
to
port
tampa,
it's
this
the
tampa
city.
B
This
is
down
next
to
mcdill,
a
historic
community
that
has
lots
of
homes
that
are
100
or
more
than
100
years
old,
and
because
that's
where
the
original
port
was,
there
were
a
lot
of
longshoremen
there
and
they
started
several
churches
and
and
two
or
three
of
the
churches
were
african-american,
and
I
love
to
go
to
this
church
because,
first
of
all,
they're
very
welcoming
and
reverend
golden
is
just
such
a
great
and
charismatic
person,
but
also
it's
a
historic
building
in
a
community.
That's
changing
rapidly
and
anybody
who's
interested
in
historic
preservation.
B
Please
call
reverend
golden
because
that
church,
you
know,
needs
help
preserving
its
building
and
preserving
its
its
community
groups,
but
reverend
golden
without
further
ado,
thanks
so
much
for
taking
the
time
to
speak
this
morning.
If
you
could
give
the
the
invocation
we'll
all
stand
for
the
invocation
and
then
afterwards,
we'll
do
the
pledge
of
allegiance.
Thank.
C
You
you
councilman
carlson.
I
certainly
hope
that
my
audio
is
on
at
this
time
for
this
time
sounds
great,
and
I
do
appreciate
the
opportunity
to
bring
the
invocation
to
before
the
tampa
city
council.
C
Once
more
and
again,
let
us
pray,
oh
god,
grant
us
a
vision
of
our
city,
fair
as
she
might
be
a
city
of
justice
where
none
shall
prey
on
others,
a
city
of
plenty
where
vice
and
poverty
shall
cease
to
fester,
a
city
of
brotherhood
and
sisterhood,
where
all
success
shall
be
founded
on
service
and
honor
shall
be
given
to
nobleness
alone,
a
city
of
peace
where
order
shall
not
rest
on
force,
but
on
the
love
of
all
for
our
city,
the
great
mother
of
common
life
and
wheel
here,
o
lord,
the
silent
prayer
of
all
our
hearts,
as
we
pledge
our
time
and
strength
and
thought
to
speed
the
day
of
her
coming
beauty
and
righteousness.
C
E
F
F
And
that
it
is
again
council's
direction
to
use
communications,
media
technology
or
cmt,
and
because
of
that
and
the
rules
have
not
been
made
permanent.
Yet
I
would
ask
council
to
make
a
motion
to
waive
the
rules
to
adopt
the
procedures
as
set
forth
in
the
notice
of
this
hearing
and
in
the
agenda.
Those.
F
F
And
with
regard,
mr
chairman
also
a
reminder
of
council
that
at
your
special
discussion
meeting,
you
had
discussed
another
rule
that
may
be
relevant
today
that
when
it
comes
to
public
comment,
if
it
is
exceptionally
long
that
if
there
are
15
or
more
speakers
that
you
have
the
option,
if
you
wish
to
set
each
speaker
in
fairness
to
two
minutes,
so
you
might
want
to
consider
that
when
public
comment
begins
to
see
how
many
people
you
have
present.
G
A
A
I
I
The
memorandum
and
it's
self-explanatory,
but
but
I
will
make
a
emotion
related
to
it
so.
A
A
Right,
I'm
37
administrations
by
the
report.
We
good
with
that
gentlemen.
I
38
I
talked
with
mrs
cena
and
and
also
his
staff
and
we're
all
in
agreement
to
continue
that
item
until
miss
self
center
returns
to
town.
So
we
should
continue
sir
yeah,
let's
say
october
or
beginning
of
october.
Mr
shelby.
A
A
I
Right
item
five:
I
wanted
to
pull
this
to
staff,
I'm
five
staff
report
and
for
and
then
items
excuse
me
seven
and
eight,
which
I'm
I'm
okay.
I
know
I
spoke
with
mr
riemer,
so
I'm
okay,
seven
a
minute
but
item
five
out.
A
A
Okay,
I'm
sorry,
I
didn't
see
that
server,
it's
okay!
We
got
all
right,
adam
five.
We
pull
all
right.
Let's
go
back
again
motion
to
accept
the
agenda
for
the
agenda.
All
right,
mr
man
was
motion.
Did
that
and
mr
very
second,
all
in
favor
any
post,
mr
shelby
you're
recognized.
F
Yes,
and
also
as
part
of
that
motion,
if
you
look
at
the
addendum
there's
a
substitute
on
item
number
15
and
a
memorandum
from
chief
financial
officer
dennis
rogero,
you
can
take
that
up
at
the
time.
Is
there
any
need
for
mr
rogero
to
appear
for
that
or
just
move
it
when
the
time
comes
under
the
consent
office.
A
All
right,
mr
muscato,
has
moved
mr
vieira's
second
favorite
in
the
post.
Okay,
all
right,
I
remember
one
agenda.
We
have
the
mayor's
fy22
budget
presentation.
I
Morning,
mr
chairman
and
council
members,
it's
adam
smith,
the
mayor
and
chief
financial
officer
are
going
to
be
presenting
this
by
video
in
respect.
E
For
your
pro,
your
covid
protocol
safety
recommendations,
so
let's
go
ahead
and.
J
J
J
J
J
J
We
lost
significant
revenue
in
parking
fees,
convention
bookings
and
more.
However,
we
were
able
to
maintain
our
stellar
service
provision
and
stay
afloat
financially
by
deferring
capital
projects
and
refinancing
debt
among
other
sensible
steps.
Fortunately,
our
property
values
increased
for
the
eighth
straight
year,
as
did
revenue
from
sources
like
sales
taxes,
the
american
rescue
plan
and
cares.
Acts
have
and
will
continue
to
help,
especially
when
focused
on
critical
needs
like
affordable
housing,
mobility
and
long
deferred
infrastructure
maintenance.
J
During
these
difficult
times,
economic
opportunity
and
development
through
inclusion
became
even
more
important
for
our
city
and,
as
a
result,
we
have
successes
to
celebrate.
Throughout
the
last
year,
we
were
able
to
increase
our
equal
business
opportunity
program
by
16
from
24
million
to
28
million
dollars.
J
J
The
theme
of
this
year's
budget
proposal
is
strengthening
tampa's
foundation,
because
that's
what
it
does.
I
don't
need
to
tell
this
council
that
a
strong
foundation,
be
it
infrastructure,
housing,
fiscal
strength,
opportunity
or
safety
is
what
enables
a
community
like
ours
to
be
resilient
in
the
face
of
challenges
and
ambitions.
J
This
fy
22
budget
is
about
collaboration
and
inclusion.
We
listened
very
closely
to
each
of
you
on
this
council.
We
incorporated
into
this
budget
much
of
what
you
told
us,
and
we
listened
closely
to
our
residents.
Conducting
our
annual
citizen
sentiment
survey
to
gauge
the
service
level
expectations
and
wishes
of
our
community
in
terms
of
their
needs
and
experiences.
J
Transforming
tampa's
tomorrow
or
t3
is
how
I
describe
our
overall
vision
for
moving
tampa
forward,
and
this
budget
reflects
the
five
core
goals
of
t3:
strengthening
community-centric
services,
enhancing
workforce
development,
increasing
housing,
affordability,
improving
infrastructure
and
mobility
and
sustainability
and
resilience.
So,
let's
take
each
pillar
one
at
a
time.
J
Strengthening
community-centric
services
means
focusing
on
what
our
community
wants
and
needs
from
us
and
how
we
can
improve
the
service.
We
provide
the
public
day
in
and
day
out.
This
is
why
we
are
upgrading
our
overall
customer
service
system
to
make
it
easier
for
residents
to
connect
with
city
hall.
We've
created
the
customer
experience
director
position
and
are
now
excited
to
be
implementing
a
new
customer
service
software
that
will
allow
the
community
easy
and
direct
access
to
our
city
of
tampa
team.
J
J
J
We
have
taken
these
actions
to
ensure
our
ethnically
diverse
communities
have
a
direct
link
into
and
a
voice
within
city
hall.
We've
had
many
conversations
about
our
public
safety.
We
heard
your
passion
concerning
community
needs
and,
as
a
result,
have
incorporated
a
number
of
public
safety
solutions
into
this
budget.
J
J
We
also
will
start
offering
the
owner-occupied
rehabilitation
program
to
those
earning
more
than
80
percent.
Ami.
As
we
are
all
aware,
the
homeless
population
is
growing
in
our
community.
In
response,
we
have
developed
a
bold,
innovative
and
compassionate
plan
that
will
offer
those
experiencing
homelessness,
expanded
services
allowing
for
successful
reintegration
into
our
community.
J
J
Infrastructure
and
mobility
are
crucial
to
transforming
campus.
Tomorrow,
though,
I
won't
sugarcoat
how
big
a
blow
it
was
to
lose
the
all
for
transportation
money
that
was
so
overwhelmingly
supported
by
our
constituents.
I
will
provide
a
path
to
forge
ahead
on
our
own
one.
That
includes
a
city-wide
mobility
plan.
J
J
J
With
your
help,
we
focused
on
comprehensive
upgrades
and
improvements
for
tampa's
neighborhoods
tackled
our
aging
water
and
wastewater
pipes
made
significant
storm
water
improvements,
started
building
and
planting
more
than
25
miles
of
trails
and
greenways,
connecting
our
neighborhoods
and
prioritize
pedestrian
bicycle
and
vehicle
safety.
By
joining
the
vision,
zero
network,
resiliency
and
sustainability
underpin
everything
we
do
from
improving
equity
to
upgrading
our
pipes.
J
Earlier
this
year
we
released
tampa's
first
ever
resilient
road
map,
brazilian
tampa
overseen
by
the
city's
first
ever
resilience
and
sustainability
officer,
whit
rimmer.
We
are
intensely
focused
on
climate
preparedness,
energy
efficiency
and
environmental
protection,
making
that
a
central
part
of
our
workforce
culture.
J
Transforming
tampa's
tomorrow
is
working
together
to
ensure
our
wonderfully
unique
and
diverse
community
reaches
its
potential.
We
have
a
lot
of
work
to
do
and
some
big
and
bold
decisions
ahead
of
us,
but
working
together.
I
sincerely
believe
we
can
improve
the
quality
of
life
in
every
one
of
tampa's
neighborhoods.
Now,
let's
get
to.
C
K
You
see
on
screen
the
agenda
and
the
run-up
to
the
budget,
we'll
discuss
how
we're
both
strengthening
and
planning
for
tampa's
foundation,
including
addressing
deferred
vehicles.
We'll
then
speak
to
the
significant
pandemic,
funding
we're
receiving
under
the
american
rescue
plan,
act
or
arpa,
and
then
to
the
meet
of
fiscal
year.
2022
funding
and
the
cost
of
government
services
wrapping
up
with
a
brief
overview
of
the
city's
debt
and
capital
improvements
plan
on
to
strengthening
tampa's
foundation.
K
Council
in
crafting
a
budget
strengthening
our
foundation,
we
turn
to
our
community
survey
and
you
see
the
top
10
important
characteristics
here
at
number:
one:
a
sense
of
personal
safety
and
keying
off
of
that
you'll
see
our
past
and
recommended
substantial
investments
and
fire
and
rescue
on
the
next
slide
on
the
left.
The
actions
we've
taken
so
far.
You
heard
the
mayor
speak
to
from
the
top
improving
the
level
of
fire
rescue
services.
K
Again,
in
the
face
of
the
pandemic,
we
initiated
the
well-known
lift
up
logo
program
and
innovated
our
operations
to
secure
thousands
of
jobs.
The
city
invested
in
implementing
the
open,
gov
budgeting
and
performance
management
reporting
system.
In
fact,
the
budget
that
you
will
review
is
presented
on
this
new
platform.
K
K
Council
we
have
been,
and
will
continue
to
be,
very
busy
increasing
housing
affordability
at
the
top.
You
can
see
we
distributed
more
than
80
million
dollars
to
needy
recipients
and
supported
sheltering
options
for
the
homeless,
we're
encouraging
the
private
sector
to
develop,
affordable
housing
and
we're
developing
a
land
trust
staffing
has
been
increased
and
we've
expanded
the
infill
housing
program
to
add
12
new
single-family
homes.
K
We'll
continue
our
determined
efforts
in
fiscal
year
2022.
In
fact,
between
the
american
rescue
act
funding
and
our
anticipated
formula
grants.
Next
year
we
will
spend
nearly
35
million
dollars
on
housing,
we'll
continue
to
expand
the
various
services
you
see
here:
housing
and
shelter,
accommodations,
infill,
housing
and
owner
occupied
rehabilitation,
we're
developing
a
replacement
home
program
for
those
that
just
can't
be
repaired
and
we're
promoting
the
city's
opportunity
zones
for
neighborhood
and
business.
Revitalization.
K
Why
didn't
we
flood
and
spill
sewage
because
of
our
focus
and
our
actions
from
creating
our
transportation
task
force
to
joining
the
vision,
zero
network
from
complete
streets
to
implementing
our
moves
mobility
plan?
