update

recommendations
we're
bringing
today.
So

bit
of
background.

So

think
you're
very
familiar
with

This
is
sort
of
just
the
the
profile
of
our
carbon
pollution
Citywide.

second
biggest
chunk
is
from
transportation
and
this
program
around
encouraging
gas
stations
and
parking
lots
to
install
AV
charging
is
one
of
the
pieces
of
the
the
overall
plan
and
again
encouraging
residents
and
businesses
to
switch
to
electric
vehicles
from
fossil
fuel
vehicles.

sort
of
the
city-wide
view
of
where
we're
at
we've
been
making
modest
progress,
reducing
carbon
pollution
city-wide.
You
can
look
at
the
dotted
line
going
forward
and
a
clear
indication.

need

accelerate
our
progress
and
again
the
climate
emergency
action
plan
is
that
that
overall
plan
to
get
us
on
the
trajectory-
and
this
is
one
of
the
elements
in
the
plan
so
next
slide-

we
have
an
objective
specific
to
electric
vehicles,
that
by
2030
50
of
the
kilometers
driven
on
our
roads
are
by
electric
vehicles,
there's
a
wide
range
of
actions
and
the
plan
to
encourage
EV
charging
for
both
home
charging,
workplace
charging
and
public
charging.

work
focused
on
new
construction,
but
from
a
publicly
accessible
infrastructure
and
charging
perspective.
One
of
the
pieces
in
the
plan
was
encouraging
gas
stations
and
parking
lots
to
install
EV
chargings
on
on
their
sites.

a
little
bit
in
terms
of
how
we're
doing
Trend
wise
in
terms
of
the
context
so
NBC's
clean,
BC
roadmap.
They
have
committed
to
legislating
that
90
of
new
vehicles
sold
in
2030
in
the
province
will
be
zero.
Emission
Vehicles
we've
typically
been
a
step
ahead
of
where
the
province
is
at
in
terms
of
electric
vehicle.

Last
end
of
last
year,
a
quarter
of
new
light
duty,
vehicle
sales
in
Vancouver
were
electric
vehicles,
that's
sort
of
leading
from
a
continental
perspective,
still
quite
a
bit
of
progress
that
needs
to
be
made
between
now
and
2030
to
hit
that
Target,
and
we
know,
access
to
electric
vehicle
charging
continues
to
be
a
barrier
across
the
city,
particularly
for
people
living
in
older
buildings
and
Rental
buildings
in
particular,
and
we've
seen
regular
reports
and
concerns
from
constituents
considering
electric
vehicles
and
also
regular
reports
in
the
media
around
this
issue.

so
the
existing
policy,
the
way
it's
structured.
This
was
approved
by
Council
last
year
for
gas
stations
and
parking
lots.
We
have
two
categories
of
business
licenses:
the
the
first.
If
the
gas
station
or
parking
lot
provides
a
specified
amount
of
EV
charging,
they
continue
to
pay
relatively
low
business,
license
fee
current
charge
being
255
dollars
per
year.
If
the
businesses
did
not
provide
that
specified
level
of
charging,
it's
a
significantly
higher
fee
set
of
ten
thousand
dollars
per
year
and
again
that
this
is
not
intended
to
be
a
punitive
program.

It's
intended
to
encourage
that
installation
of
EV
charging
so
that
again
we're
building
out
that
Network
on
a
city-wide
basis
at
a
good
mix
of
sites
and
locations.

I'll
walk
through
the
recommended
changes
and
some
of
the
rationale
behind
them.
So
next
slide,
please!
So,
with
the
ho
the
program
was
approved.
Last
year
we
did
hear
feedback
from
stakeholders
early
this
year,
I'm
around
some
specific
challenges
with
gas
stations,
whether
that
was
sort
of
constrained,
layouts
or
safety
issues.

