there

great
need
around

like

wraparound
dynamics

the

balance,

balconies

features

strong
projects
coming

around

area

social

rental
as

and

think
different
housing
types
are

also

amenities

a

space
child
care
facility
and
know
almost
16
000
square
feet
of
space
for
arts
and
culture
office
and
hub,
which
I
also
think
is
desperately
needed
in
the
city.
So
I
will
support
it.

there

around
there
being
opportunities

relocate

applicants
around
this
proposal,
whether
there
was
an
opportunity
to
maintain
a
community
garden
on-site
or
as
part
of
the
plaza
development
there
could
staff
speak
to
that.

fear

changing

whole
nature
of
our
city

serve
people

have
above
average
incomes
in
order
to
get
amenities
that,

this
case,
like
child
care,
is
going
to
make
the
condo
units
more
valuable,
so
they're
actually
an
asset
for
the
developer,
and
so
we
have
a
building.

design

access
this
and
it's
not
going

be

people

need

not

affordability

fact

city

sense
is
owning
the
child
care
only
because

see
there
being
possible
opportunities

look
at
the
long-term
maintenance
costs
for
the
city.

care

affordable
as
possible.

would
assume
we
would
be
charging
the
types
of
rents
to
the
child
care
or
maintenance.

say
that
would
be
as
low
as
possible,

many
times
with
council,
so
I

support
this,
but
I
would
hope
that
we
would
also
be
empowering
non-profit
and
even
private
child
care
providers
because,
as
was
noted
to
me
at
ubcm
by
minister
chen,
they
are
supporting
not
only
non-profit
organizations
that
offer
child
care,
but
also
private
organizations.
They're
finding
can
deliver
as
much
if
not
more
child
care.
So
that
was
a
note
that
was
made
in
a
meeting
at
ubcm
with
a
number
of
other
counselors.

I
brought
this
up,
I

this
specific
project
but
child
care
in
general
and
looking
at
at
extended
hours
models,
so
I
I
did
want
to
mention
that,

I
do
think
that
it
is
an
opportunity
for
more
housing
and
child
care

badly
needed
in
downtown.

that
reason

that

resided

vancouver

line
and

think
too,
we
think
back
to
the
battles.

They've
fought

world
wars
that

veterans

fought
in,

can
walk
down
our
streets
freely,
as
you
cannot
do
in
some
countries
for
the
rights
and
freedoms
that
we
enjoy
here
in
canada

that's
not
lost
on
me
and
it's
something
that
I
think
that
we
need
to
acknowledge
and
recognize
beyond
november
11th
each
year.

token

appreciation
and
a
gesture,

did
hear
from
a
veteran
how
it's
benefiting
that
veteran

they
come

volunteer
their
time
on
our
remembrance
day
committee
and
on
other
committees

veterans
who
didn't
sign
up
to
speak
today,
because
some
of
them
were
ill
as
with
lieutenant
colonel
archie
stacy,
and
I
really
want
to
thank
him
for
his
work
and
there
are
too
many
people
to
thank
council,
but
lieutenant
colonel
archie
stacy
really
has
championed
this
license.

program

veterans
and
as
we
heard
from
many
veterans,
they
there.
There
is
a
an
unwritten
rule
that
they
don't
go
out
and
apply
for
a
license
plate
unless
they
have
served
in
or

gone
on,

tour

that

think
that
it's
really

important
that
that,

this
long
road
we've
been
down

impact

parking

certainly
wasn't
my
sense
that
we
would

large
plethora
of
uptake

individuals
using
this

and
I
think
that
sort
of
the
due
diligence
in
the
report
bore
that
out,

but
again
it's
sort
of
an
immeasurable
concept

able

recognize

may

fortunate

times
they
bring
legacies
of
trauma

terms

the

intent

have
been

with

sidewalks

circumstance

having

sleep
outdoors

as
for
the

individuals
in

neighborhood

need
access
through
those
streets

expectation

kind
of
cleanliness
and

that
it's
a

a
really
challenging
issue
for
us
as
staff
to
manage
and
we'll
continue
to
work
on
that.

do
understand
that
there
may

better
ways

do
this

certainly
open
to
exploring
that

respect

bylaws.

know
we
don't
have
specific
direction
from
council
at
this
point
regarding

changes

bylaws

again

not
easy
questions

would
say
for
staff,
nor

they

the
impacts

changes
to
bylaws.

would
suggest
weren't
considerable
study
and

thought
on
the
part

council
before
we
move
down

road,

open

further
direction

focus

is
on
looking

alternatives

work

downtown
east
side

participation
of

vpd,

assure

wants

engaged

this

agree
that,

of
all
policing
the
demands
on
policing
resources
are
better
served
elsewhere,
but
what
we
have
found
and
what
we've
certainly
heard
from
our
staff
is
there
are
very
significant
safety
concerns
for
them
in
doing
this
work
and
they're
in
fact
unable
to
do
it
without
protection.
So
that's
the
challenge
we
have
again.
You
know
if
there
are
ways
for
us
to
look
at
doing
this.
It
does
not
involve
police.
We're,
certainly
open
to
that.
We've
tried
that
in
the
past
and
do
are.

do
have
staff
that
work
around
the
city
routinely
dealing
with
issues
like
this,
where
vpd
are
not
present,

we'll
continue
to
explore

understand

dyslexia
canada
website
their
statement.

official
canadian
celebration
for
dyslexia
awareness
month,
and
this
is
the
fourth
annual
national
awareness
raising
campaign
each
year
across
canada,
monuments
and
buildings
are
lit
up
red
schools
and
workplaces,
wear
red
and
cities
and
towns.
Sign
proclamations
to
officially
declare
the
month
of
october
is
dyslexia
awareness
month.
I
I
don't
believe
we
have
that
proclamation
yet
in
vancouver,
but
it
certainly
would
be
my
intention
to
bring
that
forward.
Given
that
opportunity.
Next
october
market
red
has
also
been
listed
on
the
government
of
canada
website
as
a
health
promotion
month.

son

dyslexia,
this
year's
campaign

incredibly
inspiring

like

thank

work

tutors
advocates

who
lift
up

voices
and
minds

people
living
with
dyslexia
in
the
community.

is
called,
and
certainly
as
far
as
I've
seen
a
superpower,

must
continue
to
work
so

all
young
minds
can
thrive,

matter

learning
can
differ
from
person
to

perhaps

a

who

lives

dyslexia
and
has
dyslexia.

shine

light

the
fact
that
there
are
so
many
people
worldwide
that
do
not
know
they
have
dyslexia
that
suffer
with
literacy
issues
and
don't
receive
the
right
tools
that
they
need
to
meet
their
potential.
And
there
are
many
wonderful
organizations
in
in
canada
and
right
here
in
the
city
of
vancouver
that
do
provide
that
help.
But
the
awareness
is
also
getting
kids
or
even
adults
tested,
and
I
just
wanted
to
note
that
as
well.

cancer
awareness
month

pink
ribbon
that
many
of
us

also
supplied.

here
in
canada,
one

eight
women

diagnosed

breast
cancer
in
their
lifetime
and
and
since
a
peak
rate
in
1986,
we've
seen
significant
reductions
about
