From YouTube: Council Meeting 04 20 2015
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
D
A
A
So
I
would
look
for
a
motion
for
that
motion
by
L
second
by
by
bill.
Any
questions
on
that
hearing.
None
I'll,
look
for
council
action,
all
those
in
favor
say:
aye
opposed
motion
carried
okay,
a
couple
of
quick
things
here:
I
wanted
to
I
want
to
mention
I
before
we
get
started.
I
got
a
letter
today
from
the
government,
finance
Officers
Association,
it
says,
dear
Mara,
Thorson
I
am
pleased
to
notify
you
that
the
city
of
Watertown,
South
Dakota,
has
received
the
distinguished
budget
present
award
for
the
current
budget
from
the
government.
A
Finance
Officers
Association
is
called
G
fo.
A
this
award
is
the
highest
form
of
recognition
and
governmental
budgeting
and
represents
a
significant
achievement
by
your
organization.
It
says
when
a
distinguished
budget
presentation
award
is
granted
to
an
entity.
The
certificate
of
recognition
for
budget
presentation
is
also
awarded
to
this
individual.
What
I
would
like
to
do
is
I'd
like
to
recognize
Shelley
and
her
awesome
team
for
the
work
that
they've
done
on
the
budget
process
and
I
tell
you
it's
it's
a
huge
amount
of
work
and
for
you
guys
to
get
this
award.
A
Okay
and
then
what
I'm
going
to
do
is,
as
I
said,
we're
going
to
move
under
old
business
to
2a.
This
would
be
Scott
mongers
piece
of
property.
We
had
two
discussion
on
that
today.
This
is
one
where
we're
going
to
put
it
in
to
help
me
out
here,
Scott
a
little
bit
for
the
condos.
Is
that
correct?
Can
you
put
that
up
there
for
us.
A
Did
somebody
say
hi,
Barbie
I,
don't
know,
okay,
guys!
This
is
what
we
talked
about
two
weeks
ago
at
the
council
meeting.
You
remember
that
Scott
bought
this
piece
of
property.
What
he
was
asking
for
at
the
time
in
front
of
the
council
is
to
approve
the
the
ability
to
have
condos
in
here,
and
he
is
going
to
build
another
building
right
straight
to
the
west
of
this
next
year
and
not
this
year,
and
what
was
the
the
question
that
came
up
was
well.
A
E
We
had
a
meeting
this
morning
with
Scott
and
stuff
and
says
that's
all
well
and
good,
but
the
people
he's
got
here
are
already
planning
on
buying
this
piece
of
property,
and
if
we
take
this
all
out
and
put
it
back
into
green
space,
that's
a
parking
spot
that
they've
already
been
using
and
utilize
it
for
sometime
and
that
it
will
cause
well.
They
probably
won't
want
the
property
anymore.
E
So
it's
kind
of
a
catch-22
was
in
and
the
part
of
this
blame
sure
to
come
back
down
my
office
at
the
time,
I
guess
for
allowing
it
to
being
built
with
that
to
per
the
spec
as
it
was
at
the
time.
So
what
he
suggested
this
morning
possibly
is
to
come
in
here
and
maybe
carry
out
first
three
or
four
feet
of
this
and
try
to
put
some
green
space
in
here
to
make
up
in
front
of
the
building.
E
Look
fresh
and
better
than
what
it
is,
maybe
add,
a
shrub
or
two
over
here:
I,
don't
know
that
that's
a
big
enough
area
to
sustain
a
tree,
but
at
least
some
kind
of
green
space
to
brighten
Airy
up
a
little
bit
and
then
going
forward.
And
if
we
want
to
try
to
go
back
after
the
previous
owner
and
get
something
and
restitution
from
them
do
so.
But
he
still
does
not
want
this
area
here
to
go
away
because.
F
The
biggest
issue
that
comes
up
is
a
lot
of
it
is
do
we
need
to
go
all
the
way
back
to
engineering
with?
How
has
drainage
effected
I
mean
if
you
see
there
is
a
drain
to
the
north
of
that?
Yes,
thank
you
that
goes
under
to
a
culvert.
You
put
a
whole
green
space
area
in
there.
There
was
never
curb,
but
on
this
property,
like
I,
said
I'm
coming
into
this,
that
I
had
no
idea.
F
Any
of
this
was
what's
happening,
but
if
you
change
the
whole
layout
of
that,
there's
a
lot
more
to
it
than
just
putting
a
few
trees
in
on
this
property.
What
should
have
been
done
is
it
should
have
never
been
built.
The
way
it
was.
It
should
have
been
stopped
at
that
point.
Those
doors
should
have
never
been
facing
north
I
didn't
know.
If
that
was
a
problem,
there
was
no
judgments,
no
liens.
F
What
we
bought
the
property
was
free
and
clear,
and
this
all
came
back
to
me
a
couple
weeks
ago
we
went
through
planning
zoning.
It
was
fine
and
then
I
heard
Tuesday
morning,
whatever
a
month
ago
that
were
shot
down
on
trying
to
move
forward
with
our
planning.
So
I
was
also
told
that
was
planted
correctly
as
a
condo,
where
I
could
sell
it,
which
I
wasn't
done
either
so
there's
a
lot.
There's
always
fun
surprises
when
you
jump
into
some
of
these
projects,
but
obviously
we're
trying
to
do
a
write.
G
Scott,
let
me
just
point
out
I
think.
Last
time
we
had
this
discussion.
We
talked
about
this.
You
weren't
at
that
meeting
that
we
were
talking
about
that
I.
Think
the
greater
issue
is
the
planning
part
of
it.
I,
don't
know
that
we
have
a
zoning
district
set
up
for
planning
a
building.
You
know
if
we
do
a
plat,
there's,
typically
setbacks
associated
with
all
of
that
plat
I'm,
not
saying
we
shouldn't.
G
G
F
Sale:
okay,
just
like
we've
done,
every
property
we've
ever
developed
and
I
was
under
the
intention.
This
was
done
that
way
in
2012,
when
this
was
built,
he
didn't
go
through
the
steps
of
going
through
the
South
Dakota
real
estate
commission,
like
we
do
on
all
our
other
properties,
but
this
has
been
done
several
times.
We
do
it
with
every
one
of
our
projects.
How.
F
F
D
A
F
I
mean
we've,
we've
got
a
room
down,
the
we
were
gonna
look
at
is
along
the
whole
north
side.
If
you
go
to
the
west
here,
we
have
the
property
all
the
way
over
to
your
guyses
Road.