So
what
we're
recommending
as
part
of
this
report
is
to
allow
off-site
compliance
and
really
trying
to
sort
of
so
for
a
gas
station.
They
they'd
be
allowed
to
install
EV
charging
at
their
site
or
at
another
gas
station
or
commercial
parking
lot.
As
an
example
say,
a
gas
station
owner
owned
four
gas
stations
in
the
city.
They
could
put
four
fast
chargers
at
one
location
and
all
four
of
their
gas
stations
would
be
in
compliance.
We're
really
recommending
maximum
flexibility
for
this,
so
there
were
a
couple
options
considered.

We
looked
at
proximity
requirements
so
that
that
EV
charging
would
need
to
be
within
a
certain
distance
of
the
gas
station.
We
also
looked
at
sort
of
a
potential
hardship
requirement
to
require
in
the
gas
station
to
demonstrate
they
couldn't
install
charging
on
site
and
based
on
feedback
internally
from
our
partners
and
also
from
the
business
license
holders.
We
are
recommending
maximum
flexibility
and
that
that
UV
charging
be
allowed
anywhere
in
the
city
as
long
as
it's
on
another
gas
station
or
parking
lot
next
slide,
please.

So
we
held
stakeholder
workshops
in
May
and
July
both
to
better
understand
the
concern
and
sort
of
test
the
options
to
address
it.
Relative
to
the
program
that
was
approved
last
year,
stakeholders
generally
supported
increased
flexibility
and
weren't
a
fan
of
some
of
those
sort
of
other
ideas.
I
mentioned
that
would
have
created
tests
to
determine
whether
or
not
offside
compliance
was
allowed,
and
there
was
also
generally
I'd
say,
a
preference
to
install
multiple
chargers
at
one
site
so
similar
to
the
example.

I
gave
the
gas
station
installing
two
three
or
four
fast
chargers
at
one
site
and
again
it
sort
of
matches
our
own
experience
with
our
public
charging
network
of
residents,
preferring
to
have
that
sort
of
reliability
of
more
charger
at
one
location
than
than
just
a
single
single
charger.

Sort
of
there's
greater
flexibility
likely
results
in
more
Chargers
with
some
of
those
instances
under
the
original
program
where
charging
might
not
have
been
possible
or
been
prohibitively
expensive
gas
station
orders
will
now
have
the
flexibility
to
pursue
more
cost-effective
options
at
other
sites
in
the
city
and
we're
continuing
to
design
this
in
a
way
that
can
be
as
simple
as
possible
for
business
license
holders
next
slide.

modeling
we
did
and
I
would
characterize
this
at
this
point,
as
probably
conservative
modeling,
given
how
the
policy
environment
has
evolved
over
the
last
year
and
a
half
we'd
expect
gas
stations
to
install
at
least
21
fast
Chargers
by
2030
under
this
program
and
for
contacts
that
more
than
doubles,
the
existing
fast
charging
Network
in
the
city
next
slide.

there
with
the
recommendations.

the
change
before
us
is
just
the

piece
that
came
out
of
stakeholder

in
place.
This
changes

about
allowing
some
flexibility
for
where
those
Chargers
could
be
installed.

Last
year
the
the
tiered
business
licenses
come
into
effect
in
2025.
We
wanted
to
give
operators
time
to
install
charging,
but
we're
not
recommending
any
changes
to
that
timeline
or
the
overall
approach.

so
we
anticipate
21
new
Fast
Chargers
by
2025
as
a
result
of
that
policy
change
license
change
last
year.

and
my
last
question
is
just
around
the
geographic
distribution
of
chargers.
I
know
we
map
it
and
everyone
with
an
EV
has
multiple
apps
that
show
where
you
can
find
them.
Are
we
then
looking
at
or
or
as
these
come
in,
we'll
keep
looking
at
where
the
gaps
are,
particularly
in
in
renter
heavy
neighborhoods
like
the
West,
End
or
Mount
Pleasant.
So
we
can
be
putting
more
effort
into
installing
Chargers
in
those
gaps.
Yeah.

