If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
C
B
D
D
A
So
I
will
look
for
a
motion
in
a
second
which
by
Mike
second
bite
on
any
questions
on
that
hearing.
None
all
those
in
favor,
say:
aye
opposed
motion
carried
number
three
2014
audit
presentation
of
required
auditor
communication,
I
think
Troy
you
are
up.
Did
you
bring
Robert
or
Richard?
Whoever
you
wear
yeah
depends
on
who
yeah.
A
E
F
Was
just
gonna
point
out
a
couple
things
in
the
report
that
Shelly
had
sent
out
to
you
this
past
week.
The
part
the
paragraph
on
correct
and
incorrect
at
misstatements,
Professional
Standards
require
us
to
accumulate
all
known
and
light
or
and
likely
miss
statements
identified
during
our
audit
procedures
other
than
those
that
we
consider
trivial,
which
we
we
we
determine
a
level
and
then
anything
above
it.
We
would
record
here
anything
below
son
and
then
communicate
them
to
the
appropriate
level
of
management,
which
would
be
you
guys
since
you're,
the
governor
and
body.
F
There
are
attach
schedules
to
your
report
that
listed
the
different
ones
that
we
had
noted,
I,
just
don't
I'm,
just
gonna
make
want
you
to
be
aware
of
them,
but
if
anybody
has
any
questions
on,
oh
I'm,
not
gonna
go
through
them
today.
But
if
anybody
has
questions,
you
can
sure
give
me
a
call
and
we
can
discuss
them
at
that
time.
F
The
other
thing
I'd
like
the
address
is
on
the
second
page,
other
audit
findings
and
issues.
There
was
nothing
that
no
findings
are
issues
that,
were
we
considered
significant
enough
or
relevant
to
include
in
our
schedule
of
current
audit
findings
and
question
cost,
which
is
in
our
audit
report,
and
also
there
were
some
other
things
that
were
noted
that
we
discussed
with
Shelly
I
discussed
with
Shelly
and
in
christen
things
that
we
had
noted
that
are
not
here
so
far.
If
you
want
to
discuss
them,
all
Shelley
has
a
copy
in
the
finance
department.
D
F
D
F
D
F
D
Thanks
Troy
I
would
like
to
make
one
more
comment
as
long
as
on
2014
I.
Think
all
of
us
got
this
at
in
one
form
or
another
several
months
ago
and
I
don't
know
as
we
ever
spend
any
time
talking
about
it,
but
I
guess
I
would
and
what
I've
got
is
a
comprehensive
annual
financial
report
that
the
kafir'
that
an
awful
lot
of
time
and
effort
goes
into
it.
A
Say
you
know
kind
of
say
the
same
thing
Glen.
It
is,
let's
just
sleep
good
at
night,
when
you
know
things
are
run
the
proper
way
and
I
feel
very
proud
when
I
gave
Shelly
the
the
award
last
year
that
was
given
to
us
by
by
the
auditing
board
or
the
body
and
I
would
expect
that
same
thing
this
year.
So
thanks
again,
shell
and
then
tell
Robert
that
you
know
he
spent
six
months
with
us.
I.
F
A
The
number
four
is
for
Mike,
Farrell
and
Mike
is
not
here
yet
he's
out
at
lunker's
doing
a
presentation
for
kxl
G
as
soon
as
as
soon
as
Mike
comes
in,
which
could
be
closer
to
eight
o'clock.
We'll
get
him
on
the
agenda,
so
we'll
skip
over
to
number
five
Eastwood's
19th
addition
annexation
and
zoning
Shane
you're
up
on
this
one.
Thank.
H
You
mayor
City
Council
on
this
action
that
we're
asking
you
to
consider
today
in
Ray.
If
you
want,
you
can
put
up
my
screen.
Okay,
this
was
first
seen
by
the
Planning
Commission
at
the
July
meeting
and
it
was
proposed
to
be
our
three
zoning
and
that
was
discussed
at
length
by
the
Planning
Commission
and
and
rejected
or
suggested
that
they
consider
different
options.
H
A
By
Randy,
saying
by
Mike
any
questions
on
the
annexation
hearing,
none
all
those
in
favor
say
aye
opposed
motion
carried
on
the
second
part,
the
second
reading
of
ordinance
number
1523
amending
the
zoning
district
boundaries,
a
zoning
property
south
of
14,000
north
to
r2,
single-family
attached
residential
district,
and
she
now
let
you
handle
that
again.
Well,.
H
A
C
H
C
A
I
think
we
need
to
do
something
there,
because
I
do
recall
that
that
was
in
there
and
and
I.
Don't
you
wouldn't
want
that
to
fall
through
the
cracks?
Yep,
that's
correct!
Any
other
questions.
Hearing
none
I
will
look
for
council
action.
All
those
in
favor
say:
aye
opposed
motion
carried
number
six
ordinance
number
15,
24
2016
city
budget.
Shall,
if
you
want
to
touch
on
that
I.
B
Will
everybody
should
have
a
new
copy
of
the
ordinance
just
when
I
think
nothing's
gonna
change,
mister
Solem,
who
is
not
here
this
evening,
bless
his
heart
called,
and
we
had
a
discussion
about
the
ordinance
and
he
had
a
question
about
the
placement
of
an
item
that
we
later
came
to
find
out
was
inadvertently
omitted
from
the
first
ordinance.
So
we
added
that
back.
That
was
basically
the
dock
at
City
Park
that
we
put
in
for
$17,000
that
equaled
the
deduct
for
the
water
at
the
zoo.
B
So
it
was
kind
of
a
expenditure
neutral
item,
but
for
some
reason
that
just
that
change
didn't
get
saved.
So
that's
the
only
change
to
the
ordinance
would
be
the
Park
and
Rec
fund.
The
expenditures
went
up
$17,000
and
the
ending
available
fund
balance
went
down
of
course
$17,000.
So
otherwise
everything
else
is
the
same,
and
I
have
not
had
any
other
comments
or
questions
from
the
public
or
the
council,
one
on
any
other
items
and
we
did
go
back
and
double-check
everything
else
did
get
change.
So
that
was
the
only
thing
that
got
omitted.
B
A
D
A
B
D
A
Okay,
so
I
have
a
motion
a
second
on
the
floor.
Is
there
any
other
questions
here?
None
I
will
look
for
council
action.
All
those
in
favor,
say:
aye
opposed
motion
carried
number
7
amendment
to
the
2015
salary
resolution
resolution
number
15,
2
1.
As
you
know,
we've
been
looking
at
the
the
airport
managers,
job
responsibilities
and
todd
has
been
actually
doing
everything
a
department
head
has
been
asked
to
do
todd
reports
to
the
mayor
on
a
weekly
basis.
We
we
have
our
discussions.
As
you
know,
the
airport
has
changed
a
lot.
We've
seen
dramatic.
A
I
A
B
So
now
that's
gonna
fall
back
to
Todd.
To
do
that,
so
that's
that's
kind
of
he
is
really
accountable
for
everything
that
happens
in
that
department.
There's
not
another
layer
that
can
can
take
the
brunt
of
that.
So
that's
kind
of
why
we
consider
that
position
now
a
department
head
and
when
we
went
through
the
additional
responsibilities,
the
accountability,
the
level
of
judgment
that
does
raise
level
of
the
grade
and
then
the
the
pain.
C
I
A
C
I
A
Was
a
lot
of
things
that
he
actually
has
done,
such
as
closing
out
some
of
the
grants
that
were
done?
You
know
they.
Never
they
never
got
close.
There
was
grants
that
had
been
out
there
for
three
four
five
years
and
and
those
things
were
always
showing
as
a
negative
for
us.
He
goes
in
talking
to
the
DLT
closed
out
these
loans
or
or
the
grants,
there's
just
been
a
whole
lot
of
things
going
on
and
then,
with
the
the
tea
hangers
that
we've
seen
increase
there.
It
just
been
really
a
pleasant
experience.
I.
I
A
K
In
this
regard
to
the
change
in
his
level
of
responsibility
is:
is
this
move
being
made
because
it's
a
it's
a
reflection
of
his
performance
or
is
it
a
move
that's
being
made,
because
that's
the
level
of
position
that
we
want
running
the
airport,
because
if
he
were
to
leave,
would
we
backfill
at
that
level?
It
really
is
what
about
you.
A
D
B
It'll
have
to
be
adjusted
because
it's
it's
effective,
as
of
October
1,
so
there'll
be
the
you
know.
We
really
won't
see
a
whole
lot
of
a
change
this
year,
because
some
of
the
part-time
have
been
cut
back
with
the
airline
and
then
next
year,
we'll
just
kind
of
have
to
see
how
it
plays
out.
Because,
again
until
we
have
an
airline,
there's
gonna
be
some
part-time
work.
That
is
not
going
to
be
done
because
we
don't
have
those
those
flights.
So
it'll.
A
And
you
bring
that
up,
you
know
dealing
with
the
airlines
right
now.