That
goes
to
the
event
center
and
we're
gonna
line
that
whole
area
with
green
space
and
and
trees
keep
going
there.
You
go,
there's
the
lot
line
all
the
way
over,
and
then
we
do
have
some
ability
to
the
south
of
our
lot
there.
As
you
see
as
you
go
in
towards
the
event
center
and.
A
I'd
like
to
also
address
guys
that
I
think
I
think
we
as
a
city
fell
sure
when,
when
a
person
that
builds
something
like
that,
just
literally
didn't
listen
to
a
thing
and
basically
did
what
they
want.
I
think
we
need
to.
We
need
to
go
back
on
that
and
we
need
to
go
their
signatures
are
on
there.
The
way
that
it
was
supposed
to
be
built,
and
it
wasn't
that
way,
I
think
we
as
a
city
really
need
to
say
you
know
we
can't
have
that
and
we
can't
allow
people
to
just
build
it.
A
I
A
Should
not
slow
him
up
I
know.
The
only
thing
that
we
have
to
be
careful
about
is
if
he
sells
a
piece
in
there,
one
of
the
condos
and
there's
some
type
of
action
on
that.
We
don't
want
to
jeopardize
that
person
going
to
get
a
loan
and
all
sudden
there's
this
this
lawsuit
out
there
by
the
city
of
Watertown.
So
we
want
to
make
sure
that
Stanton
I
think
you
were
working
on
that
yourself.
H
E
A
B
J
Scott
but
Kenny,
how
do
we
prevent
this
from
happening
in
the
future
and
sky?
Don't
you
understand
any
of
my
concerns
aren't
with
with
you
and
how
you've
done
it,
it's
procedural
and
and
really
on
a
going-forward
basis
that
we
just
can't
have
this
happen
and
there
I
know
you're,
not
the
one
that
did
this
so,
but
so
how
do
we
prevent
this
from
happening
again?
So.
E
Blatantly
this
is
done
by
field
inspection,
but
most
of
our
field
inspection
is
actually
done
when
they
call
us
and
say,
okay,
we're
ready
for
a
fourteen
or
ready
for
this.
We're
ready
for
that.
Whatever
the
case
may
be,
I
mean
we
do
travel
wrong
besides,
sometimes,
but
like
on
these
concrete
job
being
taken
over
and
stuff,
when
they're
done,
I
mean
that's
gonna
be
done
in
one
day:
they're
gonna
have
it
in
and
have
it
and
placed
it
all
of
a
sudden.
Now
we
got
the
problem.
E
What
do
you
do
that
you
tear
it
out?
We
don't
tear
it
out,
and
this
has
been
discussed
at
multiple
levels
many
times
over
the
year
already
as
to
what
to
do
and
how
to
handle
it
and
where
it's
at
so
I
mean
I,
don't
disagree,
one
grid.
We
should
have
caught
this
quicker
and
sooner,
but
as
far
as
the
door
being
moved
and
added
in
there,
but
the
concrete
we.
E
Get
every
project
on
every
day,
though,
but
basically
they're
supposed
to
call
us
when
they're
ready
to
do
a
pore,
so
we
can
come
and
examine
it.
If
they
don't
call
us
and
they
pour
I
mean
it's
easily
could
be
a
couple
days
before
we
come
back
by
that
side
again,
and
it's
done
that's
not
what
they
were
supposed
to
do.
B
J
We
got
the
guns
now
because
I'm
this
is
just
such
a
blatant
thing
that
there's
just
no
excuse
for
it
and
when
it's
on
our
side,
their
side,
whatever
I,
do
know
that
there
was
a
plan
in
place
and
it
wasn't
followed
and
I
think
in
the
future.
If
they
go
ahead
and
they
do
something
that
that
truly
is
contrary.
J
I
understand
plans
can
change,
but
if
there's
something
to
just
contrary
to
what
we
want
out
of
our
ordinances,
one
in
our
community,
then
I'm,
sorry
and
I've
seen
it
happen
at
least
one
other
time
where
we
said
sorry,
you
got
to
move
it
and
I.
Think
that's
sure
you
should
have
happened
here.
Just
then
dig
it
out
I'm.
You
know
it's
just
the
position
we
have
to
take
in
order
to
I
think
to
contain
the
and
maintain
I
should
say
the
respect
for
the
ordinances
and
the
process.
Just.
E
A
A
Moving

Entertainment

doing
business
as
Silver

casino
at

Ninth

Southwest.
At
this
time,
I
will
open
the
public
hearing.
If
there's
anyone
wants
to
speak
in
favor
of
or
against
this
hearing,
none
I
will
close.
The
public
hearing
I
will
look
for
a
motion
in
a
second
for
discussion
motion
by
bethe
second
by
Bruce.
Is
there
any
questions
that
you
have
on
this?
A
B
Mayor
I
do
have
a
question
on
this.
This
is
going
to
be
in
the
Little
River
City
building,
there's
already
one
casino
there.
My
understanding
is,
they
are
putting
any
second
casino
to
allow
one
to
be
a
smoking
facility
and
one
to
be
a
non-smoking
facility.
I,
don't
is
there
anybody
in
the
crowd
here
to.
K
J
B
B
A
D
I
got
a
problem:
that's
one
thing
that
we've
got
existing
places
that
are
basically
not
adhering
to
the
state
law
and
that's
just
being
ignored,
but
I
think
us,
as
a
council
know,
knowing
that
this
is
the
purpose.
It's
kind
of
blatantly
just
throwing
it
out
there
that
okay,
anything
goes
and
we're
not
supportive
of
the
law
and
I.
J
L
G
Just
say
the
built
in
revisiting,
because
I
was
a
part
of
we
looking
at
that
quite
extensively
a
few
years
back.
One
of
the
issues,
I
think
was
that
there's
really
no
criteria
that
that
spells
out
what
kind
of
ventilation
you
need.
There's
none
that
I
could
remember,
and
so
it's
really
difficult
to
tell
somebody
that
they
can't,
but.
G
D
G
B
Is
very
inconclusive.
The
Attorney
General
doesn't
want
to
give
a
ruling
on
it.
The
state's
attorney
doesn't
want
to
do
it
because
for
one
thing
it's
a
petty
offense,
it's
the
$25.00
offense.
She
doesn't
want
to
be
the
first
to
try
it,
but
I
agree
with
the
way
Bill's
undressing
it
is.
Do
we
keep
on
it
until
pretty
soon
we
got
them
all
in
in
pretty
soon
we're
just
ignoring
a
lot
there.
