provide
a
quick
update
for
you
this
evening
and,
as
I
provide
tonight's
update,
I
think
it's
important
to
acknowledge
that
there
is
some
significant
concern
amongst
local
public
health
professionals
as
to
where
things
stand
regarding
cobit
19
tonight,
a
look
at
the
numbers
shows
that
we
now
have
2161
cases
across
the
county,
43
fatalities
for
context,
that's
an
additional
780
cases
and
eight
deaths.

Since
my
update
two
weeks
ago
tonight,
the
numbers
for
today
are
representative
of
1589
tests,
one
of
the
highest
days
number
of
tests
reported
in
in
that
period
and
out
of
that
131
positive,
so
a
positive
rate
that
is
much
higher
than
the
four
to
four
and
a
half
percent
that
we
have
been
looking
at.
That
is
a
a
point
of
concern.

cases
of
the
total
are
from
the
kaneha
valley.

700
folks
or
701
folks
are
currently
under
active
quarantine,
but
perhaps
most
concerning
and
the
number
that's
watched
most
carefully
by
public
health
officials
is
the
hospitalization
number
and
tonight
we
sit
at
51
people
currently
hospitalized,
that's
near
a
record.

our
our

not

we
can't

hard

that
we

slip

have
to
redouble

county's
going

be
providing

information

that
in
the

public
health
professionals

are
tracing

contacts

those
folks

seeing
a
lot
of
it
at
social
gatherings.

very
carefully

county
staff
on
reopening
various
sectors
of
our
economy
and
we're
trying

do
that

background

the
active
virus
still
transmitting
in
our
community,

so
that
remains
a
big
challenge

and
across
the
county
and
and
the
state
so
just
a
kind

a
sobering
reminder
of

county

continue

we

have
our

on

and
tracy
and

eight
feet
apart
and
everybody
in
the

and

keep
mine

all

the

seem

be
a
hotbed

we

hopefully
bring
them

continue
to
slowly

safely
reopen

I
have
been
a
resident
of
thousand
oaks
since
1978..
I
would
like
to
talk
to
you
tonight
about
housing
in
thousand
oaks.
We
have
plenty
of
houses,
but
our
community
no
longer
has
the
right
mix
of
housing.
Ute
types.
Let
me
explain
a
little
bit
most
of
our
homes
were
built
between
1965
and
1985,
so
these
homes
are
now
between
35
and
55
years
old.
Initially,
the
residents
of
our
community
were
mostly
very
young,
and
at
that
time
the
average
age
in
our
community
was
22..

Now
our
community
is
much
older.
The
current
average
age
is
twice
that
44..
Today
thousand
oaks
has
a
full
range
of
ages.
Making
up
our
population
with
the
senior
age
group
now
representing
over
18
percent
of
our
population,
most
of
our
homes
were
constructed
based
on
buyer
needs
in
the
1970s
homes
had
three
to
four
bedrooms:
two
to
three
baths:
a
pool,
a
yard.

As
our
careers
progressed
and
our
kids
got
older,
we
moved
to
larger,
more
expensive
homes
that
we
could
afford.
Then
the
kids
moved
away
to
school
and
eventually
to
begin
their
own
families
only
they
cannot
begin
their
families
here.
Thousand
oaks
homes
are
far
too
expensive,
much
larger
than
they
need,
or
right
now
can
afford
for
the
original
families
who
moved
here.
Their
needs
have
changed
not
only
now,
there
are
only
two
of
us
or
in
some
cases
only
one
of
us.

We
have
a
shortage
of
housing
for
both
the
younger
and
the
older
age
groups
and
we
need
to
develop
the
type
of
housing
that
satisfies
the
current
needs
of
both
groups,
not
necessarily
development,
but
maybe
redevelopment.
By
redevelopment
I
mean
modernizing
changing
the
mix
of
homes.
We
have
rebalancing
the
type
of
homes
we
have
with
the
type
of
homes
we
now
need.