Todd
is
in
Utah
with
meet
and
hunt
and
he's
talking
with
an
airline
out.
There
didn't
go
so
great,
but
it's
just
I
felt
very,
very
comfortable
and
sending
Todd
out
there
to
do
to
do
that
job.
We
we
came
in
on
a
Skype
meeting.
Skype
didn't
work
so
hot
today,
I,
don't
know
what
the
deal
was,
but
it
all
worked
out
so
I
feel
comfortable
with
Scotts
position
out
there
or
Scott
Todd's
position.
A
Any
other
questions
hearing
none
I
will
look
for
counsel
action.
All
those
in
favor,
say:
aye
aye
opposed
motion
carried
number
8
resolution
number
1520
to
administratively
amending
resolution,
number
14
to
6,
authorizing
the
issuance
of
sales
tax
revenue
bonds
and
making
provisions
for
their
payments.
What
we've
done
is
the
time
it
is
still
actually
to
our
benefit.
As
you
remember,
we
we
said
we
were
going
to
do
the
30
million
dollars
with
the
bonds.
We've
currently
done,
20
million
dollars,
and
we
felt
as
though
it's
time
now
to
wrap
up
that
last
10
million.
A
So
we
can
get
these
things
built
and
finished
off.
So
that's
what
this
is
doing.
It's
just
fulfilling
our
resolution
that
we
did
back
in
gosh
what
March
April
May,
something
like
that
with
the
original
20
million.
So
we
are
doing
that.
Do
you
need
a
motion
on
this?
Then
she'll
I
will
look
for
a
motion.
A
second
for
discussion
purposes
push
my
mic
ii
by
Don.
Any
questions
on
this
a.
K
K
B
K
B
So
we've
done
20
million
of
that
30
million
and
on
page
2
it
says
that
the
council
hereby
determines
it
is
in
the
best
interest
of
the
city
to
authorize
the
issuance
and
sale
of
sales
tax
bonds
in
a
principal
amount
not
to
exceed
10
million,
plus
amounts
necessary
to
pay
costs
of
issuance,
including
underwriting
discount,
not
to
exceed
two
percent
so
that
that's
the
intent
of
what
we're
gonna
bond
is
a
10
million
plus
any
any
cost
of
issuance.
Okay.
B
A
B
Gonna,
the
the
council
authorized
30
million
dollars
of
construction
funds
for
these
three
projects
and
in
the
other,
two
issuances
we
took
all
of
the
costs
of
issuance
out
of
our
current
reserve.
This
one
we're
going
to
bind
additional
proceeds
to
pay
for
those.
So
that's
why
it
there's
some
additional
I.
K
A
Okay,
any
other
questions
for
Shelly
hearing.
None
I
will
look
for
council
action,
all
those
in
favor
say:
aye
aye
opposed
motion
carried.
Hopefully
we
won't
do
any
more
bonding
for
years
and
years
to
come.
Okay
number
nine
authorization
for
the
police
department
to
accept,
except
the
bulletproof
vest
grant
through
the
Bureau
of
Justice
Assistance
in
the
amount
of
seven
thousand
seven
hundred
and
twenty
one
dollars
and
forty
seven
cents,
Ryan
you're
up
Thank.
G
You
mr.
mayor
and
I
can
promise
you.
There
is
no
bonding
requirement
with
what
I'm
about
to
talk
about
back
in
April
I
appeared
before
the
council
and
asked
for
permission
to
apply
for
a
grant
through
the
what
we
call
the
bulletproof
vest
partnership
grant.
It
allows
us
to
offset
some
of
the
cost
of
the
ballistic
vests
the
officers
wear.
We
recently
learned
that
we
were
awarded
that
money.
You
know
the
seventy
seven
hundred
dollar
amount.
G
I
G
A
Any
other
questions
here:
none
I
will
look
for
council
action.
All
those
in
favor,
say:
aye
aye
opposed
motion
carried
number
ten
authorization
for
the
mayor
to
sign
a
police
department
grant
through
the
office
of
Highway
Safety
in
the
amount
of
13
and
247
dollars
with
a
20%
local
match,
Ryan
you're
up
again
yeah.
G
Again
in
April
of
this
year,
I
appear
before
the
council
and
ask
for
permission
to
apply
for
this
grant.
We
recently
learned
that
we
were
awarded
this
grant
in
the
amount
of
that
$13,000
number.
This
one
would
be
used
to
pay
for
for
just
traditional
radar
units
that
we
have
in
two
patrol
cars,
one
what
we
call
a
radar
recorder.
It's
a
box
that
kind
of
surreptitiously
make
gets
mounted
to
a
pole
and
records
data
uses
radar
to
just
determine
how
fast
vehicles
are
going,
that
traffic
counts
and
such
it
doesn't
display
a
speed.
G
It
doesn't
take
pictures
and
send
out
speeding,
tickets
or
anything
like
that.
Just
records
data
and
lets
us
interpret
it
to
see
where
we
might
need
to
send
an
officer
if
somebody's
complaining,
we
can
set
this
up
there.
The
third
item
would
be
a
radar
display
trailer.
This
is
similar
to
what
you've
probably
seen
floating
around
town.
We've
had
the
one
in
Watertown
since
about
2001
that
we
kind
of
built
ourselves
way
back.
Then
it's
seen
its
better
days,
the
batteries
on
it
and
stuff,
just
it,
it's
not
working
so
well
for
us
anymore.
G
G
So
I
didn't
ask
achievement,
beat
that
specifically
today
when
I
talked
to
him
about
this,
but
the
the
radar,
the
the
smaller
of
the
match,
was
a
radar
equipment.
I'm
almost
sure
that
has
been,
but
the
$3,900
seems
small
enough
that
we'd
be
able
to
figure
that
out
with
our
patrol
car
budgets,
we
have
get
moving
things
around
Ryan.
G
Wasn't
pole
mounted,
it
was
required
a
bigger
battery
that
so
we
sometimes
see
a
white
unmarked,
Crown
Victoria
just
parked
on
the
side
of
the
road,
and
we
could
use
that
device.
It
was
an
older
device
to
the
computer
software
and
it
wasn't
anywhere
near
as
sophisticated
as
what
this
is
now
and
obviously
there
was
some
inherent
problems
with
sparking
a
white
unmarked,
Crown
Victoria
by
the
side
of
the
road
you're
gonna
get
some,
not
some
real
true
data,
I
think
with
speed.
So.
G
A
Okay,
any
other
questions
here.
None
I
will
look
for
council
action.
All
those
in
favor,
say
aye
opposed
motion
carries
thank
you
before
you
leave
I
think
you
know.
Hopefully,
Shane
you
and,
and
the
police
departments
are
all
getting
together
for
on
highway
20
to
get
some
of
those
those
speed
signs
out
there.
You
know
that
people
can
see
when
they're
driving
in
a
town,
so
instead
of
going
45,
your
speed
is
this.
You
know
and
we're
working
on
that.
A
G
A
G
And
he
said
grant
that
we're
talking
about
this.
We
can
purchase
those
kind
of
things
through
this
grant.
Obviously,
we'd
have
to
be
the
next
next
year's
cycle.
The
one
thing
that
I've
been
told
is
that
they
like
them
when
they're
at
least
considered
portable,
so
that
if
we
put
it
on
a
pole
and
leave
it
there
forever,
they
don't
like
that
for
this
grant
purposes.
But
if
we're
able
to
move
it
around
every
once
in
a
while
and
they're
pretty
loose
with
every
once
in
a
while
definitions,
yeah.
G
A
Number
eleven
consideration:
a
change
order,
number
one
to
the
contract
with
Ortmeyer
construction
for
the
airport,
T
hangar
project,
increasing
the
contract
amount
by
three
thousand
nine
hundred
eighty
eight
dollars
and
forty
cents.
What
you'll
see
is
the
current
contract
price.
What
we
had
was
three
hundred
forty
four
thousand
dollars.
The
sub-base
gravel
was
not
quite
enough
on
it.
We
had
to
put
in
two
hundred
seventy
cubic
additional
yards
of
gravel,
which
increases
a
contract
to
347
nine.
Eighty,
eight
forty,
which
is
the
thirty
nine.
Eighty,
eight
forty
at
this
time.
A
What
I'll
do
is
I'll
look
for
a
motion,
a
second
for
discussion
motion
by
Mike.
Second,
by
Glenn,
any
questions
on
this
hearing.
None
I
will
look
for
counsel
action.
All
those
in
favor,
say:
aye
opposed
motion
carried
number
twelve,
we're
gonna
move
that
into
add
change
order
for
the
golf
course
number
one
J.
If
you
want
to
come
up
and
take
care
of
this
for
us.
L
L
This
this
change
order
would
add
back
in
the
second
half
of
the
side.
That
was
originally
bid
as
an
alternate,
and
we
had
intentions
to
add
this
back
in
with
the
first
change
order.
The
first
half
was
added
back.
