A
B
Session
to
elections
by
district
is
required
to
say
the
name
for
the
minutes.
11
individuals
have
presented
speech
cards
and
each
Obrador
will
have
three
minutes.
Thank
you
And,
we
have
representing
the
city
of
Walmart
assistant,
city
attorney
and
consultant
or
bases
advisers
can
start.
Has
the
word.
B
Thank
you
Mr.
Mayor
council
members
very
happy
to
be
here
tonight.
We
are
at
meeting
number
four
of
the
four
required
statewide
meetings,
plus
the
transition
from
general
elections
to
district
elections.
Tonight
we
will
be
giving
you
an
update
on
what
we
have
done
so
far
time
to
present
to
you
the
focus
maps
that
were
presented
by
the
council
on
June
20th
and
going
over
the
new
maps
we
have
received
and
asking
for
your
suggestions
on
how
to
proceed
moving
forward
and
with
that
being
said,
I
am
going
to
give
the
floor
christian
parks.
B
She
is
here
with
Mc
and
to
take
you
through
the
presentation
that
will
update
us
to
today's
date.
Good
evening.
My
name
is
Cristian
parks.
It
is
a
static
pleasure
to
be
here
with
you.
I
am
part
of
the
team
for
the
demographic
corporation
that
has
been
working
with
the
city
of
a
Through.
This
transition
to
District-based
elections,
everyone
who
has
attended
the
webinar
workshops
or
in
person
has
surely
seen
me.
Well
I
have
facilitated
both
of
these.
So
tonight
we
have
additional
maps
to
go
over
and
I
will
proceed
to
the
next
slide.
B
You
can
see
that
you
can
see
that
this
process
has
been
going
on
for
several
months
now
and
I
want
to
point
out
that
the
city
has
made
significant
efforts
to
provide
opportunities
for
public
participation
and
to
provide
information
in
addition
to
the
five
required
meetings.
America
goes
further
hosting
those
community
workshops
that
I
mentioned
and
tonight
is
the
second
hearing
on
the
draft
maps.
B
The
goal
for
tonight
is
for
the
council
to
be
able
to
pick
the
map
they
prefer
and
the
map
that
is
chosen
will
be
implemented,
beginning
with
the
elections
of
the
2024
for
counselors
every
presentation
we've
done.
We
take
the
time
to
go
over
the
rules
that
govern
this
process.
Because.
We
want
to
make
sure
clients
adopt
maps
that
are
legally
compliant.
B
First
is
federal
law.
First
Federal
law
says:
districts
must
have
populations.
Population
sizes,
equitable
within
an
allowable
deviation,
the
following.
We
have
the
voters
act
of
1965,
which
prohibits
the
dilution
of
protected
voters
and
discrimination
based
on
race,,
color
or
membership
of
part
of
a
language
to
ensure
that
non-violent
districts,
voter
law
see
the
racial
and
ethical
demographics
to
ensure
that
communities
of
interest
and
neighborhoods
within
that
protected
class
are
respected.
B
Although
racial
and
ethical
data
can
help
protect
these
populations,
federal
courts
prohibit
electricity
race,
a
predominant
factor
in
determining
the
boundaries
of
the
district.
What
it
means
is
that
the
common
language
can
be
one
of
many
factors
that
we
see,
but
it
cannot
be
the
only
one
the
following
in
the
state
of
california.
There
is
a
law
that
applies
to
cities
that
we
gives
four
criteria
in
order
of
importance.
There
is
a
priority
prioritization
as
soon
as
this
criterion.
B
The
california
election
code
says
that
the
city
comes.
First,
must
ensure
that
the
district
is
geographically
contiguous
What.
Does
it
mean
that
each
district
does
not
have
disconnected
parts?
Second
of
importance?
Boundaries,
o
District
boundaries
cannot
divide
communities
of
interest.
State
law
gives
us
a
definition
of
a
community
of
interest.
B
A
community
of
interest
is
a
population
that
shares
common
economic
or
social
interests
must
be
included
within
an
entire
District
to
fair
representation
and
further
states
that
communities
of
interest
do
not
include
relationships
with
one
with
political
candidates
or
or
for
political
parties
must
also
be
easily
identifiable
for
all
residents.
We
accomplish
this
by
trying
to
draw
boundaries
that
follow
major
natural
and
man-
made
pathways
man.
B
Finally,
fourth
on
this
list,
and
last
and
of
importance
is
to
the
extent
that
it
has
been
practical
districts
must
be
geographically
compact
And,
although
there
are
many
ways
that
compactness
can
be
measured,.
State
law
says
that
a
compact
District
must
not
go
through
high
a
nearby
population
area
in
order
to
accommodate
a
more
distant
population.
Finally,
State
law
says
that
districts
should
not
favor
or
discriminate
against
a
political
group,
and
for
this
reason
we
do
not
include
data
from
political
parties
or
do
not
consider
this
During
this
process.
B
So,
as
you
can
see,
there
is
a
column
here
where
it
says
other
traditional
district
principles
Because.
It
is
important
to
note
that
cities
are
allowed
to
consider
other
factors
and
other
goals
that
may
be
useful
to
their
city
after
or
when
these
goals
are
not
in
conflict
with
the
rules,
federal
or
state
So.
You
have
Federal
State
Law
and
then
you
can
consider
other
things
that
include
in
the
United
States,
so
I'm
taking
this
time
to
go
over
these
rules.
B
B
B
Very
Park
corridors
might
be
larger
than
a
council
district
But.
Normally,
these
communities
of
interest
are
smaller
than
a
district
county.
That
is
a
District,
a
question.
We
ask
Is
if
this
map
divides
the
communities
of
interest
but
which
neighborhoods
make
sense
to
be
clustered
together
within
that
District
So.
This
is
something
that
comes
up
when
we
look
at
these
maps,
and
there
are
many
other
things.
B
Demographic
and
city
planning
and
geographic
data
that
help
us
provide
additional
evidence
for
a
definition
of
what
a
community
of
interest
is.