A
roadway
system
for
all
is
our
very
high
priority,
as
is
prioritizing
our
greenways
and
trails,
including
the
green
artery
and
the
green
spine.
K
Our
west
river
walk
funded
by
the
u.s
department
of
transportation.
Build
grant
also
promises
great
things
for
that
side
of
the
river
for
fiscal
year
22.
We
have
resurfacing
and
sidewalks
relocation
of
the
solid
waste
department
and
neighborhood
infrastructure
rounding
out
our
strategic
goals,
sustainability
and
resiliency
continues
to
be
very
important
to
all
of
us
and
our
resilient
tampa
road
map
has
been
published
with
58
initiatives,
we've
expanded
and
will
continue
to
expand.
K
K
K
K
K
The
mobility
department
will
receive
over
seven
million
dollars
for
sidewalks
and
resurfacing.
The
tampa
police
department
will
receive
three
million
dollars
for
vehicles.
Aviation,
maintenance
and
body,
worn
cameras,
parks
and
recreation
will
receive
three
million
dollars
for
the
east,
tampa
recreational
complex
and
the
new
tampa
inclusive
playground.
K
K
You
see
here
our
breakout
of
the
major
funds
and,
of
course,
the
two
largest
components.
We
talk
about
the
most
the
general
and
enterprise
fund,
which
together,
make
up
approximately
two-thirds
of
the
total
budget,
and
here
are
the
recommended
expenditure
categories
for
each
of
those
funds,
with
public
safety
parks
and
recreation,
economic
development
and
support
operations,
making
up
the
bulk
of
the
general
fund
and
the
utility
departments
with
water,
wastewater
and
solid
waste,
making
up
the
most
of
the
enterprise
funds.
K
K
Turning
our
attention
again
to
the
general
fund
and
specifically
the
general
fund
balance,
as
we've
discussed
on
many
occasions,
this
is
an
important
metric
of
our
financial
health
and
a
critical
benchmark
for
rating
agencies.
Here
you
see
the
general
fund
balance
historically
hovering
between
23
and
24
percent.
K
K
K
K
K
K
You
can
see
on
the
far
right
the
standard
poor's
has
given
us
the
best
rating
you
can
get
aaa
with
the
other
two
agencies
giving
us
the
second
highest
strong
ratings,
like
the
ones
you
see
here,
bolster
not
only
our
financial
position,
but
our
reputation
as
a
well-run
and
financially
conservative
organization.
We
want
to
thank
council
for
their
part
in
managing
the
debt
program,
unlike
other
areas
of
government
performance,
our
debt
program
and,
ultimately,
the
financial
stability
of
the
city
is
reviewed
and
rated
by
outside
agencies.
K
K
The
green
line
council
shows
the
principal
outstanding
debt
for
the
water
and
wastewater
departments,
as
we
currently
do
not
have
any
other
enterprise
debt.
The
blue
line
shows
the
government
outstanding
debt,
which
is
debt
associated
with
storm
water,
community
investment
taxes,
the
aquarium
parking,
the
convention
center
and
others.
As
you
can
see
from
the
graph,
the
amount
of
outstanding
debt
decreases
from
nearly
400
million
this
fiscal
year
down
to
100
million
in
fiscal
year.
2030
most
of
the
remaining
debt
after
2030
is
associated
with
improvements
to
the
stormwater
system.
K
You
can
locate
projects
within
your
council
district
using
the
open,
gov
platform
with
a
gis
based
mapping
system
in
district
4.
As
with
each
district,
various
projects
for
infrastructure
in
the
neighborhoods
are
included
and
also
a
great
deal
of
flooding
and
mobility
work,
including
the
west
riverwalk
in
district
5.
A
number
of
projects,
including
the
east,
tampa
recreational
complex.
K
K
I
Thank
you,
mr
chairman.
I
wasn't
sure
what
protocol
you
had
had
in
mind
in
regard
to
the
budget,
but
I
was,
I
was
curious
to
you
and
and
miss
ling
and
shelby.
If
we
do,
we
have
a
workshop
or
one
or
two
planned
to
discuss
the
budget
in
in
the
month
of
august
prior
to
the
september
hearings,
because
I
think
what
what
we've
seen
in
prior
years
is
we
get
to
the
september
hearings
and
then
all
of
a
sudden.
I
If
we
want
to
add
something
or
suggest
something,
then
we
all
we're
all
scrambling
and
we
have
to
do
last
minute,
budget
amendments
or
you
know,
or
other
sort
of
activities
at
the
last
minute-
and
I
know
in
the
past-
we've
talked
about
having
a
workshop,
but
I
just
can't
recall
if
we
actually
schedule
one.
F
I
don't
see
anyone
and
anything
in
the
calendar
in
that
regard
done
september
is
quite
jam-packed,
and
if
the
clerk
are
you
familiar
with
anything
is
lucas.
E
No,
we
do
not
have
a
workshop
set
up
for
a
budget
hearing.
We
just
have
the
budget
hearing
schedule
for
september,
let's
see
13th
and
the
28th.
I
So,
just
to
further
that
a
little
bit,
you
know,
typically
the
you
know
I
like
to
look
at
the
hard
copy
of
these
of
these
budgets
that
usually
amount
to
three
volumes
and
probably
five
six
hundred
pages
total.
I
I
think
that,
sometime
in
the
next
two
or
three
weeks
toward
the
end
of
august,
we
should
schedule
a
a
workshop
to
to
bang
some
ideas
around
see
what
see
what
people
think
of
the
budget
see
what
suggestions
we
might
have
that
are
that
are
not
there
and
and
of
course,
welcome
mr
bennett
and
his
team
to
join
us.
F
Mr
chairman,
members
of
council,
I
would
suggest
that
you
have
the
calendar
and
you
review
that
with
your
aides,
most
likely
looking
at
the
schedule.
It
appears
that
the
best
course
of
action
might
be
adding
a
special
meeting
on
a
different
day
other
than
your
regularly
scheduled
council
meetings
to
accommodate
that,
and,
of
course
that
would
have
to
accommodate
your
schedule.
F
D
More
than
happy
to
support
it,
you
know
just
the
general
discussion
throw
diaz
or
ideas
around,
just
as
you
mentioned
before
the
actual
budget
public
hearings,
because
it's
you
know
often
times
you
hear
well,
it's
you
know
the
bite
is
30
print,
it's
already
too
late,
it's
too
late.
You
know
this,
I
think,
would
ease
up
on
the
actual
public
hearing
discussions
in
september
and
get
those
moving
smoother.
So
you
have
a
date
in
mind.
I
Let's
see
next
week,
there's
no
council
meeting,
I
don't
know
if,
if
any,
if
any
of
you
are
planning
on
going
to
the
league
of
cities
or
not,
are
you
going
okay.
I
Sure
sure
so,
let's
see
what
is
how
about
the
the
week
of
the
19th.
F
F
I
Yeah,
so
maybe
a
special
call
meeting
and
I'll
defer
that
to
a
little
later
this
morning,
and
maybe
we
can
have
a
chance
to
you-
know,
check
into
room
availabilities
and
schedules
and
that
sort
of
thing
you
know
I.
A
I
Well,
just
in
terms
of
the
details
or
the
date.
F
F
A
E
F
I
Well
without
objection,
then
I'd
move
to
to
have
a
special
call
meeting
to
discuss
the
budget.
There
wouldn't
be
any
votes
taken.
I
guess
mr
shelby.
I
F
It'll
be
a
notice
public
meeting.
We
could
schedule
it
as
a
a
budget
workshop
if
you
like
in
advance
of
the
first
public
meeting,
and
certainly,
if
that's
council's
pleasure,
to
do
to
direct
staff.
Could
I.
I
I
just
wanted
to
finish
one
of
the
things
I
don't
know
if,
if
you
guys
have
been
approached
by
staff,
you
know
I've
been
kind
of
waiting
a
couple
months
to
hear
from
staff
about
the
budget
in
terms
of
any
thoughts
or
ideas,
and
that
sort
of
thing
that
I
might
have-
and
I
might
have
given
some
input
if
I'd
been
approached
but
but
I
haven't
been
so
so
anyway.
This
will
be
an
opportunity
to
do
that.
B
Yeah
just
to
add
to
this
particular
point,
I
don't
think
you
mentioned
the
the
budget
advisory
committee,
and
so
I
would
ask
that
we've
got
a
very
dynamic
chair
and
a
great
group
of
people,
women.
When
are
they
and
usually
they
give
a
report,
but
it
would
be
great
if
they
could
do
give.
A
L
I
And
I
think
I
think
you're
right
bill.
I
think
the
16th,
if
we're
doing
a
workshop,
would
be
a
perfect
an
ideal
time
for
them
to
to.
You
know,
give
that
give
a
presentation
or
recommendation
so
at
least
they're
meaningful.
Let's.
A
See
if
they're
ready,
if
they're
ready,
so
I
guess
miss
if
the
motion
passes,
I
guess
mr
randy
can
get
with
miss
miss
mary
to
see
if
they're
available,
to
make
their
presentation
on
that
16.
I'll
find
out
in
a
minute.
Thank
you,
sir.
Thank.
F
You
you're
recognized
and
and
mr
chairman,
as
mr
rojero
stated
in
his
presentation,
I
suspect,
because
I
I
believe
the
council-
I
don't
know
whether
council
will
be
receiving
a
hard
copy
this
year
with
sustainability
and
resiliency,
or
only
be
available
electronically.
But
obviously
you
will
have
the
opportunity
a
short
window.
However,
between
now
and
that
workshop,
when
you
schedule
it
to
be
able
to
review
the
items
to
be
able
to
talk
with
staff
in
advance
of
the
workshop
to
be
able
to
address
items
that
can
actually
create
an
agenda
or
a
discussion.
H
I
I'm
I'm
good
with
130
mr
ctrl.
I
F
F
G
A
F
A
A
A
A
Here
the
finance
committee's
downstairs:
okay,
the
chairman's
downstairs.
Okay,
all
right,
well,
she'll,
come
back
with
us
and
answer
with
that.
We'll
go
and
continue.
She'll
come
back
with
the
I
guess
the
finance
committee
chair
is
downstairs
was
listening
to
the
budget
hearing,
so
we'll
move
on
with
the
shovel.
We've
already
kicked
that
down
the
cam
for
that
workshop
on
the
16th.
So
we'll
go
to
sarah
milner's
presentation
with
mr
vieira,
with
our
atu
local
employee
of
the
month.
M
Thank
you
very
much,
mr
chairman.
It's
a
great
pleasure
to
be
here
today.
Tampa
city
council,
louis
vera,
here
for
our
atu
employee
of
the
month
and
usually
chairman
goods
did
does
this,
but
you
asked
me
to
do
this
so
just
for
the
public's
information.
M
We
are
here
in
recognition
of
mr
mike
pinero,
the
atu
employee
of
the
month
for
his
exceptional
performance
of
duty
as
a
building
maintenance,
trade,
trade
worker
for
the
logistics
and
asset
management
department,
and
many
of
us
know
mike
because
we
see
him
around
the
building
and
he's
always
a
hard
worker
with
a
with
a
great
smile
and
attitude
and
a
great
work
ethic
for
everyone.
I
always
see
him
around
with
corey
and
and
other
of
our
hard-working
city
of
tampa
employees.
M
So
I
will
introduce
now
mr
steve,
simon,
with
atu
local
1464
for
some
additional
remarks.
Mr
simon
go
ahead,
sir.
N
Since
march
of
2020
facility
management
has
been
tasked
with
disinfecting
some
of
the
city
facilities
since
the
disinfecting.
Some
of
the
I'm
sorry,
since
this
disinfecting
occurs
after
hours,
teams
were
asked
and
mike
gladly
volunteered,
he
voluntarily
adjusted
his
schedule
to
accommodate
the
department's
needs
and
ensure
that
city
offices
are
clean
and
provide
healthy
and
safe
work,
environments
for
city
employees
and
visitors
with
all
us
working
during
this
panderi
pandemic.
Without
skipping
a
beat.
N
N
Your
abilities,
proficiency
and
outstanding
attitude
make
you
highly
deserving
of
this
special
recognition.
You
demonstrate
a
firm
commitment
to
the
city
of
tampa
your
department
and
to
our
community,
and
you
set
a
shining
example
for
others
to
follow.
It
is
employees
like
you
mike
that
make
me
proud
to
serve
as
mayor.
Thank
you
for
your
dedication
and
service
sincerely
mayor,
jane.
E
E
Those
forward-facing
police
fire
parks
and.
E
P
But
we're
happy
to
be
back
with
you.
So
on
behalf
of
the
city
council
members,
I
have
a
gift
certificate
for
you.
It's
a
surprise.
You
have
to
open
and
see
what's
in
there,
but
but
I've
been
assured
that
it's
a
good
it's
a
good
prize
on
behalf
of
yummy
house,
china
bistro
we're
providing
you
with
a
gift
certificate,
so
you
can
enjoy
yourself
over
there
at
lunch
or
dinner.