H
There
was
some
of
the
council
might
not
be
aware,
but
there
was
a
trial
for
a
violation
of
a
of
a
casino
along
tuesd
well
for
violating
the
no
smoking
ban
and
that
owner
was
found
guilty.
So
it
has
been
prosecuted
in
Coddington
County
I
was
there
what
had
happened
so
there
has
been
a
violation:
that's
been
prosecuted
but
I
think
you're
right,
Randy
that
that
give
is
given
the
fine
amount.
It's
it's,
probably
not
high
on
the
priority
list,
but
as
to
the
issuance
of
this
license.
H
If
you
find
out
that
this
proprietor
is
allowing
smoking
to
go
on
on
the
premise
under
state
statute,
a
City
Council
can
recommend
to
the
Department
of
Revenue
that
the
license
be
suspended
and
give
the
grounds,
and
then
the
owners
entitled
to
a
hearing.
So
the
council
does
have
some
ability
to
step
in
even
after
issuance
to
Mike's
point
and
try
to
prevent
violations
from
occurring.
I.
G
Would
just
the
question
I
have
back
to
that
the
the
ventilation
issue,
if
it's
an
area
if
they
build
a
facility
off
the
building,
or
that
is
a
joint
adjacent
to
the
building,
if,
if
they
aren't
serving
alcohol
or
food
in
that
part
of
the
facility,
there's
really
I,
don't
think
there's
an
that.
We'd
have
a
leg
to
stand
on
for
any
arrest.
If
they're
smoking
in
there.
B
B
J
J
If
it's,
if
it's
secondhand
or
or
it's
something
other
than
that,
then
I
think
we
would
be
remiss
by
not
approving
this
and
then
upholding
our
smoking
laws,
because
that
you
know
a
few
weeks
ago
we
had
a
whole
issue
of
the
the
sting
net
came
around
and
we
failed
what
six
a
nine
or
whatever
it
was
well
I
got
a
couple
of
emails
and
had
people
talk
to
me
and
they
said
you
know
it's
great-
that
you
guys
are
gonna.
Look
at
that
seriously.
We
have
to
take
it
seriously.
M
J
D
I
B
A
H
I
think
and
I
guess:
we'd
want
to
make
sure
the
minutes
are
clear.
If
the
council
makes
that
decision,
because
state
statute
says
you
can
reckon
you
can
deny
issuance
of
a
license
if
you
deem
it
that
the
person
is
not
not
a
suitable
character
and
a
suitable
location.
Given
the
existence
of
a
license
already
at
that
location
kind
of
hard
to
say
it's
not
a
suitable
location.
H
So
the
thing
you
have
to
decide
as
a
group
is,
is
this
a
suitable
person
and
not
knowing
that
you
know
no
offense
Randy,
but
not
knowing
that
that's
his
intention?
If
we
had
something
like
an
affidavit
that
says
I
the
applicant
intend
to
allow
people
to
smoke
here,
then
I
think
you'd
say
that's
not
a
suitable
person,
so
maybe
tonight.
The
best
course
is
to
not
take
any
action
set
it
on
for
public
hearing
again
and
tell
him
that
he
needs
to
appear
and
tell
us
what
his
intention
is.
J
C
Do
we
we
have
to
publish
another
public
hearing
notice
which
they're
gonna
have
to
come
in
and
pay
for?
So
probably
the
best
thing
to
do
is
just
vote
on
this
and
in
vote
to
approve
it
or
not,
to
approve
it
right
now
you
have
a
motion,
a
second
to
approve
it
so
vote
on
that
yes
or
no,
and
then
they
will
have
to
come
back
in
pay.
The
$40
get
another
public
hearing
get
back
on
the
next
to
council
agenda,
which
may
not
be
the
fourth
of
May,
depending
on
when
we
get
to
publication.
C
G
C
N
H
I,
don't
want
to
take
semantics,
split
semantics,
but
I
don't
think
the
city's
necessary
allowing
it
in
the
community.
Maybe
law
enforcement
just
isn't
catching
it
and
being
able
to
issue
citation
so
I
wouldn't
agree
that
the
city's
allowing
it
to
occur.
Don't
doubt
it
probably
is
occurring,
but
not
with
not
with
our
blessing
I.
D
Think
the
thing
is,
if
we're
gonna,
if
we
decide-
and
this
would
be
my
opinion-
I'm-
not
saying
for
anybody
else.
But
if
that's
the
issue-
and
we
would
take
a
stand
on
it,
then
the
guys
that
are
doing
that
got
to
think
when
what
comes
renewal
for
my
license
am
I
gonna
get
a
renewal
because
that's
what
we
have
control
of
Shelley.
G
N
B
A
N
B
H
Have
there
have
been
a
few
cases
in
Bruce
and
Mike
I'm
sure
more
familiar
than
then
most
about
it,
but
when
the
Board
of
Adjustment
they're
required
to
hold
public
hearings
when
they
have
actions,
sometimes
they
can't
feel
the
team.
The
applicants
serve,
we
don't
have
a
quorum
and
sometimes
for
whatever
reason,
the
board
just
decides
to
take
no
action,
because
they
need
to
have
further
review
in
those
cases
when
the
applicant
shows
up
they
paid
for
their
day
and
they're
here
for
their
day
and
they
don't
get
a
decision.
N
A
Let's
move
on
this
is
40
bucks
give
it
to
them.
Don't
worry
about
it
next
time,
so,
let's
get
going
here!
There's
no
charge
next
time
for
this
$40.
Let's,
let's
move
along
okay,
so
there's
no
action
on
that.
They're
gonna
get
the
$40
back
and
they
can
pay
it
next
time
or,
however,
you
want
to
do
it
number
for
annexation
and
zoning
of
the
route
addition
Sarah.
You
want
to
help
us
out
on
that.
One.
O
A
So
what
we'll
do
Sarah's
we'll
look
for
a
motion,
a
second
for
discussion
on
the
a
annexation
resolution
59
a
motion
by
Bruce.
Second,
second,
by
Dan
there
any
questions
on
the
annexation
hearing,
none
I
will
look
for
council
an
action
on
the
annexation.
All
those
in
favor,
say
aye
opposed
motion
carries
B.
Second
reading
ordinance,
number
1510
of
many
Mazzoni
district
boundaries
by
zoning
property,
2
C,
3,
highway
commercial
district,
I
looked
for
a
motion,
a
second
for
discussion
motion
by
Randy
second
by
dan.
