helping
create
this
ordinance

what
it
is
designed
to
do
is
to
allow

framework
of
regulation
for
any
kind
of
private
ambulance
service
that
may
want
to
set
up
shop
within
the
city
limits
of
Watertown
and
beyond
that.

on
the
consent
agenda
we
had
ambulance
write-off
receivables
for
fourteen
thousand
nine
twenty
eight
that
was
actually
changed.
Somebody
actually
came
and
paid
up,
I
guess

little
bit
so
today,
so
that's
changed
to
fourteen
thousand
eight
fifty
308,
so
I
just
thought.
I
should
make
sure
everyone's
aware
of
that.

city
level,
state
level

not
change

other
federal
regulations

change
it's
just

city,

city

it

it's
a

protection

Rapid
City

ordinance.
In
fact,
you
know
we
looked
at
rapid
city's
ordinance
pretty
intently
in
developing
this
language.

has
an
ordinance
I
believe
Sioux
Falls
has
a
bare-bones
version
of
this
ordinance
and
a
number
of
communities
throughout
you
know.
Various
other
jurisdictions
outside
the
state
have
similar
ordinances
derived
from
a
common
ordinance.

protects
the

whole
community

somebody
were
to
come
in
and
just
like,
you

sudden
open
shop
and
that
creates
a
hardship
on
the
fire
department
and
pretty
soon

sudden
they
just
up

leave
town

city

the

cross

looking

services

bounced

down

bit
between

different
services
and
actually
the
city
was
considering
also
taken

back

911

services

fire

private
service,

yeah

over
the
9-1-1
services.
Most
of
these,
these
private
companies
aren't
really
too
interested
in
the
9-1-1
services.

interested
in
the
transfer,
business

that

regard

concerns
about

government
monopolies
or
that
being
potential
for
a
liability
with
the
city
you're
dealing
with
a
service
that

naturally

part
of
the
police
powers

is
trying
to
create
a
framework
to
allow
for
private
entities
to
come
in
to
know
what
the
rules
are
and
then
to
make
sure
that
those
rules
are
up
to
the
standard.

standards
set
by
Watertown,
Fire,
Rescue
and
so
I
would
say.

fact

state

number
of
different
regulations
that
impact
and

a

standard

operation

material
like
training
standards,
equipment
standards
and
the
like
responsiveness
capabilities,
those
sorts
of
things.

what
we're
trying
to
do
is
make
sure
that
those
things

state
law
doesn't
quite
get
to
that
Watertown
Fire
Rescue,
embodies
in
terms
of
quality
of
service.

for
this
ordinance
was
just
sort
of
a
review
of
title
21
and
looking
at
the
fact
that
certain
chapters
had
punishment
provisions
in
them
for
the
specific
chapters
within
our
zoning
ordinance,
whereas
we
had
at
the
very
end
a
chapter
21
99.
That
supposedly
was
the
punishment,
for
her
at
least
was
written
in
such
a
way
that
someone
would
interpret
it
as
being
the
punishment
provision
for
the
entire
title.
What
this
does
purely
housekeeping
purely
non-substantive
is.

chosen,

not
the
other
provisions

be
sort

the
house

punishment

our

provision

for
the
following
council
meeting
for
you
folks
to
approve,
of
course,
that
is

word
from
the
Corps
of
Engineers
folks
that
are
permitting.
This
is
that
we

permit

end

able

plant
grass

fields

concession

work

equipments

out

they

dormant
seeding

so
that
we
can

grass
coming

in
there
right
away
in
the

goes

outfields,
it's

looking
really
really
good

then,

there's
some
landscaping
things
that
were
still
working

in

river

little
bit
that
apparently

are
things
in

river

the
river
is
way
down

it'll
be
even
more
down
when
the
Ware
has
been
there,
because

water
won't
be
allowed
to
go
through
there.

that
I
did
talk
to
the
mayor
about
it.

dredging

correct

We
are
obligated
to
clean
up
dead
falls,
trees
that
have
fallen

we
we
don't

permits

create
flood
hazards
naturally
deposited
sand,
and
things
like
that
do
probably
require
a
permit
and
we're
not
pursuing
that
with
the
Corps
currently,
but

get
all
the
garbage
that
could
be
collected
on
those
tree
branches

I
mean
a
full
tires
or
somebody
dumps
an
appliance
along
the
bank.

there's
usually
at
least
one
tree

falls
into

that
needs
to
be
removed,
that
that's

common
occurrence

if
somebody
throws
a
tire
in

something
like
that,

know
for
a
fact.
There's
a
couple
tires
on
the
bank
buying
the
Little
River
City
area
and
we're
gonna
go
fish,
those
out
as
long
as
the
rivers
low
and
get
rid
of
them.