P
It's
a
50
gift
certificate
on
behalf
of
the
chicho's
restaurant
group,
we're
providing
you
with
a
gift
certificate
of
fifty
dollars,
so
you
can
enjoy
yourself
and
on
south
howard
at
any
one
of
their
establishments
for
fifty
dollars
on
behalf
of
prestige,
portraits
we're
going
to
provide
you
with
a
hundred
dollar
gift
certificate.
So
you
go!
Have
your
your
portrait
taken
when
you
have
free
time.
P
On
behalf
of
the
stras
center
they're,
providing
you
with
a
gift
certificate
for
tickets
to
their
one
of
their
shows,
so
you'll
have
to
contact
them.
Their
phone
number
is
on
here,
but
their
gift
certificate
is
here
for
you
to
enjoy
yourself
at
the
straz
and
on
behalf
of
the
columbia
restaurant
group,
they're,
going
to
provide
you
with
a
gift
certificate.
So
you
enjoy
yourself
over
there.
P
It's
santo,
stefano
or
the
columbia,
so
you've
got
a
whole
list
of
things
in
here
and
I'm
sure
you're
going
to
find
some
new
friends
who
want
to
who
want
to
help
go
with
you.
But
congratulations.
We
appreciate
you
and
if
you
have
any
problems,
let
us
know
but,
like
I
said,
you're
going
to
have
a
lot
of
new
friends.
P
E
L
M
N
Q
Just
I
appreciate
appreciate
everything.
Thank
you.
M
Thank
you,
sir
now,
mr
chairman,
if
any
members
of
council
would
like
to
speak.
D
Thank
you
very
much.
I
just
want
to
say:
congratulations,
you're,
really,
one
of
the
hardest
working
gentlemen.
Around
I
mean
you
are
always
on
the
go
and
always
there
and
going
above
and
beyond,
and
we
appreciate
you
and
you
certainly
deserve
this
today.
Thank
you
for
everything,
sir.
B
Thank
you
so
much.
Congratulations
thanks
for
keeping
us
safe
and
for
all
the
hard
work
you
do,
and
and
thanks
to
atu
for
and
my
colleagues
for
bringing
this
forward
there's
so
many
great
people
and
employees
in
our
city
that
keep
everything
running
and
we
can
never
give
them
enough.
Thanks.
H
L
H
I
Thank
you,
mr
chairman,
mike
mr
simon.
You
know
the
atu
folks,
and
especially
you
mike,
and
your
team
you're,
the
ones
who
have
been
keeping
us
safe
throughout
this
this
this
coveted
period,
and
hopefully
this
next
go
round,
won't
be
too
long,
but
we
appreciate
all
you
do
and
everybody
in
atu.
Thank
you
so
much.
L
You,
mr
chairman,
as
mr
simon
always
says,
if
you're
a
member
of
1464,
you
make
the
city
run
and
if
it
wasn't
for
you,
the
city
couldn't
even
walk,
but
we
appreciate
everything.
You've
done
not
only
this
past
year,
but
when
most
husbands
go
home
in
the
evening,
you're
here
working
in
our
building
make
sure
that
in
the
next
morning,
everything
is
safe
for
the
hundreds
of
people
who
come
through
this
building
on
a
daily
basis
and
the
other
buildings
that
you
take
care
of
we're
very
appreciative
of
you,
you're
one
hell
of
a
guy.
L
A
Well,
I
you
know
mike,
I
tell
you
sometimes
you
don't
know
what
you
don't
know.
I've
been
seeing
you
around
when
I
asked
you
to
do
something
you
get
it
done
and
then,
when
I'm
reading
the
combination
this
morning
didn't
recognize
the
last
name.
Shame
on
me,
but
I
tell
you
I
can
say
you,
one
heck
of
a
guy
who
gets
it
done
always
got
a
smile
on
your
face,
no
matter
what
and
we
appreciate
the
work
you
do
so.
Thank
you
so
much
for
what
you
do.
M
And,
and
if
I
may
now,
it
is
my
pleasure
and
honor
to
present
to
our
good
friend
mike
formally
a
tampa
city
council
commendation.
This
is
a
gesture
of
appreciation
for
all
that
you
do
and
all
that
you
will
continue
to
do
to
serve
us
in
the
city,
and
we
appreciate
it.
Sir,
there
you
go,
god
bless
you.
Thank
you.
H
H
L
E
Good
morning,
council,
barbara
tripp
fire
chief
for
tampa
fire
rescue
today
is
actually
a
special
day.
We
have
some
individuals
who
actually
not
only
serve
the
community,
of
course
locally,
but
they
also
serve
the
community
throughout
the
state.
We
have
florida
task
force
three,
which
is
a
regional
but
temp
fire
rescue.
We
have
individuals
that
actually
continue
to
put
their
life
on.
E
The
line
behind
me
stands:
men
and
women,
along
with
their
dogs,
who
have
deployed
down
to
surfside,
who
did
an
outstanding
job
with
the
collapse
that
happened
down
in
south
tampa,
I'm
sorry
south
florida.
So
today
we
want
to
honor
these
men
and
women
for
the
courageous
work
that
they
have
done,
not
only
throughout
the
years,
but
recently
with
the
tragedy
that
happened
down
in
surfside.
D
Thank
you
very
much
chief.
When
duty
called
with
the
surfside
collapse.
Tampa
was
there
the
community
was
there
in
response
to
help
with
the
recovery
efforts.
I
have
a
few
individuals
with
florida
task
force
three
that
I'd
like
to
recognize
the
rescue
manager,
ricardo,
vila
rescue
specialist
chris
stone,
jameson
hens,
christopher
wolf,
julie,
strojanowski,
nelson
garcia,
kenneth
newman
with
logistics
we
had
matthew,
cohen
and
canine
specialist
joe
bears
with
ford.
This
is
the
name
of
the
dog
corey
hazel
baker
with
prada
good
italian
name,
britney,
bishop
with
force.
D
Some
of
the
dogs
are
here
if,
if
we
can
bring
them
up,
it's
too
too
dark,
but
they're
beautiful
dogs
they're
heroes,
as
well,
just
like
the
men
and
women
that
are
here
with
us.
So
we
have
a
tampa
city
council
commendation
that
I'd
like
to
read.
It's
presented
to
florida
task
force.
Three.
The
tampa
city
council
is
honored
to
recognize
the
florida
task,
force
iii
for
their
steadfast
commitment
and
bravery
and
assisting
with
the
rescue
and
recovery
operations
of
the
surfside
collapse.
In
the
face
of
one
of
our
state's
darkest
times.
D
Great
communities
are
built
with
great
people,
and
your
outstanding
leadership
and
dedication
to
serving
all
the
citizens
of
tampa,
as
well
as
always
being
ready
on
a
moment's
notice
to
assist
others
in
traumatic
situations,
is
to
be
commended
with
our
profound
appreciation
leading
the
pack
in
this
recovery
effort.
Besides,
our
brave
canine
specialists
were
their
heroic
rescue
dogs
patron
ford,
prada,
pita
and
force
these
all
start
with
the
letter,
p
and
they're
spelled
in
their
own
special
way.
D
M
Yes,
mr
chair,
thank
you
very
much,
councilman
escalco.
Thank
you,
sir,
for
doing
this
and
your
and
your
thoughtfulness
and
just
all
the
men
and
women
who
went
out
there
to
to
surfside.
You
know
you're,
you
you
made
us
proud.
M
I
mean
that
I,
I
remember
being
a
part
of
the
prior
council
in
hurricanes
in
2017
and
councilman
scalpel
was
there
and
others
councilman
miranda
and
others
seeing
off
our
first
responders,
as
they
were
going
off
to
different
parts
of
florida
to
help
out
with
with
what
looked
to
be
terrible
disasters
and
wasn't
so
many
areas,
I
always
say
that
the
what
what's
special
about
our
first
responders,
that's
our
police
officers
and
our
firefighters
and
our
all
of
our
emergency
personnel.
M
You
all
have
a
real
bond
because
you
guys
run
into
situations
that
people
like
me
and
all
of
us
most
of
us
here,
not
councilman
goods.
He
was
a
cop
run
away
from
that.
We
most
of
us
run
away
from
and
that's
what
makes
you
all
first
responders
and
you
get
a
lot
of
associated
trauma
and
hurt
and
pain
because
of
what
you
do
every
single
day
on
the
job
it
stays
with
you.
M
It
stays
with
you
from
the
moment
that
you
sustain
it
to
the
day
you
die
and
that's
why
we
always
honor
you
for
your
bravery,
your
courage.
So
thank
you
so
much
for
all
that
you
do.
I
know
many
of
you.
I
just
met
one
of
those
two
wonderful
dogs
today,
but
we're
all
proud
of
you.
So
thank
you
very
much
and
god
bless
you.
B
Yeah,
just
following
my
colleague
just
said,
I
I
get
queasy
thinking
about
going
to
the
doctor
or
thinking
hearing
about
anything
related
to
medicine.
So
I
I
thank
god
every
day
for
people
like
you
who
are
willing
to
in
some
ways
put
your
lives
on
the
line
and
many
times
put
your
lives
on
the
line,
but
face
some
of
the
most
horrific
events
that
humanity
has
to
face,
and
thank
you
so
much
for
everything
that
you
did
there
and
that
you
do
in
tampa.
B
I
know
the
families,
even
though
it
was
a
horrible
situation,
appreciated
your
bravery
in
doing
that
and,
let's
all
pray
that
you
don't
have
to
do
the
same
thing
in
tampa.
Thank
you.
H
H
I
Thank
you,
mr
chairman.
Well,
I
think
I
think
it's
it's
been
said,
but
I
I
think
one
of
the
neat
things
about
this
program
is,
and
I
I
think
they
call
you,
what
is
it
region
region
such
and
such
or
a
particular
unit
representing
this
part
of
west
florida
is
that
we
have
this
organization
across
the
whole
state
and
that
and
that
you're
working
hand
in
hand
with
these
other
groups
around
the
state.
I
L
I
want
to
thank
all
the
members
of
local
754
and,
along
with
the
chief
trip,
what
you,
ladies
and
gentlemen,
do
when
things
like
this
happen
just
to
drive
down
thinking
what
you're
going
to
face
is
enough
to
put
fear
into
anyone,
and
you,
ladies
and
gentlemen,
handle
that
as
a
challenge
to
find
and
recover
and
try
to
make
sure
that
someone,
if
they're
alive,
you're,
going
to
be
able
to
find
them
and
it's
a
terrible
thing
to
see
a
building
like
that,
go
down
and
just
imagine
to
drive
down
thinking
of
what
you're
going
to
be
there.
L
You
have
to
think
about
it
because
you're
driving
down
thinking
what
am
I
going
to
face
and
what
you're
going
to
face?
It's,
not
a
filet,
mignon
dinner
that
burns.
It's
a
tragedy
that
somebody
is
facing
and
everyone
in
florida
and
really
in
the
united
states
and
possibly
even
in
the
world,
is
thinking.
How
could
this
happen?
It
happened
because
something
went
that
should
have
been
detected
a
long
time
ago
was
never
done.
L
Agency,
but
in
essence,
you
have
to
make
sure
that
these
buildings
are
inspected,
including
those
in
city
of
tampa,
because
when
you're
there,
these
buildings
take
a
beating,
they
may
not
show
it
on
the
outside,
but
under
that
dry
wall
and
under
all
that
cement
and
under
all
the
tile
and
under
everything
else,
it's
a
core.
That's
holding
these
buildings
up
and,
unfortunately,
not
only
that
building,
but
I
guarantee
you
there's
other
buildings
in
this
country
that
need
to
be
addressed.
L
A
Thank
you,
miss
miranda,
well,
someone
who
knows
about
tragedy,
who's
seen
it
who's
fought
it.
I
already
knew
the
mindset,
mr
dean's
father.
Mr
miranda,
you
want
to
do
a
job
and
go
to
the
best
you
can
when
you
get
there
and
you
have
no
business,
you
come
back
and
you
think
about
what
you
just
did
what
you
couldn't
do,
what
you
wanted
to
do,
but
in
the
day
you
did
what
you
had
to
do
so
chief.
A
A
E
M
I
A
A
E
H
H
Miss
carla
has
been
working
with
our
family
and
what
I
mean
by
family.
I
always
call
us
family,
the
city
of
tampa
for
44
years,
as
you
can
tell
she
started
when
she
was
12,
of
course,
but
the
reason
why
I
I
I
I
want
to
read
this
off
first
again,
this
will
explain
here.
You
hold
you
hold
this
because
you
are.
You
are
an
amazing
woman.
H
L
H
H
It's
amazing,
the
city
of
temp
is
proud
to
honor
carla
kippy
locklear
for
her
outstanding
dedication
and
commitment
to
public
service.
As
a
44
year,
career
veteran
with
the
city
of
tampa
carla
began
her
career
in
1977
with
the
parks
and
recreation
department.