So
I
wanted
to
take
a
moment
to
thank
all
of
the
members
of
the
public
who
have
participated
and
who
have
given
testimony
about
their
neighborhoods
and
communities.
All
of
this
is
available
on
the
website.
B
There
is
extensive
testimony
regarding
part
of
the
community
and
the
residents.
This
map
shows
the
list
that
you
saw
put
on
a
satellite
image
by
the
ox.
You
can
see
there.
What
can
be
a
neighborhood
or
a
community
on
the
other
or
in
the
case
of
the
grandchildren,
is
also
a
part
So
your
neighborhood,
within
that
community
So
that's
useful
to
be
able
to
review,
and
we
can
also
see
and
we've
added
on
our
interactive
maps
page
a
number
of
layers
that
come
from
the
city's
database
are
made
of
that.
B
B
B
We
see
is
a
if
we
call
it
a
central
area,
a
wheat
fields
well
buy
specific.
It
is
clear
that
This
is
an
area
that
has
concentrated
houses
and
residences
or
similar
interests
and
is
similarly
affected
by
city
politics
So.
One
other
thing
we
find
out
if
this
is
from
the
draft
master
plan,
what
I
showed
you
earlier
was
from
the
current
This
is
the
master
plan.
B
The
draft
is
interesting
because
it
has
a
purple
area
here,
outlined
in
purple
with
signs
that
have
been
identified
using
multiple
variables
as
disadvantaged
communities,
And,
that's
based
on
income
and
other,
with
no
other
indications
of
pollution,
pollution
and
social
vulnerability.
This
may
be
helpful
because
you
have
this
purple
area,
and
you
can
see
that
it's
very
similar
to
the
testimony
that
we've
received
about
communities
of
interest
or
what
might
make
sense
as
a
central
highway
of
the
United
States
So.
This
is
it
Well.
B
B
Brown
dark,
yellow
is
more,
has
more
density
with
neighborhoods
that
have
similar
characteristics,
similar
houses,
perhaps
built
in
different
decades,
and
this
all
that
information
that
helps
us
to
identify
those
communities
not
only
which
one
we
do
not
want
the
districts
to
be
divided
but
which
There
are
communities
and
it
makes
sense
to
unite
them
in
the
same
District.
So
this
is
all
for.
C
B
B
Those
community
residents
know
it
best.
Yes,
we
are
very
excited
to
have
maps
that
have
been
drawn
by
the
public
So
if
six
maps
in
total
were
submitted.
Some
of
these
did
not
meet
the
criteria
of
being
balanced
with
population
or
being
contiguous.
At
the
orion
june
20
hearing
there
were
ten
ancient
popes
who
showed
up
three
of
their
reasoning.
Team
on
council
was
able
to
identify
three
maps
as
focus
maps
map.
Seven,
four
one
hundred
six
and
one
hundred
eleven.
All
of
those
instruments
were
publicly
submitted
maps
one
zero,
six
and
one
eleven.
B
B
Public
hearing
And
these
maps
are
maps
112
to
116,
as
well.
They
were
submitted
by
members
of
the
public.
The
goal
for
tonight
is
for
the
council
to
go
over
the
modified
focus
map
and
the
five
new
maps
and
choose
a
preferred
map,
along
with
an
action
sequence.
What
the
election
sequence
is
for
one,
each
of
the
five
districts
which
one
is
going
to
be,
which
is
going
to
have
an
election
in
26.
B
That's
what
the
election
sequence
is
so
I'm
going
to
give
an
overview
of
these
maps,
highlighting
any
concern
that
we
have
about
legal
issues
that
we
have
to
talk
about
and
address
tonight,
and
differences
between
the
maps
to
help
the
council
and
the
public
understand
what
the
options
are
and
how
they
are
different.
So
I'm
going
to
start
with
the
map
of
cent
approaches
six
b
and
111b.
B
B
B
B
But
it's
in
that
area,
where
the
juror
is
that's
pulling
into
District
two,
that
mobile
home
communities
and
those
high
density
residential
communities.
You
can
see
that
map
106
B
on
the
other
side
maintains
this
section,
not
site
4.
Has
it
this
section?
Arrondissement
2
is
a
bit
of
a
difference,
and
but
I
wanted
to
point
this
out
and
another
difference
to
note
between
these
two
maps
is
the
setting
of
arrondissement
five
on
each
map.
We're
looking
at
arrondissement
five
is
Central.
B
B
B
The
Boundary
line
for
District
two
and
three
and
three
and
four
are
very
similar
and
do
not
change.
Are
the
first
two
focus
maps
that
have
been
revised
or
edited
the
next
one?
We
have
focus
map
one
hundred
and
four.
I
wanted
to
put
it
side
by
side
with
the
new
map
113,
because
both
maps
were
drawn
by
the
same
author
and
the
comments
they
submitted
with
map
113.
It
was
that
it
was
based
on
map
104,
but
some
changes
were
made.
B
So
I
wanted
to
point
out
some
features
of
these
two
maps:
206
or
111.
When
you
see
this
Central
District
District
five,
we
have
what
we
would
have
or
call
non-compact
geographic
Arias,
and
this
number
four
of
importance,
according
to
State
law,
is
at
the
bottom
of
the
list.
But.
We
want
to
think
about
this
anyway.
B
What
this
dense
area
of
America
looks
like,
and
it's
an
explanation
of
why
the
last
maps,
the
last
two
maps
that
I
showed
you
And
on
this
map.
Why
does
it
have
this
leg
and
it's
going
to
be
called
a
leg
that
is
here
showing
itself
in
the
United
States
corridor
Although.
It
is
not
geographically
compact.
However,
there
may
be
a
valid
reason
for
including
it
in
District
Five
because
of
keeping
similar
neighborhoods
and
communities
together.
So
now,
looking
at
the
differences
between
One,
Hundred,
Four
and
One
Hundred
Thirteen.
B
B
Or
less
even
lines,
one
of
the
areas
that
stands
out
here
is
that
there
is
a
change
in
that
leg
in
the
United
States
on
map.
