From YouTube: CC Meeting 5-16-2023 District Elections in Spanish
Description
Districting Formation
A
B
A
C
B
A
A
A
To
promote
community
meetings,
we
have
prepared
these
flyers
and
have
three
more
prepared.
As
David
mentioned,
we
had
our
first
workshop
to
educate
the
community
on
the
process
and
we
received
the
feedback
last
week
and
they
gave
us
feedback
that
he's
going
to
mention
in
a
few
moments,
and
we
have
three
workshops:
the
next
three
of
June
in
person,
and
we
hope
that
everyone
who
want
to
participate
in
this
process
will
be
there.
A
A
Very
well
here
we
can
go
in
now
for
the
members
of
the
council
and
those
who
were
here
at
the
last
hearing
This
is
going
to
be,
will
sound
familiar
to
you
just
like
those
who
are
in
the
forum,
but
legally
we
are
going
to
have
these
two
hearings
to
present
the
residents.
Maybe
you
haven't
heard
this
Or,
maybe
new
information
we
have-
or
if
you
have
any
questions
about
this,
it's
an
introduction
and
it's
to
encourage
discussion.
We
don't
have
draft
maps
right
now.
A
We
start
by
first
saying
these
election
systems.
What
we're
talking
about?
It's,
how
council
members
are
currently
elected.
We
have
citywide
general
elections
where
candidates
can
live
at
any
time
and
can
run
against
each
other
in
any
specific
year.
There
are
very
large
jurisdictions.
There
are
different
residential
areas
where
you
have
to
live
in
the
district
who
wants
to
represent,
but
the
election
is
still
a
general
one,
but
under
the
act
or
California
law
it
is
a
per
district
election
system,
Sorry
that
is
considered
zero,
a
general
election
system
not
by
the
not
by
district.
A
So
you
are
vulnerable
to
legal
challenges.
Just
like
So
we're
seeing
those
slowly
disappear
in
California,
what's
replacing
the
and
what's
happening
in
the
state
of
District
selections
where
candidates
have
to
live
in
a
certain
district,
and
only
voters
in
that
District
can
choose
the
candidate
for
that
position.
A
This
is
resulting
because
of
the
California
voter
act
or
law
that
was
passed
in
2002
and
is
specifically
written
for
districts
to
have
voting
by
District
or
election
by
District
California
law
for
the
voter
is
based
on
the
law
federal.
There
are
four
tests
that
have
to
pass
and
if
they
fail
one
of
these
four,
then
a
judge
can
decide
on
this.
Two
of
the
tests
that
were
eliminated
and
the
two
that
were
frequently
used
for
protection
for
jurisdiction
for
potential
challenges,
so
the
size
of
the
population
of
that
class
and
evidence.
A
A
A
statistical
analysis
there,
a
connection
between
between
the
need,
The
precinct
And,
which
candidates
earn
those
300
So,
that
statistical
data
has
made
it
easier
for
plaintiffs
to
file
cases,
and
it
makes
something
much
more
expensive.
Pending
these
cases
in
court,
the
results
plus
the
expense
we
are
seeing.
A
change
in
these
districts
go
all
over
the
state.
Top
left,
275
school
districts
make
that
change.
36
college
districts.
C
A
There
was
only
29
before
this
law
was
put
in
place
now,
we've
added
185,
which
brings
us
to
Over
200
in
California
cities
that
have
elections
now
per
district,
only
one
board
of
directors
or
council
board
But
now
58
use,
and
we
are
seeing
more
and
more
activity
in
the
water
districts
and
where
they
are
being
challenged
the
systems,
and
it
is
not
that
they
are
violating
voter
rights,
civil
rights,
but
it
is
the
economic
risk
that
is
making
these
changes
on
the
left.
There
are
several
jurisdictions,
they
have
fought.
A
And,
none
have
been
able
to
sing
successfully
or
have
been
able
to
overcome
those
challenges.
Every
who
have
been
sued
have
lost
or
have
reached
an
agreement
and
on
the
right
side
you
can
see
those
amounts
where
he
fought
the
case
And
he
had
to
pay
one
million
point
eight
and
also
addition
to
his
defense
costs
So.
They
are
very
expensive
costs,
and
this
is
causing
these
changes
through
the
State
under
State
law.
There
are
two
phases.
This
process
is
the
second
of
the
judicial
hearings
that
is
wanted
by
State
law.
A
We
do
not
have
draft
maps
yet
just
to
inform
people
Yes
and
to
be
able
to
start
the
process.