She
demonstrated
her
exceptional
public
service
skills
by
working
with
youth
throughout
the
city,
creating
programs,
teaching
art
swimming
lessons
to
adults
and
kids
and
building
aquatic
safety
programs.
During
her
four
decades
of
service,
she
has
touched,
countless
countless
lives
and
served
generations
of
family,
but
I'm
not
stopping
there.
H
H
B
H
H
We
are
proud
to
have
you
as
a
long-standing
member
of
our
workforce
and
our
family,
with
this
great
privilege,
the
members
of
tampa
city
council
present
this
accommodation
to
you
on
the
fifth
day
of
august
2021..
Thank
you
for
everything
you
have
done.
Thank
you
for
your
service.
Thank
you
for
being
part
of
our
family
and
just
thank
you
for.
G
Speechless,
I'm
speechless
and
that's
very
rare.
I
am
very
rare
speeches.
I
I
can't
I
can't
tell
I
can't
tell
everybody
enough
how
much
it's
been
a
pleasure
working
for
the
city.
It's
been.
I
tell
my
kids
and
my
husband
thank
you
for
being
patient.
I
can't
see
you
because
of
my
time
with
my
family
has
been
quality
time,
not
quantity
because
of
all
the
special
events
and
the
activities
and
things
we
do
for
the
employees.
You
know
I
first
started
with
recreation,
so
my
my
love
has
been
recreation
and
the
community.
G
The
community
was
what
was
where,
where
I
really
focused
on,
but
then
I
had
the
opportunity
to
come
in
and
work
as
a
wellness
coordinator,
and
I
got
to
learn
and
develop
and
learn
about
all
the
other
employees
and
what
they
do.
This
city
runs
on
great
people
from
solid
waste,
waste,
water
parks
and
recreation
place
and
fire
thank
good.
You
know
I've
gotten
to
know
a
lot
of
those
guys
out
there
too
revenue
and
finance
those
people
are
stressed
out.
They're
purchasing,
you
know
every
division,
every
department
in
this
city.
G
I
have
learned
to
love
and
appreciate
everybody's
job
because
they
mean
so
much
and
how
they,
what
they've
done,
how
they
treat
the
community
and
each
other,
and
it's
been
a
great
pleasure.
It's
it's
been
a
great
ride
for
working
for
the
city
of
tampa.
True
pleasure,
thanks
to
all
my,
my
peeps
have
showed
up
and
thank
you
city
council,
for
thank
you
so
much
for
presenting
this
to
me.
It's
been.
A
Mr
veer,
you
recognized.
M
Yesterday,
thank
you.
Thank
you
very
much
for
your
many
years
of
service.
You
know.
Risk
management
is
such
an
important
area,
not
just
because
you're
taking
care
of
people's
well-being
and
welfare,
but
because
you're,
preventing
larger
exposure
to
two
things
number
one,
most
importantly
to
the
people
themselves,
because
risk
management
you're
preventing
risk
and
loss,
and
it's
funny
like
I'm
an
attorney
and
I
work
in
risk
management
issues
on
often
on
the
defense
side,
and
you
know
we
tend
to
look
at
it
as
the
big
picture.
Well,
the
small
picture
is
more
important.
M
The
big
picture,
because
that's
somebody
getting
hurt
right,
that's
somebody
having
that
health,
whatever
it
may
be,
that
you're
involved
in,
but
then
you
also
look
at
the
big
picture
in
terms
of
the
total.
You
know:
monetary
cost
of
that
to
the
city,
so
that's
really
really
pivotal
work
and-
and
you
know
your
many
many
years
of
service
speak
for
themselves.
So
thank
you
so
much.
D
No,
we
appreciate
you
very
very
much
and
all
that
you've
done.
It's
been
a
very
interesting
last.
What
is
it
now,
15
months
or
so,
and
you've
been
there
for
us?
You
know
we're
really
blessed
in
the
city
of
tampa
to
have
so
many
wonderful,
hard-working
individuals
as
part
of
the
city
of
tampa
family
and
know
that
we
don't
just
appreciate
you
today
by
giving
you
this
commendation.
We
appreciate
you
each
and
every
day,
because
we
we
understand
just
how
hard
you
work
and
how
much
you
sacrifice.
B
I
Well,
carla,
you,
I
think
what
you
said
really
strikes
home
with
all
of
us.
It's
our
great
employees
that
make
us
a
great
city
and
and
you're
one
of
them,
and
and
it
will
be
a
big
loss
that
you're
decided
to
retire,
but
but
but
our
loss
is
your
family's
gain.
I
It's
interesting
that
this
particular
year
year
and
a
half
or
so
has
probably
been
the
most
challenging
for
all
of
hr
and
the
wellness
team
and
and
our
nursing
team
and
everybody
that
has
been
working
with
you
so
you're,
going
out
with
a
bang
in
terms
of
I'm
sure,
the
the
long
long
hours
that
you've
put
in
this
year
to
keep
us
all
safe,
and
we
appreciate
it
greatly.
Thank.
A
E
L
Thank
you
carla
for
your
years
of
service
over
40
years,
you
must
have
started
here
when
you
were
six
years
old
and
we
admire
you
and
your
staff
and
the
people
you
work
with
and
what
you've
done
is
behind
the
scenes.
And
you
don't
make
head
news.
L
You
make
real
news
by
keeping
people
safe
and
keeping
people
happy
and
keeping
the
employees
and
in
the
spirit
that
you
speak
on
yourself
and
individuals
like
mary
bryant,
she
was
started
when
she
was
four
months
old,
because
she'd
been
here
almost
60
years,
and
I
can't
even
count
that
high,
because
if
I
did
I'd
be
in
a
tomb,
but
when
you,
when
you
look
at
people
like
yourself
who
have
dedicated
your
whole
life
to
doing
this,
and
individuals
like
yourself
are
the
ones
that
really
know
what
city
employees
do
on
a
daily
basis,
because
you're
there
every
day
in
the
grinding
wheel.
L
A
But
carla,
we
thank
you
for
your
years
of
service.
I
know
it
lives
to
be
retired,
so
you
go
and
enjoy
yourself
enjoy
yourself
and
enjoy
yourself
and
god
bless
you
in
your
family.
Thank
you
central,
mr.
H
F
G
A
A
We'll
give
him
a
few
seconds,
gentlemen.
I
want
him
in
on
this
discussion
before
we
make
this
decision.
I'm
going
to
ask
before
we
get
into
public
comment,
and
mr
shelby
has
informed
me
that
we
have
a
laundry
list
and
he's
going
to
also
make
a
few
statements
about
that
as
well
before
we
get
into
public.
A
A
A
A
A
A
Thank
you,
mr
chair.
Thank
you,
sir
gentlemen.
They
brought
to
my
attention
that
a
few
members
have
a
conflict
with
another
board
on
the
16th.
So
I
I'd
like
to
see
if
mr
d
fella
can
restate,
amend
his
motion
to
where
and
also
for
the
public
as
well,
for
that
special
call.
Workshop
reference
to
the
budget
to
begin
that
meeting
at
501
and
public
comment
be
to
the
end
versus
the
beginning.
A
That
way,
we
get
the
house
of
the
business
out
of
the
way,
first
with
staff
and
any
questions
from
council
to
staff,
and
then
public
comment
last
and
that's
august
16th
at
501
that
way
the
public
130
to
have
this
is
kind
of
disenfranchised
to
the
public
and
we're
talking
about
money,
we're
talking
about
this
board
and
talking
about
the
city's
finance.
We
need
to
make
sure
that
the
public
is
aware
and
unable
to
participate.
I
Sure
I'm
fine
with
that,
mr
chairman,
to
accommodate
council
members.
If
we
start
at
501,
if
everybody's
okay,
with
that
in
regard
to
the
sequence,
I'm
also
fine
with
the
council,
you
know
with
we'll
we'll
do
I
guess
what
the
intent,
mr
chairman
is
we'll.
Do
our
discussion
first
talk
to
staff
this
and
that
then
we'll
have
citizen
input,
but
I
think
we
need
to
reserve
a
little
space
at
the
end
at
the
very
end
for
us
possibly
to
respond
to
that
citizen
input.
A
Mr
carlson,
all
in
favor
all
right
all
right
any
pools.
Thank
you,
mr
all,
right,
mr.
F
A
All
right,
and
also
just
for
for
notation
the
I've
just
received
miss
bryant,
mr
miranda's,
a
that.
The
finance
committee
chair
said
that
their
presentation
will
not
be
ready
until
september
before
the
first
hearing,
they're
still
working
on
it
still
getting
some
more
information
to
put
the
packet
together
for
council.
I
A
Second,
so
we'll
see
if
she
can
make
another
call
to
him
as
they
come
in
a
second,
if
need
be,
we
can
make
that
request
or
motion
at
the
next
council
meeting
reference
to
that.
R
A
F
A
When
you're
people
and
we're
talking
about
a
12
noon
break
here
and
we've
got
several
items
on
the
agenda.
What
is
your
suggestion?
Shelby
well,
council.
F
At
your
special
discussion
meeting
and
subsequent
to
that,
you
did
a
motion
to
have
public
comment
up
to
14
speakers
with
a
total
of
three
minutes
each.
But
if
there
are
15
or
more
speakers,
then
you
make
it
two
minutes
each
in
the
interest
of
fairness
to
everybody,
to
accommodate
all
the
speakers,
and
that
was
a
motion
of
counsel
to
be
put
into
its
permanent
rules.
I'm
holding
off
on
that
until
we
integrate
the
cmt
and
the
hybrid
provisions.
If
council's
pleasure
is
to
do
that
in
october.
F
So
if
council
wishes
to
to
accommodate
all
the
speakers
pursuant
to
what
it
directed
to
do,
it
would
be
15
or
more
speakers,
then,
to
now
by
unanimous
consent
of
its
council's
pleasure.
Allow
two
minutes
each
perspective.
A
To
interrupt
you,
mr
manuscap
who's
helping
us
on
the
second
floor
has
indicated
there
are
more
than
16
participants
down
on
the
second
floor,
gentlemen,
so
we're
past
about
30
to
33.
People
downstairs
I'll
just
make
a
message.
I
I
M
Sir,
and
not
to
spend
time
on
on
more
time
on
saving
time,
most
folks,
I
think,
are
here
for
councilman
seatro's,
clean
energy
resolution.
I
think
many
are
are
and
I
may
have
missed
this.
Are
we
going
to
vote
on
that
towards
the
end
or
before
lunch?
I
think
that's.
A
At
the
end,
I
think
that's
in,
I
believe,
that's
in
the
staff
before.
M
B
B
Well,
what
I
don't
know
if
city
council
has
ever
done
this,
but
I
saw
a
lot
of
people
that
are
in
favor
of
it
downstairs.
I
was
just
wondering:
if
there's,
if
there's
nobody
against
it,
then
we
could
go
ahead
and
vote
on
it
before
public
comment
and
that
might
save
people
having
to
hang
around.
A
F
F
Two
minutes,
that's
their
prerogative,
but
in
the
interests
of
moving
this
item
along,
it
would
be
helpful
to
the
public
to
be
able
to
get
to
the
point
and
even
if
you're,
not
speaking
on
that
item,
I
would
just
suggest
to
the
public
that
you
get
right
to
the
point
and
if
you
can
take
less
than
two
minutes
to
accommodate
all
the
speakers,
council
would
be
very
appreciative.
Thank
you.
M
Just
to
make
sure
again,
what
I
was
saying
is
that
we
vote
on
it
after
public
comment.
It
appears
it's
going
to
pass,
but
just
to
let
the
public
know
where
we
stand.
That's
all
I
mean
I
would
suggest
you
guys.
A
F
A
Right
because
again,
you
know
we
asked
staff
to
be
at
1
30.,
but
I've
always
asked
mr
bennett
to
make
sure
staff
was
alerted
in
case
we
move
things
along
faster,
so
hopefully
we
can
still
get
out
of
here.
If
we
move
the
agenda
along
with
the
comments
being
held
down
and
also
council
members
holding
the
conversations
down
a
little
bit
too,
all
right
so
we'll
go
in
to
show
you
the
public
comment
we'll
take
those
folks
in
the
second
floor.
A
P
P
P
A
B
A
A
Gonna
go
back
through,
we
have
just
two
minutes
because
of
the
rules
and
because
of
the
numbers
of
over
the
15
people
in
our
time
frame.
So
we
apologize
for
that,
but
we
have
a
tight
schedule
and
we
want
to
hear
the
comments
from
the
public,
so
we'll
continue
with
the
two
minutes.
Thank
you.
Ma'am.
You
make
me
begin.
E
Hi
I'm
mara
barrios,
and
I
want
to
thank
you
for
your
service
to
our
great
city,
I'm
here
to
expand
your
understanding
of
the
diverse
cuban-american
community
of
tampa.
As
a
historian,
my
research
focused
on
the
history
of
tampa
cubans
and
the
history
of
cuba.
