how

we
are
speaking
to
item

18
and
it
was
regarding
notifications
for
private
schools
and
daycares
within
our
community.
So
we
were
tasked
with
finding
a
solution
to
see
how
we
could
better
notify
these
institutions
when
we
had
incidents
that
took
place
within
their
area.
So
what
we
came
up
with
looking
into
it
is
that
we
have
a
couple
systems
a
few
systems.

One
of
them
was
alert
Tampa,
which
is
our
everbridge
system
and
that's
the
primary
method
of
notifying
citizens
of
those
types
of
situations
it's
similar
to
like
a
reverse
911.
If
something
goes
out,
we
can
use
a
geographical
area
boundary
and
we
can
call
those
people
within
that
area
to
let
them
know
that
they
should
be
concerned
about
whatever
incident
is
taking
place
and
give
further
instructions.
We
also
have-
which
we
probably
feel
is
the
best
solution
is
our
tpd
communication
Center.

They
maintain
a
list
of
private
schools
and
daycares
and
what
we
feel
that
we
can
do
with
that
is
that
list
is
already
created.
But
what
we
need
to
do
is
we
need
to
go
back
into
that
list
and
see
if
we
can't
first
bolster
that
list
and
increase
it
so
I'm
sure
it
needs
to
be
gone
over
and
assessed
for
maybe
institutions
that
are
no
longer
in
his
in
existence
as
well
as
ones
that
have
not
received
the
information
and
provided
it.

They
can
provide
their
contact
information
and
we
can
grow
that
list
now,
we'll
be
working
with
our
business
tax
team
partnering
with
them
to
go
ahead
and
use
information
from
their
database
to
go
ahead
and
also
populate
that
list,
and
even
today,
working
with
our,
we
have
received
a
list
to
list,
as
a
matter
of
fact
that
we're
able
to
go
and
assess
that
list
and
make
it
better.

We
also
have
the
school
system
has
a
very
robust
system
of
alert
system
notification
where
they
can
go
ahead
and
alert
all
the
schools
that
are
on
their
list.
For
you
know
legal
reasons
we
can't
and
they
will
not
assume
responsibility
for
doing
that
for
private
institutions,
but
what
we
can
do
is
we
can
mirror
that
same
system.
If
an
alert
should
go
out
from
the
public
school
system,
it
will
be
transmitted
over
to
our
Communications
division.

So
it
is
not
that
system
not
the
same
system,
but
we
can
use
that
same
message
along
with
our
list
to
do
that
and
if
there's
a
dynamic
incident,
where
you
know
something
egregious
something
very
serious
in
nature,
then
we
would
do
that
at
any
time
that
officers
would
go
out
and
if
they've
identified
a
school
in
close
proximity,
they
would
just
make
contact
with
that
school.
If
the
dire
need
is
there
we'll
be
able
to
go
out
and
do
that
and
let
them
know
to
either
shelter
in
place
go
into
a
modified
lockdown
Etc.

this
system
does
exist
and
I
think
what
we
can
get
better
at.
It
is
just
to
add
the
list
and
get
it
updated,
and
we
are
working
closely
with
our
partners
to
do
that
to
get
it
updated.
We
also
have
you
know,
policies
for
from
our
crb.
Our
criminal
investigations
bureaus
so
they
respond
to
do
safety
assessments
and
respond
to
threats
at
schools
and
that
process
what
they
would
do
would
be
no
different,
what
they
would
do
for
a
private
school
or
a
public
school.

also
have
a
Haystacks,
which
is
a
digital
sandbox
program
that
critical
critical
infrastructure
uses
mostly
right
now
the
fire
department
uses
that
and-
and
they
do
share
amongst
the
agencies
and
they're
able
to
do
assessments
of
schools
and
they're
able
to
communicate
with
them
there.
So
we
do
have
several
programs
available
that
we
do
use
and
we
are
going
to
focus
on
the
one
controlled
and
by
our
Communications
division
to
get
that
one
just
updated.
So
we
can
better
serve
the
citizens
when
something
does
go
on
in
their
in
their
neighborhoods.

sure

way

alert
didn't
go
out,
which
is
highly
unlikely,

happen,

officers

scene

call

Landmark
designation

the
Bastille
brothers

Diaz
cigar
Factory
at
2111
North
Albany
Avenue
in
West
Tampa.