Our
oldest
homes
have
the
largest
lots,
and
some
of
the
oldest
communities
may
be
approaching
a
time
when
some
type
of
redevelopment
may
make
sense.
Those
areas
could
potentially
be
a
part
of
your
future
general
plan,
perhaps
with
excel
accessory
dwelling
units
or
perhaps
with
a
new
master
plan.
Some
areas
redeveloped
with
higher
density
redevelop
with
the
type
of
homes,
both
youngsters
and
seniors,
now
need.

general
plan
continues
to
move
forward.
We
actually
had
a
general
plan
advisory
committee
meeting
that
was
conducted
virtually
a
couple
weeks
back
and
will
continue
to
do
that.
That
being
said,
as
with
as
you
would
imagine,
in
most
cases,
most
cities
for
a
document
that
relies
on
public
participation,
things
have
slowed
down
a
bit
and
we've
recalibrated
and
refocused
that,
and
so
we
are
gonna,
be
working
on
the
time
frame.

It's
important
to
contemplate
what
the
economy
and
the
changes
coming
out
of
this
pandemic,
which
we
anticipate
being
substantial
in
land
use
and
otherwise,
and
so
that's
going
to
need
to
be
factored
into
our
discussion
of
the
general
plan
process
and
that's
just
going
to
require
a
little
bit
of
additional
time.
So
the
short
answer
is:
it
continues
to
move
forward,
probably
at
a
little
slower
pace
than
it
would
have
otherwise.

criteria
that
we

use

evaluating
if
we

more
applicants

we

money.

so,
city
staff,
destiny
and
I
have
been
working
with
the
cia
attorney's
office
on
the
specific
guidelines
for
this
program
and
in
the
guidelines
does
say
how
we
are
going
to
evaluate
each
application
and
we
we,
we
will
do
our
due
diligence
in
in
reviewing
all
applications
to
meet
these
requirements.

the

economic
development,
analyst
and
lynn,
and
I
have
been
working
on
this
program
and
on
the
criteria.
So
the
federal
government
and
cdbg
in
particular,
have
very
stringent
regulations
and
and
requirements
for
this
program.

We
tried
to
strike
a
balance
with
how
we
laid
out
our
criteria
to
ensure
that
we
that
we
meet
those
standards
and
that
we're
able
to
cast
a
wide
initial
net
to
two
businesses
and
so
how
our
process
will
work
is
we
have
an
initial
review
process
which
will
really
just
ensure
that
that
the
application
is
complete?
All
of
the
supplemental
materials
that
are
required
are
present,
and
then
we
will
make
sure
that
they
meet
all
of
the
cdbg
requirements.

To
your
specific
point,
we
have
developed
if
we
are
over
subscribed,
which
is
that
there
is
a
a
greater
number
of
re
of
dollar
requests
and
applicants
that
meet
all
of
that
basic
eligibility.
Then
we
have.
We
have
laid
the
groundwork
for
a
review
process
where
we
can
do
some
prioritization.

If
I
can
also
add
to
that
council
member
jones
staff
recommendation
tonight
is
to
the
extent
that
there
are
applicants,
number
of
applicants
succeed.
The
number
of
grants
that
can
be
awarded
recommendation
number
three,
I
believe,
is
author,
directing
the
city
manager
to
create
a
program
for
the
evaluation
and
consideration
of
those
various
applications.
So
such
things
that
staff
is
considering,
they
have
to
be
objective.

They
can't
be
subjective,
but
some
of
the
things
that
staff
is
considering
is,
for
example,
maybe
minority
owned
businesses
or
veteran-owned
businesses,
business
longevity,
how
long
they've
been
in
existence
in
the
city?
Those
are
the
types
of
objective
criteria
that
we
can
utilize
to
to
kind
of
evaluate
all
of
the
applications
that
come
in.

size
of
the
business,
I
believe,
is
you-
can
have
no
more
than
nine
employees,
so
it
has
to
be
a
small
business
has
to
be
a
for-profit.
Business
has
to
be
a
small
business,
so
no
more

full-time

Otherwise
you
don't
you're
not
eligible
to
apply
for
the
for
the
for
the
grant.

Following
up
a
little
bit
with
councilmember
jones,
the
criteria
that
the
subsequent
criteria
that
you've
just
eliminated,
will
that
also
be
given
to
the
applicants
so
that
they
know
how
to
craft
their
applications
so
that
they
know
that
minority-owned
businesses
or
longevity
businesses
would
receive
some
priority,
or
would
that
be
part
of
what
you
would
present
to
them?.

less

thousand
dollars
the
only
thing
I'd
caution
in
this
particular
case
is
program.
Requirements
under
cdbg
are
pretty
onerous,
so
at
some
point
in
time
it's
going
to
be

cost
benefit
analysis.
If
it's
not
a
lot
of
money,
that's
being
provided
to
the
businesses,
it
might
not
be
worth
it
for
a
business
to
receive
the
grant,
given
all
of
the
administrative
reporting
requirements
that
are
associated
with
this
program.

our
chamber
foundation
is
providing
micro
grants
up
to
2500
for
small
businesses
in
the
kaneho
valley
and
our
first
round
of
applications
alone.
We
had
over
90
businesses
apply
in
the
city
of
thousand
oaks.
While
your
program
is
different,
we
know
that
there
is
great
need
for
this
type
of
direct
support
in
our
local
business
community.