You
may
have
seen
my
exhibit
at
the
ebors
state
museum
tampa
ecuba
500
year
connection.
E
This
interest
evolved
from
my
m.a
study
of
history
of
latin
america
and
cuba
at
usf
and
from
the
stories
of
my
ancestors
cubans
and
tobacco
and
cigars
were
the
foundation
of
tampa's
economy
from
1886
to
1960
bc.
Before
castro
tampa
is
cuban
at
its
core
cuban
coffee,
cuban
bread,
cuban
cigars,
cuban
sandwiches
and
black
beans.
E
I
E
C
C
C
So
there
are
many
things
that
could
be
improved
in
cuba
as
it
could
be
in
many
other
countries
in
the
world,
but
that
is
a
task
to
be
performed
by
the
cuban
people
axis
expectating
cuban
families
for
more
than
six
decades,
with
an
embargo,
it's
inhuman,
not
to
mention
the
additional
sanctions
imposed
by
the
trump
administration.
C
C
A
A
E
E
Albert
fox,
I
want
to
object
first
of
all
that
I
think
that
the
changing
the
three
minutes
or
two
minutes
is
grossly
unfair
to
the
people
that
came
here
and
prepared.
So
I'm
going
to
just
cut
and
paste
as
quickly
as
I
can.
You
have
chosen
to
interject
yourselves
into
the
continuous
contentious
issue
of
united
states
school
of
politics.
E
You
now
have
a
responsibility
to
make
certain
what
you
say
and
do
is
accurate.
As
I
mentioned
to
you
a
few
weeks
ago.
I
do
not
question
your
veracity,
but
I
do
question
your
judgment
for
years,
but
especially
over
the
last
few
years,
casa
de
cuba
has
been
spreading.
Vicious
lies
about
me
and
several
others
defaming
my
family's
good
name.
My
late
mother,
who
was
born
in
cuba,
came
here
as
a
little
girl
and
worked
in
the
cigar
factories
in
cuba.
E
Like
some
of
you?
This
issue
is
very
personal
for
me
as
well
you're,
so
worried
about
the
people
on
the
island
of
cuba
that
do
not
have
free
speech.
Yet
cuba
does
not
want
americans
to
have
free.
Casa
de
cuba
does
not
want
americans
to
have
free
speech.
If
you
don't
agree
with
casa
de
cuba,
they
threaten
you,
they
spread
lies
about
you.
They
call
you
vulgar
names.
E
They
report
you
to
the
fbi,
the
cia
ofac
and
the
irs
an
example
on
april
the
9th
a
few
months
ago,
the
president
of
casa
de
cuba
and
another
gentleman,
two
persons
who
I've
never
met
in
my
life
were
in
a
youtube
zoom
program
from
casa
de
cuba
headquarters
and
again
trashing
my
good
name
and
trashing,
the
late
david
straz's,
good
name.
You
can
easily
locate
the
tube
the
youtube
program,
emceed
by
two
disgraceful
disgusting
human
beings,
one
out
of
miami
named
otaola
and
the
other
one
out
of
canada
named
darwin.
E
M
Because
one
gentleman
tried
to
mention
my
name
I
want
to-
I
think
my
phone
number
here
is
274-7073.
I
think
it
is,
but
if
you
because
you
know
you
came
here
with
with
remarks-
I'd
love
to
hear
them
in
full.
So
if
you
want
to
set
up
a
meeting
with
me,
I'd
love
to
do
that,
I
mean
that
with
all
sincerity
and
respect.
Thank
you,
sir.
O
Hi
good
morning,
gentlemen,
I'm
sure
that
with
coved
numbers
up
in
florida,
you
guys
are
happier
that
I
asked
to
continue
cmt,
but
anyway,
I'm
here
for
34,
35
and
33.
34.
O
bottom
line
is:
if
you're
going
to
build
a
house
in
tampa,
you
need
to
build
a
sidewalk.
It's
just
that
simple.
If
you
don't
want
to
do
it
pay
the
city
to
do
it
number
35?
Why
why?
Why
do
folks,
who
pack
people
in
like
sardines
into
our
city,
get
away
with
not
paying
for
it?
I
don't
understand
that
the
police
may
have
a
little
wiggle
room,
but
I
think
everyone
knows
that
the
fire
folks
need
the
additional
support
through
those
impact
fees.
O
I
am
so
sorry,
but
if
you
doubled
the
population
of
my
community
and
doubled
the
number
of
tall
buildings
down
the
street
on
a
dead
end
from
a
chlorine
plant,
then
why
wouldn't
you?
Why
would
you
not
be
required
to
pay
for
those
impacts
that
they're
making
on
public
safety?
I
just
don't
understand
it.
We
need
to
have
the
impact
fee
in
place.
O
Number
33,
of
course,
is
stop
over
building
sog,
I'm
very
happy
overall,
and
I
think
my
cohorts
are
as
well
with
what
we've
gotten
done.
I
do
need
to
say
that
defining
mixed
use
really
needs
to
be
higher
on
the
priority
list,
because
developers
are
bypassing
the
zoning
administration
administration
and
the
city
council
by
adding
a
double
car
garage
sized
piece
of
commercial
use
in
order
to
bypass
both
of
those
entities,
even
though
they
would
likely
be
shut
down.
O
J
G
I
R
Hi,
my
name
is
caroline
bennett,
I'm
the
new
vice
president
of
than
please
pass
the
renewable
energy
resolutions,
let's
be
smarter
than
the
dance
band
on
the
titanic.
Thank
you
in
advance
for
approving
this
sidewalks.
When
a
pedestrian
is
killed
on
our
streets,
we
send
thoughts
and
prayers
to
the
family.
We
need
to
put
our
money
where
our
prayers
are
instead
of
continuing
with
business.
As
usual,
like
we
have
done
for
decades,
my
house
was
built
in
1925
with
a
sidewalk
in
front
of
it.
R
70
years
later,
the
city
installed
the
rest
of
the
sidewalks
sidewalks
on
my
block
and
I
live
across
the
street
from
a
popular
playground
for
seven
decades.
New
houses
were
built
on
my
block,
and
the
city
did
not
require
sidewalks
right
by
a
playground.
They
didn't
require
it
because
builders
fought
it
they've
been
fighting
it
for
a
hundred
years.
Where
would
this
city
be
today?
If,
100
years
ago,
we
had
required
developers
to
install
curbs
and
sidewalks
charlie
miranda?
R
Why
didn't
you
make
them
do
that
in
1921,
when
they
built
subdivisions
in
new
tampa
developers
were
required
to
build
sidewalks,
and
yet
they
still
managed
to
make
a
profit?
If
it's
cheaper
than
75
dollars,
a
foot
to
install
a
sidewalk
then
go
ahead,
and
do
it
that's
what
you
should
be
doing,
and
I
would
like
to
remind
you
that
at
least
18
feet
is
the
driveway,
so
a
50-foot
lot
is
only
paying
for
32
feet.
R
Recently,
the
city
staff
gave
our
group
a
random
list
of
houses
of
new
houses.
89
percent
of
the
ones
I
checked
did
not
build
a
sidewalk
and
did
not
pay
into
the
fun.
I
randomly
checked
22
newly
built
homes
in
my
neighborhood
builders,
paid
into
the
fun
on
only
two
out
of
the
22..
That
means
that
99
91
of
the
time
we
got
no
new
sidewalk
and
no
money
into
the
fund
and
believe
me,
the
builders
did
not
lower
the
price
on
those
20
homes
that
didn't
get
sidewalks.
R
R
R
M
Do
I
have
to
say
my
name?
Yes,
sir?
All
right,
my
name
is
jatulio
gonzalez
military,
I'm
here
with
the
tampa
bay
climate
alliance
in
chicago
florida.
First
off
I'd
like
to
send
a
shout
out
to
brady
and
aryans,
the
boats
brought
it
back
home.
It's
on
the
bucks
to
keep
our
reputation
now.
So
you
know
no
pressure,
and
that
brings
me
to
my
point
as
of
today-
we're
still
called
tampa
bay
right.
So
it's
time
that
our
municipal
legislators
start
acting
like
it.
M
M
M
M
That
means
being
bold
and
fearless,
especially
on
climate
policy,
given
that
the
florida
public
service
commission
just
approved
today
for
tico
to
increase
our
energy
rates,
we
got
to
do
something
about
that.
Given
the
climate
crisis,
like
literally,
we
had
the
ocean
set
ablaze
not
too
long
ago.
I
don't
know
if
you
gentlemen
saw
that
we
got
to
do
something
about
this,
I'm
just
saying
so.
We
can't
stop
at
passing
a
non-binding
resolution.
M
The
ready
for
100
resolution
should
have
been
passed
last
year
and
city
ordinances
should
already
be
worked
on
and
should
already
be
in
place.
The
people
are
ready
for
an
equitable
transition
of
renewables.
One
in
four
americans
live
in
a
state
that
is
ready
to
make
that
transition.
Unfortunately,
florida
is
not
one
of
them.
I
mean
this
is
bogus,
given
that
our
state
is
literally
called
the
sunshine
state,
we're
the
fourth
highest
consumer
of
energy
in
the
country.
Yet
only
three
percent
of
our
energy
production
comes
from
solar
energy.
I.
P
Good
morning,
council,
patrick
patrick
thorpe,
1013
east
gene
street,
here
to
talk
to
you
about
agenda
item
number
37
cemeteries.
Looking
through
today's
agenda,
I
see
that
you
are
also
going
to
be
discussing
consultant
services
for
climate
action
and
equity
plan
in
the
amount
of
two
hundred
fifty
thousand
dollars.
P
The
sustainable
and
resiliency
officer
consulting
services,
general
fund,
two
hundred
fifty
thousand
dollars
and
green
bond
framework
for
a
second
party-
opinion
thirty
thousand
dollars.
My
question
relating
to
cemetery
agenda
item
is:
if
we
are
so
focused
on
sustainability,
why
are
we
not
addressing
cemeteries
as
well?
The
reality
of
life
is
that
there
is
a
natural
life
cycle
process.
The
most
equitable
part
of
that
for
everyone
here
today
is
death.
It's
a
it's
a
sad
reality,
but
it's
a
reality
and
we
need
to
address
it.
P
I'm
curious
why,
if
our
strategic
goal
in
the
city
is
equity
and
the
most
equitable
part
of
life
is
death,
why
are
we
not
addressing
this
better?
As
a
city,
the
city
has
stated
multiple
times
that
they
are
not
in
the
cemetery
business.
Although
all
reality
points
to
that
not
being
correct,
you
do
own
and
operate
four
cemeteries
within
the
city.
P
The
city
employs
a
full-time
staff
person
titled,
the
cemetery
coordinator,
the
city's
been
involved
with
zion
cemetery.
If
you're
not
actually
going
to
make
action
on
that,
then
it's
just
a
publicity
stunt.
Florida
statutes
do
put
the
onus
on
the
municipality
to
maintain
own
and
operate
these
cemeteries
when
they
fall
into
neglect.
P
S
S
S
Your
states
are
under
investigation
right
now
for
worldwide
human
trafficking.
Each
state
is
being
monitored.
Each
governor
is
being
watched
because
you
have
been
trafficking.
Your
people
moving
your
people
about
and
not
paying
your
people
and
underpin
your
people
and
doing
everything
else.
Human
trafficking
isn't
just
sex
trafficking.
Human
trafficking
goes
into
underpaid
wrongfully
done
this
and
that
moved
about
without
giving
consent,
permission
and
stuff
like
that.
S
S
S
Talk
about
citizens,
civilians
and
members,
because
you
left
my
americans
with
a
debt
that
did
not
belong
to
them,
and
you
left
these
americans
with
a
whole
bunch
of
bills
that
do
not
belong
to
them,
not
dimension
materials
that
are
like
you
wouldn't
give
to
anyone.
But
you
gave
to
my
americans,
because
you
knew
they
didn't
know
me
any
better.
B
Hi,
my
name
is
reverend
dr
gabriel
morgan,
pastor
of
saint
paul
and
faith
lutheran
church
here
in
tampa.
I
want
to
share
some
hard
facts,
as
I
express
my
support
for
resolution
32,
the
climate
just
transition
resolution.
B
It
is
an
absolute
bare
minimum,
but
I
want
to
speak
the
truth
and
love
as
saint
paul
says,
and
I
want
to
tell
you
that
god
is
love
and
you
all
are
loved.
I'm
not
here
to
shame
or
guilt
anyone,
but
I
got
to
do
some
hard
truth
telling.
Okay,
even
if
we
implemented
this
plan
exactly
as
stated
and
every
other
city
and
county
throughout
the
whole
nation
did
the
same
thing.
B
It
would
barely
put
us
on
track
for
what
is
known
as
the
intermediate
climate
scenario:
okay,
also
known
as
rcp
4.5,
where
the
total
warming
across
the
planet
stops
at
about
two
and
a
half
to
three
degrees
celsius
and
emissions
taper
off
in
the
2040s.
