H
A
A
E
E
A
Sir,
hey
and
I
don't
think
we
have
any
other
items.
Okay,
so
let's
go
to
emotions,
it's
very
commenting
filters
and
I'm.
Sorry
before
we
do
that
something
I'm
going
to
be
we're
going
to
be
keeping
an
eye
on,
because
I
think
we
were
a
bit
buy.
It
today
is
whenever
we
have
staff
reports
to
specify,
if
all
one
staff
to
be
coming
to
speak
for
it,
because
today
we
had
an
abundance
of
them
and
we
had
to
move
through
them
very
fast
and
I
usually
like
to
give
more
time
to
them.
A
H
D
The
hope
is
that
we
can
sort
of
the
default
is
just
a
written
report
with
obvious
exceptions
when
it
is
important
to
have
someone
at
the
podium.
But
again
that's
that
was
part
of
the
motivation
behind
getting
the
reports
to
you
earlier
than
the
staff
reports
used
to
get
to
Council
in
the
past.
So
thank.
G
A
That's
actually
what
I
originally
intended
to
do
that,
but
then,
when
we
started
looking
at
merely
having
reports
right,
I
withdrew
that,
but
what
I'm
going
to
start
doing
is
having
five
courts
that
require
live
appearances
for
meetings,
so
that
we
can
limit
that.
If
there's
something
that
is
compelling,
we
can
do
sex.
You
know
what
I
mean,
but
but
pretty
much
having
five
so
that
we
can
avoid
what
happened
today
and
in
the
the
the
delay
I
think
to
the
public,
and
that
includes
public
comment
as
well
as
land
development.
A
H
Just
not
to
belabor
that
too
much
but
frankly,
I
think
the
discussions
that
we've
had
just
for
today,
for
example,
that
circled
around
the
various
staff
reports
are
very
helpful
and
they
wouldn't
be
much
of
a
discussion
if
the
staff
person
wasn't
there
so
anyway,
I
guess.
We
can
continue
that
discussion
when,
when
mr.
Bennett
returns,
okay
motions
so
miss
Duncan
appeared
in
front
of
us
to
talk
about
brick
streets
and
she
gave
us
the
written
report
as
well.
H
She
also
indicated
that
it's
a
little
premature
because
you
know
they
really
haven't
got
around
to
they
haven't
got
very
far
in
terms
of
the
pipes
projects,
obviously
because
we
just
Council
just
approved
it
a
month
or
two
ago.
So
with
that
said,
I'd
like
to
have
MS
Duncan
come
back
a
year
from
now
and
I
have
no
date,
I'll
just
say
the
first
meeting
in
November
first
regular
agenda
meeting
in
November
and
appear
and
continue
this
discussion
about
brick,
streets,
asphalt,
etc,
as
as
it
was
laid
out
in
her
memo
and
see.
H
Regard
to
the
drones-
and
you
all
heard
me
mention
this
I'd
like
tpd,
to
come
back.
Well,
they
don't
have
to
appear.
It
can
be
a
written
report
to
give
us
a
written
report
summarizing
the
use
of
the
drones
that
were
just
purchased
in
a
very
cursory
way,
but
just
just
so.
We
can
continue
to
monitor
that.
You
know
how
they're
used
and
to
make
sure
that
they're
used
appropriately
under
the
state
statute,
and
that
would
be,
let's
say,
the
the
first
meeting
first
regular
meeting
in
December
of
2020.
H
I
H
Currently
like
now-
and
this
would
just
be
I-
guess
we
would
urge
the
administration
can't
make
them
so
we'd
urge
the
administration
to
use
the
PIO
system
and
get
the
information
out
to
the
community
that
the
drone
that
we
are
going
to
be
purchasing
the
drones.
And
this
is
the
purpose
that
we
are
using
the
drones,
and
this
is
not
what
we're
going
to
use
the
drugs
for
like
this
is
what
we're
going
to
use
them
for
this
is,
and
this
isn't
what
we're
gonna
use
them
for.
A
H
I
was
out
in
the
wilderness
for
seven
or
eight
years.