Our
small
businesses
provide
jobs
that
support
our
local
workforce,
generate
tax
dollars
and
are
part
of
the
character
of
our
community.
On
behalf
of
our
chamber,
we
greatly
appreciate
the
city
considering
the
use
of
these
funds
to
create
a
small
business
grant
program
to
assist
in
the
economic
recovery
efforts
that
lie
ahead.

meshes

way
to
help
our
small
businesses
and
get
a
turn
right,
create
a
big
bridge
for
them
to
to
economic
survival.

mean
our
small
businesses
are
the
backbone
of
our
community.
They
they
define
who
we
are.

jobs
and
they
it's
vitals
for
the
overall
quality
of
life
here
in
thousand
oaks
and
and
one

that
we
didn't
really
mention,
but
this
these
funds
really
go
to
maintain
people's
jobs.
People
typically

small
businesses,
maybe
are
low
and
moderate
income
folks,
and
this
goes
to
maintain
their
jobs.
So
again,
that's
a
quality
of
life
issue
and,
as
we
all
know,
quality
of
life
begins
with
a
job.
So
this
is
going
to
help.

that

representative

issues
with

sort

tomorrow

talk
about
it.

kind

proactively
adopted
a
new
standard
for
led
lights
ourselves.
That

a
slightly
warmer
tone,
led
it's
not

stark
blue
one

often
you
would
see.

don't
know
what
the
county
had
edison
place
in
the
unincorporated
areas,
but
we'll
learn
about
that
tomorrow
and
we'll
we'll
do
what
we
can
to
avoid
causing
undue
stark
lighting
throughout
the
city.

provides
an
incredible
service,
whether
it's

street
trees,
landscaping
graffiti
weeds
street
lights,
traffic
signals
all
the
things

thousands

city,
they're
doing
a
great
job,
very
responsive
to
any
of
your
concerns
and
there's
been
improvements
in
all

landscape
zones,
especially
the
center
medians.
So
I
I
think
we,
as
citizens,
are
getting
our
money's
worth
and
happy

see
this
go
through
all

up

We

take

moment,
rather
than
just
focus
on
the
actions
that
will
be
before
council

council
and

community

an
update
on
some
of
the
things
that
you
may
not
be
aware
of
that
have
transpired
in
the
last
few
months,
and
obviously
this
has
been
incredibly
trying
period
for
everyone.

also
been
a
transformative
period,
a
transformative
period
for
our
organization
and
the
way
we
approach
our
work,
and
I
am
incredibly
grateful
to
the
entire
team
here
at
the
city
of
thousand
oaks
for
their
commitment
and
their
efforts
to
really
meet
this
challenge
head-on
day
after
day
and
you're
going
to
hear
some
updates
that
focus
in
on
some
of
the
detail
of
that
that
really
sort
of
illuminates
the
points
for
you.

I
wanted
to
take
a
moment
to
at
the
outset
just
thank
my
my
real
partner
every
single
day
ingrid
hardy
as
our
chief
operating
officer
assistant
city
manager,
deputy
city
manager,
gary
rogers,
and
two
key
members
of
the
executive
team.
Mr
tim
giles
are
our
hr
director
and
risk
manager
and
jamie
boscarino.
Our
finance
director,
who
have
been
you
know,
we've
been
in
almost
daily
contact
dealing
with
issues
relating
to
our
workforce
and
and
issues
relating
to
finance,
which
have
been
two
really
critical
points.
Our
executive
team
has
met
almost
daily.