104,
all
the
apartments-
and
you
can
see
the
tour
of
Until,
the
101
and
up
to
23
that
is
here,
is
included
in
the
district
five
of
on
the
map,
104
Now.
When
we
see
that
same
area
of
113
many
apartments
have
been
added
to
District
three,
the
green
district.
B
It's
not
a
leg,
I,
don't
know
what
it
would
be
But,
it's
like
a
wing
that
stretches
to
the
west
and
what
that
is
area,
looks
like
it's
offline,
but
it's
on
it's
on
it's
connected
to
a
portion
of
geocraft
and
what
it's
doing
is
it's,
including
some
Residential
area,
even
in
Jam,
and
this
includes
the
little
houses
all
of
this
is
included.
What
it's
doing
are
two
different
configurations.
You
can
see
that
the
configuration
of
this
west
wing
of
district
five
looks
different
from
one
hundred
four
to
one
hundred.
B
Thirteen
is
another
question
that
we
have,
and
it
is
because
that
particular
area
changes
and
the
reason
we
are
focusing
on
these
areas,
as
I
mentioned
at
the
beginning,
is
that
they
are
not
compact
when
they
are
not
compact.
We
want
to
see
that
there
is
a
higher
ranked
higher
criteria
to
be
able
to
explain
what
is
going
on.
We
also
want
to
make
sure
that
including
one
block
and
not
another
is
not
motivated
by
race
or
ethnicity.
B
B
B
B
Is
a
rather
strange
one
block
picture
in
the
configuration,
and
we
want
to
ask
the
author
of
this
map
why
this
particular
area
is
doing
included
in
district
five
district.
Four
here
you
can
see
includes
north
and
south
of
the
freeway.
Also
each
district
here
is
crossing
a
freeway.
Those
are
things
to
keep
in
mind
with
map
112
and
alberto
neighborhoods
and
communities
and
see
what
makes
sense
for
group
the
points
the
map
114.
B
Is
that
it
does
something
similar
to
district
two,
that
one
hundred
and
six
and
one
hundred
and
eleven
did
And.
This
is
that
it
extends
the
district
to
the
south
of
one
and
pulls
the
property
and
other
other
blocks
from
the
survey.
That's
something
that
defines
the
map
114.
You
can
also
see
the
North
district,
which
is
district
three.
It's
also
compact.
It's
stretching
across.
B
B
B
B
Los
Robles
some
of
these
other
spidery
areas,
northwest
of
the
city.
However,
the
map
always
has
six
legs,
this
non-compact
leg
that
is
out,
and
we
want
to
ask
why
we
want
to
know
the
explanation
for
that.
What
does
it
mean
that
also
map
three
map,
116
District,
three
maps?
116-
is
not
very
compact
either.
B
The
other
thing
that
I
would
mention
that
we
have
here
is
on
map
115,
that
that
boundary
between
district
one
and
district
five
we
see
again
that
uneven
uneven
line.
What
does
it
mean
not
It
is
a
very
identifiable
boundary
or
border,.
So
why
is
it
that
some
blocks
are
included
and
others
are
not
included,?
Why
not
draw
a
more
direct
line
and
These
are
the
questions
we
have
for
115
and
116
And?
B
If
you
need
anything
qualified
or
you
need
more
information
from
me,
I'm
here
to
answer
these
questions
and
then
then
you'll
open
the
public
hearing
and
proceed
with
your
discussion.
Thank
you
very
much
for
the
presentation
of
the
board
of
directors,
any
questions,
the
board
of
directors.
No
sorry
counselor
I
have
Thank
you
Mr.
Mayor,
a
question
that
I
have
is
we
have
several
maps
here
and
I
think
that
the
citizens
thank
the
citizens
for
giving
their
participation
and
their
feedback
and
committing
these
maps.
B
Several
criteria
were
mentioned
of
several
maps
as
they
are
right
now
these
maps
can
be
defended
their
maps,
that
is
to
say,
if
we
were
to
choose
map
six
B
I
think
it
was.
It
is
a
map
that
can
be
defended
as
it
is,
or
adjustments
have
to
be
made
to
ensure
that
we
are
covering
our
side
legally.
It
is
an
excellent
question.
B
A
B
Probably
most
likely,
but
it
all
depends
on
explanations
of
Why-
are
the
border
lines
where
they
are
Yes.
The
council
would
like
to
adopt
one
of
the
new
maps.
We
would
hope
there
will
be
some
discussion
on
the
part
of
the
Council,
so
we
can
put
it
on
the
public
record.
So,
let's
say
ten
years
from
today's
date.
When
you
revisit
these
borders
after
the
2030
survey,
we
have
an
explanation:
why
were
these
moneys
where
they
were-
and
there
could
be
a
discussion
of
this
and
this
would
provide-
would
provide
evidence?
B
And
some
map
was
challenged,
Thanks
one
more
question
in
the
city.
With
this
there
was
discussion
among
the
public
that
leaked
to
our
level
regarding
the
definability
of
the
maps
that
were
presented
last
time
and
how
trustworthy
are
the
activities
that
you
have
been
able
to
have
in
other
cities.
Can
you
address
any
of
these
issues
and
help
clarify
what
is
absolutely
going
on
And?
Thank
you
for
the
opportunity
to
do
so.
B
B
C
B
B
B
And
also
Now,
there
is
a
that
compares
the
voting
population
to
the
voting
citizens
and
back
and
forth
to
members
of
the
public
can
see
the
difference,
and
the
reason
this
is
important
is
because,
when
I
was
talking
about
the
Federal
voter
act,
we
are
talking
about
protected
classes
and
we
want
to
know
where
they
are
if
they
are
concentrated
in
certain
parts
of
the
city.
So
the
case
there
is
no
material
difference.
Looking
at
the
voter
population,
you
found
the
voting
citizens
when
you
want
to
compare
one
potential
District
Compared
to
another.
B
There
is
still
going
to
be
the
same
proportion
of
difference,
so
whatever
data
you
are
looking
at
So
again,
I
think
this
has
been
extensively
resolved
with
a
lot
of
information
on
the
website
and
I
am
happy
to
answer
any
specific
questions
about
the
data.
