Guido
maniscalco:
here.,
the
clerk:.
We
have
a
physical
quorum.,
guido
maniscalco:.
Thank
you
very
much..
May
I
have
a
motion
to
open
the
1:30
public
hearing?
motion
to
open
from
council
member
miranda..
Second
from
council
member
carlson.,
all
in
favor?
any
opposed?
all
right..
There
was
a
request
to
remove
item
number
50
from
this
item..
A
A
C
C
C
C
And
the
substitution
is
as
follows:,
it
is
primarily
it
is
minor
and
it
is
grammar,
sin
tax,,
a
couple
of
typos
and
one
word
that
was
replaced
to
make
it
comport
with
the
findings
of
fact
and
I'll
point
that
out
to
you.
the
other
thing
it
does,,
as
it's
stated
in
the
order,
it
attaches
the
august
17,
2021,,
formal.
C
C
Says,
after
august
30th,
2021,
after
communicating
with
the
city's
legal
department
and
after
consultation
with
his
director,,
the
zoning
administrator
issued
a
new
formal
decision..
The
revised
formal
decision,
see
recommended
order,
page
7.,
that's
on
the
top
of
page
3.,
the
only
difference
in
that,
and
that's
not
even
a
substantive
difference.,
but
what
happened
is
originally
in
the
copy
that
was
filed.
It
said
with
his
supervisor
when,
in
fact,.
The
actual
word
that
was
used
for
the
finding
of
fact
was
director..

B
A

E
E
Because,
throughout
this
process
and
discussion,
up
until
the
last
meeting,
I
had
been
assured
that
what
they
were
going
to
use
was
permeable
material
for
the
sidewalk..
It
was
really
a
surprise
to
me
to
find
out.
They
were
going
to
use
concrete
in
the
last
meeting.
of
course,.
It
was
all
just
normal
conversations
after
that
point.
it
was
kind
of
a
surprise..
E
They
expressed
concerns
because
of
using
two
different
types
of
material.,
one
for
the
curb
and
one
for
the
sidewalk,,
but
going
to
pursue
engineering
alternatives
that
would
actually
be
able
to
meet
that
need..
I
don't
know
where
to
leave
this
because,
again,.
What
he
related
to
me
was
an
iou
to
get
back
with
me
about
being
able
to
use.

I
I
I
I
I
I
I
listened
to
the
evidence
this
morning
as
presented,,
but
it
seems
to
me
we
just
can't
put
anything
there.
the
permeable
solutions.
Don't
work.,
we
can't
put
a
sidewalk
on
top
of.
can',
build
it
up
and
put
a
sidewalk..
You
know
my
street
very
well
because
before
I
moved
in,
there
was
lots
of
flooding
and
looking
at
different
options,
but
my
street
is
known
for
its
oak
coverage..
I
I
I
I
I
My
preference
would
be
not
to
finish
anything
on
top
of
that..
If
there
was
some
way
we
could
jut
out
on
the
road
to
continue
the
sidewalk,
fine.
lots
of
other
neighborhoods,
where
there
are
grand
oaks
that
are
smaller
than
this,.
Nobody
can
put
in
sidewalk
or
do
underground
work
because
it
would
destroy
the
overhead,
and
that
is,,
as
we
know,
from
many
different
areas,,
that's
one
of
the
things
that
makes
tampa.
G
G
I
H
E
and
also,,
give
related
time
to
get
back
to
us
as
well
for
their
position
to
be
fair
to
the
developers
as
well..
I
know
they
have
invested
a
lot
of
time
and
energy
in
this
as
well.
in
fairness
to
everybody,
and
as
much
as
I
want
to
resolve
this
issue
today,,
I
don't
think
we
have
enough
information
today
to.