We
would
traditionally
meet
once
a
week
we
have.
We've
had
zoom
calls
almost
daily
through
the
course
of
the
last
three
months
to
stay
in
close
contact
and
continue
to
ensure
that
we're
moving
the
city's
business
forward.
So
I'm
incredibly
proud
of
this
team
we've
had
to
work
through
some
really
difficult
circumstances,
you're
going
to
hear
about
some
of
those
actions
tonight,
but
we've
also
done
some
amazing
things
and
want
to
hand
over
the
presentation
to
ingrid.

Good
evening,
mayor
and
members
of
the
city
council,
it
is
great
to
be
here
this
evening
to
talk
about
our
organization's
response
to
covet
19.
P
three
months
ago,
when
we
were
asked
to
stay
inside
of
our
homes
and
only
conducted
central
business,
the
way
in
which
our
organization
operated
seemingly
changed
overnight,
while
staff
had
identified
many
steps
and
actions
to
take
in
the
event
of
a
shelter-in-place
mandate,
the
actual
experience
of
operating
entirely
in
a
remote
status
was
unfamiliar
and
demanding,
as
drew
mentioned.
Our
staff
response
to
the
challenge
was
exceptional.
P
P
P
We
also
have,
as
you
have
seen
around
town,
are
allowing
alfresco
dining
with
our
modifications
to
our
codes
and
then.
Lastly,
we
had
an
open
and
safe
for
business
initiative,
which
ties
into
the
work
that
co-compliance
has
conducted
to
go
through
a
checklist,
basically
for
the
businesses
that
are
in
compliance
with
the
state
and
county
order,
and
to
reassure
the
patrons
of
that
business
that
they
are
operating
safely.
P
So,
with
the
theaters
closed
down,
we
like
to
re
sort
of
reimagine
how
that
space
is
being
used
and
continue
to
bring
in
dollars
for
that
enterprise
fund
and
that's
looking
promising.
We've
also
advanced
several
key
capital
projects,
including
the
re-roofing
of
this
building,
the
thousand
oaks
boulevard
streetscape,
as
well
as
the
2020
paving
project.

As
the
council
is
aware,
we
have
also
refunded
our
library
lease
revenue
bonds
and
we're
saving
the
city
150
000
annually
and,
lastly,
the
library
has
pivoted
their
services
and
they
are
now
providing
curbside
library
services
as
well
as
they've,
enhanced
their
online
presence
and
providing
virtual
library,
programs
and
resources.
Just
with
a
change
to
curbside
services.
We've
seen
over
150
cars
daily,
so
that's
being
well
received
by
the
community.

During
each
phase
of
this
emergency,
we've
actively
engaged
our
federal
and
state
lobbyists
to
advocate
for
more
funding,
and
thank
you
mayor
for
your
videos
that
have
been
quite
effective
in
reaching
the
public
and
engaging
our
residents
on
our
covet
response
and
then.
Lastly,
as
drew
mentioned
in
his
opening
comments
at
the
beginning
of
the
meeting
today,
with
testing
being
a
priority
in
our
response
for
covet
19,
we
were
able
to
execute
an
agreement
with
the
county
to

financial
uncertainty
ahead
in
the

Our
past
efforts
over
the
decades
and
our
financial
mindset
on
not
just
the
present
or
the
two-year
budget,
but
on
the
long-term
future
and
making
decisions
proactively,
have
enabled
us
to
be
well-positioned
to
weather
the
storm.
So
we
would
be
short-sighted
if
we
didn't
not
only
continue
that
focus
but
expand
upon
it.

Although
this
is
a
financially
sound
organization
and
we
will
have
a
surplus
in
the
general
fund
this
year,
our
focus
is
on
the
future.
There's
great
uncertainty
surrounding
the
virus
and
the
economy
and,
as
our
city
manager
mentioned
tonight,
there's
a
lot
of
concern
with
cases
rising
and
hospitalizations
writing.
So
we
don't
know
what
the
future
holds
and
we
have
to
prepare
now,
it's,
unlike
anything,
we've
ever
experienced
in
our
lifetimes,
and
we
can't
be
certain
what
the
future
holds
or
how
fast
this
recovery
will
be.

Although
we
are
reopening
businesses,
this
comes
with
restrictions.
We've
already
seen
several
businesses
in
town
permanently
close,
unfortunately,
and
we
don't
know
how
many
more
will
have
to
follow
that
same
fate,
so
it's
incumbent
upon
us
as
leaders
to
be
strategic
in
planning
for
the
future
of
our
city.
That's
why
we
have
decided
to
use
our
surplus
this
year
as
a
coveted
reserve
for
next
year
to
proactively
prepare
for
an
uncertain
future
financial
picture.

