Standing committee meetings are held to hear information from staff and the public. There are two standing committees of Council:
1. City Finance and Services
2. Policy and Strategic Priorities
Open to the public

My
name
is
Michael
Yamamoto
and
I'm.
The
artistic
director
of
theater
replacement
Society
here
in
Vancouver
I,
wanted
to
express
theater
Replacements
support
for
the
cultural
operating
Grant
recommendations
that
are
being
considered
today
as
one
of
the
organizations
that
is
being
recommended
for
an
increase
this
year.

The
Isen
panto
theater
replacement
is
struggling
currently
with
capacity
on
many
levels,
we're
also
an
organization
that
is
moving
through
a
big
transition
which
is
not
unrelated
to
the
pandemic.
These
these
last
two
years
have
seen
our
artistic
Community
take
several
hits,
and
rebuilding
and
re-energizing
is
going
to
take
a
lot
of
work.
It's
going
to
take
time.
It
needs
to
acknowledge
that
current
priorities
and
strategies
around
cultural
planning
require
more
resources
and
capacity
to
do
things
properly.

It's
going
to
require
that
the
recognition
that
often
as
artists,
we
are
called
upon
to
help
make
sense
of
what
is
happening
in
the
world
and
to
create
space
for
change
in
our
city
and
for
us
it
feed
a
replacement
to
do
this
work,
which
is
work
we
believe
in
fundamentally
we
it
requires
more
Operational
Support.
It
requires
core
funding
that
is
going
to
see
us
not
only
through
but
past
this
time,
and
so
this
increases
key
to
our
survival.
Core
funding
increases
are
key
to
the
survival
of
arts
and
culture
in
Vancouver.

They
are
key
to
Vancouver
remaining
on
par
with
other
cultural
centers
around
the
world.
I'd
also
like
to
say
that
I
strongly
support
the
assessment
committee
feedback
included
with
the
recommendation
and
I
hope
that
these
Reflections
and
ideas
from
my
respected
peers
and
colleagues
can
be
deeply
considered.

planning
for
arts
and
culture
in
our
city
moving
forward
again,

when
it
relates
to
our
team
at

city

Vancouver,

Away,

how
incredible
they
are

a
big
fan
and
they
do
an
amazing
job
and
they've
won
awards.
So
that's
not
a
question
at
all.
There's
actually
no
question
here
our
view.
It's
more
and
it's
kind
of
like
a
coach.

assessment

you

like
very
objective,
pragmatic
lenses
to
make
recommendations
and
to
to
the
second
part,
and
so
it's
not
a
critique
on
our
team
very
far
from
it.
It's
to
augment
what
they're
doing

that's
healthy.
The

second
thing
is
reporting
to
council
wall.

no
mistake
about
anything
that
any
recommendations
that
we
are
are
going
to
implement
will
be
fully
discussed
at
Council
and
voted
on
and,
like
I
said
earlier,
this
this
task
force
was
put
together
to
fully
reflect
all
corners
of

city,
and
so
you
do
have
a
lot
of
individuals.
If
you
have,
you
know
pretty
stellar
backgrounds,
especially
as
it
relates
to
finance,
but
you
also
have
you
know
you
know:
representation
from
a
First
Nation
reckon
representation.

have
a
lens
of
reconciliation.
You
have
representation
from
the
Vancouver
Board
of
Trade
through
Bridget
Anderson,
and
you
also
have
a
representation.
You
know
not
that
there's
you
know
a
I
hate
to
say
you
know
different
political
affiliations,
but
Joy
mcphail,
who
is
well
known
throughout
our
Province
and
our
country,
and
if
people
are
worried
about
objectivity,
Joy
actually
endorsed
the
other
guy.
So
to
speak.
So
I
make
no
mistake
about
it.
There's
a
broad
base
and
diverse
lens
on
this
task
force
to
make
sure
that
everyone's
represented.

Great
start
by
saying,
I
appreciate
the
the
range
so
to
speak,
of
people
on
the
task
force,
I'm,
always
interested
in
us
getting
extra
feedback
and
I
particularly
appreciate
councilor
Carr's
question
and
the
mayor's
response
about
the
pub
transparency
of
this
information
and
giving
the
public
enough
time
to
be
able
to
see
and
digest
and
have
input
on
the
feedback
prior
to
the
budget.
So
broadly
happy
to
support
this.
The
concern
I
keep
hearing
is
sort
of
that.

Hoping
Council
will
support
my
interest
in
in
reassuring
some
of
the
public
that
this
task
force
isn't
sort
of
out
for
blood
in
terms
of
some
of
these
most
vital
Frontline
services,
but
that
it
really
is
about
taking
that
bigger
lens,
not
just
with
a
kind
of
business
focus,
but
with
a
people
focus
and
so
I'm.
I'm.
Asking
in
this
amendment
that
the
scope
of
the
task
force
be
amended
to
specifically
rule
out
cuts
to
Frontline
services,
including
housing
and
homelessness
services
and
Arts
and
Cultural
services.
I
Thank

councilor
Boyle
for
this
amendment
here
I
actually
am
concerned
that
we
would
be
throwing
additional
parameters
around
this.
That
would
not
necessarily
guide
this
in
the
direction
that
I
think.
The
original
intent
of
the
motion.
I
I,
think
that
the
the
suggestion
that
we're
going
to
be
in
impacting
the
services
that
are
described
is
I
think
it
needlessly
makes
it
look
like
that.
This
is
what
we're
were
the
task
force.
I
No
such
a
sort
of
parameters
are
put
in
place.
So
during
that
time,
I
recall
that
there
were
overlaps
and
duplication
of
services
that
were
happening
and
so
I
think
the
reason
I
I'm
not
going
to
be
supporting
this
amendment
is
because
number
one
I
think
that
the
the
tone
of
the
the
amendment
itself
is
I.
I
Think
again
needlessly
makes
it
look
like
we
are
targeting
Social
Services,
which
is
not
the
intent
of
the
of
the
task
force
and
I
also
think
that
we
actually
need
to
look
for
ways
that
we
can
enhance
these
kinds
of
services
by
making
sure
that
they're
properly
delivered
and
by
the
by
the
right
people
and
have
the
right
budgets
for
them.
So
I
will
not
be
supporting
this
amendment.

a

of
things:

know
there
there's
an
analogy
drawn
to
business,
focus
versus
people,
focus
and
I
would
say
they're
one
of
the
same.
Our
business
is
people,
that's
what
the
city
of
Vancouver
is,
and
so
there
will
definitely
be
focus
on
people.
You
know
the
way
the
city
can
be
even
better
at
what
we
do
is
when
we
support
our
people
even
more,
and
so
I'd
like
to
draw
that
sort
of
focused
in
the
analogy.