H
O
A
Okay,
do
you
need
to
open
a
public
hearing
on
the
second
okay
good
enough,
we're
good
to
go
all
right,
so
we've
got
a
motion
a
second
on
this?
Is
there
any
questions?
Any
discussion
on
the
second
reading
of
ordinance,
1510
hearing,
none,
I'll,
look
for
council
action,
all
those
in
favor
say
aye
opposed
motion
carried.
Then
we
also
added
c2
this,
which
is
the
plat
resolution.
1510.
Do
you
need
a
public
hearing
on
that
to
stand?
Okay,
all
right,
so
I'll
look
for
a
motion.
A
second
on
that
where's,
my
brew.
Second,
by
Beth.
A
A
This
is
for
a
for
the
annexation
B
for
second
reading
of
ordinance,
1511
and
men.
In
zoning
district
will
do
this
in
two
motions,
but
I
will
open
the
public
hearing.
If
there's
anyone
here
that
wants
to
speak
in
favor
of
or
against
this
now
is
your
chance
hearing.
None
I
will
close
the
public
hearing
and
Sarah.
If
you
want
to
just
a
little
bit
about
this
annexation,
sure.
O
A
J
We've
talked
about
this
many
many
many
years
ago
and
we've
already
went
past
those
days
of
being
able
to
do
this.
But
how
do
we
get
connectivity
north
to
south
from
what
is
that,
third
to
tense
to
14th
week?
There's
no
ability
to
take
in
the
future?
Well,
there's
none
now
and
I,
don't
see
anything
in
the
future.
That
says:
that's
how
we're
gonna
get
from
here
to
there
without
driving
everything
over
the
xix
going
up
and
then
back
over.
Is
there
any
plan
for
any
kind
of
connectivity
there?
There.
O
We
don't
have
it
yet
in
our
hand,
that's
why
it's
not
coming
up
yet,
but
we
know
there
come
they're
working
on
something
they
gave
us
a
proposal
which
did
not
show
that,
and
we
said
we
need
to
see
that
connectivity
exactly
like
you
said:
how
does
this
get
us
up
to
14?
What
about
all
these
folks
here
were
beyond
the
maximum
number
of
homes
served
by
a
dead-end
road?
What
are
we
gonna
do
about
that
so
they're
currently
addressing
those
issues.
A
O
Right
so
there's
nothing
else.
This
could
be
the
last
time
you
see
it
until
there's
a
letter
of
assurance,
because
if
they
have
a
preliminary
plan
which
is
approved
by
the
Plan
Commission,
they
can
administratively
plat
off
of
that
and
the
only
time
you
would
even
see
it
would
be
if
there
are
public
improvements
required
Street
that
sort
of
thing
in
a
development
agreement
or
a
letter
of
assurance,
then
that
would
come
to
you,
sir.
L
O
Is
the
the
very
edge
of
the
drainage
down
to
this
tributary
is
all
Willow
Creek.
The
all
of
this
property
is
the
Willow
Creek
Basin
and
there's
another.
This
is
Willow
Creek
proper
right
here
and-
and
we
were
going
to
reach
a
crest
in
here
very
near
here,
where
the
water
will
flow
this
way
over
to
Willow
Creek
proper,
but
this
particular
development
flows
to
this
tributary
of
Willow
Creek.
A
Okay,
there
any
other
questions
on
that
for
Sara
hearing
none
I
believe
we
have
a
motion,
a
second
hearing.
None
I
will
look
for
council
action.
All
those
in
favor,
say:
aye
opposed
motion
carried
these
second
reading
of
ordinance
from
the
15:11
and
many
new
zoning
district
boundaries
by
zoning
property,
east
of
25th
Street
east
to
r1,
single-family
residential
district.
This
time,
I'll
look
for
a
motion
in
a
second
for
discussion
motion
by
brew
a
second
by
rust,
any
questions
you
have
for
Sarah
on
this.
L
A
P
A
P
Permission
from
the
council
to
apply
for
a
grant
that
we
do
every
two
years
through
the
Bureau
of
Justice
Assistance.
It
allows
us
to
only
pay
half
the
cost
or
to
be
reimbursed
for
half
the
cost
of
the
blue
two
vests
that
the
officers
wear
we're
anticipating
needing
24
vests
over
a
two-year
period.
That
starts
this
October
first,
so
that
would
allow
us
to
replace
existing
vests
and
then
also
to
allow
for
new
officers
to
buy
a
vest.
P
L
A
L
P
A
Are
there
any
other
questions
for
Orion
hearing
on
outlook
for
counsel
action?
All
those
in
favor
say:
aye
aye
opposed
motion
carried
okay
authorization
for
the
police
department
to
apply
for
a
grant
from
a
South
Dakota
office
of
Highway
Safety
for
radar
equipment
and
speed,
display
trailer,
Ryan
you're
up
again.
All.
P
Right
I'll
try
to
be
as
brief
as
possible
on
this
one
and
then,
if
you
do
have
additional
questions,
I'm
prepared
to
give
you
the
full
speech
on
all
the
particulars.
Every
year
the
office
of
Highway
Safety
gets
federal
money.
That's
handed
down
to
local
governments.
We've
taken
advantage
of
this
grant
for
each
of
the
last
ten
years,
probably
and.
H
P
So
we
can
use
that
to
kind
of
gather
some
data
to
figure
out
if
we
need
to
direct
some
enforcement
in
that
area
and
then
the
last
thing
on
the
on
the
list
of
items
would
be
a
speed
display,
trailer
similar
to
what
we
have
existing.
However,
our
existing
one,
we
piece
together
back
in
about
2001
just
with
some
spare
parts
and
some
help
with
lati-
that's
problematic.
It's
nearing
the
end
of
its
lifespan.
P
So
timing
on
this
is
we
kind
of
like
like
to
take
advantage
of
the
grant,
while
this
year
it's
an
eighty
percent
federal
money,
twenty
percent
local
next
year
it
might
be
a
little
different
than
that
it
kind
of
changes
every
year,
but
all
said
we
were
looking
for
$17,000
in
in
expenses.
We
would
come
up
with
about
20%
of
that.
The
math
doesn't
work
out
perfectly
because
there
are
maximum
allowable
costs.
For
some
of
these
that
we're
buying
a
fancier
radar
trailer
with
five
hundred
dollars
shipping.
They
won't
cover
all
of
it.
P
So
we
got
to
pick
up
the
other
end,
but
anyway
our
cost
would
be
thirty,
nine
hundred
and
seven
dollars
out
of
the
seventeen
thousand
one
hundred
fifty
four
dollars.
