Thanks
Shelley
at
this
time,
I'll
look
for
an
approval
of
the
consent
agenda,
I'm.
Looking
for
motion
a
second
for
discussion
motion
by
Bruce
second,
by
John,
any
questions
any
additions,
hearing,
none
I'll,
look
for
council
action,
all
those
in
favor,
say:
aye
opposed
motion
carried
okay
number
to
approve
the
agenda.
I
do
need
to
add
a
couple
of
things
to
the
agenda
under
to
a
I
would
like
to
add.
B
E
B
B
G
We
have
reviewed
this
for
them
and
they
they
meet
all
the
requirements
in
Journal
as
they
can.
I
redo
their
site
plan
form
a
little
bit.
This
data
line
represents
the
five
foot
clear
area
on
the
sidewalk.
There's
a
bike
rack
here
in
place.
It's
four
foot
off,
so
it
kind
of
defines
and
it
kind
of
restricts
them
a
little
bit
from
what
they
could
actually
do
there.
But
in
general
you
know,
there's
a
table,
it
could
be
there.
If
the
bike
rack
wasn't
there,
they
could
have
another
table
over
there.

K
B
You're
doing
for
the
future,
this
here
is
a
letter
that
would
be
sent
to
the
Department
of
Energy
Environment
Natural
Resources,
financial
technical
assistance.
It's
on
the
flood
management
risk
is
what
it
is,
what
it
really
boils
down
to
it's
a
feasibility
study
for
the
flooding
of
Watertown
South
Dakota.
This
has
actually
done
through
the
US
Army
Corps
of
Engineers,
which
they've
done
these
particular
studies,
but
they've
never
finished
one.
B
What
they're
asking
us
to
do
is
to
sign
a
letter
that
would
commit
the
city
of
Watertown
to
pay
450
thousand
two
hundred
twenty
five
dollars
when
they
decide
to
to
do
this
feasibility
study.
The
cost
of
the
project
is
nearly
a
million
dollars
for
the
Corps
of
Engineers.
To
to
finish
this
they're
saying
the
city
is
responsible
for
50%
of
that.
What
would
be
looking
for?
B
B
M
B
Them
for
possibly
the
remainder
of
that
the
the
question
that
begs
is
that
we
would
have
to
put
this
in
our
our
CIP
project
and
it's
a
half
a
million
dollars
that
we
hadn't
planned
on
putting
in
there
so
I
I
think
what
I'm
going
to
do
is
look
for
a
motion
and
a
second
on
this
for
discussion
purposes,
so
move
push
by
Mike,
second
by
Russ.
So
if
you've
got
any
questions,
I
know
that
Sarah
is
well
versed
on
this.
This
is
actually,
if
you're
familiar
with
the
feasibility
study.
N
L
We're
talking
about
here
is
just
finishing
the
feasibility
study
that
was
started
many
years
ago
and
we
weren't
going
to
be
cost
sharing
at
first
and
then
you
know
the
cost
share
amount
has
increased
over
time
and
I
think
originally
we
didn't
have
to
participate
in
the
feasibility
study.
We
were
expected
to
participate
in
the
cost
of
a
dam
if
that
went
forward,
but
that
can't
go
forward
until
the
feasibility
study
is
completed.
B
H
N
O
P
Horny
Creek
issue
happened:
I
wasn't
even
in
town
with
that
all
took
place,
but
I
vowed
that
if
that
issue
I
mean
that
came
up
that
we
do
this
right
for
me
step
on
this
process
a
public-relations
process.
This
looks
to
me,
like
a
good
working
session
issue
to
really
vet
this
out
and
talk
this
over
a
little
bit
died
I'm
a
little
hesitant
to
just
off-the-cuff
approve
of
a
project
like
that,
without
really
really
taking
the
time
to
get
everybody
up
to
speed
on
those
issues.
P
B
B
A
K
B
I
L
Would
expect
that
once
the
dam
is
built
that
the
floodplain
would
be
modified
to
reflect
that
there's
a
dam
in
place
and
it
would
decrease?
This
is
the
whole
purpose
of
flood
control
for
water,
town,
water,
town,
floods
regularly.
We
have
more
claims
than
any
other
community
in
our
region
for
flood
insurance
and
it's
come
back
time
and
again.
Q
L
City
has
there's
been
a
public
vote
and
the
city
has
written
numerous
letters
saying
that
we
will
sponsor
the
project.
The
city
will
sponsor
the
project
they're
asking
to
go
one
more
step
and
say:
not
only
will
we
sponsor
it,
but
within
our
community
you
know
the
State
Water
Board
would
contribute
the
lake
Camp
Asaka
water
project
district
has
been
waiting
years
and
years
to
help
fund
this
study
and
for
completion.
B
Think
that
it's
important
that,
if
we're
rely
upon
the
state
water
board
and
the
competitive
chapter
that
maybe
we
have
to
have
some
kind
of
a
letter
or
agreement
from
them
first
that
says
we
will
pay
for
this
well
paid,
so
that,
because
what
we
would
do
tonight,
if
they
were
to
sign
this
or
to
accept
this,
this
letter
would
tie
the
hands
of
any
future
council
to
a
half
a
million
dollar
expense
mm-hmm.
Without
knowing
that
anybody
else
would
do
anything.
Mayor.
H
Important
that
this
isn't
saying
to
confirm
the
Mahoney
Creek
Dam
proposal.
This
is
to
come
up
with
if
I'm
reading,
this
solutions,
other
you
know,
management
solutions
as
possibilities
for
us
not
specifically
stating,
although
when
it's
all
said
and
done,
it
may
come
back
to
that.
But
my
understanding
is
this
is
not
specifically
for
in
stating
that
if
the
solution
is
Mahoney
Creek
Dam
is
that.
B
N
L
B
B
L
Requesting
the
funding
from
the
state,
the
project
is
already
on
their
list
of
projects
and
likely,
if
that
letter,
that
the
mayor
put
up
is
sent
to
the
state
they'll
respond
with
fill
out
these
forms
and
we'll
consider
it
in
September
whether
or
not
we'll
fund
it.
They
do
that
periodically.
They
don't
evaluate
a
request
for
funding
any
time
it
comes
in.