Sorry
I
put
this
task
force
together
with
the
view
of
having
an
incredibly
balanced
view
with
different
lenses
to
make
sure
that
it,
it
really
meets
the
outcomes
of
what
we're
trying
to
achieve
as
a
city,
but
also
to
have
an
honest
assessment
as
to
what's
going
on,
and
it's
going
to
be
pragmatic
and
can
be
incredibly
transparent.
Then
we
can
actually
debate
the
outcomes
in
this
chamber
to
see
if
we
want
to
pursue
them
or
not.

The
city
is
spending
and
where
the
senior
Government
funding
and
priorities
are
coming
in,
so
I
actually
think
that
we
would
be
kind
of
cutting
our
nose
off.
You
know,
proverbially
to
put
constraints
around
this.
One
and
I
would
like
to
have
a
broad
review
that
comes
back
and
if
we
find
out
that
we're
doing
a
fantastic
job,
amazing,
and
if
we
have
opportunities
to
kind
of
look
at
sort
of
rejigging,
how
we
do
things
and
how
funds
are
allocated,
then
I
think
it's
incumbent
upon
us
to
look
at
that
as
well.

so.
For
that
reason,
I
support
an
objective
and
an
open
review
and
I
would
note
again
that
the
city
hasn't
done
one.
Those
two
external
departments
have
a
City.
Vancouver
has
never
done
that,
so
to
kind
of
put
constraints
on
that
and
say
that
we're
not
open
to
that
officially
I
think
it's
really
important
and
I
would
also
note
too,
that
there's
been
a
lot
of
dialogue
in
the
public
eye
around
housing.
Look
at
the
review
of
BC
housing
that
is
happening
now.

People
are
awaiting
that
report
to
come
out
and
I
think
with
a
degree
of
interest
and
transparency,
because
when
we
are
dealing
with
a
housing
crisis
and
one
of
the
most
critical
issues
of
our
time
as
a
resident
of
Vancouver
I
want
to
know
that
those
funds
are
being
spent
as
well
as
they
possibly
can,
and
so
for
us.
You
know
first
to
say:
yes
absolutely.

support

and
the
reason
is
that
it's
very
clear
in
this
amendment
that
it's
the
term
or
the
word
cut
that
is
important.
Now
I
have
heard
responses
back,
including
from
the
mayor
that
that
there
may
be
additions.
That's
fine!
This
motion
does
a
lot
in
any
way
of
the
sorry
obscure
the
fact
that
there
might
be
additional
monies
or
or
ways
of
doing
anything
Etc
it's
about
the
cuts.

think
that
that
counselor
Boyle
expressed
concern
around
as
do
I,
so
I
I'm,
and
to
the
point
raised
by
counselor
Kirby
young,
the
reviews
that
were
done
by
Vancouver
Fire,
Rescue,
Services
and
The
Vancouver,
Police
Department,
and
there's
up
identifying
the
need
to
add
Staffing
to
add
money
into
those
budgets.
So
again
that
would
not
be
a
problem
with
this
particular
Amendment.

feel
like
it's
a
bit
of
a
waste
of
time
to
make
this
speech
it's
not
going
to
pass,
but
the
intention
was
not
to
rule
out
examining
the
effectiveness
of
services
and
making
sure
we're
getting

best

dollars.
It
was
simply
to
say
these
are
priorities
that
we
won't
be
cutting
and
I
hear
people
saying
that
more
broadly,
so
I
am
confused.
Why
we
won't
be
supporting
adding
it
here,
but
I
won't
waste.

comment
is
that
I
really
appreciate
the
fact
that
the
mayor
has
brought
this
forward
I
think
doing
due
diligence
in
a
review
on
a
regular
basis
is
really
important
and
I'm
looking
forward

Fresh
eyes,

not
presupposing
any
outcomes
again
some
areas,
we
could
improve
some.
We
might
be
doing
great
some.

result
in
Sharing,
appropriate
Staffing
levels
and
Council
Rose
to
that
challenge
and
supported

so
I
hope
we
can
all
take
a
positive
step
forward
around
this,
because
I
do
think
that
we
need
to
bring
people
together

city

supporting
the
services
that
matter
to
them
as
effectively
and
efficiently
as
we
can.

little

weeds
here,
and
this
is
another
reason
why
I
can't
support
the
amendment
as
as
has
written
and
I'm
going

very
illustrative
example:
that's
not
relevant,
but
you
know,
but
the
way
this
amendment's
written.
Let's
say
we
found
that
we
had
a
VCR
repair
person
that
we're
spending
ten
thousand
dollars
on
now.

want
the
the
task
force
to
have
the
ability
to
say
well,
no
one
uses
VCRs
anymore
and
so
that
ten
thousand
dollars
you
know
we
shouldn't
be
spending
on
it,
and
then
they
have
the
opportunity
to
say
the
best
utilization
of
that
ten
thousand
dollars
is
still
in.
You
know
a
department
if
if
it
was
in
housing
or
they
can
say,
we
get
more
leverage
in
putting
that
ten
thousand
dollars,
the
best
utilization
of
that
funds
would
be,
let's
say
in
Fire
and
Rescue,
Vancouver,
Fire
and
Rescue
Services.

The
way
this
motion
is
written
or
the
amendment
does
not
allow
for
that
and
so
I'm
very
confident
that
we
have
an
amazing
task
force
that
represents
all
sides
of
the
city
in
different.
You
know
different
perspectives,
and
we
want
them
to
be
able
to
come
into
this
chamber
or,
like
present
in
such
a
way
that
then
we
can,
as
elected
officials,
we
can
make
this
decisions
and
out
on
them
and
fought
on
them.
So
I
will
not
be
supporting
the
motion.