up

landfill,
so
that's
the
kind
of
cleanup
I
would
expect

about
that

us

update
on
the
bridge.

bridge
they
took
off
the
old
deck
and
they're
waiting

doing
some
minor
modifications
to

bridge,
piers
and

work

new
tee
sections
get
moved
into
town

place
with
a
crane,
so
that
work
should
be
done
by
the
end
of
the
month
weather
permitting.

we
don't
pick
up
grass

kinds

Friday

we
pick
it

mow
the

weekend.

the
garbage
gets
collected,
the
grass
and
those
kinds

things

get
collected

I'm
wondering.

landfill

with
him

they

first
I've
heard
that
they
aren't
collecting
everything,

weekend

recycling

scheduled,
you'd
have
recycling,
lawn,
clippings
and
garbage
would
all

potentially

sequins
together.

manhole
was
going
to
end
up
in
the
curb
lane,
so
we
did
some
investigating
and
found
out
that
we
could
fix
that
manhole,
very
simply
by
putting
a
new
cone
section
and
if
you're
not
familiar
with
manhole
cone
sections,

can
either
go
straight
up
to
where
they
the
holes
in
the
middle
of
the
manhole
or
he
can
build
one
that
has
a
hole
off
to
the
side.
It's
called
eccentric
and
concentric
eccentric
is
off
to
the
side.

council
does
not
have
to
take
any
action
on
it.
We're
running
the
work
through
the
municipal
utilities,
contract
with
the
contractor
and
all
the
city
will
see,
is
a
bill
to
pay
it
and
get
it
done,
but
it

minor,

I
just
wanted
you
to
know
that
when
you
see
that
bill
come
forward
in
the
near
future,
the
that
was
what
the
nature
of
the
work
was.

comment,
though
several

us
yesterday,
including
the
mayor,
attended
the
ceremony
out
the
readiness
center
renaming
it
in
honor
of
Ernie
Edwards,

to
say
blessed.
We
all
were
in
the
community
to
have
someone
of
Ernie's
caliber
over
the
years
in
so
many
different
facets
and
a
very
appropriate
that
that
building
was
named
after
him
or
is
being
named
after
him.

An
update
from
the
golf
course
the
cattail
crossings,
Golf
Course,
the
one
of
the
things
that
they
would
like
to
do,
is
put
a
driving
range
piece
of
cement
and
then
a
cover
on
that.
So
you
can
go
out
and
drive
balls
at
any
time
and
not
tear
up
the
turf
so
terribly
bad
and
what's
what's
happened
and
I
think
it's
a
great
thing.
Most
of
us
agree
that
the
kids
should
be
out
there
using
the
golf
course
when
they
turn
60
or
70
middle
school
and
high
school
kids
loose
on
a
driving
range.

has
really
made
a
huge
impact
on
that
driving
range.
It
really
got
torn
up
badly
and,
of
course,
we
had
that
state
tournament
here
and
then
people
came
in
and
it
was
really
kind
of
a
mess.
So
if
they
had
to
cement
with
this
carpet
covering
on
it,
then
Todd
and
Levi
both
thought.
That
would
be
an
excellent
addition.
Well,
as
it
turns
out
the
Watertown,
the
Aero
Booster
Club
is
really
interested
in
helping
pay
for
that.

The
school
system,
obviously
I,
think,
is
going
to
be
involved
in
it,
hopefully
because
they're,
the
ones
that
get
free
use
of
the
golf
course
and
whether
it's
cross
country
or
whether
it's
golf
practice
or
golf
meets
so
and
then
the
city,
if
it's
a
city
owned.
So
our
hope
is
that
we
can
do
something
similar
to
or
a
three-way
split
the
cost
of
putting
that
on,
and
it
looks
like
it's
going
to
be
about
a
twelve
thousand
dollar
deal.

it's
a
lot
more
than
I
thought,
but
it's
six
feet
wide
I
think
there's
five
or
six
feet
wide
and
200
feet
long
so
with
some
real
durable
carpet
on
it.
So
it's
not
something.
That's
gonna
just
go
away,
but
then
you've
got
their
early
spring
and
start
using
it,
and
especially
when
the
kids
hit
there,
then
they'd.

Hoping
to
get
that
decided
this
week
by
the
school
and
then
the
booster
club,
and
they
know,
or
somebody
junior
somebody
will
come
back
to
Shelly
and
ask
for
dollars
from
the
city
of
this.
We
still
have
some
money
left
for

renovation
project
out
there,
and
apparently
this
can
be
over
a
part
of
that

taken
and
used

right.