This
adds
the
second
half.
This
will
also
add
some
hydro
mulch
instead
of
straw
in
some
of
the
areas
that
are
to
be
seeded,
as
well
as
the
infamous
one
red
green.
L
Originally,
that
was
dug
out
just
to
consider
the
size
of
the
green
and
actually
some
of
the
old
pour
material
carried
out
into
the
shoulders
of
that
green,
and
it
was
decided
by
the
project
committee
that
this
wasn't
acceptable.
So
we
dug
that
back
out
and
now
that
has
the
approved
root
zone
mix,
so
those
would
be
the
three
primary
items,
and
then
this
does
also
add
one
day
of
construction
to
work
on
that
one
red
green
for
the
contractors
they're.
A
Good,
what
I'll
do
is
I'll
look
for
a
motion,
a
second
for
discussion
motion
by
Beth.
Second,
by
Mike
any
questions
you
have
for
Jay
hearing,
none
I'll,
look
for
council
action,
all
those
in
favor,
say
aye
opposed
motion
carries
Jay.
I,
think
that
you
can
just
touch
base
a
little
bit
because
we
got
a
little
bit
of
time
here.
What's
going
on
out
there,
where
we're
at
how
many
greens
are
done,
just
a
little
update.
Well,.
L
Right
now,
three
greens
would
be
completely
done.
That's
two,
eight
and
nine.
All
the
side
is
N.
Two
greens
are
seeded.
They
completed
four
and
seven
with
the
side.
Today.
Those
need
to
be
seated
I
talked
to
Todd
shortly
before
5:00,
and
they
were
working
on
siding
on
number
three.
They
had
finished
all
the
shaping
on
number
six
and
they
should
be
on
number
five,
as
we
so
everything's
getting
pretty
tight
in
that.
L
L
G
L
A
great
deal
you
know
they
added
a
lot
of
character.
I
would
say,
would
be
a
good
word
to
the
existing
or
there's
previous
greens.
There's
a
lot
of
different
contours
and
I.
Think
it'll
be
really
neat
and
interesting
challenge
for
the
golfing
public.
Well,
when
they
get
a
chance
to
use
it
next
year.
I
think.
K
A
good
comparison
and
the
one
thing
that
we
wanted
to
have
Bruce's.
If
you
went
on
the
yellow
greens,
which
were
just
basically
round
and
flat,
and
you
went
to
the
newer
greens
that
we
had.
You
know
that's
what
you
should
see
now
with
the
new
greens
on
the
new
yellow
greens,
because
we
wanted
them
to
be
similar
to
the
other
new
greens
so
that
we
didn't
have
them
again
a
radical
change
in
their
look
and
type
of
play.
L
You
know:
do
we
just
hope
the
weather
holds
out,
because
that
actually
indirectly
did
hold
us
up
a
little
bit
this
weekend,
because
the
the
side
is
being
cut
near
Vermillion
along
the
sue,
our
Missouri
River
and
with
some
of
the
rain
they
had
on
Friday,
they
discontinued
cutting
the
sod.
So
in
turn
we
couldn't
get
it
to
the
core,
so
they
were
planning
on
doing
some
more
siding
this
weekend
that
they
couldn't
get
done.
So
hopefully
we
can
hold
out
on
this
rain
so
that
the
same
situation
doesn't
occur
again.
I
just.
F
K
Days
and
it's
been
a
lot
of
time
out,
they're
looking
at
this
project,
I
ain't
been
extremely
impressed
with
with
the
work
that
they've
done
and
the
diligence
that
they
put
into
this
and
the
crew
that
are
out.
There
have
been
very,
very
helpful
and
very
good
to
work
with
so
I
want
to
give
them
a
lot
of
credit.
It's
been
a
good
project
as.
A
A
L
A
Okay:
number
13
consideration
of
change
order;
number
three,
which
is
a
final
two:
the
contract
with
crystalline
builders
for
the
Uptown
alley,
reconstruction
project,
increasing
the
contract
amount
by
four
thousand;
four
hundred;
seventy
nine
dollars
and
63
cents
Shane.
If
you
want
to
take
that
for
us.
H
Thank
you,
mayor,
City
Council.
This
change
order
covers
three
different
items.
Two
of
them
are
new
one.
The
contractor
submitted
a
price
of
five
hundred,
ninety
seven
dollars
and
96
cents
for
additional
mobilization,
and
what
that
came
from
was
you
know,
scheduling,
conflict
kind
of
towards
the
middle
end.
We
only
gave
them
direction
to
that.
H
The
south
half
of
the
alley
was
ready
to
pave
so
that
made
their
subcontractor
have
to
come
back
in
and
regrade
and
yeah
had
to
come
back
in
twice
to
grade,
so
we
determined
that
that
was
an
eligible
cost
because
it
was
due
to
circumstances
beyond
their
control.
In
other
words,
the
utility
company
was
in
there
kind
of
holding
up
the
progress,
and
so
they
had
to
come
in
more
than
they
anticipated.
H
So
we're
recommending
authorization
on
that
item.
Then
there
was
an
additional
seven
hundred
and
fifty
one
dollars.
Ninety
two
cents
related
to
the
weather
and
we
had
an
extensive
conversation
with
the
contractor,
and
this
is
paying
for
a
very
small
portion
of
the
weather
related
issues
in
that
alley,
but
we
felt
that
they
did
go
above
and
beyond
trying
to
handle
the
water,
especially
down
on
that
south
end.
H
Where
we
did
have
water
enter
a
basement
and
they
they
actually
sent
crew
out
there,
not
only
managing
stormwater,
but
they
also
try
to
add
some
grout
to
the
outside
wall
to
prevent
further
water
intrusion
into
the
basement.
So
we
didn't
negotiate
that
item
down
to
the
751,
then
the
remaining
additional
cost
is
related
to
actual
adjustments
in
quantities
and
a
portion
of
that
twenty
two
hundred
and
eighteen
dollars
was
for
some
additional
sidewalk
that
we
actually
had
them
do
around
the
corner
on
our
museum
property.
H
The
sidewalk
was
in
very
poor
condition
right
there
and
we
had
an
ad
a
complaint.
So
we
decided
to
take
care
of
that
under
this
contract,
since
it
was
convenient
and-
and
they
were
already
there
working
in
the
area,
so
we
took
advantage
of
that,
and
so
the
result
is
a
contract
increase
of
forty
four
hundred
and
seventy
nine
dollars
and
63
cents.
The
total
cost
of
this
project
is
still
well
below
our
budget
and
so
there's
no
issues
with
paint
for
the
additional
cost.
I
A
I
I
D
A
Anything
else
here,
none
I
will
look
for
council
action.
All
those
in
favor,
say
aye
opposed
motion
carried
one
of
the
things
that
we
will
do
different
on
on
the
rest
of
the
alley.
Projects
is
more
likely
if
utilities
are
involved,
will
allow
them
to
to
dig
into
the
alley,
take
care
of
the
utilities
and
then
at
that
time
will
remove
the
excess,
concrete
or
asphalt
intake.
There.
M
A
Your
budget
that
you
just
approved
there
is
for
the
alley
right
across
the
street,
going
to
the
north
you'll,
see
the
T
alley
going
up
there
through
and
ORS
and
Easton
West
all
the
way
through
the
bar
street
that'll
get
done,
and
you
also
approved
the
milling
and
overlay
and
to
redo
the
parking
lot.
All
three
parking
lots
in
that
in
that
block,
plus
one
more
parking
lot
down
on
the
south
over
by
kill
rads
over
in
that
area.
A
So
when
we're
getting
these
alleys
done,
it
just
seemed
prudent
to
do
the
whole
works
and
make
everything
look
really
nice
uptown,
so
I
think
was
a
good
move
on
you,
guys
I
old
business
I
get
a
couple
of
things.
I
wanted
to
talk
about.
I
was
kind
of
wishing.
Mike
would
show
up
here,
but
we'll
just
go
on.
I
wanted
to
talk
about
the
auditorium.
I
listened
the
other
day,
I
heard
an
article
or
a
news
report
about
the
auditorium
uptown.
A
The
reports
said
that
I
had
planned
on
selling
that
to
somebody
and
then
they
would
sell
it
to
the
county
and
in
turn,
I
wouldn't
be
affected
by
it.
At
this
time,
I
just
want
to
be
perfectly
clear
that
we
have
no
intention
of
closing
the
auditorium
and
moving
it
up
to
the
rich
man's
place.
Okay,
that
is
not
our
intent.
We
are
not
going
to
try
to
close
the
city
auditorium
and
move
people
out
of
there
and
force
them
to
go
up
to
the
rec
center.
That
has
never
been
the
intent.
A
It
is
not
the
intent
at
this
time.
There
are
people
that
want
to
buy
the
place.
I
think
it's
it's
to
the
benefit
of
the
city
of
Watertown
to
entertain
those
ideas.