Thank
you.
Thank
you.
I
want
to
remind
council
members
about
the
three
question
rule
that
the
audience
may
not
know.
B
The
first
criteria,
those
Federal
requirement
that
the
districts
have
equitable
populations
and
my
question
to
you
regarding
this
criteria
is
out
of
all
the
maps
we
are
looking
at
tonight,
which
one
is
closest
to
that
requirement.
In
other
words,
which
one
has
the
least
deviation
from
an
ideal
population
in
each
District.
Yes,.
B
For
members
of
the
public
to
have
a
reference,
the
Federal
Courts
have
said
up
to
a
10%
deviation
is
allowed,
and
the
way
this
is
calculated
is
by
looking
at
the
difference
in
population
between
the
largest
district
and
the
smallest
district
AND.
Why
If
we
care
about
this
because
the
more
equitable
the
districts
are,.
B
Up
to
what
would
be
map
103,,
which
had
a
total
magnification
of
nine
point,
three
percent,,
the
ndc
recommends
that
our
clients
adopt
a
map.
We
don't
really
like
because
of
We
feel
so
comfortable
with
maps
that
have
nine
percent,
because
it's
so
close,
he's
saying
he's
going
for
113,
it's
the
lowest
but
they're
all
within
the
ranks.
Thank
you
talking
about
the
113
map,
I
appreciate
that
you
explained
thoroughly
identifying.
B
B
B
Demographics
and
other
concerns
with
all
these
maps.
The
public
needs
to
know
staff
have
meetings
before
the
meeting
general
and
have
the
public
session,
and
we
talk
about.
We
discuss
different
about
different
maps,
map
concerns
and
we
talk
in
detail
about
it.
The
website
has
been
updated
with
new
maps,
but
there
has
been
no
input
on
these
concerns
as
of
tonight
and
My
question
is
for
what
not,
because
we
are
only
hearing
about
this
right
now
I
can
address
any
I
can
address
this.
B
When
we
had
made
the
maps
with
the
last
public
hearing,
we
had
included
this
type
of
information
in
those
maps
and
when
we
did
the
initial
Powerpoint,
we
did
not
have
this
information.
We
were
He
mentioned
that
the
maps
did
not
have
this
comment.
So.
We
asked
the
demographer
the
demographer.
If
there
were
issues
of
concern,
if
they
could,
please
identify
it
on
these
maps,
and
that
is
why
you
are
seeing
it.
B
It
is
on
the
map
tonight
and
I
appreciate
the
information,
but
I
would
have
I
would
have
liked
it
to
have
been
included
for
the
education
of
the
public.
But
thanks
for
that
answer,
my
final
question
is
in
the
citizen,
age
population
and,
in
contrast
to
the
general
population,
if
we
are
looking
at
voter
representation,
general
representation
I
would
think
the
above
metric
would
have
been
more
important
and
I
have
seen
the
work
and
for
the
work
that
has
been
done
in
disciples,
the
city
of
the
United
States
for
the
department
of
parks
and
recreation.
B
B
To
compare
one
map
to
another,
but
the
final
caution
to
take
is
that
it
is
not
just
drawing
the
boundaries
of
the
district,
where
you
not
only
consider
race
as
a
predominant
factor,
but
in
saying
one
map
over
another,
even
though
the
maps
have
been
drawn
using
primarily
criteria
that
is
not
race
neutral.
We
want
to
be
a
discussion
of
one
map
over
another
based
on
race
or
entity.
B
Thank,
you
mayor
a
point
of
clarification,
just
this
process
that
we
are
reviewing
from
the
districts.
We
have
to
stay
within
a
certain
limited
time.
If
we
go
over
that
time
and
last
long,
substantial
economic
penalties
that
we
are
going
to
suffer
and
the
qualification
point
that
I
am
trying
to
get
to
is
that
we
could
a
map
that
was
presented
tonight
and
we
were
to
decide.
We
like
this
particular
map
But.
Maybe
we
want
to
change
it
a
little
there
a
little
there.
B
B
B
B
B
Yes,
it
can
be
significant,
but
not
in
majority,
and
to
be
a
factor
for
consideration
that
and
what
it
refers
to
legally
legally
is
effective.
District,
for
example,
we
have
the
trend
in
California.
Among
the
protected
classes,
are
Asian
citizens
of
voting
age
that
forty
percent
or
more
is
usually
affected
But
it
has.
B
They
have
to
keep
faith
in
mind
and
when
cases
come
under
the
vr,
they
are
not
just
looking
at
the
numbers,
but
they
are
also
going
back
to
see
if
there
is
a
voter
history
of
this
protected
class
and
not
being
able
to
elect
a
member
of
their
class.
If
there
has
never
been
someone
of
that
protected
group
So,
there
are
multiple
factors.
We
can't
just
focus
on
it
if
there
is
a
plurality,
a
majority
of
this
District,
but
if
they
are
right,
it
is
a
significant
part.
B
B
B
B
B
B
B
Put
two
District
councilors
in
the
same
District.
One
of
you
also
qualified,
but
it
also
looks
like
it's
drawn
to
protect
councilor
districts
for
moving
communities
of
interest
into
113
district.
Three.
This
option
displaces
three
percent
of
communities
of
interest
maps,
113
District
five
and
puts
Wesley
House
into
District
five
members
of
the
said
that
best
aligns
with
District
four
of
the
maps.
113
the
voter's
law
says
that
those
who
are
running
for
election
can
be
considered.
They
have
no
option
to
support.
B
B
This
map
ensures
that
groups
that
have
downloadable
representation
have
been
represented,
have
multi-home
neighborhoods
as
a
renter
in
complexes.
It
is
important
to
me
that
the
heart
of
our
community
be
represented
by
someone
who
knows
us
and
understands
our
place
in
the
rabbit
the
people
of
my
Neighborhood
people
that
the
representation
would
benefit
from
benefit
to
the
entire
city
of
the
United
States.
We
know
that
our
segment
of
the
floral
community
can
help
and
we
want
a
counselor
who
understands
our
needs
and
what
we
contribute
to
the
city.