L
They
have
certain
times
where
the
water
board
joins
together
and
reviews
the
applications
and
the
lake
campus
co
water
project
district
would
have
to
convene
and
meet
and
vote,
and
there's
no
question
in
my
mind
that
that
board
would
support
his
late
camp.
Eska
suffers
greatly
from
flooding
and
the
lake
water
project,
district
of
which
I'm
a
board
member
has
been
waiting
for
the
opportunity
to
assist
so.

Who,
by
Ross
you
want
to
draw
it
until
we
can
further,
we
can
look
at
this
little
deeper
okay,
so
we
have
a
the
motion
is
withdrawn
by
Mike
and
seconded
by
my
Russ.
Any
other
discussion.
Do
we
need
to
go
through
the
council
here,
all
those
in
favor
say:
aye,
no,
okay,
so
we're
good
to
go.
We're
gonna,
pull
that
off
there'll,
be
discussion,
there'll,
be
a
lot
of
discussion
on
this
thing
before
we
go
any
any
further
I
think
we
need
to
walk
rather
than
run
on
this
okay.
B
Let's
move
on
number
three
retail
on
off
sale.
Malt
beverage
license
renewal
for
little
teas
ain't,
doing
business
as
mr.
T's
at
1309
with
south
east
for
the
period
of
July
1
2015
to
June
30th
of
2016.
At
this
time,
I
will
open
the
public
here
and,
if
there's
anyone
that
wants
to
speak
in
favor
of
or
against
this
hearing,
none
I'll
close
the
public
hearing
I'll
look
for
a
motion,
a
second
for
discussion.
Some.
E
B
Hearing
your
questions
down
there,
okay
hearing
none
I,
will
look
for
council
action.
All
those
in
favor,
say:
aye
opposed
motion
carried
number
four
application
for
a
special
retail
on
off
sale,
malt
beverage
and
retail
on
off
sale.
Wine
license
to
the
Watertown
Area
Chamber
of
Commerce
at
Stoke
Thomas
City
Park
for
a
period
of
four
p.m.
on
Friday
July
17th
to
10:00
p.m.
on
Saturday
July
18th
of
2000
fifteen.
At
this
time,
I
will
open
a
public
hearing.
R
B
Second,
by
Dan
any
questions
on
this.
This
is
for
our
cooking
on
campus.
Go
hearing,
none
I'll!
Look
for
council
action,
all
those
in
favor,
say:
aye
opposed
motion
carried
number
five.
Second
reading
of
ordinance
number
15
16
is
Tim
around
here
tonight:
Tim,
okay,
on
many
in
section
21
point
802,
3
regulating
portable
signs,
21
point
802
for
regulating
in
off
premises,
signs
and
21.8
0
1
for
exempt
signs.
At
this
time.
I
will
open
the
public
hearing.
If
there's
anyone
that
wants
to
speak
in
favor
of
or
against
this
I.
S
I
kind
of
ran
some
numbers
over
what
I've
done
for
business
over
the
last
11
months,
because
I've
been
now
owned
it
for
11
months
and
based
on
the
how
the
proposal
is
written
out
of
all
of
the
signs.
I
was
able
to
rent
prior
to
any
of
these
changes
being
made.
If
they
were
to
be
made,
I
would
be
able
to
rent
one
sign
for
the
future,
so
out
of
the
83
that
I
ran
it
prior
to.
S
S
So
I
guess
48
of
those
signs
were
off-premise
advertising
and
35
of
the
signs
were
on
promised
advertising.
So
obviously,
over
about
60%
of
my
business
has
been
in
the
off-premise
advertising
for
the
small
businesses.
You
know
around
Watertown
do
the
fact
that
it's
a
more
cost
effective,
more
effective
way
of
advertising
for
all
of
the
local
small
businesses
and
in
some
large
businesses,
I
mean
I've
rented
signs
to
the
largest
retail
store
in
Watertown
I
mean
so
it's
not
just
small
businesses
but
they're
the
ones
that
will
be
affected
the
most
by
it.
S
S
As
far
as
you
know,
initially
was
talked
about
January
1st
of
2018
that
all
signs
would
have
to
be
reduced
to
32
square
foot.
When
the
proposal
come
out,
it's
all
of
a
sudden
a
year
prior
to
that
for
January,
1st
2017,
which
which
gives
you
know
a
year
and
a
half
to
completely
redo
every
all
ten
signs
that
I
that
I
currently
have,
because
all
my
signs
are
currently
60
square
foot.
S
The
other
big
one
that
that
I
really
found,
which
actually
kind
of
surprised
me
a
little
bit-
was
the
the
portals.
The
portable
science
must
be
separated
by
not
less
than
50
feet
from
any
on-premise
sign.
Well
out
of
the
the
83
signs
that
I
rented
in
in
the
eleven
month
period,
forty-eight
of
them
were
off
premise,
so
they're
just
completely
gone
regardless,
according
to
all
its
rewritten
and
the
other
out
of
the
other
35
34
of
them
were
affected
by
that
50
feet.
S
Regulation
off
the
current
promise
signs
which,
when
that
one
actually
kind
of
shocked
me
a
little
bit
so
so
you
know,
I
mean
basically
at
the
end
of
the
day.
If
this
was
passed
as
written,
the
businesses
pretty
much
shut
down,
because
you
can't
make
payments,
you
can't
run
a
business
losing
ninety
nine
percent
of
what
you
were
doing
the
previous
year
and
I
want
to.
S
All
of
the
rules
and
regulations
made
sure
I
had
a
clear
understanding
of
what
was
required
at
that
time
and
with
the
permitting
and
things
of
that
nature,
I've
stayed
on
top
of
that
game
matter
of
fact,
I
don't
know
that
I've
had
a
call
and
had
to
move
a
sign
because
there
or
because
I
wasn't
following
regulations
as
they
were
written
prior
to
I'm,
still
waiting
to
see
all
of
these
people
that
are
against
these
signs,
because
I've
yet
to
see
one
at
a
council
meeting.
I
have
yet
to
see
one
talk
about
it.
S
B
There
anything
I,
I,
know
you've
been
up
there
a
couple
of
times
talking
and
is
there
anything
more
that
you
really
want
to
get
out
there
I
give
it
just
a
little
bit
more
time
here
or
if
there's
anybody
else
that
wants
to
speak
in
favor
of
her
against
you.