I,
don't
believe
that
it's
large
enough
for
the
county
to
build
the
size
of
a
jail
that
they
want
to
build
I,
just
don't
believe
there
is
the
only
way
they
could
do.
That
is
if
they
were
to
close
Broadway,
and
there
is
no
intention
of
closing
Broadway
and
and
opening
that
up
to
a
jail.
K
Only
one
I
would
just
add
is
a
little
caveat
to
that
is
that
we
always
have
to
be
looking
at
and
managing
our
facilities
and
the
properties
that
we
have,
and
you
know
it.
There
may
be
a
time
when
that
facility
shouldn't
be
part
of
the
city
anymore
and
because
what
little
does
get
done
in
there
right
now,
maybe
it
can
be
accommodated
in
other
places
that
we
other
assets.
K
So
you
know
I
I,
don't
think
we
can
say
that
it's
never
gonna
close
from
the
city
standpoint,
but
you
know
I
do
think
we
have
a
responsibility
to
to
look
at
the
assets
that
we
have
and
to
manage
them,
aggregate
Lee,
and
if
we
have
excess
capacity
or
excess
needs
or
problem
areas,
we
we
have
to
make
adjustments
and
that's
something
that
this
body
of
people,
along
with
our
our
department,
heads,
that's
our
jobs.
To
take
a
look
at
that.
So
I
would.
A
Agree:
it
costs
us
about
thirty
thousand
dollars
a
year
to
operate,
which
isn't
astronomical
numbers.
It's
used
by
a
lot
of
walkers.
It's
used
by
archery
I
know:
there's
a
number
of
organizations
going
there
I
think
they
play
volleyball
in
there,
but
there's
also
our
Fieldhouse.
You
know
the
walkers
have
that
opportunity
to
go
to
the
Fieldhouse.
Who
knows
you
know
we
might
own
ourselves
a
walking
track
that
can
be
used
at
at
any
particular
time
for
people,
but
I
just
wanted
to
get
that
out.
There
I
don't
know.
A
If
anybody
else
has
any
comments
about
the
auditorium.
It's
a
great
old
building.
It
looks
nice.
It
does
need
some
repair
on
the
roof.
I,
don't
believe
in
a
heartbeat
that
it
needs
the
whole
roof
to
be
repaired,
I
think
in
visiting
with
a
roof
guy.
He
says:
there's
there's
some
damage
up
there,
but
that
can
be
repaired.
It
does
need
a
new
boiler
system.
So
we
know
that
that's
going
to
cost
some
dough
to
get
that
done.
It
does
need
sewer
repair
in
there.
A
So
and
it
is
on
the
Historical
Society
list
and
that
National
Historical
is
what
I
understand.
So
it
is
it's
a
great
old
building
you
go
in
there
and
I'd
hate
to
see
it
knock
down.
Anything
happened
to
that.
So
you
want
to
say
anything
Mike,
because
I
know
that
you
had
some
comments
on
the
radio
the
other
day.
C
O
It's
coming
down
over
the
top
of
the
dance
area
or
whatever
you
call
a
the
upper
part
and
it
needs
to
be
fixed,
and
so
these
people
have
gotten
together
and
they're
they're
looking
at
grants,
and
they
want
to
approach
the
city
to
be
able
to
go
through
the
city
to
apply
for
these
grants
to
fix
this
building.
And
that's
that's
where
these
comments
are
coming
from,
because
when
you
sit
and
listen
to
the
different
arguments,
you
get
it
from
every
direction.
O
You
know
and
I've
listened
to
all
of
them,
and
so,
but
when
you
guys
are
talking
about
that
building,
that's
that's
a
storm
shelter
or
it's
a
fallout
shelter.
So
we
need
it
down
there
for
because
people
know
that
that's
a
fallout
shelter,
so
we
don't
want
to
lose
it.
But
if
it's
closed
all
the
time
and
and
that's
where
we're
running
into
a
problem,
because
you
got
people
that
want
to
walk
in
there
and
they
can't
get
in
because
it's
locked
up,
we
moved
everybody
to
the
Fieldhouse
and
I
didn't
understand
that
move.
O
When
we
took
the
wreck
out
of
there
more
room,
I'm
sure
for
the
park
and
Rec,
but
you've
still
got
the
people
downtown,
they
want
to
walk
in
there.
You've
got
the
Weight
Watchers
that
are
in
there
there's
quite
a
few
people
that
use
this
I
mean
there
are
a
hundred
and
fifty
different
organizations
over
the
years
that
go
in
there.
They
just
started
rollerskating
in
there
now.
O
So
it's
a
good
building,
there's
not
that
much
to
matter
with
it
needs
some
glass
block
repair
and,
like
you
said,
the
sewer,
but
the
roof
is
the
main
thing,
because
if
you
let
that
deteriorate
to
bad,
then
we've
got
problems
because
I
think
it's
that's
bestest
up
in
there
and
if
you
start
messing
with
that
now,
you've
got
big
bucks
involved.
So
if
you
can
get
the
roof
repaired,
you
don't
have
to
mess
with
that.
We're
better
off
so.
A
O
O
A
A
O
O
It's
just
that
when
I
mentioned
that
at
the
budget
meeting
that's
what
I
was
calling
for
was
to
get
that
roof,
repair
and
and
I
was
sitting
right
here
and,
and
that
was
when
the
Jorgensen
was
retiring
and
they
told
me
there
was
absolutely
nothing
the
matter
with
the
roof
and
I
turn
around,
and
they
tell
me
that
there's
128
thousand
dollars
worth
of
work
to
be
done
on
it.
Yeah.
A
Kosher
there
I,
don't
recall,
I
know
that
any
correspondence
I've
had
with
the
Park
and
Rec
they've
always
told
me
that
there's
issues
with
the
roof
over
there.
So
we
will
we'll
take
a
look
at
that,
but
I
just
Mike
I
just
wanted
to
be
clear
that
there's
no
intent
here
to
to
go
and
demolish
that
building.
There's
no
intent
to
go
and
try
to
sell
it
underhandedly
so
that
a
county
or
anybody
can
get
it
I.
Just
want
you
to
be
aware
that
I
mean
I'm.
Looking
right
right
in
the
I
hear
you
and.
D
A
O
A
I've
had
contact,
you
know
with
I
believe
it's
the
the
attackers
have
been
in
the
office
Harvey
Boozman
in
the
office.
They
have
a
group
that
really
wants
to
save
that
building
and-
and
those
folks
are
really
on
top
of
the
expenses
and
cost
Jay
has
been
very
informative
with
me
with
TK
understands
what
the
costs
are
that
are.
O
A
A
Another
thing
I
wanted
to
talk
about
in
and
Shane.
This
was
going
to
kind
of
go
into
your
area
of
expertise.
The
pond
on
16th
Avenue
has
been
a
question
for
folks
about
geese
and
one
of
the
things
that
struck
me
kind
of
neat.
The
other
day
is
when
I
was
out
to
crest
owns,
ribbon,
cutting
or
groundbreaking
ceremony
out
on
the
east
side
of
19th
Street.
They
built
a
pond
out
there
and
they've
got
rocks
going
around.
A
B
C
P
We
were
at
that
I
brought
up
to
you,
the
one
in
McLaughlin
Park
and
if
there's
some
things
we
can
do
there.
You
know
that's
next,
my
place
of
business,
so
I'm
willing
to
help
or
contributor
or
whatever
might
be
to
know,
I
think
we
can
enhance
some
of
those
things
a
little
bit
if
we
want
to
put
a
little
effort
into
it.
I
would.
A
H
You
usually
the
geese,
aren't
deterred
by
those
thing
type
of
things.
If
there
are
more
people
there
present,
that
may
be
a
factor
with
the
geese
not
being
as
comfortable
there,
but
one
of
the
theories
on
keeping
geese
out
of
those
ponds
is
to
let
the
cattails
grow
up
or
on
the
perimeter
are
those
and,
and
with
the
thought
is,
is
that
the
geese
shy
away
from
those
kind
of
ponds,
because
if
they
enter
the
reeds,
they
don't
know?
What's
on
the
other
side,
they
don't
know.
H
If
there's
a
danger,
you
know
a
dog
or
something
that's
gonna
chase
them
when
they
get
go
through
those,
so
they
do
kind
of
shy
away
from
ponds
with
the
cattails,
but
there
are
certainly
multitudes
of
ideas
on
stormwater
pond
I
mean
that
one
was
built
for
functionality.
Not
for
aesthetics,
certainly
doesn't
take
a
lot
to
make
certain
ponds
more
aesthetic,
one
thing
with
that.
Those
will
have
to
decide
on
whether
that's
going
to
be
public
participation
and
funded
or
if
that's
gonna,
be
a
develop.
H
H
We
built
a
pond
in
the
area
of
the
new
school
and
where
our
Ice
Arena
was,
and
they
actually
constructed
it
in
the
shape
of
the
state
of
Minnesota
and
put
a
Fulton
in
the
location
where
Marshall
would
be
located
within
the
city,
and
you
can
drive
by
that
any
day
of
the
week.