The
residents
can
submit
those
maps
at
any
time
and
before
the
third
hearing
They
will
be
published.
As
you
heard,
It
is
scheduled
for
June
20.
That
meeting
can
give
things
public
comments
as
supplies
of
maps.
May
residents
have
ideas
for
new
maps
and
that
seven
days
before
the
11th
of
July
would
be
four..
You
have
to
do
it.
A
From
the
11th
and
with
the
meeting
on
July
18,
it
is
a
fairly
quick
process
and
this
is
also
legally
fixed
and
we
have
90
days
after
it
is
done.
The
requirement
to
be
able
to
accomplish
this
before
being
exposed
to
possible
lawsuits
to
bring
those
costs
down.
We
have
to
go
through
this
process
pretty
quickly.
There
are
three
rules
for
drawing
these
maps
in
this
process.
The
left
one
is
federal
law.
The
districts
have
to
be
equitable
in
population,
with
one
two
percent
difference
or
variance.
A
We
need
to
make
sure
that
the
districts
comply
with
the
federal
voter
law,
not
only
the
districts
that
are
drawn,
but
how
they
are
drawn.
If
you
have,
for
example,
a
neighborhood
that
is
concentrated
in
a
protected
class
like
African,
American,
Latinos
native
americans,
a
neighborhood
that
is
populated
by
one
of
these
groups
cannot
be
divided
in
a
certain
way
that
will
dilute
that
voting
force.
But
federal
law
also
says
that.
B
A
These
are
federal
requirements.
Now
we
have
state
requirements,
and
here
they
are
in
priority
in
order
of
priority.
First,
we
have,
it
has
to
be
with
you
geographically.
The
pieces
of
each
District
should
touch
each
other.
The
districts
as
possible
should
be
composed
of
neighborhood
without
vision
and
also
interest
communities
of
interest.
That
is
a
good
community
of
interest.
A
The
third
criterion
is
limits
or
Boundaries
that
are
easily
identified
as
Rivers
portfolios,
and
the
fourth
criterion
is
to
keep
these
districts
compact
and
California
says
that
a
group
of
people
does
not
pass
to
reach
another
distant
group.
Unless
you
are
meeting
one
of
the
other
higher
criteria,
a
ban
is
also
noted
below
California,
prohibits
favoring
or
discriminating
against
a
political
group.
When
you
are
drawing
these
lines
So,
we
are
not
using
partisan
data
of
politicians
when
we
are
drawing
these
lines.
These
are
the
federal
and
state
rules
or
requirements.
A
Says
it
is
acceptable
to
consider
these
things
once
they
meet
all
requirements,
well,
more
statutory
requirements.
One
of
these
is
to
respect
the
voter's
choices.
Continuity
in
office
is
to
try
to
avoid
pairing
council
members
leave
re-election
decisions
to
the
voters.
The
voter
chose
the
council
member,
so
the
voter
will
decide
by
District.
If
those
Council
members
are
to
be
re-elected,
it
is
not
required
that
you
may
be
different,
but
it
is
a
separate
practice
to
try
to
have
them
in
different
positions
where
possible.
A
The
other
principle
of
the
district
is
to
take
growth
into
account.
To
some
limited
extent
take
into
account
the
growth
of
the
Future
population,
keeping
in
mind
maintaining
the
equality
of
the
different
groups,
but
it
is
an
explanation
because
one
District
can
be
smaller
than
another.
There
are
many
many
data,
a
lot
of
information
I
will
review
it
all,
but
for
each
map
for
each
District
in
each
map,
we
will
provide
all
this
information
so
that
you
can
see
on
the
left
side,
ethical
information
divided
by
age
and
population
voter
data.
A
A
Communities
of
interest
the
age,
the
language
spoken
in
the
house,
the
levels
of
income
in
the
home
and
the
What
comes
up.
A
lot
is
families,
as
opposed
to
houses
that
are
occupied
by
one
person
or
rented
by
people.
If
you
want
a
District
that
is
mostly
renters,
then
you
can
take
this
into
account
and
you
can
see
what
are
the
ones
that
are
mostly
renters
see
visually
here
in
the
data
of
the
language
of
the
voter.
Here
you
see,
the
Latinos
is
what
it
means.
Yes,
Look
older
citizens.
A
Voter
This
is
the
best
measure
in
terms
of
the
population
eligible
to
vote
where
it
is
delayed.