Cuz
you're
certainly
welcome
to
come
up.
B
H
P
S
H
R
O
O
H
S
As
of
as
it's
written
January
1st
2017,
which,
like
I,
said
the
initial
discussions
that
that
date
was
2018,
they
talked
about
the
sunset
and,
and
you
know,
I
can't
I
think
that
would
probably
allow
a
guy
to
turn
enough
profit
and
and
maybe
reinvest
and
reduce
the
size
of
all
more
or
figure
out
what
I'm
gonna
do
from
that
point.
At
that
point
on,
you
know
it's
with
us
all
being
to
the
forefront.
It's
pretty
much
eliminate
any
opportunity
I
have
of
ever.
S
E
O
The
responses
that
I
had
sent
out
in
a
questionnaire
to
all
you,
people,
I,
don't
sit
on
the
council.
The
average
number
that
came
back
was
actually
less
than
a
year
and
a
half
and
and
I
think
if
I
remember
right,
it
was
1.25
a
year
and
a
quarter.
So
it
was
kind
of
arbitrarily
pick
at
that
year
and
a
half
made
sense
because
now
we're
in
the
June
and
just
with
the
responses.
S
In
and
I
still,
you
know
the
question
the
off
premise:
why
that's
such
a
negative
thing
for
water
tone,
I,
guess
I
have
a
difficult
time
wrapping
my
hands
around.
Why
it's
so
negative
that
as
a
business
owner,
you
could
rent
and
utilize
some
prime
property
to
either
gain
business
for
your
small
local,
small
businesses
or
possibly
bring
in
new
employees.
Things
of
that
nature.
I
have
a
real
difficult
time,
understanding
why
that's
such
negative
for
the
city,
okay,.
S
One
other
thing
I
also
would
like
to
bring
up,
is
nonprofits
I've,
rented,
quite
a
few
signs
to
run
nonprofits
and
they're
all
off
promise
advertising,
because
they
obviously
don't
have
a
location,
a
prime
location
and
and
basically
that
that
business
is
gone
as
well.
Not
only
does
it
affect
me,
but
it
affects
the
nonprofit's,
so
you
know
that
would
be
an
issue
as
well.
Tim.
S
O
Can
address
that
one?
It
would
be
effective
on
July
10th
of
2015.
At
that
point,
whatever
was
permitted
and
moving
forward
would
be
under
the
new
rules,
anything
that
you
had
in
place
that
was
legal
before
that
was
legally
permitted
before
that
place,
you'd
be
able
to
run
that
contract
or
that
sign
permit
out.
So
presently,
I
haven't
been
issuing
the
permits
for
the
whole
year.
Ivanishin
tore
up
to
60
days
at
a
time.
So
if
you
would
pull
permits,
if
you
had
any
permits
pulled,
they
would
be
honored
until
those
ran
out.
B
H
I'd,
like
that,
oh
I'm,
sorry
I
still
think
that
we
need
to
have
some
language
in
here.
That
needs
to
change
and
I'd
like
to
talk
just
a
little
bit
about.
You
could
ask
me
even
a
question
at
this
point
like
sure
get
in
what
do
you
figure
estimated
cost
is
to
convert
those
signs
down
to
the
32
square
foot
once.
S
S
H
N
N
A
B
B
N
K
U
P
It
looks,
doesn't
look
very
good,
like
we
hear
those
comments
quite
often
I,
like
that's,
why
I
said
bending
the
date,
but
the
50-foot
thing
we're
gonna
put
a
19
million
dollar
highway
down
the
middle
of
our
biggest
our
thoroughfare
and
Watertown,
and
it's
our
chance
to
get
that
to
look
better
because
it
doesn't
look
great
right
now.
So
that's
why
I
would
I
would
Bend
on
the
date
in
consideration:
I
I'm,
not
in
favor
of
the
50-foot.
What.
J
H
P
Point
will
take
and
the
other
consideration
point
is
they're
gonna
take
away
frontage
from
each
business
out
there,
they're
gonna
go
white
at
five
five
11
foot
length,
so
they
take
five
foot
a
highway
plus
six
foot.
Four
sidewalks
is
a
federally
funded
project,
they're
pushing
those
right
up
to
the
buildings.
So
now
we're
gonna
have
an
instance
that
are
you
going
to
building
sign
up?
You
can
get
another
sign
right
there,
which
we're
running
out
of
space.
P
If
you
see
the
drawings,
when
you
look
at
the
d-o-t
drawings
on
some
of
those
things,
there
are
going
to
be
some
businesses
that
aren't
literally
going
to
have
no
parking
in
front
of
their
business
and
there's
some
huge
challenges
are
going
to
face
so
we're
gonna
put
a
bigger
highway
in
the
same
spot
and
take
away
some
of
the
edges
we're
running
out
of
space.
That's
why
I
made
those
comments.
H
P
That's
a
very
good
point:
well-taken
that
the
flip
side
is
you
can't
keep
changing
ordinances
all
the
time
we
got
a
gentleman
here
who
kind
of
got
caught
in
an
ordinance
change
situation
and
I
have
sympathy
for
what
is
going
through
again
want
to
bend
in
the
date.
So
we
can
try
and
make
this
somewhat
more
palatable,
but
we
don't
want
to
get
in
habit
of
having
our
ordinances
be
changing
all
the
time,
because
then
people
can't
make
decision
they
make
decisions
based
on
what
they
are
today,
but
you
always
take
the
risk.
P
E
We've
already
cut
it
basically
in
half
for
a
little
bit
more
than
half
than
what
his
previous
business
has
been.
Now
we're
talking
just
on
premise,
not
off
premise.
Now,
if
I
was
a
business
owner,
I
would
hope
that
I
would
have
a
little
bit
of
say
whether
or
not
I
can
put
some
advertising
on
my
property.
E
H
You
know
you
look
at
the
other
requirements
that
are
in
here
in
regards
to
there
there's
distance
from
corners.
There's
distances
from
in
entrances.
I
mean
it's
gonna
get
boxed
in
guys.
It's
I
mean
it's
only
gonna
get
worse
with
the
highway.
You
know
get
gonna
get
revised,
I
think
it's
gonna
only
be
so
much
that
they're
gonna
be
able
to
do
with
these
and
again,
you
know.