For
the
most
part,
we
would
be
seeking
that
and
thirty
nine
hundred
dollars
in
our
CIP
for
2016,
but
for
some
of
the
smaller
dollar
items
we
may
have
money
left
over
at
the
end
of
this
year
to
buy
some
of
those
radar
units
toward
this
fall.
Okay,.
A
At
this
time,
I
look
for
a
motion
in
a
second
for
discussion.
What's
my
rush?
Second,
by
Beth,
any
other
questions,
yeah
for
Ryan
hearing,
none
I'll,
look
for
council
action,
all
those
in
favor,
say:
aye
aye
opposed
motion
carried
number
eight
authorization
for
the
mayor
to
sign
an
MoU
and
thanks
Ryan,
a
member
memorandum
of
understanding
with
the
cotton
county,
detention
center
for
Hamlin
services
and
Doug
you're
up
Thank.
Q
What
we're
looking
at
is
changing
the
way
we
do
business
with
the
detention
center.
Currently,
when
we
have
a
a
moans
call
over
to
the
detention
center,
we
we
get
the
information
as
best
we
can
and
build
a
patient
and
a
lot
of
the
the
patients
inmates
don't
have
insurance.
We
don't
know
the
whereabouts
of
these
these
patients,
they
they
may
still
be
in
incarcerated
at
the
time
we
don't
have
a
lot
of
for
their
information.
So
what
we
did?
We
looked
around
at
whether
what
other
communities
are
doing
within
the
state
of
South
Dakota.
Q
This
on
this
same
situation,
and
particularly
we
and
treated
on
the
fighting,
ms
based
services
that
are
very
similar
to
water
tom,
with
a
city
service
providing
a
name
one
service
to
a
to
a
detention
center,
Rapid,
City,
Mitchell,
Rapid,
City,
Mitchell
and
Aberdeen
are
very
similar
to
the
way
we
do
it.
They
all
have
some
sort
of
a
an
arrangement
or
agreement
in
place,
whether
it
be
in
writing
or
handshake
to
to
help
with
supporting
this
the
same
loan
service.
So
that's
what
we
worked
on
with
the
detention
center
and.
B
K
Q
Also,
if
it's
a
private
pay,
they
would
also
give
us
a
payment
of
$250
for
that
service
at
that
time
and
that's
to
help
take
care
of
us
some
of
our
direct
costs
for
for
providing
that
service.
So
with
that,
it's
it's
a
it's
a
pretty
good
MoU
that
will
save
us
some
time
and
billing.
It
will
also
help
with
our
direct
costs,
where
we're
we're
not
seeing
many
dollars
at
this
time
under
the
current
system
at.
B
Q
Holly
on
an
average
year,
it
varies
a
quite
a
bit
from
year
to
year,
but
in
2014
we
we
responded
over
there
49
times
and
we
transported
37
inmates
or
patients
to
to
the
hospital
a
number
of
years.
It
was
a
little
higher
and
then
it's
dropped
down.
It
seems
like
it's:
it's
slowly
dropping
down
percentage.
J
Q
Q
Correct
that
is,
that
is
correct,
and
if
they
will,
if
they
have
insurance,
it
will
go
through
the
process
of
whatever
type
of
insurance
that
they
they
have
and
provide
to
us,
and-
and
we
will
go
through
that
and
occasionally
they
will
be
denied
coverage
by
that
insurance
carrier.
So
at
that
point,
then
it
would
go.
We
work
with
the
county
and
that
would
be
paid
by
the
county
and
then
they
would
in
turn
have
ways
to
to
try
and
recoup
those
dollars
from
that
inmate.
So.
Q
This
is
a
this
is
really
a
good,
a
good
system
for
for
everybody,
a
lot
of
that.
A
lot
of
the
inmates
are
from
other
counties
and
in
a
few
of
them,
are
even
from
other
states
and-
and
those
are
the
ones
that
that's
really
hard
for
us
to
collect,
because
we
don't
know
where
the
inmates
going
and-
and
this
he
may
be
from
another
state
in
another
County
and
the
the
current
system
is
we're
kind
of
on
our
own
to
try
and
recoup
those
dollars.
And
it's
it's
a
it's
pretty
tough,
tough
going.
B
Q
They
don't
have
any
I
believe
that
would
be
correct.
I
they
they'd
have
that
ability,
because
they've
got
contracts
in
place
to
take
care
of
their
their
inmates,
where
we,
we
don't
mmm-hmm.
So
we
this
saves
us
a
step
from
trying
to
get
all
these
contracts
with
every
county.
That's
involved
with
the
retention
center,
so.
A
Any
other
questions
for
Doug
hearing,
none
I'll,
look
for
council
action,
all
those
in
favor,
say:
aye
aye,
opposed
motion
carried
I'd,
also
like
to
I,
know
Lee
you're
in
the
audience
tonight.
I
would
also
like
to
offer
our
council
chambers
to
the
to
the
commissioners
if
they
so
would
like
to
have
it
on
gov
TV.
There
are
meetings
and
such
for
transparency.
I
would
I
would
welcome
you
folks
to
do
that.
A
Q
Basically,
this
is,
this
is
a
grant
that
we
have
we've
already
applied
for
and
actually
have
approval
for,
and
what
we're
looking
for
tonight
is
approval
to
go
to
bids
for
two
sirens,
turnkey
sirens.
So
tonight
the
money
is
all
in
place
and-
and
we
just
want
to
go
out
to
to
bid
to
to
get
these
two
new
sirens
and
maybe
in
the
two
news
sites
that
repurposed
earlier
and
that
is
a
25%
match
to
75%
of
federal
dollars
and
not
to
exceed
46,000.
A
Q
A
M
Evening,
yes,
I
request
authorization
to
apply
for
a
South
Dakota
Department
of
Health
West
Nile
virus
prevention
grant.
Now
this
is
there's
no
matching
funds
with
this
grant.
This
is
an
all-or-nothing.
So
if
successful,
we
would
use
grants
fund
to
enhance
the
city's
West
Nile
virus
control
program
by
purchasing
a
new
adult
deciding
fogger
the
GPS
unit.
That
goes
with
it
and
the
trailer
and
again
the
approximate
cost
would
be
fourteen
thousand
four
hundred
and
fifty
dollars
and
these
weren't
budgeted.