So
I'm
disappointed
that
the
first
one
didn't
pass,
but
I
did
hear
that
we
should
be
not
narrowing
the
scope
of
broadening
it.
My
second
amendment
is
to
include
the
Vancouver
Park
Board
in
the
scope
of
this
Task
Force
review
and
will
again
not
waste
too
much
time,
but
just
to
say
we
certainly
hear
from
the
public
and
share
around
this
table
a
priority
priority
to
make
sure
we're
building
good
public
spaces
and,
of
course,
making
the
best
use
of
those
public
funds
to
maximize
public
outcomes
in
those
spaces.

Every
dollar
is
an
important
one.
I'm
intimately
familiar
having
been
a
past
part
board,
commissioner
and
chair
with
the
part
board
budget.
It
sits
anywhere
around
notionally
130
million
dollars,
it's
Unique
relative
to
other
City
budgets,
because
it's
the
only
one
where
about
50
percent
of
the
money
is
actually
raised
through
fees.
So
that's
people
going
to
a
community
center.

Think
that
we
all
recognize
that
the
library
and
the
park
board
have
independent
boards,
but
they
are
certainly
smaller
components
of
the
budget,
but
again
they
have
a
different
governance,
but
they
are
have
already
within
their
own
governance
structure.
Undertaking
that
fiscal
work
so
I
think
that's
important
perspective
here
is
that
the
park
board
wasn't
left
out,
but
there
was
a
recognition
that
the
part
board
is
taking
a
deep
dive
into
its
own
expenses.

I
appreciate,
including
this
amendment,
I,
think
looking
at
our
last
budget,
there
was
152
million
dollars
that
we
invested
into
parks
and
and
and
to
counselor
Kirby
Young's
comments
about
the
auditor.
General
I
was
of
the
impression
that
this
was
running
parallel
and
independently
of
the
auditor
general
process
altogether,
which
is
obviously
looking
at
various
aspects
of
City
budget,
but
not
certainly
duplicating
the
work
of
the
auditor
general.

So
when
people
think
about
the
city
services,
it's
often
community
centers,
Parks
trees
that
are
up
kept
by
Park
Board,
all
those
kind
of
things
that
really
matter
to
Vancouver
rights,
I.
Think
if
we're
having
this
deep
dive
with
recommendations
of
outside
opinions
on
on
our
budget
matters.
This
is
a
prudent
thing
to
include
so.

them
was
a
recent
decision
by
the
park
board
to
tear
up
the
bike
lane
at
Stanley
Park,
with
a
commitment
that
at
a
much
greater
cost,
would
re-establish
at
some
later
date.

the

planting

giving
us

money

maintain

trees.

don't
as
arborists,
we
don't
get
to
go
out
and
actually
assess
those
trees.

went
down
Barkley
this
morning
and
to
see
that
tree
that
fell
on
that
almost
killed.

man
fell
on
an
apartment,
block
and
I
could
I
looked
at
the
roots.
I
got
a
photo.
If
anybody
wants

it,
there's
no
roots,
I
mean
they'd
all
rotted
out.
So
I
really
do
think
that
a
good
look
at
the
at
the
services.
Fair,
is
again
without
cuts,
but
a
good
look
at
the
services
and
what
we're
putting
money
into
in
a
synchronistic
way
with
Council
decisions
is
a
good
idea.

point

want
to
make
again
is
there

overlapping
Services,

think
about
the
maintenance
of
trees,
but
also
other
medians
and
public
spaces,
and
the
large
question
that
we
get
increasingly

winter

snow
removal

job?
What
piece
of
that
is

would
love
for
us
to
be
looking
at?
How
are
we
dividing
up
the
jurisdiction
on
those
pieces
and
what
makes
the
most
sense
in
terms
of
getting
that
work
done.

should
be
included
in
the
scoping
of

Park
Board,
because
we
have
part
guys
who
go
out
and
do
that
work
already.

we
need
to
duplicate
services
with
Engineers,
separate
crew,
doing
that
kind
of
work?

questions
that

would
like
to
hear
answers
to
and
I
think,
if
we're
bringing
in
experts
to
do
a
deep
dive
analysis
and
make
those
recommendations.
Maybe
it's
worth
taking
a
look
at
I,
don't
know
that
we
necessarily
need
to
ask
permission
of
the
park
board
because
again,
we
are
at
the
end
of
the
day
responsible
for
allocating
a
sizable
chunk
of
budget
to
their
request.

that's

role
as
council
is
to
improve
the
operating
budget
that
includes
154
million
dollars
for
Park
board.

concern

crisis

terms

needing
to
ramp
up
our
actions.

Amendment
here
is
to
ensure
that
we
rule
out
actions
to
climate
emergency
actions.

be
efficiencies

no
doubt
that
could
be
found,
but
I
just
want
to
make
sure
that
we
all
recognize

this
Council
table
that
we
are
not
spending
enough.

are
not
doing
enough.

reducing

emissions
enough

crisis
deserves
our
attention
in
terms
of
making
sure
that

perhaps
fund
another
priority

that
that
funding
does
not
come
from

action

we
must

around
climate
mitigation

adaptation.

need

doing
more
in

what
we
need
to
be
doing

climate

investing
in
the
most
efficacy,
efficacious
programs
that
will
actually
deliver
the
highest
and
best
reduction
in
ghgs
and
again
we
don't
necessarily
know
what
those
are
and
those
change
over
time.

science
is
changing
and
evolving
over
time.
The
environment
is
changing
over
time.
Things
that
we
thought
previously
made
sense.
Don't
necessarily
now
we're
moving
from
RNG
to
electrification,
we're
having
to
look
at

terms
of
changing
our

building
climate,
that
new
technologies
are
coming
in,
like
Mass
Timber,
there's
all
types
of
movement
and
evolution
in
climate
science
that
we
need
to
be
flexible
to
adapt
to
so
so
to
say,
we're
not
going
to
cut
any
to
me
would
remove
any
flexibility.

reductions
and
this
sort
of
just
sets
the
strategy
in
stone
at
a
moment
in
time,
and
you
know
to
use
kind
of
a
sort
of
a
natural
world
analogy,
you
can
try
to
set
it
in
stone,

fact

our
environment
is
actually
changing
around
us
with
atmospheric
floods
and
heat
domes
and
all

we
are
don't,

not
remain
flexible
enough
to
change
with

think
that

we
would
be
doing

disservice

chamber
is
fully
committed
to
climate
reduction.

should

able

insight
to

those
pragmatic
decisions

be
better
invested
where

leverage

restrictions
on

task
force

limits

recommend
defeats.

have

negative

people

assumption

are

leaders

money

Vancouver

Improvement
Association,
also
known
as
downtown
band,
supports
this
motion
put
forward
by
counselors,

Meisner
increasing

doubling
the
frequency
of
events
allowed
each
month
under
the
bylaw
will
increase
sorry,
we'll
create
greater
flexibility
for
the
arts
and
culture
sector
and
we'll
support
an
industry
that
remains
overwhelmingly
vulnerable
to
displacement.