So
the
original
EV
ecosystem
strategy
had
a
goal
of
having
a
charger
within
10
minutes
of
wherever
you
were
in
the
city
and
we've
we've
hit
that
first
goal
and
we
now
need
to
sort
of
build
out
the
density.
Beyond
that,
we
will
keep
an
eye
on
that.
We're
not
requiring
a
specific
density
as
a
part
of
this
program.
The
The
Operators
will
make
decisions
based
on
where
they
see
the
best
operations,
we'll
look
at
the
gaps
that
emerge
and
that's
where
we
can
sort
of
continue
to
build
out.

some
sort
of
last
minute
discussions
with
some
fuel
station
operators
to
just
make
sure
that
the
the
policy
is
clear.
Just
wanted
to
just
ask:
are
we
aware
of
any
EV
charging
opportunities
or
or
services
that
could
be
leased
to
to
a
fuel
station
on
and
off
site
situation?
I
So
we
know
that
one
of
the
one
of
the
companies
that
we're
dealing
with
has
I
think
six
fuel
or
12
fueling
stations,
and
so
they
would
require
Chargers
to
replace
for
for
half
of
those
right
or
or
for
each
one.
I
Right:
okay,
sorry,
so
so
moving
that
off
site
they
could
potentially
go
to
a
lot.
Is
there
a
do?
You
know
if
we
are
we
aware
of
any
kind
of
opportunities
to
lease
a
space
like
that
with
an
EV
charger.

So
within
the
city,
Tesla
has
done
that
with
their
supercharger
site
at
Pacific
Center.
So
that's
where
they've
struck
an
arrangement
with
Pacific
Center
mall
and
have
I
believe
30
fast
charges
for
Tesla
owners.
There
we've
seen
quite
a
few
instances
of
that
in
the
U.S
under
the
the
Volkswagen
clean
air
settlement,
Volkswagen
has
been
required
to
invest
in
charging
across
the
U.S
and
they've,
been
partnering
with
a
number
of
commercial
parking
lot.
Operators
to
install
that.
I
So
it
then
it
kind
of
represents
a
little
bit
of
a
business
opportunity
for
the
looks
like
I
I
wanted
to
just
ask,
because
I
was
made
aware
of
a
couple
of
other
Convenience
Store
and
restaurant
changed
in
the
country
on
the
run
and
also
a
white
spot
and
I
was
wondering
if
you
might
be
able
to
share
and
I
know
that
Doug
Smith
was
a
person
who
kind
of
filled
filled
this
in
a
little
bit.
But
I
thought
it'd
be
worth
offering
a
little
bit
of
that
information.

white
spotted
On,
The
Run,
which
is
partnered
with
Chevron
and
I,
believe
it
might

Parkland,

installing
EV
Chargers,
all

way
from
Victoria
all
across
the
island,
all
the
way
to
Calgary
at
all
of
their
gas
stations,
essentially,
and
so
as
part
of
the
promotion.

it
would
be
great
for
all
the
council
to
hear
that,
because
I
thought
it
was
a
great
story
and
obviously
policy
driving
a
little
bit
of
the
opportunity
for
for
companies
and
organizations
to
to
respond
by
providing
more
EV
charging
and
incentives.
So
that
just
thanks

had
a
few

Ask
me,
however,

there's

anyway,
this
policy
does
not
recognize
any
gas
stations
that
might
already
have
put
in
a
charging
station,
so
in
other
words
penalize
them
because
they
have
to
put
them
in
now
so,
but
if
they've
already
had
one
so
I'm,
not
sure
of
the
data
myself,
but
if
you
could
just
reveal
that
it
would
be
great
for
the
public
to
hear.

a
gas
station
installed
a
fast
charger
on
site
several
years
ago,
that
would
count
as
compliance
for
this
policy.
The
way
we
structured
it
if
they
want
to
pursue
the
off-site
compliance
option,
it
needs
to
be
new

the
exact
date,
but
we
didn't
want
them
striking
agreements
with
an
off-site
location
that
had
been
installed
four
or
five
years
ago
to
meet
compliance
with
this
policy.