There
was
a
boil

notice
throughout
the
city
of
tampa,
and
this
would
allow
us
to
avoid
having
a
total
shutdown,,
meaning
we
can
shut
down
the
affected
area
if
we
need
to,
or
if
that
gets
affected,
like
a

good
stuff..
I
agree
it's
definitely
right
now
we're
completely
dependent
on
something
that
doesn't
have
a
lot
of
redundancies..
I
appreciate,

your

no

no

mr.

in

this

no
one
likes
to
be
without

and
they
will
let

because
they
let

to
make
sure
if
folks
haven't

do

for

would

We
have

bill
carlson:,
just
quickly..
Thank
you
for
being
a
lot
more
transparent
than
the
original
conversations
we
had
on
this
project.
just
to
clarify,.
If
I
remember
correctly,,
when
the
feasibility
study
from
2018
was
finally
given
to
us,,
I
think
it
was
62
million
for
the
first
few
years.
I
I
I
I
Just
so
we
know
what
it
will
take..
I
was
talking
to
cfo
the
last
few
days,.
If
I
remember
correctly,,
I
think
we'll
run
like
an
$11
million
deficit
this
year
in
this
area,,
which
means
we
need
to
look
at
some
kind
of
rate
increase..
I
was
wrong
when
I
originally
taled
about
it,
because
that's
not
--.
The
11
million
is
not
going
to
come
from
general
fund
because
we
have
a
fund
balance..
I
I
might
not
get
my
numbers
exactly
right,,
but
I
think
22
million
in
the
fund
balance
in
this
area.
in
one
year
we'll
take
half
the
fund
balance,.
So
we
need
to
be
figuring
out
what
to
do.,
I'm
still
hopeful.
We
can
at
least
slightly
reduce
the
water
rate.
If
we
increase
the
garbage
rate.
in
these
enterprise
funds,,
we
don't
have
much
fund
balance
anymore
and
we
need
to
figure
out
what
the
overall
operations
are..
Maybe
you
all
--.
I
The
public
understand,,
where
are
we,,
prudent
decisions
and
costs
more,,
we
need
to
understand
how
much
more
it
costs
and
how
that
might
affect
rates
and
other
things..
The
last
piece
of
that
is
that,
if
I
remember
correctly,,
you
all
said
we'll
run
out
of
capacity
within
a
couple
of
years,,
not
very
long,
we'll
run
out
of
capacity..
I
So
knowing
that
it's
difficult
to
permit
new
sites
and
we're
going
to
have
to
build
de
novo
or
some
kind
of
add-on,,
I
really
would
like
you
all
--.
I
won't
make
a
motion,
but
love
you
all
to
come
to
us
and
have
initial
conversations,
okay,.
If
you
double
your
capacity,
because
we
don't
even
know
if
pasco
would
take
the
excess
capacity,
as
we
start
to
go
past,
this.,
plus
the
cost,.
If
we
could
start
looking
at
what
we
could
--
how
much
it
would
cost,
what
it
would
take,
the
permitting,,
the
timeline..
I
These
projects
could
take
five
or
ten
years
and
we
might
run
out
of
capacity
before
then.,
not
looking
for
answers
now,,
but
just
so,
we
can
think
about
this
from
a
business
case..
The
last
thing
is
just
as
we
look
at
whether
it
was
a
good
idea
for
the
city
to
take
this
over
or
not,.
We
know
compared
to
the
prior
vendor.
It
absoluely
was
a
good
idea..
We
don't
have
anything
to
compare
it
to
otherwise,
though.

I
also
want
to
mention
on
those
11
acres,,
it's
more
than
just
that
one
building.,
I
think
that's
important
to
keep
in
mind
as
well..
There
are
three
buildings
plus
additional
fueling
stations
and
then
the
greenspace.
guido