Here's.
What
will
happen
in
our
city?
If
we're
on
that
trajectory,
we
will
go
from
a
heat
index
of
roughly
25
days
a
year
over
100
degrees
in
the
90s
to
by
2055
102
days
per
year.
B
At
over
a
heat
index
of
148
days
over
105.,
okay
by
the
end
of
the
century,
we're
looking
at
116
days
over
167
over
105..
That's
if
we're
on
that
trajectory.
Okay,
if
we
do
nothing,
it's
like
half
the
year
is
essentially
impossible
to
even
work
outside
okay,
and
so
the
reason
I'm
expressing
this
is
because
we
absolutely
have
to
act.
We
have
to
do
this
collectively,
but
there
has
to
be
an
increased
sense
of
urgency
about
this.
It
is
an
emergency.
It's
not
just
an
issue.
Thank
you.
E
O
Hi,
my
name
is
dana
lazarus,
my
zip
code's
33605
nice
to
see
you
guys,
I'm
here
mostly
to
speak
in
support
of
the
clean
energy
resolution
item
number
32.,
and
I
would
imagine
that
most
of
you
already
know
my
opinion.
My
stance
on
this
you
know.
Obviously
I
support
it.
You
know
if
organizing
a
500
person
march
back
in
2017
right
in
downtown
that
marched
in
front
of
this
building,
didn't
show
my
support
for
taking
action
on
climate
change.
Then
I
don't
know
what
what
will
so.
O
Thank
you
for
for
seeing
this
resolution
for
proposing
it,
and
I
really
hope
that
that
you,
you
guys
ultimately
pass
it
and
actually
take
steps
and
concrete
action
towards
moving
us
towards
clean
energy
towards
taking
climate
change
seriously.
O
Again,
we
were
fighting
for
ready
for
100
trying
to
get
something
like
this
passed
back
then.
So
please
keep
him
in
your
your
thoughts
and
your
mind
your
heart.
When
you
go
to
vote
on
this,
you
know
we
delivered
a
thousand
petitions
that
were
filled
out
by
hand
back
then
thank.
O
O
O
I
just
have
to
say
wow
what
a
journey
this
resolution
has
been.
But
what
you
have
before
you
today
is
the
product
of
over
a
year
and
a
half
of
organizing
planning
and
working
with
community
leaders,
frontline
communities,
local
businesses,
neighborhood
associations,
faith
leaders
and,
of
course,
each
of
you.
I
can
confidently
say
that
this
resolution
is
a
product
of
our
community
with
each
paragraph
representing
input
from
a
plethora
of
stakeholders.
O
This
is
a
resolution
that
we
can
all
celebrate,
despite
a
national
effort
to
quash
things
like
this
and
new
state
laws,
to
curb
the
power
of
municipalities
to
regulate
energy
sourcing.
Councilman
sitro
has
drafted
a
bold
aspirational
resolution
in
compliance
with
the
new
laws
that
not
only
puts
tampa
on
a
road
to
combating
the
climate
crisis,
but
also
has
a
strong
call
to
our
state
and
federal
elected
to
help
us
get
there.
Tampa's
resolution
leads
the
way
in
leveraging
local
power
to
drive
real
change
at
both
the
city
and
federal
level.
O
Critically.
This
resolution
calls
for
bold
state
and
federal
level
policies
to
end
the
extraction
and
use
of
fossil
fuels.
Stop
new
fossil
fuel
infrastructure,
eliminate
fossil
fuel
subsidies
and
build
out
the
transportation
and
energy
infrastructure
to
get
us
there.
We
need
a
rapid,
renewable
energy
transition
at
the
national
level,
so
pick
up
your
phones
and
call
representative
kathy
caster,
because
after
we
pass
this
she's
going
to
be
the
biggest
asset
in
making
this
happen
tampa
city
council
today
you
have
the
ability
to
avert
disaster.
G
G
Good
morning
and
thank
you,
council
members
for
the
opportunity
to
speak
today,
my
name
is
jenna
stevens,
I'm
the
state
director
for
environment
florida
and
I'm
also
a
resident
of
the
city
of
tampa.
I'm
here
today
to
speak
on
behalf
of
our
nearly
4
300
supporters
in
tampa
and
to
urge
tampa
city
council
to
vote.
Yes
on
council
mancitro's
resolution
in
support
of
a
transition
to
100
renewable
energy
by
2035..
G
We
actually
do
have
the
power
to
harness
clean
abundant
energy
from
the
sun
and
the
wind,
and
we
can
do
it
more
efficiently
and
more
cheaply
and
have
a
more
livable
future
for
future
generations.
We're
all
here
today,
because
we
know
the
risks
that
our
city
faces
and
we're
here
to
act
on
that.
So
I
want
to
thank
the
city
council
again
and
especially
council
member
sitro,
for
introducing
a
bold
resolution
that
sets
a
citywide
goal.
R
Good
morning
I'm
phil
compton,
it's
been
a
while
I'm
here
to
speak
in
support
of
resolution
32..
I
want
to
thank
councilman
citro
for
continuing
to
move
this
forward
november
5th
to
august
5th.
That's
nine
months.
It's
been
quite
a
while
what's
happened
since
then.
Well,
my
wife
and
I
went
on
summer
vacation
she
likes
to
get
away
from
summer
heat
here
in
florida
we
used
to
go
to
north
carolina.
R
That's
too
hot,
now,
climate
change,
so
we
went
to
montana
colorado
visit
family
and
we're
out
there
a
couple
months
so
much
fun,
but
it's
never
been
hotter
out
there.
Those
people
are
actually
literally
dying
in
the
heat
that
they
have
this
year.
They
did
not
see
this
coming
and
the
smoke
is
unbelievable.
The
entire
west
is
either
on
fire
or
in
a
big
cloud
of
smoke,
and
now
that
smoke
is
in
boston
and
new
york.
R
R
Your
children,
your
grandchildren,
that
baby
that
was
conceived
on
november
5th
who's
being
born
today
will
benefit
from
your
action.
Today.
Their
life
will
be
different
from
your
action
and
the
action
of
people
like
you
all
over
america,
you
will
be
the
182nd
city
to
pass
a
resolution
like
this,
the
12th
in
florida.
So
thank
you
and
look
forward
to
working
with
you
as
we
move
forward.
N
N
Mint
is
not
tampa
florida,
it's
a
garbage
city
council,
it's
garbage
people,
that's
down
here.
We
got
garbage
representatives
and
that's
what
they
are
absolutely
positively,
no
good
for
the
people.
The
people
take
their
time
and
come
down
here
and
what
you
do
you
cut
that
time
short
the
mayor?
Don't
even
have
no
respect
for
you,
she's
out
to
boom
on
the
bay
fourth
of
july,
lightning
celebration
buccaneer
celebration,
but
then
she
invoked
covid.
You
understand
a
garbage
mayor
invoked
when
it's
time
to
come
and
bring
the
budget
the
billion
dollar
budget.
N
She
don't
even
come
down
and
y'all
don't
cut
her
time.
Y'all,
don't
cut
her
time.
You
understand,
y'all
sit
up
there
like
a
bunch
of
clowns,
nothing
more,
nothing
less
and
the
people
outside
you
don't
even
have
control
nobody
respects
you.
You
come
to
a
meeting
and
you
feel
like,
if
you're
a
good
student
that
just
got
put
in
a
bad
class,
you're
wondering
why
everybody
in
class
talking
not
paying
attention.
N
N
No
respect
absolutely
positively,
no
respect
they
don't
even
have
control
or
their
meeting.
That's
going
on
right
downstairs,
y'all,
a
bunch
of
clowns
man,
nothing
more,
nothing
less,
a
billion
dollar
budget.
We
want
26
percent
of
it.
We
want
our
reparations.
We
want
y'all
clowned
to
start
looking
at
these
budgets
and
start
saying
where's
the
26
percent
of
it
for
african
people
and
look
at
the
past
budgets
from
the
time
the
city
was
formed
in
the
1800s
and
see
where
we
got
our
fair
share
and
where
we,
then
we
want
reparations.
N
N
N
Q
Q
Good
good
morning,
council,
thank
you
so
much.
My
name
is
russ
khan.
I
am
the
president
of
the
state,
democratic
environmental
caucus
and
I'm
here
to
speak
on
behalf
and
support
of
item
number
32,
the
clean
energy
resolution.
Q
Less
than
an
hour
ago,
representative
caster
made
a
facebook
post,
I'm
not
sure
if
you're
aware
of
it
yet
and
I'm
going
to
read
that,
for
you,
clean
energy
is
the
key,
and
this
is
quoting
clean.
Energy
is
the
key
to
lowering
electric
bills,
reducing
pollution
and
avoiding
the
harsh
impacts
of
the
climate
crisis.
Plus
local
communities
can
reduce
costs
for
families
and
businesses
when
they
implement
energy
efficiency
measures
and
tap
renewable
sources.
Q
We
are
running
out
of
time
to
solve
the
climate
crisis
and
everyone
must
act
now.
It
is
especially
important
that
cities
and
counties
in
florida
act
with
urgency,
because
fossil
fuel
interests
and
the
politicians
that
support
them
have
blocked
access
to
clean
energy
and
energy
efficiency
for
floridians
at
the
state
level.
Q
Q
Q
A
D
Good
morning,
council
today
is
my
birthday,
and
my
gift
to
myself
is
to
take
some
time
to
finally
speak
with
you
all
in
person
about
my
rent.
I
can't
reasonably
afford
to
live
in
many
of
our
core
neighborhoods
in
tampa.
The
reason
I
can't
afford
to
live
in
them
is,
in
a
sense,
simply
simply
supply
and
demand.
Our
demand
curve
is
shifting
right
now
and
our
supply
curve
is
not
keeping
up,
so
prices
are
rising.
While
this
is
more
complica.
Well,
it's
more
complicated
than
than
this.
I
it's
still
true.
D
We
are
not
building
enough
housing.
The
this
is
harming
people
in
our
community
in
your
community.
This
is
harming
and
excluding
young
people,
poor
people,
people
of
color,
especially
it's
also
harming
our
environment.
Higher
density
housing
is
critical
for
ecological
sustainability
globally
and
in
our
community.
D
D
Neighborhoods
townhomes,
duplexes
and
multiplexes
should
be
legal
to
be
billed
on
every
parcel
within
five
miles
of
this
building,
with
or
without
parking
or
private
use
offsets
so
that
people
like
me
can
continue
to
participate
and
contribute
to
our
city
instead
of
pasco,
south
county,
st
pete
or
other
places
that
we
don't
want
to
be.
I
also
support
higher
impact
fees
for
relevant
infrastructure,
especially
for
transit
and
pedestrian
accessibility
and
supporting
neighborhood
commercial.
Thank
you
so
much.
I
A
G
G
G
G
G
My
friends
who
protested
peacefully
on
july
11th
were
not
beaten
and
threatened
because
of
the
embargo.
They
were
persecuted
by
a
government
that
neither
respect
freedom
nor
democracy,
lift
and
embargo
at
this
particular
point
would
be
a
reward
to
the
oppressors
and
a
way
of
mocking
the
more
than
700
cubans
that
are
being
unfairly
punished
by
the
cuban
government
today,
the
embargo
should
not
be
the
main
topic
in
this
conversation.
G
E
B
T
Okay,
great
good
morning,
council
members,
I'm
janet
scherberger
and
I'm
the
president
of
walk
bike
tampa.
I
want
to
speak
in
reference
to
item
34
on
your
agenda,
the
sidewalk
code.
Thank
you
for
your
attention
to
the
support
and
issue
over
the
past
few
months.
I'm
glad
to
see
that
the
city
budget
calls
for
2.5
million
for
sidewalk
2.5
million
dollars
for
sidewalks
this
year.
That's
a
good
start.
Tampa
has
a
sidewalk
problem.
The
city
staff
estimate
that
there
are
1300
miles
of
sidewalk
gaps
in
the
city.
T
Many
of
those
are
near
schools,
parks
and
bus
stops
and
they're
in
every
neighborhood.
Improving
the
sidewalk
network
not
only
addresses
climate
issues
which
you're
discussing
today
by
getting
people
out
of
their
cars,
but
it's
an
essential
tool
for
getting
us
closer
to
realizing
the
city's
vision,
zero
goals.
When
the
sidewalk
code
you're
discussing
today
was
enacted,
it
was
intended
to
fill
in
gaps
parcel
by
parcel
by
requiring
sidewalks
with
new
construction
or
payment
to
a
sidewalk
fund
in
cases
where
a
sidewalk
can't
be
built.
T
But
exemptions
in
the
code
now
mean
that
too
often
no
sidewalks
are
installed
with
construction
and
no
payment
is
made
into
the
fund.