it's

site

the

station

a
hundred
thousand
dollars
is
sort
of
the
the
combined
cost
of
a
charger
and
also
the
electrical
service.
If
a
gas
station
were
to
do
more
than
one
charger
on
a
site,
you'll
get
some
economies
of
sales
scale
and
that
cost
per
charger
could
come
down.
In
some
cases
you
may
have
electrical
service
costs
that
are
higher
and
the
cost
could
be
higher.

we
install

kilowatts
instead
of

so
the
way
we've
tried
to
build
the
overall
EV
ecosystem
strategy
and
this
policy
specific
is
to
tailor
the
charging
speed
to
how
long
someone's
going
to
be
there.
So
at
our
community
centers,
for
example,
we
have
the
level
2
or
10
kilowatt
Chargers,
because
people
tend
to
be
there
longer,
so
they
can
have
a
slower
charge
and
still
meet
their
needs.
When
you
look
at
a
gas
station,
people
are
not
going
to
be
there
for
a
long
time.

So
to
make
that
an
attractive
option,
we
thought
having
a
higher
charging
speed
was
appropriate
and
that's
what
we're
we're
gas
stations
are
installing
this
sort
of
as
a
market
opportunity,
they're
going
with
higher
speeds
generally
actually
much
higher
speed.
So
Petro
Canada,
for
example,
which
is
installing
charging
across
the
country
now
as
well
they're
using
two
and
three
hundred
kilowatt

for
this

stakeholders

Collision
conference
themselves,

know
that
this

great
match
for
a
city
that
has
put
so
much
emphasis
on
Innovation

Tech
sector.

Digital,
entertainment
sector

I
think
this
is
a
a
great
place
for
us
to
be
able
to
showcase
the
accomplishments
of
our
city
and
welcome
people
from
around
the
world
to
learn
more
about
who
we
are
and
what
we

have
done

great
way
to
advance
our
local
tax
hackers.

very
much

city

kind

opportunities,

no
cost

recognize

passing
of
Nathan
Edelson,
who
was
a
an
incredible
leader.
A
planner
at
the
city
had
a
significant
impact
on
a
number
of
our
community
plans
and
continued
in
his
retirement
to
be
a
community
leader
and
Advocate.
I
have
been
grateful
to
call
him
a
friend
for
a
decade
and
to
have
seen
the
a
mentoring
impact
that
he's
had
on.
So
many
people
and
I
won't
go
through
his
whole
bio.

There
have
been
very
lovely
articles
written
about
him
in
a
number
of
newspapers
to
note,
but
considering
the
huge
impact
that
he
had
both
within
City
Hall
here
and
across
the
city
of
Vancouver
I,
wanted
to
make
sure
as
well
that
we
recognized
and
honored
him
on
the
on
the
record
in
these
Chambers
thanks.

sentiments
of
my
colleague,
councilor
Boyle

the
loss
of
Nathan
I
know
it
was
quite
sudden,
and
so
just
my
condolences
as
well
go
out
to
his
family
and
friends.
So
I
have
a
couple
of
comments
and
then
an
inquiry
as
well
to
the
city
measure.

One
I
just
wanted
to
reflect
that
this
Thursday
September
14th
Insight
marks
20
years
here
in
the
city
and
I
think
that,
as
many
of
you
know,
we
all
know
that
while
it
provides
a
critical
service,
we
are
still
have
significant
issues,
not
just
in
our
own
City
but
cities
around
the
province
around
the
opiate
overdose
crisis
and
already
we
know
that
we're
on
track
to
surpass
the
number
of
deaths
from
last
year
and
the
numbers
are
startling
and
deeply.

It's
I
guess
I'm
without
words,
because
I
find
at
times
in
this
Council.
We
talk
about
these
issues
and
I
think
we
play
a
critical
role
in
advocacy
with
the
provincial
and
federal
governments.
M
But
it's
still
not
enough.
People
are
still
dying.
We
don't
have
a
full,
safe,
Supply
system
in
our
country
and
and
I.
You
know,
as
I
was
thinking
about
the
this
anniversary
coming
up
of
insight
and
it
just.
It
was
a
reminder
to
me
that
we
well,
we
may
not
have
all
the
levers
and
tools
at
the
local
level
to
address
this
crisis.