I
always
thought
that
we
should
honor
mayor
I
Oreo,
who
I
served
under
several
others,
served
under
lease
Charlie
honor
her
in
a
big
way
and
and
I
kept
thinking
that
40th
Street
was
her
signature
project
I
mean
she
worked
so
hard
on
40th,
Street
years
and
years
with
the
county
in
the
state
and
to
put
it
all
together
in
terms
of
really
making
that
a
very,
very
nice
Boulevard
now
can
be
controversial
in
terms
of
roundabouts
and
that
sort
of
thing.
H
A
C
A
A
H
I
Chairman
rest
of
the
reference
to
the
earlier
comments
about
public
comment:
staffing,
ports,
you
know
we're
public
servants
and
I
know
that
sometimes
we've
gone
wall
and
people
criticize
us
for
going
long.
But
for
me
I,
don't
care
about
going
along
I
care
about
what
the
public
needs
to
know
what
they
want
to
know
and
their
taxpayers
we're
we're
paid
by
the
taxpayers
to
do
a
job.
So,
in
reference
to
staff
having
to
wait,
you
know
and
I
heard
the
comments
from
the
people
in
the
audience
and
I
sympathize.
I
I
Don't
know
how
everyone
feels
like
I
only
could
tell
you
how
I
feel
and
how
I
know
the
citizens
for
you
and
I'm
I
must
let
the
citizens
know
that
I'm
on
their
side,
when
we
talk
about
them
not
having
their
opportunity,
I
have
to
wait
for
their
opportunity,
so
in
the
future
going
for.
We
need
to
look
at
that
because
I
think
that
is
a
critical
issue.
Staff
reports
are
very
critical.
I
We
have
to
have
discussions
on
them
and
I
understand
we
want
to
limit
them,
but
by
the
same
token,
a
lot
of
times
it's
something
that
I
may
miss,
but
somebody
may
miss,
and
then
it's
brought
out
doing
discussion
and
now
we're
changing
something.
We
thought
we're
gonna
go
one
road
and
now
we're
down
another
way.
So
we
have
to
be
careful
about
just
saying
we're
going
to
change
all
these
process
to
accommodate
people
on
certain
issues.
I
If
there's
information
that
needs
to
be
given
to
us
that
staff
comes
forth
and
gives
that
information,
if
it
takes
us
a
while
to
get
it
out,
it
just
takes
a
while
to
get
it
out,
but
we
have
to
be
mindful
we're
here
to
do
the
people
business
and
no
matter
what
it
cost
of
whatever
we're
over
the
TV
or
whatever.
It
is
what
it
is.
This
is
our
house,
so
we
have
to
lock
our
house,
you
know
we
can't
be
dictated
to
by
other
people
say
we
should
do
this.
I
We
should
do
that
with
remindful,
that
we
have
to
do
it.
We
have
to
do
for
the
people
so
I
just
want.
You
guys
be
mindful
that
that
is
my
position
on
that
that
doesn't
matter
how
long
it
takes
what
it
takes
to
get
the
job
done,
but
the
in
their
data
people
know
that
we're
here
to
serve
them.
So
on
that
note,
mr.
chairman,
and
if.
A
I
may
before,
were
you
gonna
make
a
motion
related
to
that.
C
Okay,
but
the
point
that
I'm
making
is,
however
long
it
takes
to
get
through
the
agenda.
You
know
I
gotta,
like
that
we
got
elected
to
and
echoing
a
lot
of
what
councilman
goose
says
to
do
the
work
of
the
people.
How
long,
however
long
it
takes
and
and
that's
it
well,
we
can't
pay.
We
say
you
know
we're
gonna,
be
your
voice,
we're
gonna,
listen,
we're
gonna
this
and
that
so
you
know,
if
we're
here,
two
hours
per
meeting
or
12
hours
per
me.
C
G
I
think
the
most
important
thing
we
can
do
is
listen
to
public
and
there
are
lots
of
different
ways
to
do
that.
But
if,
if
folks
come
here,
I
think
we
should
try
to
listen
to
them
and
that
the
their
arguments
that
the
folks
made
this
morning
are
legitimate,
that
people
have
jobs
in
when
people
ask
me
when
they
should
come
down
for
a
public
public
comment,
I
don't
even
know
what
to
tell
them,
because
I
don't
know
when
it's
gonna
be
I
wish.
You
have
a
hard
job
juggling
all
these
things,
but
I
wish.
F
Statements
from
our
constituents
from
the
public,
my
opinion
should
come
first
yeah
if
we
are
to
listen
and
have
it
time-sensitive
before
not
only
them
but
for
staff.