Most
curious
is
the
waiver
for
building
a
sidewalk
and
a
waiver
for
paying
into
the
fund
if
there
are
no
sidewalks
nearby,
this
eviscerates
the
very
goal
of
the
ordinance's
original
intent
and
means
that
once
there
is
no
sidewalk
in
the
neighborhood,
there
may
never
be
one
in
2020,
more
than
2
000
building
permits
were
issued
that
were
subject
to
the
sidewalk
ordinance.
T
T
You'll
find
that
if,
in
2020
all
the
properties
that
received
exemptions
for
building
a
sidewalk
and
paying
the
fund
and
actually
built
a
sidewalk,
you
might
have
had
nearly
eight
miles
of
new
sidewalk
built
in
2020.,
the
city
typically
budgets,
only
about
for
only
about
one
mile
of
the
sidewalk
each
year.
If
all
those
wave
properties
had
made
payments
into
the
sidewalk
fund
you've
had
you'd
have
had
about
1.2
million
in
the
sidewalk
plan.
Tampa
is
experiencing
a
building
boom.
E
C
C
I'm
urging
you
to
modify
the
sidewalk
code
as
prescribed
by
non-profit
walk
bike
tampa,
thereby
improving
safety
for
children,
their
caregivers
and
people
of
all
ages
and
all
abilities
to
walk
to
school,
walk
to
work
or
walk
to
their
transit.
Stop
the
tampa
bay
metro
area
has
never
not
been
rated
as
a
top
10,
most
dangerous
area
in
the
united
states
for
pedestrians.
C
Since
smart
growth,
america
developed
its
pedestrian
danger
index,
which
measures
how
deadly
it
is
to
walk
based
on
the
number
of
people
struck
and
killed
by
drivers
while
walking
since
tampa
is
the
largest
city
in
this
region.
It
is
appropriate
that
the
city
take
all
available
steps
towards
solving
this
problem.
C
Will
updating
the
sidewalk
code
alone
get
us
off
this
horrible
list,
no,
not
by
a
long
shot,
but
this
is
council's
opportunity
to
be
bold
and
help
fix
a
contributing
factor
missing
sidewalks.
Our
problem
is
so
big
and
so
complex.
We
must
deploy
an
all
hands
approach
to
its
remedy,
including
developers
and
home
builders.
C
We
know
the
value
of
walkability
will
readily
offset.
The
cost
for
builders
consider
walk
score,
a
method
for
calculating
a
walkability
rating
from
0
to
100,
using
a
proprietary
algorithm
of
weighted
values
that
is
used
by
more
than
thirty
thousand
websites.
Studies
have
found
one
point
of
walk
score.
Improvement
increases
a
home's
value
by
around
three
thousand
dollars.
C
A
C
E
G
G
The
current
code
and
its
accompanying
in
lieu
fund
includes
so
many
exemptions
that
several
thousand
new
homes
are
built
without
sidewalks
each
year
a
very
small
number
of
home
builders
pay
into
the
fund
each
year
and
at
a
rate
that
doesn't
remotely
reflect
real
costs.
We
need
to
end
these
exemptions
and
increase
the
trust
fund
amount.
G
G
There's
a
greek
proverb
that
says
society
grows
great
when
men
plant
trees,
in
whose
shade
they
know
they
will
never
sit.
We
have
many
miles
of
sidewalk
to
go
before
we
can
rest
more
miles
than
we
can
expect
to
complete
in
our
lifetimes,
but
the
time
to
start
is
not
eventually.
It
is
now
please
act
in
the
city
of
tampa
staff's
recommendations
expeditiously.
G
G
Hi,
thank
you
for
the
opportunity
to
provide
comments
on
agenda
item
32.
The
resolution
for
100
renewable
energy
for
tampa.
My
name
is
sarah
edwards,
I'm
a
resident
of
davis
islands
and
a
member
of
the
tampa
bay
climate
alliance
and
food
and
water
watch.
We've
already
discussed
how
extremely
vulnerable
tampa
is
to
the
impacts
of
climate
change
and
how
our
planet,
the
viability
of
our
planet
and
the
entire
ecosystem
is
at
risk.
G
Due
to
our
failure
to
heat
the
scientific
community
and
nature's
warning,
this
existential
crisis
is
growing
more
urgent
each
year
we
fail
to
act,
but
the
great
news
is:
we
know
exactly
what
we
need
to
do
to
tackle
this
problem
and
prevent
further
catastrophic
consequences
at
the
top
priority.
We
must
dramatically
reduce
greenhouse
gases,
we're
putting
into
the
atmosphere
by
rapidly
transitioning
off
fossil
fuels,
and
this
is
something
we
really
need
government
to
do.
Individual
actions
to
help
the
environment
while
worthy
are
not
going
to
solve
this
on
an
adequate
scale.
G
This
is
an
emergency
and
we
need
to
act
like
it.
Our
state
legislature
and
governor
have
consistently
sided
with
polluters
instead
of
their
constituents
and
have
ignored
the
environmental
injustice
suffered
by
frontline
communities.
So
it's
up
to
us
here
in
tampa
take
a
stand
to
protect
our
city
and
our
own
future
through
just
transition
off
of
fossil
fuels.
G
G
Finally,
as
a
mother
I'd
be
remiss
not
to
advocate
for
our
children's
future,
our
kids
deserve
clean
air,
clean
water
and
a
livable
climate.
They
deserve
to
be
able
to
be
kids
and
trust
that
the
grown-ups
are
protecting
them
and
they
deserve
to
be
happy
and
healthy,
and
every
moment
we
delay
we
take.
E
D
Hey
everyone:
my
name
is
angel
d'angelo,
born
raised
in
tampa,
I'm
here
to
talk
about
the
budget.
As
you
know,
I
opposed
a
100
million
dollar
project
for
the
city
cent
center
off
of
hannah.
It
only
brings
a
prospect
of
about
500
jobs,
and
we
know
it's
going
to
lead
to
gentrification
and
not
provide
a
lot
of
help
for
the
people
that
live
there.
Culinary
program
and
fleet
maintenance
program
come
on.
That's
not
really
a
whole
lot.
D
Instead
of
doing
outreach
for
the
houseless,
they
are
already
aware
that
they
are
houseless.
We
should
work
on
things
such
as
a
tiny
home
community
which
miss
connie
burton
has
suggested
for
years.
Let's
actually
be
proactive
and
solve
the
problem
at
the
root
by
providing
housing.
Housing.
First
works.
We've
sent
you
that
research,
we
don't
want
a
co-response
program.
Many
people,
particularly
black
and
indigenous
trans
and
or
disabled
communities
in
tampa,
do
not
trust
the
police
deservingly.
So
they
have
not
earned
that
trust.
D
So,
instead
of
having
a
co-response
program,
we
should
have
a
program
like
cahoots.
We
don't
know
why
there's
so
much
hesitancy
to
it.
That's
what's
needed.
We
need
a
universal
child
care
program.
Childcare
cost
is
outrageous
for
parents
and
guardians
in
tampa,
especially
those
in
the
lower
and
middle
class
families.
D
We
could
create
a
voucher
program
where
people
can
select
a
locally
owned
child
care
provider
with
a
voucher
and
relieve
them
of
my
cost,
and
that
would
also
simultaneously
support
small
businesses
and
we
should
be
investing
in
black
and
indigenous
businesses,
especially
ones
that
were
harmed
by
this
pandemic.
We
have
a
lot
of
money
that
we
could
use.
Instead,
we're
looking
at
a
city
center
and
public
safety.
D
Instead
of
reacting
to
crime.
We
could
be
proactive
by
preventing
it
with
programs
such
as
the
mutual
aid
programs
that
the
humans
and
sicilians
built
in
when
it
was
first
created.
Let's
go
back
in
time
and
look
at
what
worked
that
stuff
worked.
We
honor
that
history
today.
So
let's
live
it
now
for
all
of
stanford.
Thank.
E
T
Hello
good
morning,
my
name
is
linda
meisner
and
we
own
a
small
two-story
apartment
building
with
four
units
at
69
davis,
boulevard
on
davis
islands.
We
found
out
by
accident
last
week
that
the
city
has
issued
a
permit
for
a
30-foot
5g
tower
to
be
erected
in
the
right-of-way
adjacent
to
our
property,
we're
very
distressed.
This
will
definitely
bring
down
our
property
value,
make
it
harder
to
rent
at
the
market
rate
and
even
endanger
our
tenants.
Health.
The
city
and
att
have
not
been
willing
to
change
this
permit
or
the
tower
location.
T
These
towers
are
allowed
by
the
state
permitted
by
the
city
and
are
being
installed
in
residential
areas
without
any
advance
notice
given
to
property
owners.
This
tower
will
be
very
close
to
residential
housing.
There
are
many
other
areas
within
a
block
that
would
allow
for
some
separation
from
residential
properties
such
as
the
right-of-ways
near
marjory
park,
the
tennis
courts,
the
hcc
building
or
the
apex
park.
Property
owners
should
not
have
to
bear
the
burden
of
these
risks
and
costs
when
they
can
easily
be
avoided.
This
is
not
a
minor
inconvenience.
T
This
is
a
major
hardship
lasting
for
many
years
to
come.
We
need
your
assistance,
since
the
state
and
the
city
are
not
protecting
people
from
threats
to
health
and
property.
In
the
earlier
presentation,
mayor
pastor
talked
about
focusing
on
what
the
residents
and
community
needs
from
the
city.
We
need
help
and
have
only
hit
roadblocks
in
this
past
week.
Other
cities
across
the
country
have
put
stricter
requirements
in
place.
Our
local
communities
deserve
to
be
included
in
the
process
of
determining
5g
tower
locations
or,
at
the
very
least,
warned
of
permitted
towers.
T
Cell
companies
such
as
18
must
be
held
to
a
corporate
social
responsibility
standard.
They
need
to
be
better
neighbors.
They
should
not
be
allowed
carp
launch
as
to
where
these
towers
are
placed.
I
have
no
doubt
that
we
are
not
the
only
residents
with
the
tower
being
installed
in
our
front
yard.
The
others
just
don't
know
it.
Yet.
I'm
asking
the
city
council
to
recognize
the
significant
threat
to
our
private
property
and
to
consider
acting
to
help
us
and
the
other
residents
put
in
this
unacceptable
situation.
T
E
The
next
speaker
is
going
to
be
nancy
stevens
nancy.
If
you're
on
the
line,
please
mute
yourself
and
you
have
two
minutes
to
speak.
C
C
C
One
is
the
air
will
be
cleaner
for
all
tampa
residents
due
to
decreased
emissions,
and,
secondly,
lower
electric
bills,
in
particular,
for
people
for
renters
is
a
provision
to
encourage
energy
efficiency
and
tampa
can
take
a
leadership
position
in
encouraging
apartment
building
owners
to
be
to
increase
energy
efficiency
that
will
help
residents
that
are
struggling
to
pay
their
bills
with
high
energy
bills,
bear
a
greater
than
average
burden
for
energy
because
they're
not
in
control
of
energy
efficiency
for
their
apartments.
So
please
do
pass
this
resolution.
E
E
O
Good
morning,
I'm
actually
interested
in
talking
about
two
items
and
allison
date:
number
32,
global
warming
is
already
making
extreme
weather
worse
and
now
is
the
time
to
act
and
transition
tama
tampa
by
voting
in
support
of
the
resolution
for
100
renewable
energy
by
2030.
So
I'm
sure
that's
what
you're
going
to
do.
Thank
you
for
that
and
then
my
other
item
is
number
34..
O
O
My
mom
is
now
95
and
she
still
walks
every
day,
but
after
her
fall
on
this
street
in
october
last
year,
she
now
uses
a
walker,
please
put
more
money
and
approve
the
money.
That's
going
to
be
used
to
create
safe,
sidewalks
and
support
any
legislation
that
will
make
these
improvements
relate.
Excuse
me
a
reality.
Thank
you
very
much.
E
C
Before
I
start,
I,
the
rules-
and
I
know
you
guys-
did
that
two-minute
thing
from
three
minutes,
but
the
rules
do
state
that
we
have
three
minutes,
so
that's
kind
of
a
disappointment
anyway.
My
name
is
gene
strowmeyer,
I'm
just
going
to
touch
base
on
a
few
of
the
things
that
are
on
the
agenda,
the
renewable
energy.
I
mean,
I
think,
it's
great-
to
have
a
hybrid
of
renewable
energy,
but
a
hundred
percent.
There
should
be
that
not
a
hundred
percent.
C
We
should
have
two
different
energies,
different
options
at
all
times,
so
that
way
we're
not
stuck
high
and
dry
in
arizona.
If
you
go
to
the
grocery
store,
it's
really
awesome.
When
we
should
be
doing
this,
you
go
to
the
grocery
store.
C
Not
only
do
you
get
the
parking
shade
from
the
solar
panels
that
are
the
roofs
of
the
and
kind
of
makes
it
like
a
a
garage,
but
anyway
there's
solar
panels
on
top
that
that
shade
the
bottom
anyway,
so
you
should
look
into
that
like
at
all
the
grocery
stores
on
the
sidewalk.
