the
Thousand
Oaks
city
employees,
Association
commonly
known
as
tocio.
We
have
many
of
our
members
here
in
the
audience
today,
we've
been
negotiating
with
the
city
for
months
now
and
I'm
happy
to
report
that
we've
made
some
good
progress
and
believe
we
are
steps
away
from
the
finish
line.

However,
we
are
here
tonight
because
we
are
concerned
about
the
city's
medical
benefits
proposal.
We
surveyed
the
city's
comparator
agencies
identified
in
the
mou,
and
the
city's
proposed
contribution
is
the
13th
lowest
out
of
the
15
agencies
listed
in
the
mou
and
I've.
Provided
you
with
that
survey
as
well
of
the
list
of
Premium
costs
in
Ventura
County
the
Calpers
premium
costs.

city
is
proposing
in
2024
employees
on
the
cheapest
family
plan
would
be
paying
at
least
219
dollars
out
of
pocket,
but
likely
much
more
due
to
premium
increases
for
reference
in
2023
premium
costs

overall
6.75
percent

the
last
few
years
to
see
employees
have
lost
significant
purchasing
power
in
2021
tocia
employees
received
a
cost
of
living
increase
of
3.25
percent,
but
inflation

adjustment

to
our
members

the
city

not

living
adjustment

cover

premiums.

finalizing

solid
contract
for
the
tocia
members
and
for

city
itself,
but
movement
and
medical
coverage
is
slowly
slowed
to
a
stop,
and
for
this
reason
we
tosia
find
ourselves
here
today.

we

hopeful
that
you,
the
council,
will
grant
the
authority
necessary.
So
we
can
reach
an
agreement
before
the
current
contract
ends
on
June
30th
insurance
rates
have
been
climbing
since

with
that
said,
I
understand
the
importance
of
running
a
conservative,
Financial

practice
when
it
comes
to
excuse
me
maintaining
a
budget
and
from
watching
our
online
all
employee
meetings.
Here
in
the
city,
we
have
been
told
that
the
city
is
in
a
very
good
financial
position,
and
the
proposed
budget
reflects
that
as
well.

asking
you
to
increase
the
city's
monthly
medical
contribution
for
tosia
employees
to
300
a
month
for
each
year
of
the
contract.

would
reduce
the
out-of-pocket
cost
for
tocia
employees
on
family
plans
and
would
make
the
city
of
Thousand
Oaks
much
more
competitive
in
the
labor
market
and
reviewed
against
those
comparable
cities.

see
we

this
as
a
win-win
for
the
city
and
its
employees
alike,
because
we
believe
it
will
improve
employee
recruitment
and
retention,
which
we
believe
we
have
a
major
issue
with
right
now.

are
sincerely
grateful

far
in
negotiations,
and
we
hope
that

we

ratify
a
deal
with
the
city
as
soon
as
possible.

money
goes
towards
our
medical
premium

goes
right
back
to
Medical
premiums,
which
is
forcing
our
members
to
choose
what
they're
paying
for
you
know
they're
having
a
hard
time.
They've
got
to
pay
for
their
homes,
they
got
to
pay
for
their
kids
clothes.

food
with
the
inflation
rates
that
are
going
on
and
the
interest
rates
going
up.
They
need
help
and
that's
why
we're
here
tonight
we
need
the
council's
help.
We
need
you
to
boost
up
that
money.
That's
paid
towards

medical
premiums
we're
just
asking
for
300,
like
you,
can
see
from
the
chart.
That's
going
to
bring
us
up
to
about
10th
on
the
chart
the
following
year.
Hopefully
we
can
get
even
higher
than
that.

First
I
would
like
to
acknowledge
the
progress
we
have
made
during
negotiations,
thus
far
between
tosia
and
the
city.
However,
it
is
essential
to
note
that
we
have
not
yet
reached
a
consensus
regarding
the
city's
contribution
towards
its
medical
premiums.
As
of
now,
we
do
not
have
a
tentative
agreement
to
present
to
our
membership
for
a
ratification
vote.