We
do
play
a
critical
role
in
advocating
to
the
other
levels
of
government
that
do
have
a
bigger
role
in
terms
of
some
of
the
policies
and
we
are
going
to
ubcm
next
week
and
I
know
we
have
meetings
with
ministers
and
Shadow
cabinet.
The
opposition
and
I
hope
that
we
take
the
time
to
sort
of
raise
this
issue
again
and
so
anyways
I'll
leave
my
comments
there.
It's
but
I
I
just
wanted
to
mark
that
on
the
note
of
ubcm.
M
I
also
wanted
to
highlight
that
next
Friday
at
the
end
of
ubcm,
there
is
going
to
be
a
panel
focused
on
opportunities
to
do
off-site,
prefabrication
construction
for
housing
and
looking
at
ways
to
accelerate
housing
in
the
city
as
well
as
to
do
that
in
a
sustainable,
Manner
and
so
I
think
that'll
be
interesting
opportunity,
it's
facilitated
by
Alex
Boston
and
look
forward
to
having
discussions
at
that
panel
around
opportunities
and
how
we
might
partner
with
the
province,
but
also
with
Metro
Vancouver
who's,
also
engaged
in
this
work
and
presented
a
report
to
the
regional
planning
committee
last
week.

It
was
noted
again
that
there
was
another
individual
who
fell
down
the
embankment
at
Commercial,
Drive
and
Grandview
Highway,
where
the
rail
line
intersects
there
and
I
think
there's
been
questions
of
jurisdiction
of
how
we
can
provide
better
fencing
around
that
area
and
if
we
could
get
a
report
back
again
on
that,
and
is
there
anything
further
we
can
do.

is
happening
frequently
enough
that
it's
being
reported
I've
been
asked
about
it
as
to
what
we're
doing
I
I
believe
there's
some
interface
either
with
TransLink
or
the
rail
companies,
but
I'd
be
interested
in
getting
a
report
back
and
and
what
steps
do
we
need
to
take
to
address
it
or
is
it
another
jurisdiction?
And
what
can
we
do
to
sort
of
advance
that
because
emergency
services
are
going
out
and
dealing
with
us
and
so
I
would
be
interested
in
the
report
back.

my

in
expressing
my

condolences
to
a
friend

families

acknowledgment
of
Nathan
Edelson.
You
know
he
he
I
wasn't
on
Council
when
he
was
on
staff,
but
so
he
was
always
in
the
community,
but
his
knowledge
and
experience
on
staff
has
been
relayed
to
me
by
other
staff
members,
and
certainly
he
was
diligent.

was
diligent
and
consistent
and
patient
in
on
in
explaining
some
of
the
important
things
that
we
need
to
take
note
of
as
counselors
in
terms
of
community
development,
Community
cohesion,
the
kind
of
housing
that
would
support,
robust,
complete
communities
and,
of
course,
his
work
in
Falls
Creek
South
is
renowned
around
that,
but
he
he
just
he
was
patient
and
he
never
gave
up
and
and
I
really
really
appreciate
the
style.
He
had
the
consistency
of
his
advocacy
and
his
work
on
behalf
of
of
his
community.

I
also
just
want
to
take
note
of
an
upcoming
event
that
is
here
starts
here
at
City
Hall,
this
Friday
there.
There
is
a
a
another
important
climate
action
strike
and
walk
for
the
climate
led
by
youth
sustainability
and
others.
So
it's
starting
here
I
believe
the
last
one
was
like
they
say
over.

A
hundred
thousand
people
participated
in
it
a
few
years
ago,
just
before,
covid
and
and
I
am
just
really
going
to
encourage
the
public
come
out
to
come
out
and
be
with
others
who
are
very
committed
to
to
see
and
push
for
government
action.