Latinos
are
25%
fewer
than
eligible
voters
and
where
it
is
green,
red
Latinos
are
the
majority
on
those
blocks
and
you
can
see
those
colors
getting
warmer
green
red
yellow
are
around
the
Freeway
corridors.
Those
are
the
concentrations,
it
has
several
concentrations
that
are
spread
out,
but
we
want
to
keep
those
pockets
of
people
there
intact.
A
When
I
was
talking
about
the
voter
law
towards
Asian
Americans,
we
don't
see
a
lot
of
concentration
in
terms
of
the
population
of
African
Americans.
There
are
certain
areas
that
are
more
blue
than
purple,
but
they
are
not
areas
where
they
were
receiving
a
majority
that
is
going
to
impact
the
demographics
of
a
Entire
district
and
the
same
for
African
Americans.
There
is
one
to
the
north,
that
is
a
majority
African
American,
but
the
numbers
in
that
that
box
are
not
going
to
impact
the
population
of
an
entire
district
of
Council
members.
A
This
box
is
not
going
to
be
divided,
so
what
you
have
to
keep
in
mind
as
far
as
voter
turnout
is
the
number
of
Latino
concentrations,
because
it
is
the
most
geographically
concentrated
here-
is
a
map
showing
the
other
factors.
Of
course,
the
other
factors
that
are
available
can
be
redraw
the
maps,
and
you
can
see
here
the
right
side
and
below
we
have.
We
have
the
tenants,
you
can
see
those
freeway
corridors,
specifically
the
101.
A
Much
more
tenants
are
near
the
ones
that
are
away
under
eighteen
who
are
in
the
house
on
the
east
side
of
town.
You
might
have
homes
where
there
are
children
that
they
are
seven
years
old.
They
are
less
inside
the
home
So.
These
are
considerations
that
you
might
want
to
think
about,
assessing
or
evaluating
or
drawing
these
maps.
A
I
mentioned
to
you,
these
state
laws
to
keep
these
communities
of
interest
together
and
part
of
these
two
audiences
is
what
are
the
neighborhoods
and
the
communities
of
interest
in
the
city.
If
residents
have
thoughts
or
suggestions
and
council
members
can
also
say
what
do
you
define
as
communities
of
interest?
And
how
do
you
define
those
geographic
boundaries?
It
may
be
the
area
of
a
school
between
two
major
highways.
What
residents
consider
to
be
your
neighborhood
We
want
to
hear
this
and
try
to
take
this
under
this
process.
A
Communities
of
interest
is
a
bit
more
vague
idea.
More
ambiguous
is
a
bit
more
difficult
to
define.
What
we
want
to
know
is
that
Define,
your
community
can
be
a
geographic
area
like
a
neighborhood
or
a
shared
issue
like
traffic
may
be
influenced
by
English
in
certain
areas.
Something
is
related
to
or
impacted
by,
a
city
policy
is
where
we
are
looking
for
communities
of
interest.
A
What
is
the
history
of
your
community
and
areas
of
the
community
are
covered?
You
have
to
be
geographic
areas
to
consider
on
a
map
and
what
connections
that
community
has
or
shared
interests
unites
that
community.
There
is
a
piece,
a
second
piece
under
State
law
regarding
communities.
We
want
to
know
when
you
talk
about
your
group
or
think
about
your
socioeconomic
group.
That
you
think
is
a
community
of
interest
benefits
from
being
included
in
a
single
District.
The
answer
is
usually
Yes,
because
this
then
brings
all
the
voters
together
But.
A
Sometimes
this
answer
would
be
no
because
you
keep
in
mind
that
a
majority
of
the
Council
is
still
required
to
to
be
able
to
do
something
to
be
able
to
pass
some
policy
or
be
able
to
take
some
action
for
the
city
So.
It
may
be
that,
even
though
you
have
a
shared
interest
or
a
socioeconomic
characteristic,
it
may
be
that
you
think
your
area
would
be
better
if
it
were
divided
So.
A
There
are
members
of
the
Multiple
Council
that
will
be
having
campaigns
in
that
community
of
interest,
and
this
especially
happens
in
senior
communities
where
the
voters
are
large.
That
participate
can
be
an
affordable
area
like
the
downtown
area.
When
you
think
about
of
communities
of
interest
that
want
to
propose
about
how
it
is
defined
and
would
benefit
completely
within
a
district
And
that
is
possible
to
the
state,,
however,
it
does
mention
that
it
cannot
be
in
relation
to
political
parties.
We
are
not,
we
cannot
say,
because
we
are
supporting
a
certain
candidate.