One
critical
concern
that
we
cannot
Overlook
is
the
alarming
turnover
rate
among
city
employees
in
2022,
the
turnover
rate
stood
at
nine
percent,
surpassing
not
only
the
state
average,
but
also
exceeding
our
Region's
average
by
more
than
double.
Furthermore,
the
turnover
rate
for
2023
has
reached
over
six
percent.
These
statistics
are
a
clear
indication
that
a
significant
problem
exists
within
our
Workforce.

The
excessive
turnover
has
placed
tremendous
burden
on
existing
employees.
We
find
ourselves
continuously
training
new
hires,
only
to
see
many
of
them
resign
shortly
after,
moreover,
When
comparing
Thousand
Oaks
to
other
similar
agencies,
we
fall
significantly
behind
in
terms
of
medical
premium
coverage.
This
disparity
has
caused
for
concern,
as
it
affects
the
attractiveness
of
our
agency
as
the
place
of
employment.
It
is
important
to
recognize
that
medical
coverage
is
one
of
the
key
factors
contributing
to
the
high
turnover
rate
we
are
experiencing
during
negotiations.

The
city's
team
has
informed
us
that
they
have
reached
their
Authority
with
an
increased
medical
contribution
of
175
dollars
per
month.
However,
tosia's
membership
is
requesting
an
increased
contribution
of
three
hundred
dollars
per
month.
We
believe
the
increase
is
necessary
to
address
the
concerns
of
our
members
and
ensure
adequate
medical
coverage
for
our
our
employees.
It
is
crucial
for
us
to
acknowledge
the
consequences
of
our
current
situation
as
a
result
of
the
high
turnover
rate
and
inadequate
benefits.

the
city
council
to
consider
the
impact
of
this
issue
on
our
community
and
its
Workforce
in
the
best
interest
of
both
the
employees
and
residents
to
reach
an
agreement
that
address
the
concerns
of
tosia
by
prioritizing
a
fair

city's
contribution
towards
medical
premiums.

ensure

provision

quality
services

residents

and

their
outings

letter
writing
contest

they
have
learned

district-wide
grand
prizes.

students
prepare
for
Trails
education
Days
by
watching
a
video
that
focuses
on
safety,

then
they
have
a
one-hour
nature
hike
LED

small
groups

a
very
highly
experienced
naturalists

then

three
workshops,

the
mayor
mentioned
after
their
time
in
the
open
space
they,
the
the
writing
contest,
offers
a
way
to
draw
the
connection
between
their
science
curriculum
and
what
they
experienced
in
in
nature,
and
it
also
serves
as
a
thank
you
to
the
many
volunteers
who
make
the
program
possible
because
many
of
the
students
address
their
writing
to
someone
they
encountered
during
their
field
trip.

teachers
manage
the
contests
and

enlisted

whole

friends

it

member

our

Captain
Jay
Charles

Charlie
Plum
31-year
Navy,
veteran
Charlie
flew
combat
missions
over
Vietnam
on
his
75th
Mission,
with
only
five
days
left
before
his
scheduled
return
home.
He
was
shot
down,
tortured
and
imprisoned.

He
spent
almost
six
years
as
a
prisoner
of
war
in
North
Vietnam.
During
his
captivity,
he
was
a
source
of
inspiration,
motivation
for
his
fellow
prisoners
and
formed
lifelong
bonds
with
them.
He
returned
home
stronger
than
ever
more
motivated,
encouraging
others
to
use
their
skills.
They
learned
from
family
teachers,
friends
and
mentors
to
face
day-to-day
life
challenges.

He
is
now
a
Hall
of
Fame
motivational
speaker
talking
to
audiences
about
parallels
between
his
prisoner
of
war
experience
and

challenges
of
everyday
life,

my

pointed
at
me
and
he

lot

an
incoming
senior
for
this

the
next
year
and
I'm
I'm
here
to
basically
just
voice
something
that
I've
noticed
around
my
school
community
and
something
that
I'm
sure
also
happens
in
other
schools.

So
I'm,
the
president
of
our
school's
environmental
club
and
the
problem
that
I've
noticed
has
to
do
with
deep
juice
boxes,
so
the
juice
boxes
distributed
at
our
school,
our
apple
and
Eve,
and
the
juice
box
basically
consists
of
three
parts:
it's
a
juice
box
and
then
the
straws
and
funnily
enough.
It's
not
exactly
the
juice
boxes
that
have
produced
the
most
amount
of
like
litter.
It's
actually
and
it's
not
the
straws
either.