I
I
A
S
S
I'm
going
to
highlight
some
of
the
things
that
we
do,
because
we
know,
keeping
them
business
and
working
with
us
will
keep
them
off
the
streets
and
will
keep
them
safe..
The
first
thing
that
we
have
is
shielding
our
teens.
shielding
our
teens,.
We
have
officers
that
go
through
various
schools
throughout
the
city
and
they
get
youth
to
work
with
from.
S
S
S
S
S
S
Allowed
us
to
play
our
games
on
some
of
the
high
school
fields
like
jefferson,,
middleton,,
hillsborough,
and
blake.,
so
that
is
good
for
our
football
teams..
Some
of
those
fields
are
turf
and
they
are
very
good
for
our
families
and
the
kids
to
play
there..
It
gives
them
that
pride
in
having
good
fields
and
an
area
to
where
they
are
safe..
S
Academy.,
we
just
had
it
last
week.,
I'm
telling
you
that
program
is
outstanding..
When
I
go
there
the
first
day
and
the
officers
that
we
have,
they
do
a
tremendous
job
with
the
youth.,
you
see
the
youth,
the
first
day.,
whether
the
parents
made
them
go,,
no
matter
what
it
was,
they
get
there
and
you
see
a
frown
on.
S
S
S
S
S
They
can
use
throughout
the
school
year..
So
that
is
a
very
good
program
for
our
youth
and
we're
very
proud
that
we
have
that
every
year.,
the
second
program
that
we
have
that
I
think
historically
has
been
a
staple
in
the
city
of
tampa,,
and
that
is
the
rich
house.
Programs..
We
have
one
in
sulphur
springs
and
one
by
robles
park..
S
S
S
S
Struggle.,
we
have
atmosphere
that
take
it
--.
We
have
officers
that
take
it
upon
themselves
to
start
the
program.
Up,
raise
funds,
so
youth
have
opportunity
to
go
the
mall
and
go
shopping
for
school
clothes..
When
they
do
that,,
you
should
see
how
the
officers
feel
and
the
youth
feel
walking
with
each
other
throughout
the
mall
buying
things..
It
just
really
strengthens
that
partnership
and
lets
them
know
through
the
conversations
that
we
see
them..
S
S
S

S
S
S
S
S
S
A
A
A
A
A
Talking
about
communication
and
stuff.,
I
think
what
happens
is
when
you
build
this
foundation
and
when
you
start
young
and
start
with
the
youth,
that
may
not
have
that
mentor,
may
not
have
that
individual,.
I
think
they
grow
up
to
be
better
people
because
they
learn
at
a
young
age.
The
important
things
in
life.,
like
you,
said,
life,
isn't
easy..
A
A
It's
a
crazy
world..
You
read
the
news.,
you
are
a
police
officer..
You
see
what
goes
on
from
a
different
perspective,
but
at
the
same
time,
you're
doing
something.
you're
doing
a
lot
to
help,
combat
that
and
try
to
create
a
more
positive
world,,
a
more
positive
life.
think
about
how
many
lives
you're
changing
one
on
one,
each.
A
Individual.,
it
might
be,
well,
you
know,.
The
buffalo
soldiers
took
them
to
busch
gardens.
great
afternoon
in
the
theme
park,,
but
that
could
be
life%
changing
whatever
it
is..
That
could
be
a
pivotal
moment
and
memory
that
stays
with
them.
On
top
of
everything
else
that
you
do.,
I
think
that's
so
important.
A

Cassidy.
roy
rogerers,
et
cetera,
et
cetera.,
nobody
died.,
they
shot
them,
but
you
didn't
see
no
blood..
Now,
from
the
day
you
wake
up
till
the
day,
you
are
15
you've
seen
10
million
people
get
killed
on
tv,
in
the
movies
and
the
internet
with
great
information,,
true
or
false..
Everybody
believes
all
that..
N
Thing.,
what
you're
doing
now,
cuscaden
park,
nothing,
but
a
couple
of
baseballs,
broken
bats,
stick
and
that
was
about
it..
We
had
individuals
that
came
to
the
park
and
talked
to
us
about
baseball
and
about
life.
the
coach
that
we
had.
There
was
different.
first
of
all,,
the
recreation
department
didn't
just
have
baseball,
softball,
girls
basketball,,
whatever
they
had..
They
had
a
park
director
for
the
boys
and
park
director
for
the
girls,
and
that
was
it.
N
N
And
you
can't
cure
all
the
ills,
but
you
can
get
99%
of
the
ills
if
you
catch
them
at
a
young
age.
not
hang
around
with
older
individuals,
six,
seven,,
eight
years
older
because
they
start
to
emulate
those
that
are
not
well-respected.
and
if
the
individual
say
look
making