B
We
also
want
to
honor
the
principles
of
voter
law
and
map.
113
gets
this
done.
I
was
born
in
westlight
village,
but
grew
up
here
almost
everywhere
in
america
over
the
years
and
can
confidently
say
that
map
113
best
represents
my
current
neighborhood
and
adjoining
neighborhoods
at
the
same
time,
I
apologize
You're.
Next
and
after
that
we
have
Very
good.
Sir.
B
B
B
To
at
least
allow
more
representation
for
those
people
who
live
in
apartments
or
come
from
other
multi-family.
Units.
I
am
here
to
ask
the
council
to
sponsor
or
favor
the
one
hundred
and
thirteen
who
are
the
ones
who
play
fairly
represent
the
population,
and
it
keeps
the
communities
of
interest
together
and
I
think
it
provides
an
advance
for
the
population
that
rents
to
have
a
voice.
B
B
Is
all
that
can
be
said?
Thank
you
The.
Next,
one
I
have
we
have
efi
and
after
defi,
sir
two
minutes,
Thank
you
mayor
of
members
of
the
Board
of
Directors
I,
give
my
support
to
one
hundred
and
Thirteen
help
our
city
In
many
ways,,
Map
113
gives
community
members
the
opportunity
to
vote
for
candidates
and
better
represent
their
needs.
The
Voter
Act
is
a
law
that
ensures
fair
representation
and
does
not
allow
discrimination,,
especially
against
those
who
they
are
in
the
vaginalized
communities
Well,.
B
It
also
represents
their
voters
and
when
the
voices
are
heard
and
counted,,
a
representative
community
is
created
when
it
has
to
do
with
houses,
transportation,,
public
safety
and
roads,,
to
name
a
few,.
Our
community
strives
so
that
everyone
can
provide
for
their
families,
equitable
access
to
resources
and
well-being,
and
what
better
way
is
there
to
ensure.
B
Everyone
has
a
voice
for
the
board
of
directors.
You
must
vote
for
one
hundred
and
three
very
well,
the
next
one
and
then
Maelo
weiner
Daniel
has
two
minutes
Thank
you
very
much
I
am
calling
to
support
the
map.
113.
Thirteen
hundred
map
best
complies
with
the
California
Voter
Act
and
also
since
redistricting
is
representation
of
people,
but
business
commercial
interests
should
not
play
a
part,
choosing
a
fair
Pope
and
it
is
important
that
we
pick
and
choose
a
map
that
it
reflects
best
practice
and
map
113.
Does
this
Thank
you
very
much?
B
Ok,
I'll
unsilence
it
very
good
I'm
calling
to
support
the
map
113
district
as
the
most
equitable
and
most
compliant
with
the
law
of
the
California
voter
I.
Think
it
better
deals
with
community
concerns.
The
place
of
business
interests
and
those
who
are
running
are
running
to
get
elected
and
I
always
do
the
communities
of
interest
Thank
you
very
much
you.
B
B
How,
do
you
pronounce
your
name?
You
have
two
minutes.
It
is
pronounced
very
nice
to
meet
you.
You
have
two
minutes,
you
can
proceed.
My
name
is
griselle
and
I
will
also
be
speaking
on
behalf
of
the
United
States
Connection
Club,
and
the
Latino
Leadership
group
under
uba
Toledo
I
agree
with
map
113
as
the
that
best.
D
B
The
goal
with
fair
and
equitable
representation
with
groups
that
are
unrepresented
or
underrepresented,
or
those
with
few
resources,
those
that
are
Latino
or
of
color.
It
can
be
clearly
seen
that
the
council
of
the
United
States
in
some
groups
of
the
community
elect
diversity,
and
for
that
reason
our
city
cannot
be
represented
and
taken
into
account
as
it
should
be.
Map
113
better
ensures
that
Latino
voices.
B
Blaming
issues,
grouping
issues
is
better
than
being
scattered
and
ignored.
Map
113
has
the
least
percentage
deviation
and
population
is
the
closest
in
population
distribution,
while
maintaining
good
representation.
I
have
met
many
amazing
students
who
can
speak
today,
get
involved
in
our
community
to
fight
for
their
voices
to
be
heard
and
change.
The
narratives
of
the
Latino
community.
B
B
B
Good
afternoon
mayor
members
of
the
board
of
directors,
would
I
be
speaking
on
behalf
of
platinum,
crane
connection
and
I
also
support
map
113.
This
map
benefits
all
people
and
helps
give
back
to
communities
that
have
been
somewhat
represented
and
people
of
color
and
the
Latino
population
and
low-income
people,
and
obviously
all
my
life,
and
there
has
been
a
lack
of
presentation,
representation
for
Latinos
and
pardons
of
color.
B
The
first
year
on
the
commission,
I
was
the
only
Latina
growing
up,
enochs
And,
not
having
people
like
I
in
government
in
government,
felt
that
I
have
not
been
represented
and
for
those
communities
that
have
been
somewhat
represented
and
who
live
in
oxx
as
a
young
woman
in
the
city,.
It
gives
me
another
reason
to
move
for
those
who
cannot
this
map
or
the
map
that
is
Chosen
could
potentially
be
used
to
redist
for
redistricting
over
the
next
ten
years.
B
Map
113
benefits
the
entire
city
and
is
a
voice
for
individuals
who
have
not
been
heard
before.
Map
113
is
made
more
to
represent
individuals
who
have
not
been
borrowed.
Thank
you.
After
this
we
have
and
keep
clapping
between
these
So.
We
are
going
to
finish,
but
we
are
going
to
wait
for
each
other.
We
have.
B
Allow
me
to
speak
many
speakers
and
with
the
electronics
regarding
this
matter.
I
want
to
know
why,
because
we
are
afraid
we
have
that
it
is
going
to
be
a
bad
decision
today,
one
that
is
going
to
impact
many
in
the
community
of
the
United
States.
They
have
followed
the
law
following
the
process
of
separating
districts,
but
are
you
following
the
spirit
of
the
law
that
was
designed
to
provide
access
for
the
representatives
who
previously
have
not
had
that
access?