If
the
winds
not
blowing
more
than
20
miles,
I
want
to
see
a
beautiful
falton
so
that
you
know
there
are
lots
of
things
that
can
be
done.
You
know
the
Terry
Redland
site
is
a
prime
example
of
some
gorgeous
looking
ponds.
H
I
H

M
D
A
Mike
you're
here
glad
to
see
you
come
on
up
everybody.
This
is
Mike.
Farrell
Mike
has
done
a
little
look
at
our
websites
and
I.
Think
he's
got
some
information
that
he
can
share
with
us
about
what
type
of
hits
we've
had
on
our
URLs
and
I.
Think
you
have
the
city.
You
can
kind
of
explain
how
many
of
the
websites
you
have
taken.
A
look
at
you
got
the
city
of
Watertown
I.
Believe
you
got
the
CVB
all
these
yeah.
E
B
A
Q
A
Q
The
mayor
asked
me
a
couple
of
months
ago
to
take
a
look
at
the
city
of
water
towns,
web
site,
the
CVB
web
site
and
I
also
looked
at
the
development
company
website,
because
I
think
all
three
of
those
are
kind
of
linked
together,
first
off
before
I,
get
into
the
what
I
found
just
some
general
comments
on
what
I
look
for
when
I
go
in
and
do
a
do,
a
site
analysis
I'm
looking
at
it
at
a
website
from
a
little
different
perspective
than
most
people
are
gonna.
Look
at
a
website.
Q
Most
people
are
gonna.
Look
at
a
website,
they're
gonna!
Look
at
what
it
looks
like
how
functional
it
is
all
the
fun
stuff.
That's
on
it,
and
that
kind
of
thing
I,
look
at
it
from
more
of
a
standpoint
of
a
marketing
tool.
Is
it
is
it
being
utilized
correctly
and
are
the
search
engines
finding
it
correctly
so
that
it's
being
utilized
as
a
marketing
tool
and
so
I'm
looking
at
it
from
a
search
engine,
optimization
standpoint,
I'm
looking
at
it
from
all
of
the
back-end
stuff?
Q
That's
in
that
website
the
links,
the
meta
tags,
the
keywords
all
of
those
kinds
of
things
to
make
sure
that
people
are
finding
it.
If
you
look
at
the
statistics
today,
depending
on
whose
report
you
read
over
90%
of
all
buying
decisions
today
are
made
starting
with
a
Google
search
and
that
not
only
includes
consumer
buying
decisions,
but
it
also
includes
people
looking
to
move
a
business
people
looking
to
locate
in
in
Watertown
people
looking
to
you
know,
visit
Watertown
all
of
those
kinds
of
things
and
any
of
you.
Q
You
know
if
I
asked
you
what
you
looked
up
the
last
time
and
you
picked
up
your
phone
and
most
likely
you
did
a
Google
search
of
something
we
do
it
all
the
time
and
a
lot
of
times.
We
don't
even
think
about
it,
but
because
of
that,
it's
extremely
important
that
the
city
sites
are
being
found
when
people
are
looking
for
those
and
I'll.
Q
Just
give
you
a
quick
example
when
I
initially
talked
to
the
mayor,
I
did
a
google
search
and
I
kept
it
really
broad,
but
I
did
a
Google
search
to
basically
set
visit.
I'm
visiting
South,
Dakota
and
I
wanted
to
see
where
Watertown
came
up.
Watertown
came
up.
I
finally
found
one
link
in
watertown
at
about
the
14th
page
of
the
Google
search
for
those
of
you
that
have
done
Google
searches.
Q
You
know
that
you're,
not
very,
very
rarely
are
you
gonna
go
14
pages
deep
in
a
Google
search
unless
you're
really
looking
for
something
Aberdeen
was
ahead
of
us.
Brookings
was
ahead
of
us.
Sioux
Falls
was
ahead
of
us.
Spearfish
was
ahead
of
us.
Mitchell
was
ahead
of
us.
Lead
was
ahead
of
us,
and
I
can
go
on,
so
we
weren't
showing
up
in
those
general
Google
search.
Q
A
Q
A
Q
Where
I'm
gonna
start,
this
is
the
city
of
Watertown
site
and,
as
you
can
see
here,
I've
the
first
tool
that
I've
looked
at
is
called
technical,
SEO
or
technical
search
engine
optimization
and
what
this
tool
does
is.
It
goes
and
starts
looking
for
all
the
things
that
aren't
working
correctly
on
a
website
when
somebody's
doing
a
search,
a
Google
search
or
a
Bing
search
or
a
Yahoo
search
in
this
particular
case
on
the
city's
site.
I
found
3206
issues,
search
engine
issues
just
on
the
city
site
alone.
That
is
really
high.
Q
Normally,
when
I
do
these
things,
I'll
find
a
couple
hundred
now
granted
the
city
site
has
a
lot
of
pages.
It
has
a
lot
of
information,
but
a
lot
of
the
things
that
I'm
finding
are
fairly
simple,
fixes
they're
metatags
their
descriptions,
their
page
descriptions
they're
all
of
the
things
that
that
it
just
takes
somebody
to
go
in
and
fix
them,
and
so
you
know
the
good
news
is
I,
didn't
find
any
broken
pages.
I
didn't
find
any
broken
lengths.
Q
You
know
those
kinds
of
things
but
from
a
search
engine
perspective,
it's
not
the
search
engines
are
blocking
this
site
in
a
lot
of
cases,
because
they're
they're
going
to
find
these
they're
trying
to
find
these
things
and
they're,
not
finding
them.
So
that's
the
that's
the
first
step,
just
in
a
quick
nutshell.
What
I'm
finding
here
on
the
on
the
technical
issues
and
then
it
just
breaks
down
what
those
visibility
issues
are,
what
the
meta
tags
are.
The
description
issues
all
of
those
kinds
of
things
in
those
those
additional
numbers.
Q
The
next
piece
is
I,
do
what's
called
a
quality
analyzer,
and
this
really
looks
at
how
our
site
matches
up
with
other
sites
that
are
out
there
and,
in
the
total
score
that
the
city
site
generated
was
sixty
three
out
of
a
hundred,
so
we're
kind
of
in
them
in
the
mid-range
there.
As
far
as
what
the
what
the
score
is
and
I'll
move
that
up,
so
we
can
see
it
higher.
Q
Better
yeah,
the
higher
the
better,
so
you
want
you
want
that.
You
know
to
be
up
upwards
of
a
hundred,
and
you
know
that
that
ranking
in
and
of
itself
is
fairly
low
for
the
for
the
city
site
and
then
there's
there's
a
tool
called
Moz
mo
zhee,
which
goes
out
and
analyzes
trust
flow,
citation
flow
and
authority,
and
what
those
things
are
is
basically
looking
at
other
sites
that
are
linking
to
our
sites
and
giving
us
a
score.
Then,
based
on
that.
Q
So
one
of
the
one
of
the
key
components
and
I'll
talk
a
little
bit
more
of
this
when
I'm
done,
but
one
of
the
key
components
for
any
website
today
for
search
engines
to
find
it
is
content.
And
it's
not
only
the
content
that
you're
posting
online.
But
it's
content
where
people
are
talking
about
you
on
their
sites
on
their
pages
and
those
kinds
of
things,
and
so
what
this
is
doing
is
giving
us
a
ranking.
From
that
perspective
and
as
you
can
see,
the
ranking
was
5.7
out
of
about
of
a
possibility
of
10.
Q
So
again,
we're
kind
of
in
that
in
that
middle
range
we
could
be
a
lot
better.
If
you
flip
to
the
next
page,
then
I
did
the
CBB
site,
and
you
can
see
here
the
total
issues
that
I
found
on
the
CB
CB
B
site,
5068
issues
again,
that
is
way
high
and
a
thousand
and
one
of
those
were
visibility,
issues.
Twenty
three
hundred
and
seventy
six,
where
Mehta
issues
343,
were
content
issues,
646,
link
issues
and
702
image
issues
done
Mike.
Q
Q
Q
M
The
Mike
yeah
over
here
can
I
ray
over
here
at
the
camera.
Oh
can
I
can
I
use
another
another
example
of
the
meta
tag
that
Don
was
asking
about
would
be
like
tonight
or
tomorrow.
After
we
put
this
meetings
minutes
on
our
website.
If
we
don't
fill
in
that
description,
it's
exactly
spot
or
that
meta
tag
spot.
That
specifically
says
council
meeting
minutes,
921
2015
the
people.
Q
Correct
yep,
that's
exactly
right
right,
so
the
next
piece,
then,
is
the
is
the
quality
piece,
the
CVB
site,
ranked
63
again
right
about
where
the
city
site
was
with
a
5.4
Moz
ranked
so
again,
you
know:
there's
there's
a
lot
of
room
for
improvement
here
to
utilize
this
tool,
and-
and
this
is
you
know
this
site,
especially,
is
the
primary
marketing
site
for
the
city.