We've
also
identified
several
focus
areas
and
staff
have
already
begun
working
on
some
of
these
items.
The
city's
first
financial
strategic
plan
was
adopted
in
2005
and
has
acted
as
a
guiding
force
for
decision
making
since
then
leading
to
changes
being
implemented
proactively
to
reduce
expenditures
and
operate
within
our
means.

I
mentioned
during
our
budget
discussions
last
year
that
it
had
been
over
a
decade
since
our
last
cost
analysis
of
our
citywide
user
fees
and
so
we're
currently
in
the
middle
of
that
evaluation,
with
our
consultant,
looking
at
all
of
our
user
fees
staff
time
that
I
caught
that
it
takes
to
provide
that
service
in
order
to
ensure
that
we
have
a
good
basis
for
cost
recovery.
We're
also
evaluating
if
there
are
additional
fees
that
we're
not
currently
charging
that
we
should
be.

As
ingrid
has
mentioned,
things
have
changed
over
the
past
decade
with
city
services,
we'll
also
be
evaluating
any
potential
revenue,
enhancement
opportunities
and
doing
a
thorough
review
of
maintenance
and
operations
budget.
As
we
embark
on
our
budget
process,
this
fall
focusing
on
prudent
spending
of
taxpayer
dollars
and
investment
back
in
our
community.

it's
our
financial
decisions
over
the
years
that
have
put
the
city
in
the
solid
financial
position
it's
in
today
we've
been
able
to
invest
significantly
in
our
community
over
the
past
several
years
and
we
are
continuing
our
focus
and
our
efforts
so
that
the
future
of
the
city
continues
to
look
bright
and
with
that,
I'm
going
to
turn
it

resource

to
talk

the
recommendations
for
council
tonight,.

first
is
that,
since
the
onset
of
the
shelter
in
place
order,
the
kevlian
shear
forum
theaters
have
been
closed
to
performances.
Until
we
reach
stage
four,
there
will
not
be
performances
allowed
in
either
of
the
theaters
city.
Leadership
has
decided.
It
is
necessary
to
close
the
theaters
to
live
performances
through
december
31st
2020..

We
can
already
see
that
there's
an
estimated
estimated
shortfall,
approximately
750
thousand
dollars
in
the
theater
fund
for
the
current
fiscal
year,
and
there
will
be
a
significant
revenue
reduction
for
the
coming
year
as
well
due
to
the
closures.

One
would
be
available
to
15
active
employees
who
are
at
least
15
years
of
age,
with
15
years
of
calpers
service
with
the
city
of
thousand
oaks.
These
would
be
a
twenty
thousand
dollar
incentive

would
need
to
effectuate
that
retirement
no
later
than
october
1st,
the
second
program
we
would
recommend
be
available
only
to
those
retirement

employees
that

sound
equipment
and
front

house

other
locations,

folks

have
patronized

never

oaks.

community

months

approached

part

crisis
together,

city

hardy
pointed
out,
put
together
a
lot
of
different
small
programs,
adjusted
our
work
so
that
we
can
continue
to
perform
in
a
safe
manner
to
to
the
credit
of
the
city.

All

this
would
not
have
been
possible,
though,
without
the
our
employees,
our
employees,
from
top
to
bottom,
have
been
really
golden.
In
this
moment,
they've
been
able
to
adjust
but
continue
to
perform,
and
that
is
that

a
compliment
to
them.
It
pains
me
that,
at
the
after
three
or
four
months
now
of
of
moving
forward
as
long
as
we
can
that
we're
now
looking
at
needing
to
take
some
measures
to
help
protect
the
city
going
into
the
future
financially.

glad

units
have
been
approached
with
the
option
of
furloughs,
as
opposed
to
strictly
as
our
contracts
call
for
layoffs,
the
furloughs
will
allow
them
to
at
least
have
some
transition
and
hopefully

back

need
arises,

the
economy
improves
right
now.

think
we're
faced
with
it
with
an
issue,
and
I

pains
me
to
to
in
some
ways
reward
the
stellar
performance
by
our
employees
with
this.

a
lot
of

those

areas
stand

focus
on

furlough

premature

there

different

concessions

entry

venue
and

so

hard

position

venue

a

location

commercial

rental
stream
in
the
near