It's
the
straw,
wrappers
so
they're,
just
basically
littered
around
campuses
everywhere,
not
only
in
the
hallways,
but
also
in
classrooms.
I've
talked
to
teachers
and
they've
also
said
that
they're
also
found
in
classrooms.
Students
oftentimes
eat
their
lunch
in
classrooms
after
nutrition.
After
during
fourth
period,
they
eat
their
breakfast
in
the
classrooms.
So
I
went
around
school
and
I.
Basically,
just
found
I
collected
these
straw
uppers
and
I
basically
filled
a
whole.

These
are
the
ones
that
I
found
on
the
floor
and,
most
of
the
time
these
straw
wrappers
are
in
planters,
I've,
seen
I've
seen
them
outside
of
school
campuses
as
well
around
cross
country,
so
I
go
as
part
of
our
team.

We
kind
of
just
go
running
around
and
I've
noticed
these
as
far
as
the
park
across
from
Thousand
Oaks
High
School
Acorn,
the
park
Acorn
and
they're
just
in
they're
in
wildlife,
and
we
can
see
how
this
is
a
problem,
because
I
mean
they're
small
and
they're
easy
to
disregard,
because
people
know
to
throw
the
wood
throw
away
the
juice
boxes,
but
I
mean
the
strawberries
are
transparent,
they're,
clear
and
they're
lightweight
people
oftentimes
just
disregard
them
and
throw
them.

So
it
makes
sense
why
they're
so
often
littered
but
I'm
voicing
this
issue,
because
I
feel
like
it's
a
problem
that
we
can
address
and
change
and
that
really
isn't
necessary
simply
just
because
I
know,
we've
had
juice
boxes
that
don't
have
straws
and
I
feel
like
straws
are
kind
of
unnecessary
to
begin
with,
because
we
can
have
carton
juice
boxes
where
you
just
simply
just
lift
a
flap
and
just
drink
it
from
straight
this,
the
same
way
that
we
have
cotton,
milk
and
as
far
as
solutions
that
we've
come
up
with
that's
kind
of
why
I'm
here
it's
a
voices
issue
and
I
know
that
other
schools
in
Conejo
Valley
also
use
the
same.

reside

Park
tonight.
I
wanted
to
come
on
and
talk
about
public
comments,
kind
of
silly
right.
Public
comments
are
one
community
members
get
to
share
their
opinions
on
items
on
items
that
are
on
and
not
on
the
agenda.
Public
comments
are
essential
to
local
government
allowing
community
members
to
share
their
opinions
likes
dislikes
and
even
some
suggestions.
Public
comments
are
opinions
of
those
speaking
sometimes
including
facts.

When
speakers
are
giving
their
opinion,
they
should
speak
on
their
own
opinion
alone
and
not
share
identifying
facts
about
other
others
views
unless,
given
permission
speakers
are
expected
to
be
respectful
in
this
when
speaking
to
the
community,
as
well
as
when
they
are
waiting
their
term.
Those
attending
City
Council
meetings
are
encouraged
to
be
respectful
to
all
those
attending
the
meeting
not
engage
in
private
conversation
or
disrupt
the
city's
business.

In
any
way,
I
firmly
believe
that
everyone
in
our
community
has
the
right
to
attend
City
Council
meetings
and
give
public
comments,
while
feeling
safe,
respected
and
heard.
I
also
have
to
give
you
a
big.
Thank
you
for
the
continuation
of
Zoom
comments,
two
kids,
two,
a
mom
of
two
Littles
and
sometimes
it's
hard
to
get
there.
So
thank
you
for
that.
Last
week,
I
attended
the
city
council
meeting
and
spoke
about
the
board
of
property
in
which
which
I'm
super
excited
about
and
I
think
it
will
be
a
positive
addition
to
our
community.