This
is
this
is
where
we're
trying
to
drive
people
to
the
Convention
and
Visitors
Visitors
Bureau,
and
obviously,
with
all
of
the
issues
that
are
going
on
in
this
site.
Q
N
Q
Necessarily
broken
likes
their
links
that
have
that
are
missing
descriptions;
okay,
those
kinds
of
things
so
they're,
not
necessarily
broken
links,
but
again
they're
some
things,
not
that
search
engines
are
blocking
them
because
there's
something
going
on
with
that
link
that
isn't
isn't
exactly
right.
Like.
D
I've
got
I've
got
a
question
on
the
city.
Obviously
we
have
a
lot
of
issues
according
to
what
you're
showing
us,
but
yet
the
issues
have
decreased
significantly.
In
a
couple
of
number
categories,
I
mean
what
I
mean,
how
or
why.
Why
are
they
decreasing
or
what
are
we
doing
to
make
them
decrease
some.
Q
Of
that
is
just
basically
people
putting
in
the
when
they're,
like
Ray,
said
putting
in
content
that
the
content
is
better
and
they're
putting
descriptions
and
that
kind
of
thing
in
it.
So
some
of
those
some
of
those
fixes
will
help
will
happen
automatically
as
people
add,
better
content
and
I'm
going
to
talk
a
little
bit
more
about
content
here
in
just
a
couple
of
minutes.
So
does.
K
Have
a
question
as
well:
I'm
like
ready
it
start
reading.
As
we
look
at
these
items
and
just
say
in
if
we
were
to
take,
you
know
that
the
city's
webpage
and
we're
not
yet
to
the
to
the
development
company,
but
the
Watertown
convention
of
business.
If
we
fixed
all
of
those
things
made
them
perfect,
then
does
the
quality
analyzer
rate?
Does
that
number
go
up
with
the
that,
with
the
fewer
issues
which
makes
yeah
okay.
Q
There's
two
there's
two
things
there
Mike
there's
there's
you
know
fixing
all
of
the
issues
that
are
going
on
with
the
site,
but
then
there's
also
adding
better
content.
If
you
look
at
search
engines
today,
it
used
to
be
that
the
meta
tags
and
the
keywords
and
those
kinds
of
things
were
the
key
component
to
Google's
algorithms.
That's
not
necessarily
the
case
anymore.
Now.
Google
is
really
looking
for
content,
but.
B
Q
Q
K
Q
Q
A
lot
of
it
depends
on
where
it's
coming
from:
okay,
it's
the
it's
the
links
and
where
they're
coming
from,
for
instance,
Google
loves,
YouTube,
okay,
YouTube
videos
and
there's
a
reason
they
own
YouTube.
So
but
they
love
video.
So
the
algorithms,
if
you
ever,
do
a
Google
search
for
anything
and
you're
looking
for
something
in
particular,
if
anybody's
ever
done
a
video
on
it,
there's
a
pretty
good
chance
that
it's
going
to
show
up
in
one
of
the
first
few
pages
of
that
Google
search
because
it's
a
video.
Q
So
that
would
be
an
example
of
good
quality
content
and
I'll.
Give
you
the
the
opposite
side
of
that
and
I
haven't
gotten
to
the
development
company
site.
Yet,
but
that's
a
classic
example.
They
have
a
video
on
their
site
that
talks
about
the
development
company.
The
problem
is,
the
thing
is
I,
think
three
years
old
hasn't
been
updated
and
there
hasn't
been
any
new
content
at
it.
So
now
they're
looking
at
that
and
that's
more
of
a
negative
than
it
is
positive,
mic.
H
D
H
Q
So,
lastly,
on
the
on
the
development
company
site,
this
one
was
actually
the
the
best
one.
As
far
as
issues
go,
there
were
only
611
issues
here
now.
Part
of
that
is,
there's
a
lot
less
pages
on
this
site
and
there's
a
lot
less
content,
so
it
didn't
have
quite
as
many
the
quality
rankings
on
this
one
were
lower.
It
was
a
50,
total
issuer
total
score
and
it
was
a
4.6
quality
ranking.
So
again,
this
was
really
primarily
because
of
the
content.
That's
on.
There
really
needs
to
be
upgraded
and
updated.
Q
Q
A
And
we
will,
we
will
get
the
chamber
involved
because
I
think
this
is
something
extremely
important
for
the
entire
city
of
Watertown
in
the
in
the
development
companies
defense.
We
just
did
a
new
video
for
them,
that's
going
to
be
going
on
and
great
and
they
had
people
from
all
over
town
that
we
all
had
a
chance
to
say
a
few
words
so
that'll
be
getting
on
there
shortly.
Q
That's
great,
so,
in
summary,
just
you
know
in
analyzing
the
you
know
the
sites
that
I
looked
at
you
know
the
biggest
issues
from
a
marketability
and
visibility
standpoint
is
is
the
lack
of
updated
content
and
then
obviously
the
descriptions
and
meta
tags
and
things
that
go
with
that
content.
The
lack
of
page
and
meta
descriptions
and
the
image
issues
that
are
going
on
those
you
know
need
to
be
fixed
or
cleaned
up
sites,
not
linking
well
to
each
other
again
as
I
just
mentioned,
and
then
the
sharing
of
the
content.
Q
A
One
other
quick
question:
when
I
was
talking
to
Megan
at
the
chamber
just
the
other
day,
she
she
was
telling
me
that
I
believe
they
are
going
to
hire
your
firm
to
work
with
they're
there
with
the
Chamber's
site
and
and
if
we
do
move
forward.
You
know,
of
course
it
would
be
just
a
really
great
tie-in
for.
K
K
Q
It
is
the
algorithms
change
constantly
you
know.
Google
is
always
changing
their
algorithms.
So
again
you
want
to
make
sure
that
you're
staying
up
on
this,
but
in
order
to
move
forward
you
got
to
get
the
initial
piece
of
this.
You
know
figured
out
and
fixed,
and
then
you
know
monitor
it
as
you
go
as
you
go
along
so
yeah.
A
Q
Down
and
I
actually
did
I
did
a
look
at
Sioux
Falls
in
Aberdeen,
and
we
were
I
won't
go
into
the
details,
but
we
were
anywhere
from
30
to
40
percent
behind
what
Aberdeen
and
Sioux
Falls
were
are
at
right
now,
as
far
as
their
rankings,
their
traffic
and
those
kinds
of
things
so
and
I
haven't
looked
at
Brookings,
but
that's
one,
certainly
that
we
should
be
looking
at
as
well.
While.
I
Q
N
It
still
the
case
that
the
longer
a
page
has
been
out
there
and
the
more
that
it
gets
used,
the
better
it
works
or
the
faster
that
information
comes
up
with
Google's
algorithms
and
some
of
those
kind
things
yeah,
because
some
of
these
are
fairly
new
new
in
the
world
of
you
know
the
computer
stuff
pages
so
I
hope
that,
as
we
correct
some
of
these
things
and
they're
on
there
that
and
we're
keeping
them
up
that.
That
will
also
improve
the
scores
that
we're
getting.
Q
About
that
I
mean
if
you
look
at
the
page
rankings,
especially
you
know,
if
you're,
if
you're
continually
adding
content
to
those
pages,
that
it
makes
the
algorithms
take
a
look
at
you
much
closer
and
much
faster
to
you
know
if
you're
putting
video
on
or
if
you're,
putting
updated
content
or
a
newsletter
or
you
know
any
any
of
that
kind
of
stuff.
The
algorithms
are
gonna
pick
that
up
much
quicker
I.
Q
A
I
think
what
I'd
still
like
to
do,
and
if
it's
okay
with
let
these
folks
I,
think
we
need
to
pursue
this
deeper
and
I
think
we
need
to
look
at
what
what
we
could
do
to
fix
it,
how
we
could
get
it
started
and
how
much
time
it
would
take
for
us
to
have
somebody
on
board,
whether
it
be
our
own
people
or
what
we
do
that
can
take
care
of
this
site.
I
think
maybe
the
police
department.
They
got
not
a
lot
to
do
so.
They
can
just
take
care
of
it.
Q
I
think
you've
got
a
great
opportunity
from
a
marketing
perspective,
with
these
three
sites
and
with
the
Chamber's
sites
as
well
and
I,
think
the
better
you
can
get
them
working
together
and
get
them
in
the
search
engines
so
that
people
are
finding
them.
Obviously,
that's
a
huge
benefit
to
the
city
of
Watertown
and.
R
A
And
you
know
it's
interesting
just
in
them
in
the
meeting
with
the
bid
board
today,
where
you
know
they
spend
$50,000
a
year
just
for
local
Watertown
advertising
and
that's
matched
by
the
state
just
for
local
Watertown
advertiser,
so
they're
out
there
making
that
that
pitch.
The
folks
need
some
place
to
come
in
easily.