The
importance
of
a
thriving
art
and
culture
sector
cannot
be
underestimated,
particularly
as
we
continue
to
emerge
from
the
pandemic
and
seek
opportunities
with
connection
gathering
at
cultural
events,
reduces
isolation,
builds
connections
and
creates
Community.
Moreover,
it
helps
develop
pride
in
local
Traditions
cultures
and
helps
promote
a
sense
of
belonging
and
involvement.

the
creative
economy
plays
a
vital
role
in
the
economic
development
of
our
city

job

support

small
businesses

and

providing

economic

Vancouver
number

It's

supports,
like
I
said
it
supports
local
businesses.

two
more
people
are
on
the
street,
which
supports
Community
safety
initiatives,
and
it
really
does
increase
the
morale
of
of
city
and
of
members
of
our
city,
and
it's
it's
just
critically
important
how
we
recover
from
the
pandemic.

Eastside
studios
in
2018
and
I've
been
producing
queer
cultural
events
in
Vancouver
for
over
15
years,
including
man
up
and
all
genders
monthly
drag
Cabaret
that
has
operated
in
traditional
and
pop-up
venues
since
2008.
I
also
serve
two
terms
on
the
city's
arts
and
culture
advisory
committee
between
2019
and
2022..

Eastside
Studios
is
a
queer
and
trans
owned
and
operated
organization.
We
are
home
to
a
myriad
of
queer
Arts,
cultural
and
community
events
in
Vancouver
and
have
overcome
countless
challenges
in
our
commitment
to
continue
to
serve
our
community.
We
are
a
hub
of
queer
entertainment
nightlife.
Excuse
me,
advocacy
and
fundraising,
and
we
place
trans
and
bypoc
programming
at
the
Forefront
with
past
and
ongoing
Partnerships,
including
the
Vancouver
Pride
Society
Hogan's
alley
Society,
the
van
Vogue
Jam
society,
and
many
many
more
since
our
founding.
In
2018.

O
Centered
event:
hot
latch,
a
queer,
indigenous,
organized
and
centered
event,
which
have
grown
to
become
important
Trailblazers
for
other
queer
programming
for
racialized
members
of
our
community.
These
events
and
many
others
like
them,
were
born
in
our
venue
and
likely
would
never
have
otherwise
in
traditional
nightlife
spaces,
which
are
notoriously
unwelcome,
unwelcoming
or
blatantly
unsafe
for
queer
trans
Femme
and
racialized
artists
and
organizers
in
our
community,
we
are
pioneers
of
safer
spaces.
We
have
Partnerships
with
nonprofits
and
Independent
Artists
through
our
provision
of
accessible
art,
studio
rentals.
O
In
addition
to
the
events
programming
part
of
our
business,
our
ability
to
do
this
relies
on
our
use
of
building
slated
for
demolition,
which
are
therefore
less
expensive
for
us
to
lease.
But
at
the
same
time,
this
forces
us
to
have
to
change
locations
and
start
over
again
and
again
at
tremendous
expense.

It
threatens
our
very
viability
as
whereas,
as
well
as
our
ongoing
ability
to
provide
the
services
and
events
that
we
do
by
only
allowing
three
events
per
month.
We
are
forced
to
choose
only
our
most
profitable
events
and
deny
bookings
by
groups
and
events
that
may
have
extremely
high
cultural
and
artistic
value,
but
don't
necessarily
generate
sufficient
ticketing
or
bar
sales
revenue
to
cover
a
costs.

We
procure
bcldb
special
event,
liquor
permits
as
needed,
but
these
licenses
are
also
limited
to
three
per
month
and
24
per
year,
but
for
some
reason
the
province
allows
up
to
three
event
dates
to
be
included
on
a
single
special
event,
liquor
permit,
which
means
that
up
to
nine
event,
dates
per
month
can
in
fact
be
licensed
for
liquor
sales
at
a
location.
Although
the
city's
Arts
event,
licensing
program
also
allows
up
to
three
event
dates
on
a
single
license.
Each
of
these
dates
is
counted
towards
the
three
per
month
limit.

So,
ultimately,
we
can
liquor
permit
nine
dates
in
a
month
with
the
province,
but
we
can
only
event
license
three
dates
per
month
with
the
city.
We
recommend
that
the
city's
Arts
event
licensing
program
lift
the
per
month
limit
to
at
least
three
dates
per
week
or
12
dates
per
month
with
no
annual
cap.
While
we
would
still
be
subject
to
the
provincial
limit
of
nine
liquor
permitted
event
dates
per
month,
it
would
at
least
leave
rooms
to
event
license
a
few
additional
dates
in
the
month
that
did
not
involve
liquor
sales.

Alternatively,
at
the
very
minimum.
Raising
the
limit
at
the
city
level
to
just
nine
dates
per
month,
would
at
least
harmonize
the
city
bylaws
with
the
provincial
liquor
licensing
regulations
and
allow
a
total
of
nine
dates
per
month
to
be
licensed
at
both
levels
of
government
additional
to
amending
the
monthly
and
annual
event
permit
limits.

like
to

letter
to
Council
on
this
issue,
with
the
important
note
on
the
event
capacity
limits
as
well.

Arts
event
license
program
caps
out
at
250
people
capacity
Max,
regardless
of
the
physical
size
of
the
warehouse
or
industrial
space
in
question
and
its
fire
safety
features
we'd
like
to
see
this
Revisited
so
that
the
fire
marshal
will
be
empowered
to
assess
the
actual
safety
limitations
of
the
space
and
authorize
capacities
above
250
if
they
deem
appropriate.
There's
also
irrational
discrepancies
between
event,
capacity
limitations
for
indoor
and
outdoor
events
that
need
to
be
reconsidered.