There
are
my
public
comments,
which
were
all
my
opinion.
I
sat
down
in
my
chair
three
to
four
four
rows
back
and
was
approached
by
a
woman
who
had
previously
given
public
comments,
and
she
approached
me.
She
began
to
try
to
have
a
conversation
with
me,
as
others
were,
giving
their
comments.
She
was
said.
I
was
sharing
misinformation.
I
respectfully
told
her
that
it
was
not
appropriate.
She
was
disrupting
the
council
meeting
and
I
did
not
feel
comfortable.
I
repeated
myself
again
in
which
she
continued.

It
wasn't
until
another
woman
loudly
asked
for
the
stop
that
she
finally
moved
back
to
her
seat.
She
left
the
meeting
to
make
sure
there
was
no
other
engagement.
I
waited
an
additional
30
minutes
before
leaving
the
building
only
to
find
her
outside
the
door.
She
continued
to
yell
and
follow
me
and
a
friend
through
the
parking
lot
and
tell
another
woman
stepped
in
between
us.
We
continually
told
her
that
we
are
not
interested
and
she
needed
to
leave
us
alone.

I
believe
these
actions
could
lead
our
community
members
to
be
fearful
to
share
their
public
comments
at
City.
Council
meetings
being
approached
inside
the
meeting
being
followed
in
the
parking
lot
and
yelled
at
these
actions
are
not
only
harassment
but
also
severely
disrespectful
to
our
community
as
a
whole.
Along
with
the
council,
the
pub
this
public
speech
speaker
also
shared
a
map.
The
map
had
everyone's
homes
that
had
been
color-coded
with
their
opinion
on
the
portrait
property
identifying
a
small
number
with
black
for
those
who
were
not,
in
the
same
opinion
very
easily
identifiable.

Then
they
left
this
map
for
all
to
view
in
the
entryway
of
the
meeting
location.
Did
all
of
these
people
have
their
consent
to
share
their
opinions
and
addresses
at
the
meeting
my
home
color
was
coded
black
and
I
certainly
did
not
give
anyone
permission
to
share
My
Views
by
leaving
the
map
up
for
people
to
be
those
attending.
The
meeting
could
have
perceived
this
as
true
and
correct
a
true
and
correct
study.

the
fact
that
in
the
previous
City
Council
election,
the
chamber
changed
its
previous
policy
of
never
endorsing
city
council
candidates
to
a
new
policy
where
they
now

make
endorsements.
Therefore,
this
new
quarter
of
a
million
dollar
chamber
contract
will
now
allow
a
private
well-subsidized
organization
to
create
a
candidate
Forum
using
public
funds.

same
organization
will
endorse
one
or
more
of
those
very
candidates.
As
a
retired
social
studies,
teacher
I
am
all
for
promoting
education,
especially
about
government
and
Civics.
I
love
the
fact
the
chamber
for

logged

chamber.

providing
these
public
forums,
as
this
exercise

very
important
to
improving
Community
knowledge
about
local
elections.

also
note
that
other
private
community
groups
provide
public
forums

endorse
candidates.

difference
is
they

not
use
public
funds

purpose.

this
contract

taxpayer
money
does
not

cost
of
city
council
candidate

on

chamber
monies

and
that

nonpartisan
candidate

last
year,

previously

the
chamber
organized
the
pack
and
endorsed

functions

chamber
supports

guides
young
entrepreneurs
who
are
looking
to
get
started
in
business.
It
supports
business,
travel
and
tourism.

it
hosts
the
score
mentoring
program,
where
retired
Executives
give
guidance
on
people
looking
to
get
started
in
new
businesses.
These
are
all
vital
functions
and
help
our
economic,
health
and
I'm
I'm.
For
those
things
and
I
don't
have
a
problem
with
the
rest
of
the
services
that
are
outlined
in
this
contract.

do
have
the
same
concern
as
the
three
public
speakers,
because
one
thing
the
chamber
was
up
until
last
year
was
nonpartisan
in
all
these
activities
and
with
the
decision
to
endorse
and
to
inject
itself
in
the
political
process,
it
is
now
not
strictly
nonpartisan.
It
is
endorsing
specific
candidates
for
specific
roles
that
chamber
members
have
a
right
to
political
activity.
Is
not
the
question
before
us.
In
fact
it
kind
of
misses
the
point.
Of
course,
chamber
members
have
rights
of
free
speech
and
assembly
and
I'll
be
first
in
line
to
defend
those
rights.