C
Q
N
Q
N
B
Q
Found
it
and
again
I
think
if
there's
one
thing
that
I
would
impress
upon,
you
is
to
don't
look
at
your
website
as
a
standalone
tool.
Look
at
your
website
as
part
of
a
marketing
platform.
It
includes
social
media.
It
includes
video,
it
includes
the
website.
It
includes
email
marketing,
all
of
the
things
that
you
guys
are
already
doing,
but
making
sure
that
those
systems
are
all
working
together
and
you
know
taking
advantage
of
putting
them
all
together.
Q
A
I
Like
that,
the
idea
I
mean
if
we
can
get
together
as
a
community,
not
only
us
but
CVB
and
chamber
and
development
and
and
I'm
sure,
there's
a
couple
else.
Others
out
there
that
that
probably
some
links
on
our
website
now
that
need
to
be
tied
into
there,
so
I
mean
you're,
talking
language
I've,
never
heard
before,
but
I've
been
a
I've
said
it
publicly
to
Steve
and
a
lot
of
people
for
last
three
or
four
years
that
water
tones
website
is
not
user
friendly.
Q
A
Thanks
Mike,
how
did
it
go
out
there
all
right,
good
deal.
I
have
a
couple
other
issues
I
need
to
quickly
talk
about.
The
first
is
our
our
wreath,
our
wreaths
and
bows
for
Christmas
we're
going
to
talk
about
Christmas
in
September
yeah.
Where
were
some
shot
go
they're
all
set
up,
they
got
their
trees
and
everything
going.
But
one
of
the
things
that's
happened
is:
is
that
our
Christmas
wreaths
and
things
like
that
have
kind
of
wore
out
and
and
also
with
our
banners.
A
What
we're
looking
at
is
Kim
has
been
working
closely
with
the
chamber
with
Meghan
and
they're.
Looking
at
wreaths
and
they're
looking
at
banners
throughout
the
city,
everything
would
look
the
same.
The
Uptown
would
look
the
same
as
the
I
was
the
highway
and
I'll
buy
the
mall
and
I'll
buy
I'll,
buy
Walmart
in
that
area,
but
I
just
wanted
to
touch
base
with
you
guys.
Just
so
you
understand
if
we
were
to
do
something
like
this.
A
J
K
A
So
it
is
it's
around
fifty
three
thousand
six
hundred
and
twenty
dollars
to
replace
all
the
reefs
and
to
replace
all
the
banners
or
Christmas
banners
most
of
the
banners
that
have
been
up
there,
that
the
hardware
that
they
attached
has
been
pretty
much
wore
out.
I
know
that
the
old
things
need
to
be
surplus.
Not
all
of
them
have
been
they've
just
kind
of
gotten
ditched,
not
sure
why
that
is,
but
it
did
happen.
So
we
need
to
visit
about
that
just
a
little
bit.
I
To
touch
base
on
that
a
little
bit
before
we
get
into
any
discussion
on
that
the
normal
banners
that
we've
been
working
on,
probably
looking
at
about.
If
you
go
about
a
hundred
of
them,
which
don't
cover
the
city
very
well
you're,
looking
at
about
$15,000,
that's
what
it's
Hardware!
No
now
some
of
that
Hardware
could
interchange
with
Christmas
banners
if
we
work
together
on
that
portion
of
that,
so.
N
I
C
A
A
I
P
I
think
it's
about
ten
years
ago
we
bought
the
when
I
was
on
urban
renewal
about
the
new
wreaths.
They
were
new,
then
for
uptown
was
just
for
Uptown
ones.
As
I
remember,
that
was
like
sixteen
thousand
dollars
they
spent
on
and
shortly
afterwards,
I
started
getting
letters
to
change
the
bulbs
out,
LEDs,
which
now
I
would
assume
that's
be
the
standard
on
them,
because
the
bulbs,
we
all
know
the
old
Christmas,
both
one
gets
out
of
whack.
P
You
got
no
lights
with
LEDs,
it's
not
that
problem,
but
back
then
the
ones
for
downtown
that
they
put
on
the
light
poles.
If
I
remember
right,
it
just
seems
like
it
was
a
$16,000
urban
renewal
paid
that
at
that
time,
out
of
that
budget,
but
didn't
do
ones
out
on
fun
to
twelve
earning
those
bigger
ones.
Is
this
one's
uptown
or
what
a
couple
feet
around
or
thirty
inches?
Maybe
at
most
are
those
gone
also
as
far
the
ones
uptown
or
the.
A
R
A
Actually,
I
think
what
we
would
do
is
the
Chamber,
what
kind
of
spearhead
this
whole
project
for
us
and
they
would
just
take
it
over
megan-
has
offered
to
to
go
out
and
do
it
Kim.
You
know
it
has
a
lot
on
her
plate
and
to
do
this,
and
then
the
Chamber
has,
in
the
past,
already
done
a
lot
of
purchasing
of
lights
and
stuff.
This
is
where
we're
at
right
now,
and
that
is,
she
might
be
able
to
find
something
a
little
bit
better.
Well,.
K
My
first
inclination
is
to
refuse
to
talk
about
Christmas
in
September,
but
depresses
me,
but
Kelly
do
do
we
have
anywhere
within
our
budgets
that
we
know,
but
something
like
this
might
normally
fall,
and
we
know
we're
ahead
of
the
game
financially
and
we'll
continue
to
be
that
way
and
where
that
that
might
be,
where
we
get
these
dollars
from
I
mean.
Is
there
anything
that's
been
budgeted
for?
We
know
we're
gonna
come
under.
That
would
be
a
good
replacement
for
this.
B
Really
for
for
a
wreaths,
it's
not
a
capital
project,
so
it
the
only
place
it
can
be
taken
out
of
is
a
general
fund.
You
know
you
have
the
contingency
fund,
that's
for
unforeseen
things.
Again,
that's
up
to
you.
It
can
be
taken
out
of
the
existing
fund
balance.
That's
why
we
have
that.
There's
four
unforeseen
things
that
kind
of
rainy
day
fund,
but
but
really
you're.
Looking
within
the
general
fund,
and
we
usually
I
think
we
do
a
good
job,
not
spending
what
we
don't
need,
but
we
don't
budget
to
not
not
do
that.
C
A
I
A
I
Thing
that
we
could
look
at
too
is
is
the
Redland
project.
We
could
almost
put
that
off
till
spring.
If
we
use
the
same
type
of
brackets
or
same
size
of
brackets
is
what
our
banners
are
going
to
be
for
Christmas
banners,
and
we
can
save
some
money
on
both
sides
of
that
so
laughter.
They
want
to
see
that
put
off,
but
I
mean
why
why
buy
brackets
twice,
why
buy
banners?
Does
it
have
this
banner
sizer
and
you're.
A
P
Think
the
banners
are
the
things
that
need
to
be
replaced
on
a
more
regular
basis
as
a
parent,
the
wreaths
and
things
I
think
and
get
a
lot
more
life
out
of
those,
but
the
banners
between
the
you
know
Sun
and
the
wind,
and
they
just
they
tear
and
they
fade,
and
so
those
that
probably
should
be
something
that
are
on
a
regular
schedule
to
get
updated
after
a
certain
amount
of
time.
I've.
I
Did
a
lot
of
shopping
around
with
a
lot
of
different
companies
on
this
banner
project
and
there's
a
lot
of
different
things
you
can
buy.
I
mean
depends
on
how
much
money
you
want
to
spend.
You
can
get
stuff,
that's
guaranteed
for
up
to
five
years
and
90
mile-an-hour,
wind,
gust
and
but
they're
about
three
times
the
price.
Another
one
I.
N
Think
it's
something
that
you
know:
we've
been
working
really
hard
for
the
last
couple
years,
I
feel
continually
looking
at
what
do
we
want
to
look
at?
What
is
our
image?
How
is
Watertown
seen
by
people
coming
in
and
and
all
those
kind
of
things,
and
it
feels
to
me
like
not
doing
this-
would
be
sort
of
a
stop
kind
of
thing
that
we've
we've
been.
N
You
know,
I,
don't
again,
I
don't
like
talking
about
in
September
I
like
spending
money,
but
you
I
do
like
spending
money
on
myself,
but
anyway,
yeah
I,
like
new
clothes
and
stuff,
no,
but
I'm,
but
I
think
that
it's
something
we
should
sit
here
and
think
about
and
talk
about
and
be
serious
about,
because
we're
we're
upgrading,
Watertown
and
I
I
don't
want
us
to
have
beat
the
Grinch.
You
know
City,
because
we
don't
have
any
decorations
up
that
make
sense.
Well.
K
I
want
to
go
back
well,
Randy
was
saying,
I
mean,
we've
got
the
banners
that
we
had
talked
about
here
a
few
months
ago
about
the
old
banners
that
that
have
brackets
and
and
such
that
go
up
and
then
now
we're
talking
new
ones.