I
am
asking
that
you
guys
go
ahead
and
pass
back
because
which
people
have
already
spoke
to
that.
You
know
my
friend
said
the
olympics
to
get
on
the
eighth
and
eighth
in
the
olympics.
You've
got
to
be
really
good.
C
Well,
tampa
rose
to
level
of
excellence
being
eight
in
the
best
city
at
killing.
Pedestrians
and
second
best
at
killing.
Cyclists
on
the
obesity
in
the
united
states
is
costs
us
a
billion
dollars
a
year.
C
You
know
the
builders
they
they
claim
that
sidewalks
run
up
the
cost
of
the
house,
but
when
they
don't
build
the
house
when
they
don't
build
the
sidewalks,
they
don't
pass
that
savings
on
they
just
make
better
profit.
So
for
that,
let's
not
take
extra
profit
and,
let's
not
let
their
profits
be
at
the
cost
of
our
lives.
The
impact
fees
I
agree
with,
I
think
that's
a
great
idea
for
the
for
the
firefighters
because
they
they've
been
you
know:
they've
just
been
underserved.
C
Let's
see,
I've
had
the
ferry.
I
like
that.
The
docks
I
like
more
docks
on
the
public
lands
yeah,
so
sogles,
let's
keep
on
working
on
sog.
I
appreciate
that
we
have
more
to
do
and
let's
have
a
great
day,
bye
y'all.
S
All
right,
yeah,
good
morning,
councilman,
it's
sean
brown
here,
president
of
the
gang
civic
association,
it's
good
to
be
with
you
all
this
morning.
First
thing,
I
you
know
the
renewable
energy
resolution
coming
up.
You
know
definitely
please
adopt
that
city
tampa
needs
to
get
on
on
board
with
it.
Climate
change,
as
we
know,
is
not
going
away
anytime
soon
and
we
need
to
start
making
proactive
positive
decisions,
also
impact
fees,
you'll,
get
updated
on
impact
fees
for
police
and
fire
certainly
support
that.
S
That
needs
to
be
done,
especially
with
the
continued
growth,
and
when
you
look
at
the
city
budget,
you
know
to
help
offset
some
of
the
things
and
reallocate
resources
elsewhere.
If
we
get
impact
fees
coming
in
from
that
from
developers.
That
would
be
a
good
thing.
Let's
see
here,
the
update
on
the
progress
of
issues
here
in
south
of
gandy
first
off
definitely
want
to
thank
city
staff.
They
have
been
working
hard.
S
I
really
do
appreciate
they're
willing
to
speak
with
us
and
and
and
listen
to
our
concerns
and
hopefully
brainstorm
some
ideas.
One
of
the
areas
I'd
still
like
to
see
more
communication
and
some
innovation
on
is
the
transportation
issues
we
have.
You
know
I
understand.
Studies
have
to
be
done,
I'm
not
opposed
to
studies,
but
the
same
token,
we
have
you
know
a
lot
of
time
between
the
last
study
done
in
2005
and
now
a
lot
of
things
have
changed
and
we
need
more.
S
So
I
have
one
thing
I
want
to
push
for,
hopefully
is
always
the
expansion
of
manhattan
from
gandy
to
interbay
I'll
keep
harping
that
until
the
day
I
die,
probably
so
anyway,
and
then
the
last
thing
I
want
to
talk
about
sidewalks,
definitely
close
that
loophole
on
sidewalks,
it's
ridiculous
down
here.
You
know
we
need
more
sidewalks
because
of
the
schools
and
the
development
occurring
and
with
what
d.o.t
did
to
dale
mabry.
A
lot
of
east-west
roofs
need
sidewalks
from
work.
Thank
you.
Sean.
S
A
H
Thank
you
very
much,
mr
chair.
After
I
make
this
motion
I'd
like
to
make
a
statement
after
the
vote
on
item
agenda
number
32,
I
would
like
to
move
the
substitute
resolution.
Second,.
A
Same
spanish,
galco
rokovo,
mr
mr
miranda,
your
recommendation,
sir.
I
I
would
like
to
discuss
32.
L
I
want
to
thank
citro
in
a
second,
mr
mezcalco,
for
seconding
the
motion
that
mr
citro
brought
him
32,
but
I
I
think
that
this
needs
further
discussion
on
an
open
white
basis
for
me
to
say
that
I'm
going
to
do
something
and
again
I
thank
mr
central.
L
L
L
I
believe
in
the
change
in
life.
I
believe
this
has
to
happen
or
we're
in
deep
trouble.
Just
look
at
the
environment.
Look
at
what's
happening
in
the
polar
of
the
ice
circle.
How
much
water
comes
out?
How
much
water
is
melting?
How
much
water
is
going
to
go
all
over
the
world,
not
only
in
this
country.
L
L
It's
not
good
enough
for
me
and
I
don't
think
it's
good
enough
for
the
environment
and
I
agree
with
mr
central,
but
you
have
to
have
something
in
place:
a
standard
which
you're
going
to
go
by
to
follow
when
you
buy
something,
in
fact,
the
solar
that
I'm
putting
on
the
house
costs
more
than
the
house
itself.
When
I
bought
it,
I
have
a
side
contract,
that's
supposed
to
start
monday
or
tuesday
to
come
see
the
roof
is
good
enough
to
hold
the
weight
of
the
panels.
L
L
You
must
have
a
goal
and
you
must
be
able
listen.
We
try
to
sell
people
affordable
housing.
Then
it's
workforce
housing.
You
know
what
it
is
housing
they
can't
buy
because
they
don't
have
the
money
not
that
they
don't
want
to
buy
it
they're
stuck
in
15
an
hour.
Thank
god
that
that
passed
at
some
degree.
L
But
what
happens
then?
How
do
they
maintain
it?
They're
all
costs,
keep
rising.
Are
that
fifteen
dollars
an
hour
gonna
go
up.
I
doubt
it.
That's
the
society
we
live
in.
So
what
I'm?
Trying
to
say,
let's
not
just
say
I
want
it
done-
show
the
world
how
you're
going
to
do
it,
for
instance,
there's
70
million
gallons
of
water.
We
put
out
it's
90
percent
better
than
the
world's
drinking
water.
L
We
have
an
advanced
two-share
retreatment
plan,
something
that
most
governments
don't
have
a
second,
sir
and
I'll
ask
for
no,
I
want
to
be
just
the
rest
of
the
people.
Thank
you
very
much,
mr
chairman.
I
will
not
be
supporting
this
because
this
does
not
go
far
enough.
This
does
not
tell
the
government.
This
does
not
tell
the
people
what
you're
going
to
do
the
people
going
to
say
we
pass
the
resolution.
Oh
that's
wonderful,
but
what
does
the
resolution
do?
L
L
It's
time
to
lead
iacocca
said
it
you're
the
lead,
follow
or
get
the
hell
out
of
the
way
and
one
of
those
options
not
for
us
we're
going
to
change
it.
But
I
want
to
see
this
government
set
a
standard
of
what
they're
going
to
do
and
maybe,
during
this
budget
process
they
can
come
back
and
I'm
sure
they're
listening
as
to
how
they're
going
to
attain
those
goals
by
2035,
then
I'd
be
willing
to
pass
an
ordinance
resolution
doesn't
mean
anything
and
I
admire
the
person
who
brought
it
up.
L
And
you
know
what
they
haven't
done:
much
look
in
the
mirror
and
you
go
home
and
tell
yourself
have
I
done
what
I
could
do
what's
my
water
bill,
how
am
I
going
to
reduce
it?
What's
my
electric
bill,
how
am
I
going
to
reduce
it?
Is
that
an
answer
unless
you
change
you
got
to
change
the
way
you
live.
You
got
to
change
the
way
you
plant
trees.
You
got
to
go
to
nature
natural
trees
that
take
very
little
water.
L
I
Thank
you,
mr
chairman.
Mr
miranda,
I
I
do
agree
with
you
to
a
certain
extent,
I'm
going
to
support
the
resolution,
because
I
think
it's
it's
a
first.
It's
a
first
step.
It's
an
important
step
it.
It
conveys
a
a
very
important
message
to
the
community
and
to
the
city
itself
that
that
this
this
is
an
aspirational
goal,
and
this
is
very
important.
I
You
know
if
we
think
back
back
in
in
99
and
2000,
when
al
gore
was
running
for
a
president
and
a
lot
of
people
made
fun
of
him
about
various
things.
You
know
he
invented
the
internet
and
blah
blah,
and
that
was
unfortunate,
but
one
of
the
things
that
al
gore
also
stood
for
was
he
was
the
first
one
on
the
national
and
international
stage
to
point
out
the
global
crisis
and
the
global
warming
and-
and
that
was
in
2000
21
21
years
ago.
I
How
old
were
you
guida,
I'm
just
I'm
just.
I
There
you
go
anyway,
I'm
just
teasing
you,
but
but
I'm
very
serious
that
there
we
are
21
years
later
and
as
a
nation
as
a
state
as
a
city,
we
just
really
haven't
done,
hardly
anything
and
it's
in
it.
And
now
it's
embarrassing.
You
know
at
some
point
I'm
gonna
have
to
look
at
my
grandchildren,
charlie.
You
have
many
grandchildren,
look
them
in
the
eyes
and
and
say
why
didn't
we
do
something
earlier?
Why
didn't
we
do
it
quicker?
I
Mr
citro,
I
appreciate
all
the
hard
work
that
you
and
and
the
community
has
put
into
this,
and
I
will
totally
support
it,
but
to
further
your
point,
charlie
elsewhere,
on
the
agenda,
is,
is
whitt
riemer
and
he's
our
sustainability
coordinator,
and
I
appreciate
mayor
caster
hired
him
to
work
on
these
issues.
I
Many
cities
have
people
like
that.
Orlando
has
several
people
like
that,
we're
just
starting
but
witt's,
doing
a
good
job
and
he's
doing
the
sustainability
on
our
agenda
is
250
000
to
hire
consultants
to
help
us
come
up
with
exactly
those
lists
that
you're
talking
about.
You
know
the
list
that
not
only
say
what
can
the
city
do,
but
what
the?
What
can
the
community
do?
What
can
the
citizens
do?
We
have
to
start
small
we're.
Just
we
are
just
the
city
of
tampa
we're
400
000
people.
We
can't
control
what
the
county
does.
I
I
That
says
some
of
the
things
that
we're
going
to
do
we're
going
to
urge
the
state
of
florida
and
the
federal
government
to
enact
and
enforce
bold
state
and
federal
policies,
we're
going
to
do
a
better
job
than
our
as
far
as
energy
efficiency
in
our
residential,
commercial
and
all
and
government
buildings
we're
going
to
support
the
mayor's
vision,
zero
plan,
etc,
etc
and
reduce
greenhouse
gas
emissions.
There's
lots
of
good
things
on
this
resolution,
I'll
support
it
wholeheartedly.
Thank
you,
mr
chairman.
A
All
right,
gentlemen,
look
what
time
it
is.
So
if
you
any
other
comments,
let's
get
them
out
the
way,
let's
make
them
short
and
brief,
so
we
can
get
on
this
train
anybody.
Some
comments
on
this
on
the
subject
is
the
emotional
mirror
for
miss
central?
Is
there
a
second
second?
So
mr
matascalco
we've
already
had
discussion,
roll
call
vote.
L
E
L
L
A
All
right,
let's
get
into
the
consent
item
real
quickly.
I
don't
know
if.
A
H
Very
quickly,
I
wish
I
wish
it
could
have
been
unanimous.
The
the
true
authority
on
this
will
be
the
administration
as
executive
power.
However,
we
can
take
steps
along
the
way,
approving
different
things
for
the
budget,
making
our
requests
known,
councilman
miranda-
you
are
the
wisest
man
that
I've
ever
met.
H
Hopefully
maybe
next
year
we
can.
We
can.
We
can
get
your
support.
Mr
chair,
there
are
people
that
I
want
to
thank
first
of
all,
mr
whit
rumor.
Thank
you
whit
for
all
your
help
in
this,
and
remember
that
wit
and
the
administration
is
steering
the
ship.
We
will
be
giving
the
course.
H
We
will
be
telling
what
we
would
like
the
tampa
bay
climate
alliance,
especially
brook
eric
and
phil
compton.
Thank
you
both
for
that
for
their
input
and
their
leadership.
The
greater
tampa
chamber
greater
tampa
bay
chamber
of
commerce
more
particularly
mr
nick
glover.
He
was
the
person
who
facilitated
all
the
dialogue
between
the
stakeholders,
my
office
and
the
climate
alliance.
H
I
thank
you
for
that.
Nick.
I
also
got
to
put
in
a
kind
word
for
the
song,
ladies,
that
showed
up
today.
Thank
you
for
that
mayor,
jane,
castor.
Thank
you
very
much,
chief
bennett
for
listening
to
hours
of
my
questions
on
resiliency,
I
thank
you
chief
to
my
aide
tim
hemmerlein,
for
putting
up
with
my
frustration
with
the
state
preemption
tim.