not
the
question

If

question
is
whether
public
money,
the
public
trust
taxpayer,
funds
should
be
used
in
furtherance
of
those
partisan
aims,
I,
don't
think,
in
my
view,
that
they
should
be

want

support

chamber

continued
missing
to
support
our
local
business,
their
local
economy
and
toward
that
end,
I'm
willing
to
support
itemf
with
two
modifications.

that
we
drop
the
hosting
of
a
city
council,

from
the
city
schedule.
The
chamber
can
continue
to
host
one
it
just
isn't
something
that
taxpayer
money
is
going
to
support,
and
second,
there

also

item
listed
in
the
schedule
on
legislative
roundtables,
and
if
the
city
is
going
to
support
those
and
I
think
it
should,
there
should
also
be
a
requirement
that
any
legislative
Roundtable
support
both
the
pro
and
the
con
side
of
any
particular
issue.

consistent
with
state
law
for
voter
guides,

example,
that
they
must
provide
both
pro

con
positions.

with
those
two

would

willing
to

comments

regards

our
legislative

decisions

is

on

need

it's

mainly
a

educational
exercise,

way
of
arriving

a

would
not
support

aspect
of
what

have

million
dollars

professional
firefighters
Association
also
endorsed
candidates

checks
to

indirectly

unheard
of,

many

us
seek
those
endorsements
and
some
of
us
get
them.

tell
you
that
you
know
the
chamber
doesn't
make
any
donations
to
any
candidates.
They
don't
have

pack,

endorse
candidates

they
feel

think
is
completely
within

right

around
that
word
impropriety.

quality

get
sales
tax
revenue.

order
to
run
our
city,
we
have
the
lowest
business
license
in
the
county.

lowest
allowed
sales
tax
in
the
County
compared
to
neighboring
cities,

that's

strength.

chamber

foresight

help
businesses
recover
from
the
covid
lockdown
and
going
bankrupt

encourage

businesses,

as

workshops

to
put

together

the
Chamber
is
what
brought
that
to
the
table

help
businesses
survive

Minor
changes
that
we've
made
since
the
study
sessions,

I

our
study
sessions,
budget
engagement
with
the
community
through
our
your
city,
your
priorities
campaign
was
a
central
Focus
during
the
past
several
months.
The
goal
was
to
help
residents
gain
a
basic
understanding
of
the
municipal
budget
process
and
get
some
Community
feedback
we
reached
over
54
000.

Our
budget
theme
this
year
is
rooted
in
community
a
nod
to
the
general
Plan
update
process.
As
mentioned,
we
asked
for
input
on
what
community
means
to
everyone,
and
we
asked
for
original
artwork
submissions
from
those
in
the
community,
and
this
is
just
a
compilation
of
the
different
artwork
that
we've
received.
This
is
several
of
these
submissions
and
we
were
really
impressed
with
all
of
everything
that
we
received.

The
city
has
a
biennial
budget
process,
so
we
adopt
a
budget
every
two
years.
As
usual
staff
was
conservative.
In
our
Revenue
estimates,
we
took
into
consideration
increases
in
the
cost
of
doing
business
in
our
expenditure
budget
estimates,
the
city
continued
to
remain
fiscally
strong
as
evidence
in
our
past
actual
results
and
our
proposed
budget
that
incorporates
strategic,
one-time
and
ongoing
investments
in
services
and
infrastructure.
Our
budget
is
structurally
balanced,
which
means
that
ongoing
revenues
are
sufficient
to
cover
our
ongoing
operating
expenditures.
Our
reserves
in
the
general
fund
support
icap
projects
in
any
one-time
initiatives.

Our
operating
budget
is
a
comprehensive
document
that
is
divided
into
multiple
sections
in
order
to
help
the
user
easily
navigate
our
budget.
The
city
is
required
to
use
fund
accounting,
so
our
funds
are
broken
out
by
sections
staff.
Insurers
that
are
operating
in
CIP
budgets
adhere
to
our
governmental
and
legal
requirements.