Events
like
Eastside
Studios,
have
Against
All
Odds
in
such
an
expensive
city
with
so
much
red
tape,
nourished
and
expanded.
The
vibrancy
of
Vancouver's
cultural
landscape.
I
can't
begin
to
overstate
our
impact.
Anti-Trans
legislation
is
seeping
its
way
across
the
border,
showing
an
increased
need
for
community
and
safe
spaces.
Vancouver
is
increasingly
a
global
queer
tourist
destination,
and
a
nurturing
of
our
nightlife
scene
in
cultural
programming
would
only
add
to
its
attractiveness.
This
and
marketability.

limited
for

The
first
one
is.
It
was
really
interesting
to
me
when
you
said
that
basically
Vancouver's
guidelines
are
more
punitive
than
the
rest
of
the
province.

Yep,
that's
that's
my
understanding.
I
have
not
don't
really
have
the
ability
to
move
outside
of
Vancouver
or
transfer
our
operations
outside
of
Vancouver,
so
I
haven't
actually
done
a
deep
dive
into
what
you
know.
Burnaby
or
new
Esther,
or
you
know,
adjacent
suburbs
would
would
be
subject
to,
but
but
yeah
it's
not
harmonized
at
the
provincial
level.
So
it's
specifically
Vancouver
that
is
limited
in
a
different
way.

really
just
trying
to
delve
into
a
little
bit
more
around
sort
of
the
notion
of
safe
spaces,
and
you
touched
on
that
and
said
the
events
aren't
necessarily
a
fit
for
traditional
venues,

talk
a
little
bit
more
about
that
and
sort
of
what
the
impact
on
community
is?
If,
by
limiting
these
events,
yeah.

It's
simply
a
different
experience
and
a
richer
experience
when
you're
surrounded
by
your
own,
so
I
think
these
spaces
that
are
specifically
like
produced
and
organized
and
curated
by
members
of
the
queer
Community
are
really
essential
to
to
understand
that
the
nuances
that
that
are
needed
to
create
that
that
safety
in
in
terms
of
like
I,
mean
I,
could
go
on.
But
I
hope
that
answers
your
question.

for
all
your
work
in
the
community
I've
been
to
many
of
your
events
and
they
are
fantastic.
You
talked
a
lot
about
the
importance
of
the
safe
spaces
that
this
creates
for
queer
people
and
marginalized
people.
I
know
that
many
of
these
events
also
have
a
sexual
health
component
to
them
as
well.
There's,
for
example,
testing
on
site
that
sort
of
thing
connecting
them
with
resources.
Could
you
speak
a
little
bit
to
that
in
the
benefits
of
that
for
people
in
the
community.

have
the
Health
Initiative
for
men
that
provides
as
well
as
the
Vancouver
Coastal
Health,
which
will
provide
like
free
harm
reduction
supplies
and
Sexual
Health
supplies.
So
it
really
is
like,
as
queer
Community
has
been
for
many
decades,
a
space
of
education
and
access
to
resources
that
that
are
not
necessarily
readily
available
to
folks
in
in
broader
Society.

absolutely
it's,
it's
I
can't
overstate
the
the
economic
impact
of
not
just
the
you
know,
folks
who
are
employed
by
us,
but
I
mean
folks
have
you
know,
started
small
businesses
under
our
roof.

individual
who
took
on
the
buddy
system
has,
you
know,
operates
it
as
their
own
sole
proprietorship
now,
and
we
contract
them
to
hire
these
folks.

So
this
is
just
what's
happening
within
you
know
our
walls,
but
but
outside
of
of
them
I
mean
with
with
greater
you
know,
event
access
and
permit
access
per
per
month
and
and
capacity
considerations.
Reconsidered
I
mean
the
the
spillover
effect
to
neighboring
businesses,
and
you
know
the
employees
that
are
coming
just
even
day
to
day
during
the
week
outside
of
events.
Who
are
you
know,
patronizing,
the
local
cafes
and
stuff
in
in
the
neighborhood
is,
is
really
significant.

clarify

had
a
few
specifics.
This
sort
of
ask
in
this
motion
is
a
pretty
broad
review
and
I

make
sure
I
hear,
and
we
hear
clearly
aligning
the
number
of
dates
that
the
city
allows
with
the
province.
That
nine
would
be
one
quick
step.
What
are
the
other
specifics?
You
would
like
to
see
come
back
to
us
for
changes
this
spring
yeah.

think
more
than
nine
would
be
even
better,
but
if
it's
a
more
sensible,
accessible
amendment
to
Simply,
harmonize
it
at
the
provincial
level
like
we'll
gladly
accept,
but
yeah
more
than
nine
would
be
great
indoor
events
under
the
arts
and
arts
event
licensing
program,
regardless
of
the
square
footage,
regardless
of
the
number
of
fire
exits
regardless
of
the
life
safety.

know
amenities.

The
the
licensing
program
only
allows
up
to
250
people
to
be
licensed
at
that
location.
So
we'd
like
that
to
be
looked
at
again,
so
that
all
of
those
other
factors
can
be
considered
and
a
capacity
can
be
issued
to
a
space
that
is
more
reflective
of
its
actual.
You
know
physical
amenities
and
the
you
know
organizational
practices
around
safety
and
there's
also
I
think
a
need
for
the
there's,
also
I,
believe
under
the
Arts
event
licensing
program.

cannot
include
outdoor
space,
so
there
are
many
many
spaces
around
the
city
in
these
industrial
zones
and
and
Warehouse
spaces
that
might
have
like
an
adjoined
parking
lot
area.
That
would
not
only
increase
the
capacity
if
they
were
allowed
to
be
considered,
but
would
just
you
know,
be
more
coveted
safe.

You
know,
for
for
a
number
of
reasons
would
would
be
appropriate
to
enable
them
to
be
included
in
the
licensed
event
area,
provided
they
were
bordered
and
whatnot,
and
should
they
not
be
I
think
the
special
event
on
private
property
permit
is
what
we
can.
Access
for
for
at
this
moment
is,
is
what
we
can
access
for
outdoor
events,
but
it's
even
more
in-depth
and
inaccessible
and
barriers
there
for
for
doing
events
with
under
the
special
event
on
private
property
program
that
are
regular.

So
it's
it's
apprent
for
maybe
an
annual
Festival,
and
it's
worth
it
for
that
amount
of
like
work
to
put
it
through,
but
for
events
on
a
more
regular
basis.
If
we're
going
to
use
the
private
property
permit
to
include
indoor
outdoor
because
it
already
does,
it
just
needs
to
be
I,
think
pared
down
in
terms
of
what
it
asks
for.