doing.
This,
oh,
I've

to

Times
it's
not
perfect,
but
it
can
be
a
model
for
other
cities
and
the
heart
that
we
put
behind
what
we
do..
We
have
a
lot
of
good
discussions
out
there
in
the
community,
city
council,,
and
I
think
that
when
you
compare
us
to
other
cities
around
the
nation-
and
I
talked
to
a
lot
of
chiefs
and
everything,-
we're
doing
a
pretty
good
job.,
always
room
for
improvement,.
But
I
want
to
pat
our
city
on
the
back
that
we
care
and
we're
trying
to
push
the
envelope
and.

Been
chronically
plaguing
that
area.,
first
and
foremost,,
we
feel
everybody
should
feel
safe
in
their
neighborhood
and
we
work
collaboratively
with
the
community
to
ensure
that
happens.
after
the
e-mail
was

The
chief
did
not
call
her,
but
I
reached
out
to
her
personally
to
speak
about
the
events
and
impart
knowledge
about
what's
going
on,,
what
we're
doing
and
kind
of
clarify
information
on
the
situation
that
was
brought
forth
in
the
e-mail
that
was
referenced
earlier,
this
afternoon.,
so
talking
about
community

what
we
do
to
further
that,.

Community
meetings
to
kind
of
build
that
relationship
and
the
bond
with
those
residents
and
find
out
what
exactly
is
going
on
in
their
communities,
what
they
are
experiencing
from
their
perspective..
We
all
know
what's
going
on
chronically
and
has
been
going
on
from
our
perspective
with
police
and
what
we
see,
but
find
it
important
to
listen
to
them
and
see
what
they
are
experiencing
on
a
day-to-day
basis
through
their
own
eyes..

when

we're

which
we
did

a
letter
was
sent
out

those
concerns,
and
it

as
well
to
the

of
the

K
K

furthermore,.
We
are
working
with
the

the

and
we
have
an
open
dialogue
now
with
not
only
detective

but
detective

as
well,
going
back
and
forth
trying
to
implement
the
ideas
and
strategies
that
are
going
to
be
successful
for
us
to
reduce
the
crime..
What
we
have
seen
is
a
very
great
dialogue
between
the
two
of
us
and
they
are
very
eager
to
help..
Since
the
beginning
of
this
year,
january

until
now,,
we
have
over
160
encounters
at

Areas.
34th
and
lake
is
one
of
them
as
well
as
jackson

which
is
directly
across
the
street..
Our
officers
are
out
there
in
force,
making
sure
no
large
crowds
are
gathering
and
that
they
are
deterring
criminal,
behavior
and
loitering
from
those
establishments..
In
addition
to
that,,
we
started
a
program
in
february
when
we
had
our
deployment
called
retake.
K
K
K
Our
goal
is
to
not
only
--
we're
not
trying
to
target
anyone's
store.
we're
trying
to
work
with
the
establishment.
one
side
is.
We
do
need
to
curb
some
of
the
crime
going
on
there..
The
other
side
is
that
as
a
community
and
a
local
store,,
the
manager
of
that
property
has
garnered
support
for
him
staying
open
because
people
shop
there
every
day..
We
want
to
make
sure
that
we
are
serving
both
sides
and
making
sure
the
people
who
do
visit
that
store
can
do
so
in
a
safe.
A
A
A