Our
proposed
budget
for
fiscal
year
2324
is
270.5
million,
with
the
bulk
of
the
budget
in
the
general
fund,
the
city's
discretionary
fund
that
provides
a
wide
range
of
services.
Our
next
two
largest
are
water
and
wastewater
funds,
with
the
three
of
them
comprising
almost
three-fourths
of
the
city's
overall
budget
proposed
budget
for
fiscal
year.

271.4
million,
which
is
very
similar
to
fiscal
year,
2324.
again
with
the
bulk
of
the
budget

our
general
fund
and
our
water
and
wastewater
funds.

our

there
is
a
7.4
increase
from
projections
from
fiscal
year
22-23

slight
decrease
in
the
second
year
of
the
budget.
This
is
primarily
due
to
revenue
from
other
agencies
expected
to
decline
due
to
anticipated
Grant
revenue
for
construction
of
our
navigation,
Center
being
included
in
the
first
year.

sales,
tax
is
our
largest
revenue.

but
just
wanted
to
reiterate
how
our
seven
and
a
quarter
sales
tax
is
divided,
which
is,
of
course,
the
lowest
sales
tax
that
a
city
can
have
most
of
the
sales
tax,
leaves
our
city
and
goes
to
other
agencies
with
the
city
actually
only
receiving
about
13
of
the
dollar.
So
a
small
portion
of
the
sales
tax
paid
in
Thousand
Oaks
actually
directly
comes
back
to
our
city.

For
for
us
to
be
able
to
use
on
city
services,
it's
very
similar
with
our
property
tax.
We
incorporated
without
a
general
Municipal
property
tax,
and
we
now
receive
a
small
share,
called
tea
or
tax
Equity
allocation.
The
bulk
of
the
one
percent
property
tax
from
Thousand
Oaks
residents
and
businesses
goes
to
other
governmental
agencies,
not
to
the
city.
The
city's
general
fund
receives
about
four
percent
with
our
library
getting
another
two
percent.

So
I
just
wanted
to
highlight
a
few
of
the
changes
since
I
last
saw
you
at
the
study
session
in
the
general
fund.
Overall,
there
was
a
3.1
million
increase
in
fiscal
year,
23

revenue
and
expenditure
budgets.
This
was
to
account
for
the
cost
for
the
Development
and
Construction
of
the
navigation
Center,
but
that
is
being
offset
by
anticipated
Grant
revenue
and
or
funding
from
the
county.

We
also
slightly
increased
our
operations
budget
each
year
for
the
navigation
center
after
receiving
updated
operating
estimates
after
receiving
our
property
tax
revenue
in
April
and
May
staff
updated
our
projected
ending
fund
balance
in
our
library
fund.
So
we
are
anticipating
the
general
funds
transfer
to
support
the
library
to
decrease
and
that's
a
decrease
in
our
expenditures.

also
have
our
library
fund
as
a
special
Revenue
fund
and
I
mentioned
the
property
tax
revenue
budget.
So
we
increased
our
property
tax
revenue
budget
which
necessitated
a
decrease
in
our
Journal
fund
transfer
in
in
our
Enterprise
funds.
There
was
a
change
in
our
Wastewater
fund.
I
briefly
referenced
this
during
the
study
session
that
our
chemical
costs
came
in
much
higher,
so
we
increased
our
expenses
for
our
chemical
costs.
We
also
increased
our
revenues
in
the
Wastewater
fund,
based
on
anticipating
and
needing
more
revenue
for
these
changes.

But
again,
it
just
highlights
the
location
of
our
CIP
projects
and
how
funds
are
being
invested
throughout
the
city,

in
Newbury
Park
in
Sunset,
Hills,

projects
really
are
Incorporated
all
throughout
the
city.

are
11
project
categories
which
are
listed
in
numerical
order
from
greatest
proposed
budget
to
the
least
the
water
category
has
the
highest
proposed
budget
at
30.1
million,
with
our
Wastewater
fund.
Next,
at
25.6
million
those
categories
comprise
some
of
our
largest
assets
and
also
our
oldest
assets
that
require
a
lot
of
Maintenance
and
improvements.

were

few
changes
to
our
ceip
budget
since
our
study
session
in
April,
both
of
the
bike
Lanes
projects
were
revised
to
reflect
the
grant
funding
that
is
actually
being
received
this
fiscal
year.
So
we
moved
the
budget

carryover
column
and
decreased
some
of
the
budget
for
both
of
those
projects.
Since
grants
are
received
this
year,
the
freeway
Reservoir
access
road
and
Province
project
was
moved
up
in
the
schedule,
so
the
budget
was
also
moved
up.