B
B
As
an
organization
was,
the
autism
society
represents
families
living
with
autism
and
partners
with
members
of
the
community
who
have
been
marginalized
by
connecting
people
with
policies.
The
autism
society
relies
on
a
group
of
parents,
family
members,
professionals
and
other
partners
to
respond
to
issues.
B
C
B
Our
vision
on
your
best
place
to
live
in
our
all
over
the
world
for
sick
people,
we
all
have
have
been
empowered.
Their
rights
have
been
protected,
individuals
or
encouraged
to
contribute
their
ideas
and
unique
perspective
are
understood
and
held
by
end
of
life.
Diagnostic
positions
of
power
individuals
baptism
have
the
best
within
hurricane
and
can
offer
and
help
keep
our
community
growing
and
flourishing,
and
after
being
right
that
we
are
in
tonight
that
you
vote
for
map
113
Thank,
you
very
much
for
your
time.
B
B
B
B
B
Just
being
that
point
of
diversity,
I
want
to
make
suffer
the
issue
that
there
are
independent,
California
commissions
determine
the
maps
for
the
2020
survey.
22
jurisdictions,
representing
42%
of
California,
are
now
living
in
a
location
that
was
used
by
an
independent
commission.
The
reason
why
those
independent
commissions,
it
is
obvious
it
is
that
there
are
districts.
There
are
interests
that
are
taken
into
account,
those
who
think
of
running
for
election,
whether
they
are
right
center
left.
B
B
Please
prioritize
the
maps
that
can
represent
members
of
the
community
behave
tonight
and
act
like
you
are
an
independent
commission.
I
think
map
113
is
the
best
map
for
an
inclusive
map
and
a
fair
and
independent
democracy.
I
ask
you
to
adopt
map
113.
We
have
and
later
see
you
Susana
Thank
you
mayor
war,
I
have
lived
in
the
United
States
for
30
years.
The
purpose
of
speaking
today
is
to
provide
feedback.
It
is
an
important
decision
that
is
before
you
today.
B
There
is
something
special
and
unique
about
representing
where
you
are
based
and
last
time
it
is
important
to
choose
a
map
that
is
closest
to
showing
the
Talking
maps
of
your
neighborhoods.
There
is
a
hesitancy
to
adopt
maps
that
does
not
make
sense
and,
however,
you
want
to
explain
it
will
only
create
more
suspicion.
Demographic
suspicion
is
a
difficult
concept
to
bring
to
light
in
an
easy
to
understand
way,
and
that
is
why
I
see
area
four
and
area
3
of
the
maps
area.
Three
captures
my
community
and
community
of
interest
perfectly.
B
B
B
B
Other
members
from
other
cities
have
already
done
this,
but
I'm
glad
they're,
already
doing
it
I'm
introducing
myself
to
aw
tonight.
Maybe
this
is
a
little
weird,
but
I
want
you
to
please
look
at
yourself
Turn
around
to
each
other
and
I
know
it's
hard
because
I've
been
looking
ahead.
Look
at
each
other!
You
can
smile,
okay,
who's,
missing
who's,
that
person
missing
a
woman.
Well,
that's
another
discussion!
B
B
People
in
this
country
have
been
guaranteed
the
right
to
have
a
way
to
express
their
views,
their
ideas,
their
needs.
This,
is
an
opportunity
tonight
to
make
that
important
decision
to
give
those
people
who
have
not
had
a
voice
a
voice
in
this
place.
But
we
are
talking
about
numbers.
I,
don't
do
maps
very
well,
I,
don't
understand
complex
mathematically,
complex
formulas.
What
I
do
understand
are
people
and
I
think
we
need
speak
for
those
people.
Fifteen
seconds,
So
I,
ask
you
to
please
vote
percent.
B
B
The
I
want
to
direct
someone
put
on
Twitter
there
on
Twitter,
put
fake
photos
and
a
fake
account
and
that
my
son
was
put
into
this.
My
son
does
not
have
this
facility
when
he
asked
my
son
if
he
was
willing
to
sign
up
for
district
distribution.
He
came
with
me
and
he
asked
my
opinion
before
making
any
decision
so
he's
not
anyone's
puppet
I,
don't
want
to
say
he's
the
dad
one
hundred
three
the
best
map
I
knew
there
would
be
problems,
and
that
followed
me.
B
B
B
When
the
sidewalks
were
made
in
2022,
it
was
something
big
for
our
neighborhood
because
to
Venezuela
and
well,
we
are
walking
the
streets
But,
well,
a
celebration.
No
no
member
came
to
celebrate
this,
and
if
you
need
to
see
diversity
How,
would
you
like
if
there
were
five
black
people
in
front
of
you,
that
you
had
to
stand
in
front
of
them?
You.
B
Have
two
minutes:
well,
they
were
mentioned.
I,
don't
know
who
they
are.
I
have
a
good
idea
that
we
don't
know
who
they
are.
You
can
insult
me
.
You
can
say
what
you
can
want
to
say,
but
you
can't
change
the
facts.
I
drew
113
last
month
unless
deviation
and
those
are
a
bit
irregular
lines.
The
demographer
should
know
try
to
keep
a
minor
deviation
in
the
tutorial
tutorial.
They
showed
us
How
to
divide
a
block
that
has
to
retire.
B
Second
on
bike,
has
problems
got
scolded
in
north
carolina
for
omitting
critical
information
in
a
case,
I
was
reviewing
and
it
was
I
do
n't
know
the
type
of
trust
in
the
counties.
Los
Angeles
pulled
or
removed
their
application
to
distribute
districts,
because
there
were
activist
groups.
That
said
they
had
political
prejudices
and
they
were.
B
Prejudiced
and
you
can't
draw
50%
Hispanics,
but
you
can't
neither
dilute
the
Hispanic
population
that
is
here
and
because
poverty
and
race
often
correspond,.
That
is
why
race
is
shown
in
this
way
on
the
map
and
when
I
put
the
houses
in
that
District,
district
five
was
for
unite
it
with
areas
like
mine,
where
I
have
lived
for
twenty-four
years.