the
good
parts
and
bad
parts
and
whatnot,,
but
with
everything
that
calvin

talked
about,
talk
about
mentoring,
the
youth,.
I
know
that
tpd
is
taking
steps
from
early
ages
to
now.,
better
patrolling
the
neighborhoods
and
whatnot..
It
could
be
simple
things
like
better
lighting.
Throughout
a
lot
of
these
neighborhoods..
We
may
not
have
that..
A
A
A
A
A
people
call
our
offices
and
we
want
to
improve
the
quality
of
life
throughout
the
city
and
specifically
in
areas
that
for
a
long
time
there
have
been
issues.
we
mentioned
lake..
There
are
other
avenues
and
areas
where
it's
not
like
the
rest
of
the
city.
again,.
We
need
that
equity,
that
safety,
that
comfort,
that
people
can
go
home
and
say,,
I'm
in
my
safe
haven
of

what's
going
to

Again,
we
are
grateful,,
but
we
have
to
do
better..
I
know
it's
not
easy.
When
you
have
almost
400,000
people
in
a
city,
but
councilwoman

it,.
There
are
good
people
in
every
neighborhood.
people
that
care
and
that
they
devote
their

to
improving
the
quality
of
life.
Doing
what
it
takes..
I
know
with
the

with

we
can
get
there.,
it's

we

this

and
funding
at
even
higher
level
here,.
But
it's
a
really
important
issue.
I'll
tell
you
on
a
personal
basis,
people
run
for
office
for
all
different
kinds
of
reasons.
one
of
the
reasons
I
ran
for
office..
This
is
a
huge
issue
for
me..
R
R
I
mean,
a
lot
of
these
families
raising
folks
with
autism,
down
syndrome,
intellectual
disabilities,.
They
feel
left
behind
and
they
feel
isolated
by
society
that
often
doesn't
care
about
them,
by
a
culture
that
mocks
them,
by
an
economy
that
leaves
them
behind..
So
this
is
a
real
good
gesture
by
the
city
of

Thank
you
so
much.

these

things

had
to

him
through
flights
of
stairs
in

go
through

We
shouldn't

why

of

with

Difficulties
as
a
result
of
litigation.,
we
understand
what
the
issue
is
and
working
closely
with
the
city
attorney
and
chief
of
staff,
within
the
context
of
the
city's
self-insured
system,,
where
the
city
in
effect
is
self-insured
up
to
$500,000
and
excess
coverage.
Policy,
we
can
work
within
that..
There
will
be
checks
on
the
system..
One
of
the
proposals
is
to
actually
have
it
to
the
point
where,
on
a
certain
periodic.
C
I
Staff
bennett
and,
of
course,
marty
and
anybody
else
who
was
involved..
We
spoke
--,
we've
spoken
the
last
year
and
a
half
or
so
about
many
different
iterations
of
what
could
be
done
and
no
solution
is
perfect..
We
went
back
and
forth
a
bunch
of
times
and
maybe
you
all
did,
too.,
finally,,
somebody,,
chief
bennett
or
ms.
zelman
had
epiphany
the
other
day
when
we
met
and
came
up
with
an
idea
that
I
think.
I
I
So
what
this
does
is
it
sends
it
back
to
city
council
and
still
we
can
get
the
advice
of
the
city
attorney,
but
city
council
will
have
to
decide..
If
you
look
at
cases
like
with
the
hillsborough
county,
commission
and
others,,
they
do
the
same
thing.
When
there
are
lawsuits
and
they
are
having
to
do
that.,
it
would
be
uncomfortable
because
we'd
have
to
bring
it
before
our
peers,,
but
still
it
would
go
through
the
filter
of
having
seven
elected
officials.
I
the
other
thing
is,
we're
still
trying
to
figure
out
what
to
do
about
extensive
public
records
requests
that
require
legal
representation,.
But
I
should
say,
as
I
understand,
it
does
not
include
any
kind
of
plaintiff
attorneys..
So
if
one
of
us
wanted
to
sue
somebody
for
slander
or
defamation,,
we
have
to
do
that
on
our
own.