Why
don't?
We
just
have
it
first
on
the
agenda
after
the
invocation
after
the
pledge
after
roll
call
go
right
into
public
comment
that
way
they
have
their
set
time.
That
way
that
we
can
do
staff
after
that,
after
after
our
celebration
of
other
other
things,
that
is
just
my
opinion
and
I.
D
Was
just
gonna
volunteer
to
hell?
We've
you
and
I
have
talked
about
this
and
having
practiced
in
front
of
Tolls
Burke
County
in
Pasco,
County
and
other
cities,
I've
seen
how
they
handled
their
agenda
and
I.
Think
there's
a
lot
of
room
for
improvement
of
ours
and
I
and
I
wholeheartedly
agree
that
we've
got
a.
We
got
to
do
a
better
job
of
giving
the
public
some
certainty
as
to
when
they
can
be
heard.
D
B
D
A
And
there's
increment
and
I
agree
in
the
sense
of.
Obviously,
the
public's
comments
should
be
first.
What
we
had
today
in
this
particular
circumstance
that
I
frankly
handle
to
the
best
of
my
ability,
and
it's
it's
certainly
not
it's
not
it's
not
an
easy
position,
no
matter
who
and
I
and
I'm
sure
everyone's
gonna
have
a
crack
at
chat.
A
It
trust
me
over
the
years
is
trying
to
make
sure
that
everybody's
heard
it's
just
that
today
yesterday
during
or
I
guess
it
was
two
days
when
the
agenda
review
we
had
asked
if
everybody
wanted
staff
to
be
here,
live-
and
everybody
said
yes,
so
that
created
a
heck
of
a
traffic
jam
for
purposes
of
today.
I
think
the
best
way
to
do
that
is
like,
for
example,
we
had
I
had
Cara
I
had
hair
and
clay.
We
had
Tampa
Bay
water.
A
We
could,
in
the
future,
have
that
after
public
comment,
those
kind
of
presentations
that
are
non
ceremonial-
that's
something
that
would
mitigate
it
because
actually
today
was
the
first
time
that
we
really
had
that
kind
of
a
traffic
jam,
and
it
was
because
of
the
you
know,
number
one.
The
significant
number
of
staff
reports
which
we
can
deal
with
and
that
as
well
and
in
another
issue,
is
as
well.
People
who
are
here
for
for
land
use
hearings.
You've
got
a
lot
of
number.
A
We
got
a
lot
of
people
pay
journeys
that
charge
a
lot
by
the
hour.
You
know
a
lot
of
people
who
are
just
pro
say,
they're,
not
here
with
attorneys,
and
they
have
to
wait
a
long
time.
So
there's
a
lot
of
courtesy
to
be
done
in
that
regard,
and
let's
work
on
something
I
am
is
ailment
to
fashion
something
so
that
there's
more
foreseeability.
You
know
it's.
It's
certainly
something
that
bugs
us
so
I
agree
with
that.
100%
today
was
just
a
terrible
traffic
jam.
A
Good
point:
yeah
cuz
10
o'clock
is
probably
you
know
a
pant
size,
that's
probably
too
small
for
waist.
Mr.
E
Chairman,
just
as
a
reminder
of
that
you're
working
with
the
chief
of
staff,
but
staff
reports
at
10:00
o'clock
counsel
has
its
actual
order
of
business
codified
in
your
rules
of
procedure,
and
that's
part
of
that.
You
direct
planet
when
they
set
these
hearings
according
to
your
rules,
and
these
have
fluctuated
over
time
counsel.
These
are
not
my
rules,
these
anomalies,
Ellen's
rules
to
salute
area
staff's
rules.
E
These
are
your
rules
and
your
order
of
business
is
what
works
best
for
council,
based
on
the
discussion
right
now,
even
with
the
staff
report
set
for
a
time
certain.
It's
not
in
your
rules
right
now.
Ultimately,
if
it
works
or,
however,
you
ultimately
want
to
do
that.
The
direction
would
be
for
me
to
amend
your
rules.
Your
staff
reports
are
not
in
the
rules,
but
what
are
in
the
rules
are
first,
second,
readings
are
set
through
9:30
and
that's
what
your
petitioners
and.