Is
it
these
things
all
use
different
brackets
or
you
put
up
a
set
of
brackets
and
well.
A
A
A
P
They
think
the
scale
of
things
on
212
has
to
be
different
than
the
scale
things
downtown
when
you're
on
the
median
out
there
and
between
the
interstate,
and
here
they
make
as
the
wreaths
are,
and
if
you
got
banners,
they
can't
be
just
the
little
ones
that
are
downtown,
because
that
just
wouldn't
even
make
any
sense.
So
there's,
depending
on
where
you're
going
with
it
I
got
two
comments.
We
got
last
year.
C
To
echo
what
bill
said
and
what
Beth
said,
I
was
in
a
one
of
the
big
board
meetings
this
morning
also
and
that
holly-jolly
tour
they've
got
with
the
hour.
What
do
you
call
that
the
trial?
You
know?
That's
gotten
a
little
bit
of
momentum,
the
Winter
Fest
thing
the
City
Park
viewing
you
know.
We've
got
some
momentum,
there
I
think
that's
plays
in
this
I
hate
these
unexpected
expenses,
but
I
almost
look
at
those
as
one
you
know,
I,
just
kind
of
like
I
want
to
bite
hard
and
I.
C
Think
there's
one
thing
we
kind
of
got
to
do,
but
it
fits
in
with
some
of
the
h2o2
old
stuff.
We've
been
talking
about
how
we
present
Watertown
I
do
think
we
have
positive
momentum.
There
I
think
this.
This
could
slow
us
back.
If
we
didn't
do
it,
but
I
hate
these
expenses
I
wish
we
could
weigh
year
and
use
the
old
stuff
one
more
year,
but
it
sounds
like
that's
not
an
option.
A
And
that
takes
us
into
another
subject,
so
what
I'm
gonna
do
is
I
think
we
will,
if
it's
ok
with
you
folks,
I
will
just
have
Kim
work
with
Meghan
and
they'll.
Take
care
of
that
make
sure
that
they
understand
that
the
need
for
the
the
banners
to
fit.
You
know
different
types
of
banners
to
banners
to
fit
on
the
on
everything,
they're
the
same
brackets
and
so
will
be
all
good
there.
So
I
will
I'll
tell
Kim
tomorrow
to
move
forward
with
with
Meghan
on
this
I.
A
A
A
There
is
a
cost
to
having
those
flowers,
but
I
didn't
realize
how
much
work
goes
into
it.
Also,
you
know
I,
guess
I'm,
looking
at
some
of
the
things
that
these
folks
do.
It's
just
amazing,
but
the
total
bid
price
to
have
the
tree
farm
do
the
flowers.
Uptown
is
twelve
thousand
five
hundred
ninety
six
dollars,
what
it
costs
or
what
it
includes
is.
A
Each
hanging
basket
includes
nine
supertunias,
three
IVs
one
Calabro
something
one:
synthetic
liner,
soilless
soil,
never
heard
of
such
a
thing,
labor
to
assemble
labor,
to
maintain,
while
in
the
tree
farm
greenhouse,
we
use
the
wire
basket
and
plastic
saucers
each
year.
Each
complete
pole,
planner
will
include
six
supertunias
four
IVs
to
kalabaw
riyals,
soilless,
soil
labor
to
assemble
reuse,
existing
fiberglass
pots
labor
to
maintain
on
the
tree
farm.
They
put
two
and
a
half
gallons
of
nature
source
fertilizer
at
about
500
bucks.
So
for
so
for
ik
acid.
A
I
I
A
A
Is
disappointing
that
somebody
would
literally
go
up
there
and
been
a
pipe
so
that
it
doesn't
water
the
flower
for
their
beanbag,
so
this
is
kind
of
where
we're
at
on
this
I
don't
know
Randy
you
and
Beth
have
both
worked
extremely
close
on
this.
Have
you
been
out
for
bids?
There's
there
other
ways
of
doing
it.
Let's
just
kind
of
fill
us
in
a
little
bit.
N
I've
looked
into
this
quite
some
time
prior
to
even
taking
this
on
two
years
ago,
when
we
first
put
up
the
the
new
set
of
flowers,
I
mean
if
you'll
recall,
when
we
did
that
the
system,
the
drip
system
was
not
working
at
all.
We
had
to
revive
that
system.
It
had
been
laying
fallow
for
quite
a
number
of
years,
had
not
been
blown
out
and
maintained
correctly
or
had
not
been
winterized
correctly
at
the
time
that
it
was
shut
down,
which
was
a
cause
for
a
lot
of
the
repair
bills.
N
You
know
the
just
here's
your
flowers
put
them
in
and
I
know
bill.
Sometimes
we
even
planted
them
ourselves,
I
mean
they
came
in
flats
and
ourselves
and
volunteers
hung
them
and
things
like
that
and
is
Jay
still
here.
Are
you
still
here,
yeah
and
as
far
as
the
putting
them
in
that's
probably
the
most
labor-intensive
part
of
it
is
hanging
them
and
installing
them
putting
them
in
Park
and
Rec
does
not
mind
taking
them
out,
because
that's
a
lot
easier.
N
She
actually
orders
those
plants
around
this
time
of
year.
She
starts
growing
them
already
in
February
and
it
sort
of
takes
several
months
to
to
actually
get
them
to
where
they're
you
have
to
understand.
They
have
to
look
like
they're,
fully
grown
by
the
time
they
come
out
so
anyway,
going
backwards.
A
little
bit
back
to
the
history
of
this
is
there
was
not
the
fertilizer,
the
instructions,
the
support
the
you
know.
We,
it
was
piecemealed.
Sometimes
the
flowers
work.
Sometimes
they
didn't
and
we
all
know
the
issue
about
watering.
N
N
There
talked
to
the
different
people
that
were
in
charge
of
the
flowers
and
I
didn't
realize
that
there's
a
difference
between
the
flowers
you
and
I
buy
to
put
it
in
our
gardens
and
the
flowers
they
put
out
in
those
pots,
but
there
is
so
these
are
essentially
commercial
flowers
and
which
is
why
they've
also
survived
so
well.
I,
guess
what
I'm
doing
is
I'm
giving
you
the
reasons
why
the
tree
farm
was
selected.
N
The
other
thing
that's
nice
for
the
park
and
Rec
guys
is
this
helps
put
this
big
project,
and
this
is
a
big
project
on
a
little
bit
more
of
an
autopilot
basis.
They
know
who
to
call
they
know
who
to
work
where
they
know
what
to
expect.
They
know
what
the
flowers
are
gonna
be.
They
know
when
they're
gonna
be,
you
know,
taken
care
of,
and
they
have
a
phone
number
of
somebody.
N
A
A
J
I
N
Two
things
that
I
understood
because
I
tried
to
do
that
last
year,
too,
was
to
keep
them
up
for
KI
and
I
I.
Think
Mike,
Luke
and
I
watered
him
long
enough
to
keep
him
up
for
venting.
So
just
thanks,
Mike
I
think,
but
anyway
it
was
Labor.
Wasn't
it
labor
and
it
was
also
there's
a
theory
about
taking
them
out
while
they
still
look
nice,
so
people
remember
how
beautiful
they
are
when
they
take
them
down
versus
waiting
for
them
to
be
a
shriveled
wrinkly
mess
and
that's
what
they
remember
before.
We.
I
A
J
A
P
Can
tell
you
from
being
involved
when
that
watering
system
was
put
in
you
need
in
the
fall.
You
got
to
take
out
the
meters,
you
got
to
blow
it
out
and
you
can
spring
it
put
up
and
you
got
a
monitor
that
they
have
a
place
to
put
the
fertilizer.
It
didn't
get
taken
care
of
right
people
that
just
let
it
go
and
then
pretty
soon
you
just
run
them
playing
water,
and
so,
if
you
don't
have
somebody
that's
going
to
take
care
of
it,
there's
no
point
in
doing
it.
Quite
obviously,.
N
We
had
very
little
startup
issues
this
year
with
it
and
yeah
a
lot
of
people,
don't
understand
that
there's
underground
fertilizer
tanks
that
need
to
be
have
a
proper
mix
of
fertilizer
in
them.
There's
injectors
it's
a
really
sophisticated
system
that
we
have
and
and
again
that
kind
of
broke
my
heart
to
to
realize
that
and
and
bill
can
attest
to
that
that
we
spent
such
an
investment
in
such
a
nice
system
and
then
just
let
it
sit
for
years
and
years
and
years.
So
it's
nice
to
it,
you
know,
have
somebody.
A
A
A
A
Right,
any
any
other
liaison
reports
or
anything
executive
session,
we
do
need
to
go
into
executive
session
for
contract
negotiations.
I
do
expect
some
action
to
be
taken
afterwards.
I
do
need
a
motion
in
a
second
for
okay
motion
by
a
bill.
A
second
by
Randy,
all
those
in
favor,
say
aye
opposed
motion
carried.
We
are
in
executive
session.