M
A
M
M
K
M
M
You
know
it's
it's
hard
to
say
we're
fortunate
in
the
Watertown
community
that
we
do
not
have
to
seem
to
do
as
much
as
a
lot
of
the
communities
around
the
state
like
Aberdeen,
for
example,
they're
there
in
the
program
all
the
time,
and
basically
what
we
do
is
there's
six
straps
that
around
the
community
and
they're
checked
regularly
and
when
they
reach
a
trigger
level
of
the
number
of
the
species
that
cause
the
West
Nile.
That's
when
the
fogging
operation
is
started,
I
think.
M
A
Side,
you
know
we
can
throw
that
in
the
ponds
and
things
like
that.
We
should
really,
as
a
city,
try
to
make
that
available
for
for
folks
out
there
that
have
small
ponds
and
everything
that
that
they
could
throw
it
in
there.
I
really
think
we
should
see
if
there's
a
because
we
buy
in
such
large
quantities.
I
think
that
maybe
it's
a
could
be
a
little
cheaper
for
them.
We
should
take
a
look
at
that.
A
I
think
it
would
be
something
worthwhile,
any
other
questions
for
J,
okay
hearing
none
I
will
go
for
counsel
action.
All
those
in
favor,
say:
aye
aye
opposed
motion
carried
Thank
You
number
thanks,
Jay
number
11
has
been
been
pulled
off
the
agenda.
We
will
now
move
to
number
12
consideration:
a
request
from
shooter's
bar
to
hold
three
street
dancers
outdoor
events.
What
I'll
do
is
I'll
look
for
a
motion
in
a
second
for
discussion
and
then
we'll
have
Tommy
Tom
come
on
up
here
and
visit
with
this
for
a
minute
motion
by
John.
R
Guess
we're
just
looking
at
having
a
few
more
Street
dances
this
year
we
had
a
couple
last
year
had
a
huge
success
had
no
problems
with
it.
Two
years
ago
we
had
one.
Last
year
we
had
two
this
year.
We're
gonna
try
to
have
three.
If
possible
I
mean
it
brings
a
ton
of
people.
Uptown
people
enjoy
going
outside
peering
bands
outside
I.
Guess
it's
been
a
huge
success
for
our
bar
over.
There
had
no
problems
whatsoever
in
the
last
few
years.
I
R
Guess
there
are
first
events
on
a
Friday,
so
it'll
work,
but
our
second
ones
we
are
gonna,
do
like
an
afternoon
event.
I,
don't
know
if
you
looked
at
it.
We
plan
on
having
like
a
like
either
I'm,
not
sure
for
under
the
beanbag
tournament
on
one
and
then
like
an
outside
dart
term
and
one
I
know:
Brookings
has
a
huge
outside
dart
tournament
down
there.
It's
a
big
hit,
I
know
Island
pier
they
have
they
call
it
cornhole
out
there.
They
have
a
big
beanbag
train
outside
out
there.
R
We're
gonna
think
in
heaven
like
an
event
in
the
afternoon
and
run
it
into
the
evening
to
keep
people
uptown
and
and
bring
people
out
and
I
think
we
were
trying
to
do
it
all
three
of
them,
but
we
couldn't
quite
get
a
band
scheduled
for
a
Saturday
in
June.
You
know
it
was
kind
of
a
tough
one,
but
to
let
the
second
to
the
the
July
25th
and
August,
and
that
is
our
plan
to
do
something
like
that
and.
R
Miners
that
do
play
bags
not
a
lot
of
dart
people
but
I'd,
say
anytime
after
6:00
I.
Don't
think
we
want
miners
in
there
to
just
before
that
reasoning.
So
I
mean
I,
don't
they're
in
a
ton
of
I,
don't
think
there's
a
ton
of
miners
that
come
out
I
mean
I,
think
we
had
beanbag
League
inside
this
winter.
We
had
one
minor
in
there
and
they
were
out
of
there
by
nine
o'clock.
So.
R
Guess
the
noise
issues
I'm,
you
know
like
I,
said:
I
was
talking
to
the
police
of
chief.
You
we're
not
gonna
make
everybody
happy,
I
mean
no
matter
what
you
do.
You're
not
gonna,
make
everybody
happy.
We
had
five
complaints
lat
on
our
last
one
I
think
we
had
a
couple
more
on
the
other
one
I
mean
I,
think
that's
pretty
pretty
good.
Knowing
they
have
that
many
complaints,
you
know
for
a
vent
we're
doing
once
a
month.
I
mean
you
know.
I
just
I
know.
I
can't
see
a
problem
with
that
myself.
B
R
A
K
To
have
because
the
consideration
going
for
it
now
I
like
things
that
bring
people
in
town,
that
sounds
like
an
exciting
event.
I
think
the
question
were
going
to
face
in
the
future
is
what
others
want
to
do
this,
and
then
we
start
looking
at
you
know
outdoor
events
and
it
gets
to
the
point
where
G
we've
got
one
almost
all
the
time,
and
then
the
noise
issue
becomes
a
bigger
issue.
I
would
just
say:
I'm
not
opposed
to
this
I
just
think.
We're
gonna
face
that
issue
in
the
future.
I.
D
R
R
D
R
R
B
Yeah
and
the
Don's
Don's
comment,
you
know
just
so
this
don't
get
totally
out
of
hand
and
I'm
all
for
what
you're
doing
I
mean.
But
would
you
have
any
problem
if
someplace
in
line
we
we
said
you
were,
we
can
allow
you
one
a
month
for
three
months
in
the
summer
months.
Just
so
don't
get
totally
out
of.
R
Mind
you
know
honestly
I
wouldn't
do
more.
Okay,
look
at
it.
You
do
one!
That's
like
hiring
the
same
band.
Every
weekend.
It's
gonna
get
old.
You
know
you
start
doing
more
than
one
a
month.
You
didn't
know
where
to
show
up
for
it,
so
I
mean
I've,
never
do
mean
that's.
This
is
probably
the
max
I'd
ever
do
right
now,.
I
I
I
A
O
We
bit
out
this
project,
which
is
on
Roby
Creek
itself,
and
we
got
four
bids.
Our
estimate
was
a
hundred
eighteen
thousand
and
our
low
bid
was
from
Deutsch
excavating
in
the
amount
of
one
hundred
thirteen
thousand
ninety-eight
dollars
80
cents,
and
we
recommend
that
you
accept
that
bid.
It's
slightly
more
than
our
budget
of
a
hundred
thousand.
O
A
O
We
have
this
is
Roby
Creek,
the
waterway.
Here
you
see
open,
it
goes
through
culverts
under
eighth
Avenue
and
seventh
Avenue
and
eighth
Avenue
is
concrete.