I
H
A
couple
of
things
one
I
agree
completely
with
my
two
gentlemen
left-
is
that
you
know
we
we're
all
here:
we've
been
we've
been
elected
to
be
here,
Thursday's
is
the
day
and
whatever
it
takes
is
whatever
it
takes,
whether
or
not
we're
here
till
5:00
or
12
or
whatever,
there's
nothing
special
about
me.
Sometimes
it
works.
Sometimes
it
doesn't.
Mr.
H
chairman
I
wouldn't
be
too
hard
on
yourself,
because
if
you
think
about
it,
we
were
here
nine
until
what
about
12:30,
he
took
an
hour
lunch
and
then
we
finished
by
we
finished
with
an
additional
half-hour.
I'll
show
ya
so
frankly,
with
a
very
full
agenda,
with
lots
of
staff
reports
with
a
couple
of
external
items,
you
know
I
think
we
did
very
well
I.
Think
one
of
the
things
actually
the
compliment
you
on
also
mr.
chairman
is
the
I.
H
Don't
see
any
fault
and
I
know:
I
can
be
long-winded,
but
I
don't
see
any
fault
in
you
reminding
us
periodically.
Okay,
we're
are
we
almost
done?
Let's
you
know,
we
need
to
keep
it
tight,
Walla,
ball,
I
thought
you
did
that
actually
pretty
effectively.
Today,
thinking
and
and
I
don't
have
any
problem
with
sure
doing
that
I
might
not
always
listen
and.
A
Whatever
y'all
choose
to
bring
that's
up
to
the
individual
members
who
are
democratically
elected
and
I
never
get
in
the
way
of
that,
it's
just
whenever
we're
trying
to
you
know
fit
stuff
in
but
again,
I
think
there
are
small
incremental
changes
that
we
can
make.
They
can
build
on
the
changes
that
we've
made.
That
I
think
will
go
a
long
way,
but
I
will
say
this,
which
is
with
the
time
certain.
A
This
has
really
been
the
first
time
when
we've
had
a
delay
of
3040
minutes
for
public
comment,
which
is
the
core
of
represented
democracy,
I,
think
for
us,
but
it's
something
that
can
be
amended
in
the
future.
Very
simply,
in
my
opinion,
councilman
yeah
I
just.
G
Wanted
to
compliment
you
on
on
how
you
handle
the
public
in
your
bravery
and
walking
into
the
other
room.
I
think
it's
important
to
to
let
people
have
a
chance
to
vent
and
and
discuss
their
issues
and
I
and
when
I
walked
by
there
I
saw
that
they
seemed
to
be
happy.
They
were
frustrated,
they
couldn't
speak,
but
they
were
happy
that
you
at
least
you
know,
met
with
them.
So
thank
you
for
doing
that.
A
That's
always
the
key,
which
is
that
people
want
to
be
heard.
You
know
a
lot
of
people
are
frustrated
for
whatever
reason
the
main
thing
is,
people
want
to
feel
respect
and
when
they
see
their
elected
officials
and
perception
and
reality
disrespecting
them,
which
is
why
I
meant
with
that
nice,
young
women
and
some
other
people
cuz
from
up
here.
The
perception
could
be
that
I'm
being
you
know,
sitting
on
a
throne.
No,
you
know
I
want
to
deal
with
all
the
issues.
I
share
some
of
her
frustrations,
but
you
got
to
give
people
respect.
I
I'd
like
to
make
a
motion,
the
chief
judge
I
went
to
a
the
safe
and
sound
group.
They
had
their
annual
meeting
with
all
the
representatives
there
and
they
asked
that
at
some
point
they
come
and
make
a
presentation
and
reference
to
all
they're
doing
in
Hillsboro
kinda
juvenile
justice
system.
So
this
time
I
can
make
a
motion.
Have
a
13-2
district
court
appear
before
council
to
make
a
presentation
regarding
juvenile
justice,
diversionary
programs
I'd
like
to
have
this
presented
at
the
December
5th
regular
session
Council.
E
I
A
I
You
know
we've
got
a
lot
of
issues
with
our
cemeteries
in
here
in
Hillsborough
County,
especially
in
the
city
limits
and
I
asked
for
a
special
meeting
back
on
the
24.
But
some
things
have
changed
since
that
time,
so
I
like
them.