Maybe
the
way
to
do
this
is
just
to
I'd
like
to
revise
my
motion
and
vote
on
it
and
then,
if
it
are.
B
O
B
B
E
B
D
B
B
B
L
B
Is
there
any
any
questions
you
have
for
Sarah
on
this?
You
know
that
will
look
for
council
action
on
this.
All
those
in
favor
say:
aye
aye
opposed
motion
carried
the
most
light.
Oughta
be
second
reading
ordinance
number
1517
amending
the
zoning
district
boundaries
by
zoning
property
self,
a
little
drive
to
c3
highway
commercial
district.
At
this
time,
I
will
open
the
public
hearing.
If
there's
anyone
that
wants
to
speak
in
favor
of
or
against
this
hearing,
none
I
will
close.
B
L
Was
the
request
of
the
property
owner
at
the
time
when
it
was
annexed
and
zoned,
but
they'd
they
probably
want
that
to
be
commercial.
I
did
talk
to
them
about
changing
the
zoning
there
they're
preparing
a
preliminary
plan
right
now
and
I
asked
them
if
they
intended
to
keep
it
I
won
or
if
they
wanted
it
to
be
c3
I,
don't
even
think
they
remembered
that
it
was
I
won.
B
B
Any
other
questions
here:
none
I'll,
look
for
counsel
action,
all
those
in
favor,
say
aye
opposed
motion
carries
number
seven
to
code,
a
common
sixth
edition.
We
have
two
on
this
one.
The
first
one
is
the
flat
I
will
look
for
a
motion,
a
second
for
discussion
purposes,
that's
second
by
Randy
for
bill.
Who
is
it
done
it
by
Randy?
Okay,
you
have
any
questions
for
Sara.
She's
got
the
flat
up
there.
N
N
K
H
B
L
L
M
L
L
P
L
T
T
L
L
L
K
K
L
And
that
these
were
approved
in
the
preliminary
plan,
which
is
2003
approved
in
2003,
has
since
expired
and
I
suggested
that
we
might
want
to
ask
the
developer
to
renew
the
preliminary
plan
and
bring
it
back
to
the
Planning
Commission
in
case
there
are
any
new
things
like
the
water
quality
facilities,
weren't
an
ordinance.
They
were
in
a
federal
law
in
2003
when
when
this
was
originally
approved,
and
so
we
don't
have
provisions
for
that
right
now.
B
T
T
L
N
F
Guess
the
city
the
city
could
participate
in
in
the
repair
if
we
had
a
like
a
temporary
construction
easement,
something
if
we
wanted
to,
but
but
to
your
point
bill
since
they're
on
private
property.
Everybody
on
the
council
knows
that
this,
the
municipal
governments
Kanaks
money
for
private
benefit.
So
you
can't
expend
public
money
for
private
benefit
if
it
were
to
be
perceived
as
any
money
would
benefit
private
individuals.
You
couldn't
do
that.
But
if
you
had
an
easement
for
you
know
recreational
trail
purposes,
you
know
construction
or
improvement.
H
T
L
T
B
H
L
Will
say,
even
though
they
aren't
planning
those
as
public
right-of-way.
They
are
actually
improving
this
one
and
that
they'll
have
to
actually
gravel
roads
that
aren't
yours
to
maintain
they're
still
on
private
property,
because
they're
not
plaited,
but
they
have
maintained
them
for
ingress
and
egress
in
emergencies,
which
is
excellent,
I
mean
we
didn't
have
to
ask
him
to
do
that.
They
did
that.
T
P
O
O
L
T
L
M
K
L
B
L
The
general
provisions
includes
that
they
have
to
do
everything
that
they're
agreeing
to
do
in
this
letter
of
assurance
within
two
years.
That's
what
our
ordinance
requires
is.
Two
years
we
haven't
in
any
recent
letters
of
assurance
or
development
agreements
ever
said
two
years
we
say
three
years
five
years
ten
years
and
I
just
want
to
point
that
out.
If
you
think
two
years
is
too
short
of
a
period
of
time,
I
can
change
that,
but
I
just
wrote
it
too,
because
that's
what
the
ordinance
says
you.
B
Know
I
think
also.
We
need
to
find
some
type
of
a
way
to
to
follow
these
letters
of
assurance
because
everybody
gets
a
lot
of
assurance
and
we
don't
know
if
they
follow
the
letter
of
what
we
ask
them
to
do.
Somehow
we
have
to
whether
we
hire
a
firm
that
follows
all
our
letters
of
assurance
and
and
everything
that
we
ask
developers
to
do.
We've
got
to
do
something
you
guys
because
they
just
kind
of
get
they're
out
there
and
they're
forgotten
and-
and
nobody
ever
really
pays
attention
to
them.
B
N
B
B
It's
all
coming
down
to
you,
Ray
you're,
the
man
so
so
we're
gonna,
we're
gonna,
find
that
and
we're
gonna
have
it
so
that
there's
some
dripping
on
that
that
comes
in
and
so
okay
has
just
been
done.
Has
it
not
been
done?
What's
going
on
so
we're
gonna,
we're
gonna.
Do
that
I
think
that's
just
important.
L
L
Been
talking
about
doing
this
for
years,
and
what
what
I'm
thinking
we
would
do
is
have
another
layer
on
our
GIS
system
and
obligation
layer,
and
when
someone
goes
to
develop,
we
can
turn
that
obligation
layer
on
and
see
how
they
signed
a
waiver
of
right
to
protest
streets
and
they
agreed
to
finish
the
turnaround
and
are
these
things
done.
That
would
help
us
when,
at
the
time
a
building
permit
is
requested,
we
can
review
those
I.
B
B
H
H
L
I
B
H
B
U
I,
don't
have
a
question.
I
think
that
tickler
is
really
a
good
idea,
though,
and
I
like
the
two
years,
because
that's
what
it
says
and
then
have
a
tickler
after
18
months
and
see
how
they're
going
and
if
they're
not
where
they
are,
then
they
could
come
to
us
and
say
why
they
aren't,
rather
than
you.
B
Yep,
that's
exactly
right
and
we
have
a
motion
a
second
on
this.
So
at
this
time
I
will
look
for
council
action.