A
D
B
A
Other
parts
of
the
city
and
other
characteristics-
these
are
things
you
didn't
need
to
disagree.
Agree
on
We
are
looking
for
a
wide
range
of
feedback,
but
these
are
things
you
have
heard
so
far.
So,
lastly,
finish,
this
presentation
plus
share
your
thoughts.
You
can
draw
the
map
yourself.
We
have
many
different
tools
to
help
you
go
in
and
try,
but
I
want
to
emphasize
that
these
tools
are
empowering
tools.
It
is
not
a
success
to
do.
This
is
for
people
who
want
to
use
them
to
take
the
next
step
to
go
in.
B
A
You
use
the
tool
or
can
you
write
draw
it
on
a
napkin?
We
welcome
you,
your
thoughts.
There
is
an
interactive
map
that
is
essentially
Google,
Maps
And,
you
can
see
here.
The
population
units
I
will
talk
about
this
in
terms
of
the
paper
map,
but
on
the
right
you
see
these
different
layers.
When
you
see
these
maps,
they
add
this
table
to
you.
A
A
But
this
tool
It,
is
for
reviewing
and
viewing
maps
it
does
not
allow
you
to
draw
maps.
The
simple
way
to
draw
is
to
take
the
paper
kit,
PDF
files
that
you
can
download,
or
you
can
pick
them
up
in
the
city,
the
city
hall.
Here
they
are
and
twelve
geographic
areas
each
have
a
number
of
people
in
each
of
those
areas
by
drawing
their
lines
a
pen,
a
Crayola,
you
start
taking
those
numbers
until
you
get
to
that
number
of
25,427
And,
you
stop
change
the
color
or
start
drawing
As.
A
A
The
demographic
data
you
are
going
to
want
to
try
the
online
tool.
It
has
a
lot
of
data,
a
lot
of
information.
It
has
all
kinds
of
capacity.
It
takes
a
little
time
to
figure
out
as
a
balance,
but-
and
there
is
a
four
minute
video
that
you
can
listen
to
once
you
watch
that
video
everything
will
be
very
easy,
but
it
all
has
to
do
with
an
eraser
and
a
brush.
You
Choose
the
color
of
the
filter.
A
You
want
to
draw
and
start
painting
these
seals
by
drawing
these
seals
until
you
reach
to
that
number,
and
the
website
will
keep
track
of
that
one
of
that
data
and
let
you
know,
as
you
proceed
the
important
thing
about
this-
is
that
you
can
work
on
this
with
your
friends.
You
can
start
it
and
come
back
later
or
you
have
to
get
away
with
the
key
once
you
I
finish,
you
can
share
the
right
side
upper
state
where
it
says,
share
shared,
look
And.
A
A
So
we
know
you're
using
this
concludes
the
presentation.
I
hope
we
follow
up
on
some
feedback
and
if
you
gauged
that
there
has
been
a
lot
of
feedback
on
the
forums
about
neighborhoods
and
communities
of
interest,
I
have
a
question
about
the
map
draw
tool.
I
can
answer
them
and
the
forums
have
a
full
demo.
A

Take
away
any
rights
of
any
resident
who
is
enjoying
this
day.
Well,
I
am
going
to
talk
about
this
first
I.
Well,
I!
Guess,
if
you
wanted
to
vote
for
once
a
District
moves
to
an
election
by
instinct,
you
are
only
voting
for
members.
The
officers
who
want
to
run
for
that
District
So.
They
would
lose
the
ability
to
be
able
to
vote
out
there
in
another
District.
A
It's
the
only
one
I
can
think
of,
and
I
wouldn't
characterize
this
as
a
right,
but
it
would
be
different
to
give
you
a
comment
that
you
want
to
add
to.
This
is
not
exactly
what
I
was
going
to
say
instead
of
having
a
citywide
vote
to
know
for
each
of
the
five
council
members.
Now
you
only
have
one
vote
only
in
your
District,
a
very
powerful
vote,
but
it
only
seems
like
a
district
in
your
county
Thank,
you
very
much
That's,
all
any
other
questions
for
the
council.
A
Madam
clerk,
we
have
public
comment
for
public
comment,
so
the
Woman
thank
you
and
chance
for
your
presentation
and
I
will
be
waiting
and
anticipating
this
ongoing
process
and
I.
Ask
that
our
city
participate
in
this
process
by
going
online
and
viewing
the
site
web
has
been
given
to
me
and
make
your
comments.
I
want
to
listen.
I
want
to
hear
what
you
have
to
say,
well,