EV
charger
city-wide
project
has
moved
to
year,
one
for
some
of
the
budget
in
order
to
complete
work.

needs
to
be
done
so
that
we
can
apply
for
grant
funding
our
TL
curb
teal,
Boulevard,
curb

project
was
updated
to
move
budget
to
carryover.
For
this
fiscal
year
and
our
pavement
overlay
project
was
updated
to
reflect
available
gas
funding.

a
strategic,
long-term
approach

sound
financial

adhere

these
policies
and
our
investment
policy
is
actually
separately
presented
annually
to
city
council
for
adoption

Center

the
East
County
and
how
we
would
certainly
be
in
favor

that

understand
there
there's
some
progress
being
made
in
the
county
towards
that
end.

this
is
a
better
question
for
Mr
Bowers
as
this
process
moves
along
since
the
Family
Justice
Center
isn't
mentioned
specifically
in
the
budget.

plans

help

moving

plans
for
potential
funding
if
it
ends
up
coming

a

dollars

strong

good
year

half
two
years
that
we
would
survive,
and
it's
because
of
your
leadership
there,
as
well
as
past
councils.

had
some
internal
discussions
based
on
you
mentioning

that
question,

we
have
a
number
of
those
different
funds.
First,
let
me
just
say
that
the
councils
years
ago
that
established
those
endowment
funds
were
wise
beyond
their
years
because,
having
worked
in
other
jurisdictions
where
those
types
of
competitive,
Grant
funded
processes,
don't
exist,
what
you
end
up
with
as
a
Litany
of
one-off
requests,
that
makes
it
very
difficult
to
weigh
them
against
one
another.

They
come
throughout
the
year
very
difficult
to
budget
for
and
not
really
the
best
practice,
and
so
having
that
is,
is
fantastic,
so
they've
set
aside
money
and
then
the
way
that
that
just
so
the
public
understands
is
the
interest
earnings
off
of
those
that
are
what
has
generated
that
through
the
years
so
certainly
happy
to
take
a
look.

oversees
that
unit
as

It's

we're
at
a
little
less
than
1.9
percent
in
our
yield
in
our
portfolio.

be
zero
emissions
by
2035,
but
the
issue
also
came
up
well
how?
How
are
we
going
to
afford
all
these
electric
cars?
So
this
could
be
a
little
bit
of
a
problem.

about
job
growth.

got
the
Boomers
retiring,
but
you
got
the
X
Y
and
Z
generations
and
the
Millennials
coming
up
and
they
have
a
whole
different
view
of
what
jobs
are.

there's

little
bit
of
a
friction
there

housing
and
everybody's
in
favor
of
bringing
back
the
Redevelopment
agencies.
So
are
you

and
then
I'll
just
share
one
little
anecdote
I
think
it

during
the
housing
breakout.

was
one
fellow
up
there
that
told
everybody
there.

elected

if
you're
going
to
work

builder
you've
got
to
give
them
your
demands
right
away,
you
got
to
tell
them
what
you
want.
You
know
step
up
there
and
I

this
street
fixed
and

want
this

I

wonder
if
that's
this
greatest
tactic
in
the
world
to
start
out
by
demanding
what
we
want
and

give

we
attract

high
quality
projects.

back

refresher

speakers
was
a
somebody
who
was
a
rocket
scientist

NASA
and
those
organizations
to
think
about
things,
and
they
always
talk
about
rather
than
forecasting.

about
back
casting,
in
other
words,
start
where
you
want
to
be
and
work
back
on
the
ways
to
make
that
happen,

worked
very
well
to
get
us
on
the
moon
in
eight
years
and
he
suggested
that
we

Community

look
at
where
we
would
like
the
city
to
be
and
then
take
those
steps
to
make
that
happen.