All
those
in
favor,
say:
aye
aye
opposed
motion
carried
number
8,
the
authorization
for
the
mayor
to
sign
agreement
for
additional
services
with
seh
Inc
for
the
row
v.
Creek
map
update
project
in
the
amount
of
$5,000
I
also
want
to
mention
that
this
is
just
part
of
the
Robie
Creek
fix.
You
know.
We've
got
a
lot
of
things
going
on
there,
so
there
will
be
more
to
come.
B
L
L
N
M
U
B
K
B
Get
it
well,
this
guy's
is
the
softball
complex
that
we've
talked
about
for
a
long
time.
Of
course,
there's
two
plexes
two
complexes
in
here.
One
to
the
to
the
north
is
ice.
One
to
the
south
is
a
softball
diamonds.
There
are
going
to
be
some
revisions.
The
road
that
leads
through
the
softball
parking
lot
that
goes
to
the
west
there
and
travels
north
up
will
probably
not
be
in
there.
The
the
road
on
the
north
side
of
the
ice
is
probably
not
going
to
be
asphalt.
B
It'll
probably
be
more
like
like
gravel
road
up
there,
but
tonight,
if
you
could
just
kind
of
slide
that
up
so
we
aren't
looking
at
is
because
it's
gonna
bring
me
into
that
more
and
more
and
more
so
so
there
that's!
What
we're
going
for
tonight
now
Bob's
proposal
on
this
I
think
most
of
all
you
have
seen
this
is
just
to
get
this
thing
designed
and
get
it
ready
to
go
and
we
got
the
design
there.
We're
ready
to
take
this
out
two
bids.
Are
you
not
Bob
for
us?
No.
V
B
N
Let's
parking
to
the
north
is
not
we
just
were
out
to
the
cook
complex.
Is
that
incomparable
all
I
got
there
that
parking
lot
was
pretty
full
and
we,
how
does
that
compare
how
many
cars
I
don't
even
know
what
we
have
got
there
Kyle
we
got
going
on
off
the
cook,
but
that's
pretty
big
a
lot,
and
that
was
pretty
full.
N
N
V
Okay,
they're
the
things
that
we've
talked
about
at
the
meetings
that
I've
been
that
are
involved
in
here,
there'd
be
basically
two
championship
fields
that
would
have
the
bleachers
and
the
canopies
not
only
behind,
but
also
on
the
sides.
And
then
we
talked
about
taking
alternate
bids
on
the
other
fields
and
having
room
for
the
side.
Bleachers
they'd
have
the
bleacher
behind,
but
the
side
ones
would
be
an
alternate
bid
if
you
could
afford
it
great.
If
not,
then
it's
something
that
could
be
added
at
a
later
date,
so
Bob.
V
T
T
V
To
get
it
the
way
that
you
want
it,
we
wanted
biggest
thing
I.
Think
from
last
meeting
we
took
was
you
know:
let's
get,
let's
get
it,
so
it
is
a
great
facility.
But
then
let's
have
some
flexibility.
If
costs
come
in
higher
some
alternate
bids
that
we
can
add
if
we
can
afford
it
and
if
not,
let's
have
the
room
and
the
spot
for
it
so
that
we
can
add
it
later.
If
we
want
to
Bob.
R
V
I
mean
you're
talking
the
two
side.
We
just
moved
those
two
into
the
alternate
bid
like
we
did
the
other
three
fields,
so
there
really
isn't
a
lot
of
difference.
The
last
meeting
we
talked
about
it
and
one
time
there's
talked
having
Crowsnest
and
PA
systems
and
those
kinds
of
things
on
the
fields
as
well,
and
the
last
meeting
here
was
talked
about
that
you
know
nowhere
that
they
had
been
had.
They
really
seen
those
and
those
were
taken
off
of
the
docket
to
the
last
meeting.
P
V
T
Again
and
I
know
we'll
revisit
this,
for
because
all
of
a
sudden
lots
change
from
what
I
recall.
But
again
position
is
a
big
thing.
I
think
when
you're
talking
about
where
we
locate
that
those
fields,
it's
a
safety
issue,
because
typically
those
championship
games
occur
in
the
afternoon
when
the
Sun
is
is
low
and
I
know
that
we
were
talking
about
having
bigger
bleachers,
we're
gonna
canopy,
the
side,
at
least
for
sure
we're
gonna
canopy
the
side
viewing
bleachers
as
well,
because
it
would
be
two
on
both
sides
as
well
as
the
big
one.
B
Know,
I
think
what
we're
doing
here
tonight
is
really
looking
to
get
you
on
board
this
whole
contract,
so
that
we
can
get
this
thing
designed
the
proper
way.
I
think
also,
if
you
look
bill
for
for
parking,
you've
got
the
whole
Anza
field
over
there
that
you
could
use.
Also,
it
isn't
really
that
far
for
overflow
parking,
okay.
B
H
Bob,
but
this
contract
is
signed
or
agreed
to
here
with
you
guys
tonight
you
said
it.
This
is
what's
necessary
for
you
guys
to
go
out
for
bids
correct
how
long
before
you
guys,
we
there's
some
questions
that
have
come
up
tonight.
That
I
think
are
probably
pretty
simple:
to
get
resolved.
How
close
what
kind
of
timeframe
before
you'd
be
going
out
for
bids.
V
Optimistically,
if
we
could
bid
this
in
mid
to
late
August,
I
think
that'd
be
about
the
best
we
can
do,
I
mean
there's
it's
a
lot
of
work,
there's
a
lot
of
things
to
pull
together
on
this.
It's
a
large
project
and
there's
a
lot
of
items
to
pull
together
and
obviously
we
aren't
gonna
be
able
to
do
it
overnight.
We
have
taken
a
risk,
I
guess
and
started
the
survey
just
because
we
thought
you
would
want
to
be
in
a
hurry,
and
so
we
we
did
get
out
and
start
doing
the
survey.
V
Wait
what
happens
is
say
we
get
the
plans
aspects
done
for
you
guys
middle
of
August.
We
have
to
advertise
a
minimum
weeks
and
I'm
something
this
large
I
would
think
you
would
want
to
do
at
least
two
to
do
to
have
three
weeks
advertisement
you
open
beds,
and
it
takes
another
two
weeks
to
get
bonds
and
insurance,
so
you're,
probably
looking
at
maybe
if
you're
lucky
the
first
second
week
in
September
to
get
started
on
it.