In
a
previous
motion,
I
made
on
1024
19
regarding
a
special
called
meeting
set
for
11
8
at
Robles
part
to
be
postponed
and
in
and
the
need
for
you
to
reexamine
until
after
the
housing
authority
updates
report
on
the
matter
on
the
Zion
cemeteries
heard
at
City
Council
on.
E
A
I
Have
one
last
appeal,
gentlemen:
as
you
know,
a
lot
of
our
communities
within
the
city
have
what
they
call
actual
Christmas
tree
lightings.
A
a
lot
of
my
petitions
have
called
and
been
telling
me
about
this
special
event
that
a
lot
of
communities
have
I
had
the
Parks
and
Recreation
Director
fall
down.
Looking
to
in
actual
real
Christmas
tree,
like
ceremony
in
Robert
Cole
Park,
which
is
located
on
MLK
and
19th
Street.
They
came
back
with
me
with
a
proposal
from
a
company
called
festive
which
I
have
the
correct
name
to
it
here,
festive
lighting.
I
Who
actually
does
this
type
of
work
of
erecting
the
Christmas
trees
or
the
lighting
and
so
forth?
They
came
back
and
told
me
what
it
would
take
to
do
this
particular
project.
That
project
will
cost
about
a
fifty
four
thousand
dollars
to
actually
have
a
30-foot
tree
lighting
and
put
it
in
an
allocation
at
the
pond.
Of
course,
the
we
don't
we
don't.
We
don't
have
that
kind
of
funds,
and
apparently
the
CRA,
according
to
mr.
Johnson,
with
the
new
rules
and
regulation
can't
help
build
this
platform
and
so
forth
with
the
tree.
I
So
now
we're
going
to
take
a
step
back
so
now.
My
point
is
to
have
an
appeal,
and
earlier
I
talked
to
mr.
arrow,
our
in
term
financial
chief
officer.
It
refers
to
how
what
we
go
about
setting
of
a
fund.
Apparently
the
parks
and
recreation
already
have
a
fund
called
Friends
of
Tampa
Bay,
so
I'm
asking
it
in
my
colleagues
or
any
of
the
business
to
me
at
large.
H
C
C
A
D
G
A
A
G
Thing
is:
I
would
like
to
make
a
motion
to
offer
accommodation
to
the
Thomas
Jefferson
School
Alumni
Association,
for
raising
to
the
state
hundred
and
seventy
eight
thousand
and
scholarships
to
deserving
college
bound
students.
This
commendation
will
be
presented
on
Saturday,
November
12th.
Second,.
D
C
A
G
A
J
C
A
Yes,
sir,
we
have
a
motion
by
Councilman,
Miranda
I,
don't
know
what
let
me
see
if
we
have,
we
have
not
actually
no
commendations
that
they
a
second
bite
by
councilman
minutes,
calcio,
all
in
favor
any
opposed
anything
else.
Sir,
did
you
have
anything
okay?
Just
very
briefly.
For
me:
if
I
may,
this
past
Saturday
I
gave
a
commendation
to
the
Tampa
spinning
Bar
Association
for
the
13th
anniversary
gala,
like
the
retro
actively
motion
for
that.
If
I
may,
we.
A
A
Then,
lastly,
a
wake
of
the
recent
incident
where
a
car
crashed
into
melts
hot
dogs
on
Bush
Boulevard
I
wanted
to
motion
for
F
dot
to
come
to
present
on
safety
enhancement
to
the
roadway,
including
lowering
the
speed
limit
at
December
5th
meeting
to
talk
about
their
corridor
study.
That's
to
be
released
in
2020.
A
E
C
D
G
G
H
C
A
You
and
then
just
very
briefly,
obviously
this
what
Monday
is
Veterans
Day
and
a
happy
Veterans
Day
Simon
Bing
Felder,
along
with
all
other
individuals
who
have
served
and
and
I
know,
on
Sunday,
at
Villa,
Brothers
Park
from
I
think
12:00
to
3:00.
There's
a
Veterans
Day
event,
then
that
Monday
at
the
Veterans
Park
at
3:01,
there's
a
Veterans
Day
event
and
also
on
Moffitt
think
at
8
or
9,
and
they
always
raised
a
flag
and
they
always
have
some
individuals
there
and
what
else
was
I
gonna,
say
and
I
think
that's
it.