That's
bold
enough
to
actually
mitigate
the
acceleration
of
climate
change
that
we
are
now
seeing,
and
certainly
seeing
this
in
this
province
with
the
wildfires
that
you
know,
and
across
Canada
and
the
world
that
have
devastated
so
many
people's
lives,
so
yeah
encouraging
encouraging
people
to
come
out
and
thank
those
who
are
leading
in
the
organization
of
that
walk.

guess
I
also
feel
compelled
to
just
say
a
few
words
about
Nathan
Edelson
I
I
knew
Nathan
pretty
well.
In
fact,
we
were
both
on
the
downtown
east
side,
local
area
planning
process
together.
I
was
a
local
resident
and
Nathan,
of
course,
was
a
well-experienced
planner
and
we
did
not
agree
on
on
everything
at
all,
but
we
had
super
respectful
discussions
and
I
learned
a
lot
from
Nathan.
In
fact,
Nathan
was
one
of
the
people
who
encouraged
me
to
run
for
City
Council
in
the
first
place
and
really
pursue
that.
T
So
I
really
do
want
to
acknowledge
Nathan's,
profound
contributions
in
my
life,
but
also
in
the
city
of
Vancouver,
and
it's
somewhat
Bittersweet
that
he
passed
so
soon
after
the
passing
of
his
beloved
wife,
Norma
Jean,
who
had
struggled
in
the
last
couple
years
and
Nathan,
was
such
a
patient
and
dedicated
partner
to
Norma
Jean
and
those
in
those
final
years.

Yeah
super
tragic,
also
acknowledging
that,
of
course,
ubcm
is
next
week
and
I'll
be
chairing
the
resolution
session.
We
have
over
200
resolutions
and
we'll
have
close
to
2
000
delegates
from
across
British
Columbia
right
here
in
Vancouver,
a
lot
of
exciting
activities
and
a
lot
of
big
conversations,
perhaps
to
the
surprise
of
no
one
housing,
is
going
to
be
a
great
big
conversation
and
lots
lots
on
the
go
and
decriminalization
and
and
some
of
the
anticipated
moves
from
the
province
that
will
be
coming.

This
fall
with
regard
to
the
decriminalization
file.
On
that
note,
I
did
attend
on
October
or
sorry
on
August
31st,
the
international
overdose
awareness
Memorial
at
Oppenheimer
Park,
and
it
was
a
very
powerful
and
moving
moment
and
I
was
really
honored
to
be
there
and
and
and
and
bear
witness
and
and
represent
all
of
us,
because
I
think
it
was
otherwise
missed
that
we
weren't
sort
of
there
in
a
formal
capacity
and
I
live
in
the
neighborhood.

So
I
went
by
and
and
did
sort
of
feel
very
humbled
to
be
there
and
and
I
think.
T
There
was
a
great
deal
of
gratitude
to
know
that
that
the
city
is
paying
attention
to
some
of
the
most
marginal
in
our
in
our
in
our
city
and,
lastly,
I
just
want
to
acknowledge
the
the
ongoing
tragedy
that's
unfolding
unfolding
in
Northern
Africa
in
in
both
Libya
and
Morocco,
with
the
respective
flooding
and
earthquakes
there
and
the
the
loss
of
life
and
I
know
that
we're
all
in
solidarity
with
the
people
who
are
struggling
in
North
Africa
this
week.

passing

a
prominent
businesswoman
Doreen
Braverman.

of

knew
she
started
the
flag,
Shop
Vancouver
and
was
known
for
building
businesses
that
business
into
a
national
franchise.
But
she
was
also
co-chair
of
the
Vancouver
Board
of
Trade
director
of
Vancity
Credit
Union
and
was
a
pioneer
woman
on
the
national
boards
of
the
king,
Chamber
of
Commerce,
the
Canadian
Chamber
of
Commerce,
sorry,
the
Canadian
manufacturing
association
and
the
Royal
Canadian
Mint.

She
was
also
received
the
Canadian
women
entrepreneur
of
the
Year
award
and
was
also
recognized
by
the
governor
general
of
Canada,
with
the
sovereign's
medal
for
volunteers,
and
so
just
wanting.
She
was
is
also

deeply
involved
in
community,
as
well
as
in
provincial
and
federal
politics,
but
did
want

acknowledge
her
passing
and