V
If
we
had
a
good
fall,
you
can
maybe
get
a
lot
of
the
dirt
work
done,
because
it's
not
that
hard,
a
dirt
work
mm-hmm,
but
you're
gonna
see
a
lot
of
it,
the
rest
of
it
finished.
We
would
probably
write
it
to
try
to
get
as
much
of
the
outfield
stuff
done
as
soon
as
we
could
so
that
we
can
get
grass
planted.
If
we
can
this
year
either
way,
you're
not
going
to
be
able
to
play
on
it
next
year.
B
T
V
I
did
just
one
comment:
I'm
gonna
leave
this
article
from
American
city
&
county
that
I
happen
to
find
about
a
month
or
two
ago
and
I'll
leave
it
with
the
mayor
and
you
guys
can
pass
it
off
y'all.
But
basically,
on
the
first
page,
it
says:
according
the
US
Travel
Association
in
2012
27%
of
all
trips
taken
inside
the
US,
were
directly
related
to
an
ORAC
and
I
used
a
sporting
event,
so
you're
not
alone
and
people.
This
is
what
they
do
so
I
think
it's
a
good
investment
in
water,
Tom.
B
U
B
Not
letting
leave
quite
yet
number
10
authorization
for
the
mayor
to
sign
agreement
for
professional
services
with
Helms
&
Associates
for
the
airport
runway
improvement
project
at
this
time.
What
I'll
do
is
I'll
look
for
a
motion
in
a
second
for
discussion
motion
by
Don
second,
by
Beth.
Okay,
if
you
guys
want
to
take
this,
we
can
we
can
work
on
it.
This
is
for
the
airport
runway
improvement
project.
C
C
C
B
V
V
Taxiway
a2
in
the
middle
there
they
don't
like
the
FAA,
doesn't
like
those
coming
directly
into
an
apron
area-
it's
not
as
safe.
So
they
want
us
to
slide
that
slightly
down
in
this
area
here,
so
that
would
come
and
come
out
perpendicular
into
that
taxiway
rather
than
directly
under
the
apron,
so
that
one
would
also
be
relocated
and
the
one
on
the
end.
We
would
again
we
just
construct
it
back
past
the
safety
area,
so
we
wouldn't
have
to
close
the
runway
again
to
do
things
there.
V
V
What
happened
was
when
we
had
the
airport
conference
in
Sioux
Falls,
we
had
our
CIP
meeting
there
with
the
guys
from
the
FAA
in
the
state
todd
explained
to
him
the
issues
that
you
guys
are
having
with
hangars.
If
you
look,
this
is
your
hangar
area.
This
one
has
got
one
built
in
it.
There's
already
two
built
in
this.
This.
V
C
V
After
explaining
the
issues
that
you're
gonna
face
here
with
hangars
in
the
near
future,
not
having
a
spot
for
them
to
go
when
they
want
to,
we
were
probably
home-
maybe
a
month
or
two
from
that
meeting
in
March,
and
we
got
a
call
saying
that
some
other
projects
in
the
state
dropped
out.
The
state
had
some
grant
funds
available,
that
they
thought
they
could
do
this
portion
of
taxiway
as
well
for
water
talent,
so
estimated
cost
on
that
is
about
two
hundred.
V
D
B
H
C
V
H
V
V
But
this
does
not
include
the
construction
of
the
runway,
so
it's
it's
designed
only
for
the
runway.
So
what
you're?
Looking
at
for
city
dollars
is
probably
closer
to
twenty
two
or
twenty
three
thousand
dollars
for
the
design
for
the
runway
and
for
the
design
and
construction
of
the
hangar
tax.
Lien.
H
V
V
B
B
B
Which
is
a
small
one
here
on
that
for
the
hangar
taxi
lane?
Okay,
any
other
questions.
Hearing
none
I
will
look
for
council
action,
all
those
in
favor
say:
aye
aye
opposed
motion
carried
so
then
I'm
going
to
go
with
number
11
authorization
to
advertise
for
bids
for
the
airport,
hangar
taxi
lien
project,
I.
Look
for
a
motion
in
a
second
summon.
E
B
B
W
B
W
W
It's
it's
kind
of
a
good
thing
because,
as
far
as
safety
wise,
it's
safer,
getting
in
and
out
of
the
side
rather
than
the
front
and
Volvo's
actually
went
to
this
designed
for
safety
reasons.
The
other
thing
is
visibility
is
a
lot
better.
All
the
way
around.
You
know
what
I'm
a
boom
on
the
left
side,
you
only
have
one
on
the
right
side
of
the
machine.
W
W
P
P
W
P
W
And
we
were,
we
were
budgeted,
66,000
total
dollars
in
the
budget,
and
this
came
in
a
little
over
seven
grand
under
budget
so
and
all
the
attachments
do
meet
spec
and
machine.
Does
so
I
recommend
council
approves
the
low
bid
from
she
and
Mac
for
fifty
eight
thousand
seven
hundred
and
thirty
seven
dollars.
B
K
J
B
B
W
Doing
they'll
actually
cut
out
the
manhole
all
the
way
around
and
then
they'll
take
a
pic
on
the
end
of
the
current
skid-steer.
We
have
and
pick
the
asphalt
out.
Then
they
have
to
go
back
in
and
lay
a
first
lift
of
asphalt
in
before
the
paving
company
puts
in
the
final
lift
of
asphalt
and
with
the
mill
we'll
be
able
to
go
around
those
manholes
and
get
close
enough
where
we
can
just
take
a
shovel
and
pop
the
last
inch
or
so
out,
and
then
we're
mailed
down.
W
As
far
as
we
need
to
be,
we
don't
need
to
cut
it
all
out
and
put
in
a
first
left
last
year
and
phase
one
of
melon
overlay.
We
did
it
the
old
way
and
in
Phase
two
I
did
hire
somebody
to
come
in
with
us.
Skid
steer
with
a
planer
and
phase
one
took
about
three
weeks
for
our
guys
to
do
their
work
and
Phase
two.
It
took
three
days
so
it
increased
our
productivity
a
lot.
So
that's.
B
Are
looking
at
you
know,
I
think
it's
just
pretty
darn
old
I
just
think
it's
great
rod
that
you'll
continue
to
go
to
these.