You
know
nightclub
spaces
like
around
towns,
the
population
of
the
city
is
increasing.
Population
of
the
queer
Community
is,
is
greatly
increasing,
and
yet
the
availability
of
traditional
venues
is
decreasing
for
some
of
the
same
pressures
that
we're
experiencing
operating
an
industrial
warehouse
space.
So,
additionally,
of
course,
industrial
Warehouse
spaces
like
ours
are,
are
being
demolished
and
developed
at
rapid
rates
and
there's
less
and
less
space
available.

Yes,
there
are
venues
to
support
various
not-for-profit
organizations
and
event
companies
within
the
industry.
However,
those
who
are
in
the
DIY
scene
are
left
with
finding
Lander
landlords
and
owners
that
are
willing
to
provide
commercial
spaces
that
are
offered
that
offer
low
battery
low
barrier
to
entry
which
finding
a
space
that's
inexpensive
to
cultivate.
Culture
is
very
difficult
in
the
city
where
living
downtown
is
impossible
for
some
of
those.
Some
of
us
who
live
in
the
industry
who
work
in
the
industry.

So
when
the
pandemic
happened,
our
industry
was
the
first
to
close
and
the
last
to
open
which,
to
the
ecosystem
of
our
industry,
was
devastating
as
a
venues
that
we
had
access
to
disappeared
and
now
things
that
are
back
up
again.
We're
left
with
venues
that
are
charging
High
rental
rates
and
limited
access
to
programming
within
those
spaces,
as
they
are
too
trying
to
make
up
for
their
losses.
We
have
over
400
000
square
feet
of
empty
commercial
spaces
that
could
be
used
for
pop-up
events
within
our
industry.

At
BMF,
we
had
the
opportunity
to
create
a
residency
pilot
program
as
a
need
to
convert
these
spaces
to
Temporary
art
art
studios.
We've
also
used
commercial
space
to
host
after
party
events
in
the
for
the
winter
Arts
this
winter
and
where
we
actually
converted
that
space
into
an
art
gallery
nightclub.

Being
we
see
these
venues,
art
galleries,
exhibitions,
festivals,
concert,
Halls,
nightclubs
and
pubs,
both
economic
and
cultural
lifelines
within
their
communities
and
the
impact
of
covid-19
has
affected
the
overall
Improvement
of
mental
health
and
well-being
by
developing
and
maintaining
safe
ways
to
gather
at
arts
and
culture.
Events
we
will
be
able
to
continue
to
come
together,
earn
a
living
and
support
each
other.
In
these
challenging
times.

I

ahead
to
like
mural
Fest
2020,
maybe
not
in
time
for
this
year
but
2024,
and
this
policy
was
more
flexible
number
of
events
or
outdoor
spaces.
What
would
how
would
Meryl
Fest
look
different,
maybe
than
it
does
today?
Well,.

We'd
probably
be
able
to
have
access
to
do
a
lot
more
fundraisers.

know
right
now,
as
Paige
mentioned,
you
know
we
have
the
privilege
to
be
an
annual
Festival
that
holds
to
those
per
year

I
think,
because
the
fact
of
our
size
we're
able
to
get
a
lot
of
access
and
have
education
around
those
permits.

program

piloted
at
the
Royal
Center,
where

artists

space

six
months

these

looking

as
a

the
conversation
centered

double
the

of
events

start
to
get
into
more
kind
of
deeper
conversations
with
community

some
of
the
other
parameters
that
are
restrictive
as
well
and

think

best
ideas

coming

Community
because
they
are
living
at
every
day.
In
terms
of
trying
to
put
on
these
events,
and
so
I
do
have
an
amendment
that
I've
circulated.
That
I'd
like
to
add
to
the
motion
to
address
some
of
those
other
restrictions
that
could
be
included
in
the
scope
of.

Council
has
it,

just

reads
that
Council
direct
staff
to
include
consideration
of
capacity
limitations
and
any
opportunity

increase

size
of
each
venue,
as
determined
through
the
Vancouver
fire
rescue
reviews.

the
Arts
events
license
applications
obviously
critically
important

maintain
life
safety
and
then
a
second
Clause
that
says
further
that
the
review
give
consideration
to
harmonizing
with
the
allowable
number
of
events
per
liquor,
license
subject

provincial

and
so
that
really
I
think
is
in
direct
response
to
the
feedback
that
we
heard
from
some
of
our
speakers
that
it's
not
just
the
number
of
events,
but
it's
also
size
and
it's
also
Vancouver
harmonizing.

kind
of
reminds
me
this
conversation.

this
amendment
to
amp
up
the
motion,
even

know
we
heard
a
lot
today
about
the
importance
of
these
spaces
and
these
events
for
the
queer
Community
for

bipod
community

other
marginalized
communities
across
our
city,
as
well
as
making
putting
on
these
events
more
financially
sustainable,
in
particular,
post-pandemic,
and
the
need
to
create
these
kind
of
spaces
around
the
city
where
everyone
can
feel
comfortable.

think
this
amendment
makes
a
lot
of
sense
in
terms
of
not
just
expanding
the
number
of
events
they
can
host
per
month,
but
also
the
capacity
based
on
the
size
of
the
venue
that
just
makes
sense
to
me
and
also
I
think
to
look
at
the
outdoor
spaces
as
well.
On
a
hot
summer,
night
I
know
it's
great
to
be
able
to
go
outside
as
well
in
a
in
a
space
next
to
the
venue,
so
very
supportive
of
the
amendment.

inclusion
of
outdoor

which
I
think
we
recognize
is
important
and

also
to
give
consideration
to
harmonizing

exceeding
the

provincial.

number

events
The
Province
allows.
What
we
heard

what
I've
heard
in
previous
conversations
is
the
province
based
on
this
sort
of
three
events
per
application.
But
three
applications
allows
nine
events
per
month.

meant

include
outdoor
space.

know
it
can
get
a
bit
complex
between
City
bureaucracy,
with
our
outdoor
events
and
festivals,
which

hold

Think
we've
got
a
report
coming
back
in
May
to
council,
but
this
is
a
slightly
different
animal
because
you're
talking
about
online
indoor
event
that
might
use
some
outdoor
space,

it's
kind

us
bumping
up
against
where
one
policy
begins
in
the
other.