Culvert,
that
is,
has
frost,
heaved
its
way
up
to
the
surface
and
it's
falling
apart
and
part
of
the
culverts
exposed
and
really
coming
apart
badly.
It
needs
to
be
replaced,
we're
pointing
in
the
same
size,
culvert
and
we're
going
to
try
to
do
some
different
bedding
to
hopefully
and
some
fabric
to
avoid
having
the
frost,
heave
issue
there.
O
7Th
Avenue
has
a
corrugated
metal
culvert
which
is
rusted
through
and
is
in
endangering
the
road
so
we're
taking
that
out,
we're
going
to
replace
it
with
a
similar
sized,
concrete
culvert
and
then
the
channel
is
so
close
to
the
road
that
the
road
is
actually
starting
to
fall
in
and
we're
planning
to
move
it
out
a
little
bit
from
the
road
and
see
the
erosion
that's
happening
here.
The
city
owns
the
property,
so
we're
going
to
pull
the
channel
out
a
little
bit
away
from
the
road,
and
so
the
road
doesn't
erode.
H
A
O
D
A
Any
questions
hearing
none
I'll,
look
for
council
action,
all
those
in
favor,
say
aye,
aye,
opposed
motion
carried
aye
I
did
want
to
talk
about
Jay.
Maybe
you
could
come
up
and
visit
a
little
bit
about
the
meeting
that
was
held
out
to
the
golf
course
the
other
day
just
quickly,
sir,
could
you
put
up
the
golf
course
up
there
for
us.
M
M
One
of
the
reasons
that
we're
looking
at
doing
the
yellow
greens
first
is
that
they're,
the
old
push-up
style
green.
Basically
earth
was
just
mounted
with
greens,
put
on
top
of
them
and
they
date
back
to
the
1930s
which
I
understand
and
the
yellow
is
probably
the
most
favorite
nine
holes
on
the
golf
course.
M
N
J
Don't
trust
anything
you
can't
see.
That's
what
I've
always
said.
So
you
can't
see
these
things
and
you
know
I
moved
here.
1984
and
we've
had
problem
with
same
greens,
so
these
things
have
probably
been
around
and
then
they
eventually
slowly
just
move
and
migrate.
Well,
if
we
don't
put
money
into
these
greens
and
replace
these
greens,
then
we've
got
to
deal
with
the
problem
of
these
nematodes,
which
is
an
ongoing
problem.
M
Now,
as
we
found
out
at
that
meeting,
you
know
we're
gonna,
Kevin
Norbit
was
going
to
check
in
to
the
cost
of
fumigating
these
greens
so
that
we
can
just
eliminate
the
little
rascals.
I
also
have
to
excavate
all
that
soil
and
waste
that
somewhere,
so
that
could
get
to
be
a
pretty
costly
expense.
Yeah.
A
A
A
A
A
A
D
But
guess
tonight
I
just
want
to
bring
it
up
see,
if
maybe
we
can
bring
it
to
our
next
session
on
the
work
session
and
that's
the
at
Mayfair
that
block
a
Mayfair
Road.
That's
undone
of
off
of
14th
I've
got
some
calls
from
that
neighborhood
and
they
are
under
the
impression
something
was
going
to
be
done
about
that
and
it's
not
any
agenda
anything
to
be
done
and
I'd
like
to
revisit
that
and.
A
O
D
Guess
I
didn't
know,
I'd
like
to
get
the
conversation
started
and
what
can
I
mean
I?
Don't
expect
that
there
my
opinion
I,
don't
expect
that
they
would
be
required
to
pay
the
total
cost
on
that.
But
I
think
there
needs
to
be
some
consideration
on
that
name
and
I've
got
some
pictures
of
the
dirt
all
running
down
in
the
storm
drain
and
stuff.
So
rather
spend
my
time
on
that
tonight
it
if
we
could
I'd
like
to
bring
that.
A
D
J
Got
three
things
here
in
regards
to
the
work
that's
being
done
up
at
the
new
middle
school,
the
roundabouts
and
such,
and
this
is
maybe
towards
Sarah,
but
sarah
has
Highway
81
in
14th
Avenue.
That
intersection
with
lighting
in
turn
lanes.
Has
that
been
looked
at
at
all
of
how
that's
going
to
function
when
we
get
those
two
new
facilities
up
and
going.
J
J
Well,
you
can't
get
there
at
all.
You
can't
get
there
from
the
east
and
you
can't
get
there.
They
went
on
the
wrong
lane.
I
went
past
it
and
came
back
on
the
wrong
lane
in
order
to
get
in
there,
there's
no
way
to
get
in
there,
and
so
that's
going
to
be
a
problem,
and
my
wife
was
nervous
when
I
was
doing
that.
A
J
Somebody
needs
to
look
at
it,
but
you
can't
get
in
there
and
those
businesses
that
are
there,
you
can't
get
in
from
the
east
or
the
west
as
of
today.
The
third
thing
is
mayor,
and
you
and
I
have
talked
about
this
directly
and
what
this
is
a
years
old
problem
or
an
issue
anyway.
Where
are
we
at
with
the
issues
of
looking
at
the
the
Cherry
Drive
water
standing,
water
or
the
waterway
or
whatever?
We
want
to
call
that
whole
issue
back
there.
I
continue
to
get
calls
on
that.
J
A
O
Well,
what
we
have
out
there
is
an
existing
waterway
that
the
city
purchased.
You
can
see
in
historical
photos
from
before
development
that
the
whole
thing
was
not
farmed,
probably
because
it
was
wet
and
now
it's
wet
and
it's
wetter,
because
there's
people
with
sumps
dumping
into
it
that
never
existed
prior
to
development,
and
so
it's
growing
cattails
and
things
Roger
foot
with
the
upper
Big
Sioux
watershed
project
has
hired
Clark
engineering
to
do
a
conceptual
plan
for
that
area
of
ways
to
enhance
the
wetland.
O
It
is
a
wetland
it
dries
up
occasionally,
but
it
is
also
wet
a
lot
of
the
year
and
there
are
things
that
you
can
do
to
make
it
more
attractive
and
higher
functioning
as
a
wetland
and
not
just
grow
cattails
and
there
there
are
probably
some
areas
that
could
be
regraded
that
it's
bumpy
and
holds
water.
But
there
isn't
a
specific
plan
right
now
to
address
it
other
than
I
I.
O
Don't
know
that
the
Upper
Big
Sioux
is
ready
to
showcase
their
plan
yet,
but
they're
really
close
I've
seen
a
draft
of
it
and
so
I
think
a
neighborhood
meeting
might
be
in
order.