C
D
B
C
B
B
Along
the
north
boulevards-
and
they
are
people
who
come
from
apartments.
who
have
common
interests
and
I
agree
with
what
has
been
said
so
far.
I
would
like
to
see
more
diversity
on
the
city
council.
I
would
like
to
see
someone
black
on
the
board
and
put
a
woman
I.
Think
the
place
of
a
woman
is
on
the
city,
council
and
I
hope
they
vote
for
the
map.
113
and
you.
B
C
B
B
Good
evening,
nox
board
members,
my
husband
and
I
have
lived
abroad
for
almost
40
years,
and
we
see
our
home
as
part
of
a
community
of
interest
within
wesley.
Most
maps
put
our
neighborhood
the
corridor
or
east
of
we
value
the
113
map,
as
it
is
the
best
map
for
our
city,
our
routine
Keeps
us
within
the
Wesley
area,
called
we
send
our
kids
to
school.
We
go
to
the
movies,
we
go
to
events
in
the
parks.
We
go
for
walks,
everything
within
any
approved
map.
B
B
We
believe
that
it
is
not
placed
in
District.
Five
is
solely
for
two
reasons:
number
one
to
dilute
the
power
of
the
diverse
voices
that
live
in
district
five
and
two
to
foster
protection
of
property
holders
headline
sir,
these
two
reasons
are
legal
concerns
and
we
challenge
you
to
keep
their
points
in
mind.
Avoiding
continued
litigation
is
a
big
concern
and
all
other
criteria
should
factor
into
your
decision.
Now.
By
now,
you
should
be
familiar
with
cracking
terminology
in
relation
to
creating
distinct
voting.
B
B
B
B
Have
lived
in
different
districts,
there
are
differences
in
what
the
neighborhoods
look
like
How,
they
socialize
And
what
they
do
when
one
is
working
on
this
map
as
a
good
way
of
how
these
areas
should
be
maintained
in
a
complete
way,
and
they
are
linked
in
a
way
that
you
may
not
recognize
it
And.
It
has
more
to
do
with
the
condition
of
the
homes
And.
The
map
should
take
into
account
the
characteristics
and
you
do
it
in
a
very
calculated
way.
Thank
you.
B
B
We
protect
our
open
space,
we
have
a
vibrant
business
community
and
we
also
have
a
one.
Informed
Residential
community
has
been
enriched
through
public
participation.
A
community
member
acknowledges
appreciation.
Sir.
Not
only
was
map
104
developed,
which
was
among
the
maps
104
that
were
mentioned
at
the
last
meeting.
Chase
listened
to
your
discussion
and
questions
from
the
public
and
contributed
a
more
refined
map
map.
113
is
excellent
in
complying
with
the.
C
B
And
spirit
of
the
law
and
provides
the
best
opportunity
to
fulfill
the
mission
to
see
justice
and
I
am
proud
that
map
113
the
best
map
comes
from
ourselves.
We
have
many
people
in
the
community
who
will
be
of
themselves
and
working
hard
to
make
life
better
for
everyone.
Chase
stands
out
in
regards
to
this
and
I
want
to
thank
the
lord
and
all
the
residents
who
contributed
to
this
process.
Hopefully,
I
can
share
my
gratitude
and
the
process
to
spread
justice
in
the
city
of
the
United
States
voting
for
the
map.
113.
B
Thank
you
for
following
Diego
García
and
Tae
Gutiérrez
García.
You
have
two
minutes
I
proceed
Good
evening,
everyone,
my
name
is
Diego
García
I
am
here
on
behalf
of
the
shot
connections:
High
School,
you
can
zoom
in
on
your
map.
A
little
bit
more
I
have
lived
a
few
houses,
all
my
life
that
would
be
districts.
Five
of
a
hundred
goes
to
a
hundred
Thirteen.
B
If
the
city
council
did
not
leave
this
new
map,
it
will
allow
the
voices
of
the
minority
to
be
heard,
and
the
favoritism
of
one
community
over
another,
recently
traveled
to
Las
Vegas,
that
my
family
is
seeing
us
and
I
drove
past
many
neighborhoods
I
know
which
communities
would
be
better
compared
to
low-
income
communities
that
were
cared
for
and
were
treated
as
a
lower
priority.
This
connection
to
this
city,
we
see
that
these
communities
are
being
less
cared
for.
They.
B
Are
taking
better
care
of
high-income
communities,
sending
a
message
to
others?
Are
you
from
few
resources
a
person
of
color
or
disability?
You
are
not
a
priority.
My
community
wants
to
be
treated
fairly
and
according
to
your
race,
electricity
or
income,
or
whether
we
can
speak
English
or
not.
The
board
of
directors.
B
B
Stigmatized
being
able
to
use
our
voices
and
express
what
is
best
for
our
community,
and
that
makes
us
proud,.
So
perhaps
the
graduates
did
not
have
the
privilege
of
having
so
much
knowledge
and
after
expressing
the
voices
of
the
community
and
the
diverse
population
communities
that
were
not
served.
So
we
are
lucky
to
be
part
of
this
moment.
B
B
B
Wanted
to
review
to
see
if
it
will
be
obvious
from
one
hundred
and
thirteen
not
on
the
chosen
map,
because
then
it
was
not
chosen.
It
doesn't
matter
anymore
against
that
map.
It
is
there
gilding
the
communities
of
interest
the
communities
represented
today,
and
they
are
just
thinking
in
itself.
If,
for
this,
they
should
be
ashamed.
The
113
is
the
one
I
support.
Thank
you.
B
Dominguez,
it
is
correct,
it
is
appropriate
extension
Thank.
You
I,
want
to
start
by
Thanking
the
staff
board
for
taking
this
important
issue
so
quickly
and
I.
Thank
you
for
your
support
in
moving
this
forward.
I
want
to
thank
you,
the
community
that
has
come
forward
with
large
electronic
numbers.
I
want
to
thank
you.