this
sector
has
been

the
reminder
of
first
shutdown

operating
is
really
powerful.
The
arts
and
culture
sector
we
know

already
struggling
pre-pandemic
because
of
the
massive
cost
of
rent
and
everything
else
in
Vancouver
and
and
pandemic.

other
thing
I
keep
thinking
about
is
I
was
part
of
a
listening
session
with
folks
across
the
arts
and
culture
sector
a
number
of
years
ago
about
Municipal
policy
that
could
support
the
sector
and
one
of
the
things
we
heard
super
clearly
and
that
I
think
about
all
of
the
time
is
that
the
policies
that
we
most
need
to
support
artists
in
Vancouver
are
affordable
housing
policies
and
that
so
I.
Keep
that
in
mind
too
I
again
not
to
diminish
this.

super
important
and
the
the
specific
feedback
from
leaders
in
the
community
and
in
the
sector
about
how
we
can
make
the
incredible
work
that
they
do
easier
and
happen.
More
often
is
really
helpful
and
we
know
we

huge

work
to
do
to
support
artists
and
cultural
workers
and
and
keep
them
in
this
city,
because
they
add
so
much
to
not
just
our
economy.

ones
that
people

get
jazzed

discover

know

word

in
an
interesting
City
where
everything
isn't.

I

Vancouver
rights

do
in
our

make

City's
art
and
culture
seem
more
exciting
and
vibrant,
in
particular.
Given
the
loss
of
venue
spaces,
as
noted
by
our
speakers
today,
and
what
is
an
incredibly
expensive
city,

no-brainer
for
us.
So
I'm
really
happy
to
see
this
move
forward.

gaps
that
we
have

those
buildings
are
now
kind
of
getting
into
older

them
are
up
to
50
years
old
and
they
are
more
sort
of
sort
of
I
should
say
they're
less
resilient
when
it
comes
to
extreme
heat
air
conditioning
and
are
not
built
into
a
lot
of
these
buildings.
So
we'd
like
to
use
staff,
have
staff
come
up
with
a
program
using
some
of
existing
resources
that
would
allow
us
to
go
out
to
building
owners
and
operators
and
invite
them
to
participate
in
a
pilot.
It's
being
positioned.

council's

the
Metro
Vancouver
zero
emissions,
Innovation
Center,
which
does
do
work
in
this
area,
not
specifically
exactly
on
what
the
motion
is
calling
for,
but
on
engaging
with
industry
in
particular
to
look
at
building
techniques,
technologies
that
can
actually
be
the
most
efficient
and
effective
in
terms
of
reducing
emissions.

a
design
challenge
is
a
really
good
idea
and
I
did
I
did
ask,
but
Zeke
is
if
this
duplicates
any
work,
it
doesn't
duplicate
any
work.
They're
currently
doing
it
complements
that
work.
I
would
I
would
add
that
I'm
hoping
that
we
don't
have
to
just
use
existing
resources,
I'm,
also
working
at
increasing
resources
for
retrofips.

also
happy
to
support
and
got
some
response
back
from
City
staff
about
the
work
that's
already
underway
on
this
and
I
I
just
wanted
to
lift
up
a
few
things
that
the
city
is
already
working
on
on
this
front,
because
maybe
a
newer
counselors
don't
know
about
the
huge
amount
of
work
that
we're
already
doing
on
improving
climate
resiliency
and
reducing
emissions
in
existing
multi-family
buildings
staff
completed
preliminary
research
and
consultation
on
exactly
this
work.
Last
year,
clarified
City
of
Vancouver
regulations.

The
city
of
Vancouver
has
contributed
a
grant
of
a
1.5
million
with
another
1.5
matching
from
The
Province
to
support
heat
pump
retrofits
in
existing
purpose-built
rental
buildings.
In
that
pilot
project
is
on
track
to
launch
resilient
rental
retrofit
program,
a
resilient
rental
retrofit
program.
This
fall.
We
also
granted
2
million
to
the
BC
non-profit
Housing
Association,
to
provide
an
enhanced
incentives
and
owner
supports
for
heat
pump,
retrofits
and
retrofitting
that
non-market
housing
is
also
hugely
important.

So
and
the
last
thing,
I'd,
lift
up
from
staff
feedback
is
just
that.
My
concern
in
this
motion
was
only
about
the
reallocation
of
funds
and
that
this
would
involve
a
reduction
in
funds
in
other
climate
work,
but
because
so
much
of
this
work
actually
is
already
underway,
initiated
from
the
last
Council
and
a
number
of
pilot
projects.
A
number
of
best
practices
and
permit
streamlining
the
feedback.

heard
was
that
it's
not
anticipated
that
the
work
outlined
in
this
motion
would
result
in
Cuts
or
delays
to
other
work
again,
because
largely
it's
already
happening.
The
design
challenge
is
a
great
additional
piece,
but
broadly,
this
is
important
work
that
we've
been
doing
already
and
happy
to
support
it
continuing.

amount
of
money
awarded
through
the
Metro
Vancouver
Board
of
Directors,

sustainability
Innovation
fund

councils
on
retrofitting
of
buildings,
and
so
I
just
want
to
just
put
that
on
the
on
the
public
record,
because
there
may
be
some
good
information
that
can
be
gleaned
from
the
reports
out
of
that
Sif
grant.

could
be
helpful
in
this
process.

The
item
is

six
updating
guidelines
to
allow
for
wine
on
shelf
sales
and
Vancouver
grocery
stores,
which
was
moved
by
councilor
Classen
executive
by
councilor
dominato,
and
we
have
two
speakers
two
registered
speakers.
The
first
is

I
guess
it
is
just
afternoon
everyone.
My
name
is
Miles
proten
I
am
president
and
CEO
of
wine.
Growers
British,
Columbia
and
I'm,
calling
today
from
Kelowna
BC
and
our
organization
is
a
voluntary
trade
Association
of
BC
Wineries
and
we
represent
wine.
That
is
a
hundred
percent
BC.

We
have
over
200
members
and
those
members
produce
95
of
all
the
100
BC
wine
made
here
in
the
province
I'm
calling
today
in
support
of
the
recommendation
or
the
motion
for
updating
the
guideline
guidelines
to
allow
for
wine
on
shelf
sales
in
the
Vancouver
grocery
stores.
This
is
something
that
has
been
made
available
to
other
parts
of
the
province
since
April
2015
to
some
great
success,
and
it's
been
important
for
of
the
100
BC
wine
Growers.