You
know
these
conventions
and
schooling
and
reading
the
books
and
stuff
and
and
seeing
what's
being
used
out
there
I
know
you're
looking
at
some
different
products
for
for
our
roads.
Maybe
you'll
just
touch
on
that
a
little
bit.
You
know,
because
we've
got
a
little
bit
of
time.
Shelley
doesn't
have
to
leave
quite
yet
I
think
we're.
W
Looking
at
I
was
talking
with
the
mayor
and
and
I've
been
talking
with
Sarah
a
little
bit
about
Sioux
Falls
is
using
what's
called
micro,
surfacing
and
they're,
using
some
of
that
on
their
roads,
which
doesn't
necessarily
have
to
replace
chip
sealing.
But
it's
it's
a
new
method.
That's
they've
used
for
I
believe
this
is
a
fourth
year
they've
been
doing
it
and
it's
I
think
they
do
about
320
blocks
a
year
currently
and
the
perks
to
that.
The
micro
surfers
scene.
W
W
So,
and
we
have
a
lot
of
complaints
about
that,
but
so
we're
looking
into
that
I'd
like
to
meet
with
Galen
Huber
and
Sioux
Falls
a
street
super
down
there
to
talk
about
it
and
see
how
it
works
and
actually
see
the
process.
And
you
know
it's
something
I'm
looking
forward
to
trying
here
and
see
if
we
we
like
it
another
another
method
that
might
work
for
us.
W
W
You
know
with
the
way
we've
we're
doing
it
right
now
we
hired
a
company
to
route
the
cracks
out,
which
you
get
a
better
bond
of
your
sealer
with
the
routed
cracks
best
time
of
year
to
do
it
is
when
it's
a
little
cooler
out,
but
you
can
do
it
any
time
of
the
year.
So
yeah,
that's
what
we're
doing
right
now,
and
we
should
be
done
with
that.
Hopefully,
if
everything
goes
right
in
less
than
a
week.
K
B
K
W
W
W
B
Okay,
we're
going
to
move
on
to
number
13
approval
of
bylaws
for
the
parks,
recreation
and
forestry
department,
adding
article
10
regarding
their
rules
of
conduct.
This
time,
I'll
look
for
a
motion
in
a
second
for
discussion
purposes,
motion
by
Bruce,
second,
by
Randy,
Jay
you're.
Here.
Why
don't
you
come
up
and
explain?
X
Well,
by
approving
this
bylaw,
this
gives
the
Park
and
Recreation
Board
the
authority
to
create
a
code
of
conduct
and
enforce
it.
Basically,
what
would
be
looking
at
is
a
foundation
to
address
and
refer
back
to
for
for
unwanted
behavior
in
this
type
of
thing
and
also
I
think
it
could
be
a
great
deterrent
that
we
could
use
it
in
our
publications
and
add
our
facilities
so
that,
hopefully,
people
will
read
this
and
understand
that
hey.
K
X
X
B
Look
wonderful,
look
great
yeah.
There
are
some
things
you
know
we
discussed
on
the
trolley
on
the
way
back.
You
know
about
possibility
of
getting
rid
of
some
of
those
dead
trees
and
cleaning
them
up
a
little
bit
and
we'll
have
to
put
that
in
the
budget
for
next
year.
So
get
going
on
that
and
get
some
canapes
in
the
foundation
field
and
get
some
nicer
trees
or
planted
in
some
places.
So
there's
there's
some
things
that
we're
gonna
count
on
you.
Okay,
oh.
X
B
J
Thanks
Baron
I'm
here
tonight
to
ask
for
permission
to
apply
for
to
Homeland
Security
applications.
It's
that
time
of
year
again,
every
year
around
this
time
we
get
ready
to
apply
for
Homeland
Security
grants,
and
this
year
we
looked
at
the
the
facet
that
our
motorola
radios,
our
Mobile's
and
our
fire
trucks
and
ambulances
and
the
portable
radios
that
our
firefighters
and
paramedics
use
on
different
incidents
are
basically
in
a
five
to
seven
year
window,
where
they're
gonna
have
to
be
replaced.
Basically
they're
going
to
be
going
out
and
sleet
at
that
particular
time.
J
So
we
determined
is.
This
would
be
an
opportunity
from
100%
grant
match
with
zero,
for
the
city
would
be
an
opportunity
forces
us
to
start
securing
some
of
those
radios
that
were
going
to
be
needing
over
the
next
five
to
seven
years,
so
we're
gonna
apply
for
six
portable
radios
and
a
cost
of
I
believe
eighteen
thousand,
eight,
eight
hundred
thirty
seven
dollars
and
the
second
application
is
going
to
be
four
five
mobiles
that
will
go
in
our
fire
trucks
and
our
ambulances
at
fourteen
thousand
five
hundred
$19.
J
B
To
approve
is
there
any
questions
on
this
for
Ford
on
hearing
none
I'll,
look
for
council
action,
all
those
in
favor
say:
aye
aye
opposed
motion
carried
number
15
authorization
to
accept
a
grant
from
the
local
emergency
planning
committee
in
the
amount
of
1700
dollars
to
be
used
for
hazmat
equipment.
I
will
look
for
a
motion,
a
second
for
discussion
motion
by
Dawn
second
by
John,
ne
and
Don.
You
can
explain
that
to
us
now
sure
mayor
the.
J
Lapc,
it
stands
for
local
emergency
planning
committee
each
year
they
receive
Frunze
from
funds
from
our
local
businesses
for
hazmat
materials
that
they
have
at
their
facilities
and
with
that
they
basically
set
aside
17
to
18
hundred
dollars
every
year
for
our
local
hazmat
team
for
specific
equipment,
and
we
applied
for
some
of
this
funds.
The
other
day
at
our
local
emergency
planning
committee
meeting
and
we
were
awarded
$1700
for
hazmat
detection
equipment.
So
with
that
I
would
ask
that
we
get
approval
from
your
folks
to
accept
that
award.
Okay
is.
E
K
B
Any
other
questions:
hey
none,
I'll,
look
for
council
action,
all
those
in
favor,
say
aye,
aye,
opposed
motion
carries
thanks.
Don
appreciate
it.
