helicopters
are
just
going
over
too
much..

to

they
go
up
and
respond.

the

the

they
are

the

of
that

to
build

separation

segregation
from
the
other
traffic.

the

construction..
Essentially
what

bill
does
is
it
prohibits

changes
to
plans
after
they
have
the
permits
issued,,
unless
it's
required
by
the
florida
building
code
or
fire
prevention
code..
If
there
is
some
change
necessary,,
then
the
person
requesting
the
change
would
have
to
put
the
reason.

we
looked
at
chapter
5
of
the
city
code
and
determined.

The
umbrella

this
thing
had
three
portions.,
so
I'll
start
with
the
first
one..
The
first
one
is
that
it
authorizes

action
challenging
certain
ordinances.
If
filed
within

days

preemption

arbitrary

unreasonable,,

the
city
must

ordinance
doing
the
challenge.

the

written
that
also

court

fast

courts
have