B
today's
board
of
directors
empathized
that
the
reason
for
map
113
has
to
do
with
socioeconomic
factors,
and
it
was
a
bit
surprising
to
me
that
there
is
emphasis
emphasis
of
what
was
said
about
the
map
instead
of
what
the
map
represents
and
are
the
socioeconomic
factors
that
support
the
community
of
interest
that
make
up
potatoes.
113
So
I
appreciate
that
this
criterion
is
taken
into
account
so
that
it
was
not
presented
in
the
administration
of
opening
this
map.
B
B
Good
evening
I
attended
the
public
hearing
last
month
regarding
this
issue
and
it
was
a
shock
to
me.
The
demographer
for
mdc
said
that
it
will
be
a
high
level
presentation
and
for
15
minutes,
He
did
not
mention
numbers
or
data.
He
did
not
want
to
give
information
on
income
status,
education,
language,
influence
of
language
spoken
at
home.
That
would
help
with
understanding
these
maps
the
not
even
once
in
his
present
high
level
presentation.
He
pointed
out
the
maps
or
the
voter
presentation
or
immigration
not
even
once
presented.
B
B
B
B
I
want
to
correct
the
record
of
the
testimony
in
the
case
of
North
Carolina
by
bike,
never
participated
in
the
distribution
of
districts
in
North,
Carolina
and
Dr..
Johnson
was
invited
as
an
expert
witness
and
was
prohibited
six
part
testimony.
The
judges
in
this
case
dismissed
one
section
testimony.
B
However,
they
accepted
his
testimony
in
final
determination.
The
other
thing
and
I
want
to
correct
a
public
comment
that
we
are
going
to
hear
that
says
considering
headlines
some
constitutional
under
California
law.
This
progression
only
it
applies
to
the
distribution
of
commission
of
the
State.
It
does
not
apply
to
cities.
B
But
also
to
appreciate
that
the
changes
of
one
hundred
and
four
made
them
to
reduce
the
total
deviation
and
I
want
nothing
more
to
the
caution
of
the
Council.
Go
to
the
priority
to
a
super
low
deviation.
More
than
that,
the
state's
criteria
of
having
easily
certified
Boundaries,
keeping
in
mind
that
you
will
adopt
map
113.
B
B
B
Easily
why
it
was
done
that
way,
I
think
I
can
add.
The
decision
between
you
is
similar
to
the
decision.
Many
and
many
cities
have
to
make,
and
it
is
like
minimizing
the
division
of
communities
of
interest
and
neighborhoods
and
balancing
a
variety
of
factors.
However,
we
have
confidence
in
the
maps
before
you.
They
are
strong
and
decisions
must
be
based
on
all
these
criteria.
B
B
B
B
B
B
B
B
B
It
is
a
problematic
city
for
us..
The
issue
is
that
there
are
communities
that
do
not
have
representation
and
I
think
we
have
that
in
the
city
and
there
have
been
others.
We
are
going
to
sue
that
the
ideas
that
we
have
discussions
about
this
go
apart
from
us
and
it
will
close
discussion
and
open
it
for
an
elective
process.
B
B
B
That
does
not
play
the
same
zip
code.
So
I
do
not
appreciate
that
suggestion,
because
it
is
not
accurate
and
with
respect
to
talking
about
policies
unfortunate
specifically
when
the
demographer
has
told
us,
and
the
law
has
said
that
this
cannot
be
part
of
this
discussion.
That
is
not
my
opinion.
It
is
what
the
law
says.
B
B
B
With
the
demographic
options
for
men
to
be
productive,
thanks
for
your
comments,
I
want
to
do
the
following
last
meeting.
We
agree
to
consider
the
maps
approaches
these
six,
so
I
'm,
going
to
put
those
aside
for
now,
I
'd
like
to
open
the
expression
to
maps
112
116.
Does
any
member
have
any
comments
about
those
and
based
on
that
we're
going
to
talk,
we're
going
to
take
the
vote
and
we're
going
to
ask
if
some
members
of
the
Council
they
like
112
116,
declare
Which
one
they
like
Then.
B
B
That
divides
the
boulevard.
I
do
not
I
like
the
boundaries
that
are
jagged.
In
my
perspective,
so
I
highlighted
this
in
the
last
meeting
when
we
were
talking
about
making
sure
the
properties
of
interest
were
minimized,
this
map
is
given
a
different
direction.
Well,
emphasis.
We
do
making
sure
the
property.
B
B
B
B
B
B
There
are
values,
To,
listen
to
everything,
they
have
to
say
And
to
talk
about
some
of
these
maps.
I
had
a
lot
of
questions
regarding
how
this
map
was
drawn,
and
it
seems
a
little
out
of
the
ordinary
to
have
this
leg.
That's
over
there
on
the
side
and
that's
why
I
was
doing
questions
about
this
and
it
has
to
be
with
tribes,
and
it
has
to
be
a
Solid
Group
on
the
map
and
problem
several
maps.
B
B
I
decided
that
that
map
did
not
adequately
represent
an
area
or
a
community
of
interest.
However,
Compared
to
map
one
hundred
and
eleven,
a
Sorry
113
to
115
I
noticed
that
the
immigration
status
is
higher
on
the
map.
116,
the
status
of
people
who
have
been
naturalized
is
the
same
percentage
of
people
who
speak
Spanish
at
home,
30%,
28%
and
116.
B
B
B
C
B
One
four
one:
eight
that
is
put
aside
because
no,
they
do
not
qualify,.
So
let's
go
to
the
map
112
to
113,
I'm,
going
to
ask
the
members
of
the
council
to
give
their
vote,.
You
can
vote
from
zero
to
everyone
regarding
any
chosen
one
and
I'm
going
to
keep
the
account,
Mrs.
Sanitary,.
Can
you
do
the
same
mix
among
the
more
votes
And?
B
We
are
voting,
we
are
just
seeing,
which
ones
qualify
to
be
a
voter
to
be
voted.
I
have
nothing
against
Florida
Listen
to
everything
very
technically,
but
for
you
to
mention
that
something
looks
funny
a
little
out
of
your
characteristic
use
the
technical
term
but
well
point
12,
116
I
could
not