They
had
me
over
at
the
fire
department
the
other
day
and
I
think
they
kind
of
had
the
fix
on
on
me
they're.
You
know,
because
they
had
all
this
stuff
laid
out
and
ready
to
go
and
they're.
Showing
me
I'll
come
this
one's
no
good,
and
why
that
other
one's
pretty
good?
We
need
that
done.
That's.
B
B
We've
had
discussion
now
with
the
Department
of
Transportation
on
26th
Street,
which
is
just
right
us
right
across
from
the
Culver,
that
is,
a
traffic
study
has
been
done.
We're
waiting
for
the
Department
of
Transportation
to
come
back
I
had
a
conversation
with
Matt.
What's
Matt's
last
names,
Frank.
L
B
Conversation
with
Matt
bride
today
and
he
he
indicated
that
what
they're
concerned
about
is
access
on
highway,
212,
they're,
not
concerned
about
eighth
Avenue
or
any
interior
roads
that
the
city
might
be
doing.
His
biggest
concern
is
getting
on
and
off
of
highway
212,
whether
it
needs
two
lanes,
three
lanes,
four
lanes,
whatever
it
might
be,
and
they're
going
to
be
getting
that
done
shortly
and
shortly
and
and
the
deal
T's
mind
has
helped
me
out
done
he's
sitting
anywhere
between
between
I
think
Sarah.
B
You
might
have
even
said
that
it
could
be
anywhere
from
three
months
to
a
year
before
we
totally
know
about
26th
Street.
So
what
we're
going
to
be
doing
is
asking
the
Austin
engineering
I
believe
was
working
with
the
coho
people
to
get
that
road.
Eight,
the
Avenue
where
it
should
belong,
bring
it
up
in.
K
B
Of
the
city,
so
that
we
understand
where
the
the
drainage
goals,
where
the
water
drains
off
you
know
the
size
of
the
road,
the
width
of
the
road,
the
depth
of
the
road,
the
curve
and
the
gutter,
and
what
we'll
do
for
for
the
utilities
to
get
all
this
done,
we'll
be
bringing
that
hopefully
they'll
be
getting
that
done
shortly.
I
know
that
they
have
some
push
going
on
on
that.
So
we're
going
to
look
at
the
entryway
I
think
they
came
back
with
the
speed
limits.
B
B
Q
You,
my
name
is
Travis.
You
see,
we've
entered
into
a
purchase
agreement
with
a
co
whole
folks
for
lot
number
six.
As
we've
worked
through
our
preliminary
site
plan,
we
found
out
that
we
were
about
ten
thousand
square-foot
shy,
so
we've
purchased
a
total
of
eighty
thousand
square
feet
or
have
signed
an
agreement
to
purchase
80,000
square
feet
out
there,
we're
currently
working
on
a
twenty
six
thousand
five
hundred
square
foot
retail
store-
and
you
know
we
have
our
preliminary
site
plan.
We've
delivered
that
to
Ken
for
his
review.
Q
I
know
that
there's
some
things
that
he's
got
to
take
apart
on
that
and
take
a
look
at,
and
we
want
to
make
sure
that
we're
we
want
to
follow
the
rules,
but
you
know
we're
very
blessed
and
fortunate
Watertown
is
in
the
surrounding
area
has
been
very
good
to
us
and
we
can
only
move
in
July,
and
so
it's
a
reason
that
we're
we
know
that
you
guys
can
only
move
so
fast.
The
city
can
only
move
so
fast,
but
we
really
would
like
to
get
some
dirt
work
done
and
hopefully
some
concrete.
Q
Q
B
Q
Our
our
biggest
thing
is:
is
we
just
want
to
be
sure
what
the
lot
dimensions
are,
so
we
get
some
pins
out
there
so
that
we
so
that
we
can
make
sure
that
the
plans
that
we're
putting
together
will
fit
within
that
lot
and-
and
you
know
fit
within
what
the
city's
asking
us
to
do
so
I
wish
you
had
a
picture
of
it.
I
do
have
a
picture,
but
we're
trying
to
keep
it
under
wraps
a.
B
K
Q
Know,
well,
though,
the
whole
deal
is
guys.
I
want
to
take
a
bunch
of
your
time,
but
you
know
we
moved
Watertown
I
was
in
third
grade
and
we
had
absolutely
nothing.
Our
family
had
absolutely
nothing
and
we've
worked.
Our
tails
off
I
mean
just
worked.
Our
bum
off
and
and
the
Lord's
been
very,
very
good
to
us,
and
we
want
to
give
back
to
Watertown
in
this
design
of
our
building.
There's
a
patio
area
where
we
can
have
civic
functions
and
those
sorts
of
things,
so
so
we're
building
a
retail
store
for
sure.
B
It
it
is
it's
it's
a
gorgeous
looking
facility,
so
we're
really
proud
of
it.
Any
questions
for
travel.
Did
that
answer.
Your
question
done:
okay,
yeah
we're
going
to
hopefully
get
us
and
get
that
road
put
out
there.
So
we
have
an
idea
of
what
the
costs
are
and
what's
going
on
and
and
if
we
can
participate
and
get
that
baby
going
sounds.
N
Q
I'll
tell
you,
this
is
a
huge.
This
is
a
huge
step.
It's
it's
humongous!
It's
a
you
know
when
you
guys
are
listening
to
your
numbers.
You
guys
are
talking
about.
It's
may
be
small,
but
for
a
guy
like
me,
it's
it's
a
lot
of
money
and
so
the
longer
we
have
it
hanging
out
there
and
we
can't
get
going
on
it.
It's
it's
just
it's
a
challenge,
so
I
appreciate
all
the
help
you
guys
can
offer
us.
Thank
you
very
much.
Thanks
Travis.
B
Executive
session
I
do
have
a
need
to
go
into
executive
session;
it
won't
be
long,
it
is
contract
negotiations
and
I
do
not
expect
anything
to
really
really
things.
10
anything
gonna
happen
in
a
your
call.
Okay,
no
nothing
I,
don't
plan
on
any
action
being
taken
today.
Alright,
so
we're
gonna
go
into
executive
session.
I
need
a
motion.
A
second
motion
by
Beth's
second
by
Randy,
I,
believe
all
those
in
favor
say
aye
opposed.
We
are
in
executive
session.