There
we
go
the
owner,
West
Tampa,
Development
Group
submitted
an
application
for
local
Historic,
Landmark
designation,
and
these
applications
are
reviewed
by
the
historic
preservation
commission
to
ensure
that
they
meet
the
criteria
listed
in
section
27-257
of
the
city's
code
of
ordinances.
Here
you
can
see
a
picture
of
the
factory
from
about
1902,
which
is
the
year
that
the
factory
was
constructed.
I
Local
historic
designation
provides
multiple
benefits,
but
in
this
case
I
believe
it
particularly
safeguards
the
heritage
of
the
City
by
preserving
and
regulating
its
historic
buildings.
The
cigar
industry
in
Tampa,
as
most
of
us
are
well
aware,
was
pretty
much
what
built
this
city,
so
we
are
very
pleased
to
be
able
to
designate
and
retain
the
the
properties
that
we
have
today
that
represent
that
history.

Here
you
see
the
1915
Sanborn
fire
insurance
company
map
of
this
portion
of
West
Tampa,
the
subject
properties
outlined
in
red
on
both
that
map
and
the
present-day
aerial
map.
It's
at
the
corner
of
in
1915
Albany
was
Francis
Avenue
and
Pine
Street.

As
I
stated,
the
building
that
we're
looking
at
today
was
built
around
1902,
it's
designed
by
local
Architects,
Miller
and
Canard.
It's
typical
cigar,
Factory,
Forum
being
three
and
a
half
stories
high
with
a
rectangular
East-West
plan.
I
I
Brothers
and
Diaz
company
was
known
for
their
Henry
IV,
Alexander
Humboldt
and
Florida
Mundo
cigar
Brands,
as
well
as
multiple
others,
and
this
was
known
as
the
Bastille
brothers
and
Diaz
cigar
Factory.
This
building
was
known
as
that
through
the
mid-1950s,
at
which
point
it
was
occupied
by
the
Antonio,
Cigar
Company
and
then
later
other
light
manufacturing,
Industries.
I
The
building
is
located
in
the
West
Tampa
historic
district,
as
listed
in
the
National
register
of
historic
places.
The
period
of
significance
for
that
National
Historic
District
is
1893-1933..
Therefore,
this
building
was
built
during
that
period
of
significance
and
it
is
considered
a
contributing
structure
in
the
the
national
register.
District.
I
The
applicant
made
their
application
on
January
27th
of
this
year
and
the
historic
preservation
commission
heard
the
application
and
made
its
recommendation
to
Council
on
May
17th.
The
Planning
Commission
found
this
application
to
be
consistent
with
the
city
of
Tampa
comprehensive
plan
and
notice
for
this
hearing
was
provided
to
the
owner
nearby
property
owners
and
register
organizations.
I
So
staff's
recommendation
is
that
Tampa
City
Council
approved
the
designation
of
the
Bastille
brothers
and
Diaz
cigar
Factory
at
2111
North
Albany
Avenue
as
a
local
Historic
Landmark,
based
on
a
meeting
the
criteria
of
section
27-257..
In
conclusion,
I
would
like
to

owner
for
coming

with
this

got
used
to
like
fixing
up
old
stuff
and

just
kind

never

over
it.

adaptive,
reuse

historical
buildings.

would

that
could

issues
like

Moses
white,
the

know

Miranda
he
died

met

at
some
point

Moses
white
was
a
very
well
respected.
Community
leader
and
business
owner
in
the
city
of
Tampa,
the
original
Central
Avenue
moving
his
business
called
the
Cozy
Corner
down
Main
Street
on
Main
Street,
there's
a
section
that
is
named
for
Moses
white
on
the
Riverwalk.

Mason
was
that,
but
Fair
Oaks
I
know
was
a
was
a
huge
project
and
and
I
bring
that
up.
Because
several
years
ago
I
made
a
motion
and
many
on
this
Council
supported,
renaming
Laurel
Street
Bridge.
It
used
to
be
Fortune
Street
bridge.
Now
it's
known
as
the
fortune
Taylor
Bridge
Fortune
Taylor,
Madam,
Fortune,
Taylor,
very
respected
African-American,
former
slave
and
owner
of,
like
30
acres
in
downtown
Tampa.
We
were
able
to
restore
that
name.

Oaks
is
there
is
a

a
lake
next
to
the
community
like
called
The
Herbert,
Carrington
Lake,
but
Fair
Oaks
doesn't
have
a
name
and
I
mentioned
Moses.
Why?
Because
the
original
Moses
White
House
is
over
on

right

around
the
corner.

not
historically
designated
or
whatnot,
but
I
was
wondering
since
the

Fair
Oaks
is
what
is
Fair
Oaks.

was

employee

the

going
to
be
separate
buildings,

could
be
possibility

looking

and

I
want
to
preserve
and
keep
those
names
alive.

but
something
that
we
could
consider
in
the
future
and
just
put
it
out