We
call
them
because
they
just
not
only
make
wine,
they
grow
wine
and
many
of
them
are
family.
Small
operators
and
access
to
the
market
is
critically
important
in
wine,
and
grocery
has
been
a
huge
success
to
those
individuals
or
those
Wineries,
and
allowing
that
to
have
happen
in
the
city
of
Vancouver
would
be
extremely
beneficial.

There
is
a
moratorium
on
licenses,
so
it's
not
as
though
there's
a
an
ever-ending
amount
of
licenses
made
available
for
for
retailing
government
liquor
stores
are
restricted,
as
our
private
liquor
stores
in
just
how
much
space
they
can
dedicate
to
BC
wine,
so
allowing
wine
to
be
made
available
to
people
in
Vancouver
and
grocery
stores
is
incredibly
important.
I
think
it's
also
important
to
recognize
that
as
I
say,
there's
not
an
un
unlimited
amount
of
licenses.
Those
licenses
that
are
available
for
wine
and
grocery
are
selective
and
limited.

All
of
them
are
currently
deployed
in
other
parts
of
the
province.
So
should
this
motion
come
to
pass
and
it
be
made
available,
it
would
be
up
to
those
operators
to
to
relocate
a
license,
but
I
know
in
speaking
to
some
of
them
that
they
are
quite
interested
in
this
opportunity.
So
I
can
tell
you
again
just
quickly
summing
up.
This
is
a
great
Initiative
for
the
BC
wine
Growers
across
the
province
and
I.

Flagged
I'm
going
to
talk
about
the
positives
and
the
negatives,
but
I
want
to
make
sure
that
you
know
that
we
have
a
line
of
sight
on
any
potential
through
social
impacts,
or
are
some
of
the
things
that
people
were
saying
about.
Putting
wine
in
a
grocery
store
shelves
leading
to
any
any
sort
of
reports
of
of
social
problems
in
communities
where
the
wine
wine
grocery
shelf
experience
is
happening.

thanks
Mike,
that's
those
are
good
questions,
because
I
can
tell
you
when
this
was
implemented
almost
eight
years
to
the
day
as
I
say
it
was
April
1st
2015..
There
was
quite
a
bit
of
trepidation
from
a
variety
of
sectors
and
it
was
the
social
responsibility
and
the
availability
of
alcohol
within
the
grocery
setting.

But
I
can
tell
you
those
operators
that
are
doing
that
now
have
been
extremely
diligent
in
in
in
on
their
compliance
to
the
rules
and
regulations
and
I'm,
aware
of
no
incidences,
significant
instances
that
have
that
have
come
come
to
pass.
I
know
there
was
concern
from
our
industry
about
this
race
to
the
bottom.
There
was
a
perception
that
the
grocery
stores
would,
you
know,
use
wine
as
a
loss
leader
and
somehow
Drive
the
pricing
down
that
did
not
occur.

As
I
said,
we've
seen
really
it's
about
access
from
small
wineries
being
able
to
actually
finally
get
their
product
in
front
of
consumers,
because
it's
just
not
easy
to
do,
and
then.
Lastly,
there
was
concerns
from
the
private
liquor
store
operators
who
were
worried
about.
You
know
these
wine
and
groceries
to
taking
business
away
from
them
and
I
can't
speak
for
them
directly,
but
anecdotally.
I
know
that
those
private
liquor
store
operators
in
the
same
vicinity
in
the
same
parking
lot
as
a
wine
grocery
store
with
wine
on
the
Shelf.

I
have
not
seen
that
have
happen.
In
fact,
what
they've
seen
is
an
increase
in
again
anecdotally,
an
increase
in
other
products.
People
are
buying
their
wine
at
the
grocery
store
and
coming
out
and
thinking
gee
now
I
have
to
get
something
else:
I'll
go
across
the
street
across
the
parking
lot
and
and
pick
up
my
beer
or
or
whatever
other
Spirits
they're.

brings
us
to
the

the

going

this
modest
update
to
our
bylaws,
to
allow
Vancouver
race
to
have
wine
on
groceries.
Have
the
wine
on
grocery
store
shelf
experience
that
is
already
enjoyed
in
over
a
dozen
BC
municipalities?
By
allowing
these
changes,
we
continue
to
Signal
our
confidence
in
adults
who
live
and
visit
our
city
to
responsibly
enjoy
alcoholic
beverages.
I
We
are
also
giving
a
boost
to
the
a
valued
local
industry
that
is
a
big
driver
of
our
cities
and
our
provinces,
tourism
and
Hospitality
sector.
By
showcasing
our
premium
BC
wine
products
more
prominently,
the
sector
is
one
that
we
can
all
be
proud
of
for
their
work
on
reconciliation,
climate
mitigation
and
Equity.
Several
wineries
are
indigenous
owned
and
operated.
Organic
farming
practices
are
being
adopted
widely
and
we
are
seeing
significant
growth
in
the
leadership
of
women
in
diverse
cultures
across
species
wine
making
industry.

really
about
choice
and
convenience
and
as
well
as
the
benefit
of
supporting
our
amazing
BC
wine
industry,
which
employs
thousands
of
people
in
our
Province

supports
millions

dollars
in
economic
activity.
This
motion
will
allow
BC
wine
and
other
wine
to
be
sold
on
grocery
stores,
shelves
and
checked
out
at
regular
cashiers,
and
this
store
and
store
model
has
been
allowed.

Part
of
me,
the
store
and
store
model
or
wine
on
shelves
is
already
in
in
practice
around
the
region,
for
example,
in
Surrey
at
the
South
Point
Save
On
Foods
they've
partnered,
with
the
BC
wine
Institute
to
offer
wine
on
the
grocery
store
shelves
and
offer
approximately
500
different
BC
wines
at
the
store.
Vancouver
is
a
very
important
market
for
BC
wine,
but
currently
it's
hard
to
reach,
given
that
BC
liquor
stores
can
only
carry
a
limited
selection
of
BC
wines.

this
again
is
something
that's
all
already
allowed
in
other
cities
around
the
region
and
has
proven
to
be
successful,
offering
consumers
more
more
Choice
convenience
and
flexibility
and
benefiting
our
Economic
Development
Across
The.
Province
for
BC
wine
industry
so
happy

support
councilor
classen's
motion.