They
Upper
Big
Sioux,
brought
in
a
wetland
expert
to
talk
about
how
you
can
enhance
natural
wetlands
in
your
backyard
and
it
was
a
I
went
and
it
was
an
awesome
presentation,
but
there
was
hardly
anybody
there
and
that's
too
bad,
because
that
was
a
missed
opportunity.
O
The
wetland
doesn't
have
to
be
a
nasty
word
or
a
nasty
area
can
be
beautiful
and
it
can
enhance
a
neighborhood
if
we
want
to
dry
it
up.
That's
also
possible
it's
kind
of
expensive
and
you
take
away
some
of
the
functions
of
a
wetland
which
are
doing
water
quality
work.
You
just
put
that
dirty
water
straight
down
into
the
river
instead
of
cleaning
it
up
first
and
I,
guess
what
we
do
with
that
area
is
up
to
the
council.
If
you
want
to
spend
money
drying
it
up
and
making
it
lon
it
wasn't
long.
O
I
can
show
you
the
aerial
photos
from
prior
to
any
homes
being
there
and
actually
did
go
through
and
map
out
areas
that
were
not
farmed.
So
you
can
see
they
they
would
have
farmed
it
if
it
wasn't
wet
and
now
that
there's
a
home
there
they
don't
like
that,
it's
wet
part
of
that's
just
you
know,
that's
we
purchased
it
because
it
was
wet
so
that
we
could
preserve
it,
and
so
there's
that
I
mean
some
people
would
say,
leave
it
alone.
Don't
do
anything
to
it.
O
That's
an
option
or
you
can
put
some
money
toward
enhancing
it
and
trying
to
control
the
dominant
species
that,
like
cattails,
that
take
over
everything
and
have
plant
willows
and
butterfly
attracting
shrubs
and
that
sort
of
thing
that
grow
in
wetlands,
I,
I
think
I.
Don't
have
a
solution
to
hand
you
but
I'm
willing
to
listen
to
what
you
want
as
a
as
a
community.
Why.
K
H
O
O
Well,
and
there
have
been
contractors
and
they're
mucking
around
with
it
and
making
it
different,
and
it
is
different.
You
can
look
at
the
photos,
we
have
lots
of
photos
through
time
of
the
area
and
you
can
see
piles
of
dirt.
You
can
see
you
know
whatever
you
want.
I
I've
got
lots
of
that
stuff.
You
want
to
come,
but
I
think,
probably
as
soon
as
that
plan
is
done,
the
wetland
enhanced
concept
plan.
O
O
J
And
they're
not
spoken
with
any
individuals
and
I
said
you
know,
I
think
that
the
biggest
well
you
really
got
two
issues.
One
is
expectation,
will
that
be
on
our
side
or
on
the
the
residents
side
and
we
got
to
get
back
to
what
the
intent
is
and
what
can
be
done
and
how
it
could
be
done
and
look
at
what's
reasonable,
but
really
the
bottom
line
is
is
what
was
the
intent
and
how
and
I
think
we
have
to
define
that,
because,
right
now
we
just
have
different
opinions.
J
J
K
S
S
My
body
right
off
the
chair,
because
that
Kemp
Avenue
Bridge
is
a
is
a
show
place
for
water
tone
and
they're
planning
on
routing
all
the
new
traffic
that
we've
put
on
First
Avenue
down
and
over
and
across
that
bridge.
Now
I,
don't
know
how
many
of
you
people
like
that
bridge,
but
I
grew
up
underneath
of
it
and
around
it
and
on
both
sides
of
it
and
that's
a
beautiful
piece
of
work.
S
Somehow
we're
gonna
cut
off
Kemp
and
we're
gonna,
add
onto
First
Avenue
and
then
make
all
the
people
from
First
Avenue
move
over
onto
that
now,
I've
been
around
and
I've
talked
to
quite
a
few
people,
but
I
wanted
everybody
here
to
know
where
I'm
at
with
this,
it's
got
nothing
to
do
with
closing
down
that
railroad
crossing.
If
you
want
to
close
it
down
close
it
down,
but
don't
put
the
traffic
over
on
that
on
that
Kemp
Avenue
bridge.
S
A
Mike,
you
know
I
think
you
know,
Sarah's
had
conversations
with
sue
from
Sioux
Falls
with
the
DLT
and
bridge
closures,
and
you
know
I
believe
you
know
I,
don't
know
if
anything
is
ever
too
late
until
they
really
start
digging
into
it.
So
maybe
you
know
there's
a
chance
to
take
a
look
because
they
do
have
that
bridge
slated
for
a
replacement
on
3rd
Avenue.
Okay,
thanks
Mike.
We
appreciate
it
ray
if
you
could
put
that
up
on
the
screen
here.
A
A
B
Do
have
one
maybe
not
call
the
liaison
report,
you
kind
of
surprised
the
setter
or
when
an
old
board
meeting
last
week
and
a
half
ago
or
so,
and
you
rotten
Jan
n.
But
just
we
got
a
sneak
preview
of
the
sculptures
that
are
coming
in
downtown
and
I'll.
Tell
you
what
Wow
I
mean
it
is
great
if
anybody's
gotten
down
kipp
Avenue
in
the
last
few
days,
you
noticed
some
of
the
granite
pedestals
that
are
up
my
hat's
off
for
those
people
that
have
put
that
together.
B
It
is
just
gonna,
be
amazing
for
downtown
Watertown
and
it
it's
like
I
say
we
got
to
sneak
preview
of
of
what
they
look
like
they're
gonna,
be
up
for
ten
months
and
be
taken
down
next
year.
We'll
get
all
new
ones.
Hopefully
there'll
be
some
added
on
the
next
year,
but
it
is
just
amazing
for
downtown's,
so
really
really
exciting
things
for
bringing
them
over
Steve.
So
I.
A
Would
tomorrow,
at
two
o'clock
there
will
be
a
groundbreaking
up
at
the
Watertown
community
center.
It
should
be
exciting.
I
hope
that
there
is
just
anybody,
then,
ever
that
and
everybody
that
could
make
it
up
there
we'd
love
to
see
in
the
picture
for
our
groundbreaking
ceremony.
It
will
be
like
I,
say
two
o'clock
tomorrow
afternoon.
So
anything
else
you
want
to
add
to
it.
Mike,
that's
a
big
deal
for
water
tone.
That's
we're
excited
anything
else.
There's
any
reason
to
go
into
executive
session.
